A very large presidential campaign sign was replaced with a much smaller one over the past weekend. The sign was located on private property along U.S. Highway 101 just north of the Chetco River Bridge. Proponents of the sign on social media cited private property and constitutional rights, while opponents claimed that highway regulations prohibited the sign. Oregon Department of Transportation’s spokesperson Dan Latham confirmed that there are statutes and rules that regulate signs along the highway. “U.S. Highway 101 is a scenic byway, which prohibits any new outdoor advertising signs being built,” he said. “Generally, this means anything large like a billboard. Pac-Nor Barreling, Inc. has emerged from the ashes after a fire last Oct. 23 leveled the machine shop that manufactures precision rifle barrels. Owner Chris Dichter opted to rebuild the plant at 99299 Overlook Rd., south of Brookings instead of shuttering the business that’s been his passion for more than 35 years. It was back and forth for awhile about whether to rebuild, but because his son Casey wanted to continue the legacy, he decided to go forward. “We worked pretty much around the clock cleaning up and getting ready to rebuild,” Dichter said. “Luckily, last winter was

“We always wanted a bigger building,” Dichter said. “We were running out of room, but the way it came about was disastrous.” Everything is under one roof now. “We always wanted a ceiling high enough we could run a forklift down the length of it with the boom raised,” he said. Around the first of June, they started wiring in the machinery and began taking orders. “We’re running approximately 20 percent of the machines we originally had. We’re still working some of the bugs out. Anytime you wire anything in, there’s little things that come up and cause problems. We’re still finding a few of those.” More Pac-Nor, Page A3

Two new cases of COVID-19 transferred to Curry County LINDA PINKHAM The Pilot

Curry Public Health administrator Sherrié R. Ward announced two new COVID-19 cases on Wednesday evening, Sept. 30. Curry County Public was notified by Oregon Health Authority (OHA) through the official records system of two new cases of COVID-19. One was transferred from Lane County and the other from Marion County.

Both cases are unrelated but are residents of Curry County. One case was verified through lab results. The other case is deemed a presumptive case even though the individual tested negative but had Covid like symptoms after being exposed to a positive case. This presumptive case was reported on the OHA dashboard last week as OHA considers presumptive cases as positive. Public Health has reached

out to the individuals and they will be at their homes self-isolating, monitoring symptoms. Investigation and contact tracing is being conducted by both Curry County Public Health and Public Health officials from both Lane and Marion Counties. Public Health will reach out to anyone suspected of exposure to COVID-19. As of Sept. 30, the total verified number of positive cases

in Curry County is currently 32 with one of those considered presumptive, 24 recovered cases, 8 active cases, zero hospitalizations and zero deaths. Oregon has reported 33,509 confirmed and presumptive cases, with 559 deaths as of 12:01 a.m., Oct. 1. Del Norte Public Health has confirmed 144 cases as of Sept. 29, with 6 active cases. The county has reported 6 new cases since Sept. 22.

Big plans are on the horizon for The Event Center on the Beach in Gold Beach, judging by the redevelopment master plan discussed at their regular Sept. 18 meeting and a number of smaller events that continue to bring in revenue. Over the year the COVID-19 crisis has led to the cancelation of a number of events and fundraising activities, including the annual Curry County Fair this summer and this year’s wildly popular Holiday Bazaar in December. In August, the venue was granted permission to bring a special “Fair Food” weekend for those who have missed their annual dietary splurge of cotton candy, deep-fried candy bars, corn dogs, sausage dogs, giant curly fries and funnel cakes. If you didn’t know you could have any sausage or hot dog made into a corn dog, you will get a second chance this weekend, Friday, Oct. 2 through Sunday, Oct. 4. It was welcome news when Becky Campbell, city council liaison to the fair board, reported that the City Council had exempted the fairgrounds from the current moratorium passed by the city while they consider food cart regulations on main street. The ink was barely dry on the exemption before Event Center manager Kaitlyn Coleman had the next food cart event planned and ready to launch this weekend. The Fall Food Truck Fest will be a repeat of the August event hosted by Southern Oregon Food and Beverage, which is the usual fair food concessionaire. The first fair food event was so successful that it spurred the idea of setting up a regular food court on the premises. Local vendors, including Black Dog Bistro, are already inquiring about locating at the site. Up next, the staff is already planning an alternative pop-up Halloween that will be a socially distanced drive-through event. He then left Hawaii in 1984 to work for Black Construction in Guam and the outer islands. In 1987 he and his wife Kathy started a pool company. He built a showcase home for he and Kathy with an indoor-outdoor pool that was featured in the Guam magazine Hufada. They then moved fromGuam to Jacksonville, Oregon where he purchased an old home and rebuilt it and added a pool. He had a great vision as to what he could create from old to new with his resort style in mind.

He and Kathy traveled extensively throughout the South Pacific. He had a great love for the Ocean, sand and sun. He was quite the Island boy. Byron is survived by Kathy, his three children, Dawn (Jose), Cabarlas, Scott Thompson, and Brian Thompson (predeceased.) Also three step-children Scott (Mari) Mendes, Michael (Shauna) Speed, and Tasha (Doug) Snow. His brother Tom (Sue)Thompson, and 11 grandchildren. Also numerous Aunts, Uncles nieces, nephews, brothers and sister-in-laws. A celebration of his life will be planned for a later date. Any donations may be made to the Dementin Research Association.

The Event Center has been undergoing major repairs and beautification, starting with a new roof on Docia Sweet Hall, the main building; clean up of the grounds; new paint and bids for replacement siding for the Showcase Building. A new electric sign with the Event Center’s new logo will be installed any day now. The work currently undertaken at the Event Center is in line with the redevelopment master plan, which short of a few small adjustments is ready for view. One of the highlights includes development of a campground on the site, with a specific goal of starting almost immediately with dry tent camping for touring bicyclists. Eventually the site would be developed to include an RV park, which needs more infrastructure. Camping would be through a strategic partnership with Curry County to deploy some of its funding resources. Updates to the remaining buildings include adding additional stories, upgrading and moving the stage and improving the horse stalls and arena to promote horse tourism, including turnout paddocks. The plan includes adding meeting and conference room spaces to accommodate large meetings and conferences. After the meeting, Board Member Rob Chibante explained the group’s vision for the Event Center is for it to become a resort conference destination located in a vacation wonderland. With a finalized plan nearly in hand, the board will soon be ready to seek funding through grants and private donations.

Anneliese Meier July 30. 1932 - August 26, 2020

Anneliese Meier went home to the Lord on August 26, 2020. She passed away peacefully in her sleep at her home in Brookings, Oregon. She was laid to rest at Eagle Point National Cemetery, Eagle Point, Oregon. Anneliese was born Anneliese Wiedmayer on July 30, 1032 in Wilhelmsdorf, Germany. She had three sisters, two older, one younger, and one younger brother. She spent her youth in Germany and moved to the United States in 1961 where she lived and worked in New York as a baby nurse. Shortly thereafter, she met and married Donald Meier, US Coast Guard, and together they had two children, a girl, Sylvia

Meier and a boy two years later, Peter Meier. During her 30 years as a military spouse, Anneliese spent time stationed throughout the country including several years in Hawaii, Massachusetts, and New York among other assignments, eventually retiring out of San Diego, California in 1986 where Anneliese worked as a supervisory nutritional specialist at Scripps Memorial Hospital in La Jolla. Anneliese loved the coast and the forest, and in 1989 they retired to Brookings, Oregon. Anneliese became an active member of Trinity Lutheran Church, where she spent 15 years on the altar guild and enjoyed spending time with fellow Lutheran women for luncheons and other gatherings, as well as bible study groups and other ministries. In addition to her faith-based activities, Anneliese spent a lot of time outdoors with Don, extensively exploring and improving the hiking trails along the Oregon Coast, including the Samuel L.

In addition to her love for the outdoors, Anneliese had a passion for reading and enjoyed spending hours visiting the Chetco Public Library and selecting books to enjoy for her reading pleasure. She had a love for making dishes and baking cookies and pastries from her homeland Germany. Anneliese would sit in her sunroom and read while enjoying the view of her beautiful garden and the hummingbirds that often visited, moving from flower to flower. Anneliese is survived by her loving husband of 58 years, Don: her daughter Sylvia, son-in-law, Jeff, and granddaughter Brynli in California: her son Peter, daughter-in-law Corean, and grandson, Brian in Maryland: her sister Irmgard in New Jersey: and brother Robert in Germany. Annliese lived a full and wonderful life, will be missed dearly, and was loved by all in God’s garden.

Richard Ariel Edmiston March 10, 1940 - September 4, 2020

Dr. Richard Edmiston passed away peacefully, on September 4th due to Dementia while under Hospice Care at Sea View for almost 4 years. Richard was born March 10, 1940 to Lloyd Ariel Edmiston and Helen Edmiston in Portland, Oregon. Dick was a very energetic skier from the age of a toddler as his Father was no. 3 certified Ski instructor taking over Otto Lang’s Ski school at Timberline Lodge in 1938. That set the stage for Dick’s life. He graduated from Portland State University and then University of Oregon Dental School. He entered the Air Force. He had married in Portland and had 4 children. In 1975 he divorced and kept his Dental Practice in St. Helens until 1976 when he married Barbara and moved his practice to Beaverton. Coach: Dick skied until 2016. Trump supporters turned out with their colors on Saturday, Sept. 26. Drivers and passengers of decorated vehicles met up at the Port of Brookings Harbor at 9:30 a.m. and drove through town, around and back again, all the while honking and waving.

The colorful parade was organized by local fans of the President -- St James, Nicole Stephens, Alan Murray and David and Debbie Phelps. Organizers estimated the number of participants to be upwards of 300 vehicles. The long line of cars traveled north on U.S. Highway 101 through Brookings, and as they

returned to the port, other vehicles were still leaving the Port. The group has another rally planned for 11 a.m. to 3 p.m. on Saturday, Oct. 17. The event is billed as a Tailgate Party with speakers and music. The group plans to cruise with their decorated vehicles from Brookings Harbor to Gold Beach and return.

Each bar then moves to a precision drill to make a hole the entire length of the bar. Once the hole is drilled in the barrel, it goes to the deep-hole reaming machine. The reamer removes ten-thousandths of an inch. The honing machine smooths the sides of the barrel to within one, one-hundredth of a human hair. Next the barrel is transferred to the rifling machine. The rifling button is made from solid carbide that has been precision ground with diamond. It looks similar to a drill or router bit. The rifling button creates the rifling, or spiral grooves that are machined inside the barrels. The rifling sets the twist rate of the bullet. The rifling buttons are different sizes and have different rates of twist. After rifling, the barrel is cleaned out with a special wax material, then goes into the stress relief furnace at 1,050 degrees Fahrenheit. It removes any stress caused by the rifling tool so that when the barrel is contoured, it doesn’t have a “memory” that would make it warp. A familiar face will soon greet those who wind up appearing before the judge at the Brookings Municipal Court starting this month. The Brookings City Council voted on Sept. 14 to have Judge Gary Milliman replace Judge Rich Harper, who retired effective Oct. 1. In his most well-known, local public service role, Gary Milliman previously served as Brookings City Manager from 2007 until he retired in 2018, upon which he City Council named him “City Manager Emeritus” and named the City’s Emergency Operations Center in his honor. Last year, he was honored with the Herman Kehrli Award by the League of Oregon Cities in recognition of his “outstanding public service career that has provided lasting benefits by exceptional contributions to city government through his dedication, leadership and professionalism.” Milliman has been serving as a Judge Pro Tem since 2013, attending every court session and presiding over court in the absence of Judge Harper. In 2019, he was appointed as Municipal Court Judge/Truancy to preside over citations for violations of mandatory school attendance provisions of state law. COVID-19 curtailed his position as Truancy Court Judge, which he did without receiving compensation. In addition to serving alongside Judge Harper since 2019, he is a judge for three other jurisdictions on the south coast: Port Orford, Powers and Lakeside. His court proceedings are orderly and follow court rules, procedures and policies that he has established in each jurisdiction. Milliman stated his judicial

For example, I often have defendants appear several times in court if they demonstrate making progress toward compliance. by the State of Oregon to serve as a non-attorney Municipal or Justice Court Judge. He also has completed coursework in Information System Security and Awareness and specialized training in Commercial Driver’s License Enforcement. His judicial education is on top of his Bachelor of Arts from California State College at Los Angeles and Master of Public Administration from the University of Southern California, as well as completing coursework through Harvard University for Senior Executives in State and Local Government.

Herzog for Commissioner

I am writing this letter because I feel this is a critical time for our local government. In my humble opinion, I feel John Herzog is the ideal choice for Curry County. He has lived in Curry County for most of his life and knows first hand the uniqueness of our county. He will bring absolute dedication to the table. As a former County Commissioner and Justice Court/Municipal Court Judge, I have observed some good and some not so good County Commissioners come and go. I believe John Herzog will be in the “very good” category if elected. He will watch every penny of the county budget, will work full time and bring integrity to his position as he represents the citizens of our county. I am voting for and supporting John Herzog for County Commissioner over his opponent Sue Gold. Lloyd Olds Brookings

Culvert Clean-out We are writing to say “Thank You” to the city of Gold Beach, the Curry County Road Department, Curry County Commissioners and all the employees that were on our property Sept. 1 to clean out the culvert. We have been having issues with the culvert located on our property being blocked and over flowing during winters. Many other properties located in Curry County and the Gold Beach area are affected as well. Roadmaster Richard Christensen, Commissioner Christopher Paasch, and many road department employees and the company Super Products, cleared out the culvert. The machine they used for the cleanout is a vacuum and heavy pressured to remove the debris. We are writing because Curry County could use this machine to help maintain the roads and culverts in our community and keep our coast beautiful. Keith Beatty Gold Beach

Supporting Renee Kolen I am writing to lend my support to the Keep Renee Kolen Curry County Clerk campaign. Our County Clerk’s office does a fantastic job in the elections and recording offices, but they also provide passport services, marriage license and ceremonies and vital record services. Renee has proven herself to be more than capable as Clerk and it is always service with a smile in her office. In all her years as County Clerk I have not heard of any complaints with the service they provide. Our citizens trust Renee and her office to be fair and impartial. Curry County not just in the Clerk’s office, but she is also an active member in our community through service with Soroptimist, League of Women Voters, Gold Beach Main Street, Friends of the Library, coaching and working with children at her church. I know that Renee has also volunteered in Rotary and Curry Health Foundation fundraisers and beach and road cleanups. I know the list goes on, but the point is that Renee is a proven, experienced and trusted County Clerk and a wonderful asset to the community of Curry County. Keep Renee Kolen for County Clerk I am writing to urge Curry County voters to keep Renee Kolen in the office of Curry County Clerk. The office of County Clerk oversees and manages our Elections Division as well as the entirety of our public records found in the Records Division. In consideration of the current concerns regarding election processes at the national level it seems imperative that we elect the most qualified and capable person available to that position. In my opinion that person is Renee Kolen. Renee brings a wealth of experience to the office every day to serve the citizens of Curry County. One needs only to step into the Curry County Clerk’s office to observe an organized, efficient, courteous, helpful, and wellrun organization. Such performance clearly attests to and reflects Renee’s management skills. It is noteworthy that Re-

nee has been able to maintain such high standards in performing the requirements of this office while operating under the same severe budgetary constraints that affect all of Curry County’s administrative offices. Re-elect Sue Gold as County Commissioner Former local high school and college math teacher and “tea party” leader Sue Gold has worked hard as our county commissioner for four years and deserves another term. At commissioner meetings I’ve personally seen Sue make careful, reasoned votes on every issue that has come up. She values solid, verified information and insists on having the facts before she takes a stand. Commissioner Gold brings a deeply conservative background to her work but is also open to all legitimate points of view and considers them without bias. She does not rush to join political bandwagons; she sticks to issues that are actually the responsibility of the county commissioners; and she votes for measures that she learns will benefit all her constituents the most. She does not act at the behest of outside-the-county interests and takes no money from them. In fact, she takes no money at all for political campaigning. “Common sense” and “non-partisan” best describe her way of operating. She has taken care to reign-in county spending wherever possible, including stands against unapproved travel by county officials and against spending for work that’s not essential for county operations. She’s negotiated savings in essential county waste disposal and supported road-crew equipment for efficient budgeting, “long-term savings” being her motto. We know what we’re getting with Sue Gold. Questioning “Fiscal Conservative” I served Curry County as a Commissioner from 2009 through 2013. Controlling spending was my biggest responsibility, as well as seeking additional revenue sources to keep the county solvent. I am very disappointed and puzzled to hear current Commissioner Gold, up for re-election, continually state, “I am a fiscal conservative.” Actions speak louder than words, as the exact opposite is true. I encourage voters to do their research, as there has been incredible waste and enormous ill-advised spending that Sue Gold has directly participated in the four years she has been in office. Also, she is receiving a full salary, while working part time. Didn’t she say in 2016, she would accept a salary of $10,000 per year? In my view this is an example of hypocrisy and poor judgement, not good attributes of an elected official. Please vote for John Herzog, a

Re-Elect Renee Kolen This is a letter of support for the re-election of Renee Kolen as Curry County Clerk. I am so tired of hearing that voting by mail is fraught with election fraud that I am wholeheartedly lending my support to our present County Clerk who has faithfully carried out the election process in our county for 20 plus years. I just want to say that I have every confidence in Ms. Kolen and her staff in carrying out another successful vote by mail election in our county. As a former county staff member who worked in the Community Development department I often worked with Ms. Kolen researching county land records and found her to be especially competent and helpful in locating and using the county’s records section which she responsible for maintaining. I urge Curry County citizens to vote for Renee Kolen and return her to the office of County Clerk so she can continue to provide her professional service to the county. “Special” Treatment? In this world of special interest, special ed and special handling we have become accustomed to “special” treatment anywhere we are planning to spend our hard won dollars. As a victim of early-onset Parkinson’s disease, I hope to be adept at fitting in and masquerading as a “normal” person. Unless I have badly misjudged my meds— whereupon my gait might suffer and my money counting skills at the self-checkout cashier are awful. So one might imagine my surprise when I was stopped cold by an eagle-eyed young “help is on the way” lady in a local store yesterday. Earlier in the day, I had agreed to buy beer for visitors whose car was being serviced. Little did I know that as I attempted to assist the “help is on its way lady” put the carton on the scanner, I would be classified in her personal scanner as a drunk. I stood there absolutely astonished as she said “I can’t sell you this, you are drunk.” I spluttered, “What?” To which she replied “you are staggering.” I did not at this moment feel “special.” But as she gazed at me in an “Are you still here?” manner, I had the presence of mind to say “I am waiting for the help.” Soon, a more senior “help is on its way” guy showed up. He looked at my TSA card that explains my brain electrodes and why I sidestep the scanner at airports. He scanned the beer and I was on my way. No apology, no explanation (none was necessary). It was I who had to do the explaining, and that didn’t make me feel “special” at all. TSA sets the bar pretty low, but this store beat that today. Mike O’Neill Brookings

September Yard of the Month

CURRY COASTAL PILOT

Altona Mefford was chosen by the City of Brookings as September’s residential yard of the month winner. Her home is located at 420 Buena Vista Loop. No commercial winner was chosen for September. The Yard of the Month program, begun in 2002, recognizes the most attractive residential and commercial properties inside the City limits, May through September. Monthly award recipients receive a $50 credit on their water bill, a commemorative certificate, and a sign posted at their property declaring their award-winning status. Trash Dogs board of directors made the difficult decision to dissolve after consideration of numerous factors, including the end of public cleanup events for the foreseeable future due to social safety measures made necessary by the COVID-19 pandemic. turning point. There have been far fewer dumpsites reported to Trash Dogs by the public, by local law enforcement or by Forest Service personnel than in years preceding the fire. The best case scenario for healthy and beautiful forests and waterways includes lack of need for an organization like Trash Dogs. Special acknowledgement and thanks go to the founding father — or rather the Lead Dog — of Trash Dogs, Ed Gross. His ceaseless devotion to the Trash Dogs mission with founding participants Harve Timeus, Ray Sundblad and Jerry Sweeney has contributed to a healthier environment for fish, wildlife, forest soil, drinking water and the users of our local forestlands and

waterways. Gratitude also goes to the late Bobbie Gross, otherwise known as the “Cookie Lady,” for many years of baking homemade cookies for Trash Dog volunteers to enjoy on cleanup outings. Additional acknowledgement and thanks to the current Trash Dogs board of directors and officers for their service, Wayne Sundin, Steve Lowe, Victor Ortega and Mark Anderson, as well as administrator Kitt Carsten. The greatest thanks and recognition belong to the financial donors and volunteers whose environmental awareness, community concern, generosity and participation made the Trash Dogs mission possible and successful. Curry Transfer and Recycling

deserves recognition as well for providing Trash Dogs a 25 percent discount on dump fees. In an effort to disburse the nonprofit’s remaining funds in a manner reflective of Trash Dogs’ donor diversity, the board selected six nonprofit organizations within Curry County to receive equal shares of the funds. It is hoped that Trash Dogs contributors may feel gratified that their donations were paid forward to the following worthy causes: Wild Rivers Land Trust, Curry Citizens for Public Land Access, Community Center (previously Senior Center) of Gold Beach, Curry Community Cares, Coastal Home Health & Hospice, and Brookings Harbor Community Helpers.

At 7:51a.m., a knife stabbed into cardboard was found on Alder Street; property picked up by officer for safekeeping. At 9:10 a.m., an officer re-

sponded to a heated verbal dispute between guests at a business in the 1100 block of Chetco Avenue and helped parties settle down before they left to return to Medford. At 10:25 a.m., reckless endangering reported to Brookings Police Department at their lobby. At 10:56 a.m., an adult male transient was transported via ambulance to a local hospital for voluntary mental evaluation. At 11:00 a.m., officers assisted parties involved in a custodial dispute in the 600 block of Chetco Avenue with contact information for the appropriate agencies and courts in order to follow up. At 12:53 p.m., transient male picking apples from a tree on private property alarmed residents and was formally trespassed from the residence. At 3:07 p.m., juveniles were warned for disorderly conduct after entering a business in the 800 block of Chetco Avenue on skateboards and without masks. They were formally trespassed from the store and property, and their parents were notified. At 3:20 p.m., officers investigated reports of reckless endangering at a store in the 800 block of Chetco Avenue. At 7:57 p.m., dispute/fight reported on North 2nd Avenue was a verbal dispute between spouses. At 8:12 p.m., dispute/fight reported on Driftwood Lane. At 9:35 p.m., an adult male was warned for disorderly conduct after being observed stepping out into traffic in the 1100 block of Chetco Avenue. At 10:14 p.m., theft reported on Mendy Street. At 12:57 a.m., a transient male reported having a rock thrown at him by another transient. Suspect was not located. He was warned for disorderly conduct after pounding on the dispatch windows and yelling. At 2:18 a.m., a disorderly transient male was formally trespassed from business property in the 1100 block of Chetco Avenue and moved along, as directed. At 3:23 a.m., prowler reported on South Bank Chetco River Road. At 4:07 a.m., same male transient was again arrested for disorderly conduct after a driver nearly hit him in the 900 block of Chetco Avenue because he was dancing in the middle of the road and acting like he was playing chicken with traffic. He was cited and released on the misdemeanor charge. At 10:12 a.m., a male transient reportedly darting into traffic on Chetco Avenue at 5th Street; he denied the allegations and said that one of the drivers swerved at him while he was on the sidewalk. He was again warned for disorderly conduct. At 10:59 a.m., a bank in the 800 block of Chetco Avenue reported identity theft and supplied a video of the suspect to police. At 11:01 a.m., dispute/fight reported in the 900 block of Chetco Avenue. Determined to be mutual harassment between transients; parties separated voluntarily. At 11:25 a.m., officer returned to check on a transient camp that hasn’t moved since he left a business card last week. Appears to be un-

At 5:23 p.m., a transient male sitting in the bushes and periodically peeking into a business on Memory Lane was ‘freaking out’ guests. He was formally trespassed from the property and moved along. At 7:21 p.m., Verbal dispute between family members and caregiver on Ransom Avenue. Caregiver agreed to return the house key and stay away from the home. Activities like bank stabilization and road decommissioning will improve spawning success for adult salmon and steelhead as well as increase survival for eggs, embryos, rearing juveniles, and downstream migrants. The replacement of barrier culverts with bridges or natural stream bottom culverts will allow adult and juvenile salmonids access to additional spawning and rearing habitat. The installation of instream structures will recruit and sort spawning gravel for adult salmon and steelhead and create summer rearing pools and over-wintering habitat for juveniles. FRIEND WANTS TO BREAK UP WITH LONGTIME GOLF PARTNER DEAR ABBY: Years ago, I met a man through golf, and we developed a casual friendship. I lost track of him for a few years, but when I heard his wife was being treated with chemo for cancer, I took them food and offered my support.
