Two alive as sneaker wave hits V

icki Mizel and Doctor Siggy are lucky to be alive. Mizel was “swallowed up and tossed around” by a sneaker wave that hit the beach just before noon Jan. 11 north of Gold Beach. That same day, similar waves resulted in the deaths of two children near Cannon Beach. Mizel and her cat, Doctor Siggy, who walks along with her on a leash, had taken advantage of a break in the weather to enjoy the sun and stroll the beach. They were walking on a stretch near the parking area at the north end of Nesika Road, where it dead ends. “It’s a beach we’ve been going to for five years,” she said. “I didn’t know anything about king tides and sneaker waves.” Predicted for that day at Wedderburn was a 7.9-foot high tide at 11:22 a.m., according to the website saltwatertides.com. King tides are both extraordinarily high and low ones that occur once or twice a year, usually when Earth is closest to the sun, often in January. Sneaker waves occur more frequently and unexpectedly, suddenly running up on the beach beyond where previous waves were reaching. They occur as waves amplify each other when they combine, instead of canceling each other out. Those waves can knock people down, fill their clothing and shoes with sand and water, and drag them out to sea because they can’t get up. “When the wave hit, the undertow and

fficials closed U.S. Highway 199 early Thursday morning, from its junction with U.S. Highway 197 to the California-Oregon border, because of heavy snow and fallen trees in the Smith River Canyon. By 9:49 a.m., reported the California Department of Transportation, the highway had been cleared and was reopened - only to be closed again at 10:43 – and reopened again at 1:10 p.m. The California Highway Patrol said in a Facebook post prior to the road being reopened that vehicles were being escorted through the canyon. Caltrans, Frontier, Pacific Power and Charter were on Highway 199 assisting and working to keep the roads clear. Heavy winds and rain jeopardized safe travel, and a winter storm warning for Gasquet and Hiouchi was in effect through Thursday. The snow was expected to diminish during the

evening, according to the National Weather Service. The forecast called for up to 12 inches of snow at the upper elevations between Grants Pass and Gasquet. Meanwhile, Crescent City had a hazardous-weather warning in effect through Thursday evening, with moderate to heavy rains and possible hail in the forecast. A flood watch was in effect until noon. “With persistent rain over the last week, creeks and streams are already elevated. The additional rainfall will likely result in some small streams and creeks overtopping their banks on the coastal plain,” according to the weather service website in Eureka. The weather service warned of localized city flooding near the coast. RogueWeather.com posted on its Facebook page that roads throughout southern Oregon and northern California were difficult to impossible to navigate on Thursday, and that the storm’s repercussions were likely to continue through Friday.

New outdoor adventures on deck for South Coast Tours S

outh Coast Tours has a new boat - and big plans - for the upcoming tourist season. A 27-foot, 225-horsepower Honda motorized Bombard Explorer will add to the company’s portfolio of outdoor adventures. The boat is a “rigid inflatable,” which South Coast Tours owner and guide Dave Lacey says is “nearly unsinkable.” “Rigid inflatable” means it has a fiberglass hull, with the inflatable pontoons around the outside of the boat, said Lacey. In May, South Coast Tours will begin its eighth season. The business out of Port Orford and Gold Beach has grown exponentially. “We sold 14 spots in 2012, and in 2018 we did 817,” said Lacey. “And (we) grew again in 2019, but we have not run the numbers yet.” Said Lacey, “We offer freshwater and saltwater kayaking, as well as stand-up paddle boarding and fishing, surfing lessons, snorkeling, multiple types of van tours, and now boat tours totaling 21 different options.” The company employs five seasonal

guides, including Lacey, and will have six in 2020. “We pay a good starting wage of $20 per hour, and guides get a raise every year they come back for another season,” he said. “Guides also get tips regularly, and are usually done with work before noon so they can have another job later in the day if they choose.” The Pilot caught up with Lacey to learn more about the company’s new equipment and planned tour opportunities. The Pilot: What made you decide to make this investment in a motorized boat? Dave Lacey: Paddle sports are a small part of the visitor profile for the Oregon coast. Having this vessel will appeal to more people, a more diverse age range, and to folks with different physical abilities. We are always looking for new ways to provide adventure. With all of our growth and success up to this point, I felt like it was time to make the move to utilize more horsepower, to get visitors and locals alike out to see the amazing local geography and wildlife that inhabit the south coast. City battles trash in Brookings parks Linda Pinkham Staff Writer

The City of Brookings said it has taken steps to clean up the city’s parks by removing large quantities of trash. That includes abandoned tents, sleeping bags, clothing, raw sewage and miscellaneous personal belongings left behind at a large homeless camp on Old County Road at the bottom of Azalea Park. “The city acted promptly once we were aware of it,” said Brookings City Manager Janell Howard. “It is a public-health hazard.” On Dec. 23, the city’s public works and parks staff used two excavators and a 5-yard dump truck to remove three loads, according to Howard. She said the work was done by five city staff members who worked a total of 25 manhours. She said the price tag

for the cleanup, including dumping fees and equipment costs, totaled $3,600. The cleanup came following a required notice posted at the camp on Dec. 19. Law enforcement officers accompanied city crews to ensure no one was present at the time the work was done. “We frequently remove smaller camps from city parks,” Howard said. “A lot of camps are on private property, not public.” The city crews worked with the Brookings Police Department to clean up three more camps, from two locations at Chetco Point. Those three camps took the crew three hours to clean. “The homeless population is a challenging problem for every city in the country,” Howard said. Brookings has been considering zoning code revisions that could make conditional uses possible for charitable organizations and individuals to help provide shelter.

During a city council workshop Jan. 6, council members explored options being used by the cities of Coos Bay and Eugene, including allowing temporary lodging facilities, car camping and camping on private property. The model ordinances detail specific zoning requirements, such as for security, trash and sanitary services, and specify the application and judicial processes used in those two cities. “I’m hoping some of the local organizations can use these proposed ordinances as avenues to provide shelter and connect individuals to other services they need,” Howard said. “When the matter comes up for discussion at future city council meetings, I’m looking forward to individuals and organizations that are closer to the issue coming to the council meetings to provide input,” she said.

Things to know about paying Oregon taxes The Oregon Department of Revenue will begin processing state tax returns on Jan. 27, the same day the Internal Revenue Service begins processing federal returns. Taxpayers can submit their returns earlier, but processing won’t start until the tax season officially begins. Once processing begins, returns will be processed in the order received. However, the Oregon Department of Revenue won’t be issuing personal income tax refunds until after Feb. 15. State officials said this refund hold is part of the state’s tax fraud prevention effort and will allow confirmation that the amounts claimed on returns match what employers report on their forms W-2 and 1099. The IRS also is holding federal tax refunds

until after Feb. 15 - but only for those taxpayers claiming the Earned Income Tax Credit or the Additional Child Tax Credit. Officials said that federal changes spawned by the 2017 Tax Cuts and Jobs Act directly impact Oregon’s personal income tax, including changes to calculating withholding allowances for tax year 2019. The department encourages taxpayers to use its online withholding calculator to check their state withholding, so they can make any necessary changes to 2020 withholding. Also, because of these federal tax changes, Oregon now has its own W-4, called Form OR-W-4. Taxpayers can request the new form from their employer or download it at www. oregon.gov/dor, fill it out and return it to their employer.

Beginning Jan. 1, any changes to a taxpayer’s state withholding must be made using Form OR-W-4, because Oregon withholding is calculated using allowances, unlike the federal form. Here are a few other things offered by state officials for taxpayers to keep in mind: • E-filing is the fastest way to get a tax refund. On average, taxpayers who e-file their returns and request their refund via direct deposit receive the refund sooner than those who file paper returns and request paper refund checks. • Some software companies offer free software use and e-filing for eligible taxpayers. Be sure to access the software through the department’s website, or the company may not allow you to take advantage of the

Southwestern Oregon Community College (SWOCC), which is accredited by the Northwest Commission on Colleges and Universities, said it is updating its accreditation in 2020 through an evaluation process that involves a visit from an accreditation team, plus public input and comments. The public comment phase is open now through March 8, said college officials. Comments can

The college said it will host representatives from the commission for a formal visit April 8-10. Brookings man dies in Highway 101 crash A

73-year-old Brookings man died Jan. 13 in a crash on U.S. Highway 101, a mile north of milepost 16, according to a California Highway Patrol (CHP) report. CHP said he was driving a 2003 Suzuki sport utility vehicle northbound at about 10:15 a.m. when he lost control of the vehicle and left the roadway. The vehicle rolled and struck a large redwood tree on the east side of the road. He was the only occupant of the vehicle. The cause of the crash has yet to be released by CHP, as well as the name of the victim.

Thank goodness I had my cat on a leash and in my arms. “I kept thinking, ‘Tuck and roll, breathe, tuck and roll.’ As the current was moving, I went back to my training. I had excellent training and learned that technique years ago. “I was screaming, and a young man named Talon Salonen, who was walking his dog on the beach, heard me.” “My girlfriend and I were just hanging out at the beach and we saw this other person,” Salonen said. “We were walking up the steps from the beach when a huge wave

He looked for Mizel’s lost shoes after the rescue, and when he couldn’t find them borrowed a pair from his mother for Mizel to wear. Meantime, Siggy the cat avoided being given a bath after his traumatic experience, making do with being towel dried. Mizel still has a swollen, stiff neck from the day’s exertion, but otherwise she and Siggy are staying warm and snug. The Pilot: What kinds of wildlife do you expect to see, and what times of year will you operate besides whale watching season? Lacey: We will likely see sea lions and seals yearround, as well as a myriad of sea birds, both migrating and year-round inhabitants. We will mainly be operating May to October, so we should see both north and south migrating grey whales in the nearshore, as well as the local summer feeding aggregate whales that hang around all summer. On nicer days and with custom tours, we will be finding humpback and hopefully other whales further out in the ocean. We will also be looking at custom tuna fishing trips! Our boat is very fast, so getting further offshore on those really nice days is an option for us. Pelagic birding trips (for seeing ocean birds found only at sea) will also be another available custom tour option. The Pilot: When will you start offering tours? Lacey: We will start May 1 for everyone, but will be doing familiarity tours earlier for various tourism folks like front-line staff, travel writers, press, and visitor center volunteers. The Pilot: What else do you need to do before you offer tours? Lacey: I will be going out a bunch to gain more boat time on this vessel for my charter boat license and working on the tour routes. We will also need more equipment to start offering our scuba diving tours. The Pilot: How many people can you fit in the boat? Lacey: We will be a sixpack charter boat, so six clients plus crew. The boat can handle more, but for now, six clients. The Pilot: Who is going to captain the boat? Lacey: We will have two captains. came up to the step right behind us. “I handed my dog’s leash to my girlfriend and ran back down to the beach when I heard screaming, and I saw this poor lady who was up to her neck in water.” “He asked, ‘Do you need help?’ right after a large log tumbled to the left of us,” Mizel said. Just as the wave was receding, pulling Mizel and her cat along, Salonen gave Mizel his hand and pulled her up. “I was a little worried about the cat,” Salonen said. “He was hanging on for dear life.” “I was amazed the cat stayed calm and wasn’t freaked out or panicked,” Mizel said. “Literally, the hand of God helped me.” Salonen kept hold of Mizel’s hand as he walked

The Pilot: What length will the tours be, and where will you take people? Lacey: We are thinking tours will be 1.5 hours twice a day, but that is still to be determined. Our first tours will be available in Port Orford at 8:30 a.m. and 10:30 a.m., seven days a week, from May into October. We will be seeing the amazing geological features of Orford Heads and Humbug Mountain, as well as the Redfish Rocks Marine Reserve and Orford Reef complex. We will be doing interpretation about the pioneer history, the native history and talking about the unique ecological characteristics of the critters we see along the way. The Pilot: What other activities will the new boat make possible? Lacey: We are also planning to be an option for the many research opportunities with the state and educational institutions like the OSU Port Orford Field Station and Oregon Department of Fish and Wildlife. Our vessel is equipped with a custom dive ladder and lots of deck space, which is good for diving research at Redfish Rocks Marine Reserve. The Pilot: Will you be offering any tours from Brookings? Lacey: I’m pretty excited about offering custom trips for groups out of Brookings up into the Arches Territory of Samuel Boardman and to Mack Reef. That will be a very fun trip! The Pilot: What will the price range for tours be? Lacey: We haven’t set prices yet, but are probably looking at around $65 per person.

recommendations for better processes and procedures for budgeting, human resources, capital improvement planning, and asset management; new software; and the elimination of her own position, encouraging the county to contract for county accountant services. The board instituted quarterly program reports at public meetings to provide more information to the public. Emergency declarations were made for the Hooskanaden slide on U.S. Highway 101, the Winchuck River Road slides, Mountain Road slide, the Gardner Ridge washout and Hunter Creek-area flooding. The county parks division proposed several campground projects currently in negotiations on the Elk River, the Port of Brookings RV park, and a new RV park at Social Security Bar on the Chetco River. The parks department is self-funded and managed by Josh Hopkins. The sheriff’s department has reinstated a K-9 patrol that is self-funded. Marijuana tax revenue has been redirected to the sheriff’s office to address crime. The roads department has

Both were created by Commissioner Christopher Paasch for presentation at the end of Wednesday’s 9 a.m. meeting of the Curry County commissioners. Each year, the outgoing chair presents the address. Commissioner Paasch was the chair in 2019 and will repeat in 2020. The other two commissioners are Court Boice and Sue Gold. Highlights from the 40-minute video and nine-page document detail challenges and activities undertaken by the county commissioners over the past year. The first major obstacle for the board was a failing emergency communications system, which included funding a microwave tower grid. The board said it realized the

county needs to begin capital improvement planning. The board also brought back former director of administration and economic development Julie Schmelzer as its new director of operations. The commissioners subsequently reorganized several departments into one larger unit to improve efficiency and provide better service. And the board reinstated pay for the commissioners. The result has been the commissioners being in the office full time, allowing them to take on the “tough conversations,” according to Paasch. The economic development and tourism department has been incorporated into the community development department, under the direction of Summer Matteson. The county receives lottery funding for the position. Another position, funded by a transient lodging tax approved by voters in May 2019, was the hire of Miranda Plagge, who helps the promotions committee to improve tourism and assist Gold Beach Main Street. The county hired a new finance director, Sharlyn Harvey, who made a number of

If more than enough is contributed to help someone in need pay their medical expenses, that money is not intended to be “income” for the recipient’s family. You rightly suggested considering her husband’s wishes, but the contributors’ intent was to help a needy person pay MEDICAL expenses. Any leftover funds should be donated to a nonprofit organization with similar goals, perhaps a free medical clinic for low-income patients or an organization that provides free or reduced-cost housing for families who travel to medical centers for a loved one’s treatment. The solution is to donate the remaining funds to the disease research, hospice, medical facility, or any other cause near and dear to the DECEASED’S heart. Brookings gearing up for 81st-annual Azalea Festival City of Brookings officials said they’re looking for Azalea Festival sponsors for the 81st-annual event. The festival is a longtime Memorial Day weekend community celebration that celebrates the beauty of the southern Oregon coast and has been recognized as an “Oregon Heritage Tradition.” That designation is bestowed by the Oregon Heritage Commission on those annual events that are more than 50 years old and “represent what it means to be an Oregonian.” This year, said local organizers, sponsors are being sought to make it the

“most memorable Azalea Festival yet.” The weekend activities will include an Azalea Festival parade, street fair, the Curry County Cruisers car show, an air show, chamber of commerce shrimp feed, a Memorial Day service, Rock the Chetco at Chetco Brewery, Elks Lodge deep-pit BBQ, art show, quilt show, library book sale, flower and plant sale, Masons’ pancake breakfast – and, of course, azaleas in bloom at Azalea Park. New events planned for this year’s celebration include Azalea Park familyfun events, live music concerts, a street dance and a Sunday community church

service. Sponsorship funds are used for advertising and event costs. Advertising will be through television, radio, print and social media reaching the Rogue Valley, Klamath Basin and Eureka areas. Glendora Jean Skipwith

lendora Jean Skipwith, passed away Jan. 8, 2020, she was 82. Glendora was born and raised in Upstate New York. She and her husband, Perry O’Hearn and three young children decided to “head West” and relocated to Tangent, Oregon in 1967. There her youngest two sons were born. Once again with a true pioneer spirit she moved to Alaska in the mid 80’s, and after a couple years she decided it was time to warm up, so she then moved to

Arizona. She returned home to Oregon in the early 90’s and moved to Brookings in 2014. She was preceded in death by her husband William “Skip” Skipwith. She is survived by her 5 children; Carol Jackson of Kelso, Washington, Daniel O’Hearn of Albany, Oregon, Sandy Lange of Brookings, Oregon, William O’Hearn of Albany, Oregon and Richard O’Hearn of Newport, Oregon, along with 12 grandchildren and 10 great-grandchildren. Glendora had a sunny disposition and contagious smile, she often called others “kid” regardless of their age. She volunteered throughout her life for several different organizations and community events. Glendora will be missed by all those who had the privilege to know her. A memorial service will be held this spring in Albany, Oregon.
