Work has begun on an $11.3 million construction project to widen and improve roads to Lake Mohave within Lake Mead National Recreation Area. The plan is to provide wider, smoother roads for an increasing number guests seeking recreation in the area. Lake Mohave is a reservoir formed by Davis Dam on the Colorado River, which defines the border between Nevada and Arizona. The lake lies at an elevation of 647 ft. (197 m) near Laughlin, Nev.
The roadways will be reconstructed from the base to the surface and will be widened to 12-ft. (3.7 m) lanes with 2-ft. (.6 m) shoulders.
The Lake starts at the Hoover Dam on the Colorado River and runs to the Davis Dam. The lake and adjacent lands forming its shoreline are part of the Lake Mead National Recreation Area administered by the U.S. National Park Service. Lake Mohave encompasses 28,260 acres of water. Activities at the lake include boating, fishing, kayaking and canoeing. Road improvements will take place on Davis Dam Road to Katherine Spur Road, Katherine Spur Road and parking lots within the Katherine Landing area. see ROADS page 22

CLARKSBURG, Calif. (AP) California is proposing its most ambitious water project in a halfcentury. At $15.7 billion, it would run two giant tunnels, each four
stories high, for 35 mi. under the Sacramento-San Joaquin River Delta in Northern California, sending water to cities and farms to the south. In size and cost, the feat would rival or dwarf the tunnel under the English Channel and Boston’s Big Dig. Some things to know about the
delta tunnels: Why It’s Proposed The way water is taken today from the delta has altered natural flows, making it run backward in parts and pulling migrating native fish off course. Once-bountiful stocks of Delta smelt, Chinook
salmon and other native species have plummeted. At least 35 native fish, plants and animal species there are now listed under federal and state endangered-species acts. Environmental regulations limit how much water can be pumped from the delta. see TUNNEL page 52

He said the state should cut the funding for the project in the proposed operating budget and reallocate the nearly $160 million already approved for it. A spokeswoman of Gov. Bill Walker referred questions to the state Department of Transportation. DOT spokesman Jeremy Woodrow said the state would make an announcement if the loan was ultimately rejected but said Lew’s letter didn’t cancel the project. “We are confident the loan will be secured,’’ Woodrow said. Alaska Officials to Keep Working for Federal Loan for Knik Arm Bridge ANCHORAGE, Alaska (AP) Alaska officials say they will keep working with federal authorities who turned down a state request for a more than $375 million loan for the Knik Arm bridge project. The U.S. Department of Transportation said it was suspending its review of the proposal, citing issues with traffic and revenue projections. State officials said that they were confident the funding would eventually be approved, the Alaska Dispatch News reported. “Getting this loan isn’t just a simple pass-fail, it’s a negotiation,’’ said Judy Dougherty, director of the Knik Arm crossing project. “So we were not surprised by that letter.’’ The federal government has rejected the project several times since state officials first sent a letter of interest in

Attachments Increase Versatility, Reduce Operation Costs By Debbie McClung
Both wheel loaders and excavators can be used with different attachments — more than two dozen types and models — that can help increase revenue and keep machines working year-round.
SPECIAL TO CEG
Expanding a crawler or wheel excavator or wheel loader’s versatility is a cost-efficient alternative to operating dedicated machines on a job site. Attachments help construction equipment owners grow business, replace less effective machines, lower operating costs and significantly increase a machine’s flexibility. Attachment versatility for construction equipment can stretch your fleet resources with their ability to adjust to changing applications and serve as work tools to perform multiple jobs. Both wheel loaders and excavators can be used with different attachments — more than two dozen types and models — that can help increase revenue and keep machines working year-round. Attachments also offer a low initial investment with a high rate of return. When budgets are tight, it’s typically easier and more costeffective to rent or purchase attach-
ments to complete a special job or offer a niche service than to purchase a separate machine. Contact your local equipment dealer to inquire about its attachment inventory when special projects or applications arise. “With the right selection of attachments, a contractor may only
Quick Coupler Safety Newer designs of quick coupler models have been one of the most significant improvements to excavators due to their ease of operation, faster connections and updated engineering features to help prevent the unexpected release of attachments. Unlike gravity systems in previous coupler designs, some manufacturer’s spring-activated safety locks perform better in severe and dirty environments. To prevent accidents related to improper use and maintenance of quick coupler attachment systems, it’s important to train operators on the proper maintenance and safe practices for engaging and removing attachments. Most excavator and quick coupler manufacturers provide warning decals and other instructions to alert operators not to use the coupler without a safety pin installed. Doosan attachment product specialist Lee Smith recommends the following additional quick coupler safety tips:
need to bring one excavator or one wheel loader to a job site,” said Lee Smith, Doosan heavy attachments product manager. Excavator Attachments Crawler and wheel excavators are ideal candidates for attachment integration, which can help owner-
Select a Coupler Design Supported With Engagement Safety Features • A spring-activated front safety lock designed to retain the attachment in case of improper attachment connection. • A secondary spring-activated rear safety lock to retain the rear attachment pin in case of hydraulic cylinder failure. • Pins constructed from extra-high-strength steel to increase durability. • A control system that provides for safe attachment engagement and release. Use Only Attachments That Are Approved by the Excavator and Coupler Manufacturers Operators should only attach and remove attachments in a secure environment and ensure that the quick coupler is properly engaged with the attachment before operating.
operators build a custom fit to complete projects far beyond just earthmoving. Attachment connection systems and auxiliary hydraulic flow allow many sizes of excavators to be extremely effective tool carriers for a wide variety of attachments. Those attachments include:
Remove the Attachment Using the Quick Coupler Safely For safe attachment removal, operators should lower the coupler and attachment on the ground or a structure at level height. Consult the manufacturer’s operation and maintenance manuals for more information about proper use of the quick coupler. Maintain Quick Couplers to Prevent Excessive Wear The manufacturer’s recommended preventive maintenance inspection procedures should be followed to maintain the coupler so that it operates properly. Important to coupler safety are regular visual inspections of the quick couplers to avoid changing conditions, modifications or alterations that could cause the quick coupler not to provide a secure attachment connection. With some coupler systems, the operator will need to manually inspect the safety pin to make sure it is correctly positioned and hasn’t developed wear issues.

Buckets Clamps Crushers Grapples Hydraulic breakers Hydraulic pin grabber quick couplers • Plate compactors • Rippers • Wedge-lock couplers Shane Reardon, Doosan excavator product specialist, also dispels the notion that excavators become less versatile as their sizes increase. This industry misperception has occurred because machines have typically been dedicated to do a single job with one attachment. “Even the larger excavators can be more versatile if you put different attachments on them,” he said. Wheel Loader Attachments While attachment options for wheel loaders and excavators are typically not compatible due to different attachment change mechanisms, loader-specific attachments have turned these heavy-duty machines into valuable assets for every season. The most popular attachments for wheel loaders range from light-material, general or all-purpose material-handling buckets to heavy, rock or grading buckets. • General purpose buckets • Pallet forks • Grapples • Light-material buckets • Snow pushers • Multi-purpose buckets • Hydraulic quick couplers • Rock buckets “With several different types of buckets and specialty attachments available, the loaders’ capabilities can be maximized to serve a wide variety of applications yearround,” said Mike Stark, Doosan wheel loader product specialist. see ATTACHMENTS page 12

Minnich A-1C/A-2C Drills Offer On-Slab Drilling Solutions
Minnich A-1C and A-2C drills with steering offer on-slab drilling solutions for almost any project. The A-1C single-drill series and A-2C double-drill series can drill in horizontal, vertical and 35-degree stitch positions, and the A-1C is capable of skew drilling for maximum versatility. All models feature steering to enhance operator accuracy and control, an automatic shut-off feature that extends drill life and available dust collection to minimize dust and debris on the job site. The A-2C drill cuts operating time roughly in half due to the incorporation of the second drill. For more information, visit www.minnich-mfg.com.

Multi-Function Machines If you’ve ever owned compact equipment, you know the key to achieving a favorable return on investment is to reach high machine utilization. Leveraging attachments to perform certain tasks can significantly increase those rates. The same is true for heavy equipment. A multi-function machine that is productive on a daily basis not only has a greater chance of generating profit, but also can be more responsive to your needs on a job site. For example, you may have a dedicated excavator only used for trenching or ditching, and if so, you may be missing an opportunity (or more). Fit your excavator with attachments such as a grapple for land clearing, a trenching bucket to dig foundation footings or a plate compactor to finish trenches. “There are some contractors with a mindset that they’ll bring in a piece of heavy equipment for site preparation and then assign a smaller piece of equipment for other tasks,” Smith said. “Having machines sit idle while you bring in different equipment isn’t the most efficient way to work. By utilizing attachments, operators can do more with fewer machines.”
Maneuverability on most confined worksites can still be achieved with excavators as large as 50,000 lbs. (22,680 kg) and wheel loaders up to 40,000 lbs. (18,143 kg). The ideal end goal, Smith said, is to make the power unit as versatile as possible and on as many different job sites as possible. The key to getting the most productivity from an excavator or a wheel loader is the investment in a quality attachment change system, which is optional on most manufacturers’ machines. Some industry experts estimate that a quality automated coupler mount on an excavator can save owners up to 25 percent of their total machine operating time compared to direct-mount attachments. According to Reardon, a quick coupler installed on the end of an excavator arm speeds up efficiency. “It allows the operator to change an attachment on a machine in a fraction of the time compared to manually using pins to connect the attachment to the excavator,” he said. Many of the efficiencies are gained from operators being able to rapidly change attachments with a quick coupler from the comfort of a cab. UNTIMED POWER BOOST: STRENGTH ON YOUR SCHEDULE We know what it’s like to sit in the operator’s seat when you hit solid rock. The power boost button on most excavators can deliver the extra force you need to break through – but only in short bursts. We knew there had to be a better way, so we took our jobsite experience and collaborated with our engineers. The result is an untimed power boost that comes standard in all KOBELCO conventional excavators from the SK210LC to the SK500LC. It provides all the extra muscle you need continuously so you can power through the toughest jobs without interruption.

World of Asphalt, AGG1 Shows Deliver Record Numbers
T
he 2016 World of Asphalt Show & Conference and AGG1 Academy & Expo concluded as the most successful ever, with record attendance, exhibit and education numbers. The co-located shows, held March 22 to 24, were at the Music City Center in Nashville, Tenn. Record registered attendance of more than 9,000 was 18 percent over the record-setting 2015 shows and 38 percent growth compared with 2013. Attendees came from all 50 states, nine of the 10 Canadian provinces and more than 60 other countries worldwide; 30 percent were compaThe KPI-JCI/Astec Mobile Screens exhibit was the place to get ny presidents/owners, vice presimore info on equipment for aggregate crushing, screening, dents, general managers or chief financial officers, and all together 87 material handling and washing/classifying. percent were in managerial roles. “This truly is the global gathering place for our aggregates and asphalt industries, where attendees could easily find the equipment and products to help their businesses grow and prosper,” said Rick Feltes of LafargeHolcim, AGG1 chair representing the National Stone, Sand and Gravel Association (NSSGA).
“Education is also critical to stay competitive in today’s marketplace, and our record education ticket numbers underscore the value attendees place on the shows’ programs to help them succeed,” Feltes said. “This was such an incredible opportunity to connect with so many fellow industry professionals in one place, to discuss common challenges, and learn how others have tackled similar problems,” said Rick Moore of Lehman-Roberts Company, World of Asphalt chair representing the National Asphalt Pavement Association (NAPA). “There’s a real anticipation for what’s ahead; attendees know there will be bumps, but they know this is where they find the focused education and tools to make the right choices for their companies,” Moore said. Exhibits and Education The sold-out show floor covered a record 157,000-plus net sq. ft. of exhibit space — a 16 percent increase over the 2015 shows, with a record 500-plus exhibitors, including 150 new to the shows. Industry-driven education programs achieved record ticket sales of more than 13,000. Attendees could take advantage of more than 115 education sessions, including the signature AGG1 Academy from NSSGA and the People, Plants and Paving Training Program from NAPA. The American Road and Transportation Builders Association (ARTBA) contributed education sessions, and NSSGA also offered workshops on strategic sales training and basic supervisory training, and a tour of the Rogers Group Rutherford Quarry. Industry Support More than 20 allied industry, business and government groups served as official show supporting organizations. Sandvik Merges Mining, Construction Operations Into One Business Area Sandvik will merge its operations Sandvik Mining and Sandvik Construction into one business area — Sandvik Mining and Rock Technology. Sandvik Mining and Rock Technology operations will be organized in a de-centralized business model with separate product areas based on the product offering. Each product area will have full responsibility and accountability for its respective business. “Products developed for the customer segments mining and construction are based on common technologies with a similar aftermarket offering. In addition, manufacturing units are already largely shared with to some extent shared front line resources. By joining the operations into one business area we achieve a leaner and more efficient structure. The decentralized business model enables an even clearer focus and faster response to our customers,” said Björn Rosengren, Sandvik’s president and CEO. The new structure will be effective

The largest job losses from January 2015 to January 2016 were in Fort Worth-Arlington, Texas (minus 4,700 jobs, minus 6 percent); followed by Odessa, Texas (minus 3,800 jobs, minus 19 percent); Midland, Texas (minus 3,500 jobs, minus 12 percent) and Greeley, Colo. (minus 3,100 jobs, minus 16 percent). The largest percentage declines for the past year were in Odessa; Greeley; Victoria, Texas (minus 14 percent, minus 900 jobs) and Huntington-Ashland, W.V.-Ky.-Ohio (minus 14 percent, minus 1,100 jobs). “The top markets are very diverse economically and geographically,” Simonson noted. “Even Houston added an impressive number of jobs despite the oil-drilling slump because of strong demand for office, medical, residential and infrastructure projects.” Association officials said the new data is consistent with other economic figures, including recent spending
data, and the association’s own Outlook, that show growing demand for construction services in most parts of the country. This means many construction firms will continue to have a hard time finding enough qualified workers, which is why the association continues to push for the measures outlined in its Workforce Development Plan. “The construction industry continues to expand at a faster rate than other sectors of the economy,” said Stephen E. Sandherr, the association’s chief executive officer. “The question is whether firms will be able to continue hiring despite the challenge of finding experienced workers interested in pursuing careers in construction.” For more information, call 703/548-3118 or visit www.agc.org. TUNNEL from page 1
Backers Gov. Jerry Brown is promoting the project that would be paid for by cities and farmers mainly in dry parts of California, including Los Angeles, the country’s second-most populous city, and the most productive agricultural region, the San Joaquin Valley. These farmers and water managers who face drought and climate change hope the tunnels will bring them a more reliable water supply. Opponents Residents and farmers who have tilled the delta soil for generations fear the tunnels would let the state take too much water from the delta, changing life forever in the bucolic landscape of pear orchards and Gold Rush-era Victorian homes. Construction could run through 2029, with trucks moving more than 30 million cubic yards of earth. Obstacles In a decisive year for the project, the state must win approval from federal and state wildlife agencies. Given environmental and water-rights laws limiting how much water can be taken from the delta, agencies expected to foot the bill are asking if they will receive enough water to make the steep price worthwhile.
