Granite Construction is building the final $114 million mainline segment of a seven-phase project designed to decrease congestion through the Carpinteria-Montecito-Santa Barbara section of U.S. 101.

The road is a major corridor for traffic flowing from Los Angeles to San Francisco.
Three phases of the $700 million project are complete, three more will be completed this year, with the final segment scheduled for completion at the end of 2028. The 11-mi. project includes adding peak-hour high-occupancy lanes in both directions, constructing 14 bridges and rebuilding stormwater management systems.

John Van Lenten is the project manager for Granite, managing 16 contracts — seven “mainline” and nine “parallel” — for the work.
“As the CMGC (construction manager/general contractor) of the project, Granite has shouldered major responsibilities,” he told Construction Equipment Guide. “The project is about 75 percent complete.”
Although the responsibility has been heavy, Van Lenten said the alternative contract delivery method has brought added efficiencies over the traditional design-bid-build scenario for work with Caltrans.

Last month, DOT Secretary Sean Duffy announced $1.86 billion in emergency relief funding would help accelerate repairs to infrastructure.
This includes more than $908 million to repair damage caused by Hurricane Helene and brings FHWA total commitment for Helene damage to $3.4 billion.
“As hurricane season begins, we’re reminded that when disaster strikes, its essential leaders mobilize quickly to help American families in need,” Duffy said. “Our roads and bridges are essential infrastructure that keep our local economies moving.”
Sean McMaster, FHWA administrator, said the agency would continue to work closely with states until all damaged roads and bridges are restored.
“When transportation links are broken, this causes interruption to people’s lives and our economy — getting them back up and running again is essential.”
DOT said the remaining balance of the $1.86 billion emergency package will fund continued repairs from the 2024 flooding and mudslides
It also will cover 2025 storms and flooding in Arizona, multiple atmospheric river events in the west and other disasters across the country.
Helene, which made landfall in 2024, brought devastating floods to western North Carolina and eastern Tennessee.
The storm caused extensive loss of life and an estimated $78.8 billion in damage, according to the National Oceanic and Atmospheric Administration (NOAA).
Government procurement consultant Strategic Partnerships Inc. reported that the storm caused not only flooding but landslides across western North Carolina. It damaged thousands of miles of roads and more than 1,000 bridges and culverts, said the firm.
North Carolina, which estimates rebuilding could run into the tens of billions, will receive $415 million for repairs as a result of Helene.
The next largest relief allocation is for a catastrophic failure. Approximately $300 million is allotted to the Francis Scott Key Bridge collapse, said Strategic Partnerships.
“The Baltimore bridge fell in March 2024 after a container ship lost power and struck a pier,” the firm reported.
It said the full rebuild is estimated at approximately $2 billion, with the project taking a design-build approach.
California is in line to receive approximately $260.7 million spread across a long list of separate events going back several years, said Strategic Partnerships.
“These include repeated atmospheric river

storms, statewide winter storms and wildfirerelated damage across the state.”
Among the list of relief recipients is Puerto Rico at approximately $90.8 million for a cluster of hurricane and storm events. Arizona will receive $17.7 million.
The agency specifically pointed to Arizona’s 2025 storms and flooding in Gila, Mohave and Pinal counties.
Strategic Partnerships stressed that states have up to two years from the date of a disaster to apply for funds. They must submit a detailed list of eligible repair sites and costs at the time of application.
The emergency relief fund works as a reimbursement program rather than an
“Federal money covers most but not all of the cost,” said the consulting firm. Emergency relief generally reimburses 90 percent on interstates.
It covers 80 percent on other federal-aid highways. The most urgent work is eligible for full federal funding in the immediate aftermath of a disaster.
“The balance falls to the states, which carry out the rebuilding by putting the work out to private contractors through their own procurement,” said the firm.
reported, will go to repairs after “historic” flooding impacted Outagamie and Waupaca counties in April.
“This aid will make a monumental difference for communities … whose losses totaled twice their annual tax levy,” said Tom Nelson, Outagamie County executive.
The president approved $32 million in disaster aid for Michigan after storms hit dozens of counties in the state this spring.
The Detroit Free Press reported that Trump said the funding was being provided as part of a disaster declaration he was granting the state.

President Donald Trump announced
Michigan Gov. Gretchen Whitmer said storms caused nine tornadoes, heavy rain and widespread damage and flooding in 43 counties across the state.
It was announced this month that Missouri will receive $27.6 million to assist with ongoing recovery efforts following storms, tornadoes and flooding.
Missouri Sen. Josh Hawley had urged immediate federal relief after severe weather caused extensive infrastructure damage, reported Newstalk KZRG. The resulting damage impacted hundreds of households across multiple Missouri counties, and local and state officials estimated millions in damages. The funds are expected to repair critical public infrastructure, compensate local governments and provide aid to families recovering from the storms.
In June, the U.S. Department of Agriculture approved nearly $32 million in disaster aid for Vermont, which was hit with floods in 2023 and 2024. see DISASTER page 42

States-based manufacturer and global supplier of bulk material processing and handling systems, is introducing expanded horsepower options across its Patriot Cone Crusher lineup, giving aggregate producers greater flexibility to optimize performance in demanding and unpredictable crushing applications.
According to the manufacturer, the move to more horsepower is less about tonnage increases and more about solving operational challenges producers face every day in the field.
The updated options include increasing the Patriot P300 from 300 to 350 hp; the P400 from 400 to 450 hp; and the P500 from 500 to 600 hp.
“There’s a misconception that more horsepower equals more tonnage, and that’s not necessarily true,” said Jarrod Adcock, Superior’s crushing product manager. “What additional horsepower really does is expand the machine’s application flexibility.”
Adcock stresses that ideally, cone crushers should be choke-fed (operating with a full crushing chamber) for maximum crushing efficiency. But in real world operations, maintaining consistent choke feed conditions is not always possible, he notes.
Variations in upstream feed, surge fluctuations, screening limitations, segregation, portable plant constraints, haul cycle inconsistencies and changing material conditions can all prevent a cone crusher from operating with a consistently full chamber.
“When producers reach amp limits before fully optimizing the crushing chamber, additional horsepower can make a big difference,” Adcock said. “It creates more operating headroom, allowing producers to maintain crushing force and reduction
loaded feed conditions while sustaining throughput and hitting target gradations.”
For portable operations, Superior said expanded horsepower is a major advantage. Traditionally, moving into the 600-hp cone crusher class has required larger plants and oversize transport permitting, but the increased horsepower available on the P500 helps producers achieve that performance on a portable chassis.
“Having a 600-horsepower cone on a portable chassis is not typical because higher horsepower cones can create portability challenges,” Adcock said. “Adding more horsepower to our P500 portable cone gives producers access to expanded performance without sacrificing portability.”
Superior Industries noted that the additional horsepower is not intended to override the physical limitations of chamber design or liner geometry. Instead, the expanded horsepower configurations are designed to help producers operating in difficult or inconsistent applications where ideal feed conditions cannot always be maintained.
According to the manufacturer, the added horsepower provides more operating flexibility in situations where crushers are not consistently choke-fed or where upstream conditions fluctuate throughout the day. The additional horsepower options are available on new Patriot cone crushers, while select existing units may also qualify for retrofit upgrades following an application review by Superior engineers.

GRANITE from page 1
“Frequently, when one piece of the project is still getting permitted and funded, we have been able to get other pieces of the project moving,” Van Lenten said. “When the final design elements are in place, the pieces can move forward together. I believe this approach allowed us to reduce the duration of the overall corridor by about three full years.”
The Granite team has completed three segments of the work, with the Santa Barbara section now getting started.
“We have just moved traffic onto the newly completed southbound lanes. This required an extended weekend Saturday/Sunday shift due to the complexity and closure requirements of the major traffic handling change.”
Van Lenten calls this corridor “constrained,” with space limited between established communities on the east, the Pacific Ocean on the west and a busy railroad line in between. This complicated geography brought further challenges as the team managed numerous stream crossings for the new bridges. Workers had to account for seasonal restrictions to protect the fish in some of the streams. Granite kept a biologist on call when protected species were affected.
“Another challenge occurred while demolishing some of the older bridges,” he said. “In order to keep the traffic flowing during construction, we had to build some of the bridges in stages rather than all at once.” Five of the bridges were precast, prestressed concrete with cast-in-place decks. Others were cast-in-place box girder bridges with parabolic arches. Significant community input was taken into consideration when designing architectural features.
“All of the bridges required significant shoring,” Van Lenten said. “The water table is high, since we are near the ocean, and the work was being done near existing bridges. In addition, some of the bridges were in such rocky conditions that pile types were changed to accommodate subsurface conditions. This reduced the risk while providing the re-

will help preserve these elements for decades to come.
Much of the road sections were built on a subbase of crushed materials from demolished bridges and roads. Granite workers built the new roads with 5 in. of subbase, 3 in. of asphalt and nearly 1 ft. of concrete. The roadway required 170,000 tons of asphalt and 200,000 cu. yds. of concrete. Workers constructed 82,000 linear ft. of various types of barriers.
The Granite construction team also is building 35 retaining walls and 23 sound barriers for the project.
While working on this massive project, the Granite team also has worked on parallel projects to make it easier to access the freeway. The team constructed two roundabouts in Montecito, signalized intersections and created shared-use paths for use by walkers and cyclists.
Van Lenten is an avid cyclist and has tested the paths out himself on weekends. The stunning scenery and proximity to the ocean mean that the bike paths draw cyclists from nearby communities as well as residents.

DISASTER from page 24
The grant money “should be moving out,” said Brooke Rollins, agriculture secretary.
“We signed Vermont yesterday,” Rollins said in announcing the funds.
According to Vtdigger.org, the $31.7 million will go toward flood relief, specifically for farmers who have limited access to FEMA funds.
The funding will support farmers who have faced infrastructure damage, floodrelated losses or market losses.
Douglas Farnham, Vermont’s chief recovery officer, called it “an excellent award,” and said the state is very grateful for it, reported the news agency.
“I know that our agency’s been working with the federal agency for months to get this right, and we’re really happy to be moving forward with it.”
Summer floods in 2023 and 2024 devastated communities across Vermont. The waters caused nearly $1 billion in damage to public infrastructure.
The U.S. Department of Commerce has allocated nearly $124 million in funding for northwestern fishery resource disasters.
The funds, announced by NOAA, was appropriated by Congress under the American Relief Act of 2025.
Funds will address disasters that occurred in Oregon, California, Alaska and among the Squaxin Indian tribe between 2019 and 2023, said the agency.
“Fishery resource disasters have devastating effects on local communities and our economy,” said Neil Jacobs, NOAA administrator.
The allocation demonstrates a continued commitment to American fishermen, said Jacobs.
He added that it also upholds Trump’s vision of America as the world’s dominant seafood leader.
These disasters greatly concern the fishing industry and the communities that depend on the fisheries, said Eugenio Piñeiro Soler, assistant administrator for NOAA Fisheries.
“NOAA will continue to provide guidance and resources to boost recovery and support more resilient fishing communities in the future.”
The funds will improve the long-term economic and environmental sustainability of the impacted fisheries, said NOAA. Funds can be used to assist fishermen, charter businesses, shore-side infrastructure, subsistence users and other impacted community groups.
Activities that can be considered for
funding include fishery-related infrastructure projects, habitat restoration and job retraining.
Nebraska Gov. Jim Pillen requested Trump issue a major disaster declaration related to wildfires that hit the state this spring.
In announcing the request, the Nebraska Emergency Management Agency (NEMA) said the funding help cover the cost of damage to public infrastructure.
The damage resulted from the Morrill, Cottonwood, Ashby and Minor fires in which more than 821,000 acres were burned.
Damage to roads, bridges and power infrastructure would be mitigated by the funding, according to NEMA. Power infrastructure was the most impacted as fires burned through transmission corridors and distribution systems, the agency said.
“As Nebraska faced historic wildfires, the people of our state came together to jumpstart the recovery process,” said Pillen.
Pillen submitted the request for a disaster declaration to the White House and FEMA.
“We appreciate President Trump’s attention to this matter and his long-standing support of our state when we have requested
disaster recovery funding.”
Preliminary damage estimates by FEMA and NEMA have reached nearly $9.7 million, said NEMA. State officials say federal assistance is needed to support longterm recovery efforts.
Also requesting a major disaster declaration for 2025 wildfires and flooding is Colorado, reported coloradonewsline.com.
The Lee and Elk fires grew rapidly and forced evacuations in and around the town of Meeker after lightning started the fires last August.
The news agency reported that more than 1,200 firefighters were assigned to the fires at their peak intensity in mid-August. The fires were fueled by extreme drought and critical fire weather conditions. The blazes resulted in more than $27 million in damage.
Flooding in Archuleta, La Plata and Mineral counties last October damaged more than 60 mi. of road, culverts, drainage structures and embankments.
Drinking water, wastewater and recreation infrastructure also were damaged. The floods have caused more than $13 million in damages, said coloradonewsline.com.
Colorado has spent more than $57.5 million to support recovery from disasters since July 2024. CEG

GRANITE from page 40
One piece of specialty equipment, the Giken Silent Piler, used hydraulics to push sheet piles into the earth to support the highway and new bike path. This work was close to a 16-in. gas main and adjacent to railroad tracks. Granite chose to push the piles in with hydraulic pressure rather than use traditional vibratory motion to insert the piling.
Granite said it takes safety seriously — both for workers and for motorists. The company set up about 500,000 ft. of K-rail for workers to labor behind. It also installed sensors to detect when traffic was slowing down. Workers used this information to relay in real time to message boards miles ahead of the slowdown to inform motorists of impending traffic.
Already, commuters and locals are seeing the effect of the completed pieces of the massive project, including:
• Summerland improvements: undercrossings, off-ramps, bike paths updated;
• Padaro improvements: Toro Creek
Bridge, Arroyo Parida Creek Bridge and the South Padaro Lane undercrossing; and
• Carpinteria improvements including the Santa Monica intersection, Santa Monica Creek Bridge, Franklin Creek Bridge, Bailard Avenue drainage, off-ramps and intersection improvements.
As the Granite team enters the home stretch of the project, it can look back at complex problems handled and a successful build.
“From an environmental perspective, we planned to protect land, air and water,” Van Lenten said. “We contended with dust suppression for the air, conservation issues for the ocean and streams, and, of course, issues on land for the structures we were building.”
The project has been decades in the making, and Van Lenten sees great progress.
“Motorists already are using finished parts of the road and are breathing easier,” he said. “They will be facing much less congestion for years to come. No longer will they have to build time in their schedule for long delays.”

United States road trip to showcase how Trimble customers weave the company’s construction, geospatial and transportation technology into the fabric of everyday life.
Traveling in a custom-branded Airstream trailer that serves as a mobile studio, the tour will stop at construction projects, infrastructure landmarks, stadiums and high-profile sites and events. The focus is to highlight the grit and innovation Trimble customers use to design, build, map and move the modern world, according to Trimble.
“Trimble is transforming how the world works, yet most people are not aware of the vital role technology plays in building and sustaining some of our most important assets and industries,” said Erin Jones, AVP of brand of Trimble. “The ‘Everywhere You Turn’ journey invites the world to see innovation in action and celebrate unsung heroes solving complex challenges — from surveyors measuring mountains and organizations building and maintaining resilient infrastructure to logistics professionals optimizing the global supply chain.”
Trimble will document this journey across the country, producing immersive videos, real-time social media content and in-depth interviews that showcase Trimble customers and technology in action. This will include a four-part video series that spotlights the technology behind some of the world’s most ambitious projects.
The first video episode kicking off the summer, ‘Trimble in the Wild: Surveying Colorado’s 14ers,’ will feature a mission to re-measure two iconic summits — Mt. Elbert and East Crestone. Using advanced
scale the peaks and seek definitive to-theinch elevation data that could rewrite the list of Colorado’s famous 14,000-ft. peaks.
Other video feature episodes will examine the use of Trimble technology within major infrastructure projects, take a behind-thescenes look at one of the biggest stadiums ever built and explore how architecture, design and construction technologies connect the digital with the physical for the creation of compelling dining and entertainment venues.
The “Everywhere You Turn” journey hit the road in June. Follow the Trimble trailer:
• Online at Trimble.com or from Trimble’s YouTube channel and follow across LinkedIn, X and Facebook to get real time updates.
• In person at the Sonoma Raceway Fan Zone during the NASCAR Cup Series race occurred on June 28, and upcoming at Soldier Field in Chicago for the Liverpool FC match against Leeds United on Aug. 2.
Both in-person events correspond with Trimble’s global sports sponsorships with RFK Racing and Liverpool Football Club, which leverage the high-performance worlds of NASCAR and the Premier League to showcase how a connected ecosystem — whether on the track, football pitch or job site — empowers teams to achieve more, according to Trimble.
The initial “Everywhere You Turn” road trip will culminate when the Trimble trailer arrives at the Trimble Dimensions User Conference in Las Vegas Nov. 9-11, 2026. Additional ventures in North America and beyond are anticipated in 2027.
