MB Crusher Heavy Equipment Combats Material Shortages...15
Kiewit Infrastructure West Co. started work on the California Department of Transportation (Caltrans) and the Solano Transportation Authority’s (STA) $93.7 million Interstate 80, Interstate 680 and State Route 12 Interchange Project 2A in August 2020 — an initiative that is improving and widening the eastbound SR 12 to EB I-80 connector in the I-80 corridor, as well as improving the connectivity between regionally significant destinations. This portion of the project is expected to be completed in Fall 2022.

An operator utilizes a Cat 390F L hydraulic excavator to install wick drains where the MSE wall is being constructed along I-80. These prefabricated vertical drains alleviate prolonged settlement that can affect the roadway in the future.
What Crews Have Completed So far, Kiewit crews have completed the following: widening and realignment of EB Hwy 12, construction of the I-80 separation bridge (Hwy 12 overpass), the new connector ramp from EB Hwy 12 to EB I-80, including the offramp grade separation bridge structure, and new slip ramp connection from EB Hwy 12 to Green Valley Road, including MSE wall. The remainder of the work will focus on construction of the new braided off-ramp from EB I-80 to Green Valley Road and SB I-680, reconstruction and widening of the Green Valley off-ramp, and completion of the connection from EB Hwy 12 to the SB I-680 on-ramp. “Coordinating logistics with live traffic on Highway 12, see KIEWIT page 42

The asphalt pavements we drive on daily are the result of decades of blood, sweat and tears, both in the field and in the lab. Experimentation with new and different materials; trial and error developing better, safer construction machinery; and the risks taken to put the finishing touches never stop. What’s new in asphalt road construction, machinery and safety? Developed over years, porous pavement design, perpetual pavement and autonomous vehicles are all making headlines today as technoloState departments of transportation believe autonomous vehicles, dubbed Autonomous Truck-Mounted Attenuators (ATMA), will improve safety in work zones gy meets demand. Global Machinery Expands Footprint in Western U.S. The ability to identify emerging opportunities and the willingness to seize them has a Rocky Mountain equipment dealership on a very rapid growth track. Global Machinery, headquartered in Denver, recently opened branches in Phoenix and Salt Lake City, according to company President Jeff Brown, expanding its total footprint to include the states of Colorado, Utah, Idaho, California and Arizona. The company’s growth, however, has not only been about opening new territory geographically. Brown said the dealership has succeeded by identifying opportunities that

other equipment companies often ignore. “We focus on niche products and specialty segments of the construction market,” he said. “We never desired to be a dealer competing with the big yellow iron guys. The specialty markets provide opportunities that the mainstream markets do not.” Focused on utility construction for the first decade of its existence, the company has moved strategically into other market segments since coming out of the downturn of 2008-09. “We enjoy working in the utility market and there is some crossover between it and the tree care and forestry management markets, so that was a natural fit for us,” Brown offered. “Utility and forestry contractors use excavators and loaders with similar specialty attachments.” Vertical rock drilling, in mining and other applications, also has become a part of Global’s business over the last decade, while vacuum excavation, horizontal directional drilling and other advancements in underground utility construction continue to see significant growth. Founded by Jeff’s father, Dale, in 1994, Global Machinery started as a broker, buying machines and refurbishing them for remarketing to a global market. Two years later, Dale saw an opportunity to enter the equipment rental market with the acquisition
Global Machinery President Jeff Brown
of an existing business that rented primarily to utility contractors. In 1999, a branch office for the rental company was opened in Sacramento, offering the same utility equipment on a rental basis to the northern California region. Jeff joined the business in 2001 and the company entered the tree care industry with the Bandit line of equipment in 2004. After recovering from the downturn of 2008-2009, things really began to take off for Global, entering new industry segments, opening new branches and taking on new equipment lines. By 2012, the company was utilizing seven mobile buildings at its original site. Ultimately, it bought its current Denver property and constructed the current headquarters building in 2017. Today, Global Machinery serves the utility construction industry along with forestry, land management, excavation, rock drilling, mining and general construction. In some cases, location dictates the product mix a branch office handles. The Sacramento and Redding branches in northern California, for example, have a strong forestry business that extends into Oregon to the north and Nevada to the east. The same could be said for the Phoenix branch as it serves Flagstaff and surrounding northern Arizona. Utilities are everywhere, though, and Brown said they remain a critical part of Global’s business at all locations. “Regarding the utility construction segment of our business, the majority of what we deal with is underground utility now,” he said. “In the past we were more involved in bucket trucks and overhead utility equipment. More and more utilities are located underground and you need to
be able to work around those existing utilities. “As a result, the directional drilling market has grown exponentially,” he added. “We sell the Universal line of horizontal drills. We find their machines to be very well built, simple to operate and maintain and very affordable. Global also offers THALER underground pullers, BRON cable plows, Kaiser Premier vacuum excavators, CONDUX fiber installation equipment and accessories and other equipment suitable for underground utility installation jobs. For its general construction customers, Global sells Takeuchi compact track loaders and excavators, Avant compact articulated loaders and the complete line of Mecalac skid excavators, loaders, backhoes, dumpers and wheeled excavators.
People Matter With Dale and Jeff both having ownership stake in the company, it certainly qualifies as a family business. But Jeff said the family feel extends beyond leadership. “We’re a family business in the sense of ownership, but employees also feel like family and care about each other and our customers,” Brown said. “We’ve assembled a great team of people. They are a huge factor in our success.” The Global staff currently is made up of 45 employees, but recruiting is under way to ultimately add approximately a dozen more people to staff the newest locations. After a decade or so of expansion, Brown said its time now to manage that growth. “Our strategy now is to focus on what we have,” he said. “We’ll work on growing our newest markets – Boise, Phoenix and Salt Lake City – and maintaining the success of our legacy locations – Denver and Sacramento. It is an exciting time at Global, according to Jeff. “We are positioned for growth,” he said. “If we stay focused and operate on the values that have gotten us this far, the future looks bright.” About Global Machinery Global Machinery is a worldwide supplier of new and used specialized equipment focusing on the utility, forestry, land management, rock drilling and excavation segments of the construction industry. ABC: Members Invested $1.6B in Construction Education Associated Builders and Contractors member contractors invested $1.6 billion to provide more than 1.3 million course attendees with craft, leadership and safety education in 2021, according to its 2022 Workforce Development Survey, up from $1.3 billion in 2020. The annual assessment quantifies the scope of ABC members’ workforce development initiatives to advance their employees’ careers in commercial and industrial construction to build the places where Americans live, work, learn, heal and play. Safety education accounted for the greatest share — 56 percent — of total workforce investment. Investment in craft education increased significantly to 34 percent of the total in 2021, up from 22 percent in 2020, responding to the need for an estimated 650,000 additional construction workers in 2022. General and construction management contractors boosted their share of the total workforce development investment to 65 percent in 2021 from 58 percent in 2020. “ABC member contractors are building the people who build America by investing billions to cultivate their longterm skill sets, creating a brighter future for their workers and their families,” said Greg Sizemore, ABC’s vice president of health, safety, environment and workforce development. “ABC member contractors are investing in flexible, competency-based and market-driven education methodologies to build a construction workforce that is safe, skilled and productive. Continually upskilling our people, our most valuable asset, means the merit shop construction industry is ready to realize the economic gains of the $1.2 trillion 2021 Infrastructure Investment and Jobs Act.”
Every $1 billion in extra construction spending generates an average of at least 3,900 new jobs. Key findings from the survey include: • ABC member contractors invested an average of 7.4 percent of payroll on workforce education, or $112,412. • Women in management/supervisory roles ticked up to 19 percent in 2021 from 17 percent in 2020, and women in craft/trade roles increased from 14 percent to 15 percent. • ABC members educate almost four times as many trade/craft personnel than the next highest positions, field managers/superintendents. • ABC members invested in safety education for 51 employees, on average. • More than half of respondents (61 percent) reported a labor shortage of severe or very severe, citing an exodus of
baby boomers as the top contributor. ABC’s all-of-the-above approach to workforce development has produced a network of ABC chapters and affiliates across the country that offer more than 800 apprenticeship, craft, safety and management education programs — including more than 300 government-registered apprenticeship programs across 20 different occupations — to build the people who build America. Industry consulting firm FMI conducted the 2022 Workforce Development Survey from Jan. 4 to Feb. 18, 2022. Aggregated data was derived by calculating the average amount spent on education by each respondent and multiplying that by the total number of ABC contractor members. Construction Unemployment Down in 45 States From 2021 The not seasonally adjusted national construction unemployment rate dropped 2.6 percent in March 2022 from a year ago, down from 8.6 percent to 6 percent, while 45 states had lower unemployment rates over the same period, according to a state-by-state analysis of U.S. Bureau of Labor Statistics data released April 27 by Associated Builders and Contractors. This considerable improvement occurred as cases of the omicron variant fell and many states began lifting some or all of their COVID-19 restrictions. National NSA construction employment was 230,000 higher than in March 2021. For the first time since the pandemic hit the United States, seasonally adjusted construction employment in March 2022 edged above its pre-pandemic peak in February 2020 (up 4,000). That’s even as national seasonally adjusted nonfarm payroll employment, despite continuing to improve, was 1 percent below its February 2020 peak. Residential construction employment rebounded more strongly than nonresidential construction employment. March SA residential construction employment was
83,000 above its pre-pandemic peak while nonresidential construction employment was 79,000 below its pre-pandemic peak, for a net gain of 4,000 in construction employment. The national NSA construction unemployment rate of 6 percent was up 0.8 in March 2022 from its March 2019 reading. Over that same period, 23 states had lower construction unemployment rates, 26 states had higher rates and one (Oklahoma) was unchanged. “The construction industry has shown remarkable resiliency in the face of many pandemic-related obstacles. Now, the industry faces rising interest rates and further supply chain disruptions due to the RussiaUkraine war,” said Bernard Markstein, president and chief economist of Markstein Advisors, who conducted the analysis for ABC. “Nonetheless, the near-term outlook for construction activity and employment remains positive. Both builders and developers have shown remarkable agility in coping with the numerous challenges over the past two years.”
Recent Month-to-Month Fluctuations National and state unemployment rates are best evaluated on a year-over-year basis because these industry-specific rates are not seasonally adjusted. However, due to the changing impact of the COVID-19 pandemic and related shifts in public policy, monthto-month comparisons offer a better understanding of the pandemic’s effect on construction employment in a rapidly changing economic environment, though care must be used in drawing conclusions from these numbers. Since the data series began in 2000, national NSA construction unemployment rates have generally fallen from February to March, with 18 decreases, three increases and one year (2016) with no change. March 2022 posted another decline, down 0.7 percent from February. Thirty-eight states had lower estimated construction unemployment rates than in February, 11 states had higher rates and one (Montana) had the same rate. The Top Five States The five states with the lowest March 2022 estimated NSA construction unem-
ployment rates were: • South Dakota, 1.3 percent • Nebraska, 1.8 percent • Utah, 2 percent • Arizona, 2.8 percent • Georgia and Idaho (tie), 3.2 percent Arizona, Georgia, South Dakota and Utah each posted their lowest March estimated NSA construction unemployment rate on record. Meanwhile, Idaho and Nebraska turned in their second lowest March rates on record. Both were only 0.1 percent above their lowest rate. The Bottom Five States The states with the highest March 2022 estimated NSA construction unemployment rates were: • New Jersey, 8.9 percent • Michigan, 9.3 percent • Illinois, 9.8 percent • West Virginia, 9.9 percent • New York, 10.3 percent New Jersey and New York had the fourth and fifth largest year-over-year decrease, respectively, among the states. AEM Identifies Oldest, Youngest Members of Hall of Fame As the nomination process for the Association of Equipment Manufacturers (AEM) Hall of Fame accepts new nominations for 2022, the association looks at the three oldest and youngest members among the 66 inductees who have contributed to the industry and the community’s way of life. The age range is vast, with 158 years separating the birthdates of the oldest and youngest Hall of Fame members. The Youngest 3. Ronald M. DeFeo — chairman and CEO, Terex Corp. — Born July 1952 — Inducted 2008 Ten years after Terex Corporation was purchased from original owner General Motors in 1986, DeFeo was appointed chairman and CEO, expanding the company portfolio significantly during his tenure, which lasted until 2003. Terex under DeFeo added Powerscreen, CMI Roadbuilding, Genie Industries and Tatra under its umbrella, and grew an average of 27 percent per year. 2. Ray O’Connor — president and CEO, Topcon Positioning Group — Born March 1962 — Inducted 2013 While O’Connor is, and remains, the youngest member of the AEM Hall of Fame at the time of induction, at just 52 years old, one other member is younger overall, if only slightly so. O’Connor joined Topcon in 1993 with a goal of automating the construction industry. By being a leader in merging imaging, GNSS, scanning and software technologies, hardly a construction site on the globe exists without some degree of positioning automation. For O’Connor, it’s all about conserving the world’s most unrenewable resource: time.
1. Bryn Fosburgh — senior vice president, Trimble Inc. — Born September 1962 — Inducted 2021 The AEM Hall of Fame’s youngest member at the time of induction, at 51 years old, also is its most recent. Born in 1962 in northern Wisconsin, Fosburgh would go on to co-develop real-time kinematic (RTK) technology, which is what allows the GPS device in your phone (or car, or tractor, or excavator) to know exactly where you are, within centimeters, in real time. In addition to his innovative global positioning work, Fosburgh also has used his abilities to both train future engineers at universities in western Africa and help with severe earthquake recovery efforts in Japan and China. The Oldest 3. Simon Ingersoll — founder, Ingersoll-Rand Company — Born March 1818 — Inducted 1993 Just because someone is already more than 200 years old doesn’t mean they’re the oldest. Inducted in 1993 in the very first class of the AEM Hall of Fame, Simon Ingersoll was already 53 years old when he patented his first steam-powered rock drill in 1871, decades before gasoline or diesel engines would be available to power work on job sites. Despite his contributions to the mining and construction industries (the basis of his percussion drill is still used today), and the sale of his patents, Ingersoll would die penniless in 1894 at the age of 76. 2. William Smith Otis — inventor, steam shovel — Born 1813 — Inducted 1996
William Smith Otis is a tragic example of those who burn brightest burn fastest. Born in 1813 in Massachusetts, as cousin of elevator inventor Elisha Graves Otis, William Otis had created his first steam-powered mechanical excavator at the age of just 22. Otis focused his work on building railroads, and his patent filing showed a steam-powered excavator mounted on a rail car that could dig and remove earth, turn and deposit it somewhere else, like another railcar. Otis was granted Patent No. 1,089 on Feb. 24, 1839, and would die less than nine months later, on Nov. 13, 1839, of typhoid fever, at the age of just 26. 1. John Deere — founder, Deere & Co. — Born 1804 — Inducted 2012 In February of this year, John Deere, inventor of the selfscouring plow and founder of the company to bear his (full) name, would have turned 218 years old, making him the oldest member of the AEM Hall of Fame. And at 208 years old, Deere also is the oldest member at the time of his induction in 2012. Having grown up working in his father’s tailor shop in central Vermont, Deere’s father taught him that, by polishing the sewing needles in sand, they would pass through the cloth more easily. After moving to northern Illinois and finding work as a blacksmith, he heard the horror stories of the “worthless” midwestern soil that could only grow grass and was too sticky to be plowed. In 1827, at just 23 years old, Deere would create his first cast iron plow with a polished, cast steel share.
ARTBA Says Rollback of NEPA AGC, Procore Meet First Goal Reforms Threatens Project Delays for New HBCU Scholarships The Council on Environmental Quality’s (CEQ) April 19 decision to impose new environmental regulations jeopardizes the efficiency of the transportation project delivery process and the promised outcomes of the 2021 federal infrastructure law, according to the American Road & Transportation Builders Association (ARTBA). Completion of the federal environmental review process under the NEPA can take as long as seven years for new transportation projects, while the bipartisan Infrastructure Investment and Jobs Act (IIJA) sets a goal for completing that review within two years. The reforms made to NEPA in 2020 that CEQ is unravelling were designed to reduce unnecessary delay while maintaining NEPA’s environmental safeguards. “CEQ and all other federal agencies should be focused on maximizing the IIJA’s benefits by streamlining the approval process for essential transportation projects that serve the American people,” ARTBA President and CEO David Bauer said. “Reinstating outdated regulations that require project sponsors to guess about the indirect impacts of transportation improve-
Completion of the federal environmental review process under the NEPA can take as long as seven years… ments only guarantees that those projects will take too long to deliver.” In comments submitted last November, ARTBA warned that CEQ’s proposal would “preserve the frustrations of NEPA implementation which have featured excessive litigation over projects and procedural minutiae with little or no meaningful relationship to the identification, analysis, and disclosure of the environmental effects of federal actions.” ARTBA also is currently involved in defending the Trump administration NEPA reforms in federal court. The Associated General Contractors of America and Procore Technologies Inc., a global provider of construction management software, announced they have met their initial fundraising goal of $500,000 for a new scholarship to support minority students studying construction at the nation’s Historically Black Colleges & Universities, or HBCUs for short. Students will begin receiving the scholarship starting in the 2022-23 school year. “Our members understand and appreciate the wisdom of investing in a more diverse and inclusive future,” said Stephen E. Sandherr, the association’s chief executive officer. “By meeting the initial fundraising challenge for this new scholarship, they are supporting construction students at some of the nation’s oldest and most prestigious construction programs.” Sandherr noted that the new scholarship is part of the association’s broader efforts to diversify the construction industry and help it become even more inclusive. The association’s workforce recruiting campaign, “Construction is Essential” is designed to help
recruit more diverse workers into the industry. Meanwhile its “Culture of Care” program is designed to help firms create more inclusive workplaces, so they better retain newly hired workers. Among key supporters of the new scholarship are the Beavers Charitable Trust, Bowen Engineering, Bulley & Andrews, Caddell Construction Company, Josam Co., Stanley Construction and Williams Brothers Construction. Association officials added that they plan to continue fundraising for the new HBCU scholarship to be able to support even more students. “In order to create opportunities for everyone to thrive and succeed, and to open more doors for the next generation of construction professionals, we must work together,” said Sasha Reed, director of industry advancement at Procore. “These scholarships will increase the likelihood that more Black students will choose construction and graduate prepared to become the leaders in the industry.” Procore helped launch the new scholarship last fall with an initial $250,000 gift. MB Crusher Heavy Equipment Combats Material Shortages In the dictionary, the word “island” is defined as isolated and detached. Living on an island can be idyllic, but not for companies who oversee constructing and developing the island. Remote locations represent a series of exacerbated difficulties due to material shortages happening everywhere around the world. From Greenland, the largest island in the world, to the smallest one located off Alexandra Bay in upstate New York — dubbed the “Just Enough Room” Island — planning jobs can be stressful transporting materials is a laborious task. And not just getting it from the mainland to the location, but even within the island where roads are small or non-existent. No matter where you go in the world, roads are essential to help any populated area thrive. It’s not
an easy task to build roads, and it’s an even harder when it’s near impossible to acquire the materials you need. During these difficult times, MB Crusher’s units provide the help companies need. Excavators are the only machines capable of travelling to locations where roads don’t exist and help build those missing routes. Attaching one of MB Crusher’s units to an excavator helps transform your machine into a mobile jaw crusher. The crusher buckets turn demolished materials into reusable sub-base and help create the new roads. The difficult job of connecting remote locations to populated areas turns into an easy task and eliminates the need to purchase and transport the materials needed.
On Meganissi, a small island with a population of roughly 1,000 people, a BF90.3 crusher bucket was used to help build villas.
Idyllic Meganissi Island in Greece “If you build it, they will come,” is a quote from the film, Field of Dreams and also is the mantra for tourist destinations such as the Greece, where there’s a constant demand for rental properties for vacationers to use. On Meganissi, a small island with a population of roughly 1,000 people, a BF90.3 crusher bucket was used to help build villas. The unit, which was attached to a Caterpillar 329E, processed rocks and created the aggregates needed to construct the new houses. Due to the attachment, there was no need to bring additional machines or materials by boat. Using the crusher allowed the company to transform the
resources around it into a usable product, allowing it to avoid the material shortage.
the contractor to produce its own materials without ever leaving the job site.
Stockholm Archipelago in Sweden There are approximately 670,000 islands in the world. Some of the islands are near Antarctica, while others are unexplored territories. In Sweden, there are at least 267,570 islands. Although most of them are uninhabited and difficult to connect to the mainland. Stockholm, the capital, is built on an archipelago consisting of 14 islands. Once an MB-L140 crusher bucket was installed on a Case TR340, the skid steer turned into a portable crusher. The unit allowed
Demolition in Puerto Rico Versatility is another reason MB Crusher units are so popular on different job sites because they can process natural materials such as rocks, but also remains from demolitions. In Puerto Rico, where the old Costa Salud Aguada hospital was demolished, the crushed concrete was reused as the foundation for the new hospital. There’s always an easier way to finish a difficult task. A good strategy for any hard developmental project is to have an MB unit installed on your carrier.
Once an MB-L140 crusher bucket was installed on a Case TR340, the skid steer turned into a portable crusher.

Volvo Construction Introduces Two NCCCO Announces New Excavators in 50-Ton Class Size First Veterans in Volvo Construction Equipment is entering the 50-ton class for excavators with two models — the EC530E and EC550E — that have digging and lifting forces normally found in 60ton machines, giving contractors the performance they need to excel in heavy-duty digging, mass excavation and largescale site preparation. “When Volvo CE enters a new size class, we want to meet the needs of our customers while also making an impression,” said Sejong Ko, product manager, excavators, at Volvo CE. “We’ve done that with the EC530E and EC550E excavators. Contractors get the power of a larger machine at a lower weight, along with additional fuel-saving and uptime-enhancing features.” The EC530E and EC550E feature the highest engine power in the class, providing high tractive force and swing torque. When coupled with large buckets, the EC530E and EC550E are perfectly suited to fill articulated haulers in the 30- to 40-ton class, requiring fewer passes to load them and reducing cycle times. This combination can boost productivity by up to 20 percent, according to the manufacturer. Also characteristic of bigger equipment is the super-rigid reinforced undercarriage, providing durability and strength. This is supported by equally sturdy lower and upper frames. The EC550E undercarriage has a long and wide lower frame, giving it extra stability when working with heavier loads. The undercarriage on the EC530E, meanwhile, shares the same transportation dimensions — and loading convenience — as Volvo’s 48-ton EC480E. Both machines’ boom and arm boast a larger pin size for added strength. Also, like all Volvo excavators, both models are backed by the Volvo Lifetime Frame and Structure Warranty, which covers the frame, boom and arm for the entirety of the initial ownership period.
Fuel Efficiency With IMVT The electro hydraulics system contributes to a 25 percent improvement in fuel efficiency due to Independent Metering Valve Technology (IMVT) that, due to intelligent electronic control, offers more precise operation and efficiency than a traditional mechanically coupled hydraulic system. Engine pump optimization lowers engine speed while maintaining power. The EC530E and EC550E offer high levels of control and efficiency for all applications, including creep mode for precise lift-and-carry work and optional Comfort Drive Control (CDC). CDC helps reduce operator fatigue by allowing the excavator to be steered with joystick rollers instead of pedals. Operators also can select functions like boom/swing and boom/travel priority, which enables one function to take the lead over another. The boom-down speed also can be adjusted, giving optimum control for tasks that require extra precision. New boom-and-arm bounce reduction technology lessens machine shock.
VICTOR Program
The first recipients of the VICTOR program were announced recently by the NCCCO Foundation and Heavy Equipment Colleges of America (HEC). The Veteran In Crane Training Outstanding Recognition (or V.I.C.T.O.R.) award is presented to the top-performing veteran in each HEC training class for NCCCO mobile crane operator certification. HEC runs training classes for veterans both at Fort Irwin Army Base in California and at Joint Base Lewis-McChord location in Washington State. The four awardees who graduated top of their class are: David Carter and Gabriel Hope (Fort Irwin) and John Bleignier and William Hare (Joint Base LewisMcChord). Each receives a $100 gift card, a YETI tumbler and a Certificate of Achievement plaque. While receipt of the VICTOR award surprised most awardees, all felt gratified to be so recognized. New Technology Improves Asphalt Road Construction ASPHALT from page 1
Splash-Free Driving Permeable pavement, including porous types, is one of the fastest growing technologies in sustainable asphalt roadway engineering. Developed chiefly for safety advantages, porous pavement reduces splash and spray. Darlene Goehl of the Texas Transportation Institute’s materials and pavements division believes the design also improves improve visibility for drivers. “It helps avoid the hydroplaning problems you may see in wet weather,’ Goehl said in a podcast interview. “It’s actually a porous friction course.” Impervious surfaces are often the causes of stormwater runoff, according to paving information provider PavingFinder. “Porous asphalt pavement is a specialized mixture comprised of both fine and course aggregates bound together by a bituminous binder. The surface appearance of porous asphalt is similar to traditional asphalt, but it has a rougher texture.” The material is placed over a granular working platform on top of a lare stone reservoir, and the surface is made porous by building with open-graded friction coarse aggregate. “The layer under the porous asphalt has the storage capacity to hold the collected water,” explained PavingFinder. Highway engineers pour the material in a thin surface layer on conventional pavement. Rainwater sinks into the pavement surface and settles on an impermeable asphalt layer below. “Water is forced to drain off the side of the highway,” according to the organization. “Even in a driving rainstorm, splash and spray from trucks is absorbed into the pavement.” Visibility for drivers improves to the degree that crashes and fatalities can be “significantly” reduced, believes PavingFinder. Recent developments in stormwater ordinances across the country have begun to require more significant onsite stormwater infiltration and detention. And, according to the paving information organization, a primary incentive for using permeable pavement is to add a hydrological benefit to a roadway or site design.
“Permeable pavement can reduce the concentration of pollutants by trapping them physically, chemically or biologically.” Perpetual Pavements Perpetual asphalt concrete pavement is designed to last 50 years or longer without any repairs below the wearing course or surface level. The pavement typically has a multi-layered structure which resists fatigue over time, according to the Asphalt Pavement Alliance. Ralph Isenberg, director of governmental affairs for Reliable Paving, outlined in a blog post an APA research paper on the technology. The triple-layered structure resists structural damage for as long as the top surface is maintained and replaced. “While the outer surface is cared for, the rest of the pavement will not to be fully repaired or replaced for many years.” The goal of perpetual pavement is to be a deep-strength asphalt paving that resists fatigue. It does so by reducing cracking from the bottom-up, said APA. “When pavements undergo road traffic, fatigue develops from the cyclical nature and weight of the traffic. The fatigue begins as cracks at the pavement foundation. These foundational cracks then work their way up to the higher layers of pavement.” As they infiltrate the pavement layers, cracks spread out and multiply. Over time the cracks present on the surface of the asphalt pavement. “Perpetual pavement is designed specifically to resist bottom-up fatigue cracking and structural rutting,” said APA. These two types of damage are among the worst asphalt pavement can receive. Superior to low-grade pavement exhibits rutting and cracking before their design-life is achieved. Whereas superior to high-grade traditional pavement proves it uses materials more efficiently. The pavement also reduces cyclical costs. “As long-term damage is avoided, yearly or multi-yearly-accrued damage doesn’t need to be repaired,” reported APA. Because the design is more efficient, sections of overly thick asphalt are eliminated.
Reconstruction costs are eliminated, as well. Plus, delays due to maintenance occur less and as a result, maintenance costs drop. Perpetual pavement also reduces the need for non-renewable asphalts and aggregates. Driverless Vehicles Goehl of the Texas Transportation Institute said autonomous vehicles will change the way asphalt pavements are constructed. Today’s 12-ft. wide driving lanes will look different in the future. “If you look at that path where people normally drive, it tends to be on each tire about three foot wide. So, there’s some wander when you drive just naturally within the lane, that kind of distributes the weight of that car over half the lane. So about six-foot total,” she said. But designers are anticipating changes in road pavement spread to accommodate autonomous vehicle technology, said Goehl. “When you go to a self-driving car, they’re going to drive in a path similar to a train on a track. Now instead of that tire meandering over a three-foot area, it’s probably going to be stuck in about a one-foot area.” The result will be a more concentrated load on the pavement within that area, which said will change a bit in how pavement is designed in order to hold that load. The pavement “will have to be stiffer. We’re still researching how those effects can cause those problems with those vehicles.” Autonomous vehicles also are at the heart of research into keeping road workers safe. Last year, the North Dakota Department of Transportation launched an autonomous protection truck for road construction crews in work zones. Kevin Longley of the American Society of Civil Engineers (ASCE) reported that the state utilized a grant from the Federal Highway Administration to improve work zone safety with an “autonomous impact protection vehicle.” Impact protection vehicles, driven by humans, protect construction crews from other drivers on the road who are not paying attention to the construction site or have lost control of their vehicle. A crew member will remotely control the autonomous vehicle, but no humans will be
inside during shifts. “This is a great day for North Dakota to showcase its commitment to innovation,” said NDDOT Director Bill Panos in announcing the program. “This technology is one more tool that we will have available to enhance the safety of work zones in our state.” The state DOT believes the autonomous vehicle, dubbed the Autonomous Truck Mounted Attenuator (ATMA), will improve safety in work zones by removing the driver from the impact protection vehicle during normal operation. “The NDDOT remains committed to its Vision Zero initiative and our goal is to eliminate fatalities and serious injuries caused by motor vehicle crashes,” said Panos. According to ATMA developer Kratos Defense, highway workers are at especially high risk when assigned to drive an impact protection vehicle. The truck follows behind slow-moving highway maintenance vehicles as a humandriven mobile crash barrier, absorbing the impact of traffic accidentally entering the work zone. “Driving a TMA is extremely dangerous and drivers are at serious risk of lifelong injury, painful rehabilitation and even death,” said Maynard Factor, business development director of Kratos. “To eliminate this dangerous assignment, Kratos Defense developed the Autonomous TMA [ATMA] by retrofitting standard TMA vehicles with driverless technology to enable unmanned operation.” The first ATMA systems were deployed in 2017 and have since then been deployed across the United States and Europe. The unmanned vehicle operates in a multi-vehicle leader/follower configuration with a human driven highway maintenance vehicle, the company said. In the leader/follower configuration, the system enables the maintenance vehicle, or leader, to transmit navigation data via encrypted V2V communications to the ATMA as the follower. From there, the ATMA uses the data to follow the leader, unmanned, as it travels along the route. CEG

Fecon’s Bull Hog Mulcher Cuts Haul Costs for Land Clearing Ample sunshine, warm weather, and frequent rain fuels the year-round growth of vegetation in south Florida. Unfortunately for homeowners and construction companies, that also includes invasive species like melaleuca, Brazilian Pepper and Ear-Leafed Acacia. Many local ordinances preclude the start of construction until all invasives are cleared from the property. That has fueled the growth of D & S Land Management, a mulching contractor that specializes in invasive species removal based in Naples, Fla. Invasive species removal can be an arduous and difficult problem to deal with. Large shrubs and trees taking root and spreading out across a plot of land can take a team of people with machetes and chainsaws all day to cut down. One alternative to cutting down the invasive species is to uproot it. However, this is often easier said than done and requires a grapple or root rake to rip the root system from the ground. For some species, like the Brazilian Pepper, this works quite well. The Brazilian Pepper has a large amount of underbrush connected to one very small root system. Once this is uprooted, however, there is still a very large volume of brush to deal with. Simply hauling off all the tree limbs and brush can be cumbersome and expensive. Large limbs take up more space and thus need more trucks to haul them all off. Uprooted bushes take up the most space, and can really cut into profits, especially with rising costs of hauling and dumping. With all these challenges, invasive species removal can be difficult for a company to handle. However, Douglas Clarke and Scott Simmons of D & S Land Management have found their solution in the form of the Fecon Bull Hog mulcher with a depth control rotor. D & S Land Management has been operating a Kubota SVL95 with a Fecon BH74DCR mulcher attachment for two years. It has found this to be much more efficient than manually cutting down invasive species with machetes and chainsaws. According to the primary machine operator, Scott Simmons, “For a half-acre, it would take a group of four guys with
machetes and chainsaws about a day and a half to cut it all down. With the mulcher, I can do the same area in four to six hours, tops.” Clearing an area in less time, and with less labor, means a substantial cost savings and a safer work environment. This savings is increased even more when you factor in haul off costs. A team of men cutting down a half-acre worth of invasive species would still need to do something with the tree limbs and other detritus they cut down. Mulching to clear the area has the added effect of leaving behind a nice carpet of mulch. On existing residential lots, where homeowners are cleaning up or reclaiming their property, this is left as is, which eliminates haul off costs. For new construction, though, the wood chips are raked into piles and hauled off in much more compact piles, which allows for much cheaper haul off costs. “I’d say we’re cutting about half the cost on being able to mulch it down, so it actually compacts in the dumpsters better. We’re doing all of our small stuff that way, all of our quarter-acre, and half-acre lots. “I’m saving a lot of time and a lot of money on haul-off because it’s not making such a large pile and we’re able to fit more
stuff in fewer containers. We’ll mulch the entire thing and like I said, scrape up all the mulch and all the roots and it makes it way easier for haul-off,” said Simmons. This is especially important with rising costs of hauling and dumping. Invasive species can be very costly to haul off without mulching. “Brazilian pepper is very limiting on how much you can actually fit in a grapple truck. I’ve had quarter acre lots where you’ve got seven, eight, nine grapple trucks. You’re talking about almost $3,000 to $4,000 in haul off if you don’t mulch it down first. However, if I come in and I Fecon everything, I can usually have a quarter acre lot that normally would take eight grapple trucks hauled off in two,” said Clarke. The DCR rotor is particularly helpful to this process. The depth control rotor limits the bite that the mulcher can take. By reducing the size of the bite, it ensures finer mulching, leaving a much nicer carpet of mulch in its wake. This can lead to less cleanup time after mulching to make it look good. The smaller bite also limits the horsepower needed. The shape of the rotor was specially engineered with material flow in mind to ensure energy is efficiently used for production.
The BH74DCR has a 61-in. working width and includes 24 double-sided Viking knives, which are ideal for the fibrous materials encountered in south Florida’s never-ending growing season. Clarke estimates that D & S gets about 60 to 100 hours out of each side of the Viking knives. Bolt-on skid shoes made of AR400 steel mean there is less plowing of material and a more uniform end product. A push bar helps to topple standing trees. When all these aspects come together, it allows for much more production. Clarke and Simmons have been running their Fecon FM74DCR on a Kubota SVL95, which delivers up to 40 gpm hydraulic flow to the Bull Hog. They recently purchased an ASV RT-120 to run the Fecon. With 120 hp engine and 45 gpm of hydraulic flow at 4,060 psi, the added power is shredding invasives faster than ever, so that Simmons can get to the next project, he said. The company transports everything, including the loader, Bull Hog, a grapple, bucket and transfer tank, on a 25 plus 5 Diamond C trailer pulled by either an F350 flatbed dually single cab, or an F250. According to Clarke, “That Diamond C is the bee’s knees.” Simmons is the main operator of the equipment, and usually brushes the teeth of the Fecon BH74 DCR with a flap wheel every two to three hours to keep them sharp. The DCR is equipped with double sided Viking knives, and according to Clarke, they get about 200 hours of machining time out of a set of them. They enjoy a steady diet of invasive species, keeping them out of the dirt and sandy soil helps to prolong their service life as well. Eliminating the invasive species before construction starts is a great idea, as that is when the area is most open and available to mulchers or hand work crews. As the team at D & S Land Management have learned, the former is much faster, safer, more profitable, and overall, more efficient than the latter. And with plenty of construction and invasive species in south Florida efficiency is the name of the game. For more information, visit www.Fecon.com.

OTR Wheel Engineering Unveils ‘Tire That Never Goes Flat’
Sold as an assembly (tire plus wheel), the NDX system is available for more than 50 turf equipment products and 10 utility vehicle fitments supporting popular OEM models. OTR also is introducing NDX-style smooth type front tires with turf-friendly patterns.
OTR Wheel Engineering Inc. has launched the NDX airless tire and wheel system for turf equipment and utility vehicles. Developed to solve the recurring problem of flat tires for vehicles operating on rough terrain, NDX minimizes loss of productivity and revenue for fleets and owner-operators, while increasing ride quality, according to the company. NDX combines multi-layered construction, engineered structural supports and a tread belt that maintains desired curvature and safe ground clearance at all times. Heavy-duty construction offers enhanced operating life, lasting up to twice as long as other airless tire options, without sacrificing load capacity. Additionally, NDX uses premium rubber compounds and a deflection management system that optimizes energy absorption and load distribution, resulting in a ride equal to or better than pneumatic tires. Other benefits of this system include less jarring and bouncing as well as reduced operator fatigue. Fuel consumption also is reduced — up to 10-percent when compared with similar tire options — making the NDX system more environmentally friendly. Sold as an assembly (tire plus wheel), the NDX system is available for more than 50 turf equipment products and 10 utility vehi-
cle fitments supporting popular OEM models. OTR also is introducing NDX-style smooth type front tires with turf-friendly patterns. “The NDX tire is a game-changing solution to the longstanding problem of flat tires,” said Fred Taylor, founder and chairman of the OTR Board. “Our history of tire and wheel innovations, advanced construction and relationships with end users have been fully leveraged in this product development. The result is a system that looks and behaves like a pneumatic tire, except it never goes flat, thus eliminating costly downtime and repairs. NDX is tough and durable, as well as competitively priced, to deliver exceptional value and a safe, comfortable ride.” OTR Wheel Engineering Inc. specializes in off-road mobility solutions for original equipment manufacturers (OEMs) and the aftermarket. Known for market-driven tire and wheel innovations, OTR also provides value-added services such as tire mounting, sequencing, warehousing and subassembly. OTR’s infrastructure comprises more than 30 manufacturing facilities and warehouses located in the United States, Canada, Europe and Asia. For more information, visit www.otrwheel.com.

I-80 and associated connectors and ramps is challenging,” said Brandon Risso, Kiewit’s project manager. “We plan our operations with the safety of our workers and the traveling public foremost in mind. We implement lane and road closures as needed to safely execute specific work. We do so carefully to ensure we comply with specified restrictions on closure hours. Balancing safety and needs of the traveling public requires planning, communication and coordination with our client.” Equipment Typical day to day equipment includes Cat 315 and 335 excavators, a 390F L hydraulic excavater, a Cat D6 dozer, a Cat CS56 compactor, a Cat 140 motor grader and a Cat 950 loader. “Although not in use currently, much of our roadway excavation and embankment work was completed with a Cat 623 elevating scraper,” said Risso. Excavation and demolition operations should generate a large amount of steel, asphalt and concrete. “The project will balance, from an earthwork standpoint, all excavated material being reused on-site,” said Risso. “Major demolition operations resulted in more than 250 tons of concrete, 150 tons of steel and 9,000 tons of asphalt, all of which was sent off-site to recycling or reuse.” The construction of the new two-lane bridge over I-80 connecting Hwy 12 was constructed in the first stage of the project. “The bridge construction was on the critical path of the project schedule and was one of the early top priorities,” said Risso. “Structure excavation for the abutment and bent footings were first orders of work to allow pile driving and subsequent concrete footing work to proceed. From there, abutments and bent columns were constructed, followed by falsework and the bridge superstructure. The completion of the bridge was critical to the first stage of construction as the second stage relied on shifting traffic off the existing bridge and onto the new bridge. Once the bridge was completed and traffic was switched, the existing bridge had to be demolished.” The challenges were constant, but solutions were found. During construction of the new bridge, grading and drainage crews had significant work to complete on the roadways connecting to either side of the bridge, according to Risso. “Crews had limited space to work, constrained by the existing Hwy 12 on one side and an active railroad track on the other, so planning access and coordinating daily activities between the bridge crews and the roadway crews was challenging at times to ensure that crews could safely progress their work,” he said. “The demolition of the existing bridge also presented unique challenges as the superstructure of this 400-foot long bridge was required to be demolished in a 10-hour window during a single full closure of EB & WB I-80,” he added. “Significant planning and engineering went into the planning and execution of the bridge demolition to ensure it was demolished safely and in a controlled manner.” The new connector bridge is a cast-in-place box girder structure that is two lanes in width and 500-ft. in length. The new slip ramp from EB Hwy 12 to Green Valley Road was constructed simultaneously with the new EB Hwy 12 to EB I-80 connector bridge. “The connector ramp coming off the new bridge required more than 40 feet of embankment to align with the new

bridge structure,” said Risso. “Due to the proximity of the existing railroad, this connector embankment was constructed utilizing a permanent MSE wall, spanning 690 linear feet. The MSE wall was built on previously undeveloped land that geotechnical engineering determined to be subject to settlement due to the new loads associated with the volume of embankment material, so prior to building the MSE wall over 600,000 linear feet of prefabricated vertical drains [wick drains] were driven into the underlying soils to accelerate the compression and consolidation of the subsurface material and allow the anticipated settlement to occur during the MSE wall construction. “The MSE wall was constructed in prescribed stages, limiting the volume of embankment fill over time to allow the settlement to occur in a controlled manner.,” he added. “Caltrans geotechnical engineers monitored the settlement using settlement cells and vibrating wire piezometers to track actual settlement vs. modeled settlement.”
The new slip ramp from EB Highway 12 to Green Valley Road was constructed simultaneously with the new EB Highway 12 to EB I-80 connector bridge.
The grading for the slip ramp to Green Valley Road required approximately 27,000 cu. yds. of roadway excavation and approximately 35,000 cu. yds. of roadway embankment, including import MSE backfill material). The new alignment of EB Hwy 12 leading to the new bridge was constructed simultaneously and required an additional 12,000 cu. yds. of excavation and 3,500 cu. yds. of embankment. The roadway section consists of lime stabilized subgrade, lean concrete base and asphalt surfacing. There are approximately 16,000 linear ft. of storm drain included in the project scope (ranging from 12 in. to 36 in. in diameter), including a 380 linear ft. of 36-in. RCP pipe that was installed via jack and bore under EB and WB I-80. “Besides the jack and bore, all remaining storm drain culverts are being installed via traditional ELB [excavate/lay/backfill] methods,” said Risso. “There have not been major challenges associated with the drainage work, although much of it is deep and requires conventional shoring methods.” During the first stage of the job, peak days had approximately 40-to-50 Kiewit and subcontractor crafts-people on-site. During the current phase peak days are closer to 20. Kiewit is using local and regional subcontractors and suppliers. Maintenance is crucial to keep the equipment operating efficiently. “Our equipment department, managed by Frank Medina, is very diligent about ensuring preventative maintenance services are performed at appropriate utilization hour intervals which helps reduce the need for unplanned wear and tear issues and keeps the equipment running efficiently without impacting operations,” said Risso. “Preventative maintenance on equipment is scheduled with the job team so that it can be performed at times and days that are least impactful to the project. The close proximity of the project to the equipment yard allows for a fuel and lube truck to service the job from the yard in the mornings prior to shift), eliminating the need for on-site storage of hazardous materials such as fuels and oils.” CEG (All photos courtesy of Caltrans).

East CEO, Co-Owner, Founder Howard Booher Passes Away East Manufacturing Co. announced that its life-long chief executive, co-founder and co-owner, Howard D. Booher, passed away March 14 in his home in Randolph, Ohio, surrounded by his family. Booher co-founded East in 1968 with Mark Tate and Robert Bruce; he was CEO for 54 years and co-owned the company alongside Bruce, who recently became CEO. “Words cannot express the loss of our friend and colleague,” said Bruce. “Howard made an impact in the lives of not only his family but his employees, vendors and customers. We will miss his leadership and technical and engineering expertise. Our thoughts and prayers are with his family.” “As a determined and passionate leader, Howard loved East and all its employees and customers with all his heart,” said Senior Vice President of Operations Gary Brown, a 42- year employee of East and friend of Booher. “A man of honesty and integrity, Howard was dedicated to his family and the company.” East Beginnings In 1968, Booher went from dairy farm to trailer manufacturer, when he began East. Booher would tell you that East was named
for the east Ohio area where it is still located today. And, according to Booher, the name East was “short and sweet.” Booher said, “we had tremendous road construction on the new interstate system that was centered in the area so it was the ideal location.” Born and raised on a dairy farm, Booher’s hands-on experience as an aluminum welder led to his dream of building a better trailer with aluminum. Nearly 10 years ago, East reacquired its first dump trailer, which was welded by Booher and manufactured for its first customer, Tom Shields. “The original East trailer has held up very well over its four decades of working life — living up to the lifetime ROI claims we make,” Booher said.
Howard Booher
East Trailers Booher was so very proud of East’s accomplishments with the aluminum dump trailer, including a truck dump body manufactured in 1970. While at the company, Booher designed its first sludge pusher trailer in 1978 and refuse transfer pusher trailer in 1980. As the company progressed, East brought the first aluminum flatbed, the BST, to market in 1982. The very next year, Booher was successful in building one of the first walking floor refuse transfer trailers in
1983. By 1990, the first drop deck came on the scene followed by the MMX flatbed trailer in 2002. In the dump and construction industry, East has become synonymous with the smoothsided East Genesis design, which Booher invented in 2001. Once the design caught on, most dump and many refuse trailers now boast the stronger, smooth-sided sidewalls, which are more aerodynamic, easier to clean and do not show dents from the
inside. East recently introduced its newest trailer, the horizon round bottom trailer. “It’s one of the most beautiful trailers we’ve ever built,” said Booher upon seeing the trailer’s first prototype. Throughout his 54 years with East, Booher saw it through 20 expansions from its initial 7,200-sq.-ft. headquarters, built in 1968, to over 127 acres with 450,000-sq.-ft. of manufacturing and building space today. From its original 10 employees in 1968, under the Booher’s leadership East now employs more than 500 employees. “Needless to say, we will all miss Howard so very much,” said Bruce. “Under his guidance, East has evolved from a small manufacturing company to one of the largest suppliers of aluminum trailers in North America.” In 2016, Booher was an EY Entrepreneur of The Year 2016 Northeast Ohio finalist. In addition to his dedication to his family and East, Booher also was owner of Mehrvale Farms and supported many local causes, including the Waterloo School Systems and the Randolph Fairgrounds.
