Is Country Out In The Hall?

Indignation may be the first impulse when Country broadcasters take a good look at the National Radio Hall of Fame’s 2016 nominees. Across five categories and 20 names, only Bob Kingsley represents the format. What’s more, arguably the single most iconic voice in Country radio history is in the listener-voted “Music Format On-Air Personality” category, rather than one of the four industry-voted groupings. Effectively, he and his weekly show are in a listener competition with personalities who are on the air every day and in major markets. Hmmm. Digging deeper, the NRHoF has approximately 210 inductees and at most four qualify as Country. Blair Garner was Bob Kingsley inducted in 2013 and Ralph Emery in 2010. Additionally, the Grand Ole Opry is in the Hall, as is Gene Autry, though his career predates and perhaps transcends the notion of Country as a format. So Country Aircheck reached out to National Radio Hall of Fame Chairman Kraig Kitchin to find out, well, what gives? And of course, there’s more to the story than meets the eye. “If you’re saying it feels like Country personalities are underrepresented given the format’s 2,200 stations across America, I would say, statistically, that’s true,” Kitchin says. “Your numbers are correct.” Aha! Knew it. “But in the years I’ve been associated with the Hall of Fame, we’ve never created a scorecard or ledger on the inducted personalities cross-indexed by genre or format designation.” Wait, what? Kitchin is in his third year as chair and has been associated with the event for years as an attendee and as a member of its steering committee. His admission that Country is underrepresented comes with the somewhat surprising notion that other formats may be similarly sparse. They don’t actually know. “There’s been no conscious effort to look at whether (continued on page 5) the process is reaching enough worthy

The Outlaw’s Saga Begins...

So who is The Outlaw? And don’t say, “Josey Wales.” Last fall Saga launched the first station using the moniker and, over the next six months, added three more. Now on translators in Des Moines, IA (CAT 9/28); Asheville, NC (CAT 11/24); Springfield, IL and Jonesboro, AR (CAT 3/16), The Outlaw is quite the character. Literally. VP/Programming Bob Lawrence says Saga President/CEO Ed Christian started discussing the idea last summer. “The best way to describe his concept is barroom music,” says Lawrence.

“If you think about music you hear in a country bar, as opposed to a country club, we’re not playing a lot of Blake Shelton. We’re not playing real contemporary music. There might be a couple of what we call ‘young guns’ – Jason Aldean might pop in every so often – but we go back sometimes as far as the ‘50s.” The 600-song playlist is the same on all four Outlaw stations, although they’re each programmed and scheduled locally by PDs who also oversee other stations. Lawrence counts Waylon Jennings, Merle Haggard, Willie Nelson, Johnny Cash and Billy Joe Shaver among core artists. That’s where any similarity to other Classic Country stations ends. “We’re playing very familiar artists, but the key is they may not always be familiar songs,” says Lawrence, who says he’s always been the guy who says, “play the hits,” but now combs through album cuts looking for the right songs. “We’ve got an exception to the rule with The Outlaw. I have a very specific sound and texture in mind. You’ve got to be able to picture yourself walking into a bar or watching that old movie where the girl’s standing up on the balcony looking down, and if there’s no honky tonk piano or fiddle or electric guitars, you probably won’t hear it on The Outlaw.” Something else you won’t hear on The Outlaw is personalities, because Lawrence says the station itself is the personality. Jonesboro voiceover talent Ben Blankenship voices the imaging as “Ol’ Ben,” whose picture on station websites is a caricature. “It’s cowboy, Marlboro Man stuff,” says Lawrence. Bob Lawrence “Without the production, and without Ol’ Ben, it’s just an old country jukebox, and we don’t want that feeling. Yet I don’t want to put local talent on the air. I think it would lose its character. The whole station is a character. Without making fun of it, it’s a caricature of legendary country music. And if I put contemporary personalities on the air, it dilutes the whole concept.” So far, Lawrence says the format is getting good reaction from listeners. “It’s 50+ male-driven, and there’s no other place for someone who enjoys this kind of music,” he says. “I can’t even keep up with the emails. People love it.” Lawrence says the love is coming in from advertisers, too, making the format more of a moneymaker than he expected, and on the local level even pulling in some pretty big promotions. “In Des Moines, our little Outlaw got all the Garth Brooks tickets,” he says. “The big guy didn’t get them. Part of that is being honest enough to say it may well have overlooked representation across formats. The organization has never approached it from that standpoint. I have no clue. At first I thought people were talking about the next weekend. • An “important” piece or style of music you just don’t get: Growing up, I never understood rap music. It just seemed like noise to me – until I discovered Eminem. And then I was in my living room singing, “Will the real Slim Shady please stand up?” I totally get it now. • An album you listened to incessantly: Lee Ann Womack’s The Way I’m Livin’. I can’t sing like Lee Ann, but I know everything she’s going to do, vocally, on every song on that album. I love her. • An obscure or non-country song everyone should listen to right now: Randy Rogers Band have this song called “Steal You Away.” It’s the best song ever. • Music you’d rather not admit to enjoying: I never have time to work out anymore, but if I do I like to listen to the Damn Yankees’ “High Enough” on the treadmill. It’s a long song, so I try to see how much I can run while it’s playing.

comprised of living inductees, executive directors or presidents of the 50 state broadcasting associations, executives including programmers from “nearly every radio broadcast company that has accepted our invitation,” selected members of the radio trade press and advertisers who are advocates in their industry for the medium. Kitchin says great care is taken to represent a wide range of companies, market sizes, public and commercial broadcasters and more. “There really is a conscious effort to cross-matrix that group,” he says. “To have different skill sets from programming to production, news and music formats, the Kraig Kitchin various broadcast groups and all regions of the U.S. “We don’t publish the list so they’re not lobbied to,” he says. “But at least five members represent each format directly, and that includes everything from Spanish language formats to Rock, Country, Gospel and all the rest. Once invited, participation is voluntary. We hope there is a good return, but we do fight busy schedules, spam filters and other factors.” What he isn’t saying directly is what anyone who has been a part of the CMA, ACM or any other broadcast awards process already knows. It’s pretty tough to get extremely busy people to devote time and energy to a process that demands careful consideration. “I am taking the long-term view,” he says. “The voting panel is two years new, so we’re letting them know if they choose to vote it counts a great deal. You are one of 400 in an industry of thousands and can really have an impact. Our hope is the magnitude of that grows and a pride in the process emerges.” The nomination process involves a smaller committee of approximately two dozen, and Kingsley’s inclusion in a fan-voted category has no deeper meaning. “There’s nothing qualitatively used in making that decision,” Kitchin says. “We do recognize that Bob is very well known over 40 years of broadcasting. His inclusion there is indicative of how many people have heard him, listened to his stories and been touched by them.” He also points to the others in the category – Sean “Hollywood” Hamilton, Tom Kent and Kevin & Bean – who are also long-tenured and/or syndicated personalities. Voting begins June 20. While it’s easy to disagree with the results, a lack of engagement from the Country community undercuts most complaints. “We’ve not received a lot of input in the past two years from country music broadcasters, in particular,” Kitchin says, noting that Country voices are present on the nominating committee and the voting panel.

“There will always be a tussle over how individuals get nominated and inducted,” he says. “We accept communication all year long. The Museum of Broadcast Communications has a [public] email address that gets read every day and summaries are passed along. When suggestions come from someone in the radio industry who knows enough to chronicle ratings success and community impact, it means that much more. “Country is a format with high ratings success and tremendous

audience loyalty to its personalities,” he continues. “And in terms of community impact, you only need to look to a hospital in Memphis.
