Wildfires burning across Oregon are expected to leave a significant trail of lost lives and lost property. “We expect to see a great deal of loss both in structures and in human lives. This could be the greatest loss of human lives and property due to wildfires in our state’s history,” Oregon Gov. Kate Brown said in her opening remarks during a media briefing Wednesday afternoon, Sept. 9. “My heart goes out to the families affected.” Brown said Oregon is facing a statewide fire emergency. Evacuations are occurring across the state and numerous

fighting 35 wildfires with multiple smaller fires continuing to erupt across the state. The latest fires are in the Santiam Pass area of Marion County, the Lionshead fire near Warm Springs in Central Oregon, the Holiday Farm Fire in rural Lane County and two wildfires in Jackson County. “Right now, more than 300,000 acres are burning across the state,” Brown said. “This is the equivalent of over 500 square miles.” Brown said parts of Oregon where fires are not burning face the worst fire conditions in three decades. “This means everyone must be on high alert,” Brown said. Chef brings BBQ experience full circle Douglas Momchilovich figures he was an unintended beneficiary when the state of Oregon closed down businesses back in March to prevent the spread of the COVID-19 coronavirus. His Cuzzin’ Douggie’s Bar-BQue Emporium has been smoking up meats and serving side dishes made from scratch from his corner setup at the Brookings Harbor Farmers Market for the past 2-1/2 years. But Momchilovich said the pandemic forced local diners to find out about his brand of barbecue. “People were getting tired of cooking at home during the lockdown. Taco Tuesdays and spaghetti Fridays wasn’t working anymore,” Momchilovich said. “Because of the farmers market, we were open because we were ‘essential.’ And all we do is to-go. We fit the bill all the way around.” With a vast background in the culinary arts, Momchilovich almost went with Greek food when

he first moved into the market. Instead, he went with Italian. “It was pouring down rain and people were lined up out the tent. But I got ‘slayed,’” Momchilovich recalled. “I didn’t have a kitchen setup yet. I only had toaster ovens — real primitive.” A bigger seller than his meals, however, were his cheesecakes. His side business — Sasquatch Creamery — could barely keep up with orders. “The first time I made about 25 of them, they didn’t even last an hour. Next time I made 50, sold out in couple hours,” Momchilovich said. “The funny thing about this is, I hate cheesecake. I hate making cheesecake.” Luckily, he convinced longtime pal David Schaller to take over that side of the business. Schaller’s cheesecake options now include two keto, seven gluten-free and 31 other flavors. “This is where we wanted to live,” said Schaller, who had family in the Brookings area. “And to live here, you’ve pretty much got to own your own business.”

The two had worked together off and on over the last 18 years as glass-glazing contractors. Momchilovich himself bounced back and forth between the culinary world and his family’s glass-glazing business in Kansas City. “My dad, who owned the third largest glass company in Kansas City for 37 years, said one thing to me that stuck in my head I’ll never forget my whole life,” Momchilovich said. “‘Son, a job is like auctioning off minutes of your life to the highest bidder.’” Momchilovich said that was pretty profound lesson for an 11-year-old with his whole life to live ahead of him. He figured the highest bidder was minimum wage. So, he and his brother hustled neighborhood jobs from mowing yards to shoveling snow, to avoid minimum wage. But when he was about to turn 15, and his dad refused to buy him a car, so Momchilovich got his first real job at a barbecue

More boating, more accidents.” Henry said his biggest concern is the number of very preventable fatalities. “We’re seeing people not surviving capsizings and falls-overboard,” he said “In nearly all these cases, a life jacket would have prevented the tragedy.” Henry said Oregon had recorded 22 boating fatalities as of Tuesday, Sept. 1. “In only three of those cases a

worn or correctly-fitted and sized life jacket would probably not have made a difference,” Henry said. “In other words, maybe 19 of those could have been saved by a life jacket.” The number one cause of boating fatalities is people ending up in the water unprepared, according to Henry. According to Henry, if someone tips their kayak over and they have a life jacket on, they swim it back to shore, get in and try it again. “We never hear about it,” he said. “If someone doesn’t have a life jacket, they struggle, they panic, they suffer cold water

shock, rescue is more difficult, and it’s a fatality.” Henry said the danger is especially present for small non-motorized boats. “You should assume you’re going for a swim and dress accordingly,” he said. For motorboaters, it’s all about being prepared for the unexpected and knowing your waterway, Henry said. “Don’t travel at a high speed until you know what’s under the water – we had a lot of groundings and broken boats this year when people hit rocks, logs

Officials said they are seeing a disturbing trend along Oregon’s popular rivers, lakes and ocean bays this summer and into fall: A high number of increasing fatalities and accidents. During this intense wildfire season in Oregon, officials said it is critical that everyone be ready to evacuate at a moment’s notice. Oregon Office of Emergency Management Public Information Officer Paula Fasano Negele said the most important element is to be prepared. “If you do not have a “go kit” put one together NOW,” she said. “Have a conversation with family members about what you will do, what you will bring and where you will go if you are evacuated. Know your evacuation levels! Fasano Negele said when a Level 3 – GO now – is ordered, GO! “Be prepared to leave behind items,” she said. “It’s more important to get out safely. This nugget comes from a survivor of the Mosier Creek fire who escaped her home with 9 other family members and 7 dogs without a moment to spare.” Fasano Negele said there critical steps of action you need to take during an evacuation. “Know your evacuation levels,” she said. “This seems trite but with the fast-moving fires that have occurred in the past few days, this information is the difference between being a survivor and a victim.” Level 1 – BE READY – Monitor emergency services websites and local media outlets for information. This is the time for preparation and precautionary movement of persons with special needs and, in some cases, pets and livestock. Level 2 – BE SET – Be ready to leave at a moment’s notice. There is significant danger to your area. Be prepared to voluntarily relocate to a Temporary Evacuation Point (TEPO as set up by the Red Cross, or move to family/friends outside of the affected area. Obituaries Debra Kay Turner August 9, 1952 - September 2, 2020

Debra Kay Turner of Gold Beach passed away on September 2nd, 2020 of cancer. She was surrounded by her husband, children, and grandchildren. Debra was born August 9th, 1952 in Roseburg, OR to Ted and Muriel Kern. Debbie lived in Sutherlin, Port Orford, and Ophir in her years growing up. While attending Gold Beach High School, she met her high school sweetheart, Jim. They graduated in 1970, and married a year later on June 11th, 1971. In 1973, she gave birth to her daughter, Beth, and two years later to her son Jimmer. She worked at the Chowderhead Restaurant

as a cook and waitress, before opening up D & J Franko Gas Station. She ran that while Jim ran the Chevron Station. In 1988, they tore down the Chevron and closed the Franko Station, and went into business together operating the Texaco Station, which is now Shell. Debbie had her own clothing business called Little Peoples Place in 1978. The last 17 years or so she was a Weight Watcher leader for Gold Beach and Brookings. She helped many people accomplish their weight goals. Debbie loved spending time with her children and grandchildren. She loved supporting them in all of their sports and school activities. You could always find her in the stands or on the players bus going to the events. The other joy in her life were her two dogs, Stew and Tango. Debbie was a wonderful

wife, mother, and grandmother. She is preceded in death by her parents Ted and Muriel Kern, brother Teddie, and granddaughter Hope Elizabeth. Debbie is survived by her husband Jim of 49 years, daughter Beth Bennett (husband-Cliff), son Jimmer Turner (wife-Genny), and grandchildren Nick, Jed (wife- Kim), Wes, Emily, Apryl, Jordan, and Tessa. There will be a graveside service at the Pistol River Cemetery on Saturday, September 12th, at 11:00am. Everyone is welcome to attend this time to remember her. We ask that you please wear a mask. In lieu of flowers the family asks that donations be made to the Wild Rivers Animal Rescue in honor of Debbie. Delbert Edward Peixoto January 29, 1937 - August 20, 2020

It is with great sadness that we say goodbye to Del Peixoto who passed away on August 20, 2020, in the loving presence of his wife Shirley and daughter Julie. Born in Niles, California, Del was proud to be a 5th generation Californian and a 60 year member of th Native Sons of California. He was also very proud of his Portuguese Heritage and a longtime member of the Portuguese Fraternal Society of America, his ancestors immigrating from Pico in the Azores. Del started very young learning hard work and the family trade from his father in the Irvington Meat Market in Fremont, California, eventually taking the business over from his father, interrupted only by his service in the US Army. After his honorable discharge, he continued operating the market for many years. Lat-

er Del and Shirley moved to Willow Creek, California for a more simple life. Del worked and operated the Willow Creek Meat Market and also worked part time at Bob’s Market. In 1989, Del and Shirly fell in love with Brookings and the Oregon Coast, living for fifteen years at Rainbow Rock Condos and then at their Brooke Lane home. Until his retirement, Del worked in several local markets-Harbor Meats. Ray’s, and in his last years before retirement, at the then newly opened Fred Meyer’s. After retiring, Del spent some time fishing, traveling, and working in his yard. He also spent time with his “Baby” a beautiful 1930 Model A coupe he had purchased from a close friend when Del was just s senior in high school. For many years, he was an active member of the Curry County Cruisers, taking loving care with his restoration work and cherishing her through the many years of ownership and numerous car shows. Del was also a volunteer at Star of the Sea Cath-

olic Church. He adored his church community, especially Deacon Leo, Jaime and Maria Silva. Del Hodges #2, and Mary and Frank Dias. Del Peixoto was preceded in death by his parents, Alfred and Evelyn Peixoto: his twin brother, Merle: older brother, Marvin: and grandson, Jayce Marmon. He is survived by his devoted wife of 45 years, Shirley: daughters Julie, JoAnn (John), Yvonne, and Teresa ( Dave): son Michael: sister-in-laws Jean Peixoto, Myrna Reynolds, Roberta Tidwell: 3 nephews: 10 grandchildren: and 15 great-grandchildren. This was a kind, generous, and thoughtful man who cared very deeply for his God, his church community, his friends, his neighbors, and his beloved family. He will be missed by all who knew him for his many acts of kindness. He will be missed for his sense of humor and for his jokes, told over and over. Del will be greatly missed. He was deeply loved. The family will hold a private service at a later date.

Norma Jean Doherty July 31 1928 - August 29 2020

It is with a heavy heart I announce the passing of Norma at the age of 92. Norma was generous, loving, creative, and she could “name that tune” in 3 notes! She loved living in Brookings, OR, but moved to Springfield, OR in 2014. She was great at interior design, watercolor painting & ceramics.

She loved the ocean, the beach, & traveling around the west, flying the Cessna 150. She went to Italy where she was able to see the old frescoes at the Sistine Chapel, ride the gondolas in Venice and toured ancient sights in Rome. She worked as a display manager for a large clothing retailer for many years and became a manager for the Ross store in Medford before retiring. She was an active member of the St. Timothy’s Episcopal Church and loved singing in the choir. She was preceded in death by husband of 65 years Fred Doherty, daughter Diane Jones, daughter-in-law Christie

Doherty, parents and 2 brothers.She is survived by Son, Shawn Doherty of Eugene, grandson’s John Tucker, Mike and Matt Doherty, as well as 7 great grandchildren and 8 great, great, grandchildren as well as many friends in Brookings. Deceased’s funeral arrangements Norma will be cremated and taken out to sea to be with her husband Fred. Due to Covid-19 we will wait until it is possible for a memorial. In lieu of flowers please contribute to the Brookings Saint Timothy’s Episcopal Church Garden Fund in Norma’s name, “it would be greatly appreciated”.

Curry County virus cases are on the rise Curry County Public Health has received notification of a new case of COVID-19. This current case has been verified and confirmed by the health officer through lab results, according to a press release from Curry County Public Health Administrator Sherrié Ward. Public health has made contact with the individual, who is a Curry County resident and is at home self-isolating, monitoring symptoms, stated Ward. Curry County Public Health is conducting case investigating and contact tracing of this case and will reach out to anyone suspected of exposure to COVID-19. “Please remember, it is important that we all follow the OHA and CDC guidelines and Governor’s directives about social distancing, wearing facial coverings in public buildings and protecting yourselves by staying home to slow the spread and save lives,” Ward wrote. Just wear it.” The Marine Board’s public information officer, Ashley Massey said the water temperature at most popular rivers, streams and lakes can be deceiving. Massey said this year, especially early on, the common denominators involved boaters operating paddlecraft who fell overboard or capsized and were not wearing life jackets. “This is particularly risky because our waterways are very cold nearly year-round,” she said. “Oregon is considered a cold water state where most waterways are 65 degrees or below year-round. This increases the risk of cold water shock from sudden immersion initiating a gasp reflex and if a person’s head isn’t above the water,

Curry Public Library in Gold Beach invites the public to read the 1934 Pulitzer Prize winning novel “Honey in the Horn” by H.L. Davis. The library will host two related online events: a kickoff lecture on Sept. 17, and a book discussion on Nov.5, both at 5:30 p.m. The library has nine copies of the book to loan to patrons participating in the book discussion; they may be checked out in person (subject to availability). “Honey in the Horn” is set in Oregon in the early 20th century and chronicles the struggles faced by homesteaders as they attempted to settle the land. This classic coming-of-age novel has been called the “Huckleberry Finn of the West,” and is the only Oregon book that has ever won a Pulitzer Prize for fiction. Library director Jeremy Skinner will give an online lecture to kick off the book group reading of “Honey in the Horn” on Sept. 17

He had to clean out the old coal and start new fires for the day’s cooking in the firebox. “I smelled like barbecue all the time,” Momchilovich said. “My girlfriend hated it.” He could have stayed home and worked in his father’s glass company, making really good money. His uncle still owns the largest glass-glazing business in Kansas. Instead, he set out on his own. In the 44 years since, Momchilovich has done everything from line cook at a Bob’s Big Boy to running the kitchen at The Hyatt in Hawaii. He’s run catering businesses that would feed hundreds at a time. He’s served up meals for exclusive clientele in a private restaurant in Longmont, Colorado, that doesn’t take reservations. Once, while working at the Wai’alae Country Club in Hawaii, he got fired for making fun of Don Ho. He’s taught the culinary arts. And he’s been the private chef for the owner of the Kansas City Chiefs. “Working for the Chiefs was the best job I had in my life, ever,” Momchilovich said. “Game days I cooked for billionaire owner Lamar Hunt. Working for the Chiefs, I got to meet everybody. I even got to sit down and have dinner with Walter Payton. Who gets to do that?” But no matter how far afield his culinary experiences took him, Momchilovich never strayed too far from his Kansas City barbecue roots. He explained that Kansas City barbecue is a combination of other region’s specialties — ribs from Memphis, brisket from Texas and whole hog from the Carolinas. California, he added, is known for its tri-tip. “Where I come from, we grind that up and feed it to the dogs,” he said laughing. “I love telling Californians that. Then I’d give them a piece of brisket. ‘Wow! That’s amazing.’

You think tri-tip tastes like that? ‘No.’ I just start laughing at them.” He eventually took his recipes on the road in barbecue competitions. Momchilovich, as a child, had already met Mr. Henry Perry, “the king of barbecue,” but was now competing against pit-masters from around the world. As good as he got at smoking barbecue, he also refined his talents serving it with sauce. “Where I come from, sauce goes on the table. Cause if you’re puttin’ sauce on it, you’re covering something up,” he said. “If your barbecue is good, your sauce better be as good or bette,r because you’ll get ridiculed.” No worries for Momchilovich there — his sauce has won two blue ribbons from American Royal. To this day, Momchilovich uses white oak, which has a neutral flavor, to heat up his smoke box. He then throws in chunks of hickory, which fires up the smoke as it starts to smolder. “That’s where the flavor comes in,” he added. Momchilovich said it takes him three days to prep for 10 hours of service at the Wednesday and Saturday farmers markets. With the coronavirus, he figures he’d have done better if the other markets were open. “All my food is scratch made. I’ve never changed the quality. It’s the best food I can get my hands on,” he said. After three other successful catering businesses, he doesn’t see himself moving into a brick and mortar restaurant if he outgrows the Brookings Harbor Farmers Market. He may invest in a food truck and move operations across the parking lot closer to Highway 101. Or he and Schaller may explore farming the myriad natural resources the region is renowned for. Either way, Momchilovich has survived a pandemic and figures his culinary skills will get him through the next apocalypse. District delays in-person classes for grades 4 and 5 THE PILOT The Brookings-Harbor School District is delaying in-person classes for grades 4-5. “Unfortunately, Curry County did not meet a required state virus metric for the number of active COVID Cases out of 100,000 people for the week of Aug. 30 (announced Tuesda,

Sept. 8). Curry had an actual four cases in the ~23,000 population, equating to a metric of 13 active cases/100,0000 (exceeding the 10 active cases/100,000 limit),” the District said in a release. “This means that the planned addition of in-person instruction for grades 4-5 will be delayed from Friday, Sept. 18, until at least Friday, Oct. 2, and

only if county and state met required virus metrics for weeks of Sept. 6, Sept. 13, and Sept. 20,” according to the release. Distance learning and online-only programs in the district commence this Friday, Sept. 11. Parents urged to get children vaccinated Parents are understandably nervous about taking their children and teens to their doctors’ offices right now, due to the COVID-19 pandemic. As a result, children in Oregon are falling behind on their childhood vaccinations, according to the Oregon Health Authority (OHA). August is National Immunization Awareness Month and the OHA wants to work with families to ensure this pandemic is not followed by an increase in cases of vaccine-preventable diseases or a preventable outbreak. “How students attend school is changing because of COVID-19,” OHA school immunization coordinator Stacy de Assis Matthews said. “We want to make sure students are

fully vaccinated, so they are protected in whatever form their school looks like: in a classroom, in a small group cohort, or online at home with their family.” Families have the power to protect their children against serious, potentially life-threatening diseases. Parents should talk to their child’s doctor or nurse about whether they have missed any routine vaccines, according to the OHA. Before rescheduling any upcoming childhood vaccination or well visit appointments, parents are urged to call the child’s health care provider to find out if the appointment can remain as scheduled and what precautions are in place to keep everyone safe from COVID-19.

Many health care providers’ offices are taking special precautions, such as ensuring children who are well are kept separate from sick children. Many providers are limiting the number of people who can go with a child to their appointment and are taking temperatures of all family members before allowing them into the building. Some providers are providing drive-up vaccine programs. With so many people out of work and without health insurance, it’s important to know you can still keep your child safe. The Vaccines for Children (VFC) program offers free vaccines to families who cannot afford to pay for their children’s vaccines.

Monday, Sept. 7 At 3:37 a.m., a patient walked out of a medical center in the 500 block of 5th Street against medical advice, but then stood at the entrance yelling and making a scene. He was asked to leave the property and did so. At 11:39 a.m., an adult male with a warrant turned himself in at the police department and was transported to jail without incident. At 2:03 p.m., responding to a report of illegal camping on Del Norte Lane, a vehicle was tagged for tow. At 7:05 p.m., an illegal fire was located and extinguished on Lovell Lane. The responsible parties were counseled on burning regulations. At 7:29 p.m., a motorist was cited on Railroad Avenue for having no operator’s license and for driving uninsured. At 8:52 p.m., a small dog running in traffic near Parkview Drive held up traffic but avoided being hit. Officers couldn’t get near the dog, and it continued southbound and was later seen at the north end of town. At 9:51 p.m., an adult male was arrested on Wharf Street on a valid felony warrant out of Josephine County.

Curry, Coos counties see job gains Curry jobless rate drops to 11.9 %; Coos at 11.4 % THE PILOT The Southern Oregon Coast is slowly recovering from the pandemic job losses that occurred this past spring, according to the Oregon Employment Department’s July unemployment report. Curry County’s July unemployment rate dropped to 11.9 percent from June’s rate of 13.7 percent. Curry County added 130 jobs over the month, with 170 of those in leisure and hospitality. Small gains were also estimated in health care, construction,

retail, and other services. Government employment fell by 100 in July, with the loss in the local government education component.Over the year, total payroll employment fell by 870 jobs, down 12.6 percent. Large declines occurred in leisure and hospitality jobs (-400) along with losses inretail trade (-100); private education and health services (-90); manufacturing (-80); and financial activities (-60). Coos County’s July jobless rate fell to 11.4 percent. June’s rate was 12.7 percent. Coos County total payroll employment fell by 40 jobs in July, mostly due to a seasonal decline of 330 jobs in local government education.

Private-sector employment increased by 260 jobs over the month. The largest increase was in leisure and hospitality, which rose by 200 jobs. Smaller increases were estimated in professional and business services (+60) and construction (+30). Both transportation, warehousing, and utilities as well as private education and health services gained 20 jobs in July. Government employment fell by 300 jobs, most of the decline in the local government education component. Over the year total payroll employment fell by 1,960 jobs, a drop of 8.6 percent. DETAILED SUMMARY OF THE MATTER THAT PLAINTIFF SEEKS TO VALIDATE: The California Department of Water Resources (Department) operates facilities which store, transport and deliver water to urban and agricultural water agencies throughout the State. Since 1960, the Department has approved, planned and constructed a system of water storage and transportation and power generation facilities (the Project). Currently, Project water is conveyed across the SacramentoSan Joaquin Delta through the natural channels of the Delta formed by the confluence of the Sacramento and San Joaquin Rivers, as those channels have been modified over the past 150 years. In recent years, the Department has undertaken to develop a comprehensive plan for the effective delivery of Project water across the Delta. The Department is currently undertaking environmental review and related planning and design activities regarding potential new Delta conveyance facilities. The facilities under review would transport water from new intake points on the Sacramento River at the northern edge of the Delta through an underground tunnel running below the natural waterways of the Delta to export facilities at the southern edge of the Delta. Separately, the Department has established a proposed revenue bond financing to finance the cost and expense of the environmental review, planning, engineering and design, and if and when appropriate, the acquisition and construction of Delta water conveyance facilities. On August 6, 2020, the Department adopted bond resolutions authorizing the issuance of revenue bonds for those purposes. Under the bond resolutions, bonds for construction cannot be issued unless specific conditions precedent are satisfied, which include regulatory and statutory requirements regarding the physical and environmental aspects of approving, constructing, and operating Delta conveyance facilities. On August 6, 2020, the Department filed a validation action to confirm the legal validity of the Department’s proposed bond financing. A validation action is a judicial proceeding in which a governmental agency, like the Department, can confirm the validity of a proposed financial transaction before it commits to or undertakes the transaction.
