Contractors Now Dealing With Rising Costs Industry Battles Cost, Supply, Labor Issues Amid Construction Boom Gains The good news: Construction project bottlenecks are loosening, work is ramping up and the industry can start to breathe a general sigh of relief. The bad news: The cost of construction materials is going through the roof. A spring survey of civil contractors found that nearly three quarters of respondents have felt the impact of fluctuations in material costs on their projects in the past six months. Even more (76 percent) of those contractors expect cost increases in the next half year, according to the survey by Dodge Data in the latest issue of Civil Quarterly. Dodge chalks up the challenges to the pandemic, the reduction in material backlogs over time and disruptions in material production and distribution.

ASCE ‘Report Card’ States Calif. Roads Need Upgrades The American Society of Civil Engineers (ASCE) has released its 2021 Report Card for America’s Infrastructure. The report, published once every four years, gave the United States a C- overall grade — up from a D+ in 2017 — marking the first time in two decades that the country has received a grade in the C range. However, the overall grade still means that the nation’s infrastructure is “in mediocre condition, has deficiencies and needs attention.” U.S. Transportation Secretary Pete Buttigieg said that the report card results “tell us something we already know – that we have a long way to go … that we are past the point of allowing Infrastructure Week to be a Washington punchline once again.” ASCE Executive Director Thomas Smith cautioned that “we have not made significant enough investments to maintain infrastructure that in some cases was built more than 50 years ago. As this study shows, we risk significant economic losses, higher costs to consumers, businesses and manufacturers — and our quality of life — if we don’t act urgently.”

Where does California stand in the rankings? The last ASCE comprehensive assessment of California’s infrastructure awarded the state’s infrastructure systems a C- grade, marking a drop from the C grade previously earned in 2012. The most recent grades, which designated California’s infrastructure as “requiring attention,” varied between C+ [for aviation, ports and wastewater] and D [for roads, inland waterways and levees]. None of California’s infrastructure categories were robust enough to earn an A or a B grade. ASCE called on Congress and the administration to take “big and bold action”on infrastructure quickly and highlighted the role infrastructure investment could play in speeding the nation’s economic recovery. “America’s infrastructure bill is overdue, and we have been ignoring it for years. The COVID-19 pandemic only exacerbates the funding challenge because state and local governments have had to prioritize public health over everything else for the past year,” said ASCE President JeanLouis Briaud.” 

Hitachi Engages Distributors in Its First AEM Lauds Efforts TV Production Virtual Dealer Meeting to Create Chief While Zoom meetings and Webinars seem to be the preferred method of meetings in the COVID-19 era, Hitachi Construction Machinery Loaders America Inc. (HCMA) decided to step it up and produce a full-on TV production virtual meeting. With several topics of discussion on the agenda, there was concern over a 3hour virtual meeting and keeping dealer personnel engaged. The solution was to make this meeting top quality, engaging and, most importantly, a platform for dealer personnel to provide input on various topics. “This platform gave us the opportunity to expand our audience. Normally, in face-to-face dealer meetings, dealers are represented by executives tasked with taking the messages back to their team. We chose to expand our audience to include all dealer personnel allowing us to not only reach key personnel, but to encourage input from all members of the dealer team,” said Sam Shelton, marketing manager. “Our meeting theme, Solutions Simplified, symbolizes the overall objective of many of the initiatives presented in this meeting.” The 300-plus attendees participated for the full 3 hours, staying engaged with polls, videos, trivia contests, customer testimonials and Q&A from the field. The topics were a mix of new announcements, product and program launches, and future initiatives mixed with topics suggest by the audience

through the pre-meeting survey. The result was a mix of informative and educational content. The meeting also set the stage to announce the 2020 MVPs and Dealer Award Winners. Earning the President’s Award, an award based on market share growth, were All Island Equipment, Chappell Tractor Sales Inc., Frank Martin Sons Inc., Link-Belt MidAtlantic Construction Company, Westchester Tractor Inc. and APCO Equipment Corporation. Earning the Chairman’s Award, an award based on market share, growth, and customer engagement, were RECO Equipment Inc., Great Southern Equipment Company and Garton Tractor Inc. Building a pop-up TV studio on campus to host this inaugural venture required participation from several departments, including the IT team. The production team from RIVE, based in Washington, D.C., produced remotely from Washington, D.C.; Brooklyn, N.Y.; Boston, Mass.; and Atlanta, Ga., reaching an audience throughout the United States and Canada. Attendees were treated to a parts facility and remanufacturing plant tour, as well as the Hitachi Construction Machinery primary global parts facility in Japan, and several of the manufacturing facilities world-wide.

“I want to thank our team for facilitating a great program and for our dealer network who had all of their different departments engaged throughout the meeting. This wasn’t designed as a one-way meeting. The technology gave us the opportunity to make everyone feel like they were in the room with us. It was a lot of fun and exceeded my expectations,” said Simon Wilson, senior sales manager. For more information, please visit www.hitachiwheelloaders.us. 

Association of Equipment Manufacturers (AEM) President Dennis Slater issued the following statement in support of the Office of Manufacturing and Industrial Innovation Policy Act introduced March 29 by U.S. Senators Amy Klobuchar (D-Minn.); Rob Portman (R-Ohio); Chris Coons (D-Conn.); Roger Wicker (R-Miss.); and U.S. Representatives Marcy Kaptur (D-Ohio); Tim Ryan (ROhio); Brian Fitzpatrick (R-Pa.); and Haley Stevens (DMich.). The legislation creates an Office of Manufacturing and Industrial Innovation Policy (OMII) in the executive office of the President. “A thriving manufacturing sector is not only essential to our national security but also to continued economic growth and job creation, and the Office of Manufacturing and Industrial Innovation will help ensure America’s global leadership in manufacturing,” said Dennis Slater, president of the Association of Equipment Manufacturers. “The Association of Equipment Manufacturers was the first industry group to call for the creation of a chief manufacturing officer and the development and execution of a national manufacturing strategy, and we commend the group of lawmakers in the U.S. Senate and House of Representatives for their leadership in crafting bipartisan legislation that will accomplish both goals. “Equipment manufacturers represent one in eight manufacturing jobs in the United States and support 2.8 familysustaining jobs, and our long-term success depends on the future competitiveness of U.S. manufacturing in the global economy. We urge lawmakers in both parties to support this important legislation and increase our nation’s global manufacturing competitiveness.” Last spring, equipment manufacturers called on the federal government to develop and implement a comprehensive national strategy for manufacturing. In an April 22, 2020, Morning Consult op-ed, Slater wrote, “We hope this can act as a starting point or a broader dialogue about how to ensure the country’s global leadership in manufacturing and guarantee the long-term economic and national security of the United States.” For more information, visit www.aem.org. 

Construction Commences for Permanent Fix On U.S. 89 In less than 48 hours after heavy rains and flood waters took down a 30-foot section of US 89 north of Flagstaff near Cameron in 2018, ADOT had the highway reopened to traffic. In order to reopen the highway in less than two days after the flood damage, more than 40 ADOT personnel responding from as far away as Page, Payson and Williams had to thoroughly assess the site, excavate the damaged areas, haul in and compact 500 cubic yards of material to restore the

roadway’s base, and put down 120 tons of asphalt pavement. As well-done as those emergency repairs were, a permanent solution is needed. Now, ADOT is starting a project to do just that for this section of highway. The work consists of reconstructing that segment of US 89, improving the drainage system in the area and removing an old abandoned bridge. During this project ADOT will utilize smart work zone technology to help maintain traffic flow and reduce the

potential for crashes. Portable message boards will be placed ahead of the work zone with real time traffic speed information giving drivers a heads up as they approach. The $1.7 million project is expected to be completed by the fall. In addition to serving local traffic, this stretch of highway is a significant travel corridor for people heading to tourist destinations such as the Grand Canyon, Lake Powell, Monument Valley and other locations. 

ADOT Releases Its Five-Year Construction Program: 2022-26 Quality Used Water We Deliver Worldwide!

The Arizona Department of Transportation (ADOT) recently released its proposed fiveyear construction program that is now available for public comment. The 2022-2026 Tentative Five-Year Transportation Facilities Construction Program allocates funding for several projects to widen highways and improve safety, including: • Adding lanes along I-17 between Anthem Way and Sunset Point, with construction on the $328 million project beginning in 2022; • Replacing the Gila River bridges on I-10 between Phoenix and Casa Grande. Construction for that $83 million project is targeted for 2023; • Constructing the first phase of the I40/U.S. 93 West Kingman interchange. The $70 million project is expected to begin by 2024; • Widening U.S. 93 between Tegner Street and Wickenburg Ranch Way. The $41 million project is scheduled for 2022. Additionally, the tentative plan will invest more than $1 billion in pavement preservation projects across Arizona over five years, upgrading 581 lane miles of pavement from fair and poor condition to good condition. The I-17 and I-10 widening projects are

able to advance through ADOT’s partnership with the Maricopa Association of Governments, the regional planning agency that has committed some of the funds for those improvements. “ADOT and the Maricopa Association of Governments are committed to safely and efficiently move people and freight on these two Key Commerce Corridors that will better connect Arizona to major markets, while helping us better compete for quality jobs, economic growth and prosperity,” ADOT Director John Halikowski said in a statement. “And just as importantly, ADOT is investing in projects that will preserve and maintain our highway system to keep our roads and bridges in good condition.” The 2022-2026 Tentative Five-Year Program also reaches ADOT’s goal of allocating $320 million per year for preservation of bridges and roadways throughout the state highway system. Preservation projects include repaving and repairing highways, along with repairing or reconstructing bridges. The tentative plan includes $407 million over five years for projects that improve highway safety, efficiency, and functionality, such as smart technology or addition of shoulders. 

Sun Services Doubles Recycling Capacity With Sennebogen In some equipment fleets, preventive maintenance is a periodic afterthought. At Sun Services LLC, it’s a full time job. Averaging 70 tons or more of construction and demolition debris to receive, process and ship every hour of its working day, Sun’s recycling facility can’t spare a minute for downtime. When the Sun Services site was first designed, it was targeted for a capacity of 400 tons per day. To meet customer demand in Washington D.C.’s Beltway district, Brian Shipp, one of the founders, streamlined their receiving bays and upgraded their waste handling machines to double their volume. Same-Day Cycles According to Shipp, “Everything that comes in here has to go out the same day. Volvo Expands Material Handler Line With New Models Volvo Construction Equipment has launched the all-new EW200E material handler, aimed at the light waste handling segment. Its bigger brother — the EW240E material handler — is updated with a longer boom. “A dedicated material handler is purposebuilt for these applications, compared with modifying an excavator to fit into these segments,” said Matthew McLean, product manager, excavators, Volvo CE. “Now we’ve added a second machine to our lineup with the EW200E MH, which is perfect for light and medium material handling like plastic, household waste and scrap.” Engineered for Durability, Productivity The EW200E material handler weighs 22.6 tons and is powered by a Volvo D6J 6L Tier IV final engine that provides 173 hp (129 kW). The machine has three boom and arm configurations. The straight boom can be fitted with either a 13-ft. gooseneck arm or an 11-ft. 6-in. sorting arm, giving the EW200E a max reach of 33 ft. and a max lifting capacity of 25,600 lbs. The 26-ton EW240E material handler, introduced in 2018 for medium-duty applications, now has a 23-ft. 9-in. straight boom,

which is more than 2 ft. longer than the previous model. When combined with the existing 16-ft. 5-in. gooseneck arm, the new total reach is more than 39 ft.

Kenworth’s T880s Meet Challenge of Charah Solutions When Charah Solutions challenged Kenworth to meet its tough truck application specifications, the result was a success for its operations. “We had a wide range and mix of manufacturers’ trucks at different sites. I saw the need to come up with a better solution than anybody else had offered before,” said Gavin Nawrocki, fleet manager of Charah Solutions. “Kenworth advertises that they make the World’s Best trucks and I challenged them to do that.” Founded in 1987 and based in Louisville, Ky., Charah Solutions is a leading provider of environmental and maintenance services to the power generation industry. The company handles millions of tons of ash annually, which dramatically reduces the amount of ash sent to landfills and provides valuable recycled material. Today, Charah Solutions has operations in more than 50 coal-fired and nuclear power generation sites across the United States. “Cookie cutter trucks won’t work on our sites because of the off-road conditions we are faced with every day. We recognized we needed a severe duty, rigid frame truck that you could not just go to the dealer lot and buy. It would have to be engineered for us,” Nawrocki said. “I shopped around at all the different manufacturers and approached our local Kenworth dealer, [Palmer Trucks in Louisville]. We decided on Kenworth because they were the only company willing to engineer a truck specifically for us…for our application and our needs,” he said. “Like everybody else, we want to haul as much as we can. We knew our target goal was 40 tons on these trucks. So, for example, we had to have some super heavy duty rear ends, among other specifications. Kenworth was the only company that could do that at the factory level and not have to go aftermarket with a lot of add-on things,” he said. Today, Charah Solutions operates more than 100 Kenworth trucks. The lineup is led by 50 Kenworth T880 dump trucks — including some with PACCAR MX-13 engines. The T880s also are specified with Allison 4500RDS 5-speed automatic transmissions, PACCAR front axle and Meritor rear axles. The company expects delivery of 23 more T880s this year. The fleet also oper-

ates four Kenworth C500s and a dozen Kenworth T370s. “We haul anywhere from 41 tons to about 46 to 48 tons a truck, depending on the weight and whether we are hauling wet or dry material,” said Travis Guillot, a Charah Solutions site supervisor at the company’s site in Lena, La. “We used to haul at this location with five trucks. It would take us from 15 to 20 loads per truck a day, and we worked six days a week. Since we went to the Kenworth C500,

we’re down here to about 10 loads per truck and operating five days a week, 10 hours a day. It cut down our hauling time big,” Guillot said. “We’re keeping up with the production at the plant, and minimizing the usage of our equipment, too. This material can do some damage when it gets wet and sticky. The C500 has been handling it.” “Absolutely what we wanted and what we needed. The Kenworth T880 and C500 have exceeded our expectations. Our maintenance

costs have been dramatically reduced. Driver retention has gone up. The Kenworths perform,” Nawrocki said. “Kenworth advertises that they make The World’s Best trucks. I challenged them to do that…and they did,” concluded Nawrocki. Charah Solutions is featured in a new video on the Kenworth YouTube site (www.youtube.com/watch?v=POKGRZTi5 Uc). IntercompWIM Delta Software Simplifies Inventory Tracking Intercomp, a manufacturer of portable vehicle weighing and measurement products, has made its IntercompWIM Delta software available to the global industrial scale market. The software is a stand-alone interface for customers to take advantage of the efficiency and cost-savings of Weigh-InMotion (WIM) technology while more accurately tracking bulk material inventory, in real time. IntercompWIM Delta automates weight collection to compare and calculate Gross/Net weights for vehicles hauling incoming and outgoing goods. IntercompWIM Delta compares records with matching vehicle IDs to calculate net, tare and gross weights. The system utilizes those values to determine the weight of incoming and outgoing materials. This data is then able to be forwarded to a third-party inventory software for real-time tracking or exported to a spreadsheet. Vehicle usage and overweight alerts also are saved and can be recalled or exported for later use. IntercompWIM Delta’s ability to control scales monitoring up to two lanes of traffic — for example, a dedicated inbound and outbound lane — simplifies how WIM scale technology is utilized for daily operations of nearly any type of business. When paired with IntercompWIM scales, the software completes a stand-alone system for small or large facilities. The software is available for purchase through any scale dealer that sells Intercomp’s line of Weigh-In-Motion (WIM) Strip Sensors, LS-WIM and portable LS630-WIM using a PC. IntercompWIM Delta automates weight collection to compare and calculate Gross/Net weights for vehicles hauling incoming and outgoing goods. For more information, visit intercompcompany.com. 

Epiroc Adds CB 5500, CB7500 Concrete Busters The new CB 5500 and CB 7500 models offer cracking forces of 165 and 209 tons (150 and 190 t), respectively.

A productive feature on all CB Concrete Busters is 360-degree endless hydraulic rotation, which allows precise handling and optimal positioning.

Epiroc is now adding two new models to its CB Concrete Buster range. The CB 5500 and CB 7500 are designed for carriers in the 50 to 85 tons (45 to 77 t) weight class. Due to their comparatively light weights, CB Concrete Busters are effective choices for use with high reach or long front carriers. For applications with highly abrasive material and low level of visibility of the product in operation. They also are suitable where noise is an issue and they can be used in residential areas where hydraulic breakers are not permitted. As construction and demolition contractors worldwide have discovered, CB Concrete Busters with their wide jaw openings and high cracking forces, are ideal for

demolishing thick foundation walls and they make light work of cracking girders and heavy concrete at extreme heights, according to the manufacturer. Designed With Productivity in Mind CB Concrete Busters are equipped with two powerful hydraulic cylinders, which deliver virtually continuous closing force for maximum productivity. The hydraulic cylinders are fully protected by piston rod guards. An integrated speed valve gives faster working cycles. Offering cracking forces of up to 190 tons (172 t) depending on the model, CB Concrete Busters are equipped with two independently

moving jaws that eliminate displacement force, thus lowering stress levels. Cutting blades are both replaceable and reversible. A productive feature on all CB Concrete Busters is 360-degree endless hydraulic rotation, which allows precise handling and optimal positioning. If the cutter grips the material at an oblique angle a built-in pressure relief valve allows

a “self acting movement” that brings the cutter jaw into the ideal position. This valve effectively protects both the carrier and the cutter from potentially damaging reaction forces. Full Range The new CB 5500 and CB 7500 models offer cracking forces of 165 and 209 tons (150 and 190 t),

respectively. Jaw openings for the two models are 63 and 71 in. (1,600 and 1,800 mm.) The complete CB range now comprises six models with service weights from 705 to 16,314 lb. (320 to 7,400 kg), for carriers weighing from 2.2 to 93.6 tons (2 to 85 t). For more information, visit www.epiroc.com. 

Work Ramping Up, But So Are Costs COSTS from page 1

Of civil contractors who are concerned about cost increases in the next six months, the survey asked which materials they are most concerned about. “By far, steel is the material most frequently selected by contractors,” Civil Quarterly reported. “Nearly half [45 percent] are highly concerned about the possibility of cost increases for steel.” The price of steel was already high after the Trump administration’s 25 percent tariff on foreign shipments. Construction rebirth has sent costs soaring. The survey found there is also concern about the rising cost of pavement, concrete and aggregates as well as lumber and piping. The National Association of Home Builders (NAHB), tracking lumber prices, noted a jump from $500 per thousand board feet in October to more than $1,100 per in April. NAHB reported the average price of a new single-family home to increase by more than $24,000 as a result. Left in the Dust According to the Associated General Contractors (AGC), at the pandemic’s one-year mark, member construction firms were fighting continued project deferrals and cancellations. This in addition to dramatically rising material costs and supply chain headaches, the association reported in March. AGC pushed for the feds to eliminate materials tariffs, address shipping backups and boost funding for new infrastructure. “The survey results make it clear that the construction industry faces challenges that threaten to leave many firms and workers behind,” said Ken Simonson, chief economist of AGC. “Even as some parts of the economy are recovering or even thriving, the pandemic has left the supply chain for key construction components in tatters and undermined demand for a host of private-sector projects.” He noted that 93 percent of an association survey’s respondents report the pandemic has driven up their costs. Four out of five are spending more on personal protective equipment, sanitizers and other health-related expenses. More than half say that projects are taking longer than previously. “Costs and delayed deliveries of materials, parts and supplies are vexing many contractors,” said Simonson. Nearly 85 percent said costs have increased over the past year, and about three-fourths were experiencing project delays and disruptions. They blame shortages of materials, equipment or parts, and nine out of 10 cite backlogs and shutdowns at domestic producers and fabricators. The prevalence of those shortages varies by project type. Approximately six out of 10 building contractors reported shortages of materials, equipment or parts. Five out of 10 firms doing utility infrastructure or federal and heavy construction and four out of 10 highway contractors saw shortages. In contrast, approximately one out of three firms reported any cost savings as a result of the pandemic. Most of those cited reduced travel costs, while only 5 percent cited new or expanded use of jobsite techniques or technologies. Half of the firms also blame backlogs or shutdowns at foreign producers for backlogs and disruptions. More than three-fourths report projects canceled or post-

poned in the past year. That includes more than one out of five with a 2021 project that has been canceled or postponed. Only one-fifth of respondents said they have won new projects or add-ons to existing projects as a result of the pandemic. Approximately a third of firms said business matches or exceeds year-ago levels, while another third said it will take more than six months to reach that mark. One-fifth of respondents to AGC’s survey said they don’t know. Contractors in the northeast are the most pessimistic, followed by firms in the south, reported AGC. In the midwest, respondents are split along the same lines as the full survey, while respondents in the west are more optimistic, on balance. “Contractors from all regions, project types and firm sizes are almost equally bullish about their hiring expectations over the next 12 months,” reported AGC. Roughly three out of five expect to add employees over the coming 12 months. Only 10 to 15 percent of firms in any category expect to reduce their headcount. “Contractors need Washington officials to cut tariffs and address the shipping and supply chain problems driving costs and contributing to project delays,” said Brian Turmail, AGC’s vice president of public affairs. “They also expect the President will keep his word and get significant new infrastructure investments enacted as quickly as possible.” Price Check The AGC is closely tracking material prices and supply chain disruptions to analyze potential threats to construction firms. The association reported that a major producer notified customers of a further $50/ton jump in structural steel prices in mid-April. The producer also posted a $100/ton hike for HHS, pipe, mechanical and piling products the next day, according to the April AGC Data Digest. That same day, a supplier of fiberglass equipment stated that crippling shortages of raw materials were forcing major suppliers to declare “force majeure.” “An unprecedented leap in the price of goods and supplychain disruptions are wreaking hardships on contractors and slowing projects,” noted the association. The AGC lobbied the Biden administration to end tariffs and quotas on imported construction materials to ease the domestic supply chain. “Today’s report documents just some of challenges contractors are experiencing,” said Simonson. Challenges with fast-rising materials costs, lengthening or uncertain delivery times and rationing of key inputs are the issues he cited. “These problems threaten to drive up the cost and completion time for many vital projects and potentially set back the recovery in construction employment.” Simonson noted prices for construction materials and services and contractors’ bids dropped at the pandemic’s start but diverged in the past year. A government measure of the selling price for construction goods jumped 3.5 percent from February to March and 12.9 percent since March 2020. Simonson reported “both the monthly and yearly increases were the highest recorded in the 35-year history of the series.”  CEG

Three New Companies Now Offering SEAA/NCCER Craft Training Programs The Steel Erectors Association of America announced that it has continued to expand its member network of companies which delivers the SEAA/NCCER Ironworker Craft Training and related programs. Since late 2020, three new companies can now offer SEAA/NCCER training and assessments. These companies are Wennersten Construction Inc., Mesa, Ariz.; SCW Contracting Corp., Fallbrook, Calif.; and Hamilton Tree Service Inc., Martinez, Calif. “The SEAA/NCCER training program affords companies access to premium training and workforce development tools that otherwise might be out of reach for small and medium sized contractors,” said Tim

can provide additional training and educational support,” said Kirt Bjoin of SCW Contracting. Chase Wennersten, owner of Wennersten Construction, said that participation in the program does more than just qualify employees. “This takes it to the next level, by enabling our employees to get certified,” he said. “To encourage members to establish SEAA/NCCER craft training, the Safety & Education Committee funds grants for the start up of new programs. Since 2014, approximately $27,000 have been awarded to companies,” said Bryan McClure, chairman of the Safety & Education Committee. The network now includes 26 active accredited training units and assessment sites. An additional $17,000 has been earmarked for the development of supplemental training videos. Financial support for grants are primarily funded through an annual golf tournament. The 2021 Dave Schulz Memorial Golf Tournament, supporting safety, training and education, will be held Oct. 12 in Orlando, Fla.
