Downtown burglaries on par with last year By David Hayes Staff Writer

indy Hoffman, a customer-service representative with Blue Star Gas at 340 H St. in Crescent City, was concerned to learn the business next door - the Del Norte Triplicate – had been burglarized last weekend. “I was very surprised,” said Hoffman. “It had to take them a while to get away with everything they took, and

nobody saw anything? The Police Department is just the next street over.” Hoffman was sympathetic with The Triplicate’s loss, since Blue Star Gas, a business staple in Crescent City for more than six decades, itself has been a victim of break-ins twice in the last five years. She said the company installed an alarm system after the first break-in, “but that didn’t stop them the second time.”

About six months ago, Hoffman said, someone threw a rock through a window in the alley, jumped in and snatched a generator. “They got about as far as the Elks Lodge across the street before it must have gotten too heavy, because they stashed it there. “The police later found it and brought it back,” she said. The Triplicate’s office at 318 H St. was one of five businesses burglarized since Aug.6, according to Crescent

City police records. Acting Chief of Police Sgt. Edward Wilson shared the results of a search of recent records, saying, “I ran the burglaries, without location, from Aug. 6 through Sept. 16. We had seven incidents of shoplifting, two vehicle burglaries, two residential and five commercial burglaries.” Wilson said anecdotally that the numbers seem on par with property crime this time of year. “We see an increase

in petty theft from cars during the summer at the hotels and motels, while the residential break-ins tend to be steady.” In California, residential burglary is considered first-degree and a felony. Second-degree burglary involves any other type of structure, including stores and businesses. Second-degree burglary is known as a “wobbler” infraction, which in this state can be charged either as a felony or a misdemeanor.

According to criminaldefenselawyer.com, prior to Proposition 47 prosecutors could charge thefts of less than $950 as wobblers, making it possible for the accused to end up with a felony, particularly if the defendant had stolen certain types of property or had prior offenses. Two top awards for the harbormaster

Picture and Best Director. As it is, Helms - CEO and harbormaster of the Crescent City Harbor District - recently was named Harbormaster of the Year and also Port Captain of the Year. Both honors were bestowed by the California Association of Harbormasters and Port Captains Board during its annual conference earlier this month. Although Helms is the association’s president, he had been successfully kept in the dark by the rest of the board. “At the awards ceremony, they said, ‘And now, for state harbormaster of the year … ‘When they’re describing his accomplishments, I’m looking around the room and thinking, ‘Who is this guy?’” Helms confided, “It was really cool. I loved having my wife there. It was touching, something different at my age to get this kind of recognition in a job I applied for just because I thought, ‘Oh, I can make a difference.’” Helms was working in economic development in 2014, sitting in an airport, when he saw a LinkedIn job posting for Crescent City harbormaster. “I thought, ‘Wow, it would be really amazing if it’s really like they say it is. I could really make a difference, help this group out.’ “I just thought how cool would it be to be intimately acquainted with someplace and really make a difference for a harbor.” Helms had graduated from Southern Illinois University with a degree

in journalism, but early on he veered toward a career on the waterways. His first job was as a deckhand in Mississippi. His career then took him further south, to the Gulf of Mexico.

But, he said, “I’d never worked in a brand-new harbor. I was always somewhere where there was something to work on, or something that was wrong. I looked at this harbor and thought, ‘How great is this?’”

Wind, rain cut power on several occasions H

eavy rain and wind caused electricity shortages Sept. 17 along the coast of southern Oregon and northern California. Del Norte County experienced a couple of brief power outages Tuesday afternoon and evening, the largest of which shut down power at Pelican Bay State Prison, which has a backup generator. The power went out at 4:50 p.m. and was fully restored by 7:30 p.m., said Tom Gauntt, a spokesman for Pacific Power. He said a tree had hit a power transmission line, which did not break

the line but did disrupt electricity. “It wasn’t damaging the lines … but if they get connected in that way, it just shorts out the system,” Gauntt said. Crescent City residents experienced a shorter power outage that day, from 3-3:30 p.m., also caused by a falling tree hitting a power line. After a particularly dry summer, the amount of rain received Tuesday laid heavily on the trees, said Gauntt, causing them to lean or fall onto power lines. And if the branches are satu-

Brookings and Eureka, allowing for easy access. Once on the job, Helms said, his initial goal was to diversify the harbor’s revenue base. He explored getting another seafood processing plant, maybe a hotel, even designing a vertical tsunami experience and evacuation center. “Also, when I got here, both RV parks were leased to private owners. Now we’ve got both parks. I think the revenue from those will put us in the black as long as we manage it well,” Helms said. That said, there weren’t many activities for tourists. So with the help of Tamera Leighton, executive director of the Del Norte Local Transportation Commission, a grant was obtained from the California State Coastal Conservancy to complete a bike trail, enabling visitors and residents to peddle from the harbor all the way into downtown Crescent City. The harbor now also provides for paddle-board rentals and dine-in restaurants. Those harbor improvements have not gone unnoticed. “This is the third consecutive year that TripAdvisor. com gave us their Certificate of Excellence,” Helms said. “That’s a big deal, especially since we’re just a harbor. “On their website, they say only about 10% of places reviewed receive that recognition. I’m not sure what their criteria are for that, but to me that’s a big deal. It’s something we can promote.” Helms moved to Crescent City on short notice, bringing his 24foot tow-behind trailer and setting up in the Bayside RV Park for the first five or six months. His wife, Karen, and Chihuahua mix Kiko, soon followed. Karen, now executive director of the Northcoast Marine Mammal Center, gave up her own graphic design firm when she moved here. “One of first things she said was, ‘Charles, do you realize it’s 83

She was a diving instructor in the Florida Keys, loves boats, has always been water-oriented.” Then there’s Kiko, a popular figure at the harbor office who loves paddle boarding and the seals, Helms said. “I got him a little lifejacket. I pick him up and he’ll start dog paddling immediately.” Helms will serve as president of the harbormasters’ association for another year. He’s eying plenty of projects before he steps down, primarily the evacuation center, what with the 2011 tsunami that leveled the harbor. “Lori Dengler, Humboldt State University professor emeritus, who’s an expert on tsunamis and earthquakes, said to me, ‘What you’re going to have to worry about is when the Cascadia goes (referencing the Cascadia Subduction Zone, a 1,000-kilometeer fault line that stretches from northern Vancouver to California’s Cape of Mendocino), you may have as little as 10 minutes to get people out of here.’

“So that’s a big thing now, educating people who are here. When you feel the ground shake for a minute, get the hell out of there. “That’s why I really want to get the evacuation center up, why I want to get that on the corner off U.S. Highway 101. Within 1,000 feet are most of the hotels and 400 RV spaces. “Its design needs to withstand a 75-year tsunami,” said Helms, “with a reinforced roof for a heliport. Because when that hits, Highway 101 is going to be gone. Who knows how many bridges will be left standing? “We need somewhere that wounded people can be evacuated, and (be able to) get supplies, at least, into here,” he said. Potential disasters aside, Helms said his wife won’t let them leave this area. “The attraction of Crescent City, for my wife and I, it’s the most beautiful place we’ve ever lived. The mountains are right there and go down to the sea. “Go up Elk Valley Road and you’re in the redwoods in 6 miles. I take the dog out for walk and can hear sea lions barking out at Castle Rock. It’s a gorgeous place.”

The total loss at The Triplicate totaled close to $19,000, said publisher Carol Hungerford, and included several computers. “Looking at the typical suspect’s modus operandi,” Wilson said, “most commercial burglaries, in general, they’ll break a window to get in quick and take computers and electronics. While in homes, they’ll take anything.” Jeremy Herber, the general manager at Recology Del Norte at 2675 Lake Earl Dr., expressed his frustration with unintended consequences from Proposition 24 after an early-August break-in at his business. Herber said the suspect was videotaped on several security cameras at Recology and nearby businesses using bolt cutters to gain entrance through the back fence and access supply containers on the property. “All he took was a portable power washer,” said Herber, “worth about $300. He also cut the locks in the drivers’ room and stole keys to our trucks. But he just threw them over the fence, loaded the power washer in a car and left. “We got a very good picture of him. But if the damage and theft is under a certain limit, in California they don’t bother with them anymore.” Wilson said most burglary and theft suspects are drug addicts, or tweekers, trying to make a quick buck to support their habit. He said suspects among the homeless population tend to drift more toward shoplifting. “These suspects do seem to exchange information to help each other out,” Wilson said. “We patrol diligently through the evening hours, which reduces crime. But when officers make an arrest and are occupied at the station, that’s when we see an uptick back out on the street.”

And, yes, they could slow travel Work to stabilize a failed slope along U.S. Highway 101 south of Gold Beach is expected to be completed by Sept. 30, according to the Oregon Department of Transportation (ODOT). “The slope at milepost 332 failed this spring because of heavy rain that saturated the ground,” said ODOT public information representative Dan Latham. “The repair involves placing stone embankment, re-establishing the stream channel below the slide, and extending the culvert downslope.” Latham said construction began in August. Motorists can expect intermittent lane closures until the work is completed. Flaggers will provide traffic control as needed. Tidewater is the contractor for the $1.2-million project. Along Highway 101 just south of Brookings into California, a culvert-repair project near Smith River is continuing. Rainy weather has slowed the work over the past few weeks, said CalTrans public information officer Myles Cochrane. “If we have adverse weather, we have to suspend the work,” he said. “Once the weather clears, then we get going again. So, drivers can expect to see flaggers along the roadway, limited lane travel and up to 20-minute delays through October.”

junction with Highway 199 in Del Norte County. “That is a $2.4-million pavement preservation job that’ll ultimately result in a hot-mix asphalt overlay,” Cochrane said. “At this time, we anticipate work to occur through next month.” Motorists can expect one-way

traffic from 7 a.m.-6 p.m. every day, with up to 20-minute delays. Another regional project is at the closure of the Collier Tunnel Rest Area along Highway 199 between the Oregon-California border. “We’re rebuilding the wastewater treatment system there and at this time expect the

project to be completed late this month,” Cochrane said. Cochrane said the $2.6-million upgrade will extend the useful life of the rest area and that the work is more efficiently done in the summer because it requires dry conditions.

he National Oceanic and Atmospheric Administration (NOAA) is proposing to expand critical habitat for the Southern Resident orca whales over 15,626 square miles in the Pacific Ocean, along the West Coast. The proposal would extend critical habitat for the whales along a roughly 1,000-mile swath of West Coast waters, between the depths of 20 feet and about 650 feet. It would stretch from Cape Flattery, Washington, south to Point Sur, California, and just south of Santa Cruz and Monterey Bay. NOAA Fisheries West Coast Region public affairs officer Michael Milstein said the expansion proposal comes following court action. “The Center for Biological Diversity

filed a petition with us to update the critical habitat designation, and later sued NOAA Fisheries,” Milstein said. “This is a settlement agreement in which we agreed to do so.” Despite reports that the designation could lead to a host of new restrictions affecting fishing, vessel movements, aquaculture and military activities, Milstein said the agency does not expect any new restrictions due to the designation expansion. “Critical habitat is a designation under the Endangered Species Act that defines areas important to species listed under the ESA, but it applies only to federal agencies and actions,” he said. “It requires federal agencies proposing actions that may affect critical habitat to consult with (NOAA Fisheries) for our recommendations as to how to avoid damaging or destroying the

critical habitat. “Activities that are not funded, authorized or carried out by a federal agency would not be affected.” Milstein said NOAA also does not expect any practical change from the expansion, because the agency already considers the Southern Resident killer whales in reviewing federal actions in areas the whales use. “We already consider the whales in assessing the impacts of the operations of dams on the Columbia River, because we know that they prey on salmon from that river system,” he said. According to a report from NOAA Fisheries posted at the agency’s online site, in 2006 NOAA Fisheries designated critical habitat for the killer whales in the inland waters of Puget Sound and the Salish Sea, where the whales typically spend much of the year. At the time, there was not enough information to support extending the critical habitat to the outer coast. Since then, satellite tracking, acoustic monitoring and sightings data have confirmed that two of the three Southern Resident pods regularly range south along the

West Coast as far as the central California coast during winter. The third pod typically remains further north, either in inland waters or off the west side of Vancouver Island. The NOAA website post said research supporting the critical habitat proposal includes new details of the Chinook salmon stocks and other species. Southern Residents prey on them during winter off the West Coast. Most of the Chinook that the whales were documented eating came from the Columbia River Basin. That included spring Chinook from the lower Columbia, fall salmon from the middle Columbia, and spring/summer Chinook from the upper Columbia. The whales mainly preyed on Chinook salmon. They also consumed halibut, lingcod, steelhead, chum, skate and northern anchovy at times. The National Marine Fisher-

ies Service reports that one reason for the decline of the killer whales is the loss of salmon. “Salmon have declined because of land alteration throughout the Pacific Northwest associated with agriculture, timber harvest practices, the construction of dams, urbanization, fishery harvest practices and hatchery operations. “Many of the salmon populations that were once abundant historically have declined to the point where they have been listed as endangered or threatened with extinction,” according to the national fisheries release. Milstein said that on Sept. 19, a 90-day comment period was triggered on the whale habitat expansion proposal, a period that will end in December. “We will then consider the public comments and make a final decision on what areas should be designated as critical habitat,” he said.

The outages totaled at least four this past week, after 1,400 Crescent City customers of Pacific Power were without power Sept. 12 from 2:30-6 p.m. when a limb struck a power line and sparked a small fire on a patch of dry grass near downtown.

he City of Crescent City held two townhall meetings – one on Sept. 10, the other on the17th – to discuss Beachfront Park renovations and California Proposition 68 funding. City officials said they were appreciative of the turnout. “There were a lot of really great ideas,” said City Manager Eric Wier. “We had some really great public input.” Proposition 68, or more formally the California Drought, Water, Parks, Climate, Coastal Protection, and Outdoor Access for All Act of 2018,” is a $4.1-million bond to renovate state and local parks. The Crescent City

meetings were not meant to make decisions about the park. Rather, their purpose was to look at Beachfront Park overall and allow the public to express ideas for renovations and new projects, said Wier. More than 40 people attended both meetings and brought plenty of suggestions, among them to use the land to create a labyrinth, a pickleball court and for disc golf improvements. City officials also heard strong support for a previously planned amphitheater, and for improved access and lighting throughout the park. Now, the city will use a $25,000 grant from the California Endowment Through Building Healthy Communities

to hire a consultant for in-depth community outreach. The consultant will sample residents who represent different segments of the community to ensure everyone has a say in the proposed park projects. Once city officials are so informed, they’ll gather the project ideas that fit within a range of $200,000 to present to the City Council on Oct. 14. The first round of funding the city expects to receive through Proposition 68 will be a minimum of $200,000. The city put together a park renovation master plan in 2011, but lacked funds for the entire plan. Now, the city has the opportunity for additional funding - but Wier said he wants to interject

residents’ most-recent suggestions into that scheme. “It gives us a better understanding of our community,” Wier said. “This hopefully will give us that opportunity to engage people who couldn’t get to that earlier meeting.” The in-depth community outreach also will help Crescent City put together a relevant plan that has the opportunity to ensure its funding. “The goal is to be set up for the very competitive grants with Proposition 68,” Wier said. “Grants are a maximum of 8.5 million. So, we’re putting together a grant application that we think we have a strong [chance] of getting funded.”

Food forest features grand opening and harvest festival on Sept. 28 By Jessica Goddard Staff Writer

fter four years of planning and planting, the Taa-’at-dvn Chee-ne’ Tetlh-tvm’ food forest will feature a grand opening and harvest festival Sept. 28 to welcome and inform the community about the project. “We would like a lot more people in the community to know about the food forest, and to understand they can come and harvest food and bring it home to their families,” said Amanda Hixson, the food program’s director. The forest lies on the College of the Redwoods campus in Crescent City and is one of four food forest sites supported by a grant held by the Tolowa Dee-ni’ Nation. Organizers said the grand opening will include a variety of lively activities, such as garden arts and crafts, live music and a scavenger hunt, but also will provide an opportunity to learn about permaculture principles, composting and perennial food forests. Attendees are encouraged to bring apples and buckets for apple pressing, as well as money for local food. The event has been several years in the making … four years, to be exact. That’s when the Del Norte and Tribal Lands Community Food Council applied for the U.S. Department of Agriculture National Institute of Food and Agriculture grant and proposed the Tolowa Dee-ni’ Nation take on the project. “It’s a really cool project. It is really large in scope,” said Erika Partee, natural resources director for the Tolowa Dee-ni’ Nation. “I know it’s been a really great project for the community as well.” Partee said it was valuable for the Tolowa Dee-ni’ Nation to “pursue funding for food security for the county, and see the value in doing such a wide-reaching project.” With the grant, advocates planted perennial food forests, enhanced community gardens already in existence, financially supported school food gardens, and educated the community about food security and food production. Their four main projects are at the Xaa-wan’-k’wvt Early Learning Program in Smith River; the

The Tolowa Dee-ni’ Nation and the Community Food Council have partnered on those projects, with the food council taking a lead role in the forest at the College of the Redwoods campus. The food forests are a form of perennial agriculture that interplants fruit trees, crops, vines and other crops to mimic a natural forest ecosystem, said Partee. “So, the food forests and the Hügelkultur methods all are ideas of how we can build perennial polycultures and permanent agriculture where they are sort of self-sustaining, self-supporting,” said Andrea Lanctot, the community food program coordinator. The foresting process takes several years, which is one reason the College of the Redwood forest grand opening is happening four years from its inception. Additionally, the forest’s site developer, Ben Zumeta, had to overcome obstacles with the land, which formerly was a construction area. “There was a lot of heavy-vehicle traffic and compaction of the soil, and tons of water running over the site,” HIxson said. Unlike a traditional garden or orchard that is lined with rows,

this garden feels more like a forest, said Hixson. “He’s created, with the help of the community, a beautiful food forest that we now feel like is at a place where we can have a grand opening. We want to bring all the community there so they understand this is for the community,” Hixson said. While the fruit trees are not yet producing to any extent , the forest has grown beans, strawberries, squash, potatoes, basil and lemon cucumbers. So far, about 50 pounds of produce per week have been donated to the Pacific Pantry, also run by the Commu-

nity Food Council. And the garden has provided an opportunity to educate students. Organizers have worked with the College of the Redwoods Del Norte campus to bring students in to volunteer and learn about the perennial-forest method. Looking ahead, Hixson said she hopes the forest can be economically self-sustaining, eventually providing products to be sold at farmers markets and schools.

Tribute band brings the best of two worlds to one show at Lucky 7 Casino aul Holdgate doesn’t like shoe-gazers. Nor does he particularly care for fret-gazers. Both are types of performers who never make eye contact with an audience, said Holdgate, and will kill any chance of fans having a great experience listening to some old-time rock and roll. “That’s one of the things we’re about, entertaining,” he said. “Getting in there, grabbling a hold and not letting go.” Holdgate was talking by phone while driving down Interstate 5 toward Los Angeles. His group is CCSeger, a band paying tribute both to Creedence Clearwater Revival, headed by John Fogerty, and Bob Seger and the Silver Bullet Band. CCSegar will be performing at 7 p.m. Sept. 27 at the Lucky 7 Casino’s Tolowa Event Center in Smith River. Holdgate said CCSeger consists of members of the Bob Seger tribute band Night Moves and Creedence Classic Revival. “We integrate two great singers from the ‘70s into one great show,” said Holdgate. “Instead of a set-up change between bands, we just change out singers. “I’ll sing three Seger songs and Randy Scoles will do three CCR songs, then three more, then three more, and so on.” Holdgate has been belting

For five out of the seven who ran on Wednesday, this was their first meet, said coach Scott Lindsay. many years of dedicated service retiring with the prestigious rank of Command Sergeant Major. He graduated from Chico State University as well as Sacramento State majoring in Criminal Justice, gaining a teaching credential and taught at Butte College and College of the Redwoods. In 1976, Jack and his family moved to Crescent City where he worked in law enforcement and constructed four commercial greenhouses to mainly grow hydroponic tomatoes. He became known as the “tomato man”. There were many gatherings in and around the greenhouses; sales, mixers, open house and a few wild parties. Jack dedicated 60 years to public service in law enforcement working for the Chico PD, Live Oak as Chief of Police,

Crescent City PD and Del Norte County Sheriff’s department. After retirement from law enforcement he began his political career being elected to the Board of Supervisors and serving three terms. During his tenure he was active with many agencies; one of his favorites being Nor-Tec and was proud of the job creation programs. Jack also served as Harbor Commissioner for two terms. Jack was a 42-year member of Crescent Lodge No. 45, being raised to Master Mason in six months. He was one of the seven local car enthusiasts who founded the legendary car show Sea Cruise in 1992 and was fondly hailed as “Mr. Sea Cruise”. He was a Harley-Davidson devotee and enjoyed many road trips with friends. Jack was very proud of his

many accomplishments and always maintained an attitude of confidence and pride. “It’s Hard to be Humble” so fittingly reflects his personality. The family offers a special thanks to Kelly Schellong, Doug Plack, Jaime Southard, Pastor Steve Alexander as well as the compassionate nurses from Sutter Home Health AIM Program. Jack Burle Reese passed away on September 8, 2019 after a long fearless battle with cancer. He was born January 2, 1935 in Bellflower California to John and Vivian Reese.
