Oregon’s jobless rate drops in December

regon’s unemployment rate dropped to 3.7 percent in December, the lowest on comparable records dating back to 1976. The November unemployment rate was 3.9 percent. “The latest estimates suggest there are fewer unemployed Oregonians now than at any point since 1976 when comparable records begin. That’s especially striking considering Oregon’s labor force is twice as large as it was 44 years ago,” said Nick Beleiciks, Systems and Economic Analysis manager at the Oregon Employment Department. In December, many of Oregon’s workforce metrics set records, indicating an increasingly tight labor market. The number of people who were unemployed for less than half a year dropped to the lowest level in at least 18 years. The number of people who were unemployed due to a layoff also dropped to the lowest level in the past two decades. The broadest measure of labor underutilization, called “U-6”, came in at the lowest on records dating back nearly two decades. This measure includes the unemployed, plus those who want a full-time job but who were working part-time due to the economy. Total nonfarm payroll employment grew by 800 jobs in December, following a gain of 3,800 jobs, as revised, in November. December gains were strongest in leisure and hospitality (up 2,000 jobs). Also, several industries added between 300 and 500 jobs. Meanwhile, two industries declined by more than 500 jobs: health care and social assistance (down 900 jobs) and professional and business services (down 1,600 jobs). Oregon’s over-the-year job growth of 1.4 percent equaled the U.S. job growth of 1.4 percent. Most of Oregon’s major industries expanded by between 1 percent and 3 percent since December 2018. The fastest-growing industries in the past 12 months were private educational services (up 1,300 jobs, or 3.6%) and transportation, warehousing, and utilities (up 2,100 jobs, or 3.0%). In that time only two industries cut jobs: retail trade (down 700 jobs, or down 0.3%) and mining and logging (down 300 jobs, or down 4.2%).

He was recently recognized with a Platinum Award by ODFW for his 22 years of service to the program. He has taught hundreds of young Oregonians responsible and safe firearm handling, hunter ethics and knowledge about Oregon’s game species,” Michelle Dennehy, Oregon

Fish and Wildlife state communications coordinator said. “Jock also donates his time to teach people fishing as an ODFW Angler Education Instructor.” Headlee grew up on a cattle ranch in Alamosa, Colorado until his grandfather sold the ranch. Headlee left home at the age of 14 and traveled around the country for several years before he ended up in Gold Beach in 1961, where he worked for five years in the timber industry. After the timber industry slowdown, he went to work in the grocery industry. Later he owned a

Mill Beach Access has received plenty of positive attention from the City of Brookings over the past couple of months. The restroom there has been reopened, the entire area was cleaned up and the City’s camera system received an update, according to Jay Trost, City of Brookings Deputy Director of Public Works and Development Services. “There has been a fair amount of damage in the past few years,” Trost said of the access area. “Damage to pumps, damage to infrastructure, things of that nature. And so we’ve had to close the restrooms on several occasions for major fixes.”

The area is considered a “hidden gem” in the City and gives visitors access to Mill Beach and a panoramic view of Macklyn Cove. There is an upper and a lower paved area for day-use parking with a restroom and two solid tables. The City of Brookings is responsible for the upkeep of the access area for Mill Beach and the staff was directed by City Council to make necessary repairs and system upgrades. “In an effort to try to keep that area safe and secure for the public the City Council gave us direction to basically do everything that we possibly can to make sure that we

Country Media president Steve Hungerford said the transaction will close Jan. 31. The World in Coos Bay, the Western World in Bandon and the Umpqua Post in Reedsport are being sold to Country Media by Southwest Oregon Publishing Co., a wholly-owned subsidiary of Lee Enterprises Inc., which has owned the Coos Bay newspaper since 2005. Lee is a publicly-traded media company headquartered in Davenport, Iowa that also owns Oregon dailies in Corvallis and Albany. Country Media is a 20-year-old Oregon family-owned company with its central office in Salem. Occasion Hall nearly complete; people have more options Brian Williams Editor

It’s easy to see why City of Brookings officials are excited about the future of Occasion Hall. The spacious building sits off of the Salmon Run Golf Course pro shop. It has four large roll-up doors that when opened will allow people access to the large outdoor patio space and, of course, the incredible views that draw people to the course in the first place. “It will be a tremendous asset to the golf course and the community,” said Jay Trost, City of Brookings Deputy Director of Public Works and Development Services. Work on the 48-by-72 foot hall is nearly complete. “I can’t give you a definite time. Soon. We are really

close,” Trost said. “We are in the finishing stages. We still have a few things left to do to get it completed, but we are in the last leg of those stages.” All that remains is some work finishing work in the hall and buttoning up the bathrooms with flooring, sinks and toilets. In August a City crew prepped the patio slab and the concrete was poured and finished by Klinefelter Contracting. Twenty yards of concrete went into the new patio, which replaced an older one that had enhanced the former event center. The patio is nearly as big as the event hall. The patio slab will allow attendants to expand into the outdoor space during an event. Prior to the hall being built an event tent was used. It

was damaged in a windstorm nearly two years ago. The more permanent structure will give the venue the ability to host more weddings and tournament events through a longer season than the previous tent structure could accommodate said City of Brookings officials. The Salmon Run Golf Course is owned by the City. The course, at 99040 South Bank Chetco River Rd., is about 3.5 miles from downtown Brookings. Gold Beach puts a ‘road diet’ on the menu after ODOT visit The City of Gold Beach is weighing the pros and cons of a “road diet” after the Oregon Department of Transportation (ODOT) gave a presentation at the Jan. 6 City Council Meeting. The topic has come up several times over the past year through Gold Beach Main Street, according to the board packet. A road diet is a technique in transportation planning that reallocates roadway space, according to an ODOT fact sheet. “The classic road diet entails reducing a 4-lane roadway to a 2-lane roadway with a two-way left-turn lane and bike lanes.” “During road configuration in the ’60s, ’70s, and ’80s, it was pretty common

to every town you went through that we would widen it out and put in 4 lanes through there,” said Aaron Brooks, Region Traffic Manager for ODOT. “That’s just what would happen. “Into the ’90s and after 2000, we kind of looked back and went, ‘Wait a minute. Four lanes isn’t something we should be doing.’ There’s lots of problems with it — turning movements, crashes, speeding. Nowadays, we would never build a roadway anywhere to a 4-lane section… We have something (in Gold Beach) we probably wouldn’t build now, so let’s reconfigure it to what fits.” ODOT’s study last summer revealed that reconfiguration for Gold Beach to 3 lanes is feasible. nate modes of transportation and reduces pedestrian fatalities. “Slower speeds equal a safer environment for pedestrians,” Marmon said. Road configurations make it possible for shorter and easier street crossings, especially with curb extensions and refuge islands in the center lane. Marmon pointed out that Gold Beach came up as a top priority for improvements needed on the state’s coastal bike route. Trade-offs Delays entering the highway and additional delays traveling from one end of town to another are the chief drawbacks, according to Brooks. “Other than delays, there aren’t a lot of other trade-offs,” he said. Time spent following other vehicles, side street delays of an additional 15-20 seconds, and some delays will occur during peak times over holidays are the main delays people experience. Emergency services are a concern that comes up for some communities. “The center left-turn lane creates a clear path for emergency vehicles,” said Darrin Neavolll, ODOT District 7 manager. The City of Port Orford recently adopted a road diet configuration, which allowed the town to have parking on both sides of the street, plus bike lanes. City Staff Concerns City of Gold Beach public works and planning staff have concerns because Gold Beach has some specific and unique conditions. “We want to ensure local conditions are also discussed and considered prior to making any recommendations to ODOT for future or proposed lane alterations,” says a document listing the specific staff concerns. “Staff concerns are based on public safety, and the efficient movement of people and goods within Gold Beach. Many of these concerns are date and time specific, but during those times, the impact to public safety, in our opinion, is increased dramatically.” Some of the staff’s concerns are: • Gold Beach is the county seat, and has several public facilities accessed directly from Highway 101, including the fairgrounds, hospital, courthouse complex, county offices, courts, sheriff’s office and jail. Queuing at the Moore Street signal can adversely affect the Sheriff’s Office’s ability to access 101 during call-outs/emergencies. • All city facilities are directly accessed from

Highway 101, including city hall, fire and police departments, and public works. Adverse impacts to the Fire Department’s ability to quickly access Highway 101 are of great concern. • Both Central Curry Schools are directly accessed from Highway 101. Every Central Curry student that rides a bus passes through the 6th Street intersection and signal. • The only pharmacy in central Curry and the Curry Public Library are at one of the most used intersections by locals, which includes McKay’s Market and Napa Auto Parts. • Unlike Port Orford and Brookings, there are no complete Highway 101 north-south parallel routes. Critical facilities can’t be accessed on just city-owned streets. According to City Administrator Jodi Fritts, “I am really concerned about emergency services abilities to quickly access Highway 101.” Councilors are hoping to receive citizen input at upcoming meetings. “This isn’t something that is imminent, and we are in the really earlier discussion stages so public input would be great,” Fritts said. The topic is scheduled for 6:30 p.m. at the Feb. 3 regular Gold Beach City Council meeting.

Benefits The present configuration, which was designed to handle peak period volumes, is over-designed for the most common traffic volumes, according to ODOT literature. A wider roadway encourages drivers to travel faster than the posted speed limit, and it creates an unnecessarily wide cross-section for pedestrians crossing the street. “In a traditional 4-to-3 road diet, removing the left turns from through travel lanes will often reduce the number of crashes caused by stoppages in the travel lanes,” according to ODOT. “We don’t have a bad crash problem,” Brooks said. “There are crashes, and we have ways we can reduce them, but it’s not some crazy safety issue. “From a 4-lane to a 3-lane reduction, we expect about a 29% reduction in crashes. The reason you are reducing crashes is because you are reducing conflict points. “The big one is that you reduce the speed differentials on your through traffic. Passing should never be occurring in your town, or people making up time racing through your town.” Using a simulation tool, Brooks said he expected it would reduce speeds in town by an average of about 1 mph. The reconfiguration mostly drops the higher speeds because cars are following other vehicles. Reducing the number of lanes reduces the capacity of the roadway, but creates a more inviting environment for business and residential uses. Road reconfigurations can bring economic development benefits. “Business access and exposure improve and it provides better line of sight,” said Jenna Marmon, ODOT Region Active Transportation Liaison. “Entering and exiting businesses is easier with a two-way left-turn lane.” It also encourages alter-

Curry County Assessor Jim Kolen reports that his office recently mailed business personal property returns for 2020 to all County business owners his office has on record. In Oregon, personal property used as part of a business may be subject to property tax. The Assessor’s Office attempts to track businesses within the County and send forms to business owners. It is the business owner’s responsibility to report annually, whether they have received notice from the Assessor or not. Late filing or not filing can subject the business owner to penalties. New business owners

or business owners who have not yet received their forms should contact Wendy Carpenter in the Assessor’s Office at 541-247-3256. Businesses that have closed need to report this to the Assessor’s Office so that they are not assessed a property tax. Returns must be postmarked or filed with the Assessor’s Office no later than March 15 or owners will be subject to late filing penalties. “We are requesting that business personal property owners call us right away if they have questions,” Kolen said. “Ideally if people are timely contacting us we can work with them to avoid penalties.”

ndrew William Oppmann Jr. “dropped the suit” (his terminology) on January 23, 2018, in peaceful anticipation of rejoining his beloved wife. “D” Brown Oppmann. Born in Ohio on October 29, 1931. Andy strove to balance the Germanic perfectionism he’d inherited with his scorpio-Dionysian nature, He met his first wife, Barbara, while climbing in the Rockies. His ‘70s shades and their wedding ring were the two personal items he brought along to his last hospital stay. As a young aide in the CA Senate, Andy’s observations contributed to legislation improving conditions for farm workers. With Barbara’s support he graduated from Boalt Hall, UC Berkeley in 1968. As Sierra County’s only private attorney, fees were often paid in quilts or eggs. Later, in Crescent City, Andy specialized in SSI law for nearly 30 years, attending Hearings in signature Crocs and plaid flannel shirt to win Disability payments for hundreds. Four years ago declining health suddenly closed his practice Andy said he learned to not procrasti-

nate working as a reporter for Sierra Count’s Mountain Messenger in the ‘70s. He and “D” grew award-winning cannabis in Humboldt Co. in the early ‘80s, then moved to the Winchuck River and returned to journalism, covering local news for the Del Norte Triplicate and Curry Coastal Pilot in the late ‘80s. Preceded by two brothers and a grandchild and survived by his sister, three children and four grandchildren. Andy’s final sorrow was that he hadn’t been the father he wished he’d been. However, he did teach his kids to fly fish, think logically and act impulsively, repair the bearmarauded springbox, which ends to peel an onion from, frugality and generosity, to have impeccable manners, obey orders till you figure out how to silently rebel, respect people regardless of their backgrounds or circumstances and to love wilderness. Though he’d be the first to say he’d failed daily, he did his best to live guided by heart and spirit. Andy’s hermit-inclinations lost him many good friends over the decades . They were remembered fondly. Gratitude goes to the Brookings EMTs and Curry Co. Hospital staff who picked him up when he fell and to the cheerful staff at Sea view, especially for his midnight snacks. Huge thanks go to Lorna Curry, whose professional and boundless care made all the difference. Donations can be made in Andy’s honor to ACLU, arbor Day Foundation and the Sierra Club.

avid (Dave) Mitchell died December 24, 2019 peacefully surrounded by loving family and dear friends. He was born in Myrtle Point, Or on the 13th of February, 1951to Alice and Melbourne (Mick) Mitchell, The family moved to Gold Beach, where Dave and his brother Jeff attended school, Dave graduated from GBHS in 1969. He then spent 4 years in the navy as a corman aboard the USS Kittyhawk. Dave was always a logger working for Erickson Aircrane, helicopter logging from Montana to New Mexico, making friends and fishing the west. He spent his last years logging for Zuber and Sons all over Southern OR until he was diagnosed with cancer, which he fought

brave and hard for 5 years. Dave loved fly fishing, tying his own flies for his special spots on the Rouge River. Dave enjoyed hunting, mushrooming, and just being outdoors. He was an avid reader, loved good music, gardening and cooking. His meals will be missed. Dave is survived by his mom Alice of Gold Beach, wife Jodi also of Gold Beach, Brother Jeff Mitchell from Kentucky Daughters Kerry Jackson from Ft. Collins Co. Traci Mitchell from Grants Pass and Cori Mitchell also from Grants Pass. Grandchildren Alicia, Brenton Delilah, Karter Finley and B. Harper. Also his beloved cat Joey. Jock says his motto is, “If you find a job you love, you’ll never work a day in your life.” Jock loves to hunt and fish, and those are nearly daily activities for him. After retirement, Headlee has hunted his way to a World Slam of Wild Turkeys, by successfully hunting six different species. Headlee plans a hunting trip in Africa this coming June. He is a volunteer with Curry Anadromous Fishermen, an Oregon Master Hunter, Master Gardener and member of a number of hunting organizations. In addition to hunting and fishing, Headlee is an avid gardener. “If I don’t grow it, catch it, or hunt it, I don’t eat,” he said. On this day, he was planning to have stuffed venison heart for dinner. Headlee became involved with teaching hunter safety when the local fish and game official talked him into it after the Jaycee’s group stopped teaching the classes. “They sent me a big packet of stuff from Salem, and I took one look at it and said, ‘I’m not doing that,’” Headlee said. “But I did, and I’ve been teaching ever since. I enjoy working with the kids.’” In Oregon, a Hunter Education course is required for all new hunters age 17 and younger, unless hunting on land owned by a parent or legal guardian, or unless participating in the Mentored Youth Hunter Program. “Before hunter education became mandatory, multiple hunting incidents each season (some fatal) were common,” Dennehy said. “But since the requirement was added in the 1960s, hunting incidents have dramatically declined.” The hunter education program is funded through the Wildlife Restoration Fund. This federal grant directs federal excise taxes collected from firearms and ammunition sales back to states to fund hunter education, state wildlife areas, habitat improvement, research, game manage-

(With the online class) you have the kid for 2 or 3 hours for the live shoot, and you say, ‘okay, you can go shoot something now. Here’s a .3006 (pronounced thirty ought six) and I want you to go out in the woods and kill something. You don’t have them long enough to teach them something. At least I have the kids there in my class, and I feel like I can teach them something.” “I can stand up there and talk for hours and they kinda drift off. But when I hand them a gun, I’ve got their attention. This is how we load. This is how we unload, and this is how we’re going to be shooting. By the time we get through, I hope I’ve taught them something. “It’s so sad now because dad’s trying to make a living. Of course, mom’s working too, and they both have to work. Grandpa’s either gotten old or can’t do anything. Child sexual assault case includes 2 teachers Jessica Goddard Staff Writer The Del Norte County district attorney has filed charges against four individuals regarding child sexual abuse allegations dating from 2011 to 2019. Two of those charged Kathleen Mary Fuson, 60, and Katlin Janice Marie Nole, 43 - are employees of the Del Norte Unified School District, Fuson since February 2011 and Nole since January 2018. Both were taken into custody Jan 17. The alleged conduct was not related to their employ-

ment with the district and did not occur on district property, according to Del Norte Superintendent Jeff Harris. Nole’s husband, Jody Nole, 49, and Edward Bert Steele, 48, are the other two individuals named in the case. Jody Nole faces charges of suspicion of sexual intercourse or sodomy with a child 10 years old or younger, continuous sexual abuse of a child, and aggravated sexual assault of a child. He is currently held in Pelican Bay State Prison, but appeared for arraignment along with Fuson and Katlin Nole on Jan 21.

Fuson was arrested after school at Pine Grove Elementary School, where she worked as a second-grade teacher.

Katlin Nole worked as a school district special-education instructional assistant and was taken into custody at Del Norte High School.

The district has placed both on administrative leave, according to Harris. “The district is committed to the safety and wellbeing of all of our students. All of our staff get training about appropriate relationships with students. The district encourages staff to immediately report any misconduct,” Harris said. Katlin Nole and Fuson face charges of suspicion of continuous sexual abuse of a child. Nole faces an additional charge of suspicion of sexual intercourse with a child 10 years old or younger. Steele faces charges of

suspicion of aggravated sexual assault of a minor, and kidnapping to commit sexual assault. He was not apprehended and his whereabouts are unknown, said District Attorney Katherine Micks. The investigation is ongoing. Anyone with pertinent information is asked by the Del Norte District Attorney’s Office to call 707-464-7210. Additionally, Harris encouraged anyone with concerns regarding sexual assault within the Del Norte Unified School District to call assistant superintendent Tom Kissinger at 707-4600203.

Letters & Columns Women’s March causing more division Dear Editor: The front page of The Pilot (Jan. 21 edition) had the headline, “Women Rally for Unity.” The article then goes on to describe how the Women’s March was started, after President Trump was elected, as a protest against him. Those marching this year were obviously keeping the protest against a lawfully elected President alive, given some of the signs and shouting that were noted in the article. While these women and men in this Women’s March have a right to march for

ART IN PUBLIC PLACES

The Del Norte Association for Cultural Awareness’ Art in Public Places exhibit in the Del Norte Superior Court at 450 H St in Crescent City is a collection of artwork from artist Jonell Covault entitled “The Power of Nature.” The exhibit will be available for viewing through March 5. The courthouse is open from 8 a.m. to 5 p.m. weekdays except for state holidays. DNACA’s Art in Public Places exhibit on the mezzanine of the CEC airport at 1650 Dale Rupert Rd is titled “West Coast Splendor,” a collection of pastels by Les Cornish. This show will be available for viewing through March 5. The airport terminal’s regular hours are 6 a.m. to 8 p.m. weekdays, 6 to 10 a.m. and 5 p.m. to 8 p.m. Saturdays, and 6 a.m. to 2 p.m. and 5 to 8 p.m. Sundays. The California Redwoods Art Association’s 2nd St Gallery, located at 1228 2nd St in Crescent City, offers featured artists, a gift shop, and workshops in varying media available with prior registration. COAST REDWOODS ART ASSOCIATION

Coast Redwoods Art Association’s Crescent Harbor Gallery is located at 140 Marine Way in Crescent City. The Gallery is open 10:30 a.m. to 4:30 p.m., Monday through Saturday, and Noon to 4 p.m. on Sunday. On Jan. 23 the public is invited to a free event featuring artist Rosemary Garcia. Potluck offered at 11:30 a.m., demonstration begins at Noon. Rosemary’s artistic focus is in drawing attention to the animals of our world. She completed the DNACA coloring book last year, and she repainted the murals on the Veteran’s building. COLORING BOOK

DNACA’s first coloring book “Colorful Critters of Del Norte County” is a great gift for any special occasion! This book is hand drawn by local artist Rosemary Garcia, highlighting the “wild side” of Del Norte County with colorful critters. The coloring book includes captions in English, Tolowa, and Yurok, and at the end of the book are interesting facts about each of the 17 featured creatures. “Colorful Critters of Del Norte County” is available at these local outlets: Chamber of Commerce Visitors’ Center at 1001 Front St, Crescent Harbor Gallery at 140 Marine Way, Del Norte Office Supply at 240 I St, the Mail Room at 900 Northcrest Dr, and the Yurok Country Visitor Center at 101 Klamath Blvd in Klamath. The Gallery of Arts and Culture at 175 H St announces current featured artist Linda Ross. Her ceramics and mixed-media items are available throughout the month of January. Music in the Redwoods, presented by the Del Norte-Curry Community Concert Association, is celebrating 70 years of bringing quality live entertainment to our community. Brookings Harbor Friends of Music continues their 35th season with St. Petersburg Piano Quartet, Grammy-nominated ensemble on Sunday, Feb. 9; Jasper String Quartet, with violin, cello, and viola on Sunday, March 15; Rastrelli Cello Quartet, between-thegenres Russian ensemble on Sunday, April 5; and Mayuko Kamio, returning favorite virtuoso violinist on Sunday, April 26.
