Presidents Report This is my last presidents report. I feel pretty sad about that. What a privilege it has been to be fronting such a great bunch of people. I know I’m doing the right thing for myself and the club and if I didn’t think my decision to stand down was the right thing to do I would gladly stay on. The truth is as much as I have enjoyed the role, I think it is time for someone new. I certainly wish to remain as a committee member and as long as I’m breathing, my desire is to be a part of this great club. We have gone from strength to strength and now boast over 800 members. Our events are still landmark items on the local calendar and that makes me feel very proud. Whoever we choose as our next president. I wish them all the best. I also know they will do their best as the committee standing behind that person is a very good one indeed. What an amazing year though! The competitions have only improved and there are plenty of fresh ideas on the horizon that will see the club continue to prosper. We must always be financially responsible and the competition committees really do have their acts together. The challenge for the future though is the relentless pressure of compliance from councils, other regulatory authorities and fisheries management. We can’t fight city hall as the old saying goes but we should always stand up for what we see as right. Sometimes however we need to stand back and think about what is best for the fishery and that will often mean we agree with the commercial sector. Sure they take a toll on the ocean’s resources but so do we as recreational fishermen and we must consider how we balance the need for conservation against the preservation of our own interests. I’m pleased to see the increased competition for spots on the Leader Board, especially amongst our junior anglers – that’s the real essence of a fishing club. Mate against mate, although maybe not quite as brutal as the State of Origin!
I know the club will continue to prosper, please support the executive team as they start planning for what will be another very successful year. Michael Parker

Counties Sport Fishing Club We are a family friendly West coast club based in Waiuku, just south of Auckland. With around 1000 members, Trailer boats make up the majority of our fleet. Celebrating fishing of all kinds, from the humble Gurnard to the mighty Broadbill. Club waters span from Raglan north Head to Kaipara south head and include the Manukau harbour and Waikato river.

Boat Check Forms It’s a new fishing season so you need to get a new boat check form submitted. There is one in this newsletter that you can print out and fill in.
IMPORTANT NOTE : Address List When you are on Clubhub paying your subs please, please, please take a moment to check your address details. It causes a lot of problems if your correct address is not in the system, especially this time of year when membership cards are being sent out. Mentioning no names, but if you list you address as “Waiuku, South Auckland” it’s unlikely that you are going to get your membership card sent out.
Not quite sure if this would be a WOF pass, but it’s one way to keep mobile when your car engine dies.

New Newsletter Format If you are reading this then you should have noticed our new online newsletter format. We have changed to an online format to make it easier for everyone to access the newsletter from any device that can connect to the internet. You can also download the newsletter to your device to read offline if you want. Previous newsletters, back to January 2018, are also available online here. They have been uploaded in higher resolution then the old pdf versions were emailed out in, so the pictures especially should be better quality.

Protecting Hector’s and Māui dolphins: Consultation on proposals for an updated Threat Management Plan
DOC and Fisheries New Zealand need your feedback on the plan to protect Hector’s and Māui dolphins. Hector’s and Māui dolphins are unique marine mammals found only in New Zealand waters. These species live close to the coast, making them particularly vulnerable to human activities. Their numbers have been dwindling. There are estimated to be only between 57 and 75 Māui dolphins over the age of one year left in existence. They are classified as Nationally Critical under the New Zealand Threat Classification System. There are around 15,000 Hector’s dolphins and they are classified as Nationally Vulnerable. Alongside fisheries impacts (such as trawling and set nets) there are several other threats to these dolphins, including disease (toxoplasmosis), seismic surveying, seabed mining and vessel-based tourism. We are consulting on a range of options to improve the way threats to Hector’s and Māui dolphins are being managed by the Hector’s and Māui Dolphin Threat Management Plan. The proposals have been put together using the best available information. What's being proposed? The options we are proposing include: •
extending current restrictions on trawling and set netting in areas where Hector’s and Māui dolphins live
•
increasing the boundaries of marine mammal sanctuaries
•
placing further restrictions on seismic surveying and seabed mining in areas where Hector’s and Māui dolphins live
•
developing an action plan to address the threat from the disease toxoplasmosis, which has emerged as a significant threat
•
placing a moratorium on commercial tourism permits to view Māui dolphins.
Have your say Our proposals set out: four options for protecting Māui dolphins in the North Island from fishing related threats, and three options for protecting Hector’s dolphins in the South Island from fishing related threats. The proposals also include a plan to manage toxoplasmosis and restrictions to seismic surveying and seabed mining in areas which could cause cumulative harm to dolphins.

Skipper Responsibility Remember that as the skipper of a boat, even a recreational one, you are personally responsible for the safety of your vessel and everyone on board. Should something happen, and MNZ decide that you are to blame, you may find yourself being prosecuted. Here is a report from a recent prosecution of an Auckland boatie. An Auckland recreational boatie, Andrew Douglas Hutchings, has been ordered to pay $5,050 in fines and emotional harm payments after causing a collision on the Waitemata Harbour. Maritime NZ Northern Regional Compliance Manager, Neil Rowarth, said Mr Hutchings had put the lives of others in danger by acting recklessly.
The collision caused all three people on board Mr Hutchings’ boat, Maraetai Star, to fall to the deck. Mr Hutchings was knocked unconscious and received a broken nose. One passenger received a cut to his head and the other passenger suffered a bruised hip. Mr Rowarth said the Auckland District Court’s decision sends a strong message to recreational boaties. “The skipper of a recreational boat must know they are responsible for the safety of their boat, passengers and crew, and others on the water. If you endanger people you can be prosecuted.” In this case, Maritime NZ prosecuted Mr Hutching under the Maritime Transport Act for causing unnecessary danger by not keeping proper look out. Mr Hutching pleaded guilty and was sentenced by the Court on 8 July 2019. He was fined $ 4,650 and ordered to pay the affected boat owner of the Hiria an emotional harm payment of $400, as an acknowledgement of the inconvenience he caused. On 24 February 2018 Mr Hutching’s boat, Maraetai Star, was traveling at moderate to a high speed (15 knots), at night, close to hazards without adequate navigational aids. He did not slow down or seek assistance from other crew while he was working on a technology issue with his navigation app. Maraetai Star, collided with the Hiria, which was moored in the Devonport small craft mooring area. Maraetai Star rode into the side of the Hiria and risked capsizing, which, given that two members of the crew had been knocked unconscious, could have been fatal. Significant damage was caused to both vessels. Mr Rowarth said it is important to send a message to the recreational boating community: “To help keep yourself and others safe you must keep proper look out at all times. At night, slow down and be particularly careful.” Maritime NZ Compliance Operating Model Maritime NZ’s compliance work includes a range of actions – with a heavy focus on supporting and encouraging safety and environmental protection through information and education. It also includes audits and inspections, targeted campaigns, investigations and, in some cases, prosecutions. We will choose the most appropriate intervention for the issue involved – the right tool at the right time. The Model guides those decisions.

Marine Centre Most of you will probably be aware of the Kahawai Point development currently being built at Glenbrook Beach. If you have been to Te Toro in the last year or so you will have probably seen the progress being made. The plan is that there will eventually be around 800 new homes built here. Part of those plans also include a new marine Centre to be built on the Taihiki river, opposite Te Toro.
The proposed Marine Centre, sitting in a beautiful sheltered cove on the Taihiki River will offer full marine facilities for boating and fishing enthusiasts. Club Logo
We have had our current club logo for a very long time, and we would like to update it with a new one. We are hoping that somewhere amongst our members there may be someone who could come up with a new logo for us. If someone comes up with a logo that we use there will be a prize, we are not quite sure what it will be yet –but it will definitely be worthwhile. The logo needs to represent the club, so think about the fish we target, being based on the West Coast, trailer boat game fishing, and anything else you think represents Counties. For it to work as a logo it needs to be relatively simple, otherwise we won’t be able to embroider it onto garments –so no photographs. Apart from that you can do pretty well anything you like.
We will accept entries in just about any format, the absolute ideal would be a vector based computer graphic file. But don’t be put of having a go even if all you have is a bit of paper and a pencil –we can get it put onto computer quite easily.

Ice Breaker The Ice breaker competition is our traditional season opener, with competitors being able to fish anywhere in the country –as long as they make it back for the weigh in on Sunday afternoon. This years competition was well supported with 63 adults and 6 juniors entering. There were even some hardy souls who braved the cool waters to go diving for crayfish. Committee At the last committee meeting there was some discussion about the Ice breaker competition. It was well supported with 63 adults and 6 junior entries. Despite questions and some discussion before the competition no one actually weighed in fish prior to the Sunday weigh in. Stephen Harper spoke about the Maui Dolphin consultation process and proposals that are currently under way. We would encourage all members to take a look at the proposals, and comment on them. The consultation, which is in the form of a survey, is open until August 4th. More details can be found on page 7 of this newsletter.

LENGTH RECORDS we need a clear photo of the fish on the approved measure, which are available for $25. The photo must be of the whole fish lying on its side with the mouth touching the head of the measure. We will need details of where it was caught and the name of the angler.
