Colorado DOT...

C-470 Expansion Project Closes on Bonds, TIFIA Loan The Colorado Department of Transportation and its High Performance Transportation Enterprise — a governmentowned business — achieved “two major milestones” in financing the Denver-area C-470 expansion project that will add capacity with tolled lanes and upgrades to non-tolled lanes. The June 14 announcement said HPTE had successfully closed on $161.7 million in revenue bonds for the project, the first bonds that entity ever issued directly. And it closed on a long-term, low-interest $106.95 million federal Transportation Infrastructure Finance and Innovation Act loan. The USDOT said C-470 is a 26-mi. highway that runs along the southern and western part of the Denver metropolitan area, between the intersection of Interstate 25 and E-470 in the east to the intersection of U.S.-36 and I-70 in the west. That construction, it said, is the first of a multi-phase project and is intended to deliver additional capacity over about a dozen miles of highway, with substantial completion expected in July 2019. CDOT said that C-470 “is one of the most congested corridors in the nation.” The planned expansion project will add new tolled express lanes and improve general-purpose lanes along 12.5 mi. between I-25 and Wadsworth, it said. “We are excited to have sold the bonds at extremely favorable rates and terms, which shows the strength of this project,” said David Spector, HPTE director. “The demand far exceeded the supply, lowering true interest costs and resulting in more than $30 million in savings for the state of Colorado over the life of the bonds. HPTE was created to finance projects like this, and we’re proud to help deliver projects like this that otherwise would not have enough funding.” The announcement said the $106.9 million TIFIA loan, provided by the U.S. DOT’s Build America Bureau, “provides attractive interest rates and repayment terms.” HPTE has 35 years after the project is open to repay the loan, CDOT said, and interest payments at 2.81 percent do not begin until five years after the project is open. The loan also is subordinate to the bonds, and HPTE can prepay the loan at any time without a penalty. “Protecting TIFIA funding for the C-470 project along with promoting other infrastructure investments across Colorado has been a top priority for me in the Senate, and this is another exciting step forward in getting shovels in the ground in order to reduce traffic congestion along the Front Range,” said Sen. Cory Gardner, R-Colo. (This story also can be found on Construction Equipment Guide’s website at www.constructionequipmentguide.com.)

United Renovates Terminals at LAX By Chuck Harvey CEG CORRESPONDENT

Virtually all of United Airlines’ public space in terminals 7 and 8 at Los Angeles International Airport will be renovated as part of a $573 million construction project designed to speed service and enhance the flying experience for passengers. United Airlines reported that in 2016, the number of its passengers using the two terminals reached 5.6 million. Work on the project began in March 2014 and is scheduled for completion in early 2018. Most of the construction is aimed at improving the travel experience inside the terminal. United Airlines recently opened a new United Club in terminal 7 that features an outdoor terrace. United Club members are provided a comfortable

Caltrans Contract...

Port, City OK LOI for $1B Chula Vista Granite Wins $36M Bayfront Resort, Convention Center Site Development Project in Nipton

A major milestone has been reached in the exclusive negotiations process for the resort hotel and convention center planned for the Chula Vista Bayfront. During a special joint meeting on June 20, the Port of San Diego Board of Port Commissioners and the Chula Vista City Council unanimously approved a resolution authorizing a non-binding letter of intent (LOI) with RIDA Chula Vista LLC. The LOI sets the stage for a future deal by defining the key economic terms and financing for the project. The port, the city and RIDA will now continue exclusive negotiations and due diligence as they work toward formal agreements. “This is an historic moment. Two years of negotiations are paying off. This LOI represents a good deal for the port, the city, RIDA and the public we serve. I am very proud to see this materialize,” said Chairman Robert “Dukie” Valderrama, Board of Port Commissioners, Port of San Diego. “This will be the first major development on the South Bay and we could not have gotten it done without Commissioner Ann Moore, a persistent, driving force on the Chula Vista Bayfront project.” “This historic decision is a big step forward in realizing the potential of our bayfront as a tourist destination and as a recreational place for our neighbors,” said Chula Vista Mayor Mary Casillas Salas. With approximately 1,450 hotel rooms, 275,000 usable sq. ft. of convention and meeting space, and associated retail and resort-style amenities, the project will anchor the Chula Vista Bayfront and catalyze development in the surrounding area. It also will have a significant economic impact, both during construction and after completion. A total countywide economic impact of $1.2 billion is expected to be generated over the construction period. This will result in the creation of nearly 3,100 jobs (both direct and indirect). Once built, the ongoing economic impact to the region is projected to be $390 million per year with the creation of nearly 3,700 permanent jobs. “The Chula Vista Bayfront project is a new model for development and will be a significant achievement in job creation and economic prosperity for the region,” said Commissioner Ann

Moore, Board of Port Commissioners, Port of San Diego. “Through innovative and collaborative partnerships, we are making the impossible possible.” In parallel with the exclusive negotiations between the port, the city and RIDA, RIDA has been in its own negotiations with Gaylord Hotels to manage and operate the future resort hotel and convention center. This potential partnership is described in the terms included in the LOI. As a Gaylord Hotel, the Chula Vista resort hotel and convention center will ensure the prosperity of the local economy and will be a treasured destination, providing unique opportunities to captivate visitors and residents to ensure everyone is welcome, connected and inspired, according to the company. “We at RIDA Development are grateful for the joint action today by the Port of San Diego and the city of Chula Vista,” said Luke Charlton, chief operating officer, RIDA Development Corporation. “This approval paves the way for the construction of the resort hotel and convention center, but more importantly, creates a path for responsible development of the entire Chula Vista Bayfront property. We’d like to thank the Port commissioners and city officials along with their respective

staffs for their tireless commitment to this process and our project. We have a lot of work to do to bring this to fruition, but the spirit of cooperation and partnership shown by these institutions gives us incredible confidence in the future of the bayfront.” The Chula Vista resort hotel and convention center project, which includes public infrastructure (parks, roads and utilities, etc.) and private development, is projected to cost approximately $1 billion. Per the terms of the LOI, the port and the city will contribute $281 million, to be financed by existing and projected revenue streams and bonds. Details are included in the approved LOI and the Restated Financing Agreement, approved by the Board in a separate action during the June 20, 2017 Board meeting. Port staff anticipates presenting the definitive agreement to the Board and City Council for approval later this year. Making Public Art...

Authorities Give Bay Bridge Steel to Local Artists OAKLAND, Calif. (AP) Authorities have given away tons of steel from the dismantled San Francisco-Oakland Bay Bridge to folks who’ll turn it into art. The San Francisco Chronicle said two artists showed one Friday in Oakland to collect around 35 tons each of rusty beams and struts left when the eastern span of the bridge was demolished and replaced. Most of the steel was sold to Asian scrapyards but the California Department of Transportation kept about 450 tons with the idea of giving it to sculptors to make public art. Katy Boynton of San Francisco said she’ll use her steel to make a giant wind chime and a parking lot barrier at Pier 3 in San Francisco. Tom Laughlin got 36 tons of steel trusses. He plans to create a Stonehenge-like construction. (This story also can be found on Construction Equipment Guide’s website at www.constructionequipmentguide.com.)

in 1998. The project encompasses 700,000 sq. ft. of existing space as well as the addition of 20,000 sq. ft. for a United Club lounge on a new fourth level of terminal 7. Customers will find an expansive check-in lobby that maximizes use of incoming light and incorporates the latest self-service tools including self-tagging baggage kiosks. Passenger security screening will be consolidated from the current four locations into a single location with 12 lanes. The remodeled boarding gate areas will feature a modern design including a variety of comfortable seating options and numerous charging stations for customers’ electronic devices. All public restrooms in terminals 7 and 8 will be replaced with new environmentally efficient restrooms. The existing checked baggage inspection system will be replaced with a new efficient, high-speed system. Financing the Project Los Angeles World Airports (LAWA) will acquire as much as $534 million in improvements from United Airlines upon completion. All LAWA funding for the project comes from LAX’s self-generated revenues from aviation- and non-aviation-related activities. No funding comes from the city of Los Angeles general fund. Hensel Phelps Heads Project Construction Hensel Phelps, based in Greeley, Colo., is under a direct contract with United Airlines to construct the project. Hensel Phelps is a design, construction and facility management company. Project team members include HNTB Corp., AvAirPro and Vanderlande Industries. HNTB Corp. is an employee-owned infrastructure solutions firm serving public and private owners and contractors. AvAirPros provides professional consulting and management services to airlines and airports throughout the United States. Vanderlande is prime subcontractor in charge of the baggage handling system. The company provides logistic process automation at airports and in the parcel market. About 50 subcontractors are working on the project. Major contractors include Sasco Electric of Fullerton, Calif.; Limbach Mechanical of Garden Grove, Calif.; Muir Chase Plumbing of Los Angeles; Performance Contracting Inc. of Anaheim, Calif.; and GGG Demolition of Orange, Calif. Between 300 and 350 workers split between shifts are on the job each day.

Terminals 7 and 8 were last upgraded in 1998.

New Security Screening Checkpoint is Open So far, two additional lanes opened in the new security screening check point, which now includes five automatic screening lanes on the upper-departures level. Each automated lane is processing 25 percent to 35 percent more passengers hourly than a standard lane. The checkpoint at the bridge level is permanently closed. Two new elevators were constructed near the bridge and gates 72, 75 and 80 are closed for renovations. “We are on track with our renovations at LAX which will refresh our customer-facing spaces and create a world-class travel experience,” said Jeff Riedel managing director of airport affairs for United at LAX. “Customers will notice a huge change the moment they step into our ticketing lobby and throughout the terminal, especially in our brand new United Club, which features an outdoor terrace with a stunning view.” Construction crews are updating United’s gate areas to create a more modern design with a variety of comfortable seating options and added charging stations for customer devices. The airline recently opened a new economy lobby and is now renovating its premier ticketing lobby, as well as updating jet bridges and the ramp where needed. In addition, a new women’s restroom has opened near gate 71B. A new water bottle filling station has been installed along with the water fountain near this location. Work continues on a new baggage carousel 1, with temporary walls in place. The United Baggage Service office is in a

temporary location near the new restrooms on the west end of the baggage claim area and must be accessed from the street. Torque-Installed Piles Stabilize New Construction The piles support a new structure and all new passenger loading bridges. Lucas Will Fund New LA Museum MUSEUM from page 17

Numerous interactive programs for children, film students, academics and others will be offered. Lucas said he hopes the museum will serve as inspiration to people of all ages, but especially to children, encouraging them to create a better world. Popular art, he said, is the glue that holds people together, that teaches them that while we may have differences we have similar aspirations. In addition to USC, the Museum of Narrative Art will be within close proximity to the Natural History Museum of Los Angeles County, the California Science Center and the California African American Museum. Although Lucas’ affection for USC is clear — he and his foundation have given the school tens of millions of dollars over the years — it was once assumed he’d put his museum in his hometown of San Francisco. Or if not there, then his wife’s hometown of Chicago. But when it came time to clear away all the bureaucratic hurdles, just like the upstart Rebel Alliance in “Star Wars,” it was Los Angeles that prevailed. “I wanted to put it in my hometown. They said no. Mellody wanted to put it in her hometown. They said no. We were both basically heartbroken,” Lucas said. “And then we said, ‘All right, let’s clear the boards and find a place that really wants it.’” (This story also can be found on Construction Equipment Guide’s website at www.constructionequipmentguide.com.)

customer impact during construction is as minimal as possible. Any construction project that would interrupt day-today operations is being done at night to minimize inconvenience. Also, all construction work is barricaded off and certain areas of the terminals will be closed as needed.

The reconfigured gates will accommodate 19 narrow- andwide-body aircraft, with 26 new or refurbished passenger boarding bridges. New carousels in the revamped baggage claim area will make baggage pick up more efficient. At terminal 7 United Club members will enjoy the airline’s new larger terminal 7 lounge where they can work or relax while taking in spectacular views of the airfield, Hollywood, the L.A. metro area and the Pacific Ocean. Traveler Impacts The terminal will remain open during the construction, which will be done in phases. Tallest Building West of Mississippi Opens in LA LOS ANGELES (AP) The tallest building west of the Mississippi River opened its doors on June 23 in once-stodgy downtown Los Angeles, which is sprouting a crop of new skyscrapers. Here are some things to know about the Wilshire Grand Center: How Tall Is Tall? The 73-story building has a huge spire that brings its height to 1,100 ft. (335 m), topping the nearby U.S. Bank Tower by more than 80 ft. The Bank Tower had held the height record since 1989. Critics might argue that a spire rising nearly 200 ft. above the top of the building should not count, but it meets the criteria of the Council on Tall Buildings and Urban Habitat, which lists the world’s tallest buildings based on the “architectural top of the building.’’ A 2-ft. lightning rod at the very top, however, doesn’t count. The skyscraper is still dwarfed by buildings on the East Coast and overseas. In the United States, One World Trade Center is 1,776 ft. tall, making it the sixth-largest completed building in the world. The tallest building, the Burj Khalifa in Dubai, rises 2,717 ft., or more than a half-mile high.

No Flattop, Please The tower features a 100-ft.-tall, sailshaped crown built of glass and steel. It is the first modern high-rise in Los Angeles without a flat roof. Since 1974, high-rise buildings had to have helicopter pads in case of fires or other emergencies. The Wilshire Center obtained Fire Department permission to use other safety features, including a special landing platform and a dedicated elevator for firefighters. The city ended the flatroof requirement in 2015. Lights, Action, Entertainment The building’s spine and sail have programmable LEDs that can provide colorful illumination and visuals. Ripples of rainbow illumination glowed and flowed all the way up the building’s 73 stories on Friday night in its inaugural lighting. The tower also includes an 889-room InterContinental hotel where rooms will go for about $400 a night; some 350,000 sq. ft. of office space; a shopping mall and an observation deck. Restaurants range from the open-air, rooftop Spire 73 offering “chic fire pits’’ and signature cocktails to La Boucherie, with

stratospheric steak prices and a wine list with 1,200 selections.

11,000 jobs. Los Angeles County Supervisor Hilda Solis said the tower and its many tenants will provide about 1,750 permanent jobs and the tourism and business it may bring could provide another 122,000 jobs indirectly.

Construction The building, located in the Financial District, cost about $1.2 billion to build. Construction began in 2014. It reached a milestone that year when 21,200 cu. yds. of concrete, weighing 82 million lbs., were poured over a span of 18 hours to create the foundation. That broke the Guinness World Record for a continuous pour set during the 1999 construction of The Venetian hotel and casino in Las Vegas. The record was eclipsed again this April when a foundation for a mall was poured in the United Arab Emirates. Construction work on the tower was shut down for two days last year when an electrician killed himself by jumping from the 53rd floor. The tower includes a massive, stabilizing central core and braces designed to act as shock absorbers to withstand gusty Santa Ana winds and earthquakes. Southern California has dozens of faults, and the building is designed to withstand about a magnitude-7.5 temblor.

Another Brick in the Sprawl The Wilshire Grand Center is part of a construction boom in the resurgent downtown area that for decades emptied out at night as commuters headed for the suburbs. The opening of the Staples Center arena in 1999 helped anchor redevelopment projects in the surrounding area. The Walt Disney Concert Hall, an internationally known architectural landmark designed by Frank Gehry, opened in 2003. Vacant office buildings have become pricey lofts and apartments, a new art museum opened and with changes to density and zoning laws, plans are moving ahead to create gigantic complexes of residences, hotels and shopping districts. About 150 building projects are in the works, including some 20 skyscrapers of 35 stories or more.

Fisheries, Wildlife Services Approve Brown’s Big Tunnels By Ellen Knickmeyer and Scott Smith ASSOCIATED PRESS

SAN FRANCISCO (AP) Gov. Jerry Brown won crucial early approval from federal wildlife officials on June 26 for his $16 billion proposal to re-engineer California’s north-south water system, advancing his plan to build two giant tunnels to carry Northern California water to the south even though much about the project remains undetermined. The National Marine Fisheries Service and U.S. Fish and Wildlife Service gave their green light by finding that the project would not mean extinction for endangered and threatened native species of salmon and other fish. The project, which would tap part of the flow of California’s largest river, the Sacramento, would change the way the San Francisco Bay Area, the farm-rich Central Valley and populous Southern California get their water from what is the West Coast’s largest estuary. The twin tunnels, both four stories high and 35 mi. long, would be California’s most ambitious water project since the 1950s and 1960s. Then, Brown’s father, the late Gov. Pat Brown, helped oversee building of the pumps, dams, and aqueducts that move water from the green north to more arid south. Supporters said the tunnels are needed to modernize and secure water deliveries from the delta of the Sacramento and San Joaquin rivers, now done by aging pumps that pull the rivers and the fish in them offcourse. Brown did not comment, though his resources secretary cheered the ruling. Jeffrey Kightlinger, general manager of Metropolitan Water District of Southern California, the massive Los Angeles-area water agency that is one of the project’s biggest proponents, called the decision a milestone. “For too long California’s water supplies have been at risk and subject to cutbacks,” Kightlinger said. Brown has pushed to get regulatory approval and financing squared away for the tunnels before he leaves office next year. Opponents said they fear water extractions through the tunnels could doom towns and farms in California’s historic Delta and more than a dozen dwindling native species that depend on the waterway. They accused federal wildlife and fisheries agencies of clearing the project while

key details of how it would operate aren’t yet determined, including how much water the tunnels could take from the Sacramento. Local water districts, spread among the Bay Area, Central Valley and Southern California, would pay for the project. They have yet to decide which of them would sign on for the tunnels, and how they would pay for them. “They’re asking people to commit to pay for a project that they won’t know for years in the future how it will be operated and how much water can go through it,” said Bill Jennings of the California Sportsfishing Protection Alliance. “It was breathtaking in its audacity.” State officials disclosed they had agreed to dedicate 1,800 acres near the pumps as habitat for Delta smelt, a once thriving, now nearly extinct native fish that would be harmed most directly by the tunnels. With so much yet to be determined about the project, the state would rely on monitoring any problems from digging and running the tunnels, and “adjust operations accordingly,” said Bill Croyle, acting director of the state’s Department of Water Resources, the agency spearheading the project. The decision moves Brown’s project ahead to a decision by the U.S. Bureau of Reclamation, which oversees many of the country’s big water projects. David Murillo, the bureau’s regional director, indicated to reporters that decision was months or more away. Among the issues Murillo said had yet to be resolved: concerns voiced earlier this month from a large group of Northern and Central California water agencies that wouldn’t get water from the tunnels and don’t want any part of the project. The group of water agencies in the Central Valley Project, the state’s largest water supplier, asked the Bureau of Reclamation earlier this month to delay its own ruling on the project until the water agencies are assured it won’t cost them money or cut their own water supplies, according to a letter obtained by The Associated Press. The federal bureau also wants to get a better idea before it rules on how much water the tunnels will be allowed to take from the Sacramento River, Murillo said. That ruling is expected from another state water board this fall. (This story also can be found on Construction Equipment Guide’s website at www.constructionequipmentguide.com.)

Volvo Introduces Double Drum Asphalt Compactors From highways to airport runways, the Volvo DD120C and DD140C are designed to achieve a smooth, even mat finish in fewer passes — all without compromising fuel- efficiency. With operating weights of 27,700 and 30,486 lbs. (12,564 and 13,828 kg), combined with rolling widths of 79 and 84 in. (200 and 213 cm), respectively, the DD120C and DD140C compactors deliver the performance needed for large jobs. “Not only are these C-series models 20 percent more fuelefficient than their predecessors — they’re also more productive,” said Mark Eckert, compaction product manager at Volvo Construction Equipment. “With our improved impact spacing meter, factory-fit compact assist intelligent compaction system, optional 8-amplitude settings and unique water burst mode — these new compactors are truly the most productive we’ve offered to date.” Big Performance, Big Projects The new asphalt compactors combine high centrifugal force, heavy static weight and variable amplitude for highquality compaction. Large diameter drums ensure a smooth, high-quality mat finish. The DD120C and DD140C are powered by the latest Volvo D13J Tier IV Final engine, which delivers high torque at low rpm, ensuring high-quality performance with minimal noise and fuel consumption, a full 20 percent more fuel-efficient than its predecessor, according to the manufacturer. Fuel efficiency is enhanced with optional auto-idling and auto-engine shutdown features, and an adaptive power system that delivers optimum performance. Due to dynamic drum forces, the asphalt compactor cuts vibration system start up power in half, and enables the roller to operate more effectively with the 148-hp engine, even at high altitudes. Quality at Your Fingertips The DD120C and DD140C can be outfitted with the Volvo intelligent compaction system, compact assist for asphalt with density direct — the industry’s first real-time density mapping technology. Density direct allows the operator to see real-time density values across 100 percent of the mat, which are proven to be accurate to within 1.5 percent of actual in-place core densities when properly calibrated. In addition to density direct, compact assist features pass mapping and temperature mapping functionality, as well as data collection capabilities for integration with Veta data management and analysis software. The compact assist operating system is accessed via the award-winning, 10-in. Volvo copilot on-board interface. To further boost productivity, the DD120C and DD140C feature an automatic variable interval water spraying system with water burst mode, which provides uniform drum cov-

erage and variable flow to prevent material pickup. The CSeries compactors also feature a new water flow-rate calibration process, enabling the operator to set the minimum flow according to requirements. The impact spacing meter from Volvo provides a visual reference for speed control to maintain proper impact spacing, resulting in consistent smoothness. The DD120C and DD140C are equipped with the high vibration frequency system, delivering 4,000 vibrations per minute for optimal impact spacing at higher rolling speeds. With these features at their fingertips, operators have the ability to unlock the full productivity potential of Volvo compactors. Safe, Easy Operation Safety is paramount on all job sites, which is why the Volvo C-Series compactors offer unobstructed visibility along with a host of advanced safety features. The ROPS/FOPS certified platform, forward view, adjustable seat and 180-degree rotating console all provide visibility of the job site, as well as unobstructed sightlines down to the drum for excellent rolling precision. Ergonomically positioned controls, noise and vibration insulation, and ample space keep the operator alert and focused. The intelligently designed swing-up hood of the C-Series compactors allows for easy access to the engine and hydraulic components, enabling easy maintenance, while a single key accesses all service hatches. Passive regeneration

occurs automatically without requiring input from the operator, and a full regeneration is carried out by technicians as part of the routine 500-hour service. For added convenience, the water tank can be filled from ground level. Backed for Life Owners of the new DD120C and DD140C can have peace of mind knowing their compactor is backed by the Volvo lifetime frame and structure warranty, which covers the frame and articulation joint for the life of the equipment under the initial owner. To track machine health, the compactors can be fitted with CareTrack, the telematics system from Volvo, which provides the ability to remotely monitor a range of machine health and operating data, helping customers improve productivity and avoid downtime. Customers also can choose ActiveCare direct telematics coverage, wherein Volvo manages the telematics data, reporting and recommendations through partnership with Volvo dealers, so that customers receive the benefits of telematics without the burden. Volvo also can help support the profitability of customers’ operations with a range of Customer Support Agreements, which offer preventive maintenance, total repairs and a number of uptime services. Stabilizers Provide Reliable Base for Paving Applications Roads need a reliable base. That’s why the load-bearing capacity of the soil must be assured before every road construction project. Soil stabilizers transform soils with insufficient load-bearing capacity into ground with ideal properties for paving and compacting. Wheeled Soil Stabilizers The WR 200i, WR 200 XLi, WR 240i and WR 250 models are ideally suited for efficiently stabilizing soils with insufficient load-bearing capacity over a large area. Cement, lime, water or asphalt emulsion may be used as additives and binding agents. With their powerful milling and mixing rotors, Wirtgen soil stabilizers mix prespread binding agents into the existing soil at working depths of up to 22 in. (56 cm), transforming it into a high-quality construction material in an in-situ process. The soil is improved by the addition of lime and stabilized with cement. The homogeneous soilbinding agent mixture that is produced offers high tensile, compressive and shear strengths, long-term resistance to water and frost, and volume stability. Typical applications include the construction of paths, roads, motorways, foundations, parking lots, sports grounds, industrial parks or facilities, airports, embankments, backfills or landfills. As the process makes use of existing soil material and only requires the mixing in of additives, 100 percent of the reclaimed, bound and unbound material is reused. Eliminating the parade of haul trucks and their fuel consumption, exhaust and traffic congestion, soil stabilization method with Wirtgen equipment has a much smaller carbon footprint than a complete soil exchange. What’s more, the rapid, space-saving process minimizes construction times and disruption to work zone traffic. Wirtgen

WR 250: The Powerhouse The most powerful machine of the WR generation is the WR 250. The powerhouse is designed for stabilizing heavy and swampy soils and shows its strengths to best advantage on recycling and pulverization jobs, where it turns roadways up to 10 in. (25 cm) thick into homogenous granulate. A new feature is the option of additionally operating the milling drum gearbox from the cabin, making it possible to flexibly activate a number of milling drum speeds. Tailored to the high output of the WR 250, the milling drum design helps to achieve an outstanding mix quality at a high feed rate.

With an engine power of 766 hp (1,034 kW), the WR 250 is the most powerful member of the wheeled Wirtgen cold recyclers and soil stabilizers. The powerhouse operates effortlessly over a width of 7 ft. 10 in. (24 m) and depth of up to 22 in. (56 cm) in heavy and boggy soil.

offers the right machine for each construction project. WR 240i: The Allrounder Regarded as the allrounder of the product line, the WR 240i is ideal for stabilization of large areas of insufficiently cohesive soil, and in the resource-saving processing of damaged asphalt pavements using the cold recycling process. A multitude of new features give it the edge in terms of performance and economy. It’s demonstrated its performance on both counts, as the overwhelmingly positive feedback from customers confirms. Despite higher productivity, the WR 240i consumes significantly less fuel due to advanced

engine management, delivering a tangible reduction in operating costs. The machine operators praise the large, modern cabin and the resultant all-around visibility, the improved maneuverability of the machine, and its optimized ergonomics and intuitive operation. WR 200i and WR 200 XLi: Smaller and More Compact The WR 200i is the smallest member of the WR series. The compact machine excels in both cold recycling and soil stabilization, truly coming into its own on small and confined sites due to its great maneuverability. It’s also easy to transport, making it ideal for one-day jobs.

Due to its small dimensions and light weight, the compact WR 200i is easy to transport. Its range of applications extends from soil stabilization to cold recycling.

Tractor-Towed Stabilizers of the WS Series For soil stabilization, Wirtgen also offers the WS 220 and WS 250 tractor-towed stabilizers with working widths of 7 ft. 1 in. as well as 8 ft. 2 in. (2.1 and 2.5 m), and a working depth of up to 20 in. (51 cm). A practical attachment system for the milling drum unit allows tractors to be transformed into soil stabilizers in a matter of moments. The range of applications of Wirtgen’s tractor-towed stabilizers is wide and varied. For instance, the machines lend themselves ideally to homogenizing masses that are hard to compact, such as non-uniform soil mixtures. The tractor-towed stabilizers are able to reliably transform even, heavy, sandy or coarse subgrade material into compactable soil with good paving properties, according to the manufacturer. For more information, visit www.wirtgengroup.com/america.

Alaska’s Largest Crane Begins Work Trans-Alaska Oil to Deconstruct Eklutna River Dam Pipeline Celebrates 40th Anniversary By Kevin Baird FAIRBANKS DAILY NEWS-MINER

Eklutna Inc. photo

A 400-ft. (122 m) crane, the largest in the state, will handle the task of taking down the dam, which was built between 1927-29 by the Anchorage Light and Power Co.

ANCHORAGE, Alaska (AP) A $7.5 million project to remove a dam in Alaska is set to begin. The project to deconstruct a dam at an Eklutna River ravine to restore salmon populations on the river began in June. The project largely will be funded by the Conservation Fund in a partnership with Eklutna Inc., an Anchorage real estate development company. Eklutna CEO Curtis McQueen said at the Anchorage Chamber of Commerce forum it will take a 400-ft. (122 m) crane, the largest in the state, to handle the task of taking down the dam, which was built between 1927-29 by the Anchorage Light and Power Co. McQueen said he believes Eklutna is the first Tribe in the nation to get involved in such a massive project. “We haven’t heard of another story where the actual Native people are playing a part in the removal of a dam,” he said. Brad Meiklejohn, Alaska State director of the conservation fund said the dam was built without consulting the local village and it diminished the fish population. He said the project will “make amends” for that wrongdoing, the Alaska Journal of Commerce reported. Meiklejohn said $6.5 million has been raised by the fund, with another $1 million needed. The land came under Eklutna title following passage of the 1971 Alaska Native Land Claims Settlement Act. McQueen told the Anchorage Chamber that of the many Eklutna projects his corporation is in charge of around the state, he’s proud of this one as a bipartisan effort and grateful for the help of the Conservation Fund. The project to deconstruct a dam at an Eklutna River ravine to restore salmon populations on the river began in June.

FAIRBANKS, Alaska (AP) The work and effort put into completing the Trans Alaska Pipeline System and its constant maintenance is an embodiment of Alaska grit, Alyeska Pipeline President Tom Barrett said. On June 20, Alyeska Pipeline celebrated the 40th anniversary of the Trans Alaska Pipeline System, often called TAPS. More than 100 people gathered at the pipeline pullout in Fox to celebrate with root beer floats, gourmet hamburgers from Frostbite Foods and tacos from Tacos Al Pastor. A heavy rainstorm rolled in quickly and only the brave and hungry stayed in line for food. “At the time it was built, it was the largest private construction project,’’ Barrett said beneath a gazebo as rain fell. “We crossed three mountain ranges, 34 major rivers and our engineering was incredible. As far as pipeline goes, it’s the gold standard.’’ Barrett recounted one of his favorite stories about the pipeline’s construction. He said as crews worked their way through Thompson Pass near Valdez, they came to a certain mountainside with a 145-degree angle that no welder would work on. “The pipe was heavy and it could slide downhill,’’ Barrett said. So, a sack filled with $10,000 cash was offered to the welder who would weld the pipes together on this hillside. “It was very much true Alaska grit,’’ he said. Barrett said Alyeska employees carry that same spirit of Alaska grit today. “Everyone who works for us knows this matters to everyone in the state,’’ Barrett said. “To have jobs that are important is a great gift. We have 15 people working here since the startup. We have a very high percentage of employees that have been with the company for more than 20 years.’’ Of the company’s 800 employees, 95 percent are Alaskans and 20 percent are Alaska Native. Barrett said this is a big change compared with the construction years, when many of the workers were from Texas and Oklahoma. With hundreds of miles of pipeline and 77,000 supports for the above-ground portion, the pipeline requires another 800 to 1,000 contractors to maintain the operation. “It’s so big it gets lost on people,’’ Barrett said. Barrett said Alyeska’s big issue and challenge as the company moves into the future is keeping the pipeline full. “If it were a car, the `add oil’ light would be on,’’ he said. On June 20, the pipeline sent 507,000 barrels of oil down the pipeline, Barrett said. He said that number cannot fall below 300,000 of barrels per day, but he remains optimistic that would not happen. Billions of barrels worth of untapped oil in the Arctic is waiting to be developed. Until then, Barrett said Alyeska is focusing on technological advancements and making TAPS more economical to get through the lull in oil production. Colorado Project Seeks to Connect Two Trail Networks Construction crews broke ground on a new concrete trail that will connect Loveland and Fort Collins and each city’s extensive paved trail networks. The 2-mi. Colorado Front Range Trail - Loveland to Fort Collins Connection will be located between Lemay Avenue and Timberline Road on the east side of the cities. From south to north, it will extend from Loveland’s Recreation Trail just west of Boyd Lake State Park to the City of Fort Collins’ Fossil Creek Trail at Carpenter Road. An underpass already exists under Carpenter Road in anticipation of this new trail. A partnership among Larimer County, Loveland and Fort Collins will manage the $1.2 million trail that is slated to open in September. “Loveland is thrilled to be expanding our northern connection of the Colorado Front Range Trail,” said Marilyn Hilgenberg, Open Lands and Trails manager with the city of Loveland. “The synergy of this collaborative trail is a win for all of our communities.”

It is the first paved trail to connect the cities’ trail networks. Once completed, people will be able to go from the 35 mi. of paved trails in Fort Collins’ system to the 18 mi. of trails in Loveland’s system without hopping off their bike or getting in a vehicle. The new trail will be multi-use, open to both foot traffic and non-motorized bicycles. The two cities first conceived of the idea for the trail in 2002, identifying it as a possible segment of the larger Front Range Trail system, which will extend from New Mexico to Wyoming. The Colorado Front Range Trail Loveland to Fort Collins Connection remains a potential segment of this larger, statewide trail system, depending on that trail system’s final alignment. “We are very excited to participate in this project. This trail contributes a critical segment of a regional trail network that will someday connect all of northern Colorado, and eventually the entire state,” said Suzanne Bassinger, with city of Forts Collins Park

Planning & Development. “We look forward to continuing these partnerships and expanding the world-class trail experiences available to our citizens, our neighbors and our visitors to the area. Our thanks go to Larimer County for leading this project.” Grants of $450,000 from the Colorado Department of Transportation and $350,000 from Colorado Parks and Wildlife's State Trails Program will cover two-thirds of the trail’s cost. The cities and county will make up the

difference based on the proportional costs of trail construction within each jurisdiction. Homeowners’ associations and other entities that granted easements for the trail also make construction possible. “We’re grateful for the support of the new trail from the Colorado Department of Transportation and Colorado Parks and Wildlife, as well as those who allowed access across their lands for the trail,” said Zac Wiebe, resource specialist of Larimer County Department of Natural Resources. “Paved trails

The TM320 has a maximum 7,054 lb. (3,200 kg) lift capacity, which is available to a full lift height of 17 ft. (5.2 m) as well as from ground level. It delivers a maximum 3,858 lb. (1,750 kg) of lift capacity at full forward reach of 9.6 ft. (2.95 m) ahead of the front wheels.

Wraps Come Off Tier IV Final TM320 Telescopic Loader for Construction JCB’s TM320 telescopic wheeled loader is designed specifically for the construction and industrial sectors. The JCB TM320 combines the central driving position and allround visibility of a wheeled loading shovel with the reach and lift versatility of a telescopic handler — a combination that creates a formidable machine for re-handling and loading operations, according to the manufacturer. The new machine features: • JCB EcoMAX engine meets Stage IV/Tier IV Final emissions without a DPF • 7,054 lb. (3,200 kg) lift capacity with a 17 ft. (5.2 m) lift height • Four-speed Powershift transmission • Articulated steer wheeled loader chassis • Durable bronze graphite bushes extend chassis pivot and boom greasing intervals Lifting Performance The TM320 — which sits alongside the existing TM320 Wastemaster — has a maximum 7,054 lb. lift capacity, which is available to a full lift height of 17 ft. as well as from ground level. It delivers a maximum 3,858 lb. (1,750 kg) of lift capacity at full forward reach of 9.6 ft. (2.95 m) ahead of the front wheels. This combination of lift and reach performance makes the TM320 highly versatile, ideal for general lift and place applications on a construction site, or for re-handling in a concrete batching plant or smaller quarry operation, according to the manufacturer. The TM320 is powered by a 4.4-L version of the JCB EcoMAX engine, developing 125 hp (93 kW). The EcoMAX engine meets EU Stage IV / US Tier IV Final emissions compliance using JCB’s selective catalytic reduction (SCR) system. There is no requirement for a costly diesel particulate filter (DPF) to compromise the engine installation and potentially add to machine servicing costs. JCB Chief Innovation and Growth Officer Tim Burnhope said, “This is a proven solution that we introduced on our

Loadall telescopic handlers for Europe earlier this year. It’s a very compact installation that makes efficient use of AdBlue, without detracting from the engine’s excellent power, torque and fuel consumption characteristics.” The engine, through a four-speed JCB Powershift transmission, offers a maximum speed of 24.8 mph (40 kmh). A load-sensing hydraulic system, with an output of 37 gal. (140 L) per minute, ensures maximum performance and efficiency. The Powershift transmission can be operated in automatic mode or manually, using a traditional left hand lever, by operating the shift and forward-reverse selector switches mounted on the Servo joystick. A hydraulic reversible cooling fan option is available that provides a choice of reversing intervals to suit different situations, as well as manual activation to purge the cooling pack of dust and debris when necessary. The TM320 also gets cylinder end damping as standard, to refine the operating experience when the telescopic section of the boom is fully extended and when the boom is retracted and lowered. JCB’s auto smooth ride system boom suspension is available as an option. A full color instrument display is one of several new features in the spacious operator’s cab, providing information and warnings in a clearer at-a-glance format. Daily checks for engine oil, coolant and washer fluid levels can be completed from the driver’s seat during engine start-up, saving time and ensuring that essential checks are carried out as a matter of routine. The machine also is equipped with hard wearing bronze graphite bushes, extending the chassis pivot and boom greasing interval to 500 hours. Volvo Adds L260H to H-Series Range The 37 ton (34 t) L260H, the latest addition to Volvo Construction Equipment’s H-Series range is designed for heavy-duty applications and is purpose-built to load on-highway trucks in just two even passes. According to the manufacturer, the L260H boasts 5 percent more horsepower and torque, 15 percent increase in payload and features larger bucket sizes. Add the Volvo copilot with load assist and intelligently redesigned lifting-arm system and frame, and the result is greater fuel efficiency, faster cycle times, increased onsite productivity, maximum operator comfort and simpler serviceability. Engineered for Efficiency Fitted with the latest 416 hp (310 kW) Volvo D13J engine, the H-Series wheel loader delivers a powerful and efficient performance. The Stage IV/Tier IV Final-compliant engine produces high torque — 2,343 Nm (1,728 ft. lb.) — at low engine speeds to minimize emissions and fuel consumption. The passive regeneration automatically cleans the diesel particulate filter during normal operation, without input from the operator or negatively impacting performance. The new-generation machine also is equipped with an efficient cooling fan that draws power only when needed. Lower fan speeds reduce noise, resulting in greater operator comfort and a lower total cost of ownership. Fuel efficiency is enhanced by Volvo’s OptiShift technology, which integrates the Volvo reverse by braking (RBB) function and new torque converter with lock-up to reduce fuel consumption significantly. Ideal for short cycle or truck loading applications, the RBB senses the loader’s direction and slows the machine by automatically applying the service brakes instead of the torque converter, thereby increasing fuel efficiency, operator comfort and machine lifetime. The driveline lock-up, meanwhile, improves drive response, rim pull, incline performance and fuel efficiency. Also contributing to fuel efficiency is the new transmission, featuring the Volvo fully automatic power shift (FAPS) concept. Proven to deliver more efficient work cycles, FAPS shifts the gears to match the engine and travel speed to the best gear ratio, ensuring the loader operates in optimal gear for lower fuel consumption and wear, according to the manufacturer. Lift More, Do More Not only is the Volvo L260H one of the most efficient large wheel loaders on the market, it also is one of the most productive. The new load-sensing hydraulic system supplies power to the hydraulic functions only when required, resulting in greater onsite productivity. Combined with features, including the new transmission, new converter and new rehandling bucket, the hydraulic system increases fuel efficiency by up to 10 percent, and offers better control over the load and attachment. Unlike previous models, the L260H does not use hydraulic pumps to lower the boom, but rather the combined gravitational effect and weight of the boom and the bucket — a feature that appears only on the L260H wheel loader, according to the manufacturer.

The high pressure hydraulic system allows for faster cycle times and increased lift force, demonstrated by the liftingarm system, which yields 66,453.5 lbf (295.6 kN) lift capacity. The lift arm has been redesigned to feature a lighter, stronger arm, capable of handling 15 percent more payload. The L260H features the Z-bar linkage for strong, powerful digging in hard materials, and delivers a high breakout force of 63,778.3 lbf (283.7 kN). The L260H also offers a dump height of 10.2 ft. (3.1 m), aiding loading efficiency, as well as a 2 in. (5 cm) longer wheel base, further increasing stability. Profit In Every Bucket The L260H comes with two new buckets that are specifically designed to fit the machine — Volvo rock bucket and Volvo rehandling bucket. Optimized for the application, Volvo rock and Volvo rehandling buckets enable the wheel loader to perform at maximum capacity, helping customers save time, money and effort. The new buckets provide faster and more efficient bucket fill — and up to 10 percent better fuel efficiency, according to the manufacturer. With a 9.51 cu. yd. (7.3 cu m) Volvo rehandling bucket, the L260H quickly fills the truck in only two passes — two full buckets for one full truck. The Volvo rock bucket is larger than the model it replaces. The rehandling kit optimizes the loader for stockpiling and loading processed material, such as sand and other aggregates. Greater Comfort, Greater Productivity Built to work hard, the L260H also is designed to deliver a productive and comfortable work environment. The Volvo care cab provides good visibility, comfort and features logically-grouped ergonomic controls, helping the operator achieve an efficient and productive operation. The spacious air conditioned interior is insulated from noise and vibrations — the latter due to viscous cab mounts and air suspended seat. And with modern hydraulic controls, the operator is better able to customize the operation according to their preferences. With a large expanse of glass, the ROPS/FOPS protected cab provides an unhampered view of the job site. Visibility can be further improved, due to the rear-view mirrors displayed on the on-board Volvo co-pilot display, that when fitted with the optional load assist, provides operators with realtime insight into the operation. Locked and Loaded The L260H wheel loader offers simple service and maintenance requirements that promote high uptime. The new frame provides easy access to conveniently grouped checkpoints. The tilting cab can be operated hydraulically — the first of its kind in its size class — and convenient groundlevel access to the engine compartment. Accumulators are located on the exterior of the BSS for easy maintenance repairs. These features combine to help operators conduct maintenance and inspections more efficiently with less downtime, increasing productivity and performance.

The Hyundai HL965 wheel loader is powered by a 269-hp (198 kW) Cummins QSL9 engine and equipped with a standard 4.7 cu. yd. (3.6 cu m) Hyundai bucket.

The Hyundai HL975 and HL965 wheel loaders are the newest additions to the company’s HL900 series of Tier IV Final-compliant wheel loaders available throughout the United States and Canada. The company also announced a longer boom on its HL940XT extended reach wheel loader for applications requiring higher lifting and dumping of lighter-weight materials, such as livestock feed. A heavy-duty axle configu-

ration for its HL960 wheel loader — designated as the HL960HD model — is intended for use in severe conditions such as landfills, scrap yards and forestry operations. “The new HL975 wheel loader takes an important place in our wheel loader lineup,” said Juston Thompson, product specialist, Hyundai Construction Equipment Americas. “It gives customers a more affordable alternative to larger loaders like the Hyundai HL980,

The Hyundai HL975 wheel loader is powered by a Cummins QSG12 engine, producing 331 net hp (247 kW) and equipped with a standard 6.3 cu. yd. (4.8 cu m) bucket. The HL975 model is well-suited for digging and loading in quarries, gravel pits, surface coal mines and other high-production applications.

and provides higher horsepower, larger bucket capacity and improved tipping load than the Hyundai HL970 model.” Powered by an all new Cummins QSG12 engine, producing 331 net hp (247 kW), and equipped with a standard 6.3 cu. yd. (4.8 cu m) bucket, the HL975 wheel loader is well-suited for digging and loading in quarries, gravel pits, surface coal mines and other highproduction applications. The HL975 has a standard operating weight of 58,420 lb. (26,500 kg) and a rated tipping load of 44,090 lb. (20,000 kg). Similarly, the Hyundai HL965 wheel loader fills a space in the product line between the HL960 and HL970 models. A 269-hp (198 kW) Cummins QSL9 engine powers the HL965, which is equipped with a standard 4.7 cu. yd. (3.6 cu m) Hyundai bucket. The HL965 has a standard operating weight of 44,313 lb. (20,100 kg) and a rated tipping load of 32,430 lb. (14,710 kg). Extended reach versions of both models are available, designated as HL975XT and HL965XT. The extended reach models feature Hyundai’s redesigned longer lift arms that provide approximately 14 in. (35.5 cm) of additional dump height and reach. Both models offer a standard drivetrain featuring ZF axles and transmissions. Both also include Hyundai buckets constructed of wear-resistant AR400 steel and featuring Hyundai’s see HYUNDAI page 56

The Standard for Safety wheel loaders are very “Hyundai safe machines. Good mirror placement for visibility. The backup camera is a great feature. Getting in and out of the cab is very safe – the door, the steps, the handles all contribute to a safe design for the operator. And once you’re in the cab, it’s very comfortable, no matter what size you are.

design that incorporates curved side plates and an enhanced spill guard to carry up to 5 percent more material than typical buckets, according to the manufacturer. Onboard Weighing System All Hyundai HL900 series wheel loader models, including the HL965, HL975, HL940XT and HL960HD, include as standard equipment an onboard weighing system accurate to +/- 1 percent, with automatic and manual settings for monitoring individual and cumulative bucket load weights. System measurements are displayed on the multi-function LED screen in the operator's cab, providing reliable loadweight monitoring to support efficient production management. While not precise enough for certified payload measurements, this system is considerably more accurate than typical onboard scales and can help in calculating productivity metrics, according to the manufactuer. Performance Edge “The HL900 series wheel loaders provide features that combine to give our customers what we call ‘the Hyundai edge’ — performance, convenience, serviceability and, of course, safety,” Thompson said. “Hyundai performance is built on innovation, worldclass engineering and manufacturing,

and components and systems sourced from trusted global suppliers.” For examples of innovation, Thompson noted the electro-hydraulic control system on Hyundai’s larger models that delivers improved precision and ease of operation. “This improves machine controllability and productivity,” he said. “And it makes possible other cool new features, such as cushioned boom and bucket ‘soft end stop’ to reduce the shock load and improve material retention, and fine control mode to reduce function speed for improved precision.” Convenience, Serviceability and Safety Edge Thompson said the new models also include all of the standard convenience features found on other HL900 series wheel loaders, including a large, quiet and comfortable cab, 7-in. interactive touch-screen monitor, enhanced climate control, fully adjustable and heated air-ride seat, and centralized control switches for added convenience. An optional smart start ignition system for password- or Bluetooth key-enabled machine start also is available on the HL900 series machines. Ease of service is built into every Hyundai machine, including these wheel loaders, which feature a tilt-back engine hood; easy ground-line access to remotely mounted filters; engine and transmission oil dipsticks; remote-

mounted oil drains for engine and hydraulic oil, and centralized lubrication banks for quick servicing of hardto-reach lube points. Safety features include ergonomically positioned operator switches, controls and other features make it easier to quickly access critical functions. In addition, the touchscreen monitor includes a speed-limit control, and an improved rearview camera delivers higher resolution and enhanced nighttime visibility. Industry-Leading Warranties All of the new models and configurations are protected by Hyundai’s three-year, 3,000-hour full-machine standard warranty and five-year, 10,000-hour structural warranty. Hyundai wheel loaders also have lifetime warranties on articulation joints. An optional program, Hyundai Extend, offers a customized extended warranty with the industry’s longest term coverage. Hyundai also includes three years of free access to its Hi-Mate remote management system which provides a variety of remote monitoring and diagnostic capabilities. John Deere Loads Up on 30 New Bucket Options for Four-Wheel Drive Loaders Designed to enhance productivity and efficiency, John Deere is debuting enhanced production series buckets for the 744K-II, 824K-II and 844K-III wheel loader models. The enhanced production buckets offer several new features, including an improved bucket profile, integrated narrow spill guards, bushed static bucket pin joints and optional wear plating. “In speaking with wheel loader users in the field, they drove home the fact they wanted a bucket option that would increase production and offer greater efficiency in material retention,” said John Chesterman, product marketing manager, production class four-wheel drive loaders, John Deere

Construction & Forestry. “We worked with our engineers to develop 30 configurations that improve loading and visibility; are easier and quicker to repair; and extend bucket life in all types of material.” When updating bucket design, John Deere added curved profile side cutters that improve material retention and allow for better bucket fill of loose material. Integrated narrow spill guards provide better visibility to the load so the operator can see when the bucket is full. This helps reduce loading time, fuel consumption and number of loads on the machine, and protects wheel loader linkage, according to the manufacturer. The enhanced production series buckets also feature bushed static bucket pin joints — a popular feature on the current 844K and 944K wheel loaders. These pin joints reduce the need for welding and align boring for repair, enable repair in the field and reduce maintenance time overall. John Deere also is offering improved, optional wear plates to extend bucket life. Non-wear plate buckets are available with external cheek plates only and are ideal for non-abrasive materials. Wear plate buckets include external and internal cheek plates and wear liners on the floor. For more information, visit www.JohnDeere.com. Crews working for Seattle Tunnel Partners have started taking apart the conveyor system that moved tunnel spoils from Bertha, the SR 99 tunneling machine, to barges docked on Terminal 46 on the Seattle waterfront.

April 2013. Four years later, on April 4, the 8,000 ton, five-storytall machine broke into daylight 64 years to the day after the Alaskan Way Viaduct first opened to traffic. The tunnel project will move a 2mi. section of SR 99 underground when it wraps up in early 2019. Crews will then demolish the viaduct, clearing the way for the city’s new waterfront. Work to dismantle Bertha began in May after crews moved it into place in the disassembly pit. “Frontier-Kemper is dismantling the machine from two locations,” said Chris Dixon, project manager of tunnel contractor Seattle Tunnel Partners. “The most visible is inside the north retrieval or disassembly pit, where they used powerful torches to slice and lift most of the 950-ton cutterhead. As of [mid-June], almost all of the shield protecting the front third of the machine has been cut and lifted. A 400-ton crawler crane has proven more than capable of lifting the heaviest pieces, which weighed more than 100 tons. “Inside the tunnel, another team of workers is cutting and removing several hundred feet of trailing gear — all of which supported the tunnel operations. These pieces are then lifted with a smaller crane inside the tunnel and trucked out through the south end, near Seattle’s stadiums. FrontierKemper is working six days/week,

20 hours a day with 50 workers.” Hitachi Zosen, the manufacturer and owner of the tunneling machine, decides which parts will be recycled, refurbished and/or reused. The cutterhead could not be reused as it had to be cut into much smaller pieces and lifted, Dixon said, noting that Hitachi Zosen sent most of the cutterhead to Seattle Iron and Metals for recycling. The firm also gave the Port of Seattle two pieces of the cutterhead for the Port to use for display purposes later. The work has gone largely as expected, Dixon said, with workers adjusting the dismantling process as needed. “The dedication and commitment of everyone on the Seattle Tunnel Partners team has been see BERTHA page 66 WSDOT photo WSDOT photo

exceptional, and we wouldn’t be at this milestone without the hard work of our crews,” Dixon said earlier this year when Bertha emerged into daylight. “We look forward to continuing this outstanding progress through project completion.” The project has not always gone so smoothly. In December 2013, work on the tunnel came to halt after high temperatures were registered on the tunneling machine. A little over 1,000 ft. had been excavated at the time. It was determined there was damage to the seal system on the machine. The manufacturer, Hitachi Zosen, chose to repair the machine from the surface, requiring construction of an 80-ft. wide, 120-ft.-deep access pit in a work zone west of the Alaskan Way Viaduct. Between March and August 2015, Hitachi Zosen installed a re-designed seal system and made additional repairs to the machine, then lowered the front end back into the ground. In December 2015, STP refilled the access pit and again began tunneling. It remains unclear how the machine was damaged. “It is the contractor’s claim that a hollow, 8-inch steel well casing caused the damage to the tunneling machine,” said Laura Newborn, spokeswoman of the Washington Department of Transportation. “WSDOT disagrees with the contractor’s assertion that the pipe caused the damage. The contractor paid for the repairs and has requested reimbursement. What caused the damage is a matter of litigation.” STP still has significant work to complete before the tunnel opens, said Newborn. “Crews must finish building the double-deck highway within the circular walls that were built by crews inside the tunneling machine. Mechanical and electrical systems, plumbing and safety features also must be installed. “Even as workers are installing these systems, crews will begin the extensive task of testing and commissioning the tunnel to ensure it’s ready for traffic,” Newborn said. Inspectors will individually test more than 8,500 separate components before testing each of the

Ritchie Bros. Sells $46M of Equipment at Houston Auction Summer officially kicked off in Texas as Ritchie Bros. conducted its third Houston auction of the year this week, selling more than 4,700 equipment items and trucks for more than $46 million —making it the largest June auction ever for the site.
