Meticulous and detailed planning on the part of Ragle Inc. and the Texas Department of Transportation was amply rewarded when the new Northaven Trail Bridge — a pedestrian bridge spanning 201-ft. long with a 50-ft. tall arch — was transported by Self Propelled Modular Transporters (SPMTs) and placed by special hydraulic jacks and gantries.

Work on the project, which included building the new bridge, began in June 2021. The 800,000-lb. bridge — spanning U.S. 75/North Central Expressway in Dallas, fabricated at a site nearby — is 20-ft. wide. Infrastructure: Repair or Replace? FHWA Guidance Pushes for Rehab, But Leaves IIJA Funding Apps in States’ Hands By Lucy Perry CEG CORRESPONDENT
In committing to a major, long-term investment in infrastructure, the federal government has left much of the decision about where to channel funding largely to states. The DOT said states can choose, with the hope that repairs would win out over expansions. The debate over building new infrastructure vs. rehabilitating DOT wants states to lean toward repairing and existing roads and bridges has only intensified since rehabilitating existing transportation facilities. President Joe Biden signed IIJA into law. Many states are choosing to earmark IIJA funds see REPAIR page 38

Dealers Gather at IEDA’s Mid-Year Event in Colorado
(L-R): IEDA members Ryan Cunningham, Laurel Machinery LLC; Mike Rooney, Performance Equipment Rental;, Griff Bell, GTM Sales Inc.; Chris Lohman, South Mountain Tractor; and Daniel Brannon, Warren Cat, enjoy the opening night reception at the organization’s mid-year event in Colorado.
The Independent Equipment Dealers Association (IEDA) cares passionately for the used equipment industry. The national association stringently vets its members, offers guidance for best business practices, provides scholarships to aspiring diesel technicians, espouses ethical business practices and much more as it works to promote the business of buying, renting and selling heavy equipment. All of this was on display as the organization held its annual mid-year event at the Omni Interlocken Hotel in Broomfield, Colo., on Sept. 5-7. Member dealers were engaged by presentations on sales, legal issues and asset protection strategies from leading industry professionals. Each presentation was designed to strengthen the dealer while protecting the buyer, according to Dave Gordon, IEDA executive director. Sales Trainer Elliot Vigil shared his insights on setting goals and increasing sales that were developed over a 20-year career at Ahern Rentals, where he averaged more than $1 million in monthly rental revenue and 120 units sold yearly over a five-year period. Vigil encouraged members to focus on what was right for their customer who
Networking is a big part of IEDA’s annual events. As one member put it, “If I don’t have a piece of equipment, someone else in this room does.” The opening night dinner provided an opportunity for members to share ideas and “talk shop.”
After a full day of meetings, members gathered for dinner in Boulder. (L-R): Jared Koch, Currency; Guy Roof, Con-Equip LLC; Rodney Johnson, RJB Hydraulic Hammers; and Russ Dolezal, FR8STAR.
“were often making one of the most significant investments of his life.” Jayme Bates of the J.T. Bates Insurance Group spoke at length about protecting the dealer’s assets, both in the yard and on the job site. Bates said proper coverage benefited the renter as much as the dealer, relaying a story about a small startup company needing to pay for more than $50,000 in damages to a machine because they did not understand the coverage the dealer maintained. Bates explained that while it may have been devasting to the customer, it was not good for the renting dealer, either. James Waite, a well known corporate and transactional attorney with more than 25 years of experience in the construction industry, offered guidance on rental and lease contracts while encouraging dealers to “accumulate cash and use debt sparingly” as a hedge against the ebbs and flows to which the industry is often subject.
vetted by the board,” he said. “Many companies apply, but are refused for any number of reasons. When dealing with an IEDA member, you are assured that you are dealing with a reputable company and your money will not disappear. You are assured that the machine was described accurately and in the event there is a problem that the dealer doesn’t simply walk away.” Miller said the group self-regulates its members. “If the dealer doesn’t offer what you believe to be a reasonable cure or if you feel the machine was intentionally misrepresented, you have the option to file a formal complaint to the IEDA board,” he added. “The board will review the complaint and, after discussions with both parties, will recommend what they feel is a reasonable cure. In the event the dealer member does not comply with the board recommendation, then that dealer is removed from membership.”
High Standards The presenters’ focus on taking care of the customer were echoed by IEDA Board Member Jeff Miller, president of Trophy Tractor in Fort Worth. “Each and every member of the IEDA is
Giving Back When the idea of a membership funded scholarship program was floated, the group responded generously, according to Gordon. “Rick Newman [president of Newman Tractor] was a major force,” Gordon said.

“The first year [2021] we were going to give two $5,000 scholarships to young people wanting to pursue diesel mechanics as a trade. We selected the two recipients, and then Rick felt so strongly about a third person that he gave the full $5,000 for a third scholarship. At the time we were not even a 501C3, so there was no tax benefit. Rick told us if we wanted to become a 501C3, he’d fund that as well. In total, he gave more than $30,000 that year alone. “It would not have happened without Rick Newman,” Gordon concluded. “At this point, we have given a total of seven $5,000 scholarships to future mechanics,” he went on. “And that’s not the end of it. We stay in touch with them and if they need tools when they start their new position, we will try to help them with that.” When James Rinehart of Performance Equipment served as president of IEDA, Gordon remembers, “he had a vision to give back. He would take equipment to Haiti, Honduras as well as Uganda to help build roads while on vacation. He remains a very active and generous member of the group. “Also, Al Niece has contributed strongly to our foundation, both financially and with see IEDA page 18
James Waite, a well known corporate and transactional attorney, offered guidance on rental and lease contracts while encouraging dealers to “accumulate cash and use debt sparingly” as a hedge against the ebbs and flows to which the industry is often subject.

Communities After Terrible Disasters
“When disaster strikes, we are right there with Team Rubicon to rebuild communities that need it most,” said Rebecca Bortner, director of marketing, Case North America.
CNH first partnered with Team Rubicon in 2015 through its Case Construction Equipment brand. Team Rubicon is a veteran-led humanitarian organization that serves global communities before, during and after disasters and crises. Together the organizations developed a heavy equipment training program that teaches volunteers the safe and effective use of construction equipment in disaster operations. Last year, CNH reached out to its Case dealers to help support this great initiative and train even more volunteers. This video (https://www.youtube.com/watch?v=MMPuN_M6ic) goes behind-the-scenes of a monthly training course. Team Rubicon volunteers get first-hand experience operating heavy machines as they perform tasks such as debris management, structure demolition and route clearance. “When disaster strikes, we are right there with Team Rubicon to rebuild communities that need it most,” said Rebecca Bortner, director of marketing, Case North America. “We are excited to work with our dealer network to expand this training so we can be ready to answer the call.” The video showcases some passionate Team Rubicon volunteers, the famous Greyshirts, to learn more about their mission, their commitment to serve and the significance of disaster preparedness. “Having more trained heavy equipment operators increases the capacity of Team Rubicon to provide this essential assistance for communities, allowing survivors to move toward the path to recovery,” said William Porter, Team Rubicon director of operations support.

Wirtgen 3D Control System Increases Process Efficiency In the future, the eastbound and westbound lanes of the A 43 Autobahn near the city of Münster, Germany, will be separated by a poured in-place concrete safety barrier. The effectiveness and permanence of such construction elements for the passive protection of road users makes them the preferred vehicle restraint system, especially on sections of roads with heavy traffic. The monolithic profile was paved by an SP 25i using the slipform paving method. The use of AutoPilot 2.0 on this project eliminated the need for the paving crew from VSB infra GmbH & Co. KG to set up a stringline for controlling the machine. Automatic 3D Control System Optimizes Paving Workflows Developed by Wirtgen, the control system enables precise, stringless control of slipform pavers. It comprises a control system integrated in the machine, a base station and a tablet computer that can be used together with the Field Rover survey pole and on the slipform paver. As the system completely eliminates the need for setting up and removing the stringline conventionally used for machine control, it also reduces the associated project times and costs. Instead of this, the machine is guided along a virtual stringline by satellite-aided navigation. This makes the entire paving workflow faster, more efficient, and, in turn, more cost-efficient. At the same time, it makes the paving of complex geometries such as tight radii or S-bends much easier, the manufacturer said. “This is another project on which we are using stringless paving. We have been using the AutoPilot system since it came onto the market. It saves us so much time that we use it on both of our machines whenever we can,” said Kay Petersen, CEO of VSB infra GmbH & Co. KG. More Working Space, On-Site Safety As is typical for construction sites on major highways like the A 43 Autobahn, the working area offers very little room for the paving crew. Using a stringline in front of the machine in situations like this would limit this space even more. But you won’t find one here, however hard you look. Not unless you take a look at what’s shown on the screen of the AutoPilot tablet. The hand-held control unit displays the course of the virtual stringline and provides precise information to the machine operator at every single point along the predefined track. This also means that there is plenty of free space in front of the slipform paver. Concrete mixers have room to maneuver and can drive right up to the paver to deliver their load. The free space in front of the machine brings the paving crew more room to work in and leads to greater safety on the project site. The

absence of a stringline also removes the risk of tripping and injuries as a result of falls. Higher Precision, Shorter Completion Times, Lower Costs The AutoPilot 2.0 3D control system takes control of the production of all kinds of offset and inset profiles. There also is no longer any need for a surveyor to create a geodetic data model in advance. If a 3D data model already exists, this can be uploaded from the tablet and integrated in the system. Time-consuming surveys and the time and effort involved in setting up and removing stringlines are no longer required. Planning — Implementation — Quality Assurance The AutoPilot comes into play before the actual construction work begins. Relevant points on the project site are recorded with the Field Rover survey pole and form the basis of the digital data model for the generation of the virtual stringline on the tablet computer. This eliminates the need for an additional surveyor on the project site. The AutoPilot then takes control of the slipform paver. The machine works its way along the predetermined virtual stringline with absolute precision. The existing sub-base of the A 43 was sampled by an ultrasonic sensor and used as a reference datum by the machine control system. The result of this is extremely precise paving of the required concrete

profile. The AutoPilot also does an important job behind the machine. The Field Rover enables extremely precise measurements of the paved profile in no time at all. “Thanks to the Field Rover, I can perform a quality check on the paving results right behind the machine. I also really like the fact that everything comes from a single manufacturer. The machine, the AutoPilot system and the customer support,” said Site Manager Meike Teuwsen. ACPA to Present ‘Best Practices in Airfield Paving Workshop’ The American Concrete Pavement Association (ACPA) will present a three-day national event, Best Practices in Airfield Paving Workshop, Oct. 24 to 26 that will include guidance for the design, construction and rehabilitation of concrete pavements used for airport applications. Held in Denver, the three-day workshop program will feature technical presentations by subject matter experts with practical experience in the topic areas. Leading the discussions will be experts from the U.S. Army Corps of Engineer’s Transportation System Center, the Federal Aviation Administration (FAA) Headquarters Office of Airport Safety and Standards, Air Force Civil Engineering Center, ACPA, and companies with direct involvement in the design and construction of FAA and TriServices projects. What to Expect Day one of the event will focus on pavement design guidance and preconstruction activities; day two will focus on construction techniques, quality control and specifications; and day three will focus on construction planning and sustainability. A popular element of ACPA’s airport pavement training program is open discussions
about interpreting and applying airport concrete pavement specifications used by the FAA P– 501 and Unified Facilities Guide Specification (UFGS) 32 13 14.13. This group discussion serves as a guide for interpreting, gaining a better understanding and learning practical insights about the specifications. Who Should Attend The workshop is intended for owners’ representatives, design engineers, contractor personnel and others with an interest in concrete pavement design, construction and rehabilitation for airport applications. Participants may earn up to 20 professional development hours for this training and technology transfer event. ACPA offers professional development hours with the assumption of their use in self-reporting states and provinces. Reporting is done on an honor basis, and participants are responsible for maintaining their own records and for determining the applicability and acceptance with their respective licensing/certification organization. Check with your licenses agency to confirm acceptance of this workshop for meeting PDH requirements. The cost of the three-day workshop is $900 for members and government employees, and $1,200 for non–members. Visit airportworkshop.acpa.org to register.

IIJA Sets Highway, Airport, Bridge, Water Projects in Motion REPAIR from page 1
The IIJA has set in motion highway, airport, bridge and water projects that were shelved over the decades as U.S. infrastructure sat neglected. Its long-term goal is to release the backlog, build out broadband Internet nationally and prevent damage from climate change. The amount most states will see as their transportation funding allotments equates to a nearly 30 percent increase over the next five years. But while DOT wants to see existing transportation facilities repaired, many states are choosing to earmark funds for new construction. What John Q. Public Thinks Many Americans want officials to stop spending money on projects that affect their daily lives, StreetBlog reported. A poll by nonprofit Smart Growth America found that more than two-thirds believe highway expansions won’t fix congestion. In fact, 67 percent of respondents either “strongly” or “somewhat” agreed that expanding highways takes years, causes delays and costs billions of dollars. The same number agreed that “widening highways attracts more people to drive, which creates more traffic in the long run.” The average U.S. voter “understands the long-proven principle of ‘induced demand’ better than many U.S. transportation officials,” noted StreetBlog. Induced demand “is real and people understand it,” said Steve Davis, associate vice president of Smart Growth, which co-commissioned the study. “Only a small percentage believes the promise that new lanes and new roads magically make congestion and delay go away.” Survey respondents also weighed in on what they believe does work to keep traffic moving — starting with repairing existing roads. More public transportation options and building communities so people do not have to drive as much also were chosen as the most-effective solutions. “Adding lanes to highways and freeways’ tied for secondto-last with “making streets more bike-friendly.” More than 82 percent preferred congestion mitigation strategies other than building bigger and bigger roads. And they were about twice as likely to pick basic road repair and public transportation over building new lane miles, noted StreetBlog. “There’s a political perception that [induced demand] is not understood,” said Beth Osborne, executive director of Transportation for America (TA). That perception, as a result, is used as an excuse for not talking about the concept of induced demand, she said. “We also have to ask how long people will accept this [kind of decision-making] before they’ll cut off their money.” Meantime, there is very little new funding in the infrastructure bill specifically dedicated to repair, said Steve Davis, assistant vice president of Transportation for America. “And [there is] no new requirements on highway monies for prioritizing repair on roads and bridges,” said Davis. He said the law “doubled down” on giving states flexibility with the bulk of their money and then hoping they would prioritize repair. FHWA reported to the Associated Press that 12 capacityexpansion projects have received funding through competi-
tive grants. In fact, AP reports that states have used their formula funding toward 763 such projects. The dollars directed to these projects come to more than $7 billion. “Repair was one of our biggest disappointments in the infrastructure law,” wrote advocacy organization TA. “The last decade has shown us repeatedly that too often states use their flexibility to build new things they can’t afford to maintain while neglecting to properly address their repair needs.” This practice is one of the most fiscally irresponsible things our nation does with transportation policy, the organization believes. “Every dollar spent on a roadway expansion project is both a dollar that was not spent on repair, and a dollar that created decades of future repair costs.” Instead, the administration should work to ensure that the funds they control prioritize repair, while nudging states and metros toward the same goal. “With a massive increase in guaranteed federal funding coming their way, they have no excuses left.” Breaking Down the Bill The advocacy organization detailed the two major funding programs typically drawn from for repair needs at the state level. The National Highway Performance Program (NHPP) is tapped for approximately 53 percent of all states’ base highway formula appointment. The Surface Transportation Block Grant Program is the most flexible source for infrastructure repairs at the state level. NHPP funds are intended to be spent on the National Highway System’s roads and bridges, said TA. It also is earmarked for transit or bicycle and pedestrian infrastructure in a national highway system corridor. “Funding for the NHPP went up by 26 percent over the FAST Act,” noted the organization. That means more money is “theoretically” available for repair projects if states choose to spend it that way. Surface transportation block grants can be used on repair projects as well as transit, biking, walking and nearly all other possible mode of surface travel. TA also noted that many states don’t take advantage of that flexibility. “There is also a separate new program for repairing bridges that’s already been in the news after FHWA released the first batch of funding to states.” At $43 billion, the bridge formula program is meant to repair either NHS bridges or those owned by counties, cities or other localities. States have to come up with 20 percent of the cost for bigger projects. The program can cover 100 percent of the repair of locally owned off-system bridges. This component of the program is meant to incentivize more funding toward vital smaller bridges, which many states tend to ignore. However, funds under this repair program can be utilized for expansion and building new bridges, according to FHWA. States are encouraged to improve highway bridges in poor condition and preserve or improve in-service highway bridges classified in fair condition. The agency considers construction of a new highway bridge to replace one in poor condition, to be improving the condition of an in-service highway bridge. “While states are free to neglect repair needs, the new law does uphold state of good repair programs for public transit,”
said TA. Walking Back the Rules After much flack, in February FHWA changed position, saying it recognized the need for states to determine their own infrastructure priorities. Critics in Congress claimed it was “another effort to exert its preferences to deprioritize projects that increased road capacity.” Rick Crawford, House highways subcommittee chair, said, the policy “represented a complete departure from the federal-state partnership.” He believed it was inconsistent with the law and was met with confusion from the states and concerns from industry stakeholders. But industry “is already fixing it first,” maintained AGC. And while the guidance sounded practical, it actually limited the ability to add highway capacity. Some 80 percent of the state funding already goes toward maintaining and reconstructing existing infrastructure, according to the association. “Our interstates were built over 50 years ago, so it makes sense that states are now largely focused on maintaining and modernizing them,” said the group. “But it is also critical that states have the flexibility to add new capacity to meet the needs of a growing population.” After a congressional review act was filed, the agency memo effectively rescinded the guidance encouraging emphasis on fix-it-first programs. “I was glad FHWA recently issued an updated memorandum superseding and effectively reversing the Dec. 16, 2021, memorandum,” said Crawford. In announcing the rescission, Shailen Bhatt, FHWA administrator, said different states have different needs in regard to transportation assets. These respective transportation needs “must be reconfigured and modernized, expanded and added, or retired and replaced,” she wrote. “FHWA recognizes and values the authority of states in deciding how to prioritize the use of their federal aid highway dollars.” She added that the agency will continue to “administer funds and programs consistent with all requisite statutory requirements and considerations.” The memo insisted, though, that maintenance “is an important tool to ensure the effective use of federal funding.” Infrastructure Law Status Report In March, the House highways and transit subcommittee heard from states and industry about how IIJA’s implementation has rolled out since late 2021. Paula Hammond, ARTBA senior vice president, reported on progress already charted on the books. “Nearly half of the IIJA’s investment — $450 billion — will be spent improving highways, bridges and public transportation systems,” Hammond wrote. “The IIJA represents the largest nominal increase in highway funding in 65 years,” she said. “In the first 16 months of the IIJA, states committed funds to nearly 34,700 new projects, totaling $61.3 billion in formula and discretionary funds.” Construction materials prices are up more than 39 percent since February 2020, he noted. Add labor shortages and supply-chain issues and it is becoming increasingly difficult for construction projects to continue as originally planned, said Dreher. CEG

Nevada Gold Mines Signs Mulit-Year Agreement for 62 Komatsu Haul Trucks Building on the proven success of Komatsu trucks at Barrick’s Lumwana copper mining operation in Zambia, Nevada Gold Mines (NGM), signed a multi-year agreement with Komatsu to deliver 62 Komatsu 930E-5 haul trucks between 2023 and 2025. NGM is the single largest gold-producing complex in the world, formed as a joint venture between Barrick and Newmont. The new Komatsu haul trucks will be in operation at two Nevada mines: 40 will be deployed to the Carlin Complex and 22 will be at the Cortez site. In addition to the haul trucks, NGM also has purchased multiple pieces of support equipment from Komatsu. “Based on the successful implementation at Lumwana, we chose to upgrade our fleet with 62 new Komatsu trucks,” said Peter Richardson, executive managing director, Nevada Gold Mines. “Komatsu has provided us with tremendous regional support and their team in Elko has been instrumental in helping us maintain our fleet with parts and component rebuilds for our trucks; a wheel motor upgrade program; and maintenance and support for the P&H shovels that are part of our operations.” This new fleet acquisition in Nevada is a result of the strong performance demonstrated by a recently installed fleet of Komatsu trucks and auxiliary equipment at Barrick’s Lumwana mine in Zambia. Late last year, the two companies met at Komatsu’s surface mining headquarters in Milwaukee, Wis., to lay the groundwork for a collaborative global partnership. Komatsu is committed to building its partnership with the Barrick Group based on its success at Lumwana and NGM and is pleased at being considered for the company’s Reko Diq project in Pakistan.

The 2.8-liter industrial engine (L) and the 3.6-liter industrial open power unit deliver compact, powerful and quiet power to meet customers’ needs.
Perkins’ popular range of 2.8 and 3.6 liter engines, which went into production in May 2019, have now surpassed 100,000 units installed in everything from excavators to tractors and dumpers to pumping equipment. Designed and developed with original equipment manufacturers (OEMs) and end users in mind, the 4-cylinder offering had to be compact, powerful and quiet. Engineered to integrate perfectly into more than 80 different machine models, the 2.8 and 3.6 liter engines continue to deliver the performance, value and reliability customers expect to help them access new opportunities and support their business growth. “We’ve always had high expectations for the 2.8 and 3.6 liter engines and they’ve met our expectations and more,” said Matt Coleman, product manager of the range. “Our global customer base quickly appreciated how the 2.8 and 3.6 liter models could add real value to the productivity and performance of their machines. “Now, over 100,000 of these versatile engines, which meet global emissions standards including EU Stage V and U.S EPA Tier IV Final and more recently China Nonroad Stage IV, can be found powering applications in the agricultural, industrial, material handling and construction sectors.” Compact, Powerful, Quiet The 2.8 and 3.6 liter engines have proved to be a “gamechanger” for many customers, due to their high power density and torque, giving OEMs the opportunity to move to smaller, more compact engines. Manufactured in both Peterborough, UK, and Wuxi, China, the 2.8 and 3.6 liter engines provide customers with the great fuel consumption, fast response and electronic integration they need to differentiate their machines, which is achieved through an increase
in power density of up to 22 percent when downsizing. The compact nature of the engine and aftertreatment system package enables the 2.8 and 3.6 liter models to fit in a wide variety of machines. Up to an 8 percent improvement in fuel economy during machine use, with the 3.6 liter delivering powers up to 100 kW (134 hp) with up to 550 Nm of torque, also has been well received, the manufacturer said. Since 2019, the range has been expanded, with production on the China Nonroad Stage IV offering starting in January 2023 and the introduction of the 2.8 and 3.6 liter industrial open power units for the agricultural and industrial sectors in November 2022. “We are always searching for better ways of helping customers achieve their goals, to enable their continued success,” said Jaz Gill, vice president global sales, marketing, service and parts. “The addition of the 2.8 and 3.6 liter engines to our range of sustainable power solutions truly embodied that sentiment. So today, whether our engines are powering a dumper, heavy articulated tandem roller, pumping equipment, tractor, skid steer loader, excavator, telehandler or backhoe loader; by working together with our customers, we have created better power solutions for all.” Ease of Maintenance, Ownership Considerations Customers and end users also have highlighted the ease of maintenance of their engines such as single side servicing to simplify regular maintenance, the use of hydraulic lash adjusters, long life belts and fit for life aftertreatment. To ensure duty cycles and workload are not affected and user productivity is maintained, the 2.8 and 3.6 liter uses a DPF regeneration process that is invisible to the operator, ensuring maximum uptime.

Crews Transport 800,000-Lb. Bridge Overnight to New Home RAGLE from page 1
the bridge is 14 ft. “TxDOT Dallas crews and contractor Ragle Inc. made the seemingly impossible happen overnight one weekend when they moved the new Northaven Trail Bridge onto columns beside the mainlanes of North Central Expressway near Royal Lane,” said Tony Hartzel, TxDOT's Northeast Texas communications director. “The end result is a gleaming addition to the North Dallas skyline that will forever grace the commutes for tens of thousands of motorists. The Northaven Trail Bridge also will directly serve a growing contingent of bicyclists, pedestrians and others who have longed for a new, safer connection from the Northaven Trail in North Dallas to the Cottonwood and White Rock Creek trails in Northeast Dallas.” Moving the Bridge The bridge can carry a weight of 445,000 lbs., which is equal to the weight of 45 elephants or six fully loaded semi-trucks. Cables and steel used for the bridge were manufactured by Houston area-based companies. SPS provided the cables and King Fabrication the structural steel. Mammoet provided the trailers and jacks. As noted, moving the bridge was no piece of cake, and the planning had to be perfect and account for many potential hurdles. The bridge was assembled between March and August, behind the Conn’s Furniture Building, 2,000 ft. away from its permanent location. “Structural steel and concrete were the main material components,” said Sam Piland, Ragle’s director of structures. “The majority of the bridge was prefabricated and then assembled on-site adjacent to the bridge's permanent location. The assembly site was large enough to store the majority of the materials.” Cranes, including Grove and Terex 80 ton to 130 ton allterrain models, were used to assemble the bridge. Once completed, the bridge was lifted by four 400-ton hydraulic jacks and then shored to four SPMTs. It took one day to place the bridge on the transporters. “Maintaining a level and controlled ascent as the bridge was lifted was a challenge,” said Piland. The next step was to move the bridge to the NB frontage road, which required both mainline directions of U.S. 75 to be closed in consecutive order and the erection of temporary

barriers. “We did this on Saturday night in approximately six hours,” said Piland. “The challenges included multiple tight turns and grade changes between the assembly area and the highway.” With this movement complete, the bridge was transferred from the SPMTs to two large gantries, which moved the bridge and lowered it in place “These highly specialized pieces of equipment were provided and assembled by Mammoet,” said Piland. “The move took six hours with the gantries moving a few inches perminute. Constant and continual communication between our teams on the ground ensured they moved in lockstep. It took approximately one hour to lower and set the bridge on the exact permanent location.” Additional Work In regards to the remaining work, crews are installing the concrete span on either end of the arch and the remaining trail sections are being completed. “Approximately two months of work are needed to finish the remaining portions of the project, including the bridge, fence and trail,” said Piland. Ragle’s project team includes Superintendents Martin Sanchez and Juan Miramontes, Project Manager Tynor Larson and Project Engineer Alberto Zuniga .

“This project took a considerable amount of coordination and communication between the teams, along with TxDOT, HNTB and our suppliers,” said Piland. “The effort and professionalism exhibited by our crews were top notch, the safety and quality they achieved is one of the proudest moments of the project.” The project’s various phases required many Ragle and subcontractor employees on-site. Peak days had 20 people on hand. Among the subcontractors are Slaton Brothers for MSE retaining walls, Mammoet for movement of the arch, DFW Fence for pedestrian fencing, WG Engineers for electrical, Dallas Lite & Barricade for traffic control and EP Drilling for drilled shafts. Equipment utilized for the move had to be in tip-top condition at all times. “There were a lot of hydraulic components involved with the SPMT’s, gantries and cranes for the movement and lifts,” said Piland. “Mammoet had a couple issues with their equipment, but due to their highly experienced crews and foresight to bring extra components they were able to make on site repairs or replacements fairly quickly.” Ragle purchases and rents equipment from dealerships such as United Rentals, Sunbelt Rentals, Doggett John Deere and Mustang Cat in Houston, and Holt Cat, in Irving. Project Background “This was a unique project in many ways,” said TxDOT Dallas County Area Engineer, Project Manager Nathan Petter. “It took a lot of ingenuity from TxDOT, Ragle and the designer, HNTB, to make this move effort a reality. The vision started with our regional partners at the North Central Texas Council of Governments [NCTCOG], as well as leaders at the city of Dallas and Dallas County. I’m proud to have played a role in making this a reality.” The project was jointly funded by the city of Dallas, Dallas County and the Regional Transportation Council at NCTCOG. The innovative design broke new ground. “Because the bridge was designed to be supported by cables from above, it did not require support columns in the middle of the highway,” said Hartzel. “While that made construction and installation more challenging, the contractor came up with a plan to piece together the network tied arch bridge behind a nearby shopping center building and then move it into place. The bridge, which was designed with two curves, is said to be the first doubly-curved, network-tied arch bridge in the world.” While the bridge has been placed, the work continues. The final bridge and trail connections are expected to open by the end of fall 2023. The bridge connects the existing Northaven Trail west of U.S. 75 with the White Rock Lake trail system to the east of U.S. 75. “The project also will stand as a regional example of the positive benefits of appropriate location and design aesthetics for future bicycle and pedestrian trails and amenities,” stated a project PDF page. “The structure is called a ‘network tied arch.’ The bridge deck ties the ends of the arch ribs together, just like the string in a bow used for archery, and the crisscrossing hanger cables form a network pattern.” It also points out that “this structure has a doubly-curved deck, making it the only network-tied arch bridge in the world with a doubly-curved tie.” CEG (All photos courtesy of Ragle Inc.)

Cat D10 Dozer Burns Less Fuel, Increases Productivity Infused with industry-leading technology, the durable Cat D10 dozer burns less fuel, increases productivity and improves uptime. Featuring a stator clutch torque converter and load-sensing hydraulics, the new design is up to 6 percent more efficient than the Cat D10T2, according to the manufacturer. Its combination of improved technology, longer component life, extended oil changes and increased serviceability reduces maintenance and repair costs up to 8 percent, helping the new D10 deliver industry-leading low cost of ownership. The new D10 is powered by the Cat C27 engine, which offers aftertreatment solutions to meet U.S. EPA Tier IV Final/EU Stage V as well as Tier II equivalent emissions standards for meeting the needs of the global market. Maximizing material moved per liter of fuel, the C27 switches power settings based on travel direction to offer up to 20 percent more power in reverse, reducing cycle times. In addition to delivering productivity gains of up to 3 percent, the new D10 offers up to a 4 percent fuel consumption advantage over the D10T2 and up to 10 percent over the D10T. The dozer’s new torque converter design with stator clutch automatically frees up the stator when torque multiplication is not required, improving drivetrain efficiency for reduced fuel consumption. During high-load and retarding conditions, the stator clutch locks without the need for operator input. Load-sensing hydraulics deliver more power to the ground for increased responsiveness and added fuel efficiency. Industry-Leading Technology The new cab for the D10 not only creates a comfortable operating environment that lowers noise, vibration, stress and fatigue, it is an integrated electronic platform designed to maximize productivity, the manufacturer said. The operator’s new multicolor touchscreen display monitors machine performance and allows machine parameters to be quickly tailored to the application. Today’s D10 leverages a range of onboard technologies and is future-ready to integrate tomorrow’s technology advancements. Standard with dual-tilt and Automated Blade Assist (ABA), the machine reduces operator workload by automating blade movement to preset load, carry and spread positions. In addition, the dozer is customizable to site conditions with multiple optional technologies designed to increase productivity and efficiency, including: • AutoCarry, which provides automatic blade control during the carry segment • Cat Grade Control 3D that precisely positions the blade’s cutting edge for consistent grades

• Automatic Ripper Control to minimize track slip by automatically monitoring and adjusting engine speed and ripper shank depth Shipped from the factory capable of integrating Cat MineStar technologies, the D10 optimizes grading efficiency and offers remote operating capabilities to keep the operator safe and comfortable. MineStar Terrain with Automatic Blade Control integrates full automatics, blade load and overcut protection into the control system to increase productivity and decrease fuel burn.
It minimizes overcut, overfill and rehandling to lower costs. Optional MineStar Command for dozing features deep integration with the new D10’s electronic and hydraulic systems to deliver remote operation with reduced delay and quick response to commands. Requiring no on-site network requirements, the portable and lightweight Command console provides quick and efficient line-of-sight remote control from up to 1,312 ft. for optimum operator visibility. For non-line-of-site operation, the Command station features a comfortable seat with familiar controls to flexibly operate individual machines on site or from miles away. Durable, Simple to Maintain Major components for the D10, including the frame and powertrain, are built to be rebuilt using new, remanufactured or used parts and components to deliver a cost-effective second life of like-new performance at a fraction of the price. Life-enhancing upgrades made throughout the drivetrain help to improve component life. Optional Heavy-Duty Extended Life (HDXL) with DuraLink Undercarriage reduces scallop wear, features an 8,000-hour
bushing seal life and delivers 20 to 40 percent longer life than the heavy-duty undercarriage, the manufacturer said. The D10 design offers easy service and maintenance with features like new replaceable push-arm trunnion bearing inserts, so the dozer spends less time in the shop and more time dozing. The reengineered engine compartment integrates a single-plane cooling system that is up to 30 percent more resistant to plugging and improves heat dissipation to extend component life. Komatsu’s iMC 2.0 Automation Closes Operator Skills Gap Productivity is key to job site success. And while each business is unique, the need for predictability is universal, which is why Komatsu featured three of its intelligent Machine Control 2.0 (iMC 2.0) dozers at ConExpo-Con/AGG 2023 in booth W42044: D39PXi-24, D51PXi24 and the D71PXi-24. Today, when many companies are struggling to find experienced workers or train existing ones, on-machine technology like iMC 2.0 can streamline onboarding and help close the operator skills gap by allowing automation throughout the dozing process. Komatsu’s iMC 2.0 dozers help maximize efficiencies so operators — even newer operators — can deliver more precise production, according to the manufacturer. First introduced by Komatsu in 2013, iMC continues to evolve, offering more automated functions for increased precision and reduced waste. Intelligent machines help reduce emissions per amount of material moved because it’s “moved right” the first time. Incorporating a host of advanced, proprietary machine technology, the Komatsu D39PXi-24 (105 hp), D51PXi24 (131 hp) and the D71PXi-24 (237 hp)
equipped with Komatsu’s iMC 2.0 offer the following benefits: • Learns as it works: With proactive dozing control, even less experienced operators can automatically cut/strip from existing terrain. The dozer measures the terrain it tracks over and uses that data to plan the next pass. Productivity can improve by up to 60 percent compared to conventional grading methods. • Spreads fill material automatically: Lift layer control automatically lets operators spread fill from existing terrain with the press of a button. The dozer measures the terrain it tracks over and uses the data it gathers to plan the next pass for up to double production with consistent layers for compaction quality. • Levels material even during rough dozing: Tilt steering control automatically tilts the blade to maintain straight travel during rough dozing, which can help reduce operator steering input by up to 80 percent. With automatic dozing, rough cut to finish grade, iMC-equipped Komatsu dozers help make every pass count, for superior production. For more information, visit www.komatsu.com.

Volvo CE Unveils Own Electric Charging Protocol to Create Industry Solutions There is currently no industry standard for 48V DC (direct current) charging solutions — the power required for electric compact machines — which means customers currently likely need to source multiple different chargers if they have a multi-branded fleet. Volvo CE has therefore opted to publish its own brand-agnostic software protocol, as well as plug specifications, used on its 48V off-board DC chargers — with DC charging often commonly referred to as fast charging. This enables other OEMs and suppliers to use it in the development of their own charging solutions for compact machines. With this move, Volvo CE aims to facilitate and accelerate the electromobility transformation by helping the wider industry create more charging solutions — based on a common protocol — for the benefit of customers transitioning to emission-free solutions. Fredrik Tjernström, Electromobility
Fredrik Tjernström, Electromobility Solutions Sales of Volvo CE
Solutions Sales at Volvo CE, said, “We want to contribute to a standardized, reliable and efficient electric ecosystem that makes it easy for our customers to go electric. “Today, lacking a standard brandagnostic charging interface for compact machines, our customers will need different chargers for different
machine brands. By making our charging interface public, we hope that we will see more and more charging solution providers and other machine OEMs using one and the same charging protocol — moving us a step closer to an industry standard for the benefit of customers everywhere.” A 48V power supply is designed for the smallest range of compact construction machines. For Volvo CE, this currently applies to the ECR18 Electric, EC18 Electric and ECR25 Electric compact excavators, the L20 Electric and L25 Electric compact wheel loaders and the DD25 Electric asphalt compactor. For heavier equipment, the use of a 600V power supply is required. There is already an industry standard protocol for this voltage that has been designed by the automotive industry. The 48V DC protocol from Volvo CE is a free resource and is available at volvoce.com/global/en/our-offer/emobility/48V-protocol.

ABC 2023 Tech Report Details Case Studies for Successful Tech Adoption Associated Builders and Contractors released its third annual construction technology report, which consists of a framework and complementary real-life case studies from ABC contractors that utilize construction technologies to strengthen safety, workflows and profits. These case studies help to explain the foundational steps companies can take toward successful adoption of construction technology. “By focusing on the people affected by technology change and identifying key stakeholders and drivers throughout the process, companies can develop a robust construction technology framework that can lead to more profits, safer jobs and more work,” said Matt Abeles, ABC vice president of construction technology and innovation. “In the 2023 Tech Report, we see how ABC members’ investment in tech and innovation can be strategically adopted and implemented. Komatsu Expands National Field Services for Miners As Komatsu continues to enhance offerings for mining customers in North America, the company announced that it is acquiring certain assets of Matfield Machining to support the growth of its national field service teams, which support mining operations at customer sites throughout the United States and Canada. Assets acquired through this purchase will include a 14-acre site including a shop and warehouse in Safford, Ariz., which will serve as the hub for Komatsu’s U.S. National Field Service team, as well as equipment to expand the team’s milling and machining capabilities. Komatsu anticipates hiring the former Matfield employees to help expand the service team. The National Field Service team of experienced product experts facilitates planning and performs assembly of new machines and major overhauls of existing machines. This team leverages its broad experience base and standard work practices to optimize
major projects, enabling Komatsu branches to better support the daily needs of its customers. “The asset purchase will expand the capabilities of our National Field Service team to provide mining customers a full-service, turnkey offering for major equipment rebuilds and field work,” said Josh Wagner, VP and GM of North America mining distribution for Komatsu. “Acquiring these heavy machining assets and adding skilled operators and technicians will fulfill that need.” The enhanced team will be available to service large mining equipment in the United States including electric and hydraulic shovels, electric drive trucks, drills, electric wheel loaders, mechanical drive trucks, large format dozers and support equipment. The closing date of the purchase is anticipated for mid-October 2023. For more information, visit www.komatsu.com.
