Suspect in Smith River hit-and-run arrested By David Hayes Staff Writer

he California Highway Patrol arrested Flaviano Tovar Soltero on Feb. 13 for the hit-and-run incident that killed Patrick McConkey on Jan. 2 in Smith River. According to CHP officials, around 9:30 p.m. Jan. 2, McConkey was walking on the west shoulder of Highway 101 just north of Timbers Boulevard when he was struck by a van. CHP Cmdr. Larry Depee

Flavian Soltero called the subsequent investigation “tedious” due to no physical evidence left by the

suspect vehicle at the scene of the crime. Depee credited the hard work of CHP officers, Josh Cook, as the primary investigator, and Ted Luna, who did the majority of followup, which led to tracking down Soltero. “There was no physical evidence left at the scene. There was a pretty extensive amount of followup to find him,” Depee said. “With so little to go on, it required a lot of tedious work to go through the evidence presented to ultimately track down the vehicle and ulti-

mately to the suspect.” Their investigation led to the questioning and subsequent arrest of Smith River resident Soltero, 29. According to findings, Soltero failed to stop after striking McConkey with a grey Honda Odyssey van then continued southbound on Highway 101. The Del Norte County Sheriff’s Office online booking records incorrectly lists Soltero’s first name as “Flavano.” Soltero was booked into the Del Norte County Jail and was charged with hit-

and-run resulting in death, vehicular manslaughter and obstructing a public officer. His bail was set at $100,000 bail. Depee said the obstruction charge stemmed from Soltero’s attempts to cover up the crime. “He was not completely forthcoming when we interviewed him at first,” Depee said. “He took extensive measures to try and cover up his involvement in the collision.” Depee added he couldn’t go into further detail about the obstruction measures Soltero took before the case

goes to trial. “We’re obviously relieved to be able to find the person who did this and hold him accountable for what he did,” Depee said. “You never want a hit and run suspect out and about in the community.” McConkey was a father of four who worked at a lumber mill in Roseburg, Oregon, according to his sister Jeannie Sutherland’s Facebook page. He was originally from Del Norte County. Soltero was arraigned in court Tuesday, according to the CHP.

Sheriff recognizes deputies for their work in 2019 Staff Report Sheriff’s deputies took a rare break from the action to attend the 2020 Del Norte County Sheriff’s Office Award Ceremony. Deputies in full uniform trickled into the Elks Valley Rancheria, accompanied by proud family members, and

awaited announcements from Sheriff Erik Apperson. Sheriff Apperson conducted the ceremony, which was held on Wednesday, Feb. 12, to recognize deputies for noble deeds and diligent work. He also took time to acknowledge the past year’s law enforcement deaths and suicides in the state.

Throughout the evening, he delivered nearly 30 awards and certificates, honored community partners and highlighted those behind the scenes of the department. “I couldn’t be more proud or humbled by the men and women of the DNSO. I’d put this staff up against any department,

and I believe that the communities we serve make up the best county in our state,” he said in his opening speech. Among the most notable awards was the medal of honor bestowed upon Deputy Alex Pearson and Cmdr. Bill Steven

Crescent City Police Officer Alex Pearson was honored Feb. 18 at the City Council meeting with an Act of Heroism Award for life-saving actions he took while with the California Highway Patrol three years ago. Police Chief Richard Griffin got emotional while recounting the events of Feb. 16, 2017. Three years ago, Feb. 16, 2017, there was an incident on Highway 101 South near Klamath. CHP Officer Jose Martinez was involved in a wreck. His car ended up under a semi-truck and then caught on fire. “What happened next is nothing short of heroic,” Griffin told the council members. “What I watched on the body cam video of then Deputy Alex Pearson is almost unexplainable.” He was the first officer on the scene. He went back and forth, trying to extract Martinez from the vehicle, including cutting safety belts and ripping stuff out of there. “Mind you, this is while the vehicle is almost completely engulfed in flames,” Griffin said. “What I saw was a person, I know this because he told me, that day if someone was going to die, he didn’t want them to die alone. I’m very proud to have Mr. Pearson with us on the Crescent City Police Department. After finishing undefeated in the regular season for the third consecutive year, the Warriors swept into the Humboldt-Del Norte League Championships at Arcata High School and overwhelmed the competition. es and walked away with six champions each. En route to the individual accolades, the boys ran away with the championship banner with 202 team points. Fortuna High School was a distant second place at 151 points. Additionally, senior Skyler Moore secured the outstanding wrestler award for the tournament. The girls squad, in just its second year of existence, took second place, just 17 points behind perennial powerhouse Eureka. The Warriors are sending 24

wrestlers — 13 boys with one alternate, and 11 girls — to the Sectional Championship today. The boys will be at James Logan High School in Union City and the girls travel to Albany High School, in Albany. Warriors open basketball playoffs with a win By Jessica Goddard Staff Writer The Del Norte Warriors boys basketball team secured a 56-43 win on their home court against the Middletown Mustangs in the opening round of the North Coast Section Division IV playoffs on Wednesday night, Feb. 19. The fifth-seeded Warriors came out strong in the first half and took a 36-20 lead into halftime. In the third quarter, the 12th-seeded Mustangs pushed back and brought the gap closer. At one point, they trailed by only six points. Del Norte did not give up its lead though. “I thought we came out with a lot of energy and played hard and played well early on,” DNHS coach Marc Slayton said. “Just getting the

We’ve had to get ready to try to live up to those standards.” Schaad said the key to the program’s success is that almost every starter, 12 at least, came up through the Warrior’s youth program, giving the high school continuity from back through middle school and beyond for some. “They start young, working hard, listening well, training well, and are not afraid to work hard,” Schaad said. “If you’re willing to put in the time and effort they’re bound to have success. And success feeds itself.” Another key to the program’s improvement he said was getting more girls into the wrestling room. Last year, just two stuck around. This year, 18 tried out and 13 stuck with the team. Schaad encourages more girls to give wrestling a try next year. “You might think it odd or weird, but stick your head in the room, see what’s going on. You might like it,” Schaad said.

Even though Crescent City teachers got their small raise, it is rumored that the district will likely lay off some teachers to save money. That will mean more kids per classroom and more low-performance numbers. It isn’t fair that kids and teachers in rich counties have great schools and well-paid teachers, but in poor counties like ours kids and teachers suffer. I want my federal taxes spent on education, not endless wars and tax breaks for Wall Street billionaires. That is why I’m voting for Bernie Sanders for president. And don’t say, “How do we pay for it?!” We can stop spending trillions of dollars on war and corporate tax breaks. Crescent City teachers also struggle to pay for healthcare. Some teachers have $9,000 deductibles on top of student debt payments. Imagine how much money would flow into our community if people didn’t have high

premiums, co-pays and deductibles. Bernie Sanders is the only candidate who will help us fight for Medicare For All. And don’t say, “How do we pay for it?!” We already have the most expensive healthcare and it will get more expensive. With Medicare For All, we won’t be paying insurance CEOs millions and insurance companies will not have billion-dollar profits off our suffering. If we can spend trillions on war and tax breaks for billionaires we can afford healthcare for everyone. And don’t tell me Bernie is a scary socialist. Franklin Delano Roosevelt was a Democratic Socialist and he was elected president four times. He taxed the robber barons and employed working people building roads, bridges and infrastructure. He helped build the middle class. Back in 1932, people were not afraid to vote for FDR. So don’t be afraid to vote for Bernie. Berkowitz plans to keep promises for District 5 Staff Report Bob Berkowitz made three promises when he first ran for District 5 supervisor — to make Last Chance Grade a priority, to create a people’s forum and to help lower the cost of emergency room services. With his term nearing its end, he is proud to say he kept those promises, but there is still a lot of work to do. That is precisely why he is running for re-election — to finish the work. Berkowitz’s first promise was about Last Chance Grade, a three-mile landslide on U.S. Highway 101, which has threatened the passageway between

Klamath and Crescent City for more than 30 years. He, along with the other supervisors, made it a priority to focus on not just delaying the landslide, but finding a solution and alternative route. The results? They obtained $50 million

people to speak for three minutes. “That’s frustrating for a person that spent all that time in coming to a board meeting and waiting to speak on their particular issue,” Berkowitz said. Listening to his constituents is a priority for Berkowitz, so the first day he was in office, he enacted the “Daily Townhall Meeting.” Monday through Saturday, people can go to the Fisherman’s Restaurant from 6 a.m. to 7 a.m. and meet with one to two supervisors. To date, he has held over 1,500 town hall meetings. “They don’t have to buy anything. They can just be there, and they don’t have

They can spend a whole hour… This is their forum,” he said. “People can have a voice when they want to have that voice.” Finally, he promised to try to lower the cost of emergency room services, and the board passed a resolution in favor of lowering the bills. “The board of supervisors doesn’t have any control over the hospital, but we do have some influence and we started to use that influence with Sutter Coast Hospital,” Berkowitz said. “Because of all the pressure from the community and the board of supervisors, they were able to bring in

a whole new physicians group and have lowered, as far as we can see, the emergency room services.” Berkowitz made it a priority to follow through with what he said, to be someone people could trust. Now with new issues rising to the forefront, he is ready to guarantee more solutions. “We have to show results and that’s why my theme basically is that I’m working for you, and my sub-theme is, ‘I made some promises. I kept those promises,’” he said. “A lot of people are going to promise you a lot of things. Take a look at their record. What have they actually done?”

I have not mentioned this to my adult children or my parents. My parents are elderly and probably would hate it and worry, so I don’t want them to know. Kevin Hendrick is running for common ground Staff Report Kevin Hendrick is vying for the District 5 seat on the Board of Supervisors with a background as a public servant, not a politician. It is this distinction that has shaped his campaign platform, “People over politics.” The California state primary is March 3 Hendrick feels that too often polarizing politics get in the way of people working together on solutions. Through his 20 years as director of the Del Norte Solid Waste Management Authority, he has worked with people all over the political spectrum to accomplish difficult tasks.

“The experience working for the Solid Waste Management Authority was really formative for me in showing that people will work together,” he said. “[What] I’ve demonstrated in the 20 years I’ve worked for this agency

is the ability to work with city council members and county supervisors finding common ground, finding cost-effective solutions that work for everybody.” He believes people can set aside their differences to accomplish a common goal, and that is what he hopes to accomplish as a supervisor. “In a small community, we can come together and find solutions that are acceptable and that work for everybody, and what I’ve seen in Crescent City is that people will come together,” Hendrick said. As a supervisor, he has more than a few items on his agenda that he is passionate about, some of which

include affordable housing, affordable childcare, affordable health care, reliable internet and Last Chance Grade. “The key on so many of these programs is there’s a lot of attention on the state level. There’s funding set aside to help develop more affordable housing, and same thing with affordable child care and early childhood development,” he said. The crucial element, Hendrick believes, is to bring funding, tax dollars, from the state level back into the county. In order to do this, county supervisors must maintain good relationships with other elected officials. “I have very strong pos-

itive working relationships with our current elected officials… they’re the ones that help bring that money to Del Norte County,” he said. “I think it’s really important that we both articulate the needs that we have and offer solutions, you know, be proactive in identifying things that our elected officials can do for us.” The issue Kendrick stresses the most is bringing creative solutions for affordable housing, and he already has some ideas, such as auxiliary housing units. Auxiliary housing units are small cottages that can be placed on people’s property for a low cost. “In some cases it’s simple

— the cause of people being homeless is they can’t find affordable housing. It’s not a crime to be poor, and it is one of the roles that the government should have, sparking development of more affordable housing. I want to focus on issues that are important to people,” he said. Henrick’s policies and campaign are led by a compassionate mentality, and he is ready to listen to the people and put their needs over political agendas. “I’m in a position where I can help other people,” he said “I was raised that if you have the ability to help people you should. That’s part of why we’re here.”

DNLTC seeks input for safety improvements to Elk Valley Cross Road Public input is being sought for potential improvements to Elk Valley Cross Road at a public workshop next week. In response to concerns expressed by elected officials and the public, the Del Norte Local Transportation Commission (DNLTC) is studying a potential need for improvement along Elk Valley Cross Road, which provides access to homes, businesses, and schools, and connects Highways 101, 199, Lake Earl Drive and Elk Valley Road. The Elk Valley Cross Road

Corridor Plan was developed by the County of Del Norte and DNLTC. The staff will be working in conjunction with the community to assess the traffic hazards, conditions and needs of Elk Valley Cross Road. The Corridor Plan will study Elk Valley Cross Road between State Route 199 and Lake Earl Drive. A thorough study of the corridor and public input will provide necessary information for future decisions. Residents and community members most affected by this

transportation corridor are invited to submit their experience, observations and opinions to the DNLTC. This vital feedback allows the engineers to better understand the existing problems and recommend solutions for corridor use and improvement if warranted. The first public workshop was held on June 26, 2019. The second public open house is from 4:30-6 p.m. on Feb. 27 at Sunset High School, 2500 Elk Valley Cross Rd., in Crescent City. Fred was Scout Master of Troop 394 for eight years. He has been awarded the “Silver Beaver” and the “Award of Merit”. Fred helped over 60 young men in their quest for Eagle Scout. Fred is also a member of the Church of Jesus Christ of Latter-day Saints. He was

a 3rd degree Master Mason with the Crescent City Masonic Lodge #45. Fred will be remembered for the great person he was. He loved the people he was around. He is survived by his sons Eric and Charles McCuan, former wife Jacquelin and her children Ron and Diana. Fred was preceded in death by Dorothy Minshall, first wife, mother of Eric and Charles, Sister Louise Cory and brother Mike McCuan and lots of great people. Services will be held on February 29th, 2020 at 1:00 pm at the Crescent City Masonic Lodge. Arrangements are under the direction of Wier’s Mortuary Chapel. He worked for Sadiq Trading Establishment building major concrete paving and small earthworks. Roger went to Thailand to recruit workers and met Dang. They spent a few more years in Saudi Arabia doing various earth work and paving projects then eventually moving to California. In California, he worked on the CA Aqueduct and the relocation of I-5 in the 60’s and 70’s. At the end of his career, he worked for Hemmingson Construction as an estimator and project manager. Roger was fondly referred to around the community as “The Old Bear”. He was well liked and respected by all that knew him. Surviving are sons Bruce (Gina), Timothy (Laurie), daughters Kathy, Linda

(Martin), and Nancy. Papa Bear leaves behind grandchildren Christina, Amanda, Timothy, Victoria, Kjrsten, Aleks, Taylor, Dacian and Bruce. Memorial services will be held Saturday, February 22, 2020 at the New Life Community Church, 424 2nd Street, Crescent City at 1:00 pm with Pastor Larry Read officiating. The first guy on the scene, he did what he could to get me out of that car. It felt like hell was all around me. He was doing all he could — car’s on fire. He cut my seatbelt. He was doing all he could. I just want to thank this guy,” Martinez said before hugging Pearson. Pearson addressed the council, trying to spread the credit amongst all the emergency responders. “I’m beyond grateful for this. That day proved many people can work together to get to a better outcome than what was presented. I’m glad it turned out better than it started,” he said. Mayor Blake Inscore read the award certificate then shared how proud he was of Pearson. “I have known you since you were a lifeguard at the pool. I’m a transplant here, but I was thrilled when you made your decision to serve your community as a member of the Crescent City Police Department. If I’m being completely honest, I was, selfishly, saddened when you went to work for the Sheriff’s Department,” Inscore said. “But in retrospect, and along with Mr. Martinez, I’m glad you were there in that moment in time. You have made this community proud, and I’m even prouder you have chosen to come back to the Crescent City Police Department. When it comes to matters of crisis, we’re not ‘this department’ or ‘that department.’ We are one community. Your acts have proven that.”

The Del Norte Association for Cultural Awareness Art in Public Places exhibit in the Del Norte Superior Court at 450 H St. in Crescent City is a collection of artwork from artist Jonell Covault entitled “The Power of Nature.” The exhibit will be available for viewing through March 5. The courthouse is open from 8 a.m.-5 p.m. weekdays except for state holidays. DNACA’s Art in Public Places exhibit on the mezzanine of the CEC airport at 1650 Dale Rupert Rd. is titled “West Coast Splendor,” a collection of pastels by Les Cornish. This show will be available for viewing through March 5. The airport terminal’s regular hours are 6 a.m.-8 p.m. weekdays, 6 a.m.-10 a.m. and 5-8 p.m. Saturdays, and 6 a.m.-2 p.m. and 5-8 p.m. Sundays. On Feb. 27 there will be a potluck at 11:30 a.m. Then at Noon, artist Mary Baker will give a demonstration on felting pictures. DNACA’s first coloring book “Colorful Critters of Del Norte County” is a great gift for any special occasion! This book is hand drawn by local artist Rosemary Garcia, highlighting the “wild side” of Del Norte County with colorful critters. OREGON OLDTIME FIDDLERS “BROOKINGS JAMBOREE” The Oregon Oldtime Fiddlers present their annual “Brookings Jamboree” March 28, at the Chetco Grange in Brookings.
