Skanska Rehabs San Diego County Corridor

Caltrans planners and engineers are working with Skanska USA Civil West California to upgrade and repair State Route 78, one of the most used east-west roads in San Diego County.

The job is 40 percent complete, with a scheduled finish date of 2027. The rehabilitation work for S.R. 78 begins at Interstate 5 in Oceanside to Broadway and Lincoln Parkway in Escondido, extending 17.7 mi. to the west. The route is used heavily by commuters and by people accessing the major north-south interstates to reach Orange and Riverside counties.

Construction Equipment Guide spoke with the Caltrans team of Wameedh Tozy, North County corridor project manager, and Yong Pak, North Country corridor construction engineer and senior resident engineer, about the $135 million project.

“Maintaining the highway is a top priority to ensure steady and reliable traffic flow,” Pak said.

The highway meanders through San Diego County, connecting the coastal cities with inland and desert communities.

“Some truck lanes required a dig out of asphalt, replacement and reinforcement with as much as five inches of additional asphalt,” Pak said. “The truck traffic required the asphalt to be reinforced because of the heavy loads.”

I-40 Douglas Boulevard Completion Ends Historic Interchange Project

Federal, state and local leaders gathered on March 11, 2026, at Interstate 40 and Douglas Boulevard in Midwest City, Okla., to cut the ribbon and open the more than $170 million U.S. Senator James Inhofe interchange.

The ceremony celebrated the completion of one of the largest highway construction contracts in Oklahoma Department of Transportation history and honored the legacy of Inhofe.

The project was completed by Allen Contracting Inc. and Shell Construction Co. Inc.

The project transformed the interchange into a modern Single-Point Urban Interchange, also known as a SPUI, designed to improve traffic flow and enhance safety while minimizing impacts to surrounding properties. This is now the fourth SPUI on Oklahoma’s state highway system, joining I-40 and Morgan Rd.; Interstate 35 and Main Street in Norman; and I-35 and Lindsey Street in Norman.

“This project represents a forward-thinking investment as Oklahoma’s communities continue to grow,” Oklahoma Secretary of Transportation and Executive Director of the Oklahoma Department of Transportation Tim Gatz said. “By modernizing the I-40 and Douglas interchange with a single-point urban interchange, we’re improving traffic flow, increasing safety and strengthening a vital corridor near Tinker Air Force Base that will serve thousands of employees, military personnel and businesses for decades to come.”

In addition, more than 6 mi. of I-40 were widened to six lanes between Industrial Boulevard and the Interstate 240 interchange, improving connectivity across eastern

Oklahoma County. The project also addressed six bridges, including raising the Westminster Road bridge over I-40 to accommodate truck traffic, reconstructing the Douglas Boulevard bridge and removing the Engle Road bridge. Bragg Cos. received five Liebherr all-terrain cranes, including the LTM 1650-8.1, LTM 1300-6.4, LTM 12305.1, LTM 1160-5.2 and LTM 1100-5.3, at ConExpo 2026.

With the addition of several all-terrains, Bragg said it is expanding its fleet with the latest in Liebherr crane technology.

The successor to the LTM 1500-8.1, the Liebherr LTM 1650-8.1 mobile crane provides the ultimate performance on eight axles. This crane can complete hoisting work in the 700-ton class or even higher with ease. With a nominal lifting capacity of 770 US tons, the LTM 1650-8.1 exceeds its predecessor’s capacity by between 15 and 50 percent, depending on its equipment package.

Wyo. Game and Fish Commission Approves Hatchery Expansion

During its March 18-19, 2026, meeting, the Wyoming Game and Fish Commission voted to approve a recommendation from Game and Fish to fund the Dan Speas Warm and Cool Water Facility expansion project in the Casper Region.

Sletten Construction of Wyoming was awarded the project after submitting the lowest bid at $20,893,951, which is in line with engineer estimates.

Construction is expected to begin in September 2026, with completion slated for October 2027. The first walleye production is expected to begin in April 2028.

Game and Fish Fisheries Division Chief Alan Osterland said the main objective of the project is to establish a dedicated facility in Wyoming for producing warm- and coolwater fish species and reduce reliance on out-of-state sources like Arkansas, Nebraska and North Dakota. Additionally, construction also would serve an important secondary purpose in helping mitigate the introduction of aquatic invasive species (AIS) from other states.

Annually, nearly 1.5 million fish and up to 11 species of warm/cool water fish are

brought from out-of-state facilities in Arkansas (Black Crappie, Channel Catfish), Nebraska (Sauger, Tiger Muskie), North Dakota (Northern Pike, Walleye), and Oklahoma (Bluegill).

Osterland said that while each shipment of imported game fish is carefully inspected and culled for any invasive species, a local hatchery would further mitigate this risk. He noted that as AIS are being discovered in a growing number of states importing fish to Wyoming, the risk of importing game fish into the state increases.

“Every year that we are able to prevent AIS from making it to our waterways, I think we are further ahead as far as the science is evolving and capabilities are evolving,”

Osterland said. “The longer we are able to prevent this happening, the more likely that if we do get it, the resources are there.”

In addition, the facility would provide waterways with game fish that would continue to establish Wyoming as a premier location for anglers.

The facility will include dark and light production rooms, isolation rooms and advanced water conditioning systems. 

A range of boom configurations is possible, ensuring it is flexible in action, while the VarioBallast system enables the crane to manage high lifting capacities with the large ballast radius and constricted sites with the small radius.

The LTM 1230-5.1 mobile crane is designed with VarioBase support technology as the focal point of its structural steel design, meaning that this crane is the first to have an asymmetrical support base. VarioBase means that it is now possible to generate particularly high lifting capacities, particularly at the rear working area, over the supports — calculated in real-time by the LICCON controller.

Coined as “The master of all roads,” the LTM 1100-5.3 mobile crane takes the combination of mobility, economy and performance to a whole new level, according to Liebherr. Equipped with a powerful, 203 ft. telescopic boom and can carry up to 37,250 lbs. of ballast on public roads with an axle load of just 26,450 lbs. It is also the second crane in Liebherr’s mobile crane portfolio to feature the new LICCON3 control system. 

RB Global to Acquire BigIron, Accelerating Expansion Into Ag

RB Global, Inc. announced that it has entered into a definitive agreement to acquire BigIron Auction Co., accelerating the company’s strategic expansion into United States agriculture.

BigIron is a scaled, agriculture-focused online marketplace connecting buyers and sellers of agricultural equipment, land, livestock and other farm and ranch assets. Kleemann Debuts Mobile Scalper MOBISCREEN MSS 1102 Pro

The new MOBISCREEN MSS 1102 Pro mobile scalper from Kleemann is characterized by its high output, simple operability and ergonomics, according to Kleemann.

Superior’s Dust Control Solutions Target Transfer Zones

As aggregate producers and mine operators prepare for stricter Mine Safety and Health Administration (MSHA) regulations on respirable crystalline silica and airborne dust, Superior Industries spotlights new dust control solutions for conveyor transfer points and load zones.

The conveyor manufacturer’s new adjustable skirtboard systems and RockGuard skirting liners are engineered for flexibility across multiple conveyor configurations, without the need for any custom fabrication.

“Many new conveyors arrive on site with standard OEM skirtboards that simply aren’t long or tall enough for real-world applications,” said Chris Mullen, a conveyor components territory manager of Superior in the Southeast United States. “Because MSHA considers dust control an engineering responsibility of the mine operator, it requires turning what is often an open, uncontrolled environment into a sealed system that manages airflow and dust.”

Mar Vista Bridge Renovations Part of S.R. 78 Project

The project required 130,000 tons of asphalt and an additional 3,000 cu. yds. of concrete for improvements to ADA ramps, bridge widening, drainage, signals, lighting and sign structures.

A project like this, covering nearly 20 mi., offered Caltrans many opportunities for recycling. Workers crushed concrete that will be used in the project’s new auxiliary lanes as well as other projects in the county. Contractor RJ Noble used asphalt millings to produce recycled asphalt pavement (RAP) for use in other road projects.

The paving team rehabilitated many surfaces through cold planing and milling deteriorated sections. The team worked not just on main roads but also built smoother shoulders and freeway ramps. In some cases, the construction team adjusted the ramps to allow for a smoother traffic flow.

Mar Vista Bridge

In addition to paving, the workers took on restructuring the Mar Vista Bridge. Through careful planning, the team was able to complete the bridge work in just five weekend closures, instead of the 10 that were planned. This construction management saved motorists headaches and saved the construction team time and money.

The team emphasized working with different municipalities and railway entities affected by the construction.

“Both Caltrans and Skanska implemented a proactive coordination with the adjacent communities,” Tozy said. “We held quarterly meetings and provided project updates. We also regularly inform communities of lane closures and other work that impacted the communities.”

Caltrans and contractors believe that the project will make a difference to motorists. They believe the road work will improve ride quality and safety by reducing bumpiness, while reducing the need for costlier repairs over the next 10-15 years.

In addition, workers will add an acceleration lane to relieve congestion on eastbound S.R. 78. The team believes that the new paving will aid future improvements by decreasing flat tires and accidents. The team is upgrading striping and signage in many areas as well as improving visibility.

ADA curb ramp construction was staged to allow safer pedestrian access during construction. The team also used attenuators and required a 6-ft. buffer zone when working at night under lane closures. Attenuators, mounted on trailers or on trucks, can absorb impact from careless drivers while keeping workers and other motorists safe.

Many Bridges Lack Ability to Handle Modern Traffic

ARTBA reports that bridges are a big focus for any state highway programs. The association logged more than 27,000 structures in need of repair or replacement.

According to the association, states now have access to the full $26.6 billion available in the new bridge formula program over five years.

“Unlike the core highway program, agencies have four years to commit these funds toward eligible projects,” said ARTBA.

As of December 2025, states have committed $15 billion toward more than 7,350 projects, nearly 57 percent of available funds.

“And, as projects get under way, states have been reimbursed for $8.5 billion in work completed,” it said.

Ongoing Problem, New Funding Program

In its 2025 bridge report, ARTBA found that 220,295 spans across the country need repair. It noted that 74,472 actually should be replaced.

The association logged approximately 222,000 bridges in need of repair in 2024 and more than 76,000 needing replacement.

Of the bridges needing repair, 41,677 are rated in poor condition — down from 42,067 in 2024 — and classified as “structurally deficient,” reported ARTBA.

“Motorists cross these structures 163 million times a day,” said Alison Premo Black, ARTBA’s senior vice president and chief economist.

Premo Black tracked and analyzed the bridge data and found that California was among states that declined in the number of bridges in poor condition:

Iowa, Pennsylvania, West Virginia and Nebraska rounded out the top five with the biggest drop in poor-condition spans.

The number of bridges in poor condition rose in North Carolina, New York, Illinois, Oregon and Wisconsin.

“The results help underscore the importance of the federal bridge formula program, which provides $27.5 billion for states through FY 2026,” said Premo Black.

As the end of FY 2025 approaches, states have committed $11.7 billion in bridge formula funds or 55 percent of the $21.2 billion available.

“These funds are supporting more than 6,000 bridge projects in the construction and repair pipeline,” said the economist.

ARTBA’s analysis of the 2025 DOT National Bridge Inventory found that 35 percent of all U.S. bridges require major repair work or replacement.

Premo Black said states have received

$21.2 billion in the first four years of the 2021 infrastructure law’s new $27.5 billion formula bridge program. She noted that to date, states have committed $11.7 billion or 55 percent of these resources to more than 6,000 bridge projects.

The remaining 45 percent of released bridge funds and the $5.3 billion provided to states in the last year of the bill supports additional improvements.

Thirty-one states have committed at least half of their available bridge formula funds, said Premo Black.

Just eight states and Washington, D.C., have committed less than 33 percent of available funds, as of June 30, 2025.

The DOT’s discretionary Bridge Improvement Program (BIP) provides an additional $12.5 billion for projects that will be awarded through 2026.

Under the 2021 IIJA, states have access to $5.3 billion in formula funds each year after set-asides and takedowns from the $5.5 billion apportionment.

The BIP has awarded $7.8 billion for 87 planning, small and large bridge project grants in more than 40 states.

Premo Black reports that over the past five years, the share of bridges in fair condition has continued to grow. At the same time, the numbers of structures classified as being in “poor” or “good” condition has declined.

“Most bridges are inspected every two years, meaning repairs under way or in the planning stages can take time to be reflected in the NBI data,” she said.

ARTBA reported that last year, 50 percent of all bridges in the United States were in fair condition.

Bridges in poor condition represent 6.7 percent of the 2025 U.S. bridge inventory — compared with seven percent in 2021.

Based on average cost data submitted by states to DOT, ARTBA estimates it would cost $467 billion to make all identified repairs, said Premo Black.

The classification is based on the latest inspection, which usually occurs once every 24 months for most bridges, according to the ARTBA bridge report.

“Therefore, state and local governments may be in the process of working on some of these structures to make needed repairs,” Premo Black said.

The ARTBA study found that most state rankings stayed the same in 2025, even as improvements have been made.

The states with the most bridges in poor condition, in order, are Iowa, West Virginia, South Dakota, Maine and Puerto Rico.

Beyond those five, Rhode Island, Pennsylvania, Louisiana, North Dakota

and Michigan rounded out the top 10 list.

ARTBA also noted that 13 states have committed 75 percent or more of their funds to bridge repairs and replacements.

The list is led by Alabama, Ohio, Oklahoma, Tennessee, West Virginia, Idaho, Indiana, North Dakota and Wisconsin.

In a report to members, ARTBA said that while the 2021 infrastructure law provides investment, one in three bridges still need repair or replacement.

“Congress has the opportunity to build on this recent momentum in the next surface transportation reauthorization bill due Sept. 30, 2026,” said the association.

Turning Tide in Bridge Construction

“America’s bridge infrastructure is entering a defining decade,” said Mary Scott Nabers, president and CEO of Strategic Partnerships Inc. “Transportation agencies are advancing high-value replacement projects that blend safety, mobility, freight reliability and multimodal access.”

Nabers added that many of the structures now slated for reconstruction were built between 1950 to 1980. She said they were never designed to accommodate today’s traffic volumes, vehicle weights or safety standards.

But the bridge sector is seeing a national wave of large-scale investments that present significant opportunities.

It’s a great chance, she added, for engineering firms, contractors, materials suppliers and technology providers to take advantage of the construction funding.

“These projects reflect a shift toward resilient design, expanded capacity, pedestrian and bicycle integration and long-term durability,” said Nabers. “With federal BIP dollars flowing, many states are allocating funding matches to support the planning and design phases for future projects.”

In fact, numerous solicitations for significant projects will be released over the next 12 to 24 months, she said. That positions this year and next as “pivotal” years for preconstruction engagement.

Notable projects on Nabers’ list include replacement of the Rainbow Bridge over Idaho’s Payette River.

Valley County officials in Idaho have announced a $54 million project to replace the bridge on State Highway 55.

“The existing bridge is aging, weathered and no longer able to meet Idaho Transportation Department safety standards,” said Nabers.

Safety and operational concerns have persisted for years, she added, including inadequate shoulder and lane widths.

Tight curves and vehicle length and weight restrictions also have plagued drivers traversing the bridge.

Officials were weighing three design options for the replacement: a multi spandrel art deco arch, a steel thru arch, or a spandrel braced steel arch.

Construction is not expected to begin until 2028, but early industry positioning will be important as procurement milestones are established.

In Harrisburg, Pa., city officials announced a $1.3 billion bridge project that will replace the aging I-83 Bridge. This construction will be done in partnership with the Pennsylvania Department of Transportation, said Nabers.

“The objective is to improve long-term mobility, reduce congestion and enhance safety along this heavily traveled corridor.”

The contract is for replacement of the main bridge with a new structure built to current compliance standards and designed to accommodate future traffic demand.

“Crews will rebuild and improve roadway approaches on both sides of the river to create safer merging areas and smoother traffic movements,” said Nabers.

The Virginia DOT’s long-range improvement program outlines a $47.7 million replacement project for the I-66 bridge in Fauquier County.

The current structure, built in 1980, no longer meets modern safety standards, said Nabers. It also cannot adequately accommodate regional traffic demands along the I-66 corridor.

So, the existing bridge will be demolished and replaced with a new structure featuring increased load capacity.

“The initiative is intended to extend the service life of this critical crossing and improve reliability for commuters and freight movement,” said Nabers.

The project is in the design stage, with solicitation documents scheduled for release in late 2026. Completion is currently targeted for summer 2029.

In Kansas, a new four-lane bridge is planned for Leavenworth County. KDOT plans to replace the existing Centennial Bridge over the Missouri River.

At an estimated cost of $157 million, the project will be designed to deliver a multimodal bridge just north of the existing structure nearing the end of its useful life. Constructing a new structure adjacent to the existing span, KDOT can maintain connectivity during construction as it incorporates existing alignments.

“Once the new bridge is operational, the existing structure will be demolished.”

Pink-Belt, the 15.2-t Link-Belt 145 X4 excavator that traveled the United States for the past year to support breast cancer awareness, was sold to the highest bidder, Randy Gallegos of Rasmussen Equipment of West Valley City, Utah. Pink-Belt was auctioned at ConExpo 2026 on March 5, raising $220,000 for the cause.

“We’ve hosted the Pink-Belt tour three times now, and our dealership is very excited,” said Gallegos. “What’s more personal to me is that my sister passed away at 48 and my sisterin-law at 45 with cancer. I would really like to continue to contribute, through rental proceeds and our philanthropic efforts, to raising cancer awareness.”

Thunder Creek Equipment has announced the launch of two new jobsite solutions designed to support modern fueling and PM workflows: the diesel pickup skid (DPS) and lube pickup skid (LPS).

Together, these products expand an already comprehensive lineup of solutions built to improve jobsite efficiency, protect equipment uptime and streamline compliance.

E-Parking Brake System Now Available for Kenworth Trucks

Kenworth announced the Bendix Intellipark electronic parking brake (EPB) system is now an available option for Kenworth heavy- and medium-duty models.

The system is equipped with safety features such as rollaway mitigation, smart unpark and auto trailer brake release (on towing models). The features are supported by unique interlocks that verify the vehicle is ready to be parked or unparked through sensors that monitor door position, seat belt status and vehicle movement.

The electronic parking brake system replaces traditional red-and-yellow push/pull knobs with new switches that feature LEDs clearly showing park brake status at a glance. The design maintains the recognizable symbols while simplifying operation, eliminating the “sting” usually associated with manual valves, and helping to reduce fatigue and distraction during frequent stops. The EPB system is a great enhancement for drivers in pickupand-delivery, refuse and start-and-stop vocational applications.

Crews Use Micro Trenching to Install Fiber Optic Utilities

Caltrans worked closely with the California Highway Patrol to provide protection during nighttime lane and freeway closures. The Caltrans team also used technology called Mooven, an AI-powered platform that uses data to pinpoint the best time for work, reducing exposure to work zones for both workers and motorists.

The work team used micro trenching techniques to handle the fiber optic utilities.

“We used micro trenching and directional boring to install the lines beneath the highway and bring the fiber optic utilities in their proper locations,” Pak said. “We could do this and not interrupt either construction or the current traffic pattern.”

For the project, the construction team used a normal fleet of equipment, including bulldozers, articulated trucks, excavators, frontend loaders, an asphalt paver and asphalt rollers. The team brought in specialized equipment for the work on the Mar Vista bridge, including an excavator with a 15-ft. catch bucket attachment to prevent debris from falling on the roadway.

The electrical subcontractor used a Vermeer RTX1250 micro trencher to trench and install the new fiber optic (approximately 2.5-in. wide trench), Ditch Witch R300, Ditch Witch Vacuum trucks and 1CM concrete buggy for slurry placement in the micro trench. CEG 

Graham Auctioneers Hosts Annual Sale in Elk City, Okla.

Graham Auctioneers returned to Elk City, Okla., for its annual sale on March 13-14, 2026, drawing approximately 500 onsite attendees and more than 1,200 online bidders.

The event brought together a strong showing of Oklahoma contractors, farmers and equipment buyers, along with participants from across the region.

The auction featured a wide range of equipment, including dozers, motor graders, excavators, wheel loaders, backhoes, asphalt equipment, trailers, automobiles and farm equipment.

Bidding remained active throughout much of the sale with equipment ranging from late-model machines to well-maintained older units, offering options for buyers with varying needs.

A strong local presence was evident throughout the event, with many Oklahoma-based attendees participating alongside bidders from outside the state. Some bidders said they return each year, citing the selection of equipment and the opportunity to buy locally.
