Staying Ahead of OSHA’s Top 10 Agency Wants to Drive Home Importance of Standards Compliance With Small Businesses At the National Safety Council’s 2025 Safety Congress and Expo in September, OSHA unveiled its top 10 most frequently cited standards. Eric Harbin, OSHA regional administrator, revealed that for the 15th year, fall protection holds its place at the top of the list. Harbin said the non-compliance of small businesses is the biggest contributor. OSHA’s plan is to help those businesses help themselves.

Oklahoma Turnpike Authority Awards $137M in Contracts The Oklahoma Turnpike Authority board awarded nearly $137 million in construction contracts for five projects across the turnpike system at its monthly meeting on Dec. 9, 2025. Three awards are part of the ACCESS Oklahoma longrange plan, including a $97 million bridge project Crossland Construction Co. to construct the first section of the new East-West Connector Turnpike between Interstate 44 and Interstate 35. This will be the longest bridge in Oklahoma at more than 1.25 mi. long. Work will begin in early 2026 and is expected to be completed by late 2027. The project was designed to minimize impacts to the Canadian River to protect water quality and the habitat of threatened species; the bridge piers will be constructed outside of the river channel, and the OTA will monitor construction closely to ensure the contractor complies with all environmental safeguards. The board also awarded a $27.8 million six-lane widening project on the Interstate 344/John Kilpatrick Turnpike to Duit Construction Group, a $12 million pavement rehabilitation project on the southern end of the Interstate 44/H.E. Bailey Turnpike to Interstate Improvement Inc., a $2.4 million bridge rehabilitation project on the U.S. 412/Cimarron Turnpike northwest of Morrison to PBX Corp. and an additional $3 million construction project to Sherwood Construction Co. on the East-West Connector. Most of the awarded bids came in significantly below the engineers’ initial estimate. Construction will begin in early 2026 to widen I-344/John Kilpatrick Turnpike from Wilshire Boulevard to Northwest 122nd Street to six lanes. This will include a bridge widening over SH- 3/Northwest Expressway. OTA Executive Director Joe Echelle said that the John Kilpatrick Turnpike has the most rapidly growing traffic of all turnpikes in Oklahoma, with steady growth between 8 and 12 percent annually. Widening the turnpike helps accommodate this growth. The project is expected to be completed by spring 2027. OTA will begin pavement rehabilitation of the I-44/H.E. Bailey Turnpike from mile marker 5 to mile marker 20

between Walters and Randlett in Cotton County and the interchange ramps at SH 36. This $12 million project will begin in early 2026 and is expected to be completed by summer 2026. I-44/Turner Turnpike Construction Updates Echelle provided updates on three projects along the I44/Turner Turnpike. Westbound Turner Turnpike traffic shifted onto the new bridge in Wellston for the first time in early December. Eastbound Turner Turnpike traffic in Wellston moved to its permanent configuration as well. In addition, Echelle noted that State Highway 66 will open to traffic underneath the new bridges by mid-December. He emphasized that OTA appreciates the Wellston and Lincoln

County communities for their patience during the construction process. While work on the roadway is nearing completion, some work on the outside of the lanes will continue into early 2026. Echelle noted that OTA plans to celebrate the opening of this project in early spring with a ribbon-cutting ceremony following the completion of Route 66 art installations. OTA began work on a bridge-widening project on I44/Turner Turnpike at County Road NS 3310 just west of Wellston in Lincoln County this week. This $3.1 million project will widen the bridge in preparation for the future six lanes. Traffic impacts will be minimal, and work is expected to be completed by late 2026.  (Photo courtesy of the Oklahoma Turnpike Authority.)

Okla. Transportation Board Approves $85M U.S. 81 Chickasha Bypass Project Highlights of the Oklahoma Transportation Commission’s Dec. 8, 2025, meeting include receiving an industry bridge award, a briefing on a job market study and approving safety improvements in Grady and Okmulgee counties. In addition, commissioners approved an $85 million project to realign U.S. 81 in Chickasha. This first three-year phase will build a new bypass, create new lanes to connect U.S. 81 to U.S. 62/State Highway 9 and construct nine new bridges. Drivers will notice major earthwork starting in early 2026. Commissioners also approved a

more than $11 million project to correct curves and convert the U.S. 75 interchange at Preston Road into a controlled-access interchange in Okmulgee County. The project is anticipated to begin early next year. The nine-member commission, appointed by the governor and legislative leadership to oversee the state’s transportation development, awards contracts monthly for road and bridge construction. Commissioners voted to award 21 contracts totaling more than $132 million to improve interstates, highways and bridges statewide. Also at the meeting, the Association

of Oklahoma General Contractors presented the 2025 Pharaoh Award to the Oklahoma Department of Transportation’s District 5 in western Oklahoma. The nearly $19 million project was a bridge reconstruction project on Interstate 40 and Airport Road in Weatherford. The award is shared with Frontier Bridge. The Pharaoh Award is presented for the highest quality bridge structure in the state of Oklahoma in the past year. It is offered by AOGC as a tribute to the Pharaoh family of Henryetta, considered to be pioneers in the bridge construction industry. 

NDOT Celebrates Completion of I-15 South Widening Project The Nevada Department of Transportation (NDOT) celebrated on Dec. 16, 2025, the substantial completion of the Interstate 15 South Widening Project, a major infrastructure investment designed to increase capacity and support continued growth in southern Nevada’s south valley and freight corridors. The $71 million project was delivered on schedule and under budget, improving I-15 between Sloan Road and Warm Springs Road and expanding capacity along one of the region’s busiest commuter and freight routes. Construction began in January 2024, reaching substantial completion in December 2025. Local and state leaders gathered for a ribbon-cutting ceremony celebrating the project’s completion, including NDOT Deputy Director Mario Gomez, Clark County Commissioner Michael Naft, Lt. Gov. Stavros Anthony and Fisher Industries owner Tommy Fisher. The project highlights the strong collaboration between NDOT, local partners and industry leaders in delivering critical transportation improvements for southern Nevada.

Project Highlights • Widened I-15 from six to eight generalpurpose lanes between Sloan Road and St. Rose Parkway • Widened I-15 from six to 11 generalpurpose lanes between St. Rose Parkway and Blue Diamond Road • Restriped I-15 between St. Rose Parkway and Blue Diamond Road • Resurfaced bridges and preserved pavement at the Blue Diamond interchange • Constructed six new sound walls near qualifying residential areas The I-15 South Widening Project was delivered by contractor Fisher Sand & Gravel and funded through a combination of federal and state transportation dollars, with 95 percent of the project funded by federal sources. In 2008, an environmental assessment was prepared for the I-15 South Corridor Improvement Project, addressing the environmental effects of improvements along the I-15 corridor. A finding of no significant impact (FONSI) for the overall project was approved by the Federal Highway Administration on April 20, 2009. 

AIS Infrastructure Lands $2B in DHS Design-Build Contracts AIS Infrastructure (AISI), a rapidly growing company in the heavy civil and infrastructure industry, announced that it was awarded four design-build contracts by the U.S. Department of Homeland Security and U.S. Customs and Border Protection that total more than $2 billion. These projects will be completed by BCSS, an AISI subsidiary. They are located along the southern border within proximity of Eagle Pass, Texas; Lukeville, Ariz.; and Marron Valley / Campo, Calif., (San Diego area). They bring with them a surge of new jobs and opportunities. To meet the scale and complexity of these projects, AISI is expanding its workforce by 350 to 400 employees and deploying nearly 100 additional pieces of heavy equipment by March 2026. From seasoned equipment operators to skilled tradespeople, to project management, AISI is hiring across the board — with immediate openings in multiple states. “These are long-term, transformational infrastructure projects that require a skilled, driven team,” said Stephen Christensen, president of AIS Infrastructure. “We're building complex roads, bridges and critical

access systems for these projects that demand top-tier talent and dedication.” The four awarded projects include: • DRT-1 ($565 million) and DRT-2 ($364 million) in Del Rio, Texas — focused on vertical and waterborne barriers, patrol roads, access routes and complex technical security systems. • SDC-1 ($483 million) in San Diego, Calif. — covering vertical barriers, mountain access and patrol roads and advanced technical security systems. • TCA-1 ($606 million) in Tucson and Yuma, Ariz., — combining existing barrier wall improvements, new vertical barriers and extensive drainage, patrol and access road networks. Advanced security and detection systems will complement this work. Each project is a full design-build effort, with HDR Design leading the engineering phase that is under way. Fieldwork is anticipated to begin in January 2026, with construction expected to continue for 30-36 months for all four projects. BCSS, in a joint venture with Caddell and Gibraltar, will lead and manage all four projects. For details, visit ais-infrastructurellc.com. 

Business Uses Volvo Electric Loader for Snow Management In southern Utah, just outside Bryce Canyon National Park, thousands of visitors each year look up at one of the darkest skies in the continental United States, guided by Kevin Poe and his team at Dark Ranger Telescope Tours. But behind the quiet wonder of stargazing is a business that depends on more than just telescopes. It requires snow removal, road maintenance and heavy equipment. For Poe, that’s where the Volvo L25 electric compact wheel loader comes in. “Reliable stuff is what you want, and you want the very best you can get,” Poe said. “And that’s why I’m here with this Volvo loader.” Astronomy Business With Roots in Nature Poe grew up as the son of a national park ranger, moving through forests, deserts and mountains. This upbringing shaped both his values and his career. “It’s a spectacular way to grow up,” he said. “So I wanted that for myself and for my children as well.” By day, Poe works as a ranger at Bryce

everything you love in one place.” The skies of southern Utah offer a powerful contrast to what most people experience at home. “People come and look up, and they’re just like, ‘Why is this not back home?’” Poe said. “Well, it’s because of light pollution. It’s because of air pollution.” That disconnect inspired Poe to walk the walk and find better ways to operate his business without contributing to the problems he teaches about.

the clearest skies in the country. “It’s nice to be able to work with your family,” he said. “They run telescopes, they give presentations … it’s kind of like putting

Zero-Emission Solution for Serious Winters Operating year-round in a remote area means keeping a 1,200-ft. road to the observatory clear, even when snow drifts reach 10 ft. deep. Poe needed a reliable, capable machine that wouldn’t expose him to diesel fumes or struggle with cold starts. “I really wanted something to be able to move snow with in the wintertime and not have to breathe the diesel fumes on my old tractor,” said Poe. “These diesel machines just don’t love winter.” see VOLVO page 20

Less Downtime: John Deere PRO Service, RDO Support Jake Livingston SPECIAL TO CEG

Information moves at the speed of light, and that’s no different when it comes to construction equipment. Earlier in 2025, John Deere released its latest digital self-repair tool, John Deere Operations Center pro service. A separate diagnostic dashboard within the operations center allows customers to further troubleshoot potential issues, John Deere’s Pro Service is just the latest digital resource released. “We’ve been proactively working with the customers to solve machine issues with dedicated support teams since the beginning of John Deere’s Customer Service Advisor more than 10 years ago,” said Jeff Wiener, machine support manager of RDO Equipment Co. “We partner with customers to minimize downtime through a centralized support team plus boots-on-the-ground experts.” The Operations Center’s pro service tool will gradually replace the customer service advisor (CSA) tool over the next 12 months. Currently, pro service is a web-based experience, unlike John Deere’s customer service adviser, which can be accessed via mobile for customers with an active CSA license. CSA customers will be able to access this tool for the duration of their current CSA license term. Before downloading pro servRDO Equipment photo ice, let’s review its system requirements, Pro service uses Operations Center’s JDLink connectivity to build on existing tools like operator manuals, logged diagnostic trouble codes and warranty information. enhanced features and license options. John Deere Operations Center Pro Service, Explained Designed to give heavy equipment owners more control over equipment maintenance, the pro service tool can potentially reduce downtime and increase operational efficiency. Pro service uses Operations Center’s JDLink connectivity to build on existing tools like operator manuals, logged diagnostic trouble codes and warranty information. Pro service includes advanced features that can help owners complete the following tasks: • access machine health insights and diagnostic codes; • view PIN-specific manuals and content; • perform software reprogramming for John Deere controllers; • run diagnostic readings, recordings and interactive tests; and • complete calibrations and condition monitoring. “Pro service offers a more intuitive user experience than customer service adviser,” Wiener said. “And the available Pro service licensing options offer flexibility for equipment fleet owners of all sizes, although heavy equipment owners should discuss Pro service requirements and licenses with a

trusted partner.” Before installing pro service, customers need to check the software’s minimal requirements: • Pro service OS: Windows 11 • RAM and storage recommendations: 16GB and up to 500GB of storage Licensing, Support FAQs John Deere and trusted dealers like RDO work together to create the best heavy equipment ownership experience. Part of that includes developing self-repair tools that can be affordable for various operation sizes. “Current customer service advisor license owners will receive notifications within their operations center account at least 30 days before expiration,” Wiener said. “Pro service will not be automatically renewed, so heavy equipment owners can have time to contact their trusted aftermarket sales professional to discuss their options.” Wiener explains that pro service licenses can be categorized in a few ways like per machine or per organization. John Deere pro service also includes service business options for ag, turf, construction, forestry, utilities and other service-based operations. “When John Deere releases new digital

self-repair tools, we at RDO Equipment want to be the first place a customer calls,” Wiener said. “We’ve had one customer call and realized he had multiple operations center accounts with different customer service advisor subscriptions. We were able to help this customer centralize his 17 machines under one fleet organization and have a license for each vs the customer purchasing more then they needed with an organization license.” John Deere also operates a support portal and phone line, which customers can access in addition to contacting their preferred equipment technology advisor. Not sure which license fits your operation? Start with one machine, or talk to an RDO Equipment adviser to scale up when it makes sense. Technology Partners, Real Service: RDO Connected Support RDO Equipment is committed to supporting customers transitioning from customer service adviser to pro service, whether a contractor or farmer feels like a repair expert or is just starting to access digital self-repair tools and remote support services. Customers with a customer service advisor

account can access a free trial of pro service by entering their machine’s serial number. For advanced features like software updates, an electronic data link is required. “We’ve been partnering with product managers and customer service advisers in the field to ensure no farmer, contractor or owner-operator loses access during the changeover,” Wiener said. He shares that those who have accessed pro service reported positive feedback about the increased accuracy in remote diagnostics, which helps decrease downtime during critical production windows. “RDO Equipment team members are committed to their key role in this heavy equipment service and support ecosystem that quickly provides technical expertise,” Wiener said. “Innovations like pro service plus effective training can help machines run during critical times for our customers. When they are successful, so are we.” For more information, visit RDOequipment.com. (Article reprinted with permission from RDO Equipment Co. Utah Tour Operator Relies On Volvo L25 Electric Loader VOLVO from page 12

With the Volvo L25 electric CWL, Poe gets up to five hours of continuous snow clearing and instant torque at the controls, no warm-up required. “I jump on this rig, the battery is ready to go and I can push snow,” he said. “I don’t have to light a fire underneath my vehicle — literally — to get it warm enough to start.” But the loader isn’t just for snow. Poe also uses it to empty shipping containers and haul equipment without needing to run a generator or deal with indoor diesel emissions. Partnership Makes It Possible When Poe decided to replace his old equipment, Arnold Machinery Co. stepped in to help. “Volvo had just introduced the L25 electric into the marketplace,” said Jared Johnson of Arnold Machinery, who facilitated the purchase. “We were able to bring one out and let Kevin try it. At that point, he decided that this

was the machine for him and his business.” The L25 electric compact wheel loader requires 30 percent less maintenance, no fuel consumption and fewer moving parts, which means lower operating costs over time. For Poe, it also means reliability — a must for a business where timing matters. “It probably seems like an interesting combination: telescopes and heavy equipment,” Poe said. “But the overlap would amaze most people. It’s all about downtime.” Demonstrating a Better Way Poe has spent years with the National Park Service, educating people about climate change. JCB Celebrates 80th Anniversary, Sale of Commemorative Backhoe Loader

Garton.Co www.garton.co

JCB photo

Jason Koon and his daughters, Mia and Ella, take delivery of the millionth backhoe from Wesley Scott, dealer principal of WesPro JCB; Lord Bamford, chairman of JCB; and Craig Jacobs, sales manager of WesPro JCB.

JCB hosted a special event at its North American headquarters in Savannah to mark the sale of its commemorative millionth backhoe loader. The machine, which had been on display in the lobby, was celebrated as it began its working life. Company leadership, including JCB Chairman Lord Bamford, were on hand for the send-off as Jason Koon of CSD Inc. took possession of the 4CX model. The milestone occasion was part of a series of celebrations marking JCB’s 80th anniversary on Oct. 23, 2025. “I am the only person in our business now who can remember the early days when we first started to make backhoes in the early 1950s,” Bamford said. “Looking back at that time, I could never have imagined that JCB would go on to make one million of these diggers. Looking back is a fun thing to do of course, but it’s always been JCB’s way to look forward, and I’m looking forward to the production of the next one million backhoes, making sure they continue to add value to our customers’ businesses all over the world.” The millionth unit — one of two specially outfitted machines to roll off the line at JCB’s world headquarters in the U.K. — represents more than seven decades of engineering leadership and continued commitment to one of the world’s most versatile machines. JCB introduced the first backhoe loader in 1953, and it remains a staple of job sites across the globe. Today, it is the fourth-most popular piece of construction equipment in the world. “I’ve spent my life in the operator’s seat and laid over 2,000 miles of pipe in my time,” said Jason Koon, CEO and owner of CSD Inc. “JCB backhoes have been there with me every step of the way. From my early days working with my family’s business to now leading several companies in

the utility and construction sectors, I’ve run nearly every JCB model out there. The Sitemaster release was a game changer for me, and to now take delivery of the one-millionth backhoe is not only an honor, it’s personal. There’s no machine I trust more.” JCB sold its first backhoe in North America in 1964, a 4C model that laid the foundation for decades of growth and innovation. Since then, more than 225,000 JCB machines have been retailed across the continent. The evolution of the backhoe continues today with the latest 3CX and 4CX models, including the commemorative machine, which showcase advancements that prioritize operator comfort, efficiency and performance. This legacy of innovation is deeply rooted in JCB’s longstanding commitment to North America. The company incorporated in Whitemarsh, Md., in 1970 and in 2000, moved its North American headquarters to Savannah, Ga., where today’s celebration took place. The Savannah facility now employs more than 1,000 people in the region. Looking ahead, JCB will further expand its North American footprint with the opening of a new $500 million manufacturing facility in San Antonio, Texas, slated for summer 2026. JCB continues to invest in the backhoe loader segment while honoring the machine that helped launch the company into global prominence. The sale of the millionth backhoe is not only a celebration of the past but also a signal of JCB’s ongoing commitment to customers and the future of construction equipment. It also serves as a fitting tribute during the company’s 80th anniversary year, commemorating eight decades of progress, performance and partnership with customers worldwide. Construction Industry Insights...

Skanska Releases Fall 2025 Construction Market Report Skanska has released its Fall 2025 Construction Market Trends Report. Leveraging its composite construction index, the report delivers in-depth analysis and critical insights into the current state of the construction industry, highlighting the impact of tariff exposure, labor shortages, policy uncertainty and sector performance. “As we approach the end of the year, the United States construction market is shaped by both volatility and opportunity,” said Steve Stouthamer, executive vice president of project planning of Skanska USA Building. “Despite ongoing challenges with material costs and labor availability, strong demand in high-growth sectors such as data centers, semiconductor facilities and pharmaceutical manufacturing are expected to drive momentum in the market as we move into 2026.” With experience across diverse sectors nationwide and globally, Skanska brings a unique perspective on emerging industry trends, with key report highlights including: • Total construction starts were up 3.1 percent in September 2025 to a seasonally adjusted annual rate of $1.26 trillion, driven mainly by nonbuilding with modest gains in residential construction. • Year-to-date starts increased 3.5 percent compared to 2024. Nonresidential building starts declined by 6.2 percent in September but are up 5 percent year-over-year. • Construction costs remain volatile, especially for key materials like steel, metals and lumber.

“...high-growth sectors such as data centers, semiconductor facilities and pharmaceutical manufacturing are expected to drive momentum in the market as we move into 2026.” Steve Stouthamer Skanska USA Building

• The current administration has announced a blanket 10 percent tariff on all lumber imports, effective Oct. 14, 2025, which early estimates suggest will have limited immediate impact on lumber pricing. • Copper pricing has stabilized after collapsing in July, when it was announced that exemptions were included in

the refined and scrap copper tariffs, which make up more than 80 percent of annual copper imports. • Structural steel pricing continues to move slowly and steadily upward, including recent increases of $35/ton on wide flange steel and $60/ton on plate steel, with increased lead times of 14-8 weeks. • Aluminum prices continue to push record highs. Nickel prices are down and have stabilized. • Overall pricing remains elevated due to sustained demand from high-tech sectors such as data centers, semiconductor fabrication and other copper-intensive construction. • In August 2025, construction unemployment was 3.2 percent, with a drop of 7,000 jobs over the month driven mainly by decreases in nonresidential construction. • Industry employment has grown only 0.7 percent yearover year. A persistent labor shortfall, estimated at approximately 450,000 workers, continues to pressure wages, which may rise to retain talent. Data centers continue to see strong demand, fueled by Ai and cloud computing expansion. • Similarly, semiconductor and pharmaceutical manufacturing benefit from federal incentives and reshoring trends, positioning them for robust investment in the near term. This increase in demand is straining structural steel mill capacity, resulting in longer lead times and contributing to elevated copper prices. For more information, visit skanska.com. 

Base Layer Rehabilitation With CR Series Pavers in Bavaria

The W 240 CRi, the mainstay of the cold recycling train, is one of the world’s most powerful and efficient cold recyclers, according to Wirtgen.

In Markt Indersdorf, around 31 mi. north of Munich, technology meets long-term infrastructure planning considerations. Here, a cold recycler from the CR series took only three Wirtgen photo In situ cold recycling is particularly resource-friendly days to produce a new base layer — and not only cut the construction time by six to eight weeks, but also significantly and cost-efficient and enables the completion of projreduced the burden on local taxpayers. ects without long construction times.

Cold Recycling Remedy for Backlog in Road Rehabilitation Germany’s roads are plagued by an enormous backlog of planned or pending rehabilitation projects — especially in the case of communal infrastructure. The main causes of this are high traffic density, adverse weather conditions, and long see COLD page 36

Hamm Tandem Electric Rollers Impress On Steep Slopes On such challenging construction sites, the demands faced by man and machine are rather unusual. Two electrically-powered HD 12e tandem rollers from Hamm AG were deployed during the enlargement of the Rabenleite high-level reservoir for the Reisach pumped-storage hydroelectric plant in the Upper Palatine Forest. HD 12e Electric Rollers in Action for Hydroelectric Power Plant Ensuring an efficient water supply for a pumped-storage hydroelectric power plant is not necessarily an everyday task for a compact tandem roller on a construction site. As part of the Reisach project, the Rabenleite high-level reservoir was enlarged to significantly increase its storage capacity. The construction measures enabled the capacity of the reservoir to be increased by approximately 6 percent from the previous 53 million cu. ft. The ring dam around the reservoir had a circumference of 5,249 ft. and the height of its crest was increased by 30 in.

Wirtgen photo

Wirtgen Group machines impress as a universal solution, here with a particular focus on the two Hamm rollers that precisely compacted the surface of the steep slope.

Electric Machines Show Strength On Steep Slopes The steep slope of the dam around the reservoir presented extraordinary challenges for the technology and equipment deployed on the project. Conventional, diesel-powered machines would’ve needed extensive modification to cope with the extreme slope gradients of around 40 percent. In the meantime, the electrically powered HD 12e machines from Hamm have made their mark

as an uncomplicated and efficient alternative. Only minimal modifications were required to make them usable on such steep slopes. Focus On Safety, Precision To ensure maximum safety, the two machines were connected to one another with steel wire ropes and additionally secured by hitching the ropes to an excavator. When one of the machines went down, the other was automatically pulled up the slope. In addition to the safety aspect, the

two machines used here also delivered even and precise compaction of the special asphalt. Follow-Up Projects in Planning The two Hamm rollers impressed not only with high compaction performance, but also with their reliability in the face of extraordinary challenging conditions. At the same time, the noise levels during compaction were significantly lower and they worked with zero local emissions. In view

of the positive experiences gained here, the machines will soon be working again on one of the customer’s upcoming projects in Switzerland. The positive résumé of everyone involved: The project at the high-level reservoir showed that the electric tandem rollers are not only powerful machines, but also are an ideal solution, even under extremely challenging conditions. CR Series Cold Recyclers Help Reduce Repaving Backlog COLD from page 27

construction times. Traditional road rehabilitation methods are often pushed to the limit when it comes to cost-efficient project realization. Material and transportation costs are high, construction times are long, and the environmental footprint is frequently less than ideal. With in situ cold recycling, Wirtgen offers an alternative that is cost-efficient, resource-friendly and quickly achievable — an ideal solution that also fulfills the road construction requirements of regional, local and communal authorities, according to Wirtgen. Fast, Simple, Resource-Friendly Lead contractor Seizmeir from Scheyern used a CR series cold recycler with foamed bitumen technology for the rehabilitation of the ST 2045. Here, hot bitumen is foamed by the addition of precise amounts of air and water and added to the mixing process together with small quantities of a pre-spread cement binder. As a rule, the surface layers, made up of asphalt or granular material, are taken up and mixed with binding agents in a single pass. In the mixing chamber of the W 240 CRi, the foamed bitumen forms fine micro-bonds within the material. These bonds are crucial for ensuring the long-term elasticity of the BSM (bitumen stabilized material) used as a new base layer. The material was transferred directly from the cold recycler to the material hopper of the Vögele paver and laid down as the train advanced. Here in Markt Indersdorf, the machines achieved an impressive production rate of 360 tons per hour. No removal of material in trucks, no intermediate stockpiling and no need for new base layer material were required. Results The materials were tested in the construction materials laboratory before the start of the project to find the ideal recipe for the new base layer. In the course of this, it was determined that the existing 2-3 in. asphalt surface layer would be insufficient for the desired end result. In view of this, additional reclaimed asphalt pavement (RAP) from nearby construction sites was mixed in during the cold recycling process to produce the desired 160 mm BSM base layer. The 6.3 in. layer of RAP augmented the existing asphalt surface layer and, together with the cement binder and foamed bitumen, became a further ingredient of the mix for the new base layer of the road. The result: a homogeneous, bitumen stabilized base layer.

Wirtgen Group Production System in Action In the first phase of the project, a John Deere 672 GP grader and a Hamm HD+ 140i tandem roller prepared the construction site by grading and compacting the additionally placed RAP. At the start of the cold recycling process, precisely dosed quantities of cement were spread by a Streumaster SW 16 MC binding agent spreader. The existing roadway was pre-milled by W 150 CFi and W 130 Fi compact milling machines from Wirtgen to complete a wider working width. All the milled material was then processed by the addition of foamed bitumen in the Wirtgen cold recycler W 240 CRi. The paving of the BSM layer true to grade and slope by the Vögele paver Super 2100-5i was followed by compaction with the Hamm HD+ 140i tandem roller and final compaction by the HP 280i pneumatic-tire roller. The surface layer also was paved by the Vögele Super 2100-5i, which was fed with asphalt mix by a Vögele MT 3000-2i mobile feeder. Successful Completion of Particularly Challenging Job The existing base layer consisted of the round gravel typically used in this region — a material that was assessed as unsuitable for inclusion in the cold recycling process. The cold recycler and the milling machines milled down precisely to the upper boundary of the gravel layer. This meant that the road bed remained untouched and the new 6.3 in. base layer was augmented. The now thicker layer structure thus increased the load-bearing capacity of the road. In the final step, an only 1.6 in. thick surface layer of new asphalt was paved over the top of the BSM base layer. “We are now rehabilitating the road with the cold recycling method with a complete recycling train of Wirtgen Group machines,” said Stefan Hausmann, senior site engineer of SSP Seizmeir Strassen- und Pflasterbau GmbH. “We are paving a new and stronger base layer with additional milled material from another construction site. The big advantage: It’s a lot faster than complete removal.” Minimal Traffic Disruption The entire cold recycling train worked as a rolling construction site along the road, which meant that the sections in front of it and behind it could be used as normal, even by heavy agricultural machinery. Doosan Bobcat in Discussions to Acquire Majority Stake in Germany’s Wacker Neuson South Korean compact-equipment maker Doosan Bobcat is reportedly in “advanced discussions” to acquire a majority stake in Germany-based Wacker Neuson. The deal under consideration would see Doosan Bobcat purchase approximately 63 percent of Wacker Neuson’s shares from major shareholders — followed by a potential

public all-cash takeover offer to the remaining shareholders. Wacker Neuson confirmed the talks in an official regulatory filing, while cautioning that it remains uncertain whether the major shareholders will sell or whether Doosan Bobcat will proceed with the public offer. The acquisition would significantly

expand Doosan Bobcat’s presence in Europe, giving it access to Wacker Neuson’s longstanding dealer networks and manufacturing footprint across the continent. OSHA Alerts Employers to Top 10 Most-Cited Standards OSHA from page 1

The agency will focus on increasing use of free consultation programs to help these businesses “learn how to improve their compliance,” reported OSHonline. “They have the ability, they have the desire, they just need the knowledge,” Harbin said in his safety expo presentation. And unfortunately, said Harbin, the number of violations will likely grow once the agency releases finalized 2025 data next spring. “I encourage small and medium-sized employers to reach out to OSHA’s On-Site Consultation Program,” he said. OSHA publishes its top 10 most-cited standards each year to alert employers, noted safetyandhealthmagazine.com. The agency hopes these employers, once they know, will take steps to find and fix recognized hazards before the agency shows up to the job site. “These recurring violations … underscore how many incidents remain preventable with the right safety practices,” said OSHA Online Center. The e-learning platform believes this list serves as both a warning and a guide to strengthen compliance efforts. “It emphasizes the continued importance of proactive training, workplace inspections and employee awareness to reduce risks and protect lives.” The training organization believes OSHA’s list isn’t just for ranking but is “a roadmap” to improve workplace safety. “The list helps employers recognize which areas pose the greatest risks and where compliance gaps most often occur,” OSHA Online Center said in a blog post. Many of these violations are the result of everyday hazards, such as falls, poor communication about chemicals or improper equipment use. All of these infractions are preventable with training and vigilance, believes the elearning organization. “Small and medium-sized businesses, in particular, often struggle not because they ignore safety, but because they lack dedicated safety resources or expertise.” Once Again at Top of List Fall protection is atop the list of the most frequently cited standards, for the 15th year. There were 5,914 violations of the standard as of September. The standard details fall protection requirements, such as where, which systems for a given situation, proper construction and installation of safety systems. It also gives requirements for the proper supervision of employees to prevent falls. The rule is designed to protect employees on walking-working surfaces, both horizon-

tal or vertical, with an unprotected side or edge above 6 ft. OSHA Online Center notes that fall protection violations are among the most common and deadly in construction. “Many incidents occur because employers fail to provide proper guardrails, safety nets or personal fall arrest systems when working at heights,” it said. Plus, workers often lack training on how to use fall protection gear correctly or how to identify potential fall hazards. “Addressing these issues through proactive safety planning and regular inspections can drastically reduce serious injuries and fatalities from falls, said the organization. Number two on OSHA’s top 10 list is hazard communication. The standard focuses on hazards related to chemicals, both produced on site and imported to the site.

According to OSHA Online Center, hazard communication stands as a frequent issue especially for industries that handle chemicals daily. Violations typically involve missing or outdated Safety Data Sheets (SDS), unlabeled containers or insufficient employee training on hazardous substances. The e-learning center said that oversights can lead to serious exposure incidents and long-term health risks. “Implementing clear labeling practices, maintaining accessible SDS records and conducting regular refresher training ensures a safer and more compliant workplace.” The ladders standard made the number three spot on OSHA’s top 10 list. The standard, which continues to challenge employers, covers all types of ladders. Violations of this standard often stem Adobe Stock photo

from improper use or neglect of maintenance, noted OSHA Online Center. “Common issues include using damaged ladders, placing them on unstable surfaces or exceeding weight limits.” Such errors lead to thousands of preventable falls and injuries each year, the training firm said. “Regular ladder inspections, proper storage and hands-on safety training for employees can significantly reduce ladder-related accidents on job sites.” OSHA Online Center believes the “recurring appearance” of these top three citations highlights that many workplace injuries are preventable. “These trends suggest that awareness alone isn’t enough; consistent training, hazard assessments and safety culture reinforcement are key,” it said. “Regular inspections, employee engagement and leadership commitment can bridge the gap between compliance and real-world safety.” Turning lessons from these citations into proactive measures means organizations can move from reacting to preventing accidents, said the e-learning center. “Preventing OSHA citations starts with a proactive, structured approach to workplace safety,” it added. First, employers should conduct regular site inspections to identify and address potential hazards before they escalate into violations. Then, ongoing staff training will ensure every employee understands proper safety procedures, equipment use and emergency protocols. “Clear signage, accurate SDS and up-todate compliance documentation demonstrates a strong safety culture and readiness for inspections,” said the training firm. “OSHA’s most cited standards in 2025 remind employers that the same safety challenges continue to affect worksites across industries,” said the firm. Addressing these issues starts with awareness, consistent training, and proactive safety management, it stressed. “In today’s evolving work environments, staying compliant isn’t just about avoiding fines; it’s about protecting people and ensuring every employee goes home safe.” Rounding Out OSHAÊs Top 10 List Lockout/Tagout came in at number four on OSHA’s top 10 list. The standard outlines minimum performance requirements for the control of hazardous energy. This standard outlines the control of energy during servicing and maintenance of machines and equipment. Employers are required to establish a program of energycontrol procedures, employee training and periodic inspections. see OSHA page 64

Bobcat Co. introduced its most powerful small articulated loader, the Bobcat L35. Designed for customers seeking power and lift performance while retaining the agility and comfort of the L23 and L28 models, the L35 redefines what a compact machine can accomplish, according to Bobcat. It boasts a 2,072-lb. rated operating capacity and is driven by a 57-hp turbo-charged engine. Despite this capability, it maintains a compact footprint, measuring just 54 in. wide with a standard bucket. Its controls and maneuverability allow operators to navigate precise and confined spaces with ease. “The L35 was meticulously engineered to deliver exceptional performance and an unparalleled operator experience,” said Katie Redenius, senior product manager, Bobcat Co. “This machine strikes the perfect balance, offering heavy-lifting performance with a light footprint, all while prioritizing operator comfort with a cab built for long days on the job.” Designed to tackle demanding tasks while ensuring optimal productivity, other key features of the L35 include: • Telescoping lift arm that extends to 114.8 in. with a dual parallel leveling system to minimize spillage and maximize cycle times. • Tight-turning articulated steering and a light overall footprint limits turf damage. • Comfort-first cab including heat and air, enhanced legroom, a sound-dampening headliner, ample storage and USB connectivity. • Compatibility with more than 60 Bobcat attachments with optional high-flow auxiliary hydraulics. • Optional Power Bob-Tach allows users to change nonhydraulic attachments quickly and easily without leaving the cab. The L35 is well-suited for a wide range of industries from landscaping and hardscaping, grounds maintenance and forestry, construction and rental. Its versatility handles applications on various job sites including brick and paver installation, sod work, tree care, nursery management, material handling, fencing construction, snow removal and beyond. The L35 is available at Bobcat dealerships across North America. For more information, visit bobcat.com. 

Bigger Space Allows Abra Equipment to Boost Product Lines ABRA from page 48

The increase in space will also be a major asset in enhancing and expanding the company’s distribution of its other product lines, including SEPPI M., DipperFox and BrushFox. Abra Equipment Supply sees Foxx Loaders as an integral part of its business. These loaders have broad appeal across many industry segments and are designed for construction, landscaping, municipalities, agriculture, tree service, snow removal, land management, general material handling and more. According to Abra, what Foxx Loaders “brings to the table” is timely assistance and expert guidance from quality dealers. “With a two-year/1,000-hour warranty, U.S.-based parts and support and 30 years of proven manufacturing expertise, we see this product addition as a ‘win-win’ for an already strong lineup of attachments and machines,” said Tom Ledin, CEO of Abra Equipment Supply. Salvaging Crucial to Widening Work WIDEN from page 1

“There were numerous existing utilities — power, natural gas and data/communication providers that had existing facilities that were required to be relocated within the expanded public right-of-way in order to accommodate the construction activities associated with the planned construction of the widening of SH 105,” said Scott M. Ashmore, SER’s senior project manager. “Many of the facilities that were anticipated to be relocated prior to the start of the project’s construction remained to be adjusted when construction began. “The project was allotted 725 working days,” he added. “The project progressed very well … with 90 percent of the work completed when 61 percent of the contract time had been utilized.” To aid with utility relocations, TxDOT had a third-party management firm serve as a utility coordinator. “SER worked very closely with TxDOT and TxDOT’s third-party construction engineering and inspection firm, LJA Engineering,” Ashmore said. “SER and TxDOT representatives had separate on-site field office facilities that were set up on the same property, which made for quick and con-

Crews are widening the highway from one lane in each direction to two lanes with continuously reinforced concrete pavement

venient access to one another and resulted in many project dilemmas and field issues being resolved at the lowest level possible.” The weather also was a factor, such as flooding in the spring of 2024, Hurricane Beryl in the summer of 2025 and a severe snow and ice storm and wildfires in the Pauline Road area in the spring. Before reconstructing the existing lanes, SER crews built new lanes and shoulders. “Among the first construction activities on the project was the construction of a temporary drainage features and temporary detour pavement lane that was constructed for the entire length of the project,” Ashmore said. Salvaging Crucial “A key to SER’s approach to the project was a focus on salvaging and repurposing as much of the existing roadway material removed from the old roadway as possible and economically reincorporating it into the construction of the new highway,” he added. “To that end, a 23-acre site was secured along the project corridor that was established to store/stockpile, process and produce products for the project. Throughout the life of the project, there were nearly continuous operations that included a crushing operation, a trommel screening operation, a pugmill operation and a concrete batch plant operation.” From the ground up, the typical roadway pavement and base section of the lanes consists of a 6-in. layer of cementtreated earth subgrade, a 6-in. plant-mixed cement-treated aggregate base layer roller compacted in place, a 1-in. hotmix asphalt base bond breaker and a 10-in. continuously reinforced concrete pavement section. On a typical day, the concrete paving crew would place roughly 2,000 linear ft. of roadway. “In most cases, early strength test results would be sufficient to permit access to and use of the concrete pavement within three calendar days,” Ashmore said. “Paving shifts typically started during the early morning hours. Ice was routinely added to the concrete mix at the batch plant during periods of high temperatures in order to control the concrete’s temperature during placement.” The concrete pavement was placed with a fleet of Gomaco equipment including a GP-600 slipform paver, a PS-2600 placer/spreader and a TC-600 Texture/Cure machine. A Gomaco C-450 bridge deck finisher was used on the bridge concrete deck pours. see WIDEN page 59

Newly placed concrete barriers are part of the roadway taking shape.

Work occurs at all hours.

The four new concrete girder-type bridges were constructed to a width of 111 ft.

Recycling was critical to the success of the project. Here, a Cat articulated truck hauls off asphalt ground up using a Roadtec milling machine.

Widening Project Features Four Concrete Girder Bridges WIDEN from page 58

Bridging the Gap The four new concrete girder-type bridges were constructed to a width of 111 ft., with a center auxiliary lane, two through traffic lanes with a full shoulder for both eastbound and westbound traffic and a full pedestrian sidewalk on either side of each bridge. Slightly more than 5,000 linear ft. of TxDOT TY C223 bridge rail was constructed as a component of the project’s bridge structures two lanes in each direction at Crystal Creek. The East Fork bridge is 191 ft. long, the Hurricane Creek bridge is 67 ft. long, the Caney Creek bridge is 651 ft. long and the Cagle Branch Creek bridge is 117 ft. long. “Each of the project’s four bridges crossed waterways that were not to be disturbed and posed challenges to the use and placement of cranes needed to set the 132,000-lb. Tx62 girders,” Ashmore said. Bridge construction time varied widely depending on which bridge and which phase was being constructed. “The first phase of each bridge involved the construction of the 39-ft. width of each bridge, while the subsequent phases involved the construction of the remaining 72-ft. width of each bridge,” Ashmore said. All of the bridges included the installation of drill shaft concrete foundations ranging from 18 in. to 72 in. in diameter and depths of up to 91 ft. below the natural ground surface elevation. Prestressed concrete girders were manufactured at an offsite location and transported to the project for placement. In total, there was 13,280 linear ft. of girders

that were comprised of Tx28, Tx34, Tx54 and Tx62. The bridges over Hurricane Creek and Cagle Branch Creek were designed with interlocking prestressed concrete sheet pile driven adjacent to the respective channels to provide an additional level of scour protection to the structure’s abutments. Concrete sheets 2-ft. wide by 1 ft. thick and up to 41 ft. long, totaling 18,400 sq. ft., were driven with a diesel piledriving hammer. The existing bridge structures were demolished by SER crews equipped with hydraulic breakers and demolition jaws mounted on crawler excavators. “It was necessary to remove portions of the existing bridges in order to provide sufficient room to construct the first phase of the new bridges,” Ashmore said. “Once the first phase of the new bridges was opened to traffic the remainder of the existing bridges were demolished to make way for the completion of the construction of the new bridges.” Most of the general underground, earthwork and subbase layer’s construction was performed with the use of SER’s fleet of Cat equipment represented and serviced by the Houston area’s Mustang Cat. The new waterline and associated earthwork and roadway drainage consisted of 40,000 linear ft. of waterline installation and drainage installation, including nearly 23,000 linear ft. of concrete box culvert of varying sizes up to 8-ft.-by-5ft., and nearly 20,000 linear ft. of reinforced concrete pipe of varying sizes up to 48 in. in diameter. see WIDEN page 62

“Replacing nearly 7.5 mi. of water line and installing over 100 individual property service connections to everything from a house to a business and to a large public school required significant coordination,” said Ashmore, who noted that PVC pipe was used for the water line.

Batch Plant Set Up To expedite the work, SER Construction set up an Odisa 12LP concrete batch plant that was bought through Mid-States Aggregate Equipment, using 11 ready-mix concrete trucks. On a typical day, SER would have more than 75 employees working on the site and three to six subcontractors working there with up to 40 employees. SER brought in drill shaft construction, pavement demolition milling, traffic signalization, permanent pavement markings, small roadway signage, reinforcement steel tying, pavement joint sawing and sealing and sod/seed/fertilizer subcontractors. Demolition and excavation of the existing roadway generated more than 150,000 tons of

concrete, asphalt and roadway subbase materials containing asphalt pavement and iron ore subbase. “All existing roadway pavement and base materials removed from the existing roadway were reused on the project,” Ashmore said. Products such as cement, fly ash, limestone aggregate and concrete sand were delivered to the batch plant and used to produce more than 75,000 cu. yds. of ready-mix concrete. A McCloskey 621 RE Trommel was bought from McCourt Equipment Inc. for material screening applications. A Pugmill Systems BT750 Pugmill was erected at the project’s construction yard. A Kleemann MR130 crusher was rented from Nueces Power Equipment. The work took its toll on the equipment. “Typically, SER had a mechanic on site that performed equipment maintenance and repairs,” Ashmore said. “Having routine wear items on hand and utilizing specialized chemicals to help keep equipment that transports, handles and places concrete as clean as possible is key to long-term maintenance on a construction site.”  CEG (All photos courtesy of SER Construction.)

OSHA Advises Employers On How to Improve Compliance OSHA from page 44

This is meant to prevent injury by isolating a machine from the energy source and render it inoperative before the employee services the unit. Respiratory protection citations are on the list at number five. The standard directs employers on establishing or maintaining a respiratory protection program. Requirements for program administration; worksite-specific procedures; respirator selection; employee training; and fit testing are included. Also included are rules regarding medical evaluation; respirator use; and respirator cleaning, maintenance and repair. The rule states that the employer must provide a medical evaluation to determine the employee’s ability to use a respirator. That evaluation must occur before the employee is fit-tested or required to use the respirator in the workplace. The employer may discontinue an employee’s medical evaluations when the employee is no longer

required to use a respirator. At number six on OSHA’s Top 10 list is fall protection training requirements, addressing those specifically of the employer. The employer must provide a training program for each employee who might be exposed to fall hazards. The program must enable each employee to recognize the hazards of falling and train each employee in procedures to minimize these hazards. At number seven on the citations list is scaffolding and the standard covers general safety requirements for the structures. Scaffolds should be designed by a qualified person, according to OSHA, and construction and loaded in line with that design. Employers are bound to protect construction workers from falls and falling objects while working on or near scaffolding at heights of 10 ft. or higher. Powered industrial trucks are number eight on OSHA’s most cited standards list. The standard covers the design, maintenance

The powered industrial trucks standard, number eight on OSHA’s most cited standards list, covers the design, maintenance and operation of these machines.

and operation of these machines. The machines covered by the standard include forklifts and motorized hand trucks. It also covers operator training requirements. The employer must certify that each operator has been trained and evaluated as required. Certification must include the name of the operator, the date of the training, the date of the evaluation and the identity of the trainer or evaluator. If the powered truck is in need

of repair, the defective or unsafe truck must be taken out of service until it is restored to safe operating condition. Violations of OSHA’s personal protective and lifesaving equipment standard regarding eye and face protection is number nine on the Top 10 citation list. Addressing appropriate PPE for workers exposed to eye or face hazards, it includes risks such as flying particles and chemical gases

or vapors. The employer must ensure each employee uses appropriate eye or face protection when exposed to hazards. Hazards cited include molten metal, liquid chemicals, acids or caustic liquids or light radiation. Last on OSHA’s Top 10 list is machine guarding. The standard protects operators and employees from hazards including those created by point of operation. Other hazards cited include ingoing nip points, rotating parts, flying chips and sparks. One or more methods of machine guarding must be provided to protect the operator and other employees in the machine area. The agency knows “significant progress” has been made in improving workplace conditions but said it can’t achieve its mission with enforcement only. “That’s why we’re taking a balanced approach — one that values partnerships and strong compliance assistance as essential strategies alongside traditional enforcement.”  CEG
