Higher-than-normal run-up could inundate beaches and low-lying shoreline, said the Weather Service, generating beach erosion and dam-
aging exposed infrastructure. Still, the dangerous conditions didn’t keep people off the beaches altogether. Several ventured onto the beach Thursday at Harris State Park just north of Brookings to see the surging waves. “It’s an angry ocean,” remarked one beach visitor.

ax Greenfield hasn’t been seen since March 18, 2018. The Pilot contacted the Del Norte County Sheriff’s Office for an update. Commander Bill Steven said he was very familiar with the case, although he didn’t have any updates to add to what was already known other than “detectives were working a lead a month ago.” Last year, NBC Dateline featured Greenfield’s story on the show’s missing persons series. Roland Robertson, 67, and his passenger, 44-year-old Travis Lea, were found dead Oct. 15 in Robertson’s battered Mazda pickup truck 60 feet down an embankment off U.S. Highway 199 near Gasquet, just north of Patrick Creek Lodge. hen we purchased the Del Norte Triplicate and the Curry Coastal Pilot on July 1, I hit the decks running. Making decisions like crazy, many of which had been long delayed. From visiting with people in the community, it seemed clear their overwhelming preference was for strong news coverage of the local area, news they couldn’t get anywhere else. Knowing that, one decision I made was to focus our energy, resources and budget on just that – local stories. But to do that, and still ensure our newspapers would be financially sustainable over the long run, we needed to stop running costly syndicated features – thousands of dollars a year - so we instead could hire a larger reporting staff and still keep the budget balanced. Plus, without those costly syndicated features taking up space, we could find some room for more local news. Well, it turns out a significant number of our readers are willing to have less local news if it means they can continue to have a few comic strips, an advice column, maybe the word or number game they’d grown used to seeing. Now that we understand that, instead of hiring additional reporting staff we’re shifting the budget so we can restore a limited number of the syndicated features we had discontinued. (But certainly not all of them.) Here’s your chance to let us know your two or three favorites that we once provided. CERT members find new home at Brookings Fire Department Linda Pinkham Staff Writer
When Curry County Emergency Services ceased its sponsorship earlier this year of its Community Emergency Response Team (CERT), Brookings Fire Operations Chief Jim Watson was eager to give the team members in the Brookings community a spot in his department. CERT’s mission is to assist communities in the event of a disaster. The teams are trained in the federal Incident Management System, Traffic Incident Management Systems, first aid and CPR. “These are all skills that are beneficial to accomplishing the mission of the Brookings Fire Department,” said Watson. “We capitalized on this opportunity by meeting with the Brookings-area CERT members and discussing having them come under the authority of the fire department.” The CERT teams were divided into south, central and north Curry County teams.
The south county team now operates under the Brookings Public Safety Division. But under mutual-aid agreements, just as with the fire department, they could be sent to other areas of the county if needed, Watson said. The Brookings Fire Department is developing agreements with the Harbor and Cape Ferrelo fire departments to have CERT volunteers work with them. The CERT volunteers are valuable to local fire departments because they can do things like light search and rescue, directing traffic or providing support services - such as fire rehab (health monitoring) to firefighters. This allows the firefighters and rescue personnel to focus on firefighting, vehicle extrication, heavy search and rescue, and other on-scene duties. “Volunteers need to come to a certain number of drills to stay on the active list,” Watson said. “Making sure they stay active helps keep them around and engaged.

“It’s a problem not just in Brookings but across the country, that fewer people are volunteering for CERT and for firefighting. Our pool has gone way down. Currently, we have 19 volunteers, with 12 who are fairly active.” CERT volunteers help fill that void. “With CERT, it allows us to utilize firefighters for fire jobs like structure fires and rescues,” he said. Watson cited a logging truck head-on collision this past summer at Whaleshead as a prime example. CERT volunteers are able to flag and direct traffic, which would free up firefighters to operate heavy equipment or perform other tasks to clear the roadway. Currently, seven to eight CERT members are coming every week to training sessions alongside the volunteer firefighters, Watson said. Equal numbers of men and women are participating, ranging in age from the mid-30s to 60-ish. The CERT and volunteer firefighters train together every Monday, other than first Monday of the month. “They are loving the training,” Watson said. “As a result of training together, the CERT volunteers were indistinguishable, mingling with the volunteer firefight-

An invasive plant-removal project at Harris Beach, northwest of Brookings, has been completed. Oregon State Park officials have reopened the park’s popular day-use area. The gorse is an invasive plant that displaces native plants and wildlife habitat, and is highly flammable. The estimated $40,000 eradication project was centered at Harris Butte, adjacent to the Harris Beach day use area at the start park. The removal began on Sept. 30 and was completed
on Oct. 10, according to Harris Beach State park manager Dani Padilla. “We estimate that 20 cubic yards of the gorse has been removed,” she said. During the project, the day use area had been closed during the week but open during the weekend. The project was similar to one conducted at Rainbow Rock on the east side of U.S. Highway 101 near Harris Beach. The Pilot illustrated the U.S. Highway 101 project in an article published Aug. 21, showing crews from Triptych Construction LLC of Glide rappelling down the east side of Rainbow Rock to remove
the gorse. Padilla said more attention must now be conducted at Harris Butte to make certain the gorse doesn’t reappear. “So it’s not over yet,” she said. “Now we have to closely maintain the area year after year, which will include planting and encouraging native shrubbery. Anytime you remove an invasive plant, you have to make sure it doesn’t come back.”
In the Pilot’s Aug. 21 article about the gorse, Oregon State Parks natural resource specialist Sherri Laier said gorse had been brought to the region in the 1800s from Ireland with its epicenter in Bandon. “It has since spread all the way down into California and up into Washington,” Laier said. “It is a prolific seed producer, with the seeds lasting for 30 years or more.”

$1.5-billion surplus confirmed; taxpayers to get kicker on taxes Jeremy C. Ruark Pilot Editor What does Oregon’s $1.5-billion tax surplus mean for taxpayers? The Oregon Department of Revenue is confirming a tax surplus credit for taxpayers. Under the Oregon Constitution, tax credits - known as kickers - follow any surplus revenues that exceed the state’s forecast by 2%. Instead of kicker checks, the surplus will be returned to taxpayers through a credit on their 2019 state personal income tax returns, which are filed in 2020. Oregon Department of Revenue public information officer Rich Hoover said

Market value changes for individual properties depend on the location, type of property and demand for those properties in 2018, said officials. Overall, assessed values increased by 4% in the city of Brookings, 3% in Gold Beach and 4% in Port Orford. Maximum assessed value increases for individual properties depend on whether the property owner paid based on their MAV or RMV in 2018-19, and whether changes were made to the property such as new construction, lot splits or zone changes. Meanwhile, Kolen said Brookings-Harbor School District 17C has significantly reduced the levy for its bond payment this year. The reduction reduces the tax rate for the 17C bond payment by approximately
the amount of the kicker for each taxpayer depends on that person’s income. “The range of the kicker will vary by income, but the median amount is likely to be $350 for those making $27,000 to $49,000 a year in income, and those making from $49,000 to $90,000 annually would see a refund of between $600 to $700,” he said. Some taxpayers may actually receive a check from the state, Hoover said, depending on their tax liability. The tax credit would go toward any tax liability a taxpayer might have. “Keep in mind that the state may use all or part of your kicker to pay any state debt you owe, such as tax
due for other years, child support, court fines or school loans,” Hoover said. To calculate the amount of your credit, multiply your 2018 tax liability before any credits (line 22 on the 2018 Form OR-40) by 16%. Taxpayers who claimed a credit for a tax paid to another state will need to subtract the credit amount from their liability before calculating the credit. You’re eligible to claim the kicker if you filed a 2018 tax return and had tax due before credits. Even if you don’t have a filing obligation for 2019, you still must file a 2019 tax return to claim your credit. Hoover said there will be detailed information on how
to claim your credit in the 2019 Oregon personal income tax return instructions: Form OR-40 for full-year Oregon residents, Form OR40-P for part-year residents, and Form OR-40-N for nonresidents. Composite and fiduciary-income tax return filers are also eligible. A What’s My Kicker? calculator will be active on the revenue department’s website for personal income tax filers when filing season opens in January 2020. To calculate your kicker, you’ll enter your name, Social Security number, and filing status for 2018 and 2019. Visit www.oregon.gov/ dor to get tax forms, check the status of your refund, or make tax payments.

Kolen said that means many property owners in the 17C District could see an overall reduction in property tax from 2018-19. “This is a pretty significant rate reduction,” he said. “The average is about $11. “This year, the combined tax rate for people in Brookings is about $9.50 per $1,000. Last year, it was $10.31 per $1,000 of assessed valuation. Kolen said the combined tax rate is from all taxing districts, including the schools, the city and the library. District officials do expect the levy to return to the higher level next year for 2020-21. Taxing districts in Curry County have levied just over $27.7 million in property taxes for 2019-20. The county assesses, collects and distributes the property tax for the districts. Of the total levied, approximately 55% goes to schools, 17% to cities, 6.85% to the county, 5.6% to libraries, 5% to the health district, and the rest is for rural fire protection, ports, cemeteries, etc. Kolen said factors affecting the property tax rates
include adding onto a home, placing a new building or manufactured structure on a clear lot, developing a larger piece of property with a subdivision or a commercial structure, and a potential zone change. He said first-trimester property tax payments are due by Nov. 15. Tax payments may be made by mail or in person at the assessor/ tax collector’s office in the Curry Office Annex Building in Gold Beach. Other payment options include by telephone or online payments. The tax office will be open for payments 9 a.m.4 p.m. Monday through Friday from Oct. 25 through Nov. 15. Kolen’s office has contracted with Jackson County to process mailed payments at a cost savings to Curry. The return envelope mailed with the tax statement has a Medford return address. New for this year, he said, is a return envelope that’s white with a green box in the return address area. In prior years, the return envelope was solid green. The color change allows for additional savings, said Kolen. Tax payments must be received by the tax collec-
tor, or postmarked, by Nov. 15 for anyone wishing to receive a 3% discount. “There are no exceptions,” Kolen said. “Payments received after Nov.15 will not receive a discount and will begin accruing interest due to late payment.” Kolen said he encourages property owners to review their tax statements carefully and if they have questions, or have not received their tax statement by Nov 1, to call his office at 541247-3305 or 866-298-0307. Joseph James Kucera Jr.
June 23, 1947 - Sept. 30, 2019 Joseph James Kucera Jr. was born June 23, 1947 and passed away on Sept. 30, 2019. Joe was born in Chicago, Illinois to Joseph and Elizabeth (Skipala) Kucera. He had a younger brother, Mike. He worked in construction and was most proud of the work he did in glass and mirrors. He was married four times and had one daughter, Aimee. He traveled with a singing group in 1997-98 and ended
up in Brookings. When the group moved on, he stayed. He had found a good town. He worked at McDonalds and as an in-home caregiver for one family for 20 years until his retirement. He married Janet in 2016 and enjoyed helping her with projects on their property. He was preceded in death by his parents and brother. He is survived by his daughter Aimee, two granddaughters and his wife, Janet Kucera.

Huckleberry burglars arrested
The Curry County Sheriff’s Office received a call Wednesday from Ron Timmsen reporting that someone had just broken into his house on Huckleberry Ridge Road off Whaleshead, north of Brookings. Timmsen said he was calling from outside the area, but could see two suspects on his security system. Curry County sheriff’s deputies were notified of the burglary at the same time the homeowner was alerted by his video surveillance
system. Two suspects already had left the area by the time deputies arrived in a heavy rain. A K-9 and handler team quickly narrowed the search to one home in the neighborhood, said officials, where one suspect was detained and another was found hiding during a search of the home. Both suspects were identified from the video surveillance footage and cooperated with investigators once they realized their actions had been captured on video, said
the deputies. Clarence Jackson, Jr., 52, of Brookings was booked in the Curry County Jail on charges of burglary and theft. Sebrina Gundlach, 58, was charged with criminal trespass, after one of the sheriff’s K-9s trailed them from the scene of the of the burglary to their home.

Unfortunately, in the ensuing 30 years our emissions of greenhouse gasses, such as carbon dioxide and methane, have increased dramatically. Also, the projec-

Removing the masks By Paula Broock Many people are “gearing up” for Halloween, finding costumes and masks to use for the big day, Oct. 31. Those masks and outfits will be taken off at the end of the day, but how often do we think of the many masks and costumes we may wear on a regular basis? Some examples may be personalities that could be labeled
“difficult,” “stubborn,” “unloving,” “addicted,” “forgetful,” “thoughtless,” or “unhealthy.” The list could go on. Those are all labels the Bible would attribute to the “old man” that we’re told to “put off.” As it’s stated in Eph. 4: “put off concerning the former conversation the old man, which is corrupt according to the deceitful lusts; And be renewed in the spirit of your mind; … put on the new man, which after God is created in righteousness and true holiness.”

You have to look into Gen. 2 to find the allegory of a second, imperfect creation, and to read the story of a man and woman with character flaws, playing the blame

Mary Baker Eddy, the discoverer and founder of Christian Science, writes in her textbook, “Science and Health, with Key to the Scriptures,” “Reason, rightly directed, serves to correct the errors of corporeal sense; but sin, sickness, and death will seem real (even as the experiences of the sleeping dream seem real) until the Science of man’s eternal harmony breaks their illusion with the unbroken reality of scientific being. “Which of these two theories concerning man are you ready to accept? One is the mortal testimony, changing, dying, unreal. The other is the eternal and real evidence, bearing Truth’s signet, its lap piled high with
immortal fruits.” So, as to those masks we sometimes wear, Mrs. Eddy says, “Expose and denounce the claims of evil and disease in all their forms, but realize no reality in them.” And, “When will the error of believing that there is life in matter, and that sin, sickness, and death are creations of God, be unmasked?” Paula Broock is a member of the Christian Science Church, Brookings. Most of those dangers are easy to avoid. Just gotta be careful.” But despite the dangers and challenges, Noland said his hike proved rewarding. “There are moments that happen randomly throughout the days,” he said. “You’ll be
in the zone, just hiking along, and suddenly the trail opens up and an amazing view becomes apparent. “I’ll just stand there, dumbfounded and overcome with emotion, sometimes. It’s a very real and raw experience I hadn’t felt before.” So, what did Nolan miss the most when he was away from Brookings? “The climate, my friends, the familiarity of home,” he said. “I didn’t realize how much I would miss the weather here until after I was in the inland heat for long durations. “As for the food - either
enchiladas, or my folk’s homemade egg noodle stew with dumplings. Both are home cooking I grew up with and I love.” Noland has the following advice for anyone considering such a long hike: “Unless you have the experience before hitting the trail, you’re going to learn a lot of new things very quickly, and things are going to be very different than expected in some cases,” he said. “Being able to adapt on the fly, change things in your plan and not get too stressed about it, is invaluable.”

Alec and I met up at mile 600. So I spent about two months hiking alone.” Nolan said that along the route he met others taking a similar long-distance hike. “There’s so many other hikers that you’re leap-frogging with each day and you see familiar faces, sometimes hiking together for a stretch,” he said. “I didn’t see Chloe after I started hiking. We were all going about the same pace,
