County eyes ‘property registration ordinance’ C

urry County Commissioners moved closer to implementing a vacant “property registration ordinance” for out-ofcounty property owners during Wednesday’s regular meeting, Feb. 5.

According to county staff, some non-owner occupied properties in the county have become eyesores and the ordinance would give officials a tool to clean them up. Commissioner Court Boice said the problem “is growing dramatically and that is what has given us some pretty serious concern

here.” Commissioners moved the ordinance forward in the process with a 3-0. The next step is a public hearing on Feb. 19. Property owners would have to pay a fee and register their property if it “is not legally occupied at least six months in a calendar year by the owner of the prop-

erty, and the owner does not declare a home elsewhere in Curry County as their permanent residence,” according to staff. “Vacant properties, or those where the owner is absent, tend to attract squatters, nuisance and crime,” according to county staff. “As a routine matter, the Sheriff’s Office ends up

spending more time at these properties or patrolling the areas, as do the Code Enforcement Officers.” Two people spoke during public comment on the ordinance. Both were not in favor of it, saying it penalized everyone instead of focusing on the small percentage of problem properties.

he Hooskanaden slide repair project on U.S. Highway 101 will be underway in early May, as soon as the ground dries out. The project should be completed by August, says Oregon Department of Transportation spokesperson Dan Latham. The current project was delayed from starting last fall due to a failed bid process. The winning bid in the current round was awarded to Suulataaq out of Suisun City, Calif., for just under $3.7 million. The money for the final repair will come primarily from federal emergency relief funds. large and sprawling homeless encampment in Harbor, upriver from the Chetco River bridge where U.S. Highway 101 crosses, is being cleaned up, starting on Feb. 12 by Curry County crews. Tarps and makeshift tents covered hundreds of square feet of county property along the South Bank Chetco River Road at the South Bank Underpass Road. Propped up with poles, the long row of the structures wrapped around the curvature of the bank and sheltered piles of belongings mixed with rubbish, assorted junk and heaps of trash. “We are taking the public complaints seriously, and are trying to take care of the mess,” said Julie Schmelzer, county administrator. “The site was unsafe for the encampment due to highway access (curve), because it is a designated landslide area, and we are concerned about fecal matter and

debris entering the Chetco River.” The property was posted on Feb. 10, providing notice of the impending cleanup. Curry County Sheriff deputies arrived first to clear the camp of the sole occupant before crews could begin. At one point, as many as 18 people inhabited the camp. “He was asked to leave the property, he doesn’t own the property, and so he was arrested for trespassing,” said Sheriff Lt. John Ensley. “Unfortunately, it’s gone this far, and now we’ll do what we can to get it cleaned up,” said Sheriff’s Capt. Phil McDonald. “I know the gentleman that created this mess is not happy. We gave him the opportunity to pick up the things he needed to have and go or be arrested. He chose not to do that, so he was arrested. The thing is, this isn’t a guy camping. That’s not what this is. This is a garbage dump that this guy has created. He is homeless by choice, and he’s made this mess by choice. I know there are people who say, ‘Oh,

Why are they doing this to him?’ But why is he doing this to us?” Curry County Code Enforcement Officer Dave Fortman led a tour for The Pilot before the cleanup began through a winding narrow path inside the various makeshift tent chambers full of stuff piled 3 to 4 feet high. We couldn’t go around the outside of it because it extended right up to the edge of a steep bank, so we had to go through it, ducking in places and stepping over trash to reach the other side. Deep in the bowels of the tent maze was a burn barrel, where the occupants burned trash, including plastics. One of the complaints about the camp was from a nearby cancer patient who has trouble breathing and has especially suffered from the pollutants emanating from the illegal burning. ynette McPherson is becoming known as the seed lady. She is the driving force behind the first seed library in Brookings. The Chetco Seed Library kicks off at 10 a.m. Saturday, Feb. 22, inside of the Chetco Community Public Library, 405 Alder St., Brookings. People can come by and check seeds out of the library until 11:30 a.m. “The goal is to help residents of Del Norte and Curry counties sow, save and share heirloom, non-GMO, nonhybrid, open-pollinated seeds acclimatized to our region,” McPherson, who is the garden manager for the BrookingsHarbor School District. People can come and take some seed packets, or as many seeds as they think they will use. The seeds are free, but McPherson is hoping to see a return on the investment. “On the back of every packet is a little thing about you agreeing to sow the seeds and return them,” McPherson said. “If we don’t get any seeds back this will be a grand experiment and I will have this awesome cabinet at my house.” Processes for checkout, recording garden conditions, saving, and sharing future seeds are available at the seed cabinet. “Each packet has a list of what they are, where they come from and where to grow them,” said McPherson who grabbed a runner bean packet and began reading some of More Seed on Page A3

Empty food tins, numerous bicycles, a grocery cart, a wheelchair, discarded clothing and blankets, crates, baskets, potato chip bags, paint cans, dirty dishes and other garbage overflowed the county property, spilling onto the neighboring property below, owned by Dave Jenkins, of YMT WoodWorks. “I’m not necessarily happy. It was something that had to be done,” Jenkins said. “The human waste and the smell was horrible in the summer, and things like that, with my business right there, customers complained. I had a water problem and my waterline goes through there. I brought in a new waterline because I couldn’t get under that,” he said, gesturing to the tented encampment. “It was a bad issue. I’ve dealt with it a long time, and it’s just grown too much. The trash is one of the things that people who donate (to homeless people) don’t realize. The week after Thanksgiving, they’ll have more garbage because everyone gives them food. They don’t have anywhere to dispose of it. I’ve rented a dumpster

She has been attending festivals and gathering seeds. “I’ve collected all of these seeds. I went to a national

I was told by the county commissioners they would find the money to take care of this. I tried to get local groups to provide services, but the residents here decided not to move.” The man who was arrested had been offered housing vouchers several times, which he declined. Fortman also came by to warn him several times after posting the notice that the cleanup was coming. “The county has a voucher program through the Homeless Coalition,” he said. “If they are veterans, the Veterans Administration has housing vouchers, clothing and bedding vouchers. Mental health is offered to

them. Animal control offers them assistance with their animals.” The Pilot caught up with a homeless woman, who had been at the camp across the river the day before. Fortman said that she had cleaned up her portion of the site before moving on. She was working on her car, which she is now sleeping in, near the current cleanup site. Asking to only be known as K.H.O, she said, “Basically, I’ve been homeless for about 6 months, not by choice, no drugs, not anything like that involved. I’m completely clean, but people around me aren’t clean. I was working as a med-tech full-time, married, six kids. Husband decided to cheat and wanted me out in two days.” She just broke up with a boyfriend who she said beats her all the time, but he was the only person who has been protecting her during this whole time, she said. “I’ve been trying to get a good job, but no one wants to hire a homeless person,” she said. “I’ve been utterly humiliated. I decided that if I was going to be homeless on the street, I would turn my tent into a home. I had a little garden and a little stone path that I built myself and made it as comfy as possible. When they asked me to move, I cleaned up everything except where

the others were literally still sleeping there. Thirty bags of trash is what I cleared of theirs. “I usually have an upbeat personality, but I’ve had to pan to survive. As of 3 weeks ago, I had to eat food I found in the garbage for the first time because I don’t qualify for food stamps. I don’t qualify for anything else. I do what I gotta do.” She’s been eating peanut butter sandwiches for the last week and a half. She doesn’t always go to the free meal sites in town when it’s cold or freezing rain. Fortman provided her with information where she could obtain a housing voucher during the Pilot’s interview with her. When asked about what local government could do to help, she had a suggestion. “Take one of these parks that they close for the winter and open it up for homeless,” she said. “For even $30 a month, all of them can get that. Instead of having camps everywhere, they would have a place they could go for a moment.” She blames the freezing cold and lack of space to breathe as creating bad attitudes, causing some panhandlers to become ruder lately. Another suggestion from K.H.O. was for the city to provide a dumpster at the proposed camp, or even one

of the free meal sites where homeless people could dispose of their trash. She picks up trash daily, but the only way to dispose of it is to illegally place it in someone else’s container, she said. As the cleanup progressed, vehicles passing by honked, people waved and gave thumbs up to crews doing the work. The cleanup was continuing through press time on Feb. 13. Personnel included nine members of the county road crew, two code enforcement officers, a parks employee and multiple sheriffs. The trash filled seven, 10-yard dump trucks. Another two dump trucks are estimated for removal of the brush, to be burned later by the county. The next phase of the project is what to do with the property. “We are looking for input from the public on the best use of the public space,” Schmelzer said. A viewing platform, benches to rest and take in the view, a picnic area are some of the ideas neighbors and onlookers suggested.

ing and returning the seed from their garden to the seed library. “It’s nice to let things go to seed in your garden, for a variety of reasons,” Bott said. “As people return their seeds grown here they will be climatized a bit more for our area. “The other nice thing is that you get to hear about other peoples’ challenges and also their successes,” Bott added. People will reap the rewards of their effort when they get to eat what they

have grown, learning a valuable skill in the process. McPherson has a greenhouse and it allows her family to have a “50-foot meal.” “You walk 50 feet to the garden, you pick it and you eat it for dinner,” she said. McPherson and Bott will also be encouraging people to take part in the Plant A Row for the Brookings Harbor Food Bank. Gardeners will be asked to plant an extra row and donate the extra row’s harvest to the food bank.

With the opening less than a week away more than 150 people have indicated they were interested in the seed library after seeing a post about it on Facebook. “Lynette planted a seed and it took,” said Bott.

Suulataaq is an Alaska Native Corporation subsidiary and is a Federal Small Disadvantaged Business. “We operate our company to comply with the values of our more than 3,600 Alaskan native shareholders,” says the company’s website. “We’re still very early in the process, and the contractor will need several weeks to get organized, submit paperwork, etcetera,” Latham said. “We will likely have a pre-construction meeting a few weeks prior to breaking ground. By then, we should have more information about the staging plans and construction schedule.” Construction will require lane closures, and flaggers will be used as needed, he said. “We don’t expect any delays to exceed 20 minutes.”

Cathy Bryson, a retired real estate appraiser, agreed with Barnes. “I think it is a mistake to say that everybody that is a non-Curry County resident that owns a property here is a problem,” she said. “You are taking a really small piece, a really small group of properties and you are just lumping them (together).” Julie Schmelzer, Curry County Director of County Operations, said the complaints they are receiving are from throughout the county. “We do have properties that are beyond the urban fringe that have a lot of issues,” Schmelzer said. “Sometimes because it is in a remote area people feel they can do more because they feel no one is watching. But we do get complaints on remote properties as well.” The fee would help pay

The plan is to restore the highway to three lanes, plus shoulders as it existed before the slide. Currently, the temporary route resembles an asphalt roller coaster with its two narrow and winding lanes that dip and climb across the chasm created by the giant mudslide nearly a year ago on Feb. 25 that completely closed the highway for nearly two weeks. According to an article in The World, heavy rains dropped the road 30 feet and shoved it 100 feet west. “Tidewater Contractors went above and beyond the call of duty in responding to the Hooskanaden slide and quickly reopening the highway,” Latham said. ODOT spent about $1 million for the temporary repair, which closely bypasses the original slide area. While the highway was closed, the Carpenterville Road, Highway 255, was the winding and narrow detour route between Brookings and Pistol River that added about 25 minutes to the commute and made many drivers anxious. ODOT looked at alternatives to simply restoring the same highway configuration. “When it comes to the geology of

DEAR ABBY: My brother and sister-in-law own a golden retriever. “Cookie” is their baby. The problem is, I live in a place where I can’t have pets, plus I don’t have a car. I’m disabled, so it’s harder for me to get around. I would love for my brother and sister-in-law to visit me for a couple of days. We live 2 1/2 hours apart. Well, my brother won’t come and stay with me at all. He does visit, but only for about an hour or so because they refuse to put Cookie in a kennel. What should I say to him without causing him to get mad at me? I feel he’s putting that dog first, before his own sister. I miss seeing him and his wife. -- DOGGONE IT IN MICHIGAN

DEAR WONDERING: The reason for the change is what’s important. In your case, it’s not because of discord or lack of love. While I would have suggested your wife try various kinds of sleep masks to block out your night light, your new arrangement is not an indication that there is trouble in your relationship. Many couples do this. So stop worrying about whether this is normal and be glad you have a solution that works.

DEAR DOGGONE IT: Your brother and sister-inlaw’s goldie is also a member of their family. Demanding they put Cookie in a kennel is tantamount to telling them they must put their child in foster care for the duration of their visit with you. Faywray was born in Yakima, Washington to Maurice and Helen Nicholson (Voelker), Who preceded her in death. At the age of one she was named Yakima’s prettiest baby. She later moved with her mother to Lincoln City, Oregon, where she met her future husband in elementary school. After graduating from Taft High School, and a brief job with the telephone company in Sacramento, They married at the Nelscott Chapel on July

truck engine shop in 1978 where Fay ran the office. One of her grandsons remembers his grandmother ruling the loggers and truck drivers who gathered in the office on many an afternoon. He was in AWE of her “nonsense” attitude and the respect for this petite woman. After retiring from the repair shop, she helped run silhouette shooting matches and traveled to various events in Oregon and nationally with her husband. The traveling adventures they had! Fay’s other true love was reading a good book. She was rarely without one in her hands and spent many a walk to the public library. She will be greatly missed by family and friends. She enjoyed the Oregon coast and their cabin at Rocky Point. After Jerry’s cancer diagnosis and the many years of illness and disability that

followed, Donnis devoted herself to his care, with admirable strength, optimism, faith and love. A memorial service will be held on Friday, February 21 at 1 pm. Westminster Presbyterian Church, 2000 Oakwood Drive, Medford. A very special thank you to all of Donnis’ loving and kind caregivers. Lisa, Michelle, Kelly and Beverly; all the wonderful staff of RV Manor Memory Support Center, and to Nancy and the Providence Hospice group. onnis Lausmann peacefully passed away on January 29, 2020, after a long illness. She was born February 1, 1932 in Winona, Minnesota to Harold and Leona Briesath, the eldest of five of five children. After graduation from Winona High School, she was employed by Northwest Bell in Minnesota for several years. While working in Rochester she met her late husband Jerry Lausmann on a blind date. Jerry and Donnis were married in 1964 in Winona and moved to Medford the same year. They were married for 47 years before Jerry’s death in 2012, a remarkable marriage of love, support, challenges and many happy memories. Survivors include her four siblings, Jerry Briesath of Arizona, Ardy Koehler of Minnesota, Bob Briesath of Virginia and Kay Theurer (Dick) of Wisconsin. Step-children abb Istel (Edward); and Tony, Craig, and Sharon Lausmann, Three step-grandchildren, two great grandchildren and several nieces and nephews. She’s also survived by her dear friends Marvin and Linda Hackwell of Central Point. Proud of her Norwegian heritage, Donnis was an enthusiastic, energetic, one of a kind woman. She was actively involved in the Rogue Valley and worked tirelessly as a volunteer or sponsor of many organizations. She especially enjoyed the years Jerry was Medford Mayor . One of her favorite memories was greeting veterans at the local airport as they returned from service in the Gulf War. She enjoyed reading books to students with Jerry through the SMART Readers program and sponsoring children at Washington School. A past board member of Medford Providence Hospital, she was also involved with the Providence Festival of Trees, RV symphony Guild, Republican Women, Westminster Presbyterian Church, Medford Chamber of Commerce, Medford Rogue Rotary, Medford Alba Sister City Association, Pear Blossom Festival, Medford Jazz Jubilee, Children’s Advocacy, a member of PEO and Junior League. She also took an active role

The Del Norte Association for Cultural Awareness Art in Public Places exhibit in the Del Norte Superior Court at 450 H St. in Crescent City is a collection of artwork from artist Jonell Covault entitled “The Power of Nature.” The exhibit will be available for viewing through March 5. The courthouse is open from 8 a.m.-5 p.m. weekdays except for state holidays. DNACA’s Art in Public Places exhibit on the mezzanine of the CEC airport at 1650 Dale Rupert Rd. is titled “West Coast Splendor,” a collection of pastels by Les Cornish. This show will be available for viewing through March 5. The airport terminal’s regular hours are 6 a.m.-8 p.m. weekdays, 6 a.m.-10 a.m. and 5-8 p.m. Saturdays, and 6 a.m.-2 p.m. and 5-8 p.m. Sundays. On Feb. 27 there will be a potluck at 11:30 a.m. Then at Noon, artist Mary Baker will give a demonstration on felting pictures. DNACA’s first coloring book “Colorful Critters of Del Norte County” is a great gift for any special occasion! This book is hand drawn by local artist Rosemary Garcia, highlighting the “wild side” of Del Norte County with colorful critters. OREGON OLDTIME FIDDLERS “BROOKINGS JAMBOREE”

The Oregon Oldtime Fiddlers present their annual “Brookings Jamboree” March 28, at the Chetco Grange in Brookings. Doors open at 9 a.m. for an open circle jam. Young musicians play from 11-11:30 a.m. A “Fiddle Jamboree” starts at Noon, and a wide variety of performers will play until 2 p.m., at which time the circle jam will continue until 4 p.m. All are welcome to join the jam or come to listen if you do not play. During the event, the Chetco Grange will be offering a Spaghetti lunch for $10 for adults, $6 for children 12-years-old and younger. A box lunch of egg salad sandwich, chips, and drink will also be available for $6. Meals include dessert. The event is free, donations are always appreciated.
