City acts on rentals and wild animals By KATHLEEN STINSON For The Gazette The City of Cannon Beach voted unanimously Tuesday on a change to its short-term rental ordinance, and also created an ordinance to prohibit feeding wild animals. Several people in the business community favored keeping the rental lottery system going while the city gathered its data, as reported previously by The Gazette.
However, continuing the lottery was not popular with everyone in Cannon Beach. The council decided the following: As stated in the ordinance, when a lifetime unlimited or five-year unlimited permit is “revoked or terminated,” it will not be replaced. Meantime, during a work session in August, the council discussed the nature of a wild-animal feeding ordinance, as stated in the city’s
minutes. The concern revolved around an “abundance of certain animal species in

This section does not prohibit the feeding of wild animals kept under a valid permit issued by the Oregon Department of Fish and Wildlife.” “The city expects to have a year to educate citizens and visitors to the new rule before implementing (any) fine,” Dick said, regarding the wildanimal ordinance. Both ordinances will go into effect in 30 days, she said.
Join the fungi frolic North Coast Land Conservancy land steward Eric Owen will lead the organization’s final “On the Land” outing of 2019 at a Fall Fungi Frolic from 2-4:30 p.m. Oct. 25 at Circle Creek Conservation Center. The outing is free, but preregistration is required. Go to NCLCtrust.org/fallfungi-walk to register. Owen plans to lead participants along one or two trails at Circle Creek to discuss the roles different mushrooms play in their respective environments and how they interact with their fellow forest inhabitants. Expect to wander at a relatively slow pace over sometimes uneven terrain, through mud and up short inclines. Rain boots or waterproof boots are strongly recommended. Owen joined the conservancy staff after completing his bachelor’s degree in environmental science, with a minor in writing, at Oregon State University. Year-round, but particularly in the fall, he enjoys indulging his passion for mycology and mushroom hunting on Oregon’s north coast.

Ground broken for new ‘luxury’ hotel
Seaside Lodging LLC recently celebrated its groundbreaking of a 64-room luxury hotel set to open next May in Seaside. The ceremony included Seaside Lodging’s co-owners and project managers, as well as local business and political leaders. The project’s general contractor is Deacon Construction, responsible for building the River Inn at Seaside, also a Seaside Lodging property. Project manager is Deacon’s Jeremy Miller; the architect is Mark Mead. “We are shooting for the upscale hotel here…,” said Masudur Khan, co-owner and managing director of Seaside Lodging. “We are designing the hotel (such that) regardless of the age, we think that anybody that comes to hotel, whether they are young, mid-age or older … will have fun and a good time. “Seaside needs this segment,” he said. “We are not competing with ourselves or with other hotels. We hope that we can bring new tourists to the city by building this hotel.” The four-story property will be located at 250 1st Ave., previous site of the City Center Motel. Seaside Lodging said the 38,000-square-foot hotel will have high-end amenities such as a saltwater swimming pool, meeting and fitness centers, and ocean views. Seaside Lodging was established in 2009 and focuses on the ownership and management of what it calls upscale, mid-scale and economy hotels in Seaside.

Marjorie MacQueen, a library volunteer responsible for keeping the library collection current, has added several books in the past year that address the nation’s rightward slide in 2016. This column has mentioned or reviewed several books inspired by The Donald’s
campaign, election victory, subsequent struggle to govern, and politicos who backed his election. Arts Council presents arts summit Are you a working artist in Clatsop County who could use information and advice to help you progress professionally and experience business growth? The Arts Council of Clatsop County is presenting an opportunity for artists to learn from and be motivated by other creative professionals at its inaugural 2019 Arts Summit. The summit, titled “The Business of Art: Artists Teaching Artists,” will take place from 1 to 5 p.m. Tuesday, Nov. 12, at the Seaside Civic and Convention Center. Doors open at 12:30 p.m. “Clatsop County is a hotbed of creativity on the North Coast,” Arts Council President Dave Ambrose said. “We want to give musicians, visual artists, writers and theater artists an opportunity to learn more about turning their creativity into a business. By featuring successful artists as models and business people as teachers, we hope to move artists to the next step in making their creative endeavors work for them.” The afternoon will include a variety of presentations, workshops, and performances
from local groups, as well as opportunities for networking with other members of the arts community and gaining insight on the state of the arts in Clatsop County. Clamming closure ends The annual Oregon Department of Fish and Wildlife razor clam conservation closure ended Sept. 30. Razor clamming is now open from the Columbia River to the north jetty of the Umpqua River at Reedsport, and open from the Coquille River at Bandon to the California border. Razor clamming is closed from the south jetty of the Umpqua River to the Coquille River because of elevated levels of domoic acid toxin. Mussel harvesting, bay clamming and crabbing are open along the entire coast.

An effort to recall state Rep. Tiffiny Mitchell, DAstoria, from her elected position representing District 32 in the Oregon House of Representatives was launched in September. Supporters of the recall have up to 90 days to collect 4,883 signatures needed to force a recall election. The signatures are due by Dec. 4. Members of the group Timber Unity filed a petition on Thursday, Sep. 5 to recall Rep. Mitchell. The group emerged in the legislative session and protested in Salem House Bill 2020, a proposed Oregon bill that would introduce a statewide cap and trade system to reduce carbon emissions. “I don’t believe this is an appropriate use of the recall,” Mitchell said in a statement that she provided with the Headlight Herald. “They should be used for when situations where an elected official has committed a crime or a major ethical violation, not just because someone disagrees with their policy positions or the outcome of the election. I’m proud to have been able to deliver on the

Dear Editor: As a north coast parent, I think regularly about what our local schools need to prepare our children for success. We need smaller class sizes, so kids get more one-on-one attention from teachers; new equipment, curriculum and programs to prepare students for a modern economy; and counselors and support staff to help keep them in school when life gives them challenges young people shouldn’t have to deal with but sometimes do. I’m glad we have leadership like State Representative Tiffiny Mitchell, who voted to pass the Student Success Act, which invests $2 billion in our public schools and early childhood education programs, including critically needed funding for our kids here on the north coast. The new dollars will hire school counselors and nurses; bring back art, music, PE and other programs that keep kids in class; and so much more. When she first ran for office in 2018, she promised voters that she would do something to help our chronically underfunded schools. And she did! We need to keep Rep. All about books and authors at the library refinery outside Minneapolis, one of only four refineries in the U.S. able to receive an unlimited supply of cheap Canadian oil. No matter economic conditions, the Koch refinery generated huge profits. Similarly, when oil prices rose and fracking became economically and technically possible, it didn’t hurt to own a refinery in Corpus Christi and pipelines with the capacity to process the windfall of fracked oil oozing from Eagle Ford Shale in South Texas. Koch Industries was the nation’s largest purchaser of Native American oil. In the 1980s, the FBI surveilled and caught a Koch employee deliberately mis-measuring this oil collected for Koch’s refineries, to the financial benefit of the company. While throughout “Kochland” Leonard describes Charles Koch as employing tough management practices, he is generally portrayed as a smart, dedicated, admirable and intellectual CEO. Koch Industries was cash-rich, privately held and sponged market information gained from controlling oil from the wellhead through their pipelines and refineries. As a person who avoids buying such Koch products as Northern toilet paper, Vanity Fair napkins, Georgia Pacific building products, Chevron
gasoline and American Greeting Cards, I was surprised to find Leonard’s portrayal of Charles Koch and his company so attractive. My opinion of Koch changed midway through “Kochland,” however, after Leonard focused on Koch’s treatment and speedup of the Inlandboatmen’s Union (IBU) workers at the Georgia Pacific Northwest warehouses along the Willamette River in Portland. Leonard thereafter concentrates on Koch’s willingness to conceal sub-rosa lobbying, political contributions and climatedenial techniques used against Obama’s effort to pass carbon tax legislation, and his financial support for the Tea Party movement. The final third of “Kochland” mirrors the familiar treatment that the Koch brothers and Koch Industries has received in recent years in Nancy MacLean’s “De mocracy in Chains: The Deep History of the Radical Right’s Stealth Plan for America,” Jane Mayer’s “Dark Money: The Hidden History of the Billionaires Behind the Rise
