wo Del Norte County Supervisor elections will not be headed for runoffs in November as incumbent Bob Berkowitz and newcomer Darrin Short garnered enough votes to secure the District 5 and District 1 seats, respectively, according to the unofficial results from Tuesday State primary. “I think the main takeaway from this election is that the people

in the 5th District realize that I have been working hard on their behalf,” Berkowitz said. “From the ‘Daily Town Hall’ meetings to the community clean ups that seek to rid blight from the county, people want a supervisor who addresses their needs.” In the District 2 election, incumbent Lori Cowan was the top vote-getter and will be moving on to the Nov. 3 general election ballot. With 100 percent of the precincts reported, Cowan received 41.13 percent of the votes (436) and was followed by retired

probation officer Valerie Starkey with 30 percent (318) and Crescent City Harbor Commissioner James Ramsey with 28.87 percent (306). Cowan was excited to be moving on. “I had an amazing group of women on my team and support of the community who all played a big part of getting me to Tuesday's results,” Cowan said. “We have already started look forward to November. Donkey basketball fundraiser nets nearly $1,000 T

he Del Norte High School gym hosted an unusual basketball game on March 2 as teams from Del Norte Future Farmers of America and Lake Earl Grange tried to play the sport atop donkeys. The groups hosted the event as a rollicking fundraiser. Donkey Sports Inc., of Entiat, Wash., providing the donkeys and the officials. One side of the gym

was roped off and the other packed with spectators. Baskets could only be scored while mounted atop a donkey. And loose balls could only be retrieved while maintaining a grip on the donkey’s reins. Jessica Chamberlain, Del Norte High School Agriculture Advisor, said she did not get a headcount for official numbers, but the turnout was better than she expected. “I loved it. I had fun, the

ity staff at the March 2 City Council meeting touted Crescent City Housing Authority (CCHA) receiving awards from the U.S. Department of Housing and Urban Development and the Veterans Affairs Administration. The awards were the 2020 Housing Choice Voucher Program of the Year and the 2020 Veterans Affairs Support of Housing VASH Program of the Year. City Manager Eric Wier said these are not Crescent City or Del Norte county awards, rather California awards, recognized over 98 other housing authorities across the state. “These people, day in and day out handle a huge caseload — there are 584 families that they assist every month, with over 400 on the waiting list," he said.

"Over the last year, they had 111 new vouchers. To say they go above and beyond is just a true understatement. There’s a lot of ways they could just punch the clock, but they don’t. They make sure that every family is assisted.” Program Director Megan Miller told the City Council the CCHA recently received 10 new vouchers through the Housing of Urban Development-Veterans Affairs Supportive Housing (HUDVASH) program, allowing 23 veterans to find permanent housing since Crescent City began working with HUD-VASH. Miller praised the difficult job her staff does while maintaining cohesiveness. “Everybody is invested equally. Everybody comes to work every day ready to work. n elderly man perused through isles of used books at Millsong Mercantile in his usual reticent manner. He was a regular at the used book and music shop, always kept to himself and always left with his arms full of books. This time, however, he stopped on his way out the door, looked back at owner Patti Pearcey and said, “You know, it is nice to go where somebody always knows your name.” Pearcey has held onto that moment, along with many other fond memories from the 27 years of running Millsong Mercantile (formerly the Bookcomber) on 840 Third St. in Crescent City, which is why she regrets having to close it. Millsong Mercantile is a lot smaller than it once was, according to Pearcey. It used to sit in a large building around the corner from its current location, a spot that allowed room for at least 12,000 more books than they carry now. It also served as a music venue in those days. Her brother Dale

However, when the rent got too steep six years ago, they had to downsize to their current location. There was no longer performing space or room for guitar lessons, but its shelves still poured over with books, guitar string and vinyl records. And within its walls, one could still find the serene atmosphere of an old bookstore and a friendly business owner with whom to converse. “It’s like family. The group said the grant would pay to serve 24 survivors and provide violence prevention to 192 youth. When the public hearing was opened up to anyone else seeking CDBG funds, Christen Wilson from Seven Angels Last Stop Services stepped forward. She said the non-profit is new to the Crescent City area with a pilot program that would provide emergency transitioning housing programs utilizing used trailers and accessing space in area RV parks. “A pilot program would need $70,000 to purchase and refurbish five trailers and would be able to house four different families each throughout the year,” Wilson explained. “Those eligible would be veterans on Daily Bread and others participating in transition programs.” The City Council expressed unanimous support in adding Seven Angels to the application list. “Clearly, housing is a big component to the way CDBG is moving,” Mayor Blake Inscore told Wilson. “We have

very few transitional opportunities in our community. County Health and Human Services Department spend a significant amount of money every year putting people up in motel rooms, which helps get a person off the street but doesn’t help in the transition of getting them back on their feet in a normalized structure. It’s worth taking a look at.” Volero said applications for the CDBG grants are due April 15, so city staff would have work quickly with the Seven Angels to complete an application. It would then have to be brought back, with the other two applications, for council final approval. Volero said city staff would like to hire a consultant to help with the complicated application process. To pay for that, the city last year had $34,000 in defederalized, unassigned money. She recommended taking $10,000 from that to use toward the applications. Volero added for each successful application that receives CDBG money, the city will be reimbursed for the application cost. The City Council was unanimous in supporting all three applications moving forward. Mayor Pro Tem Heidi Kime was not present.

With high rent costs and fewer sales, Pearcey said she has been paying to go to work instead of making a profit. “We had to pare down quite a bit that was also about the time that Amazon started really kind of taking hold,” Pearcey said. “It’s very strange, and then people, we let it happen, you know. It’s not like it happened to us, but it happened by the choices we make.” So after 27 years of providing literature and music supplies, Pearcey will close her doors permanently in March. It is a weird feeling closing a shop that has become more of a friend than a business, she said. Her favorite part of running the shop was the friendships she gained. “It just is nice getting to

CCHA learned in December of last year it was successful in its application. Crescent City received $52,512 in HUD-VASH grant dollars in December, as part of $10.5 million granted statewide to 24 communities. Katie Shinn, a HUD-VASH case manager in Crescent City, told the City Council Monday that the housing authority’s dedication makes her job possible. “I can honestly tell you about their effort every day

She hopes people will stop by before she closes as she needs to lighten the number of books in her inventory. Throughout the years, several people supported her business, and she wishes to thank those who have been such faithful customers. “I’ve had some wonderful customers through the years,” Pearcey said. “There were a lot of people that really always made sure that they support local and what that really means, you know — to tend to the community they want, and not just expect things to be there for them when they want it.” to accommodate veterans for orientations quickly. Surf shop burglary suspect arrested A

suspect was arrested on March 2 for the Feb. 28 burglary of the Local Boys Surf & Skate shop at 503 L St in Crescent City. According to Crescent City Police Chief Richard Griffin, Eric Carrizales, 24, was taken into custody in the 600 block of Pacific Avenue. Carrizales was spotted by a member of the Del Norte County Probation Department who witnessed him

breaking into a vehicle. Upon arrival, CCPD officers located Carrizales and engaged in a short foot pursuit that was concluded due to the teamwork of responding deputies of the Del Norte County Sheriff's Office. Carrizales was booked into the Del Norte County Jail and charged with suspicion of petty theft, obstructing/resisting an officer, tampering with a vehicle, burglary, receiv-

ing known stolen property (less than $400) and vandalism. No bail was granted. “Excellent teamwork between multiple agencies to get the suspect in custody,” Griffin wrote on the CCPD Facebook page. “The initial burglary is still under investigation and the case will be forwarded this week to the Del Norte County district attorney for review.”

Airport seeks online input for next DOT air service grant he Del Norte County Airport in Crescent City is seeking community input into its future with an online survey. The airport’s current grant from the Department of Transportation (DOT) under the Alternate Essential Air Service (AEAS) program will expire on Sept. 30. Randy Hooper, airport director, said the airport currently uses the grant

to contract with Contour Airlines for commercial air service for one daily round trip to Oakland International Airport. The DOT has issued an Order Requesting Proposals from carriers for Essential Air Service (EAS) at Crescent City. In anticipation of receiving proposals from new carriers for EAS at Crescent City, or in potentially negotiating a new service agreement with Contour Airlines under the AEAS program,

wo Del Norte High School seniors finished their prep wrestling careers with impressive runs at the CIF State Wrestling Tournament last weekend in Bakersfield. “I’m pretty excited about that,” said Warrior ’s head coach Clinton Schaad. Senior Danika Scott, in just her second year of wrestling and coming off a section championship, finished in the top 12 at the state tournament with a 3-2 record in the 235-pound weight class. Scott split her two dayone matches, then won twice on Friday, pinning Alissia Hernandez of Brawley, and then defeated Valeria Rocha of El Cajon Valley to advance to the consolation medal round Saturday. Scott had her tournament ended by Cassidy Curtiss, of Lodi, who went on to finish seventh in the state. “It’s difficult to qualify for state in of itself,” Schaad said. “Danika has definitely been the program’s top female performer. She had just five losses all year.” Schaad said Scott is looking to continue her wrestling career at the next level. Senior Skyler Moore also finished with a 3-2 overall record at the state tournament in the 145-pound bracket. Moore dropped his first match of the tournament before reeling off three consecutive victories in the consolation bracket

Moore’s third win came over Dante Lopez, of Gilroy, 8-4, before running out of steam against the state’s No. 9 finisher Garrett Fletcher, of Frontier, by a final of 16-3. Schaad said Moore could point to a small, overall victory of not getting pinned in his run through the brackets, with wins over San Diego Section’s No. 4 wrestler and the North Section’s No. 2 wrestler. Only the top eight win medals at state. “He wrestled really well. There’s 2,000 programs in the state, not counting JVs trying to make it, and to take it top 16 in the state is quite the achievement,” Schaap said. He added that Moore is also hoping to continue wresting on into college, and is currently checking into his different scholarship options available. Schaap said it will be hard to replace Scott and Moore next year, including three seniors who placed at the girls section finals. But he hopes their finishes create a buzz for next year ’s wrestlers. “We have quite a few girls in the youth club. Plus next year we’ll have solid returners coming back. We’ve got great JV kids coming into their own. So on paper, we have a big bundle youth, about five to eight freshmen, stepping in. We’ll be just fine next year,” Schaap said.

In local races with more than two candidates, the top vote-getters move on, unless one of the three candidates receives more than 50 percent of the vote.

The Del Norte County Elections Office reported that 6,417 votes were cast bringing turnout to 42.18 percent. There are 15,213 registered voters in the county. In the District 5 election, Berkowitz with 57.76 percent (778) defeated Del Norte Democratic Committee Chairman Kevin Hendrick, who received 42.24 percent (569). Short, a Crescent City Fire and Rescue Battalion Chief and former Crescent City Councilor, received 61.60 percent of the votes (531) to secure the District 1 seat over Del Norte Ambulance general manager and Bicoastal Media host John Pritchett, who received 38.40 percent (331). District 1 incumbent Roger Gitlin did not run for re-election. In the first of four reports from the elections office released Tuesday night, Short and Berkowitz took early leads in their respective races. Cowan led from the start in the District 2 race, but there was some jostling as the night went on between Starkey

and Ramsey. Based on the first report, Ramsey received 224 votes to 208 for Starkey. With two of the four precincts accounted for on the third report of the night, Ramsey still held a slim lead over Starkey for the second spot on the Nov. 3 ballot — 254243. Starkey overtook Ramsey on the final report of the night. In the presidential portion of the ballot, President Donald Trump and Vermont Sen. Bernie Sanders were the top vote-getters in Del Norte County for the Republican party and the Democratic party, respectively. Trump received 95.96 percent of the votes (2,517). Sanders had 932 votes (36.11%) and was followed by former vice president Joe Biden with 640 (24.8%) and Massachusetts Sen. Elizabeth Warren with 304 (11.78%). Based on unofficial results, Sanders won the California primary, followed by Biden and Michael Bloomberg, who announced Wednesday morning that he was dropping out of the race and throwing his support

to Biden. California was one of 14 states and American Samoa holding primaries Tuesday. It was a big day for Biden, who continues to surge after winning nine states including a sweep of the South. Sanders won in Vermont, Utah and Colorado and was comfortably ahead in California. With 99 percent of votes in, Proposition 13 lost 44 to 56 percent. It apparently won in only 10 of the state’s 58 counties. Nearly 70 percent of Del Norte County voters were against Prop. 13. The $15 billion state proposal was the only proposition on the ballot. The measure would provide $9 billion for renovations and new construction to K-12 districts on a matching funding basis and $6 billion to underwrite higher education facilities: $2 billion each for community colleges, California State University and the University of California.

Since our marriage, our visits have become less frequent. This is because my husband and I both have demanding jobs, and I am in school. We are BUSY trying to secure a stable life together. My FIL has taken offense to this. He insists that the real reason we don't visit is because we are angry with him and hate him. We have tried explaining that it isn't so, but he refuses to believe us. He's convinced that he has somehow deeply offended us, and we are refusing to talk about it. Unfortunately, he obsesses over this every time we DO visit and makes it awkward by guilt-tripping me and my husband, begging us to tell him what he did wrong. He also tries to prevent us from leaving when it's time to go by distracting us with conversation, refusing to see us out the door, and sometimes physically sitting in front of the car so we can't drive off. The man appears to be not only disturbed but also irrational. Because your husband has dealt with his father his entire life, take your cues from him. If your father-in-law is currently married (I assume he must be because he has a young child living with him), talking to his wife might help. She may be able to help counteract the damage that is being created with the child. DEAR ABBY: My son is welcoming his first child at the age of 39, and I will be hosting a baby shower for him and his

girlfriend. The problem is, I asked him for a list of attendees, and at the top of the list is someone my son and daughter were friends with since middle school. However, a few years ago, she interfered with my daughter's marriage and caused a lot of heartache, so my daughter cut all ties with her. My son travels a lot. He is not home often and doesn't know the extent of what happened between my daughter and their mutual friend. I'm not sure how to handle this. Should I not invite her, or should I tell my son what happened and suggest he not invite her out of respect for his sister? Or do I tell my daughter this is about her brother, it's only one get-together, and she needs to respect her brother's wishes? I'm in the middle and not sure what to do. At one time I was close with this girl, but after what she did to my daughter, I haven't spoken to her either. -- GETTING ALONG IN THE EAST DEAR GETTING ALONG: Your son may travel a lot, but he has a phone. Jaycees return for their biggest boys basketball tourney yet F

or the past 52 years, Crescent City comes alive every March for its version of March Madness. What began as an eight-team, single-division, the eighth-grade boys basketball tournament has grown into an event that brings not only excitement, competition and sportsmanship to the coastal town but helps to bolster the local economy in the heart of winter. This year the Crescent City Jaycees 8th Grade Boys Basketball Tournament has grown larger than ever before. On March 6-7, 64 teams will vie for the championship spot in eight divisions all while displaying the highest level of sportsmanship to take home the most coveted trophy — the Arman Gunnerson Memorial Sportsmanship

Award. These teams will play in schools and gymnasiums around the community moving from gym to gym as the tournament progresses. There are 19 cheer teams and 12 mascots that will be participating in their very own cheer competition as well as 14 Princess ambassadors. They will be interviewed and one will end up wearing the crown of tournament queen. After the tournament is over, 896 of the players, along with many of the cheerleaders, mascots and princesses, will be eligible to apply for a scholarship worth up to $500 each when they graduate from high school and are heading off to college. Letters Cleanup homeless camp near cemetery E d i t o r, I recently went through a very hard and emotional task of having to bury my father at the local cemetery in Crescent C i t y. M y m o t h e r a n d f a t h e r ’s h e a d s t o n e i s located on the very far west side of the Catholic section. For quite some time n o w, I h a v e n o t i c e d a very large homeless encampment that is directly adjacent to m y p a r e n t ’s m a r k e r. Numerous trails lead in and out of this area, along with garbage, tarps and wooden structures. To p u t i t s i m p l y,

this should not, and cannot be accepted. I find it extremely disrespectful. A cemetery is supposed to be a place for family and friends to pay respect for their lost loved ones without having to observe this. Although I have empathy for these individuals that are having to live in these conditions, I strongly feel that this must be immediately eliminated. I am writing this in the hope that someone can point me in the right direction and solve this problem. I will be the first one to help volunteer to clean this mess up. Patrick Russell Crescent City

Klamath dam removal project takes next step forward T

he nonprofit organization, Klamath River Renewal Corporation, tasked with removing four hydroelectric dams on the Klamath River, submitted budget information about the project to the Federal Energy Regulatory Commission on Feb. 28. In the Feb. 28 filing to the Federal Energy Regulatory Commission (FERC), the Klamath River Renewal Corporation (KRRC) submitted updated cost information, including the guaranteed maximum price (GMP) submitted by Kiewit Infrastructure West (Kiewit) and Resource Environmental Solutions, LLC (RES), and other requested material that further demonstrate KRRC’s capacity to become licensee for the Lower Klamath Project (Project). This filing is another concrete step toward implementing the Amended Klamath Hydroelectric Settlement Agreement (KHSA), removing the dams and restoring a free-flowing Klamath River. “Our project is on track, within budget and ready to roll,” said Mark Bransom, KRRC Chief Executive Officer. “This submission to FERC proves that we have the funding, the team, the expertise and the plan to do it right and pen a vibrant new chapter of Klamath River history.” In the Feb. 28 filing, KRRC again demonstrated that its committed funds are sufficient to complete dam removal as proposed in the license surrender application. The updated cost estimate for full dam removal that is based on the contractor-provided GMP is $446 million, which includes more than $50 million of contingency funding, making the project well within KRRC’s $450 million budget. The significant contingency funding is conservative and reflects widely accepted industry standards for complex infrastructure projects. This updated total cost estimate reflects project contractor Kiewit Infrastructure West’s GMP of $199 million. The GMP is based on 60% design completion and integrates bids from more than 100 potential sub-contractors, including many local and tribal businesses. The $78 million GMP from RES includes restoration implementation and serving as the Liability Transfer Corporation. The GMP is the most accurate, complete and timely information available regarding construction

The recent submission also includes revised contracting arrangements that add clarity and cost savings to the project; updated risk registers; insight into KRRC’s plans for a Local Impact Mitigation Fund to address potential damages to private properties; wildfire risk analysis assessment; and an updated insurance approach. The insurance is part of a risk management program believed to be the most comprehensive ever considered by FERC for purposes of dam removal. In addition to insurance, the risk package includes performance bond and indemnity coverages to offset potential short- and long-term project effects. In 2016, KRRC submitted license transfer and surrender applications to FERC, both of which are necessary for KRRC to take ownership of the four lower Klamath dams, remove them, and restore the river. In 2018, KRRC submitted to FERC its Definite Plan, a comprehensive, 2,300page document that covered every aspect of its proposal, including plans for facilities removal, site remediation and restoration, estimated cost, and risk mitigation. As part of the review process for KRRC’s Definite Plan, FERC

directed KRRC to convene an independent Board of Consultants (BOC) to analyze KRRC’s work and provide feedback and suggestions. The BOC comprises experts in dam construction and removal, engineering, aquatic and terrestrial biology, construction cost estimating, insurance, and bonding for large infrastructure projects. The BOC has provided ongoing review and guidance on the dam removal project. They will culminate their comprehensive review of KRRC’s Feb. 28 submittal in a report that will go to FERC in mid-March. “The KHSA represents years of negotiations, exhaustive scientific study, and compromise among the many groups who are all working together to improve conditions along the Klamath River,” said Bransom. “Healthy rivers breathe life into the communities they touch. Dam removal and a revitalized Klamath River will enhance resiliency to strengthen the entire Klamath watershed for the future.” FERC will decide on the KRRC license transfer and surrender applications. James Glenn Killinger, Jr. March, 1938 – March, 2020 Jim was born in Seattle and lived in Sedro-Woolley, WA, from infancy to fourth grade, moved to Orick, CA, and then to Arcata, graduating from Arcata High School in 1956. He was drawn to the logger's life from the example of his step-father Paul Wilkinson and worked summers at Paul's logging shows in Humboldt County. Jim rarely left the north coast except for two years in the army at Fort Lewis, WA, and two years at Redwood City's port. He was happy to return to work for logging companies in Humboldt and Del Norte woods where he

children: Sterling, Joe, Gladys, Pansy, Lelia, Adrian and Louie. Harry served in the U.S. Navy from 19551957 during peace time on the USS Bremerton. He enjoyed seeing Japan, Hawaii, Australia and the Pacific Islands during his time in the service. Harry married the love of his life, Margie McGregor on September 28, 1957. He was a loving and devoted father to his children Brenda and Lonnie. Harry worked as a commercial fisherman for many years. He enjoyed tinkering in his garage and playing with his beloved dog Tinkle. He had a great sense of humor and love for telling stories. Above all he loved his family. He bought and sold cars, pickups, and motorcycles. Jim rode his Harley a week before he died. We, his sisters, are glad he got that final ride. Here is how we will remember Jim: He was generous. He was open in expressing affection and respect for us, and always pleased to join family gatherings in Eureka. He often spoke of the importance to him of morning coffees with friends at Crescent City's Fisherman's Restaurant. He liked cats, the kind with four legs. He could be thinskinned and prickly but

shared the family off-beat sense of humor. When we were together, we laughed so hard we could hardly talk. It is hard to accept that Jim's laughter is no longer with us. Jim Killinger, age 81, died in his home in Hiouchi. His parents Glenn and Merle Love Killinger and Paul Wilkinson and brother-in-law Leonard Escarda preceded him in death. He is survived by his sisters Kay Escarda of Eureka, CA, and Joline Bettendorf (Frank) of Mount Vernon, WA, and many nieces and nephews. Jim's family hope his friends will accept our invitation to join us at the Fisherman's Restaurant in Crescent City for coffee on Jim's birthday, Saturday, March 14, 10:30 a.m. to 12:30 p.m.

Edythemay (Edy) Garrett October 11, 1934 – March 3, 2020 Edythemay (Edy) Garrett passed away on March 3, 2020 at her home in Gasquet, CA. She was born in Montebello, CA on October 11, 1934 to Douglas and Ruth Grover. Edy graduated from Montebello High School in 1952. She lived, worked and raised her daughters in Southern CA until she moved to Crescent City in

1988. Edy fell in love and married Rod Garrett in 2001 moving to Gasquet, CA. Edy and Rod enjoyed dancing, motorcycle trips and camping with their “travel group”. While living in Del Norte County, Edy worked for Dutra Trucking and Del Norte Unified School District until she retired. Edy was very active in the community and served as Worthy Matron of Del Norte Chapter Order of the Eastern Star, President of Crescent City Women’s Club, Council member and pianist for Job’s Daughters Bethel 182, attended the Christian Women’s Fellowship and served as a member of the Mission Committee including Senior Warden for St. Paul’s Episcopal Church. Edy is best remembered for her sunny personality, giving nature and helpful spirit. She dearly loved the Lord and especially enjoyed the gifts of singing, playing the piano and dancing.

Edy is survived by her husband Roderick Garrett (19 years), her sister Lue Brown, daughters Jeannine Galatioto, Janet Caselli (David), Joanna Wuest (George) and Stephanie Oritz (Rob), and nephew Bil Brown (Suzanne). She is also survived by 9 grandchildren Jessica Seaman, JoLynn McCorkle, Jennifer Watkins, Jenalee Cirafice, Jared Wuest, Jared Ornelas, Johnni Wuest, Seth Oritz and Sachary Ortiz and 9 great-grandchildren. Committal services will be held on Friday, March 6th at 1:00 pm at the IOOF Memorial Cemetery. Memorial services will follow at St. Paul’s Episcopal Church, 220 East Macken Avenue, Crescent City, CA at 2:00 pm. Arrangements are under the direction of Wier’s Mortuary Chapel.
