A permanent fix for Highway 101 slide is now delayed Linda Pinkham Staff Writer

he permanent repair of U.S. Highway 101’s Hooskanaden slide, between Brookings and Gold Beach, will have to settle in for the long haul -

literally. The Oregon Department of Transportation (ODOT) has announced that the first construction bid for the project fell short. “We’ve had an unsuccessful bid,” said ODOT public information officer

Dan Latham said. “The only bid received Aug. 13 was from Tidewater Contracting, which had planned to do the work over two seasons.” The bid was complicated, said Latham, because first, Tidewater must find

a location to dump the significant amount of material to be removed from the site. Second, the company doesn’t have the means to coordinate the number of trucks required to move that material. “We need to adjust

the scope of the work,” Latham said. “We will rework the contract for bidding over the winter, and schedule the (repair) work for the following spring and summer. That will give contractors the time they need to make

arrangements for getting rid of the materials they remove.” The plan still is to restore the highway to three lanes, plus shoulders, as it was before the slide, he More Slide on Page A3

Monarch Butterfly Festival is getting wings

Linda Pinkham Staff Writer he monarch butterfly’s migration annually passes through Brookings, where for the second year the beautiful orange butterflies will be celebrated with a festival. The celebration is planned for 11 a.m.-4 p.m. this Saturday in Azalea Park’s lower level by the bandshell, at 640 Old County Rd. Events will include education about monarch conservation and pollinator-friendly gardening, crafts for children, a science area, live butterflies for release, and the promotion of Brookings as Oregon’s first Monarch City USA. The Monarch Cities website says nearly a billion of the butterflies have vanished since 1990. Communities such as Brookings “directly help the monarch butterfly recover by encouraging and planting milkweed and nectar plants within their boundaries.” The plants provide monarchs with “stepping stones” as stopovers on their migration journeys. Restoring their populations is critical because monarchs are important pollinators for plants grown as food around the world. Monarchs, along with other pollinators, reportedly are responsible for the reproduction of 90% of the world’s flowering plants, according to the Master Gardeners organization in Curry County. When it comes to favorite foods for monarch butterflies, local advocate Dennis Triglia said it’s milkweed. “During the two weeks the monarchs spend as caterpillars, they eat so much milkweed, it’s the equivalent of a newborn baby eating 1,400 pounds of formula,” said Triglia, who’s a member of the Brookings Oregon Monarch Advocates (BOMA). He grows seven different species of milkweed in a 100-square-foot plot to feed the monarch butterflies he raises, tags and releases each year. The tags include information about each butterfly, which is reported to Dr. David

can cut its teeth on quality competition. Scheduled are BrookingsHarbor, Illinois Valley, Heppner, St. Mary’s and Lost River. Three of those five games will be played at home, with Brookings just up the road. Some 45% of Gold Beach’s team returns from last year. Many of the others lack much playing time. Swift said, “Four of my kids said they came out not because they love football they don’t, particularly - but because they didn’t want to see our (football) program disappear completely. “To me, that’s huge,” he said, “that they would put their school first and do something (that’s) out of their comfort zone.” Although players and positions are still being assigned, Swift said the quarterback role goes to sophomore

year coach Shaun Bavaro, hope to continue where the team left off last year, when Brookings dealt Gold Beach a 26-6 setback. That inter-county civil war game, which at one time had enjoyed strong support, had been discontinued for years as the two teams pursued other pre-season opponents that better fit their overall scheduling. But it returned last year, to strong fan support. Longtime Panther football coach Kevin Swift said the game’s resurrection had much to do with his friendship with Bavaro. “Shaun’s a great guy and he is doing good things with their program, and I enjoy working with him.

“Brookings played good ball last year and I expect them to play good ball again this year.” The Bruins are coming off of a 2-3 regular-season record, 5-5 overall. “We have almost everybody back and that’s a good thing,” said Bavaro. Gold Beach went 1-3 in league and 1-7 overall. Until a few days ago, there was doubt the Panthers would even field a team this year, which would be a first since 1956. Bavaro said he has the utmost respect for Swift and the Panthers, and isn’t looking past them come on Friday evening. “They have had a tough time up there, but I’m glad for their kids and the

Right now, we have a lot of work to do to get there.”

Division 2A Gold Beach will pay 3A Brookings-Harbor High School a visit. Last year, Gold Beach struggled to a (1-3) 2A Special District 4 record (1-7 overall). Its lone win came against Reedsport, 34-2. Coquille (4-0, 7-3) claimed the league crown and went on to lose to Lost River in the initial playoff round, 8-17. In league play this year, the Panthers will face off against the same field as before: the aforementioned Red Devils, plus Bandon, Toledo and Reedsport. Swift thinks the league “will be a three-way dogfight” among Coquille, Bandon and Toledo. Never one to run from a fight, Swift has loaded his preseason with a mix of bigger schools and historically tough competition from across the state, so his relatively inexperienced team

The following is a conversation with Jason Ramsey, who, with his family, operates the resort: The Pilot: We understand this is a first-time event. Briefly explain its purpose and what we’ll see and hear. Ramsey: My family and I purchased Turtle Rock in 2017. We began fixing the business, its appearance, the staff working for the company, and the reputation it had in the community of Gold Beach. This is much like a housewarming event: We want the community to attend, get to know the resort and feel welcome. Music has always been very important to me and my family. In fact, my daughter is opening the show with the National Anthem and a few other songs she sings. She is 13 years old and has a lot of talent, and has worked hard to be able to go up on stage and show everyone. September usually marks the end of the summer season, the lifeblood of the Oregon coast. Perhaps this event is a way to end the summer with some family fun. The Pilot: Is this event designed as family-friendly, or mainly for adults?

Continued from Page A1 James, a Washington state entomologist who is studying the western monarch migration. “There are 15 to 20 people in Brookings who know how to do this (project),” Triglia said. “How a little worm can become a beautiful butterfly is just amazing. “Brookings has become a significant place for the butterfly’s migration,” he said. “Brookings could actually become an overwintering site for the butterflies.” Added Triglia, “BOMA member Holly Beyer’s garden attracted a female monarch named Ovaltine that laid 600 eggs and started the current ‘eggsplosion’ in Brookings. Ovaltine’s children are breeding and we are now raising a super-generation of monarchs - the one that will migrate to the overwintering sites in central California - Ovaltine’s grandkids.” Beyer and Triglia have shared 2,000 monarch eggs with enthusiasts who have traveled here from Ashland, Medford, Talent, the Illinois Valley, Bend and Portland. “These eggs will be reared by individuals,” said Triglia, “and also shared with some of the schools, to teach the younger students about metamorphosis and the importance of pollinators in the garden.” “This has been a crazy event and the scholars will be writing up papers about the Ovaltine effect of 2019 in Brookings, Oregon,” Beyer said. “Very few monarchs have been seen anywhere in the Pacific Northwest and Canada this year.” During this year’s monarch festival, Triglia, a career biologist, will provide information about the lifecycle of the butterflies. emerge as “butterflies,” where volunteers will affix wings and the youngsters will take flight, so to speak, in a meandering path through the festival. The free, family-friendly festival also will feature craft tables, face-painting and rockpainting stations, and a kids’ costume mini-parade at 1 p.m. That will be followed at 1:30 p.m. by a pet costume walk. A food truck will be onsite, as well as the Masonic Child ID Program, as well as a beekeeper. Milkweed plants and seeds, and small souvenir monarchthemed merchandise, will be sold by BOMA volunteers to raise money for next year’s festival. No decision on future of Java Hut The future is uncertain for the Java Hut, at the corner of U.S. Highway 101 and North Fred Haight Drive, after the kiosk was demolished by a suspected drunk driver Aug. 26. Owner Kristina Glossop said it’s too early in the process of dealing with the loss of her business to make a long-term decision. She said the structure in Smith River is a complete loss. Karen McGuire, 58, remains in the Del Norte County Jail after being booked on suspicion of driving under the influence of intoxicants, according to records on the Del Norte County Sheriff’s Office Online Information System.

Brookings-Harbor School District 2019-2020 Calendar

Continued from Page A1 said. “The area has experienced slides about every 15 years, with major slides occurring in 1977, 1995 and 2019,” Latham said. “We are hopeful that the soils will remain stable, as they have been historically after a major slide.” ODOT had planned to have work on the permanent fix begin late this summer. The failed bid sets that schedule back several months. Latham said ODOT anticipates the final repair will cost $3.5 million to $4 million, with the money coming primarily from federal emergency relief funds. Meanwhile, ODOT will continue to patch any minor slips and cracks that occur over the coming winter. Latham said two crashes have occurred, at the south end of the project area, since the repaired route opened. ODOT plans to add chevron signs, used to give additional emphasis and guidance because of a change in the horizontal alignment of the roadway, specifically to warn drivers of sharp curves in the slide area. The Hookanaden area of U.S. Highway 101 began sliding the week of Feb. 25, closing both lanes of the highway and diverting traffic to Carpenterville Road — the only alternative. A single lane was built by Tidewater Construction in March and two lanes were opened in May, but they sit atop a temporary roadway. ODOT spent about $1 million for the temporary repair, which closely bypasses the original slide area. The February slide caused a strain on emergency services and triggered a downward economic trickle effect in Brookings and Gold Beach, said local officials. During a presentation for the Brookings City Council about the slide earlier this year, Brookings City Councilor Ron Heneskpog noted the land has been sliding at Hooskanaden for years. He called the area a “land glacier” and said he was told nearly 200 feet of earth.

founder of BOMA, will be stationed next to Triglia with “live critters.” Attendees will be able to view live caterpillars, chrysalises and adult monarch butterflies reared from eggs by BOMA volunteers. Then, monarchs will be released near the end of the festival, between 3 and 4 p.m. The Master Gardeners are participating in the event and will offer information about native pollinators and butterflies, said Scott Thiemann of the Oregon State University Extension Center in Gold Beach. In addition, they will provide information about growing milkweed. Three prevalent types of milkweed grow in the wild locally: Asclepias speciosa (showy milkweed), Asclepias fascicularis (narrow-leaf milkweed) and Asclepias syriaca (common milkweed). When BOMA planned last year’s initial festival, the group expected perhaps 100 people to attend. Somewhere between 500 and 700 showed up, with more than one-quarter of them from outside Curry County. BOMA anticipates an even larger turnout this year. New to the festival will be an exhibit for youngsters, where they can experience the monarch’s metamorphosis in a tactile way by crawling through various simulations … emerging from a buoy as they “hatch,” crawling through a large caterpillar tunnel, and going through chrysalis in a soothing and comfortable green tent, where volunteers from the library’s SMART program read books to them about the butterflies. At the end, the children will

Gold Beach gears up for bicycling event Cyclists will have their choice of four different routes: • 25 miles/1,100 vertical feet, for a $30 entry fee • 40 miles/2,000 vertical feet, $40 • 62.5 miles/4,000 vertical feet, $50 • 100 miles/5,200 vertical feet, $60. All four rides follow the banks of the Rogue River and cross at least two bridges. The 40-, 62.5- and 100-mile rides finish along the Pacific Ocean. The Rotary Club of Gold Beach will provide a continental breakfast at the start of the event for all registered riders, as well as well-stocked rest stations along the route.

Continued from Page A1 having football games. “I have a lot of pride in the people that did [stay], but I wasn’t trying to do that, to wake up and look at charred remains every day.” Huppert and McEvoy had moved to Concow in 2016, where they rented a farm house perfect for their family of three plus several furry friends. In the ensuing two years there, they experienced several close-call fires, but none caused any serious concern… until Nov. 8. Huppert awoke early that morning for the usual routine of feeding her horse, chickens, ducks, dogs and cats. Doing so, she saw fire trucks blasting up Highway 70 and checked the Concow Facebook page to find a

post saying, “The fire is coming. Get ready.” She woke McEvoy and they ran outside to see flames growing. He grabbed his tools and began frantically working on getting one of their cars started. Their best car had died the night before. “I knew we were going to have to get a car running in order to get out of there. So, I’m out there trying to move the battery from one car to another,” McEvoy said. Meantime, they watched as helicopters dropped water just blocks from their house, and picked up burn victims from their temporary respite at the hardware store across the street. The morning was a frantic mess of phone calls, fear, loud noises and rushed packing. At 11:30 a.m., a lawenforcement officer drove through announcing it was time to go.

With only one car – their smallest – working, they packed what they could (mostly animals) into every corner of the vehicle. They said goodbye to their beloved horse, cats and pigs, and sped down the highway as the flames grew fast around them. The fire burned for more than two weeks along 150,000 acres, destroying most of Paradise and Concow and killing at least 86 people … the deadliest, most-destructive fire in California history. Huppert took a phone call from a friend three days later with the bad news… their house, horse, cats and one of their pigs were gone. With no renter’s insurance, they had little to keep them going, except the generosity that can stem from communal loss. Huppert’s employer, Feather Falls Casino, called to say it had a room for the family. They stayed there for three weeks before someone donated a trailer, which they lived in until April. But they could park their trailer only so long on their temporary property. They needed stability. McEvoy and Huppert wanted to move closer to Oregon but remain living in California. And they needed somewhere to house their farm animals. So without jobs or much in the way of belongings, they made their way west to Crescent

And their son, Odin, began kindergarten at Mountain Elementary School - with another boy whose family had lost their home to the Camp Fire, too. “So many people were affected,” said McEvoy. “It’s just like you couldn’t really feel sorry for yourself, because you see how many other people are all in the same boat.” As for their neighbors’ generosity, “It kind of restored my faith in humanity, the way everyone came together to help each other. We wouldn’t have gotten through it, you know, without all the help that we got from the people all over the country donating their time and money.” But the memories won’t go away anytime soon. Odin asked his parents the other day if they would get a new house once their home in Crescent City burns down. McEvoy and Huppert hate to see the local fog rolling in; it reminds them of smoke.

The 10th-annual Bike the Rogue event is gearing up for Sept. 7 in Gold Beach. The Rotary Club of Gold Beach sponsors the event in collaboration with South Coast Bicycles in Bandon, which provides a wagon stocked with spare parts plus a mechanic to assist with any mechanical difficulties, The City of Gold Beach will donate reuseable goody bags for the participants. This scenic event attracts cyclists from both sides of the Oregon/California border, including Crescent City, and offers routes of varying abilities. Bicycling helmets will be required.

Organizers said this is the sixth year for the drive, which has raised more than $80,000 for local Rotary community projects, including water-safety lessons for third-graders, shoe vouchers for students, scholarships for high school graduates, and financial support for community kitchens, food banks and school pantries. Selling the “adoptions” also benefits the community partners, who earn funds for every adoption they sell. Last year, that amount totaled more than $5,000 for Rotary partners and

their community projects. Several nonprofit partners are registered with Rotary this year and will be selling adoptions. Last year’s top partner, Vietnam Veterans of America, earned more than $2,000 for their sales. This year partners include Calvin E. Murphy Det. 578 Marine Corp League, Seaview Residents Council, the Brookings-Harbor High School cheerleaders, Newspapers in Education, Soroptimists, Cub Scouts and the high school’s London Kids Group. The public can purchase adoptions of rubber cats and dogs at $5 each from Rotarians or from the Rotary partners. Individual partner groups will be selling adoptions in various

local stores until Sept. 27. Adoptions also can be purchased at Umpqua Bank. The family-friendly event also features Game Alley, sponsored by Rogue Credit Union, with free games for children that range from a bounce house to bowling to bean bag tossing, face painting and more. Students returned to Kalmiopsis Elementary School in Brookings Sept. 3, their first day of the new school year, full of excitement and some a little nervous. School and staff welcomed the children as they came into the building and filled their individual classrooms to begin studies and learning projects. Kalmiopsis is a kindergarten-through-fifth-grade building. on Beck was born in Tulare, California, on October 7,1949 to Dorothy and Fred Beck. He spent his childhood in Visalia and later married and had two children. He divorced and eventually settled down in Redding, California where he met his best friend and second wife, Gwen. He loved the outdoors, hunting, camping and most of all, FISHING. He worked in the auto salvage business until 2004 and moved to Eagle Lake California and became a fishing guide, the happiest years of his life. He spent his last four years in Brookings, OR, fishing the Chetco River with his friends. Ron loved everyone and touched innumerable lives with his smile and loving personality. His greatest joy was when he was out in his boat with a “fish on”. He passed away gently in the loving arms of his wife on Friday, August 23rd at 2 pm. By the Grace of God, Ron had been sober 30 years when he passed. He is survived by Gwen Beck, Richard B. LaChance, Steven Beck, Julie Beck, Janine Lancaster, his brother, Robert and his nine grandchildren, nephews, and cousins.”

The Brookings-Harbor Rotary Club has begun selling adoptions for its Raining Cats & Dogs fundraiser, scheduled for Sept. 28 at the Port of Brookings-Harbor kite field. Up to 5,000 “adopted” rubber cats and dogs will be dropped from a helicopter onto a target painted on the field. The rubber cat or dog dropped closest to the target will win a grand prize of $5,000. The helicopter will be donated and flown by Dan Brattain of CalOre Life Flight. Each year, beautiful monarch butterflies migrate through Brookings, which for the second year will honor the intriguing orange creatures with a celebration planned for 11 a.m.-4 p.m. Saturday in Azalea Park, 640 Old County Rd. The events will include education about monarch conservation and pollinator-friendly gardening, crafts for children, a science area, live butterflies for release, and the promotion of Brookings as Oregonâ€™s first Monarch City USA. DEAR ABBY New job triggers memories of violent sexual assault DEAR ABBY: A couple of years ago, I was working as a certified nursing assistant in a nursing home. One day, I decided to stay beyond my usual evening shift into the night shift, as I had a few times before. While working the night shift, I was violently sexually assaulted by a fellow CNA. The incident caused me to be so traumatized that I quit that job within the next few days. Although I reported the co-worker to my boss, they did next to nothing about it. I also reported him to the police, but as far as I know, nothing has been done. I moved on to doing in-home care and then to an assisted living facility. I have recently taken a higher-paying CNA position in another nursing home. This nursing home has so many similarities to the former one that I find myself having anxiety attacks, flashbacks and the feeling of constantly having to watch my back. I’m extremely uncomfortable here and constantly feel afraid to go to work. My husband has a hard time understanding the effects of such a traumatizing event, so I have a difficult time getting sympathy from him. I really want to quit this job. I’m under

so much mental and emotional stress that I feel like it’s ruining me. At the same time, we need the money, and I wonder if I should just push through and stick with it. If I quit, I’m afraid my husband won’t fully understand why I couldn’t just stay at the job, and it may cause conflict as well as financial stress. Should I quit and find a place that’s less of a trigger or stick it out? -- WORN DOWN IN WASHINGTON DEAR WORN DOWN: You should have received counseling after your assault to help you get past these triggers, which even if you quit this job may continue to occur in other environments. Before making this decision, please consult a licensed therapist who specializes in treating patients who suffer from PTSD. Although my impulse is to advise you to quit “stat,” because of your husband’s inability to understand what you have gone through, a mental health professional may be able to help HIM understand why you may need to work in in-home care or an assisted living facility rather than for this employer.
