LA’s New $2.66B Stadium to Debut in 2020 By Chuck Harvey CEG CORRESPONDENT

U.S. Hotel, NFL Arena May Sport Flammable Panels...12
Work has kicked into full gear on a futuristic $2.66 billion football stadium that broke ground in Inglewood in mid-November 2016, but bogged down in mud during a wet Southern California winter. The new stadium will sit on a 298-acre site. The original construction schedule had the stadium scheduled to open for the 2019 football season, but the muddy conditions forced a one year delay in the opening, which is now set for fall of 2020. That means the Los Angeles Rams will continue to play at the Coliseum through 2019. The L.A. Chargers, also signed on to play at the new stadium, will continue to use the StubHub Center soccer stadium in Carson through 2019. see FOOTBALL page 17

$105M Project Expands University of Wyoming By Chuck Harvey CEG CORRESPONDENT
Walls are going up on a $105 million, 100,000-sq.-ft. Engineering Education and Research Building at the University of Wyoming in Laramie, Wyo. It is the largest construction project in the university’s history. “The university has made real progress toward a Tier-1 College of Engineering and Applied Science and I wholeheartedly support their efforts,” Wyoming Gov. Matt Mead said when workers broke ground on the project in early October
2016. “This new building is key to achieving that status. University of Wyoming will have a world-class learning environment for students and faculty.” The project is expected to be completed in spring of 2019. Standing four stories tall, the new engineering facility will be located on the north end of the University of Wyoming campus near 11th and Lewis streets, across Lewis from the existing Engineering Building.

Nevada Builders Alliance presented its newest program to assist construction and construction-related companies in relieving some of the pressure felt by the shortage of skilled construction workers in Nevada at a recent luncheon in Reno. The H-2B Visa program is the country’s only legal seasonal foreign worker visa program for non-agricultural employers. It allows U.S. employers or agents to bring foreign nationals to the United States to fill temporary non-agricultural jobs. “We’re missing an entire generation of construction workers,” Aaron West, CEO of Nevada Builders said. “With 22 percent of the construction labor force over the age of 55, and only 7 percent age 25 or less, we are nearing critical mass in replacing workers who are aging out of the industry.” West also said Nevada alone will need to hire 10,000 skilled trade professionals to meet the need for workforce housing, incoming industry and the supporting infrastructure. Reed Graham, chief operating officer of Erickson Companies, a construction, prefabricated building components and framing services contractor with locations in Arizona, Sacramento and Reno, spoke to the assembled group of contractors, tradesmen, government officials and economic development representatives on Erikson’s 3-year odyssey into hiring H-2B Visa labor. “We spent a lot of time and energy on Craigslist, in churches, newspapers and supermarkets to recruit for our workforce needs,” Graham said. “We just weren’t getting enough people, and the turnover was tremendous. Guys would work three or four days and quit.” Graham said Erikson petitioned for six workers in 2015 through the U.S. Department of Labor. It went so well, the company petitioned for 40 workers. In 2016, the company’s request grew to 170. This
year, they are looking to bring in 337 workers. “It hasn’t been an easy process,” he said. “We stubbed our toe a few times during the process. Having the right agent to help see you through is critical.” Graham said he has hired an employee to oversee the petition and logistics processes for the company’s H-2B Visa program to help with the myriad details, and uses MAS Labor, an H2 visa specialist located in Lovingston, Va. Kerry Scott, program manager of MAS Labor, said the United States is limited to 66,000 H-2B visa workers per year, as written by Congress, half of which are allowed in April 1, the other half on Oct. 1. Scott said landscaping is the largest industry using H-2B workers, followed by construction. The key for construction companies, he said, is being able to train workers who may not be experienced, but have a strong desire to learn. “These guys want to work, they want to learn, and made a conscious decision to do this job, with this company, in this city,” he said. “Once they’ve been trained, they want to come back year after year. It’s how you can build a skilled workforce.” Nevada Builders Alliance is working with Graham and Scott to provide assistance to companies who wish to petition for H-2B workers in the future by providing the correct language to use in forms and paperwork. “This is a great program and we are happy to help our member companies and others who wish to invest in skilled workers,” West said. “Through our efforts with our local educational partners and employers, and now with the H-2B visa program, we are committed to workforce development for Nevada.” (This story also can be found on Construction Equipment Guide’s website at www.constructionequipmentguide.com.)

Colorado’s Wildlife Safety Mitigation Efforts Prove Beneficial One evening in early April, Deb, a Southwest Colorado resident, was traveling on U.S. Highway 160 near Mancos when she hit a deer. “Well, that deer actually hit me,” Deb explained. “I did not have a moment to react. This doe was running full-force and ran right into my front end. I pulled over only to find my hood bent, fender damaged and headlight gone. I realize this could have been a life-threatening situation, and I’m certain this will result in a couple thousand dollars in damage.” Deb, who also is a CDOT employee, is well aware of the education efforts of the “Wildlife on the Move” program, which cautions motorists statewide to be attentive to wild animals crossing the roads. Be Aware “Be aware, drive with caution and slow down — especially at dusk and dawn, when the majority of animals are active and wildlife vehicle collisions (WVCs) occur — just like Deb’s crash,” said Colorado State Patrol (CSP) Captain Adrian Driscoll. Driscoll also offered this advice: “The best practice for drivers is to be diligent and super observant. If you see one deer or elk, expect others. Scan the sides of the road for signs of movement and watch for those shining eyes of animals that reflect car headlights at night.” If a wildlife collision does occur,
To help prevent these types of crashes with wildlife, CDOT partners with entities such as Colorado Parks and Wildlife (CPW) to design and construct mitigation features along state roadways, identifying locations where these mitigation structures will be the most beneficial.

This project implemented several safety mitigation features along a 10.5-mi. stretch.
CDOT and CPW are partnering on a five-year monitoring study along CO 9 that is being conducted by ECO-resolutions.
About the CO 9 Wildlife Crossing Project One such project is the Colorado Highway (CO) 9 Colorado River South Wildlife & Safety Improvement Project south of Kremmling. This project implemented several safety mitigation features along a 10.5-mi. stretch, including two wildlife overpasses (the first in Colorado); five wildlife underpasses; 8-ft.-high wildlife exclusion fencing; wildlife escape ramps; and deer guards. Project construction was completed in 2016. CDOT and CPW are partnering on a five-year monitoring study along CO 9 that is being conducted by ECO-resolutions. The first year’s progress report (Phase 1 only, winter 2015-2016) documented a 90 percent reduction in wildlife-vehicle collisions (WVCs) within the completed project area. In addition, over 7,000 mule deer movements were reported through or over the crossing structures. Other animals that use the crossing structures include elk, black bear, moose, coyotes, pronghorn and bobcats. “The successful results from this project have exceeded our expectations. It is clear the animals are see WILDLIFE page 30

U.S. Hotel, NFL Arena May Sport Flammable Panels By Juliet Linderman, Jason Dearen and Jeff Martin ASSOCIATED PRESS
In promotional brochures, a U.S. company boasted of the “stunning visual effect” its shimmering aluminum panels created in an NFL stadium, an Alaskan high school and a luxury hotel along Baltimore’s Inner Harbor that “soars 33 stories into the air.” Those same panels — Reynobond composite material with a polyethylene core — also were used in the Grenfell Tower apartment building in London. British authorities said they’re investigating whether the panels helped spread the blaze that ripped across the building’s outer walls, killing at least 80 people. The panels, also called cladding, accentuate a building’s appearance and also improve energy efficiency. But they are not recommended for use in buildings above 40 ft. because they are combustible. In the wake of the fire at the 24-story, 220-ft.-high tower in London in June, Arconic Inc. announced it would no longer make the product available for high-rise buildings. Determining which buildings might be wrapped in the material in the United States is difficult. City inspectors and building owners might not even know. In some cases, building records have been long discarded and neither the owners, operators, contractors nor architects involved could or would confirm whether the cladding was used. That makes it virtually impossible to know whether the Baltimore Marriott Waterfront hotel or Cleveland Browns’ football stadium — both identified by Arconic’s brochures as wrapped in Reynobond PE — are actually clad in the same material as Grenfell Tower, which was engulfed in flames in less FirstEnergy Stadium, Cleveland, Ohio than five minutes. “If the materials used on a building appear similar to a known hazard, people need to know that,” in a fire-safety pamphlet. It warns that choosing the right said Douglas Evans, a fire protection engineer from Las product is crucial “in order to avoid the fire to spread to the Vegas, who has been studying fires on the exterior facades of whole building” and that fire can spread extremely rapidly buildings for nearly 25 years. “Anybody who is inside of “especially when it comes to facades and roofs.” No one has declared the U.S. buildings unsafe, nor has the these buildings has a right to know.” The International Building Code adopted by the U.S. U.S. government initiated any of the widespread testing of requires more stringent fire testing of materials used on the aluminum paneling that British authorities ordered after the sides of buildings taller than 40 ft. Marriott, whose spokesman Jeff Flaherty said results of testing on the hotel’s exterior panels was expected in late July. “We can tell you that the hotel passed building inspection at the time it opened in 2001 and that the hotel’s fire and life safety systems meet local code requirements,” he said. The Arconic website stated that the Browns stadium used 100,000 sq. ft. of the bright silver aluminum composite material in its exterior. Daniel Williams, a spokesman for Cleveland’s mayor, wouldn’t say whether the city-owned stadium was built with the aluminum cladding. All related questions “will need to wait until after the investigators finish their report on the fire in London,” he said. One option for building owners who are unsure of the product’s use would be to remove a section of paneling and have it tested at a lab, said Vickie Lovell, president of InterCode Inc., a consulting firm on building codes and standards. Building records kept by cities can include construction blueprints, inspection logs and fire safety plans. But local agencies don’t require that an applicant seeking a building permit submit a list of materials or specific products. In the case of the Marriott, Baltimore’s housing department holds the building’s original plans, which don’t say what cladding was used. The architect of record would have known what materials were used during construction. But Peter Fillat, an architect who worked on the 2001 Marriott construction, said he destroyed his records pertaining to the property six years ago because his contract requires him to keep files for only 10 years. Construction and contracting firms that worked on the Marriott also said they no longer had those records. For decades, the U.S. has required sprinkler systems to be installed in new high-rise buildings, as well as multiple ways for people to exit in the case of a fire. Grenfell Tower had none of those safeguards. But fire safety experts caution that indoor sprinklers can’t stop a fire that ignites on a building’s exterior and spreads across the coating that encases it. see PANELS page 26

Volvo Excavators Make Splash in Colorado’s Animas River Nestled in the Animas River Valley, surrounded by the San Juan Mountains is the city of Durango, Colo. The region’s evergreen forests and babbling creeks are adored by locals and nature enthusiasts alike; attracting a steady flow of holidaymakers throughout the year. With tourism the leading driver of Durango’s economy, maintenance on local attractions, such as the Durango Whitewater Park, is necessary. The tourist hotspot is situated along the Animas River, a 126-mi. section of the Colorado River System. The Animas River runs through the bustling city of Durango and is one of the top whitewater stretches in the United States, with flow rates ranging from 200- 6,000 cu. ft. per second.
improve the fish habitat, the Durango Whitewater Park is undergoing a $60,000 renovation to widen and lower the existing structures. The updates were scheduled from February to March of this year, and indeed much of the work was completed during that time. However, due to higher river flows, the remainder of the renovations has been delayed until later this year when the river lowers. The park remains open while renovations are ongoing. Natural Attraction Working as the main contractor is Whinnery Construction, who was given the task of turning two of the four whitewater structures in the permanent whitewater park.

local engineering firm S2O Design. With prestigious jobs like designing the 2012 London Olympics whitewater course and the Riversport Rapids whitewater center in Oklahoma City in its back catalog, S2O Design is the ideal partner for the Durango Whitewater Park project. Scott Shipley, three-time Olympic kayaker and founder of S2O Design speaks fondly of the collaboration: “Whinnery excelled at projects that require precise cutting

The status is reserved for waters that consistently support a minimum trout standing stock of 60 lb. per acre and at least 12 trout, measuring 14 in. or longer, per acre. In winter 2014, improvements were made to create waves and holes to enhance the Durango Whitewater Park. The features created were powerful and difficult for the average river users to enjoy during periods of high flow. To provide a more pronounced, easier passage for recreationists and

The project includes three deliverables: structural integrity of the rock, recreational performance and high-quality aesthetics that improve the flow for recreationalists and fish navigation channels. Muddy Waters “River restoration is a seasonal business,” Whinnery said. “The summer is the optimal time because the water is low, but it also happens to be the peak of whitewater rafting and kayaking expeditions. The Spring provides a very small window of opportunity for us; when the weather warms and the water starts to flow.” During the limited time period, in-stream construction likewise presented potential problems. “We needed to modify the previously placed rocks to change the character of the waves at high flow,” said Nathan Werner, project engineer of S2O. “The existing rock structures see VOLVO page 26

Facebook Plans to Expand New Mexico Data Center By Susan Montoya Bryan ASSOCIATED PRESS
ALBUQUERQUE, N.M. (AP) — Facebook’s plans for New Mexico now call for a half-billion-dollar investment and a data center that will span an area equal to 17 football fields. Gov. Susana Martinez’s office announced on July 18 that the social media giant will be doubling its investment in the state with the planned expansion of its data center currently under construction near Los Lunas, a rural area just outside of Albuquerque, N.M.’s largest metropolitan area. The governor praised the announcement, saying Facebook is among the state’s key partners as it works to diversify its economy. “New Mexico’s powerful incentives are bringing more opportunities to our state — once again ahead of schedule with more jobs and investment than initially anticipated,” the governor said in a statement. The news comes as New Mexico looks to turn the corner after a crippling budget crisis that stemmed from a downturn in the oil and natural gas sectors and an overall weak economy. The state also has struggled with high unemployment numbers, only recently ending its stretch at the top of the
nation’s jobless rankings. Had it not been for the oil and gas downturn, Martinez has said New Mexico’s over-the-year job growth in 2016 would have been the strongest it’s been in a decade. State officials and business owners have been scrambling in recent months to take advantage of the windfall expected to come from the data center during construction and once it’s online in 2018. They’re pushing for more high-tech industries in hopes of guarding against the volatility of the energy industry. Facebook broke ground on the first building in October. It’s expected to go live in late 2018. The second building will likely keep construction crews busy through 2020. Tom Furlong, Facebook’s president of infrastructure, thanked the Martinez administration and the village of Los Lunas for their support and said the company continues to find a strong pool of talent to build the data center. More than 280,000 hours of work on the project have already been logged, more than 3 million cu. yds. of dirt have been moved and more than 30,000 cu. yds. of concrete have been poured, according to the company. In August 2015, the two-term Republican governor led an economic development team to California to meet with com-
pany executives to promote New Mexico. Facebook selected the state over Utah for the data center after a mini bidding war. Los Lunas agreed to give up property taxes for 30 years in exchange for annual payments starting at $50,000 and topping out at under $500,000, while the state promised billions of dollars in industrial revenue bonds and other economic development funding. State utility regulators also cleared the way for Facebook and Public Service Co. of New Mexico to create a renewable energy tariff, which allows the company to secure solar- and wind-generated electricity to power the data center. Facebook said the Los Lunas facility will be one of the most advanced, energy-efficient centers in the world. It will have an evaporative cooling system capable of protecting the servers inside from New Mexico’s frequent dust storms. State economic development officials have estimated that New Mexico could gain about $75 million in gross-receipts tax revenue over the next decade from construction costs related to the project. Arnold Brings Silver Service to Sennebogen Green Machines Arnold Machinery has earned a sterling reputation with its customers through 85 years of pursuing its hallmark Silver Service standard. Now customers in the scrap, recycling and waste industries in Arizona and Nevada will see the same standard of support for Sennebogen material handling equipment. Constantino Lannes, president of Sennebogen LLC, announced Arnold’s appointment as a distributor of the green line material handlers in early May of this year. Mike Miles, president of Arnold Machinery’s Construction Equipment Division, welcomes the fit between Sennebogen and Arnold’s service philosophy. “We have to be selective on who we represent,” he said. “It has to be a quality product because we’re going to stand behind it 100 percent. Constantino understands the kind of commitment and partnership we have to have, so we can go to the customer with that.” Empowered to Satisfy Customers Silver Service is a creed that keeps Arnold sales, service and support staff focused on customer satisfaction. Darrell Grebb,
Two 830 M E Series — A typical Sennebogen application in a scrap yard found in Arizona and Nevada.
Arnold’s vice-president of product support, is quick to correct the suggestion that he’s the man in charge of delivering Silver Service to customers. “We all are in charge of Silver Service,” said Grebb. “Silver Service is for all of our people to
perform. It’s not just ‘service’ related — whether it’s something to do with the machine, or it’s parts sales — it’s for making our customers happy no matter what it is. It’s the engine of our growth.” While Arnold’s “whatever it takes” mentality would seem risky
to most heavy equipment distributors, Mike Miles simply said, “Nobody ever gets in trouble here for doing the right thing for a customer. We empower all our associates to make decisions on the spot and then, as management, we just handle it.”
A Quick Start Scrap and recycling will be Arnold’s primary focus for Sennebogen sales, along with waste handling and transfer stations. With their other product lines, Miles believes that Arnold now offers complete equipment solutions for those industries. With three branches in Nevada and one in Arizona, they are ramping up quickly to serve existing Sennebogen customers in the region. Miles credits Sennebogen support for a smooth start-up. “A week into our agreement, our stock order was in, our staff is signed up for parts training and technical training, and we had our first sales order in hand. Sennebogen’s regional sales manager has already been out on the road with our sales team and our new branch manager in Las Vegas knocking on doors. Sennebogen has strong relationships with some of these customers and we have roads into some new customers. We’ll be a pretty good team.” For more information, visit Sennebogen-na.com. Through construction of the new buildings, Adobe also will be able to increase the percentage of its employees in LEED/Green-certified buildings, which currently stands at 78 percent. “Our people are our most valuable assets,” said Donna Morris, executive vice president of customer and employee experience at Adobe. “Expanding our facilities will allow us to hire additional talent to research and build products, serve our customers and continue to grow across virtually every part of our business. We’re moving forward on the planning and building process as quickly as we can.” New Building in Lehi, Utah Adobe first moved into Utah when it acquired Orem-based Omniture in 2009, and built its marquee Lehi building in 2012. Adobe is now embarking on a “phase 2” building in Lehi, adding capacity for approximately 1,000 employees. With working space expansion within the existing Lehi building, the company expects to add capacity for approximately 1,260 employees altogether. The state of Utah has approved Adobe for a post-performance tax incentive of approximately $25.6 million to support the expansion efforts. “Adobe has been a pivotal asset to the strategic development of Utah’s Silicon Slopes,” said Utah Gov. Gary R. Herbert. “They are an important influence in the community, and we are grateful for their continued investment in the state of Utah.” Major San Jose Expansion For Adobe’s San Jose headquarters, the company is under contract to buy additional land at 333 West San

PIRTEK provides onsite hydraulic and industrial hose replacement sales and services to a number of different industries. Kelly Curran, owner of PIRTEK OC, said he was impressed with PIRTEK from the beginning of his inquiry into the company. “Once I looked into it, I saw PIRTEK’s corporate culture, what they do and how they do it,” said Curran. “It’s a firstclass organization, so I had no problem making the decision To position Adobe for even greater success and growth in the future, the to be a part of it.” Curran has operated a successful landscaping business for company unveiled plans to expand its California and Utah facilities. 32 years. Fernando St. Once the land assessment and purchase is complete, the intention is to build a fourth tower with capacity for approximately 3,000 employees. As an early pioneer to downtown, Adobe is excited to continue its investment in the community. Adobe was the first major technology company to invest in downtown San Jose real estate, more than 20 years ago, building urban high-rise towers on Park Ave., rather than a typical sprawling tech campus. The company has since grown to 2,500 employees in 900,000 sq. ft. The proposed new building will more than double the San Jose employee capacity to approximately 5,500. “We’re thrilled to see many months of work with Adobe and its partners culminate in this announcement of Adobe’s bold expansion of their global headquarters in San Jose, further enhancing downtown’s burgeoning momentum as Silicon Valley’s urban center,” said Mayor Sam Liccardo. “We applaud Adobe for its catalytic role in driving innovation in the Valley over the last quarter century, and we thank its employees for their strong ethos of corporate responsibility which has made the company a wonderful
community partner, and a global leader in sustainability.” Specifics of the San Jose plans are still in development and Adobe said it will share more details in early 2018. Expanding Other Bay Area Sites To keep up with San Francisco and East Bay growth, Adobe is expanding its leased space in San Francisco and Emeryville. In San Francisco, we are leasing the entire office space being developed at 100 Hooper St., with expected capacity for 1,200 employees. Expected completion of this new space is fall 2018. In the East Bay, Adobe intends to maintain its Emeryville facility acquired through TubeMogul and has increased space capacity there to more than 400 seats. “There is really no comparison to working alongside your colleagues in a beautiful and cutting-edge space. These buildings are going to be the foundation for a lot of exciting work to come,” said Morris. Curran said that PIRTEK OC is centrally located in a dense manufacturing area with a large rental yard nearby. It is also just down the road from the Honda Center, an ice arena that is home to the Anaheim Ducks of the National Hockey League. The new center has three Mobile Service Vehicles, three technicians and an operations manager. “I’ve put together a good staff,” Curran said. “I’m excited about getting started.” PIRTEK OC is the fifth PIRTEK location to open in 2017, following Ft. Expanding Western Market...
AECOM to Acquire California’s Shimmick Construction AECOM, a fully integrated global infrastructure firm, and Shimmick Construction announced a definitive agreement for AECOM to acquire Shimmick, a heavy civil construction market company in the California and western United States. The acquisition, which is subject to customary closing conditions, is expected to close in AECOM’s fiscal fourth quarter. Shimmick has approximately 1,000 employees and a total backlog of approximately $1.35 billion that includes a wide portfolio of iconic infrastructure projects. Annually, the company generates approximately $300 million of revenue and is responsible for put in place construction value of approximately $400 million. The enterprise value of the acquisition is $175 million and the transaction is expected to be accretive to AECOM’s adjusted EPS upon closing. The addition of Shimmick provides AECOM with leading civil construction capabilities across the western United States, which is set to benefit from several years of expected growth from the nearly $180 billion of recently-approved ballot measures,
including Measure M in Los Angeles, Measure RR in San Francisco and Sound Transit 3 in Seattle. In addition, the California legislature recently passed the $52-billion Road Repair and Accountability Act, which will significantly increase transportation-specific spending in the state over the next decade. These developments in California are expected to support nearly double-digit annual growth projected over the next four years in the state’s infrastructure market, which will begin to address its estimated $190 billion of unmet infrastructure needs. “Shimmick’s civil infrastructure expertise provides an immediate complement to our leading North American design practice, further enhancing our integrated delivery offering as governments and their constituents have approved hundreds of billions of dollars to improve infrastructure across the western U.S.,” said Michael S. Burke, AECOM’s chairman and chief executive officer. “As momentum across our Americas infrastructure markets builds, enhancing our construction capabilities is a critical next
step to ensure we best capitalize on the tremendous opportunities in front of us.” With Shimmick’s strong execution track record and AECOM’s leading project management and design market presence, AECOM will be better positioned to capture a greater share of the market spend, especially as clients increasingly procure services on an integrated basis. Approximately half of all large non-residential projects in the United States are now executed through designbuild delivery, and AECOM has a nearly $40-billion pipeline of alternative delivery pursuits across the United States, including $6 billion in California alone. “No organization is better positioned to plan and deliver the next generation of American infrastructure than AECOM, with the addition of Shimmick further bolstering our design-build capabilities,” said Daniel P. McQuade, AECOM group president, construction services. “Drawing on our successful history of integrating leaders in the construction industry, we are excited to welcome the talented Shimmick team and leverage our combined expertise to meet the needs of our clients and
the cities they serve.” “This is a compelling combination that significantly enhances our value proposition with key clients, and provides new growth opportunities for our employees,” said Paul Cocotis, Shimmick’s chairman and chief executive officer. “AECOM is an ideal partner, with world-class expertise and leadership, strong financial discipline and a proven ability to integrate construction services into more complex projects in more geographies.” Shimmick’s portfolio of projects include over a decade of experience on the Golden Gate Bridge in San Francisco; the Gerald Desmond Bridge Replacement in Long Beach; the E320 South Bellevue Extension in Seattle; the HART Airport Guideway and Stations design-build project in Honolulu; and the Miramar Clearwell Improvements project in San Diego. I-405 Highway Project Aims to Tap $627M TIFIA Loan The Orange County Transportation Authority expects to soon close on a $627 million federal infrastructure loan, after its board voted 16-0 June 26 to sign final loan documents to help pay for a major capacity expansion project in a 16mi. corridor of Interstate 405. The county agency, in partnership with the California Department of Transportation, plans to build both general purpose and express toll lanes to improve traffic flow in the heavily congested section of the 405. The Orange County Register reported that the project’s total cost is expected to be about $1.9 billion, and it is the largest ever for the OCTA. Authority executives expected to soon sign documents with the U.S. Department of Transportation for the Transportation Infrastructure Finance and Innovation Act or TIFIA loan, the Register said. That is a USDOT program that provides long-term, low-interest finance to qualifying projects with an identifiable repayment stream.
The loan will be repaid with toll receipts drivers pay to use the coming 405 Express Lanes, the Register said. The Register also said that over the 35-year life of the loan, its low cost is expected to save the OCTA about $300 million compared with bonds the authority would otherwise have had to issue in the bond market. Caltrans has said the project would require replacing 18 bridges in the corridor, plus new and widened spans, and interchange reconfigurations. It expected that construction would start this year, with completion in 2023 under a design-build contract. Other funding sources for the improvement project include $1.1 billion in funds from “Measure M,” a half-cent sales tax for transportation improvements; plus $89.7 million in state funds; and $45.6 million in federal funds, the Register said. Nearly $593M in Funding Approved for State’s Transportation System GAS from page 17
“These projects will help us maintain and modernize California’s transportation system. Each of these projects is an opportunity to improve safety, goods movement and access and mobility for all travelers in California,” said Malcolm Dougherty, director of Caltrans. The newly allocated funding includes $391.7 million from the State Highway Operation and Protection Program (SHOPP) for 31 projects that will maintain and preserve the investment in the state highway system and its supporting infrastructure. These capital improvements consist of projects covering maintenance, pavement repair and rehabilitation, safety improvements and upgrades to bridges throughout the state. Allocations also include: • $75 million for 12 traffic congestion relief projects that will relieve congestion, connect transportation systems and provide for better goods movement; • $42.7 million from the Active Transportation Program for 53 biking and pedestrian projects; • $30.8 million for four transit and intercity rail program projects; • $28 million for 22 capital improvement projects both on and off the state highway system as part of the State Transportation Improvement Program (STIP); and • $24 million in allocations for various state and federal transportation accounts. FAA Clears Cranes to Work on Site of New Football Stadium FOOTBALL from page 17
Crews Carving Large Hole In total, 5 million cu. yds. of dirt will be excavated. Most excavation at the project site has been completed and crews are constructing huge concrete pillars that will support the stadium structure. Utilities including electrical systems and water pipes also are being installed. Heavy equipment on site includes numerous cranes large and small, backhoes, mobile cranes, delivery trucks, water trucks, dirt hauling trucks, bulldozers and man lifts. Some of the cranes were so tall that
“It has a unique design and concept,” McFadden said. “It will be the most technically advanced stadium period.” McFadden would not elaborate on the high-tech features, but the all-weather design, scoreboard, video board and sound system are expected to be ahead of the pack. That will take some doing. In newer stadiums fans can access instadium broadcasts from their iPhones and pull up replays, shot from different camera angles. In building Levi Stadium, the San Francisco 49ers invested in a 40 gigabit Wi-Fi network. Will the Rams offer an even more powerful system?
Most excavation at the project site has been completed and crews are constructing huge concrete pillars that will support the stadium structure.
they required Federal Aviation Administration approval for use at the location, just blocks away from the busy Los Angeles International Airport. In December of last year, the FAA authorized the first of several large cranes to be used in constructing the stadium. The tallest cranes include two Liebherr LR 1300 models, one 195 ft. tall and the other 228 ft. tall. The FAA determined they won’t pose a hazard to air navigation. The giant cranes are used to install pilings for the stadium’s foundation. Stadium Will Expand for Major Concerts HKS of Dallas has designed the multi-use stadium to accommodate up to 100,000 spectators for concerts that utilize the playing field for floor seating. The stadium, which is being considered as part of the city’s 2024 or 2028 Olympic bid, will be the NFL’s newest home and the host for Super Bowl LV in 2022. At 3.1 million sq. ft., the venue will be the league’s largest in square feet. Technologically, the stadium is touted as super high-tech in design and features.
Only time will tell. Structurally, the stadium will feature a giant triangular roof built of metal and supported by thick columns. The metal roof actually wraps around the venue providing partial walls. Part of the metal roof is left open, but covered by an ethylene tetrafluoroethylene (ETFE) canopy. ETFE is a fluorinebased plastic designed to have high corrosion resistance and strength over a wide temperature range. The 19-acre transparent canopy will cover the entire stadium and parts of the surrounding development. The canopy, partial metal roof and open sides provide an open feel while allowing events to be held year-round — including rainy days. The massive roof also spans across an adjacent outdoor lobby called Champions Plaza to be used as a communal gathering spot for game day spectators. Keeping a Low Profile The stadium itself will be set 80 to 90 ft. into the ground — 10 ft. shallower than originally planned — with approximately 175 ft. above ground.
Because the stadium is located near Los Angeles International Airport, the FFA was concerned the height of the facility could cause problems for aircraft flying in and out of LAX. “Height was a big issue,” McFadden said. So, the stadium was built into the ground, providing a low profile and satisfying FFA requirements. Also, developers will pay $29 million to install a secondary radar system at LAX to alleviate FAA concerns the stadium could interfere with the airport’s radar. Along with the stadium, the project site will include a large urban village with retail, restaurants, a hotel, parks, an artificial lake with waterfalls and 3,000 housing units. The stadium will be located at the heart of the new City of Champions district, a purpose-built mixed-use, entertainment and leisure neighborhood being constructed on the site of the recently-demolished Hollywood Park fairgrounds. Game-day traffic is of concern around the development and stadium, so public transportation to and from the new stadium is being considered. The Los Angeles County Metropolitan Transportation Authority has publicly endorsed the idea of extending existing light rail to the stadium. With that in mind, plans are being developed to provide light rail access to the stadium site. Positive Economic Impact Contractors estimate the stadium construction will provide more than 3,500 on-site construction jobs in Inglewood and more than 10,000 jobs by the time the facility is completed. Also, the stadium is expected to heat up the local real estate market. But initial construction for the project came at a price. Work went smoothly at first. Developers formally broke ground in late 2016 on the stadium after about a year and a half of site preparation and infrastructure work. Then rain and muddy conditions halted work on the huge project for two months as 2017 got underway. The rain fell at a vital stage of construction when crews were digging the enormous hole the stadium would sit in. By spring, conditions improved considerably, but the project was already well behind schedule, necessitating a year delay in the stadium opening. The original construction schedule had the stadium scheduled to open for the 2019 football season, but the muddy conditions forced a one year delay in the opening, which is now set for fall of 2020.
The Rams new Inglewood stadium, called Los Angeles Stadium at Hollywood Park, is designed to seat approximately 70,000 spectators, including 275 luxury suites and 16,000 premium seats. It also will have room for 27,000 standing spectators.
The new stadium will sit on a 298-acre site.

State, Federal OK Needed...
DWR Approves $16B Water Tunnels, Assures Financiers By Ellen Knickmeyer ASSOCIATED PRESS
SAN FRANCISCO (AP) The main California agency promoting Gov. Jerry Brown’s proposed $16 billion water tunnels gave its expected approval to the project on July 21. The move by the Department of Water Resources, which is helping shepherd Brown’s tunnels project over the regulatory and financial hurdles it must clear to break ground, endorsed the tunnels as a sound step environmentally. The Democratic governor wants to remake the state’s water system by tapping two 35-mi. tunnels, both of them four-stories high, into Northern California’s Sacramento River, augmenting aging pumps to the south. Project supporters said the tunnels would create a more reliable water supply for cities and farms along the San Francisco Bay and arid Central and Southern California. Conservationists and many Northern California water agencies oppose the tunnels, saying operation of them could devastate the West Coast’s largest estuary and the struggling native species that depend on the water. Federal wildlife and fish agencies gave
some of the first approvals to the project this summer, saying it would not eradicate any endangered species. The project still has major state and federal hurdles to clear. Much about how the tunnels would operate has yet to be worked out. And the diverse water districts that would have to pay for the project have not yet officially decided whether the tunnels are worth the cost. Acting department director Cindy Messer said in a statement that approval by her agency “brings the state closer to modernizing our aging water delivery system in a way that improves reliability and protects the environment.” The water agency also took a step toward securing any eventual funding for the project. It filed notice in Sacramento County Superior Court on the state agency’s authority to issue revenue bonds to pay for the tunnels design and building, ahead of any reimbursements from the water districts that opt in to the tunnels. That step was meant to provide assurances to financiers in the sale of any revenue bonds, if the project goes forward, the department’s statement said. (This story also can be found on Construction Equipment Guide’s website at www.constructionequipmentguide.com.)
New California Water Chief to Oversee Dam, Tunnels Projects
SACRAMENTO, Calif. (AP) Gov. Jerry Brown has named a new chief water manager amid critical projects to repair the tattered Oroville dam spillways and potentially oversee construction of massive tunnels to convey water to central and southern California. On July 19, Brown announced he is appointing Grant Davis director of the California Department of Water Resources. The post pays $194,600 and requires Senate approval. Davis, Democrat from Petaluma, has been general manager of the Sonoma County Water Agency since 2009. He succeeds acting director Bill Coyle, who announced his retirement in June. Coyle oversaw the state’s emergency response to the Oroville dam crisis, when 200,000 downstream residents were evacuated as spillways draining the nation’s tallest dam crumbled.

Officials in Several States Investigate Buildings Clad With Flammable Panels PANELS from page 12
The danger is that “the whole outside of your building could be on fire, yet the internal sprinkler heads may never activate,” Oklahoma fire safety consultant John Valiulis wrote in a 2015 research report on the flammability of exterior walls. He pointed to high-rise fires that began on building exteriors where indoor sprinklers were completely ineffective at stopping flames from racing up the outside walls. Some of the buildings Arconic lists as using Reynobond PE: • Anchorage, Alaska: South Anchorage High School used 20,000 sq. ft. of Reynobond aluminum cladding material on the exterior of its science classrooms, according to Arconic’s website. Anchorage Public Schools Superintendent Deena Bishop confirmed to the AP that the material was used at the high school. “We are looking at options, studying it more, understanding what the risks are,”
Bishop said, adding that the cladding was installed according to code. “Presently, we’re finding that the use of it on single-story buildings is appropriate according to the manufacturer.” • Dallas: Arconic’s website said Reynobond PE was used in DallasFort Worth International Airport’s 2million-sq.-ft. Terminal D facility, which opened in 2005. Reynobond PE formed the walls of the terminal’s shopping and dining areas, the company’s project report states. The panels were installed in parts of the interior and exterior of the terminal, airport spokesman Casey Norton said. “We’ve been aware that we have these panels for a long time and its part of the equation that we use every time we inspect the airport for fire safety,” he said. • Detroit: Arconic’s website reported 26,000 ft. of the paneling was used in six Early Childhood Development Centers for the Detroit Public School System. Detroit Fire Marshal Gregory
Turner said no specific buildings had been identified using the material applied to Grenfell Tower but that the city was continuing to investigate. • Denver: The top two floors of 1899 Wynkoop, a nine-story office and retail building in downtown Denver’s historic warehouse district, were clad with the product to lighten its appearance and keep it from dominating the surrounding warehouses, Arconic advertises in promotional materials. About 13,000 sq. ft. of Reynobond PE was used, the company said. Officials in Denver’s community planning and development office have been looking into the matter, but haven’t been able to locate the original building plans. “Our expectation is that it was purged as part of our normal records retention process,” spokeswoman Andrea Burns said in an email. in the park are concreted together, so there was no easy way to make even a minor adjustment.” Because every piece of added or removed rock has an effect on the flow, Whinnery had to be innovative. “We couldn’t use a breaker attachment to crack and reset the rocks because the expansion grout creates small fractures within the rock that would shatter by the force of the breaker,” says Whinnery. The solution, as explained by Werner, was thanks to Stan Whinnery, who came up with the idea to use a rocksaw to score the rock, followed by a hydraulic hammer fitted on a skid steer, for a clean finish without shattering or cracking the bedrock. To meet the demands of the site, Whinnery Construction and S2O Design turned to Volvo Construction Equipment for productive and versatile machines. The equipment spans the size classes, including L250H wheel loaders, EC160, EC250 and the latest EC300E excavators, and A30C and A35G articulated haulers. A Mend in the River The larger excavators (EC250D and EC300E) are specified with the proportional two-pump flow, offering greater control for precise and fast operations. Other features work to ensure the work is carried out quickly and efficiently. “We use a thumb attachment to stack the rocks,” said Whinnery. “When you have a 4-ton rock on the end of the boom, with a crewmember making sure it’s sited correctly, you need a powerful, stable machine. Or, if you are using a
rocksaw making a quarter-inch wide cut through [36 in.] thick rock, the precision has to be perfect.” Precision isn’t just down to the cut, but also involves the selection of rocks. Some rocks might be handled three to four times until the right location for them is found. It is common to sort through 100 rocks before locating the correct size and shape to fill a specific spot, but doing so ensures the deliverables are met. “On an average river restoration project, we will use three-foot diameter rocks, weighing around 2.5 tons,” said Whinnery. “When you are dealing with 12,000 individual rocks for a project, it becomes a logistical issue. We use Volvo articulated haulers to transport the rocks from the source sites to the job site. We try to stay in the 30-ton truck range because they get around easier on softer ground but can haul the heavy loads.” The performance of the machines has not gone unnoticed. “Pound for pound, Volvo CE is one of the best brands of excavator manufacturers out there,” said Whinnery. “Much of the terrain we are on is demanding on an excavator. We have some unbelievably steep river banks, up to 72 percent grade, and the Volvo climbed right up.” The Durango Whitewater Park, when whitewater enthusiasts paddle through it later this year, will see the passageway is structurally sound, high-performing and aesthetically pleasing — not to mention safe for water-sport enthusiasts and fish alike. adapting to the structures and are able to stay connected to important habitats,” said Michelle Cowardin, CPW wildlife biologist. “These innovative projects, like CO 9 and mitigation projects in other areas of the Colorado, improve highway safety for people and wildlife.” Other Wildlife Projects in Colorado In the southwest corner of the state, two large roadway projects incorporated a number of wildlife mitigation features. Large arch underpasses were installed with wildlife
fencing and escape ramps to allow wildlife safe movement under the highway on U.S. 550, near the community of Colona, and along U.S. 160, between Durango and Bayfield. CDOT plans to install additional wildlife mitigation features starting in 2017 along U.S. 285 north of Nathrop in the Arkansas River Valley. Construction activities include placement of “No parking” signs on the east side of 12th Street for the duration of the project. In January, workers began work on footing, foundations and concrete walls. Heavy equipment on site includes telehandlers (also known as telescope handers), concrete trucks, concrete pump trucks and reinforcing delivery trucks. The project will require about 7,700 cu. yds. of concrete and 1,250 tons of steel. GE Johnson Construction of Jackson, Wyo., is construction manager at risk and prime contractor for the project. Melone Belton Able P.C. /Zimmer Gunsul Frasca Architects LLP designed the building. Major subcontractors include GW Mechanical of Mills, Wyo.; Casper Electric of Casper; Soderberg Masonry of Fort Collins, Colo.; Midwest Steel of Detroit; and Glass Masters of Cheyenne, Wyo. Between 20 and 30 workers are on duty at the project site each day. Funding for the work is provided through state funding and private donations. Private support has surpassed an initial $5 million goal, but fundraising continues with naming opportunities within the facility. Perkins launched a low-cost engine level telematics device — the Perkins SmartCap — at its Seguin facility in Texas on June 29. The company, which is celebrating its 85th anniversary, unveiled its latest innovation, a “smart” oil cap, which can be used on new and existing Perkins mechanical and electronic engines. Designed to replace the oil filler cap, Perkins SmartCap is a low-cost connectivity solution that allows end users to connect their mobile device to their engine via the free Perkins My Engine App on their smartphone. The cap monitors the Perkins engine and sends data direct to the Perkins My Engine App. The free app can be downloaded from the Apple and Google stores. When combined, the Perkins SmartCap and Perkins My Engine App will give Perkins customers truly useful engine information including: • Engine running hours • Engine location • Service reminders and service log • Start / stop data • Parts book and consumables information “The low-cost Perkins SmartCap in conjunction with the Perkins My Engine App will, for the first time, enable Perkins customers to easily track use of their engine and servicing requirements, locate their local Perkins distributor, see parts information and receive service updates, all in one place,” said Michael Wright, general manager — aftermarket. “The app was launched at ConExpo in March and is already proving popular with end customers, as it allows them to register their Perkins engine, access their OMM [operating maintenance manual] and parts book. A service record can also be kept,
The Perkins SmartCap and Perkins My Engine App will allow users of Perkins engines to easily obtain information, such as engine running hours, service reminders and start / stop data.
while the user can easily make contact with their local Perkins distributor, through the distributor locator feature. “The low-cost cap and free app are very simple to use. Also, the fact the cap can be fitted to any Perkins mechanical or electronic engine in a matter of minutes and instantly provide engine telematics, will be appreciated by millions of Perkins end users both in the U.S. and around the world.” The Perkins My Engine App and Perkins SmartCap are ideally suited to owners and operators of Perkins powered machines, providing easy access to engine specific information such as; running hours, start / stop data, build list, series, type, model, Perkins Platinum Protection indicator, parts book, OMM, a consumable list, up and coming services and a completed service log. Priced at an introductory offer of $49.99 or equivalent exchange rate, the Perkins SmartCap, which has no ongoing costs, will be available from local Perkins distributors — www.distributorlocator.perkins.com — and from Perkins’ newly launched online U.S. parts shop, perkins.com/shop. Production release is September 2017. (This story also can be found on Construction Equipment Guide’s website at www.constructionequipmentguide.com.)

JCB 3CX Compact Built for North American Markets JCB’s 3CX compact delivers JCB’s legendary backhoe loader performance and versatility, in a 35 percent smaller package, making it ideal for confined urban job sites and highway repair, according to the manufacturer. The 3CX compact will be available with a front-end skid steer coupler, allowing customers to utilize a wide range of standardflow hydraulic attachments. JCB also will offer a high-flow auxiliary hydraulic circuit, further boosting utilization for operators. Key features include: • Compact dimensions — just 6 ft. 6 in. (2 m) wide and 9 ft. (2.74 m) high • Rapid travel — 25 mph (40 kmh) hydrostatic transmission • Total control — servo excavator levers and smooth hydraulics • Maximum maneuverability — 4WS provides a 19 ft. (5.8 m) turning circle • Highly versatile — a choice of backhoe and skid steer hitches, plus an excavator quick-hitch JCB Chief Innovation and Growth Officer Tim Burnhope said, “With the 3CX compact, JCB has condensed more than 60 years of backhoe loader expertise and market leadership into a machine that delivers all of the
versatility, productivity and ease of use of the market-leading 3CX, with even more maneuverable dimensions. “The small footprint and incredible allround visibility is perfect for working in congested job sites, it’s easy and intuitive to use, has great mobility and maneuverability and with servo controls, will suit operators of backhoes and excavators. “With the 3CX compact we are delivering a real master of all trades. The addition of a skid steer coupler makes the 3CX compact even more versatile, allowing operators to get a higher return on their machinery investment and complete more projects, more efficiently.” The Perfect Machine for Urban Environments The 3CX compact combines the digging power and ease of use of a mini-excavator, with the capabilities of a compact wheeled loading shovel. Backhoe loader, mini-excavator and skid steer loader attachment compatibility allows the 3CX compact to work with the widest range of attachments and hand held tools, for maximum versatility and utilization. Approximately 35 percent smaller than
JCB’s full size backhoe loaders, the 3CX compact is capable of high road speeds up to 25 mph (40 kmh). The machine is ideally suited to road resurfacing and repair, utilities, groundworkers and municipalities. Due to standard four-wheel steering, the 3CX compact has a turning circle of just 19 ft., less than the width of a two-lane road. The machine also is ideal for niche applications such as cemeteries, where it can dig at 90 degrees, maneuver around headstones and lift burial vaults. At the front end, the loader comes with a range of shovels that can be supplied with optional hard wearing toe plates for road stripping applications. A load over height of 9 ft. 9 in. (2.98 m) and forward reach at full height of 3 ft. 8 in. (1.11 m) allows easy loading of trucks. The machine also can be ordered with a hydraulic quickhitch, for faster attachment change. The six-in-one shovel makes the 3CX compact the ideal machine for a host of jobs on site. The 3CX compact can be used with pallet forks, trenchers, sweepers, rakes and a wide range of backhoe and skid steer attachments. In the third quarter of 2017, the 3CX compact will be offered with a 31.7 gpm (120 Lpm) high-flow auxiliary circuit, mak-
ing it possible for operators to use an even broader range of attachments, including patch planers and other high-flow work tools, according to the manufacturer. The high-flow circuit will be available with a multi-function, electronic front loader control lever, with integral proportional rocker switches and activation buttons. This will provide increased control of frontmounted attachments, boosting productivity and performance. Low Emission Driveline The 3CX compact is powered by a low emission Tier IV Final JCB diesel by Kohler engine, delivering 74 hp (55 kW). This highly efficient engine meets U.S. emissions standards without the need for a costly diesel particulate filter (DPF). The engine drives through a three-speed hydrostatic transmission to all four wheels, for maximum traction in difficult site conditions. The hydrostatic transmission offers a 25 mph (40 kmh) top speed for travel between sites, 17 percent higher than the popular 2CX. The transmission also features a creep mode, allowing the operator to run at high engine rpm to power high-flow attachments such as road planers, with maximum travel speeds of just 2.2 mph (3.5 kmh). The hydrostatic transmission eliminates the need for a gearshift lever or a clutch, ensuring maximum ease of use. Heavy-duty JCB axles with an optional limited slip differential reduce wheel slip in tough conditions. An intelligent braking system disengages the transmission to increase efficiency and reduce component wear. Optional shovel and stabilizer street pads are available to prevent damage to the roadway. In combination with a hand-held hydraulic tool circuit and a host of high power attachments, such as breakers and patch planers, the 3CX Compact is the ideal machine for road maintenance. Parallel lift loader arms ensure maximum load retention and JCB’s smooth ride loader suspension system (SRS) is standard, improving comfort for the operator and limiting spill from the front shovel. LiveLink Support As with the majority of JCB machines, the 3CX compact is supplied as standard with JCB’s LiveLink telematic tracking and monitoring system. LiveLink allows the fleet manager to monitor the machine’s performance and operating health remotely, with warnings of service and working issues. For more information, visit www.jcb.com.
JCB’s 3CX compact delivers JCB’s backhoe loader performance and versatility in a 35 percent smaller package, making it ideal for confined urban job sites and highway repair, according to the manufacturer.

Enhance Productivity, Uptime…
Updated John Deere L-Series Backhoes Simplify Operation Updates to the John Deere L-Series backhoe lineup enhance the productivity and uptime for professionals looking to lift more and multitask on the job site. The key backhoe updates include the introduction of precision mode, enhanced pilot controllers, two new rear quick coupler offerings and a redesigned hydraulic thumb. “Our L-Series lineup is popular among utility contractors in the Americas, and we’re constantly working with fleet managers, owners and operators to make machine tweaks with a focus on increasing productivity and uptime,” said Brian Hennings, product marketing manager, backhoes loaders, John Deere Construction & Forestry. “These backhoes can do multiple jobs, and now was the perfect time to make a few updates to improve the overall operator experience after launching these versatile machines two years ago.” As a new standard feature on the 310SL HL, 410L and 710L precision mode allows
reduced-speed hydraulic functions while operating the backhoe end of the machine — all with the push of a button on the sealed switch module (SSM). The mode allows accurate, detailed work to be performed easily in tight areas, around utilities or while craning, and it helps new operators become comfortable with the backhoe as they master their operating skills. John Deere also improved the pilot controller — increasing the metering range by 16 percent — which enhances operator feel at the control helm. Additionally, engineers enhanced consistency between functions (acceleration and deceleration) for smoother operation and reduced system oscillation. The new rear hydraulic coupler was designed with an integrated control that is incorporated into the SSM for reliable operation and clean installation. A spring-type rear coupler also is new and offers increased productivity and uptime by only requiring the operator to leave the cab once during the

process of changing buckets. The only tool required is the provided control rod, which is sized to fit in the standard toolbox. By only leaving the cab to release the current attachment, the operator is able to get back to work
faster and easier than with traditional manual couplers. A redesigned hydraulic thumb option reduces trench interference and improves contact points against the bucket cutting edge when handling or loading irregular shaped objects, debris, rocks or anything that cannot be handled with a bucket alone. Fleet managers looking to get the most out of their L-Series backhoes can rely on their John Deere dealers to provide Ultimate Uptime, featuring John Deere WorkSight. With Ultimate Uptime, owners receive predelivery and follow-up inspections that include five years of JDLink telematics, machine health prognostics, remote diagnostics, programming capabilities and the ability to add dealer-provided uptime solutions to a customized package. Integrated Tractor Backhoe Has Roots in Heartland By Will Smith THE HAWK EYE
BURLINGTON, Iowa (AP) The integrated tractor backhoe loader is as common on construction sites as workers in hard hats. But few realize the revolutionary machine was developed at the Case New Holland plant in Burlington, all the way back in 1957. “We are known as the inventor of the integrated backhoe, and that’s never going to change,’’ said Ed Brenton, brand marketing manager of CNH Industrial. A combination backhoe and tractor, the integrated backhoe was vital in the housing boom of the 1940s and ’50s. Soldiers were returning home from World War II, and they needed a place to live. With construction activity unfolding at a record pace, conditions demanded a compact machine that could work fast and perform multiple jobs. “The smaller construction companies could buy this one machine,’’ Brenton told The Hawk Eye. The invention of the machine came at a time when contractors were trying everything they could think of to get their equipment to work more efficiently, attaching front end loaders and backhoes to tractors that were designed to accommodate them. But many tractors weren’t strong enough to handle the stress. That’s when Case stepped in. Burlington CNH plant manager Frank Palermo started retooling his plant to make the new integrated backhoe in December 1956, and the first one was shipped Feb. 26, 1957 — three months before the initial, estimated deadline. It wouldn’t have been possible without plant engineer Elton Long — commonly known as the father of the backhoe. Long earned 46 patents during his career and built a legacy of innovation and success
that continues to influence the construction equipment industry today. He joined Case in 1956, when the company merged with Indiana-based American Tractor Corp. Long stayed with the company nearly three decades, retiring in 1984 as Case’s vice president of engineering. “He was one of those people who sat up in the middle of the night with an idea and ran with it,’’ Brenton said. As an assistant engineer for ATC in the mid-1950s, Long worked with experimental engineer Paul Hawkins during the merger and helped design the backhoe loader based on the Case 300 tractor chassis. Long also used his close ties to customers to continually improve the new backhoe loader. The marketing team, led by Long and William Schlapman, continued to refine and innovate, resulting in a total redesign during the first 10 years of production. Case soon offered a full line of backhoe buckets up to 38 inches wide, and later innovations included a 180-degree swing mechanism, over-center backhoe for improved ride and an enclosed boom box. A Springfield, Ill., native, Long had everything he wanted when he arrived in Burlington, including his own engineering department he built from the ground up. He already had started working on the new integrated backhoe before coming to Burlington, and now he had access to prototype-building facilities, an adequate budget and a proving ground to test out new designs. Between 1957 and 1960, 11 models of the machine, totaling almost 11,000, were shipped. No other previous three-year period in Case’s history had seen the release of so many units. Long passed up several promotions so he could remain in Burlington, but, in 1981, he was appointed director and then vice president of Construction Equipment
Engineering Worldwide, forcing him to move to Racine, Wis. He kept the house in Burlington and returned there when he retired in 1984. Long’s health and quality of life declined in the early 1990s, and he died in April 2003 at age 81. He was a decorated pilot in World War II, earning 16 Air Medals, a Purple Heart and the Distinguished Flying Cross after flying 100 missions over Europe. He was buried with military honors in Aspen Grove Cemetery, and a scale model of the Case 580C is buried with him. CNH is celebrating its 175th anniversary and has been in Burlington for 80 years. But those unfamiliar with construction work often can’t tell the difference between backhoe loaders and various other construction machines. “We started in 1937, and in the first 20 years, we made combines here and some stuff for the war,’’ said Laura Hubbard, who works in Human Resources at the Burlington plant. The integrated backhoe loader consists of three pieces of equipment rolled into one — a tractor, a loader and backhoe. The loader is attached to the front of the tractor, and can be thought of as huge dustpans used to carry debris and smooth over piles of dirt. The backhoe attachment is used to dig up compact materials from 12 to 16 ft. deep. A backhoe loader also has a swiveling seat to position the operator facing whichever he or she is using at the time. It often is known simply as a backhoe in the United States, so a backhoe with its own dedicated chassis often is referred to as an excavator. Development of the backhoe loader gave Case an immediate edge on the competition. Since the loader, tractor and backhoe were Case products, design changes could be made and tested with the entire machine in mind. This also allowed the company to
issue one warranty for a single machine. A British company by the name of JCB developed the earliest backhoes, and the first vehicle equipped with a front mounted bucket and backhoe was completed in 1953. In 1988, Fortune magazine named the Case backhoe loader as one of the top 100 best products made in the United States. Engineers continued to improve the machine with each passing decade. “In 1976, it became more heavy duty, and we put out the Construction King. It had a heavier duty frame,’’ Hubbard said. Backhoe loader production was shifted back to the Burlington plant in 2008, which spans 156 acres. Before 1980, Case averaged about six years between new production models. That nearly was halved as the design-build process was improved, allowing for better stability, taller tires for ground clearance, a wide stance four-wheel-drive front axle, a wider cab and a larger fuel tank. Examples can be seen nearly everywhere — not just in the United States. “The Burlington plant produces backhoes for different parts of the world,’’ Brenton said. “We have plants throughout the world.’’ Innovation never stops, and Brenton said the same goes for the backhoe loader as well. The days of the machine having a few simple gauges to check are over. “We can check every single function of the machine now,’’ Brenton said. “Really, these machines are as advanced as automotive technology.’’ Touch screen displays will be common place, and GPS positioning isn’t far off either. “Everyone is tech savvy these days,’’ Brenton said. (This story also can be found on Construction Equipment Guide’s website at www.constructionequipmentguide.com.)

Kubota’s L47, M62 TLBs Offer Increased Comfort, Efficiency Kubota Tractor Corporation, unveiled two new models, the L47 and M62 TLBs. The new TLBs replace the L39, L45 and M59 in the Kubota product line. Both units will join Kubota’s popular B26 to round out its TLB line. “Kubota is taking its tractor-loader-backhoe line to new levels of performance and refinement,” said Tim Boulds, Kubota construction equipment product operations manager. “Our newest generation of TLBs is more powerful, more efficient and offers more features for comfort and convenience. The two new models feature optional single-lever hydraulic hookup for coupling and uncoupling of front implements, making Kubota’s TLBs an attractive three-inone option to buyers in the rental, construction and landscaping sectors.” Three-in-One Workhorse With Easy Single-Lever Attachments Kubota’s new TLBs feature true workhorse capabilities with essentially three machines in one, capable of performing front loader, backhoe and tractor work, and supported by an integrated main frame for increased durability. Both the L47 and the M62 can perform front loading, rear excavating, and other implement tasks, such as a pallet fork or a box blade, via either a mechanical two-lever quick coupler or an optional hydraulic quick coupler. With the hydraulic coupler, the operator needs only to press two dashboard buttons to release the levers securing the front implement. After backing away and proceeding to the next attachment, pressing the buttons again re-engages the levers and secures the new implement. Because the operator does not need to exit the machine, the easy attachment feature proves value when working in inclement weather, as well as being an overall time-saver on the job site. Additionally, the backhoe’s quick coupler allows for easy switching of Kubota excavator buckets, and a four-point rear quickmount system allows for easy detachment of the backhoe when it’s not needed. Even more work duties can be handled with the aid of an independent PTO that enables the TLBs to get even more work done by attaching a wide range of PTO-driven implements, including rotary tillers, snow blowers and rear-mounted mowers — and because the PTO is hydraulic-independent, operators can engage and disengage without stopping the tractor.
a 14-ft. (4.2 m) digging depth, a 17-percent improvement over the previous generation’s 12-ft. (3.6 m) max depth. The M62 has a bucket digging force of 6,572 lbs. On both TLB models, a lever-engaged backhoe crawling mode allows the operator to slowly creep forward or backward while remaining at the backhoe controls, saving time and enabling more sure-footed operation such as when working alongside a trench. New Diesel Engines: Cleaner, More Powerful, Longer Range The L47 and M62 are powered by turbocharged fourcylinder diesel engines that use a common-rail direct injection system, which, along with exhaust gas recirculation (EGR) and diesel particulate filters (DPF), enable compliance with Tier IV Final emissions regulations. In addition, both engines are more powerful than their predecessors; the L47’s engine produces a rated 47.1 gross hp, while the M62 produces a rated 63 gross hp. The L47 and M62 are equipped with a much larger 17.7-gal. (67 L) fuel tank — that’s boasting up to 48 percent more fuel capacity than those of the previous TLBs, allowing both new models to work longer, with
less downtime required to refuel, according to the manufacturer. Increased Comfort and Convenience Features The L47 and M62 host a number of interior upgrades that are aimed at increasing functionality and optimizing operator comfort. In both models the clutch pedal has been eliminated, thereby allowing the brake pedal to be relocated to the left side of the cab, reducing interior clutter and simplifying driver operation. Foot space on the backhoe platform has been increased 27 percent over the previous models, providing the operator with a roomier work area. A new throttle-up switch increases engine rpm while holding vehicle speed steady for those times when extra power is required for front loader work but vehicle speed needs to remain constant, and the electronic throttle lever and PTO switch require less physical effort to engage than older mechanical controls. For more information, call 888/458-2682 or visit www.kubota.com. (This story also can be found on Construction Equipment Guide’s Web site at www.constructionequipmentguide.com.)
A Bigger, More Capable Backhoe: M62 Breaks Into New Digging Depth Category Along with a productive front loader and powerful tractor, the M62 TLBs features highly efficient backhoes that dig deeper and reach farther than previous models. What’s more, the new models now feature the ability to utilize certain Kubota mini-excavator buckets, which can provide for more versatility on the job site. Kubota’s L47 boasts a 10ft. (3 m) digging depth and a bucket digging force of 5,825 lbs. Business Wire photo The M62 offers contractors even greater The Kubota M62’s backhoe boasts a 14-ft. (4.2 m) maximum digging depth, making it an attractive option to buyers in the conexcavating ability than its predecessors, with struction and utility sectors.

Mecalac Presents Terex TLB840R Backhoes With Curved Boom Design
The TLB840R backhoe loader is equipped with a powerful 74-hp, Tier IV final 4-cyclinder Deutz electronic fuel injection diesel engine, a 4-speed synchro shuttle transmission and a robust hydraulic system to excel at digging, reaching, lifting and loading tasks.
Designed to increase productivity and profitability, Terex backhoe loaders are powerful workhorses armed with a host of new features aimed at enhancing comfort, reducing driver fatigue and aiding productivity. Each model features a curved boom design for increased reach and dig depth and the operator is afforded maximum comfort with ergonomically designed controls, climate control and a lumbar-supporting suspension seat. Service points are positioned within easy reach of ground level. Configured to meet the rental market’s need for a highperformance backhoe with a low acquisition cost, the TLB840R backhoe loader is designed to give rental business owners a more immediate return on investment without sacrificing performance or quality, according to Mecalac, which acquired the Terex Coventry plant’s compact construction business in December 2016. The TLB840R backhoe loader is equipped with a powerful 74-hp, Tier IV final 4-cylinder Deutz electronic fuel injection diesel engine, a 4-speed synchro shuttle transmission and a robust hydraulic system to excel at digging, reaching, lifting and loading tasks. The engine, transmission and hydraulic systems have all been designed for easy maintenance by rental company technicians and mechanics. The design of the TLB840R resulted from taking a good hard look at the needs of the rental customers so it is configured specifically for the market, according to Mecalac. With the growth forecast for the North American rental industry continuing to be encouraging well into 2017, it was an opportune time to poll the customers in the rental community to gain a better understanding of the market’s specific needs and to know how to help them be more competitive. Because rental rates are driven by equipment acquisition costs and utilization, the company focused on a product that would be competitively priced without sacrificing the quality and fea-
tures the company’s backhoe products are known for, at a price point that drives return on investment for the customers. With a 9,441 lb. ft. bucket breakout force, a loader lift capacity of 7,291 lb. ft. and bucket capacity of 1.0 cu. yd. (.76 cu m), this Terex backhoe loader offers high-capacity production to tackle any project where a backhoe is needed. Terex has designed this unit to give operators unrestricted visibility to the bucket edge, which is ideal in grading applications. The curved boom design and up to 13-ft. 5-in. (4 m) loading height (with an extendable stick) of the TLB840R backhoe loader offers operators excellent clearance to reach up and over obstacles, as well as the ability to load closer into trucks for greater productivity. This rental-ready backhoe loader comes standard with 4wheel drive, tilt steering wheel, suspension seat and selectable pattern change pilot controls. It can be ordered with either a canopy or fully enclosed cab that includes heat and A/C, as well as a choice of a standard or extendable dipperstick. All Terex TLB840R backhoe loaders are equipped with a fully tilting hood for easy access to all service points, including the engine, oil cooler, radiator and air cleaner. Mecalac Vice President Alexandre Marchetta sees the Terex backhoe loader line as a valuable addition to the Mecalac portfolio that clearly responds to a need in the U.S. market. “We are breaking new ground with this Terex range of versatile, innovative and efficient backhoe loaders. This line represents a tremendous opportunity for Mecalac to become a bigger presence in the U.S. market. The Mecalac group is 100 percent committed to standing behind this exceptional line of machines and ensuring a smooth transition that will work for customers and distributors alike.”

The facility will include reconfigurable research laboratories; activelearning classrooms; an active-learning wet laboratory; a drilling and completions simulation laboratory; an advanced manufacturing laboratory; student project spaces; a student innovation center; a student entrepreneurship center; informal collaboration spaces; and meeting rooms. The facility is designed to be flexible, with space that can be re-programmed without major renovation. It is built for collaboration with space for student interaction and to support collaborative research teams. It will bring the sciences at all levels closer together. Its proximity to the Michael B. Enzi STEM (science, technology, engineering and math) Facility, the Department of Geology and Geophysics and the Energy Innovation Center integrates engineering faculty, students and laboratories into undergraduate science education, the geosciences and the School of Energy Resources. The Tier-1 Engineering Initiative and the Engineering Education and Research Building were prompted by the work of the Wyoming Governor’s Energy, Engineering, STEM Integration Task Force. Gov. Mead created the task force in 2012 to address the Legislature’s charge “to lead the university toward a Tier-1 academic and research institution in areas of excellence appropriate for Wyoming.” The goals of the Tier-1 Engineering Initiative are to elevate University of Wyoming’s College of Engineering and Applied Science to national prominence in undergraduate and graduate education and in select areas of research, and to significantly enhance economic development in Wyoming. Progress already has been made toward achieving the goals of the initiative. Enrollment in the college has increased 15.8 percent over the last two academic years. Volvo Introduces P4410B Paver for Range of Applications Born from the Blaw-Knox legacy, the P4410B is the latest addition to the B-Series lineup of tracked pavers from Volvo Construction Equipment. With a 155-hp (115 kW) Deutz Tier IV Final engine, the P4410B delivers power for a range of applications, as well as a 5 percent fuel efficiency improvement over its predecessor. Engineered to be easy to transport and maneuverable on site, the P4410B is productive for its size due to a factory-fit Ultimat16 front-mount screed and a host of design elements that make it easier to operate and maintain, according to the manufacturer. “The P4410B is designed to be the most utilized paver in any fleet,” said John Mooney, product manager at Volvo Construction Equipment. “Whether the job is light highway or heavy commercial, the paver’s unique size combined with its powerful engine, front-extending screed and ease of use make this machine a utility tool for any paving contractor. Adding to its versatility is the ability to install most autograde and slope systems.” Sizing Up For the Job With a 98-in. (249 cm) transport width and an overall length of 17 ft. 10 in. (5.4 m), the P4410B can be easily transported along with a small asphalt compactor. Once on site, the Ultimat 16 screed can hydraulically extend to quickly double the machine’s base width to a full 16 ft. (4.8 m). Add additional extensions for an 18-ft. (5.5 m) paving width. At 6,500 lbs. (2,948 kg), the Ultimat 16 delivers a consistently smooth surface at high density and full width. The auger-toscreed distance also is adjustable via the tow arm position, allowing flexibility for any application and asphalt mix. Dual screed consoles and remote controls are placed with ergonomics at top of mind, allowing enhanced visibility and precise speed control. Combined with power slope and power crown, large hopper capacity, and durable rolled hopper wings that prevent material built-up — the P4410B enables high throughput and laydown volumes. All the Features of a Larger Machine The P4410B is packed with features typically associated with larger 10-ft. (3 m) machines. Common controls with other Volvo pavers put the paving crew at ease upon first use. The machine also features large 20-in. (50.8 cm) foldable walkways, plentiful handrails, non-slip footing and glareresistant hood paint for safety and ease of movement around the platform. The 60-in. (152 cm) low deck and 360degree visibility around the paver, hopper, auger channel and
screed enable the operator to check material flow at a glance. The convenient swing console, which hosts intuitively grouped and clearly labeled controls, allows operation from both sides of the machine. For a more comfortable ride, the engine delivers low noise levels, while the built-in SmokEater extraction system collects and disposes fumes from the hot mix away from operators.
Servicing Made Simple Large opening panels offer easy access to daily checkpoints and filters, while strategically placed hydraulic test ports keep machine downtime to a minimum. Combined with the clean hose and harness routing, the practical design of the paver provides reliability and durability. Maintenance-free auger and conveyor bearings eliminate daily and weekly greasing to
reduce the need for daily maintenance. Features such as uncomplicated hydraulics, long-lasting wear plates, simple drive chains, straightforward solenoid controls and the clutch-free design promote high machine uptime and keep repair costs low. With reliable Tier IV Final engine technology, the operation can benefit from longer 500-hour regen intervals. Coast-to-Coast Support, Fast Parts Regardless of where your work takes you, the P4410B is supported by Volvo through available technology and outstanding dealer support. Additionally, the P4410B is backed by the Volvo 24-Hour Parts Guarantee, which guarantees Class 1 (machine down/emergency) parts delivery within 24 hours in the United States, including Alaska, and within 48 hours to Canada and Hawaii. For more information, visit volvoce.com/na. (This story also can be found on Construction Equipment Guide’s website at www.constructionequipmentguide.com.) The P4410B features large 20-in. (50.8 cm) foldable walkways, plentiful handrails, non-slip footing and glare-resistant hood paint for safety and ease of movement around the platform.

Focused on the Customer One of the most important pillars of this 60-year success story is customer orientation and placing the customer first. Since its founding, Bomag has placed great importance on developing close partnerships on an equal footing. “No matter where we are in the world, Bomag always maintains its focus on the customers’ needs. This close market proximity together with the highest level of local service for the machines is one of our greatest strengths, and this will not change in the future,” said Unger. The results of these developmental partnerships with customers are products that meet not only market requirements but also those of the user. Machines with a long service life and low servicing requirements and control systems that are easy to operate make construction and compaction work more productive. The high compaction power plus Bomag’s measurement technology save contractors significant fuel costs and time, according to the company. Continuous Product Innovation To lead the way in road construction and soil compaction in the coming decades, Bomag continues to invest strongly in research, development, education and training and launches an average of 15 new products onto the market each year. The new Bomag BW 28 RH pneumatic tired roller features a cab design modeled on the head of a hammerhead shark, providing the driver, for the first time, with a clear view of the top of the wheels and allowing for more precise work on asphalt edges and joints. Weight options for the new BW 28 RH also are new. The roller is available with a range of precise operating weights from 18,960 to 61,730 lb. (8,600 to 28,000 kg). In addition, a newly developed brake pedal, which spans the entire width of the driver’s stand, see BOMAG page 66

offers more comfort and safety and can be safely and directly accessed at all times. In March, Bomag introduced its most powerful cold milling machine, the BM 2200/75, to the North American market. Boasting a powerful 760.3-hp (567 kW) diesel engine, the BM 2200/75 delivers high-performance milling of half-lane widths reaching 86.6 in. (220 cm) at precise milling depths reaching 13.8 in (35 cm). A range of quick-change milling drum options are available, featuring Bomag’s BMS15 tooth holder system that lowers wear to extend service life by up to 30 percent over other cutting systems. Due to the holder’s quick-change design, a full set of teeth can be changed in about 25 percent of the time as conventional systems to increase machine uptime availability, according to the company. The Bomag RS 500 recycler/stabilizer advances operating safety and improves material gradation in road recycling applications. Its offsetting rotor design allows the rotor housing to be shifted to either side of
the RS 500, reaching beyond the wheel’s edge, so the machine can safely stabilize soil on slopes and recycle asphalt up to the road’s edge without requiring the wheels to drive in marginal ground conditions. The machine’s FLEXMIX technology features an adjustable door just above the rear discharge door that moves at the operator’s command to provide flexible mixing of material inside the rotor chamber, giving the operator precise control over material gradation. In September of this year, Bomag’s popular “Innovation Days” customer event will be held at the new Customer and Training Center in Germany. The growing headquarters in Boppard have been expanded to include a modern demo site with an outdoor area for machine demonstrations and presentations. This is connected to a training center with training rooms and workshops. For more information, call 803/337-0700 or visit www.bomag.com/us.
