U.S. Nuclear Repository Completes Key Mining Project After seven years of mining, federal officials said work to carve out the eighth disposal area at the U.S. government’s underground nuclear waste repository is complete. Managers at the Waste Isolation Pilot Plant are planning to use the space beginning next year. Workers still need to run power to the excavated area known as Panel 8 and install air monitors and chain link to protect the walls. Constructed in a deep layer of salt in southern New Mexico, the repository entombs the radioactive remnants of decades of nuclear research and bomb-making. That includes special boxes and barrels packed with lab coats, rubber gloves, tools and debris contaminated with plutonium and other radioactive elements. Having enough space for the waste became more of an issue in 2014, when a radiation release contaminated parts of the underground facility and forced an expensive, nearly three-year closure. Some parts of the repository

became off-limits. The incident also delayed the federal government's cleanup program and prompted policy changes at national laboratories and defense-related

sites across the U.S. State regulators currently are weighing a permit change that some critics say could open the door to expanded operations at the

repository. A decision is expected later this year. The repository has been in operation for more than two decades, having received nearly 13,000

shipments. The idea is that the shifting salt will eventually encapsulate the waste after the underground vaults are filled and sealed. Reinhard Knerr, a manager of the Department of Energy’s Carlsbad Field Office, said the completion of Panel 8 was a long time coming but that it will be ready just in time. Panel 7 is expected to be full by April. The rooms that make up Panel 8 are 300 ft long, 33 ft. wide, and 15 ft. high. Officials said laser measuring devices were used to guide the mining machines that cut the salt and large trucks were used to take the material to a hoist for transport to the surface. Officials said more than 157,000 tons of salt were mined during the project. The next project for the mining machines will be carving out drifts, or passageways, that will connect with a utility shaft that's under construction. 

Transportation Commission Approves New $7.7B Plan A state commission gave the green light to the Oklahoma Department of Transportation’s new $7.7 billion, eight-year construction plan. The plan is updated annually and the new one covering through federal fiscal year 2029 covers approximately 300 more projects and $1.6 billion more than the previous one. The work plan represents a nearly 50-50 split of state and federal funding for work through federal fiscal year 2029. State Transportation Secretary Tim Gatz said he’s confident Congress will pass a federal highway funding bill soon, despite disagreement on a broader infrastructure package. “I feel like the federal funding projections we have uti-

lized are certainly in line with what would be expected in our long-term reauthorization, but that's where it all begins.,” Gatz said. “Setting those funding projections is first and foremost as we begin to consider the critical needs across the state.” Some of the critical needs in the new eight-year plan include repairs for nearly 700 bridges and safety improvements on nearly 1,000 mi. of rural, two-lane roads. “Those are the types of highways that we have our most severe and highest fatality rates on, and something as simple as putting a safety shoulder on those highways can prevent some of those accidents from happening,” said Gatz.

Some of the critical needs in the new eight-year plan include repairs for approximately 700 bridges and safety improvements on 1,000 mi. of rural, two-lane roads.

Transportation Commissioner James Grimsley said he’s a big supporter of the work plans, which have been around since 2003. “My district borders north Texas, and that continued growth is spilling over and it’s starting to have an impact on our road systems,” Grimsley said. “You know, our traffic continually increases. And so, I don't see any other way that we're going to be able to address that unless we do it systematically.” The new work plan has Tulsa County in line for several big projects in federal fiscal year 29, including resurfacing on U.S. 75 and State Highway 11. 

Volvo Expands Material Handler Line With New Models Volvo Construction Equipment has launched the all-new EW200E material handler, aimed at the light waste handling segment. Its bigger brother — the EW240E material handler — is updated with a longer boom. “A dedicated material handler is purposebuilt for these applications, compared with modifying an excavator to fit into these segments,” said Matthew McLean, product manager, excavators, Volvo CE. “Now we’ve added a second machine to our lineup with the EW200E MH, which is perfect for light and medium material handling like plastic, household waste and scrap.” Engineered for Durability, Productivity The EW200E material handler weighs 22.6 tons and is powered by a Volvo D6J 6L Tier IV final engine that provides 173 hp (129 kW). The machine has three boom and arm configurations. The straight boom can be fitted with either a 13-ft. gooseneck arm or an 11-ft. 6-in. sorting arm, giving the EW200E a max reach of 33 ft. and a max lifting capacity of 25,600 lbs. The 26-ton EW240E material handler, introduced in 2018 for medium-duty applications, now has a 23-ft. 9-in. straight boom, which is more than 2 ft. longer than the previous model. When combined with the exist-

ing 16-ft. 5-in. gooseneck arm, the new total reach is more than 39 ft. Additional Features The EW200E MH shares many components with the EW240E MH and other Volvo wheeled excavators. Hydraulics matched to the Volvo engine allows the machines to find the sweet spot between engine speed and hydraulic efficiency. The boom float function and boom cylinder dampening minimize vibration and

hold the grapple in place for increased stability. The grapple control and soft swing system work together for instantaneous response and smooth precision In addition, Volvo material handlers offer application-specific features to increase productivity, uptime and operator comfort: • Option of four stabilizers (front blade and rear outrigger as standard) • Cab can be raised more than 16 ft. above the ground • Cab has double-damped mounts to

reduce noise and vibration • Outriggers, blade and cab-raising functions can be completed without removing hands from joysticks • Factory-installed auxiliary circuits enable sorting grabs and orange-peel grapples • Adjustable arm-in and height limitations • Comfort Drive Control provides the ability to drive up to 12 mph using the roller on the joystick • Can be ordered without the steering column, which allows the operator to control the machine using only the joysticks • Auto idle and auto engine shutdown to help to reduce fuel consumption • Optional solid rubber tires • Optional waste package: protective screens and a reversible fan • Optional Smart View feature for bird’s eye view of machine The EW200E MH and EW240E MH are eligible for a free year of ActiveCare Direct, the Volvo telematics service that provides 24/7/365 machine monitoring and fleet utilization reporting directly from Volvo. They also are backed by the Volvo Lifetime Frame and Structure Warranty, which covers the frame, boom and arm for the entirety of the initial ownership period. Cat 816 Landfill Compactor Improves Uptime Reliability The new 816 compactor features improved airflow technology to reduce cleaning and maintenance. A new radial air filter lasts four times longer than the previous filter, and operators are alerted to airflow blockages by an electronic air inlet restriction indicator.

Building on a nearly 50-year legacy of delivering maximum compaction performance and rugged durability, the new Cat 816 landfill compactors features improved guarding and structure engineering to optimize uptime availability. New grouping of service points reduces time spent on maintenance, while the compactor’s updated cab design increases operator comfort and productivity, according to the manufacturer. Alleviating potential damage, new frame deflectors divert trash away from the frame and hood enclosure. A new captive hinge on the service doors prevents them from opening unintentionally to protect interior components from contamination. These new deflectors and doors ensure fewer failures resulting from the severe nature of landfill applications. Up to 12 Percent Lower Maintenance The new 816 compactor features improved airflow technology to reduce cleaning and maintenance. A new radial air filter lasts four times longer than the previous filter, and operators are alerted to airflow blockages by an electronic air inlet restric-

tion indicator. A screened air inlet deflects trash from entering the radiator area to help maintain proper airflow, while an autoreversing fan with manual activation capability purges debris buildup. Sight gauges for the coolant, transmission oil and hydraulic system provide quick inspection with reduced contamination risk. Grouped hydraulic oil, cooler, fuel cooler and condenser service points, along with centralized grease points, help to further minimize maintenance time. Access to the emergency shutdown, battery disconnect and jump start are quickly and conveniently accessed from ground level. The heavy-duty main structures of the new 816 are built to be rebuilt, offering multiple life cycles. Reusing and rebuilding machine components offers significant savings compared to the cost of buying new and helps to lower total cost of ownership. Advancing Operator Productivity The compactor’s cab delivers greater comfort and easier machine control for higher operator productivity. Machine controls include membrane switch panels, keyed ignition and electrohydraulic parking brake control switch to increase efficiency.

Updates to the single Cat STIC system allow for shorter, faster cycles to reduce operator fatigue and increase performance. The STIC system combines steering, gear selection and other functions into a single lever. The cab sits on isolation mounts and features a new Premium Plus seat with leather finish, forced air heating and cooling, twoway thigh adjustment, power lumbar and back bolster adjustment, and dynamic end dampening for total comfort throughout the workday. Pressurized to lower interior sounds levels and keep contamination and odors out, the cab features an automatic climate control system that maintains the operator’s preferred temperature settings. Operators are kept informed about machine operating conditions via a 3G touchscreen with user-friendly interface for viewing the Vital Information Management System (VIMS) to optimize machine uptime. Fleet management is further improved through Cat Link technology that provides online access through VisionLink to critical machine data such as machine location, hours, fuel consumption, idle time and diagnostic codes. Cat Compact saves on fuel and machine wear and allows the operator to achieve

higher compaction densities through in-cab guidance, machine position reporting and completed pass count. The machine’s standard review camera elevates safety for operators and workers onsite. Proven, Efficient Powertrain The new purpose-built Cat 816 landfill compactor is powered by the Cat C7.1 engine designed for maximum fuel economy and increased power density. Two engine package options are available — U.S. EPA Tier IV Final/EU Stage V and Tier III/Stage IIIA equivalent — for meeting local market emission standard requirements. New Division Will Look at ‘Big Picture’ Construction The Oklahoma Department of Transportation is in the middle of a process to consolidate some of the functions it shares with the state turnpike authority and aeronautics commission, and ODOT is making some internal changes as well. ODOT has a new multimodal division that will look at the big picture of surface transportation. Multimodal Division Manager Jared Schwennesen updated the agency’s Waterways Advisory Board on the division. He said they’ll look at how trains, boats, buses and even bikes and scooters can work together to improve transportation for everyone from commuters to businesses looking to move products. “If we can get more rails onto boats, we decrease blocked crossings,” Schwennesen said. “If we get more rail moving throughout the world, then we get less congestion on highways, and then we get less accidents with pedestrians. And it’s just a better, holistic view of transportation.”

Schwennesen said one of the goals is making a stronger case for non-highway forms of transportation. “We need more money, we need more maintenance activities to happen, we need more grants from the feds, and how can we all do that together instead of fighting against each other?” Schwennesen said. “Let’s try to help grow this pie and have a better advocacy voice at the capitol, along with within ODOT and our other transportation partners.” The multimodal division will not deal with aviation-related issues. 

Manhattan Builds World’s Largest Single-Panel Moving Roof

By Joel Lambert

CEG CORRESPONDENT

The Manhattan Construction Company recently received a highly respected award for its work on a massive undertaking in Texas. On Sept. 22, Bob Lanham, president of Associated General Contractors, handed out the Build America Award to Manhattan for the category of Construction Management New or Renovation $100 million or more, recognizing the construction company for its construction of Globe Life Field, home of Major League Baseball’s Texas Rangers. The distinction recognizes the current standard of excellence for time, cost, safety and quality, while accounting for environmental impact. Manhattan built the new 40,300-seat stadium in a little over 30 months at cost of approximately $1.1 billion. Construction Details The operable roof comprises one of the distinguishing features of the sports complex. At approximately 5.5 acres, it is the largest single-panel moving roof in the world, according to the Fort Worth Business Press. In approximately 15 minutes, 10 motors convey a steel structure covered in ethylene tetrafluoroethylene (ETFE) — a light-weight, heat resistant film originally developed for aerospace applications — along rails similar to those on which trains roll. Ten steel trusses, weighing an average of 500 tons each, support the immense panel. W&W Steel Erectors installed the first truss during February 2019, and the completed roof closed for the first time by December of that year. To accomplish this endeavor, the construction team hoisted a total of 19,000 tons of steel to heights exceeding 230 ft. One hundred and fifty trucks bearing a modern-day mammoth arrived during December 2018 to facilitate the monumental undertaking; the Manitowoc 31000 is the largest American-made crawler crane, able to lift up to 1,100 tons as high as 361 ft. from its base. “The 31,000 takes up a lot of space and requires a lot of coordination with not only W&W but with all trade partners to keep progress moving forward,” said Manhattan Construction Company Vice President Jim Cuddihee. “The erection of the crane and the 150 trucks required was highly coordinated, not only on-site, but we also arranged for the city to provide police escorts for the truck transport of the crane parts to the ballpark,” Cuddihee added. The team took two weeks to assemble the crane; and planning to dismantle it took place from the beginning. “We only had a couple of feet to play with

The distinction recognizes the current standard of excellence for time, cost, safety and quality, while accounting for environmental impact.

when the structure was complete,” Cuddihee said. Roof construction started on the west end. The construction team assembled large sections of the steel structures in the stadium bowl — 50 ft. below street level — one of the truss pieces exceeding 700 tons. Describing the process, Cuddihee said, “Each of the roof's five truss pairs were erected in three sections: north, middle and south sections. After one truss was completely erected, we slid down the rail to the west to set the next truss. Once the first and second truss pairs were erected entirely, they were tied together with more steel.” To prevent the venture from devolving into a frenetic pandemonium, the team employed drones. The DJI Phantom 4 Pro tracked the progress of production and assisted with the logistics of equipment and materials on an extraordinarily tight site. “During the project’s construction, the ballpark’s foundations, the bowl structure and the roof structure were being built simultaneously in different phases,” said Cuddihee. “To keep up with the tight schedule, crews picked and set the trusses and maneuvered around the stadium bowl full of steel beams, cranes, and workers from various trade. Drone images were used in trade partner meetings to plan and coordinate activities in the coming days and weeks.” Award Recognition As for the prestige of the Build America award, it emanates from the story of AGC’s origins. The organization formed in 1919 in response to a call from U.S. President Woodrow Wilson for leading construction companies to form an organization to

address the problem of mobilizing on the scale required to win World War I. According to a 2011 U.S. Builder’s Review report, “AGC is today the oldest and largest national construction trade association in the United States,” with more than 32,000 members — 7,000 of which are leading general contractors. AGC consistently describes the Build America awards as the “Oscars” of the construction industry. The organization’s website states that the award-winners are chosen by its members to “have demonstrated the very best when it comes to building a better America and improving our quality of life,” and echoes 2009 President J. Doug Pruit’s sentiment, “These projects, with their vision, scope and grandeur literally dare to challenge, dare to change.” Past commensurate winners include a joint venture by Holder, Hunt, Russell and Moody in 2018 for the Mercedes-Benz Stadium in Atlanta, Ga. — a 72,000 to 80,000 seat stadium for National Football see MANHATTAN page 48

Volvo Adds Entry-Level Package for Compact Assist

Volvo Construction Equipment has redefined its Compact Assist offering for asphalt compactors with the launch of a new entry-level package.

As part of the company’s ongoing commitment to customer productivity, Volvo CE has introduced Compact Assist Start, a new introductory package of its Intelligent Compaction system, Compact Assist. “If a customer hasn’t used Intelligent Compaction before, then Compact Assist Start is the perfect introduction for them,” said Mark Eckert, product manager, Volvo CE. “Giving their operators real-time information on pass and temperature mapping in a system that’s as easy to use as a smartphone, they’ll notice improvements in their crews’ productivity immediately.”

New Package Gets Back to Basics Whether it’s for mapping the road, estimating density or producing jobsite reports, Compact Assist is now available in three packages to match customer requirements. Each package provides varying degrees of access to the core functions of pass mapping, temperature mapping and density/stiffness mapping. All three packages are powered by the Volvo Co-Pilot, a 10-in. in-cab tablet. Compact Assist Start helps customers take the first step into Intelligent Compaction. Easy to use and with no setup required, the

entry-level package includes pass mapping and temperature mapping functionalities, providing the operator with real-time data about how the job is progressing. Pass mapping gives operators a clear on-screen view of the roller’s coverage of the asphalt, highlighting stop points and overlaps so adjustments can be made quickly and efficiently without missing a spot. Temperature mapping ensures that compaction is completed at the optimum pavement temperature. A color-coded map of surface temperatures and the ability to set the maximum/minimum range enables the operator to easily avoid

rolling with a mix temperature that is too hot or too cold. Compact Assist Start is available on Volvo DD110C, DD120C, DD128C and DD140C asphalt compactors. From Start to Finish Upgrading to the other two Compact Assist programs is easy, and Compact Assist Start comes with all of the wiring and most of the needed hardware. The next package level is Compact Assist, ideal for customers looking to record and track data across a job site. It provides greater accuracy and reporting opportunities through the addition of a high-

accuracy GPS antenna, recorded and saved job data, automatic job report creation with USB and overthe-air download. The most comprehensive package is Compact Assist with Density Direct, giving customers complete control of the job site. It combines all the features of Compact Assist with the addition of density mapping functions. While these packages were created for Volvo asphalt compactors, there is a Compact Assist system for Volvo soil compactors that includes pass mapping and compaction mapping. Innovating With Performance-Focused BMD Process By Buzz Powell and Brett Williams SPECIAL TO CEG

Industry and agencies share a unified desire for pavements that perform well under the loads of the traveling public and the environments in which they are placed. Asphalt pavement mixture design has evolved as demands on pavements increase and as engineering continues to advance in building high-performance and cost-efficient pavements. That’s led to balanced mix design (BMD), which is proving successful in places like Alabama. But it might still be “new” to some road owners and mix producers. What is BMD, how did it come to be, and what are its benefits? The Path to BMD The Strategic Highway Research Program (SHRP) introduced the Superior Performing Asphalt Pavement system (Superpave) in 1993 to implement performance testing and volumetric design methods to account for traffic and environment, as well as a new asphalt binder grading system. The intention was to replace Marshall stability and flow testing with a new test(s) that measured basic material properties that were more predictive of actual rutting and cracking performance. While the Simple Performance Test (SPT) has undergone several iterations and a name change, it has not matured into a test that can be used during construction. In response to this mixture performance testing void, several different laboratory tests have been developed, many of them focused on the cracking performance of asphalt mixtures. Additionally, efforts have been made to formally shift the design focus toward balancing the cracking and rutting performance and away from some of the now well-established volumetric requirements. When you dissect this design and testing trajectory, the factors critical to widescale adoption of the BMD process become apparent, empowering the industry to move toward mixtures that can outperform their predecessors. A BMD Success Many states have begun implementing BMD or are in the process of doing so. One such example provides perspective on how simple the approach can be while demonstrating meaningful advantages over the volumetric-based system. The example BMD implementation dates back to summer 2019, when two Alabama counties (Geneva and Houston) sought advice from the National Center for Asphalt Technology (NCAT) to improve asphalt mixture quality for the purchase order mate-

rials the counties procure through annual contracts. Their initial inquiry stemmed from the idea of eliminating reclaimed asphalt pavement (RAP) from the mixtures to address performance concerns the counties had experienced with their pavements. But NCAT presented a different solution. NCAT offered a simplified BMD approach that focused on rutting and cracking performance while allowing for increased RAP use. The approach required satisfactory performance testing during construction to ensure contracted materials would meet the counties’ performance expectations. Let’s review some of the keys to implementation:

RAP usage required producers to pay close attention to its quality. This opportunity for innovation in meeting the performance testing requirements led to bids for BMD asphalt mixtures that were cheaper than the traditional specification for purchase order asphalt mixtures from the same producer. Simple The new BMD specification addressed all the asphalt mixture performance requirements in just over 350 words. The specification removed the mixture volumetric requirements, replacing them with the performance testing requirements and frequencies, which eliminated confounding constraints to produce the desired outcome. The specification used the IDEAL-CT

Performance The new county specification was developed using mix performance thresholds tied to NCAT Pavement Test Track findings from the 2015-2021 cracking group experiment, which correlated field performance to laboratory performance testing. The specification threshold values for IDEALCT (50) and hot-IDT (17 psi) testing results in mixes that perform well in both rutting and cracking in the Alabama climate, using local aggregates and asphalt binders, as deterBuzz Powell, NCAT photo mined by testing conducted on numerous mixes from the region. Determination of threshold values was an and hot-IDT tests, which can be conducted important step because BMD implementa- with equipment commonly found in asphalt tion should always be based on the proven laboratories in Alabama. In the Alabama case, the BMD mixtures allowed producers Responsible to also increase RAP content up to 35 perWhile the county was initially leaning cent, where previous Superpave mixtures toward eliminating RAP from the mixtures, only included 20 percent RAP. Increased the simplified BMD solution allowed for

RAP utilization to increase (from 20 to 35 percent), while also increasing the performance and service life of these pavements. Responsible use of recycled materials complemented with high-performing, long-life pavements ensure the industry can continue to meet the needs of the traveling public in the most sustainable and environmentallyfriendly manner possible. If improved performance and increased recycling were not enough, the cost savings of the new BMD specification alone made the changes a huge win for all parties and shows how much promise BMD implementation offers to the asphalt industry. Innovative The simple BMD specification lifted the volumetric requirements and established criteria tied to local field mixture performance, freeing the producer to develop new and innovative approaches to meet performance expectations, realize economic advantages, remain environmentally conscious by using local and recycled materials, and leverage technology to enhance performance. While the new performance requirements led to a significant increase in the most expensive component of the mix — asphalt binder — producers found innovative ways to contain, and even reduce, overall costs. Positive Outcomes in Alabama In Geneva and Houston counties, the new BMD specification has been embraced by contractors that are finding methods to increase mixture performance, embrace innovation and reduce costs. The counties plan to continue using the specification, as they have seen quality improvement in the mixtures. Contractors have reported mixes are easier to place and compact. The new specification captured the attention of the Alabama Department of Transportation (ALDOT) and counties throughout the state. ALDOT has a longterm plan for implementing BMD, which includes state-level shadow projects and trial projects. While researchers continue to learn more about BMD testing methods, sample conditioning options, and local threshold performance limits, simple BMD is hard at work in Alabama counties advancing safe, durable, and sustainable asphalt pavements. Deutz Corporation’s Newest Power Center West Opens Nov. 1 in Vegas Deutz Corporation has chosen a location for its newest Deutz Power Center. The new facility, Deutz Power Center West, will be located at 6150 East Tropical Parkway, Suite 135 in North Las Vegas, Nev. The new location will be open for business on Nov. 1, 2021. “When we began discussing the need for a new Power Center in the western U.S., Las Vegas immediately came to mind because of the large number of rental companies here who support the city’s important trade show and convention industry,” said Dominick A. “Nick” Vermet, vice president, Power Center Operations for Deutz Corporation. “We’re excited to have found an excellent facility in North Las Vegas that will help us not only serve that industry, but also our customers in nearby California who will now have far better access to Deutz service and parts.” Jacob Tillack of Las Vegas has been hired as the new location’s service manager. Tillack comes to Deutz with extensive experience that includes positions as a field service technician and as a technical service manager for companies in the Las Vegas metropolitan area. “We formed a solid base for Deutz Power Center West by bringing Mark Guriel out from our facility in Norcross, Georgia, to become the branch manager here,” Vermet said. “Now, we’ve brought another extremely competent and tal-

ented individual on board by hiring Jacob. His experience working with and managing technicians in the trucking industry has given him just the right perspective on the value of quick, quality service. Jacob understands that downtime means lost revenue, and we know he will bring that sense of urgency to his work with Deutz Power Center West.” Deutz Power Center West has a fully stocked parts counter and provides regularly scheduled and emergency service of Deutz engines, either at the Power Center location or at the customer’s site via a team of mobile service technicians. Some mobile technicians will be permanently located in Los Angeles, San Francisco and Bakersfield, Calif., making it possible to quickly assist customers in those areas. Like all Deutz Power Centers, the new North Las Vegas location also provides OEMS with dedicated application engineering and technical sales resources. These manufacturers can receive custom, value-added production and assembly services that result in the best possible Deutz solutions for their engine specification and configuration needs. Deutz Power Center customers can also purchase new Deutz engines, as well as Deutz Xchange remanufactured engines. For more information about Deutz Power Centers, visit www.deutzsupport.com. Sheila and Eric Samson Pavilion on the Health Education Campus at Case Western Reserve Univesity’s School of Medicine in Cleveland, Ohio — the first facility for interprofessional education of medical, nursing, dental and physician assistant students. Much like the motion-picture industry, structures — like movies — can win more than one award. Globe Life Field has accumulated accolades ranging from the Sports Business Journal’s 2020 Best Facility Debut Award to the 2021 TEXO Distinguished Building Award to the American Subcontractors Association North Texas Chapter Platinum $1 Billion+ Award. Manhattan is well-positioned to produce a grand slam sports complex. Laurence H. Rooney launched the company in 1896 from the Oklahoma Territory, making the organization almost as old as baseball itself. As the flagship company of the Manhattan Construction Group, the Manhattan Construction Company endures as a fifth generation family-owned operation, according to its website, and it is “one of the largest privately-held construction companies in the country.” With more than $30 billion put in place in its portfolio and $5 billion in green-building projects, Globe Life Field constitutes Manhattan's fifth OSHA partnership. The meticulousness of Manhattan’s planning radiates from its own articulation of a timeless formula: “The success of our projects is achieved by the hard work and expertise of our team members….we build excellence and trust. AGC: Know Steps You Can Take to Lessen Cost Pains

As construction projects launch, the need for materials and supplies has increased, creating a surge in demand weighing on the supply chain. CHALLENGES from page 1

“exceptionally steep and fast-rising costs for a variety of materials, compounded by major supply-chain disruptions and stagnant or falling demand for projects — a combination that threatens the financial health of many contractors.” No single solution will resolve the situation, Simonson, association economist, wrote in the AGC’s latest Inflation Report. But he believes there are steps that government officials, owners and contractors can take to lessen the pain. “While contractors cannot unclog ports or rescind tariffs, they can provide project owners with timely and credible third-party information about changes in relevant material costs and supply-chain snarls that may impact the cost and completion time for a project,” he said. For their part, owners “can authorize appropriate adjustments to design, completion date and payments to accommodate or work around these impediments,” he added. Pinpointing Problem The adverse effect of pockets of construction expansion on the supply chain is creating headaches. “As construction projects continue to rise, general contractors’ needs for materials and supplies have also increased, which has created a surge of demand that’s been weighing on the supply chain,” said Eric Collin, owner and president of Firmo Construction, Sarasota, Fla. “We all know well that the availability and prices of many of the materials used by construction contractors have been affected dramatically since the start of the COVID19 pandemic,” wrote Mike Sanders, bond manager of Old Republic Surety. “Many materials are difficult to find, and

Contractors should monitor costs and delivery schedules for materials, and communicate with owners, both before submitting bids and throughout the construction process.

when they are found, they are at extremely high prices as compared to the cost before the pandemic,” he wrote for Insurance Journal. Some of the materials most noticeably affected include lumber, products made from copper and steel and plumbing fixtures. “While other unique factors contribute, the biggest culprits for the volatility are the COVID lockdowns, COVID restrictions, business closures, higher-than-expected demand and a reduction of the available workforce in the industries that produce and distribute these materials,” he said, adding that some traditionally off-the-shelf materials are taking weeks or even months for delivery. Contractors may be feeling a big pinch, especially on projects originated prior to the pandemic, said Sanders. In many cases, he added, materials suppliers will not lock in their quoted prices for the amount of time the contractor needs to ensure the prices they ultimately pay do not exceed those contemplated at the time their bid was made. “Some suppliers will not lock prices in for any longer than a week, and some contractors report that certain suppliers are unwilling to lock prices in for more than a day.” Running an End-Around Simonson of AGC said though nobody welcomes a higher bill, the alternative of having a contractor go out of business because of impossible costs or timing is likely to be worse for many project owners.

For projects that have not been awarded or started, he suggests owners start with realistic expectations about current costs and the likelihood of increases. They should provide potential bidders with accurate and complete design information to enable bids that minimize the likelihood of unpleasant surprises for either party. Owners and bidders may want to consider price-adjustment clauses that would protect both parties from unanticipated swings in materials prices, said Simonson. “Such contract terms can enable the contractor to build in a smaller contingency to its bid, while providing the owner an opportunity to share in any savings from downward price movements [which are likely at some point, particularly for long-duration projects],” he said. The parties also may want to discuss the best timing for ordering materials and components. Buying items earlier than usual can provide protection against cost increases, suggested Simonson. “But purchase before use entails paying sooner for the items; potentially paying for storage, security against theft and damage and the possibility of design changes that make early purchase unwise.” AGC has long encouraged federal trade policy officials to end tariffs and quotas on imported products and materials. The association maintains that with many U.S. mills and factories already at capacity, bringing in

more imports at competitive prices will cool the overheated price spiral and enable many users of products that are in short supply to avoid layoffs and shutdowns. “Officials at all levels of government should review all regulations, policies and enforcement actions that may be unnecessarily driving up costs and slowing importation, domestic production, transport and delivery of raw materials, components and finished goods,” Simonson said in his report. “Owners need to recognize that significant adjustments are probably appropriate regarding the price or delivery date of projects that were awarded or commenced early in the pandemic or before, when conditions at suppliers were far different.” And contractors need to closely monitor costs and delivery schedules for materials and to communicate information with owners, both before submitting bids and throughout the construction process, said Simonson. “Materials prices do eventually reverse course. Owners and contractors alike will benefit when that happens.” Communication is key, said Carl Pebworth and Rachael Stack of the law firm Faegre Drinker Biddle & Reath. It’s crucial for owners, contractors and other “downstream” construction partners to contemplate and address concerns from the beginning, they said. “With respect to material price increases, see CHALLENGES page 66

Komatsu’s D71-24 HST Dozer Features Slant Nose Design Komatsu’s D71EX/PX-24 with a powerful hydrostatic transmission (HST) is effective at grading, pushing, side-cutting and work on soft ground, giving users the flexibility to move from production to finishing with a single machine. Pushing with 237 hp, Komatsu’s largest HST dozer — 49,824 to 50,927 lbs. (22,600 to 23,100 kg) — helps operators maintain ground speed while operating under heavy loads in H mode. Its distinctive slant nose design offers enhanced visibility to the cutting edges and excellent balance and maneuverability, according to the manufacturer. Offering precision on the job site, from golf course construction to highway projects, the D71-24 is an all-around crawler dozer. It is equally adept at precise, highspeed grading and rough dozing, and is designed to provide outstanding wearability and functionality with its high-capacity, wear-resistant dozer blade. The dozer’s Parallel Link Undercarriage System (PLUS) features rotating bushings to help minimize maintenance downtime and cost of ownership. Ensuring Quality, Speedy Projects With Instant Moisture Measurement By Del Williams SPECIAL TO CEG

Reduced strength also can become an issue with hot, dry weather, which can shorten the hydration portion of the curing process (when water is absorbed and crystals form in the concrete). Then the concrete mixture has less time to hydrate these forming crystals and create strong compressive strength. So, concrete curing in hot weather can suffer from limited strength and durability. On the other hand, in wetter seasons, excess moisture can do a great deal of damage to concrete and its protective coatings, as well as affect concrete-water ratios. Because concrete is porous, issues arise when water is trapped within the concrete. When it comes to structural concrete, including foundational slabs, construction contractors do not want to “guestimate” moisture levels, which can potentially jeopardize the whole project.

In the construction industry, the quality of cast-in-place concrete foundations, superstructure, slabs, stairs and architectural features, along with the speed of project completion, can largely depend on getting moisture measurement right — and the same is true with the masonry mortar used to build brick, block or stone walls. Water is an essential element of both concrete (i.e. water, aggregate, cement) and mortar (i.e. water, aggregate, binding material). However, at the job site, everything from seasonal temperature, rain, humidity and groundwater to circulating air can affect the moisture content in concrete and mortar greatly. This can impact setting and drying time — and incorporating the wrong moisture levels in concrete and mortar can be disastrous to quality, finish, The Benefits of Simplified longevity and even safety. Some in the construction sector say the biggest culprits in industry volatility are coronavirus lockdowns and restrictions, business closures, higher-than-expected demand and a reduction of workforce in the industries that produce and distribute needed materials. CHALLENGES from page 52

it may be as simple as the parties recognizing potential volatility and negotiate a mutually acceptable price escalation clause.” This approach, they said, should include identifying specific materials or material categories that may be at risk for significant volatility. “If possible, identifying suppliers for these ‘atrisk’ materials that will provide fixed pricing for a fixed period of time.” Define volatile pricing, suggested Pebworth and Stack in an article for JD Supra, and pre-order materials when it’s feasible. Account for storage costs, or course. Anticipate the potential impact for future projects under current conditions. Their other suggestions: Discuss use of a contingency line item for raw materials and consider bailateral flexibility. “If the owner shares the risk of price increases, then the owner should also share the benefit if prices come down unexpectedly,” they said. “Unanticipated material delivery delays and product shortages will require similar flexibility. A shortage of material transportation resources may be a long-lasting outcome in the postpandemic construction economy.” At negotiation time, owners, contractors, subcontractors and suppliers need to consider all these issues in the wake of COVID-19 and other unanticipated events that have occurred over the past year, said the attorneys. Price volatility and related delivery delays of construction materials will likely

remain for the foreseeable future. “As with many issues, open and honest communication during contract negotiations surrounding issues that may arise on a project not only fosters a good working relationship, it can also avoid unnecessary costs, delays and disputes on the back end of a project,” they added. Reframing Outcome AGC reported that another round of price increases and supply-chain disruptions have resulted in further hardships on contractors. They’re not only driving up construction costs, but slowing down progress on projects. Additionally, more than threefourths of construction firms have indicated projects are being postponed or canceled because of unavailable materials or cost overruns, while only one out of five firms reported winning new work in the previous two months. Circumstances like these are catalysts for unfavorable outcomes in the construction industry, said Collin of Firmo Construction. As a result, many local general contractors are proposing project bids with higher estimates. The general conclusion is that contractors are trying to balance out losses due to the pandemic, leading to a hike in cost. “In actuality, however, it’s quite the opposite,” he said. “Contractors are trying to balance the surge in need for construction services while accounting for the matter of not only rising material costs and material delays, but also

labor shortages in the industry.” Reimagining supply chains could be a way to build resilience and head off disruptions, said Collin. He laid out solutions contractors can implement to diminish the negative effects of the industry’s perfect storm. “Some ways contractors can address these obstacles include introducing innovative methodologies and expanding their thinking beyond the construction site,” he said. One technique he favors is prefabrication. The strategy utilizes components made off site and assembles them together on site. It can be applied to full structures as in modular construction, or to materials such as cross-laminated timber. Collin pointed out that at a time when cost is critical, reimagining supply chains is another viable solution. “One way is to prepare for disruptions. Now is the perfect time for companies to build resilience into their operations to be better prepared for any type of future disruption,” he said. “There’s an ideal opportunity to build that resilience on multiple fronts if industry leaders are restructuring their value chain from end to end,” he added. These opportunities range from reevaluating business models and building efficient industrial supply chains, to building manufacturing and distribution facilities to help alleviate vulnerabilities the pandemic brought to light in the just-in-time supply chain, he said.  CEG

Ritchie Bros. Auctioneers and SmartEquip announced that they have entered into a definitive agreement under which Ritchie Bros. will acquire SmartEquip for approximately $175 million. Completion of the acquisition is subject to customary closing conditions, including, among other conditions, the expiration or termination of the applicable waiting period under the Hart-Scott-Rodino Antitrust Improvements Act of 1976, as amended. “This acquisition furthers our goal of providing the best experience for our customers as we continue our transition from a traditional auctioneer to a marketplace for insights, services, and transaction solutions for commercial assets,” said Ann Fandozzi, chief executive officer, Ritchie Bros. SmartEquip is a multi-manufacturer platform that provides customers with real-time service and diagnostic support, dynamically customized, via serial number, to each asset in their fleet, as well as enabling the electronic procurement of parts from OEMs and their dealers. “Ritchie Bros. is a perfect partner for us, with over 60 years of experience and a global footprint,” said Bryan Rich, SmartEquip’s executive chairman. “Through their global customer base, this merger will accelerate

SmartEquip’s ability to support its rapidly growing footprint across our joint global marketplaces and engaged customer base.” Under the terms of the transaction, Ritchie Bros. will acquire 100 percent of the equity of SmartEquip for approximately $175 million subject to adjustment. Strategic Rationale for Acquisition • Enables Better Customer and Partner Experience — the combination of SmartEquip and Ritchie Bros. will enable and accelerate adoption of parts and service sales on behalf of our dealer and OEM partners by providing a seamless experience for end users • Accelerates the Execution of our Strategy — This highly complementary acquisition builds on Ritchie Bros.’ vision of becoming a trusted global marketplace for insights, services and transaction solutions for commercial assets • Deepens IMS Connectivity — SmartEquip will deepen IMS (inventory management system) connectivity and will further enable digital solutions at scale around inspections and ancillary services, while enabling better optimization of search and advertising revenue streams For more information, visit RitchieBros.com. 

The latest project forecasts, expert insight on upcoming regulatory hurdles, and ample networking opportunities with agency decision makers are critical to being competitive in the federal construction market. Unlike other events, the AGC Federal Contractors Conference brings federal agencies directly to the table alongside attendees to generate more candid dialogue and fewer generic presentations. In addition to agency budget and policy overviews, the conference focuses on addressing specific issues facing the construction industry and particular agencies from public-private partnerships to source selection; multiple award contracts to small business; and design-build to bonding. The conference is not a “one and done” event. It serves as part of an ongoing dialogue that AGC members and federal agency personnel continue throughout the year. Attendees are encouraged to take part in that dialogue with AGC.

Industry Professionals Gather at Latest Utility Expo When Matt Druckenmiller of Multi Machine Inc. (a company that rents tracked crawler carriers across the United States) had a customer who wanted to put a concrete mixer on a tracked vehicle, he was determined to find a way to get it done. He worked with McNeilus Truck & Mfg. Inc. (a concrete mixer company) and Prinoth, a leader in the manufacturing of tracked carriers, to produce the solution, which is now a standard offering from Prinoth. (L-R): Clint Glunz and Kevin Dunn, both of McNeilus Truck & Mfg. Inc.; Matt Druckenmiller of Multi Machine; and Eric Steben of Prinoth.

(L-R): John Millsaps, Barry Ferrell, Kris Binder, Jeff Platzke and Allen Patterson of Hydrema US kept quite busy showcasing their latest products.

U A Link-Belt 145 excavator equipped with an Engcon tiltrotator demonstrated with a host of attachments is quickly changing the way contractors have traditionally viewed attachments and coupling systems. Vermeer Corporation’s Peyton Boyle (R) draws a crowd as he goes over features of some of the many Vermeer products in his company’s exhibit area.

Kevin Thieneman (L), chairman of LiuGong North America, and Chris Saucedo, LiuGong’s vice president and general manager, were out at the Utility Expo promoting their products and meeting with press representatives to introduce a host of new offerings from LiuGong.

The largest, most powerful, compact tracked loader on the market today — the new Case TV 620B with a huge 1 ¼ -yd. bucket — was a real show stopper.

Hyundai’s Ted Steinkamp (L) and the oneand-only social media influencer Mr. Dirt Perfect (Mike Simon) address the crowd during a fun-filled final day of the show.

Allu, long known for its excavator screening bucket, held live demonstrations of the new excavator crushing bucket that was originally introduced at ConExpo.

tility professionals were in the operator’s seat Sept. 26 to Sept. 28, 2021 in Louisville, Ky., as the Utility Expo brought the industry back together. Organizations from across the country, including Duke Energy, CenterPoint Energy, Michels, Intren and Henkels & McCoy Inc., sent representatives ranging from CFO, COO, executive vice president, fleet and asset and equipment purchasing, to view specialized exhibits and product unveilings, participate in hands-on test drives and demonstrations, learn about the latest innovations in the industry and make purchasing decisions. The 2021 installment of the Utility Expo was the largest in the show’s history, with more than 950 companies spread across more than 1.4 million net sq. ft. (32-plus acres) of the Kentucky Exhibition Center. “Given the extraordinary circumstances around in-person events, we were excited to be able to produce the Utility Expo and bring a diverse lineup of thousands of products to over 16,500 attendees,” said John Rozum, show director of the Utility Expo. Dave Hughes, vice president of global sales of McElroy Manufacturing Inc. and 2021 show chair, echoed Rozum’s comments. “It was significant to be able to safely and successfully operate the Utility Expo this year,” said Hughes. “The new and expanded show layout, fabulous weather, innovative products and technologies and engaged crowds all contributed to a very successful event. “The networking opportunities at the Utility Expo are invaluable for attendees and fellow exhibitors,” Hughes added. “As an organization, we can provide customized solutions for our customers’ challenges. But if those customers need something we cannot provide, we can refer them to an organization who can help them, and those connections can only come at events like the Utility Expo.” Jamie Gardner, brand manager of trade shows and events of Milwaukee Tool, said they weren’t sure what to expect, but the show did not disappoint. “We are thrilled with the number of decision makers who are at the show and the engaging conversations we were able to have,” said Gardner. “The number of leads we were able to acquire exceeded our expectations and we are looking forward to 2023.” The Utility Expo will return to Louisville and the Kentucky Exposition Center Sept. 26 to 28, 2023.  CEG (All photographs in this article are Copyright 2021 Construction Equipment Guide.
