Haunted house opens this week in Brookings By Diana Bosetti The Pilot

The Chetco Pelican Players’ haunted house - “Crossbone Cove” - will open to the Brookings and surrounding communities on Oct. 21. This year, will feature a pirate and nautical-themed haunt that will start indoors, then will travel outside where guests will walk through a large, scare-worthy maze, then back indoors into the belly of a pirate ship engine room. Crossbone Cove will be held at 301 Oak Street, across from Stout Park. It is open to all ages but is suggested for ages 10 and older. According to Claire Willard, the lead volunteer on the project, about 40 people have been volunteering several hours a day to build what will be a pirate city and wharf, an artificial cave and more. “It will have a theme punk element to it, with 40 different actors portraying their roles,” said Willard. This will be the Pelican Players 18th annual haunted house event, and is a primary source of revenue that keep’s the nonprofit theater group going each year. More HAUNTED, Page A3

Sea otters could be returning to Oregon Coast By DAVID RUPKALVIS The Pilot

Sea otters could be coming back to the Oregon Coast. During a meeting of Coos County commissioners, Michele Zwartjes, a field office supervisor with the U.S. Fish and Wildlife Service, said the service has been conducting a feasibility study to consider introducing sea otters to the Pacific Coast. "Oregon is the only state along the Pacific Coast that does not have a sea otter population anymore," Zwartjes said. "They were eliminated in the early 1900s due to hunting for the fur trade." Shirley Lillian Strahm Bowden

Shirley Lillian Strahm Bowden went to be with the Heavenly Father whom she loved so much on October 7th. She lived a life full of love and compassion, offering her home, her table, and her care to those in need around her. She is preceded in death by her husband, Carl, parents Harve and Ruth, and two brothers, Dwight and Gary. She is survived by two brothers, Rod (Kathy) and Steve (Linda), four sons, Cliff (Becky), Tim (Amy), Dan (Tammy), and David, thirteen grandchildren, six great-grandchildren, and countless other “bonus” children who found their ways into her heart and

home over the years. Shirley was born in Medford, OR, and grew up in Phoenix, OR, and later in Brookings, OR, where her parents established a lily farm known worldwide for its colorful Asian lily hybrids. She attended Canadian Bible College and then moved to San Francisco, CA, where she met her husband and they started their family. They later relocated to Cave Junction, OR, and then to Grants Pass, OR. In their retirement years she and Carl returned to her childhood home in Brookings. Shirley was active in various ministries in every church she attended, and she and Carl also served tirelessly for many years with Gideons International. Shirley was also very active with Child Evangelism Fellowship throughout her life. She was a respected and honored elder in her church, and was valued for her ability to teach and

to council with wisdom and grace. More than all of this, however, she was a godly wife and mother who always strove to lead her family into sincere relationships with the Lord she knew so well. She will be missed greatly by those of us who are still held by the constraints of time, but we have this hope, that in Christ this is not a goodbye, but just a “see you later.” A memorial service will be held at Grace Bible Church in Brookings, OR, at 1PM on Saturday, October 30th. Flowers can be delivered directly to 302 S. Hazel Street in Brookings on the day of the memorial. Donald W Sparlin, a 28year resident of Brookings, was born February 15, 1946 in Grants Pass, Oregon to Louise Kahl Sparlin and Hershel Louvain Sparlin. He went home to be with the Lord and passed peacefully in his sleep on September 25, 2021. Don was diagnosed with Multiple Myeloma in 2004 which was discovered after a serious hospital stay for bacterial meningitis. With chemo treatment and a stem cell transplant in 2005 and with God’s grace he was in remission for 16 years. Don attended Grants Pass High School and obtained his BS Degree in Humanities at Southern Oregon College in Ashland. After college he entered the US Navy with the goal of attending Navy flight school and becoming a pilot. However, as the Vietnam War ended, he was honorably discharged before reaching that goal. But later at age 64, he completed flight training and obtained his pilot’s license purchasing a low wing Piper Cherokee which he enjoyed tremendously after retiring.

Don worked at several Banks in Oregon during his career and moved to Brookings in 1993 as manager of Western Bank later Washington Mutual. While he was settling on a church to attend, he met and pursued Sheila Coleman McVay and they were married in April 1994. He retired from banking in 2001. Soon after retiring from the bank, he was recruited by Bill Hahn to join Edward Jones in 2001 as a Financial Advisor, taking over his office at age 55 where he worked until his retirement at 65. Don and Sheila bought Sea Bird RV Park in 2001 around the time he joined Edward Jones. He has stated that the high points in his career were seeing his bank’s staff honored by receipt of the coveted “Branch of the Year” award in 1995, being first to be named Vice President and Manager of the Brookings Branch of Western Bank and making Limited Partner with Edward Jones which were all achievements based on performance. Done would say his crowning achievement was the blessing of accepting Jesus Christ into his life which turned his life around and gave him great comfort. Don was a very active member of the community and was a member of the Rotary Club. He was treasurer of the Curry County Economic Development Corp., chairman of Curry County Crimestoppers for

16 years, council member and treasurer of Living Waters Foursquare Church for 20 years. He was also area director, with Sheila, of Marriage Ministries International for 10 years. Don always prided himself on the “people” part of his work. He truly enjoyed getting to know people, serving people and helping people. He was an avid outdoorsman all his life enjoying hunting, boating and camping with fly fishing being his passion. Before retiring from Edward Jones, he and Sheila purchased their first motorhome and enjoyed trips to Alaska and Arizona as well as short trips for fishing and visiting friends around Oregon and Washington.

The Rogue River-Siskiyou National Forest is announcing a road closure on 2308 Burnt Ridge Road. The partial temporary road closure is in effect through November 1. To complete the work, federal highways will be overseeing a contract to

repair flood damage from 2017. The repair on Burnt Ridge Road includes constructing a retaining wall. This will require closing off a short section of road where the road work will be taking place. The site is located about one mile up from FS Road 33/Agness

Road junction. The rest of the Burnt Ridge Road will still be accessible from the east/ Bear Camp Road. Signs will be posted warning that the road is closed to through traffic ahead. FS Road 2308/Burnt Ridge Road ties through from Bear Camp Road to Agness Road. Most of the road surface is aggregate/ gravel road. The alternate route is Bear Camp Road, and the travel time is generally the same, although expect some potential delays due to improvements also currently being made on the Bear Camp Road funded by Great American Outdoors Act funding.

Don enjoyed his family immensely and was extremely proud of his children and grandchildren. He is survived by his wife Sheila Coleman Sparlin and his children Debra Vigue (Ken) and Cindi DeWitt (Jeff) of Spokane, WA, and John Sparlin (Erika) of Tucson, AZ and step-children Ben McVay of Westminster, CO and Bud McVay of Portland, OR, sister Pat Rahe (Terry) of Powell Butter, OR and 12 grandchildren. A celebration of life ceremony will be held at Living Waters Church at 1136 Fifield Street in Brookings at 2:00 pm on Saturday, October 23,2021.

Guest Opinion Let’s redefine those bucket lists

What did we learn this summer and fall? We learned that people who’d been cooped up, thanks to COVID-19, flocked to our national parks and forests. Once there, many were eager to empty their bucket list of mustdo activities in the outdoors. Consequences ranged from overflowing parking lots, lots of litter and human waste and illegal pets on and off the trails, to campers parking anywhere they wanted, copious graffiti and calls for multiple rescues. At Grand Canyon alone, the summer rescue count exceeded all of last year’s. Visitation on public lands increased as much as 50 percent this summer, while at the same time, enforcement budgets had been slashed. That makes me propose some bucket-list suggestions that might seem like plain old common sense. First, while chasing fulfillment of your list, approach the outdoors like a designated adult and learn what rules apply. Second, make sure you are trackable – and not because you leave a trail of trash or discarded water bottles. Third, do not under any circumstances celebrate your love or anything else by scratching your name on rocks or onto a tree. Why must I pick up a person’s detritus or erase their doodles? One big item on my list is to go hiking without playing housemaid to others. One young miscreant informed me that she did not know that she was doing anything wrong, everyone else was doing it, and it was a “non-enforceable” law. I suppose if a law enforcement ranger does not observe someone breaking the law it is difficult, though not impossible, to get a conviction. The same can be said for shoplifting, DUIs or even murder. Somehow that does not make any of those things right. A big problem with bucket lists is that some goals require a certain level of fitness or expertise, and fulfillment becomes problematic if one lacks either of these qualities. The same people who would quail at running a marathon believe that hiking Half Dome — 16 miles round trip, 4,800 feet of elevation — or climbing Long’s Peak —15 miles round trip, 3,825 feet — will be a walk in the park. Hiking or running rim-to-rim at Grand Canyon is a big goal for lists. This involves starting at one rim or the other and hiking 21 to 24 miles with an elevation change of 11,000 feet. Kudos to the VA

Marjorie “Slim” Woodruff complete this in one day. I watched rangers plead with one rim-to-rim woman at the bottom of the Canyon to abort her run. She was disoriented and on the verge of blacking out. They offered her a bed in the clinic so she could finish the next day. But, no, she had to finish that day or it would not be marked off her bucket list. She staggered off and had to be rescued two hours later. How often do we read of climbers on Everest who vanish into the void because they have to summit or die? I do not think the goal of a bucket list is to kick the bucket while accomplishing it. Checking off items on a list also seems self-limiting. Done with that, what’s next? At Volcanoes National Park in Hawaii, I once drove out at sunset to see the lava fall into the sea. Then we hiked to where we could view the active crater. If we’d had a bucket, it needed to get lots bigger. Maybe a bucket list could be more of a rabbit hole, with each branch leading to another adventure. One of our rangers tells tourists that visiting the Grand Canyon can change one’s vacation plans forever. First they need to see it. Then they need to hike down. Then they need to spend the night. Then they hear about another trail. They become explorers in no time. Instead of “things to do before I kick the bucket,” maybe think of “things to do that dump more things into the bucket.” Meanwhile, whatever we do while enjoying the public lands, and reconnecting with nature, we can show as much respect as we would a friend’s backyard — even if our fun is non-enforceable. I am a 100% disabled veteran. I recently read an opinion/ complaint letter to the editor about our local VA Clinic, about the check-in procedures in place during the pandemic. Please be aware the VA procedure is no different than our hospitals, emergency rooms and urgent care facilities. Those procedures are in place to protect the patients and staff alike. Many utilizing the VA services are indeed over 65 years, which puts them most at risk to COVID exposure. The procedures are in place for them, and everyone in need of care. Personally, I have received excellent service and care at our local VA clinic and from the VA in general. The front office staff, the technicians, nurses, doctors and custodians have always treated me with the utmost respect, assisting me in every way. I have never been turned away, even without an appointment, The clinic provides "walk in" no appointment services during specified hours. If a qualified veteran has an immediate urgent need at any time, they can go to an urgent care clinic or even an emergency room, inform the facility they are a VA patient, and they will process all billing through the VA. If a qualified veteran needs to consult with a medical specialist not readily available at our local clinic, the clinic staff will utilize the VA Community Care program to obtain an appointment with an appropriate private medical practitioner, with all billing to the VA. When I had such a need, it was addressed within a week by a private office general surgeon, at no cost to me. Afterwards, a VA worker called me directly, to ensure everything went well. Kudos for all those fine folks at our VA clinic for all they do for both old and young veterans in Brookings. Steven Plaxco Brookings

Protecting all Oregonians In his letter to Governor Brown, Representative Smith asks for vaccine mandates to be reversed. To bolster this request, he uses several quotes from numerous studies. I appreciate efforts to research facts and to cite the sources of those facts. However, when a line is quoted out of context to support an opinion held by the writer, while the entire report which comes to a different conclusion is ignored, I find that effort disingenuous. Representative Smith claims that the governor’s mandates do not consider any of the data presented in his letter. Fortunately for all Oregonians, Governor Brown and her health team read beyond the social media headlines and consider the information presented in entire reports.

Each of the studies referenced by Representative Smith contain the same conclusion, conveniently ignored; vaccination remains the most effective tool to reduce the spread of COVID-19 and prevent severe illness or death. Representative Smith also includes statements supporting naturally acquired antibodies and immunity, in lieu of vaccines, to produce better results against severe infection. Is Representative Smith asking his constituents to risk the consequences of contracting COVID-19 to acquire natural immunity? “Natural immunity is a consequence of having survived COVID. But I don’t think our strategy should be for people to get natural immunity because people will die on the path to natural immunity, whereas vaccination is a safe way” (Dr. Stuart Ray, Johns Hopkins). Representative Smith poses a question, “What is the end goal?” I am proud to live in a state where the governor and her health team research each new study in this evolving pandemic. Where public health policies, including vaccine mandates, reflect the most current scientific data and leaders are focused on one goal: protecting the lives and welfare of all Oregonians. That is the answer to Representative Smith’s question.

Why fly the flag? Democrats in Brookings seem to be a little hypercritical when they fly the American flag in front of their headquarters when they seem to hate America so much. When Joe Biden was inaugurated as president, he swore to enforce the laws of the country and yet he knowingly allows tens of thousands of people to flood into the country illegally and ignore the law of the land, which limits the amount of people who can immigrate legally. The Declaration of Independence states we are one nation under God with God given rights. However, Democrats divide us by race and gender and do not allow prayer in schools. Democrats declare all white people are racists, and we need to get rid of Columbus Day, because the American colonies were anti native American. And yet native Americans walk thousands of miles to get into a country illegally, that is supposed to be such a racist country. Anthony Fauci and President Biden say you cannot be a medical professional, be in the Army or fly an airplane unless you are vaccinated. Even if you have already had COVID, are pregnant or are young and healthy. The executive branch is establish to enforce laws not make laws. Democrats are trying to allow boys with dresses to enter girls restrooms. In a Virginia school board meeting, the father of a school girl who was raped by a boy with a dress on in a girls restroom was not allowed to speak at a public

hearing and was beat up by the police. Parents who attempt to speak out at school board meetings against Marxist Critical Race Theory and Cultural Marxist transgender policies are categorized a domestic terrorists by the U.S. Attorney General Merrick Garland. Speaking volumes I just have to thank Father Bernie and St Timothy’s for a very well run COVID testing and vaccination program. I express my appreciation, not as a member of his congregation, but as a recipient of the program’s services and a member of this community. Father Bernie identified a serious need in our community and took action to answer that need. Vote for parks and rec district South Curry County voters should approve the South Coast Parks and Recreation District. The proponents’ goal is building a full-service indoor recreation and aquatics center at Bud Cross Park. The site at Ransom Avenue and Third Street is ideal because the city owns it. The proposed structure, however, would encompass more than the pool. Architects’ illustrations show the 34,000- to 37,000-squarefoot center would use the pool, but the building enclosing it also would have a gymnasium, fitness center, activity room and a child care center. The project is estimated at $18 million. Organizers have spent years seeking grants and other funding. Even if foundations supplied a third, the community still would need $12 million. For foundations to consider funding the recreation center, the community needs to make a demonstrative effort. Approving this ballot measure would accomplish that. In the three months the pool is open, it has 40-50 lap swimmers daily, 30-40 in aerobics and 400 in swim lessons and the average attendance at open swims daily is 30-50. The year-round recreation center would provide opportunities for more people. The district would encompass the same area as the Chetco Community Public Library District and the Brookings-Harbor Port District, which include most of Curry County south of Pistol River. The special district gives the people control. A yes vote would establish the district and authorize a “maximum permanent tax rate of up to 33 cents per $1,000 of assessed value beginning in 2022-2023.” That means the owner of a $300,000 property in July 2022 could be taxed up to $99 in November of that year, and up to 33 cents per $1,000 each year thereafter. Zwartjes said hunting in the early 1900s eliminated sea otters along the Pacific Coast, but there are small groups thanks to an effort to reintroduce the otter in the 1960s. "Much of the population in existence today is a result of reintroductions that occurred in the 1960s, including one in Southern Oregon along Port Orford," she said. "It lasted about 10 years, and the even had pups. Some believe they migrated north and joined the California group." Zwartjes said in the last

decade there have been 24 documents sightings of sea otters in Oregon, most solo males moving south from Washington. There is a strong population of river otters in Oregon, and they can sometimes be seen resting on the beach. As part of the study, the Fish and Wildlife Service has talked to fishermen, fish processors and many others to prepare a report for Congress. She said the fishing industry has voiced some concern, primarily the impact if the population booms like it has in Alaska. While sea otters typically have a diet of fish, Zwartjes said along the Oregon coast they would likely feed on sea urchins, Dungeness crab and clams. And if they were brought in, they could help heal the kelp forests, which have struggled to regain a footing after a heat wave and a die off of starfish led to a massive increase in purple urchins. "They have a very beneficial impact on the kelp forest," Zwartjes said. "Because the otters eat the urchins, it allows the kelp to regrow, so they have a very beneficial impact on the kelp beds." Zwartjes said she had no timeline as to when sea otters could be brought to the coast, but she did say if the project moves forward, mass sightings of sea otters in Oregon is unlikely. "When they were on the Oregon coast, there were never very numerous," she said. "There were only isolated pockets along the coast."

Public use restrictions dropped in national forests Due to lowering temperatures and increasing moisture across the landscape, the Rogue River-Siskiyou National Forest is decreasing the fire danger rating from “Moderate” to “Low” on all ranger districts across the forest. The Industrial Fire Precaution Level will drop to “Open Season” meaning no restrictions.

All campfire restrictions will be lifted, including those within the boundaries of the wild section of the Rogue National Wild and Scenic River from Grave Creek to the mouth of Watson Creek. “With the consistently cooler weather and precipitation received, we are now comfortable lifting all public use restrictions

and IFPL’s that have been in place,” said Assistant Fire Staff Officer Mike McCann. Obituaries Donald Kenneth "Ken" Perry

Donald Kenneth "Ken" Perry sadly passed away unexpectedly at the age of 68, on October 4, 2021, in his home. Ken was born January 9, 1953, in Marysville, California. Ken attended area schools, Yuba College, and graduated from Sacramento State University where he earned a Bachelors of Science degree in Business Administration. Always having a very strong work ethic, as a boy Ken delivered newspapers daily. While in college, he lived in Yuba City working as a Manager at the McDonalds Restaurant. After graduating from college Ken worked at Morris Plan Loan Company serving people in Yuba City and Woodland. Then Ken found his calling as a Veterinary Pharmaceuticals Salesman working first for Walco, Inc. and then Veterinary Pharmaceuticals, Inc. which incorporated his expertise from his

education and his family’s cattle business experience specializing in providing cattle medication to customer s in Northern California for 40 years. Ken enjoyed sports, hunting and especially fishing where he took his North River boat on the Feather and Sacramento rivers. He also fished in San Francisco, Idaho and Oregon. Ken loved sports cars and traveling on cruise boats, especially to Alaska many, many times. He also enjoyed animals, music, the San Francisco Giants, San Francisco 49ers, Golden State Warriors, and family BBQ’s. Ken married Jorjan "Jan" at the Madden Home and in 2022, they would have celebrated their 40th wedding anniversary. In addition to his wife Jan; Ken is survived by two daughters, Kate Perry and Jill

(Stephen) Tingey; granddaughters, Paige and Quinn Tingey; brother, Jim (Jenny) Perry; nephew, Chad Perry; nieces, Jamie (Jerry) Dillard and Monica (Anthony) Blumka; greatnephew, Nathan Blumka and great-niece, Amy Blumka. Ken is preceded in death by his parents, Donald and Geraldine (Lansdon) Perry and brother, Glenn Perry.
