.S. Department of Veterans Affairs Roseburg Health Care System Director Keith Allen is meeting with veterans throughout the region over the next few months to outline how the VA is addressing their health-care issues. “The one thing I hope the most is that
they’ll understand we are rebuilding and that I really want the veterans to choose the VA,” Allen said. During a town hall Wednesday night at Southwestern Oregon Community College in Brookings, Allen acknowledged that the VA’s rebuilding will be a challenging effort. “We understand that health care in rural areas is scarce and the community is becoming saturated, so it is going to be a struggle for us. We are looking to see how we are
going to do that,” he said. Allen said his plan includes partnering with community organizations to improve health-care service and access to physicians. “We are really working to recruit physicians to come here and stay here,” Allen said. One aspect of that effort, he said, will be partnering with Mercy Medical Center in Roseburg to allow interns to connect with the Veterans Administration for health-care training. “Hopefully, by exposing them to
the VA health-care system and what we have to offer, we will be able to keep some of those interns and rotate them through the rural facilities.” Allen acknowledged that this area’s affordable-housing challenge poses another physician recruiting issue. “But I can mitigate some of that with pay incentives and More Veterans on Page A6
‘King tides’

oastWatch is predicting “king tides” for Nov. 25 through Nov. 27, and soliciting photos of the tides from volunteers. CoastWatch is a citizens’ monitoring group that coordinates Oregon’s participation in an international science project to document, through photography, the highest reach of the highest tides along the state’s coast. The group’s volunteer coordinator, Jessie Jones, said the height of king tides vary every year, depending on whether they are accompanied by rain and snow. Jones said the tide charts for Brookings/Chetco predict an 8.2-foot tide on Nov. 25, 8.3 on the 26th, and 8.2 on the 27th. “Seeing that the average is about 7 (feet) for that month, these will likely be pretty good tides,” Jones said. “A tidal range up to 10.1 feet is pretty typical for the Oregon coast in the winter, so if there’s rain happening, that predicted 8.2 or 8.3 could easily be 10 feet or more.” The international monitoring project began in Australia. The king tides arrive when the sun, moon and earth are in alignment, causing a stronger-than-usual gravitational pull. This is the 10th year that Oregon has participated in the international citizen science effort. The project is sponsored by the CoastWatch program of the Oregon Shores Conservation Coalition, and the Oregon Coastal Management Program of the Department of Land Conservation and Development, along with local partners. The other two high-tide sequences this winter on which the project’s volunteers will focus occur Jan. 10-12 and Feb. 8-10, 2020. Anyone with a camera can participate, but is encouraged to take safety precautions when taking photos of the ocean tides. At high tide on any of the three project days

ou’ll likely find fewer Christmas trees to choose from this holiday. Oregon State University Christmas tree specialist Chal Landgren said that’s because the number of growers has dwindled to an estimated 400 statewide. “In 2018-19, the Christmas trees were overproduced,” said Landgren. “There were too many for the market, causing many growers to leave the market because the business competition was too great. “We’ll see about 4.2 million trees produced this season, which is about the same as last year but lower than six years ago. An earlier plan, discussed last month, had been to budget for the phone system upgrade over the coming year. At the pumps: prices down slightly Staff Report Gasoline prices in Oregon were lower this week, thanks to an increase in supply. For the week, the national average slipped 1.5 cents, to $2.60 a gallon. The Oregon average fell a nickel, to $3.26. That’s the third-largest weekly decline in the nation, according to the American Automobile Association. “We would expect the trend of falling gas prices to continue through this month,
but the travel surge for Thanksgiving could cause price volatility and drivers could see increases at the pumps leading up to and through the holiday weekend,” said AAA Oregon/Idaho public affairs director Marie Dodds. AAA projects this will be second-highest travel volume for Thanksgiving on record - 55 million Americans traveling for the holiday, including 748,000 Oregonians. There were six states with an average gasoline price above $3 a gallon this week,
the same as a week ago. For the last seven weeks, California has been the only state in the nation with an average above $4 a gallon. Now, California has dipped below $4, to $3.94. Oregon is one of 41 states with lower prices than a month ago. The national average is 5 cents less; the Oregon average is 8 cents less. On the other hand, Oregon is one of 15 states where drivers are paying more than a year ago. The national average is 3 cents
less - but the Oregon average is 4 cents more. California (+30 cents) and Ohio (+13 cents) have the biggest year-over-year increases. Connecticut (-22 cents) has the largest year-over-year drop. California is most expensive state to buy gasoline for the ninth week in a row, with Hawaii, Washington, Nevada, Oregon and Alaska rounding out the top six. The cheapest gas in the nation is in Mississippi ($2.22) and Louisiana ($2.22).
Highway environments are eyed for monarch butterfly and bee habitat Oregon Sen. Jeff Merkley (D) has joined Sens. Lamar Alexander (R-TN), Tom Carper (D-DE) and Mike Rounds (R-SD) to introduce legislation to help states create pollinator-friendly habitats along roads and highways. The legislation would help address the steep decline in monarch butterfly and other pollinator populations, which poses a threat to farmers and the American food supply. The Monarch and Pollinator Highway (MPH) Act of 2019 would establish a federal grant program available to state departments of transportation and Indian tribes to carry out pollinator-friendly practices
on roadsides and highway rights-of-way. Merkley said, “Every state already contains thousands of miles of green space around roads and highways. If we transformed just a fraction of this land back to natural pollinator habitat, we could make a real difference to pollinator populations.” MPH Act grants could be used for: • Planting and seeding native, locally-appropriate grasses, wildflowers and milkweed. • Mowing strategies that promote early successional vegetation and limit disturbance during periods of highest use by target pollinator species.
• Implementing an integrated vegetation management approach to address weed and pest issues. • Removing non-native grasses from planting and seeding mixes, except for use as nurse or cover crops. The MPH Act comes as the population of monarch butterflies, honeybees and other pollinators face dangerous declines. Western U.S. monarch populations hit a record low in 2018, with one researcher describing the drop as “potentially catastrophic.” Here in Brookings, residents have developed an increasing number of activities and events to celebrate, foster – and protect – the monarchs.

ness as a boom-or-bust sector. “When times are good, more people start to grow the trees. When times are tough, we lose growers,” he said. “Right now, people who grow trees are pretty happy, because it is a seller’s market.” Landgren would not speculate on what prices you might pay for your tree this Christmas season. “Shop around for the best deal,” he advised, “just like we do with everything else.” Meantime, it takes six to 10 years to produce Christmas trees for market. Most of the state’s Christmas trees are grown in Oregon’s Willamette Valley and the surrounding foothills. The majority of those are shipped to California, other states and foreign countries. OSU is participating in research to produce new varieties of Christmas trees, such as Nordmann and Turkish firs, which are now on the market; and Trojan fir, a species that won’t be available for about eight years. “Those species are grown in Turkey and the Republic of Georgia, and they can survive hot, dry limits and have fewer diseases,” Landgren said. “I
think people will like them, because they tend to not drop needles and they last longer.” He said prices for the new Christmas tree varieties would be comparable to the price of Noble firs. According to the U.S. Department of Agriculture, the latest figures available show that in 2015, Oregon growers cut and sold 4.7 million Christmas trees, down 26% from 2010. The gross sales in 2015 totaled $84.5 million. The average price per tree was $17.90. Also in 2015, there were 41,223 acres of commercial Christmas trees, down 28% from 2010, with nine counties comprising the majority of those acres. The two largestproducing counties growing trees were Clackamas (11,512 acres) and Marion (10,571 acres). Noble fir was the industry leader, accounting for 54% of all trees sold in 2015. Douglas fir accounted for 32% sold, and Grand fir, Nordmann/Turkish firs and other varieties totaling the remaining 14%. Noble fir was also the leader in highest average price, selling for $20.98 each.

Earlier this year, the Curry County Cruisers donated $350 to the local Boy Scouts of America to support their Avenue of Flags program, as well as $500 to the Muscular Dystrophy Association. More sea otters for destructive urchins Dear Editor: The population explosion of voracious purple sea urchins along the Oregon and California coasts (The Pilot, Nov. 19) threatens our lucrative abalone and rockfish fisheries and their kelp forest habitats. The Mushroom Festivals are produced entirely by volunteers, with no help, input or interest from the county. That is not a suitable model for a county park.

Oregon senators want an expansion of Smith River National Rec Area Oregon Senators Jeff Merkley and Ron Wyden have introduced legislation to expand the Smith River National Recreation Area into Oregon by 58,000 acres. In a press release, the senators said the move would protect the rivers, streams and adjacent lands of the North Fork Smith River watershed, plus boost local fishing and recreation industries. In 1990, Congress enacted legislation to establish the Smith River National Recreation Area in Del Norte County, California to protect the watershed. But its boundary stopped at the Oregon border, leaving the North Folk of the Smith River and its tributaries unprotected. Merkley said. “I’m grateful to have had the opportunity to work with local leaders, conservationists and
businesses to create legislation expanding the Smith River National Recreation Area.” “Smith River is not only home to critical salmon and steelhead habitat, it also provides clean drinking water to families along the south coast,” Wyden said. “Add to the fact that this legislation also allows the Forest Service to continue its work preventing and fighting wildfires, and this adds up to a significant win for these communities.” The Smith River is home to coho and Chinook salmon, coastal cutthroat trout, Siskiyou Mountains forests, and redwood trees that tower over lower river banks. The recreation area’s expansion would permanently withdraw the land from new mining claims, said the two
senators, buffering the area from proposed nickel strip mines, and protect 74 miles of scenic rivers, including Baldface Creek, Chrome Creek and nearby streams. In addition, the legislation would require the Forest Service to prepare an updated recreation plan for the entire National Recreation Area, and produce a study of streams, fens, wetlands, and potentially unstable and vulnerable aquatic habitat areas. The phone upgrade planned is not a full-blown system replacement, which would cost $125,000. Instead, the upgrade will take advantage of as much existing equipment as possible. The current plan replaces only the servers and system licensing, although it comes with a warranty for the new servers. Other devices, such as phones and routers, are not covered for replacement with the warranty. In other business Nov. 20, the commissioners: • Passed a resolution supporting inmates’ access to their medical provider, instead of those costs being assumed by the jail. • Terminated a contract with Brandt Media for media
services as of the end of the year, although the county will not get rid of channel 182, accepting a proposal by Brandt to use the remainder of its contract to train county staff how to place meetings on the channel. • Amended the transient lodging tax ordinance to enable taxes to be collected by intermediary companies, such as Airbnb. Adams Gravel Extraction In a separate hearing for the Adams Pistol River Gravel Extraction appeal, commissioners heard testimony from the applicant and interested parties. Ron Adams provided more information at the meeting than in a previous application about his plans - which opponents mostly appreciated, although they still wanted details based on scientific assessments. The hearing was closed after all of the speakers entered their comments, but the record is being held open for an additional 14 days. With any new information placed into the record, the applicant has seven days to respond. Commissioners and opponents, while strongly supportive of Adams’ proposal to fix the problems of excess gravel in the Pistol River, encouraged Adams to provide documentation of support from federal and state agencies plus more detailed plans. They further requested that Adams consider putting his appeal on hold.

harles V. “Chuck” Heaney passed away on Nov. 16, 2019 in Brookings,Oregon. He was 93. Chuck, as his family and friends knew him, was born July 1, 1926 in Millard, Nebraska to Charles and Evelyn (Fouts) Heaney. He spent his childhood in Iowa. His dad’s career as a golf professional took the family to Southern California where his dad was the head pro at the San Diego, California Country Club. Following graduation from high school, Chuck attended Pasadena City College where he majored in Business Administration. He served in the U.S Army, 77th Division, 11th Airborne, 511th Regiment in the Pacific area. Chuck received a combat infantry badge and a Bronze Star for his service. Upon his honorable discharge, Chuck was hired by Bethlehem Steel in Los Angeles, changing jobs to be Assistant Golf Pro at Brookside Course in Pasadena, California. He later worked as a Sales Manager for 14 western states for Graphic Scanning Corp. He retired as Senior Sales Manager for the southwestern states for Fleet Control Services in 1989. Chuck married Mary Jane Hall in Los Angeles, California on May 12, 1965. He was active for over 50 years with the Pasadena Elks Lodge #

A public information session concerning the number and variety of local taxing districts will be held Dec. 9 in Brookings by the Curry County Board of Commissioners. The session follows Commissioner Chris Paasch’s concerns about the number of taxing districts in Curry County and the funds distributed by the county to those districts. In a press release announcing the meeting, Curry County Director of Operations Julie Schmelzer said that according to the Curry County Assessor’s Office, the tax roll summary is $27 million for 2019-20. “How much of that amount funds county government? $1.9 million,” Schmelzer said in the press release. “At first glance, that sounds like a lot of money - but the school districts (excluding a bond) receive $14.9 million. (T)he local community college receives $2.2 million of that amount collected for the school districts.” “Most of these (special tax) districts were set up years ago when monies were needed to run their facilities, but the revenues most districts realize far exceed
what anyone imagined when the districts were created,” Paasch said. “I think people need to be aware of where their money goes.” He said Curry County has five school districts, five cemetery districts, thirteen fire districts, three sanitary districts, three water districts and five library districts. Paasch said the county also collects monies for bonds, cities, urban renewal districts and a road district. “The county assesses the taxes, and collects them, and gets no money to do so,” Paasch said. “People complain because the assessments are out of date, but how can you effectively run government when you’re expending money collecting for special districts from which you can’t charge for your service? “The system is broken.” Earlier this year, the commissioners met with officials of Southwest Oregon Community College to discuss the county’s concerns over the amount of local tax dollars going to the college for what Paasch said funds services in neighboring Coos County. Paasch said he also met with the Chetco Library Board to see if it would voluntarily contribute a portion of the library’s revenues to help fund law

obert Henry Scheppler, age 82, passed away Nov. 1, at his home in Ashland, with family by his side. Born July 26, 1937 in Grand Prairie, Texas, Robert is preceded in death by his mother, Marcia, father, Henry and sister, LaMoyne, as well as grandchildren, Dale and Joseph. He lived an extraordinary life, traveling the world and making his home in various cities, including Rochester, New York, Key West, Florida, Austin, Texas, Brookings, Oregon and even Nsukka, Nigeria. Robert earned his undergraduate and master’s degrees at The University of Texas, Austin and his PhD at The University of Guelph, Ontario. He was the first American scholar to be granted access in Germany for research after WWII. Robert served in the Texas Air National Guard Reserves. He then went on to serve as
a member of the first group of United State Peace Corps volunteers at the University of Nsukka, Nigeria. He wore many caps in the professional world, historian, university professor, astronomer, truck driver, Director of McDonald Observatory Visitors Center, DJ/talk show host for Jefferson Public Radio, as well as printer/publisher for Arvin Publications. Robert is survived by Vincenette Scheppler, beloved wife of 58 years, children; Thomas Desmond Scheppler (Rebekah), John Francis Scheppler (Jessica), Marcia Aline Scheppler, David Henry Scheppler (Elizabeth), grandchildren; Lucas, Christopher, Joseph, Kassidy, John, Melanie, Jacob, and several great-grandchildren. There were many hobbies at which Robert excelled in practice, among them astronomy, reading, photography, gardening, traveling, art- he painted amazing replicas of works by Picasso and Van Gogh. He was, simply put, a Renaissance Man. Robert identified with these quotes, “Every atom in your body came from a star that exploded, and the atoms in your left hand probably came from a different star than your right hand ... forget Jesus: the stars died so you could be here today.” “Death should not come and take us away. We should go and meet it.”

Curry’s jobless rate better than last year A key indicator of Oregon’s southwest coast economy shows that Curry County’s seasonally adjusted unemployment rate was 5.6% in October. The Oregon Employment Department report released Tuesday lists 8,536 employed and 411 unemployed county residents in
last month. The county’s seasonally adjusted jobless rate last October was higher, at 6.2%. Curry County’s total nonfarm payroll fell by 130 jobs over the month. A loss of 100 jobs in leisure and hospitality accounted for most of the reduction. Retail trade employment slipped by 20 jobs. Industries adding jobs included manufac-
Central Curry School District sets meetings
The Central Curry School District 1 is seeking public comments concerning the future of its schools. In a press release, district officials said a recently passed law called the Student Success Act marks a turning point for education in Oregon. Officials said the district has an important role to play and needs community input to help develop a plan to best meet the needs of Gold Beach-area students. Two public input sessions are scheduled, the first from 6-7 p.m. Dec. 5 in the Gold Beach High School library at 29516 Ellensburg Ave. The second meeting will be from 6-7 p.m. Dec. 11 in the Riley Creek School library at 94350 6th St. in Gold Beach.
