U.S. 26/Wyoming 789 was widened from two to five lanes in what is known as the Bryant Section, in order to service the growing community on the north side of Riverton. “There has been recent residential and commercial growth north of Riverton,” explained Cody Beers, public relations specialist of Northwest Wyoming. “About five miles north of Riverton, the highway was already widened to five lanes, so this section connects to it and see EXPANSION page 14

U.S. Transportation Secretary Ray LaHood announced that 46 transportation projects in 33 states and Puerto Rico will receive a total of $511 million from the third round of the U.S. Department of Transportation’s popular TIGER program. The announcement comes months ahead of schedule and will allow communities to move forward with critical, job-creating infrastructure projects including road and bridge improvements; transit upgrades; freight, port and rail expansions; and new options for bicyclists and pedestrians. The Department of Transportation (DOT) received 848 project applications from all 50 states, Puerto Rico and Washington, D.C., requesting a total of $14.29 billion, far exceeding the $511 million made available for grants under the TIGER III program. “The overwhelming demand for these grants clearly shows that communities across the country can’t afford to wait any longer for Congress to put Americans to work building the transportation projects that are critical to our economic future,” said LaHood. “That’s why we’ve taken action to get these grants out the door quickly, and that is why we will continue to ask Congress to make the targeted investments we need to create jobs, repair our nation’s transportation systems, better see PROJECTS page 14

Feds Provide $2M for Rebuilding of Torched Bridge LOS ANGELES (AP) The U.S. Department of Transportation is making $2 million in emergency funds immediately available to California to help repair a Los Angeles-area overpass damaged by mid-December’s big-rig gasoline tanker fire. Transportation Secretary Ray LaHood said in a statement Dec. 22 that the funds should

help speed the rebuilding process of the Paramount Boulevard overpass on State Route 60 in Montebello. The bridge already has been partially demolished following the Dec. 14 accident. The federal funding became possible after Gov. Jerry Brown declared a state of emergency Dec. 20.

The damaged overpass has resulted in bottlenecks on Paramount Boulevard and restricted access to businesses, which are the primary source of revenue for the area. The highway, known as the Pomona Freeway, is a major commuter corridor east of downtown Los Angeles.

Construction employment declined in 146 out of 337 metropolitan areas between October 2010 and October 2011, increased in 140 and stayed level in 51, according to a new analysis of federal employment data released Dec. 5 by the Associated General Contractors of America. Association officials noted that many communities continue to lose construction jobs even as a federal program to invest in highway, transit and other infrastructure construction has been stalled in Congress for years. “Declining federal investments in infrastructure projects, including highway and transit work, are making matters worse for construction employment in many communities,” said Ken Simonson, the association’s chief economist. “If it wasn’t for a slight increase in private sector demand, construction employment would be down in even more communities.” The largest job losses were in Atlanta-Sandy SpringsMarietta, Ga. (minus 7,700 jobs, minus 8 percent), followed by Tampa-St. Petersburg-Clearwater, Fla. (minus 4,000 jobs, minus 8 percent); New York City (minus 4,000 jobs, minus 4 percent); Philadelphia (minus 3,600 jobs, minus 5 percent) and the Dallas-Plano-Irving, Texas area (minus 3,600 jobs, minus 3 percent). Logan, Utah (minus 24 percent, minus 800 jobs) lost the highest percentage. Other areas experiencing large percentage declines in construction employment included Wilmington, N.C. (minus 21 percent, minus 1,900

jobs); Redding, Calif. (minus 20 percent, minus 600 jobs) and Montgomery, Ala. (minus 19 percent, minus 1,300 jobs). Houston-Sugar Land-Baytown, Texas, added more construction jobs (5,100 jobs, 3 percent) than any other metro area during the past year while Lake County-Kenosha County, Ill.-Wis., added the highest percentage (28 percent, 3,500 jobs). Other areas adding a large number of jobs included Columbus, Ohio (4,200 jobs, 15 percent); BuffaloNiagara Falls, N.Y. (3,600 jobs, 18 percent); Newark-Union, N.J.-Penn. (3,100 jobs, 9 percent) and San Jose-SunnyvaleSanta Clara, Calif. (3,000 jobs, 9 percent). Association officials noted that investments in infrastructure, including highway and transit construction, are suffering because Congress is years late in passing a new surface transportation, aviation and water infrastructure bills. They said without that legislation, state and local officials were having a hard time planning and funding large infrastructure projects. “Letting infrastructure programs languish at a time like this is the equivalent of fighting the economic downturn with one hand tied behind our back,” said the association’s chief executive officer, Stephen E. Sandherr. “Investing in infrastructure won’t solve every problem facing the construction industry but it will create construction jobs while giving a needed boost to all types of businesses.”

Bayonet Breaker Helps With Forest Fire Aftermath Labor Day of 2011 proved to be devastating for families in Bastrop County, Texas. The entire state was in the midst of one of the longest droughts on record and it only got worse when a series of tragic forest fires took place, burning for over 3 weeks, killing two people and destroying more than 1,600 homes. The U.S. and Texas Forestry Service, local fire departments and volunteer fire fighters came from as far as Alaska to help try and control the blaze. The main objective was to control the spread of the 33,000-acre fire to prevent further damage, while being forced to let the already burning homes to smolder. Since the homes were left to burn themselves out, the concrete foundations were simply cooked. As concrete experiences extreme heat for any real length of time, the structural integrity is destroyed, rendering the foundations useless. In order to remove the ruined foundations, demolition contractors flooded Bastrop County to remove the tons of destroyed concrete and clear the way for the pouring of new foundations and the start of new home construction. One of these contractors, Ronnie Wann of Wannco Demolition & Clean-up from Granbury, Texas, was in the thick of the project from the beginning. When he arrived in Bastrop County on Sept. 14, the fires were still burning. Wann had spoken with Corky Underwood, the inventor of the Bayonet Breaker. Underwood delivered the “Corporal” breaker attached to a New Holland 130 excavator so Wann could soon put it to use. After its arrival, demonstration showed how the excavator bucket is curled back onto the stick and the Bayonet Breaker lowers and locks into position protecting the hinge pin when the hydraulic hammer is needed. “I liked what I saw in the Bayonet Breaker and realized that I would only need one machine instead of one with a bucket and one with a hydraulic hammer.” said Wann. “The Bayonet Breaker also eliminated the need for a quick disconnect system and I

never have to leave the cab when changing tools.” The process of removing foundations entails breaking up the concrete with a hammer and then using the bucket to stockpile material until Wann’s Bobcat loader can load it for removal. As noted by Wann, the hinge pin comes with a built-in jaw that assists in crushing some of the stone. “I decided to lease the Bayonet and I am most pleased with my decision. The only maintenance I have had to perform is greasing the pivot joint and I must say that it is built to really last,” said Wann. “There is so much work in Bastrop County that it should go on for at least another year and consider-

ing the performance of the Bayonet Breaker/New Holland 130, I am in the process of an out-right purchase of the unit.”

The intense heat had turned these automobiles to melted aluminum along with the house structure.

The breaker is locked into stow position and the bucket easily removes the shattered concrete.

Since the homes were left to burn themselves out, the concrete foundations were simply cooked.

With the Bayonet Breaker locked down, it makes short order of a foundation.

Skeletons of homes were all that was left of more than 1,600 houses.

Riverton Growth Prompts U.S. 26 Widening to Five Lanes EXPANSION from page 1

improves capacity in a growing area.” In the late ‘40s and early ‘50s, Riverton was a larger producer of sugar beets, and farmers still grow sugar beets in 2011. In 1953, uranium was discovered in the Gas Hills, east of Riverton. The uranium industry transformed Riverton from a quiet farming community of 2,500 people into a bustling commercial center of more than 10,000. Although market forces brought dramatic cutbacks in area mining during the 1980s, Riverton had become the largest community in westcentral Wyoming, and today it is a commercial center that attracts people from a wide area. Today, oil and gas fuels the area economy, and uranium mining may soon again boost the regional economy. Residents from nearby smaller towns also frequent Riverton for the shopping opportunities. Along with various department stores, book retailers, hardware stores and furniture shops, Riverton boasts the only Walmart Supercenter in a hundred mile radius. To the east, west and south, Riverton is bordered by the Wind River Indian Reservation. The Wind River Indian Reservation spans 2.2 million acres and is home to 2,500 Eastern Shoshone and more than 5,000 Northern Arapaho Native Americans. Although the two tribes own and govern the reservation jointly, most of the Shoshone live in the western half around Fort Washakie, while the Arapahos have settled around Ethete and Arapahoe. (www.windriver.org) Prime contractors Rice-Kilroy Construction Co. Inc. of Dubois and High Country Construction Co. of Lander are the prime contractors on the $11.91 million Bryant Section highway improvement project. The companies, through a joint venture, are responsible for grading, draining, asphalt milling, placing crushed gravel base, asphalt paving, removal and replacement of fencing and cattle guards, and other work on 5.74

mi. (9.2 km) of U.S. 26/Wyoming 789, beginning at milepost 109.67 between Riverton and Shoshoni. The work launched in July 2010 and the five lanes were open for use in October 2011. Seeding and reclamation will commence this spring and the project will wrap up by the end of June 2012. Subcontractor McGarvin-Moberly Construction of Worland began paving last August and completed the task in October. Quantities included 66,425 tons (60,260 t) of asphalt pavement in the first two lifts and another lift of 9,800 tons (8,890 t) of wearing course asphalt to complete the project. Crews worked Monday through Saturday in 12-hour shifts. Other subcontractors on the project include Slaton Bros. Inc. of Centennial, Colo. hired to construct a retaining wall, and Riverton-based concrete contractor Jerry Bornhoft Construction. B&F Enterprises, headquartered in Lander, is in charge of fencing and S&L Industrial of Cowley is handling traffic control. “The wet area posed a challenge for us,” noted Beers. “The roadway had to be built up much higher than the ground on each side, and many drainage pipes were installed.” Any official “wetlands” that were dug out were required to be reconstructed nearby. Crews excavated 304,317 cu. yds. (232,667 cu m) of earthwork to create the fill for the new lanes on the project. Approximately 200 cu. yds. (153 cu m) of concrete was used to facilitate the new irrigation structures that provide water for the fields on both sides of the road. Traffic flowed smoothly through the construction zone, with two lanes remaining open at all times. “This was a good project to improve safety and capacity of U.S. 26,” commented Beers. “The expansion helps us look to the continued prosperity of the Riverton area.” CEG

LaHood Announces Funding for 46 Transportation Projects PROJECTS from page 1

serve the traveling public and our nation’s businesses, factories and farms, and make sure our economy continues to grow." In November, President Obama directed DOT to take common sense steps to expedite transportation projects by accelerating the process for review and approval and by leveraging private sector funding to promote growth and job creation. As part of that initiative, DOT accelerated the TIGER III application review process and has announced the awards before the end of 2011 — months ahead of the planned spring 2012 announcement. The grants will fund a wide range of innovative transportation projects in urban and rural areas across the country: • Of the $511 million in TIGER III funds available for grants, more than $150 million will go to critical projects in rural areas. • Roughly 48 percent of the funding will

go to road and bridge projects, including more than $64 million for Complete Streets projects that will spur small business growth and benefit motorists, bicyclists and pedestrians. • 29 percent of the funding will support transit projects like the Westside Multimodal Transit Center in San Antonio. • 12 percent will help build port projects like the Port of New Orleans Rail Yard Improvements. • 10 percent will go to freight rail projects like the Muldraugh Bridge Replacement in Kentucky. • Three grants also were directed to tribal governments to create jobs and address critical transportation needs in Indian country. • Three grants will provide better multimodal access to airports, including DFW in Texas. Work has already begun on 33 planning projects while 58 capital projects are under

way across the country from the previous two rounds of TIGER, and an additional 13 projects are expected to break ground over the next six months. In 2009 and 2010, the department received a total of 2,400 applications requesting $76 billion, greatly exceeding the $2.1 billion available in the TIGER I and TIGER II grant programs. In the previous two rounds, the TIGER program awarded grants to 126 freight, highway, transit, port and bicycle/pedestrian projects in all 50 states and the District of Columbia. TIGER grants are awarded to transportation projects that have a significant national or regional impact. Projects are chosen for their ability to contribute to the long-term economic competitiveness of the nation, improve the condition of existing transportation facilities and systems, increase energy efficiency and reducing greenhouse gas emissions, improve the safety of U.S. trans-

portation facilities and enhance the quality of living and working environments of communities through increased transportation choices and connections. The department also gives priority to projects that are expected to create and preserve jobs quickly and stimulate increases in economic activity. The continuing demand for TIGER grants highlights the need for further investment in the nation’s transportation infrastructure that could be provided by President Obama’s American Jobs Act. The American Jobs Act would provide $50 billion to improve 150,000 mi. of road, replace 4,000 mi. of track, and restore 150 mi. of runways, creating jobs for American workers and building a safer, more efficient transportation network. It also would provide $10 billion for the creation of a bipartisan National Infrastructure bank.

Improper installation can lead to premature wire breakage.

Make sure crown bar rubber is not missing, damaged or worn.

Ensure all bolts are present.

How to Install Screen Media Correctly, on the First Try No matter what kind of screen media is being used, proper installation is crucial. Poorly installed screen media can slow down the operation and hurt the product quality, production and profit. Create material that meets specification, achieve longer screen media wear life and generate the tonnage the operation was designed to produce by installing the screen media right the first time. The two most common types of screen media are Flex-Mat-type and woven wire. Here are some installation tips for each: Flex-Mat-Type (Self-Cleaning) Prior to Installation: • Check for proper tensioning system and correct installation of tension bar • Ensure that crown bar is fully engaged in “U” channel rubber and is consistent in height • Ensure clamp rails are not worn thin, bent or deformed • Ensure clamp rails are the same length as the screen media • In bolt-type tensioning systems: Check the rail design and height of bolt holes; Check for missing bolts (replace if broken or missing) • Clean the rail and hook edge thoroughly • Check for cracks, broken welds and loose bolts on screen box or deck (fix if necessary) During Installation:

Curved tension bar decreases screen media wear life.

• Ensure clamp rails are not overlapping multiple panels, but fit each panel • Side-tension systems: Ensure there is a .750 in. (1.9 cm) space between the wall and the outside of the hooks • Align polyurethane strips perfectly on all crown bar supports, making sure they lie flat on the bars when tightened • If equipped with overlaps, place over-

laps on top of preceding screen media starting at the discharge end • Stretch Flex-Mat-type screen media “tight as a drum” • Do not over-tighten when using an impact wrench on wire diameters less than .148 in. (.37 cm) • Check tension: the heavy end of a screwdriver or hammer should bounce easily on

the screen media None of these tips mean anything if the screen box is faulty. Placing screen media in an inadequate screen box will almost certainly result in premature failure. Before installing screen media, make sure the unit passes inspection. Do Not Install: • If crown bar supports do not create a consistent crown curve • If crown bars are worn or bent • If screen media is too flat — lacking a proper crown curve • If screen media does not fit tight against all crown bar supports • If polyurethane strips do not line up perfectly on all crown bar supports • Check for use of “J” bolts (these indicate a problem with the crown which must be fixed) Do the String Test New crown bar rubber should be installed with each new set of Flex-Mat-type screen media. To see if you have installed it correctly, perform the string test. First, run a string from sideplate to sideplate over the crown bars and pull the string tight. Next, check for gaps between the string and the crown bars to see if the screen media will sit on them properly. If there are gaps, then the height of the crown bars must be corrected or breakage will occur. see TIPS page 16

Avoiding Premature Screen Media Failure — Here’s How TIPS from page 15

Woven Wire Before You Install: • Look for significant damage to crown bars and screen decks • Inspect the crown bar rubber for damage and wear (replace if necessary) • Ensure the crown bar rubber is the same type and height and covers all of the crown rails • Make sure side clamp rails are not worn thin, bent or have curves or “dimples” where the clamp rail bolts come through • Ensure the side clamp rails equal the length of the screen media or they will cause uneven tensioning • Check crown bar height by doing the string test • Remove all material build-up from the hook ledge on the pan side of the screen box and/or the crown bar rubber For Proper Installation: • Make sure the screen media has the correct outside and inside hook width for the

deck • Ensure that the ends of the screen media panels fit together tightly to prevent the passing of oversize material • Make sure the lengths of all screen media “tail ends” don’t exceed more than 50 percent of the opening size where they meet • Side-tension screen boxes: position the screen media so clearance from the pan side to the hook is even on both sides • Tension your screen media by tightening the bolts intermittently from both sides • Once installed, make sure all screen media is seated properly on all crown bar tops and the side clamp rails match the length of the screen media Conduct Habitual Inspections Once you have properly installed the screen media, conduct daily inspections before startup and after shutdown. Make sure that the screen media and screen boxes are free of unnecessary wear, breakage or damage. Catching problems ahead of time can save costly fixes later.

2012 – IAAP Grassroots Meetings Please consider attending one or more grassroots meetings in 2012 hosted by the IAAP Legislative Committee. You will also have the opportunity to meet State Senators and Representatives in attendance, as well as local county engineers, and hear about their concerns. Don’t miss these important opportunities! All meetings begin at 4 PM and end at 6 PM. 2012 – IAAP Convention – SAVE THE DATE! The IAAP’s 44th Annual Convention is scheduled for Tuesday, May 15, 2012, at the Crowne Plaza Hotel in Springfield, Illinois. AGGI 2012 Aggregate Forum & Expo AGGI 2012 Aggregate Forum & Expo will be held in Charlotte, NC, March 12 – 15, at the Charlotte Convention Center in conjunction with the NSSGA Annual Convention. AGGI will co-locate again with World of Asphalt for the third year. The synergy produced by these two events has been immense, with all who participated in prior events in total agreement about the benefits enjoyed from a natural industry fit between the two shows. Upcoming MSHA Contests MSHA’s North Central District will be staging a mine rescue contest for underground metal and nonmetal mines, and a separate first aid contest for surface and open pit mines, quarries, plants and mills. The mine rescue contest will be held on April 3-5, 2012 at the International Union of Operating Engineers Local 150 Apprenticeship and Skills Improvement Training Facility near Wilmington, IL. This is an indoor, climate controlled facility, and it is one of the finest venues in the country for a regional mine rescue contest. The first aid contest for surface operations will be held in Duluth, MN on May 17, 2012 at a venue to be determined. Our 2011 contest drew nine 2person teams from six mining operations. We hope to grow the contest in 2012 to include more teams from more mines throughout the Midwest region.

Cat CT660 Offers Product Link Remote Monitoring System It's just good business for owners of trucks and equipment to protect their investment by knowing the location of these valuable assets, what they're doing and how they're performing. The Cat product link remote monitoring system — featuring cellular hardware and a web-based user interface called VisionLink — provides the information owners need to efficiently and effectively manage their machines and trucks. In addition to the conventional benefits of product link, CT660 owners will have access to truck-specific information. New functionality includes management of maintenance by mileage, engine and transmission PTO usage updates, alerts for loss of main battery power, notification of non-authorized movement during “key-off” intervals and access to odometer readings and VINs (vehicle identification numbers). The 12-volt CT660 product link system, provided at no cost for three years, features new factory installed hardware that adheres to the SAE (Society of Automotive Engineers) public J1939 network standard and

incorporates GSM (Global System for Mobile Communications) cellular technology for data transmission to and from the truck, accommodating more data more frequently. Established Asset Management Technology The CT660 product link system also provides all the benefits of established product link technology to help owners improve fleet efficiency, optimize utilization and control operating costs. Through product link’s user-friendly web interface, VisionLink, users will have the information needed to effectively manage fleet usage, schedule preventive maintenance and monitor truck health indicators to avoid unanticipated downtime, according to the manufacturer. VisionLink’s intuitive asset details view provides a quick, comprehensive overview of each asset, including location, engine hours, mileage,

fuel level, utilization over various time intervals and event and diagnostic code summary. Customers also can monitor all assets via fleet-level view or select any group of assets for analysis, for example, vehicles on a particular jobsite or certain asset make and model types. With product link, customers have the ability to maximize fleet availability through efficient preventive maintenance scheduling and visibility to current health conditions. Product link provides real-time fault code alerts via text and e-mail, as well as built-in Cat maintenance intervals, checklists, service due notifications and quick access to Cat S-OS fluid analysis results. Through product link’s alert notification feature, customers can select the type of alerts to be received and to whom and when they are distributed to ensure that the individuals actually needing the information can take action. Additionally, customers can set up alerts to be notified when an asset or group of assets enters or exits a userdefined geographic fence, or when an asset is turned on or off during a specified period of time. For more information, visit www.cat.com/PL.

Product Link is provided at no cost for three years on the CT660 vocational truck.
