It’s Never Too Early to Lear n Good Habits...38
Pier protection will be part of a nearly $20 million bridge rehabilitation project now under way on the 23rd St. bridge over I-244 in Tulsa, Okla. The work will impact traffic on the 23rd St. bridge until early 2018 and drivers are advised to plan ahead to adjust for slowing. The road on the bridge has been narrowed from two lanes to one as improvements continue. The 1,000-ft. bridge crosses over both I-244 and an adjacent rail yard. Derailing trains have hit the bridge four times in the past two years. The trains damaged three piers, which were repaired. Workers will replace the bridge deck, erect crash walls for each pier, improve the substructure and make critical safety improvements. “The length of the pier protection depends on the length of the pier being protected,” said Mark Zishka, construction engineer for Oklahoma Department of Transportation Division 8. “They range from 25 feet to 90 feet in length.” see BRIDGE page 28

The Nevada Department of Transportation is celebrating 100 years with historical photos and timeline posted on the Department’s website, as well as an invitation for Nevadans to share their state transportation memories. The Nevada Department of Highways was formed on March 23, 1917 with a mission to surface the rutted dirt paths that served as the road network of the time. Historical Nevada transportation photos, videos and decade-bydecade history of the progression of state highways are now available at nevadadot.com/100 and by following the department on Facebook and Twitter. An histori-
cal e-book also will be published on-line this week. Nevada residents are invited to provide memories or reflections of early Nevada transportation to potentially be included on the NDOT website and social media posts by visiting nevadadot.com/100 or contacting NDOT at 775/888-7000. “We’ve been helping keep Nevada safe and connected for 100 years,” Sean Sever, NDOT communications director, explained. “Nevada has a rich transportation history, from the dirt paths of a century ago to today’s interstates carrying as many as 300,000 vehicles every day. What we do is about connect-
ing Nevadans, and we want to hear from fellow residents their memories of Nevada’s transportation history, particularly from the first half of the twentieth century.” Nevada State Transportation History — a Brief Overview • The Nevada Department of Highways was formed on March 23, 1917 with a mission to surface what were often rutted dirt paths first forged by pioneers. • Highway construction of the time was an arduous undertaking through Nevada’s desert expanses, with teams of horses grading the roads. • In January 1919, the
Department’s first construction project built a trestle bridge over the Humboldt River in Pershing County at a cost of $10,953. In the same year, a $72,000 project kicked off to build a concrete roadway from Reno to almost 6 mi. south. • In the mid-1920s, the state’s 45 mph speed limit was removed and replaced with a guideline to limit speeds to that of “sane and safe driving.” • In 1923, another vital source of transportation funding was forged as the state gasoline tax came into being as an important resource for developing the state’s transportation system. see NDOT page 26

Komatsu Southwest to Break Ground on Expanded HQ Komatsu Southwest (KSW) is expected to break ground in May [2017] on a complete remodel of its new 55,000 sq.-ft. headquarters in Albuquerque, N.M. The new facility will be built from the existing structure at 6101 Pan American Way. The current building, which sits on 10 acres, has housed Komatsu Southwest since October 2016, when it purchased the Albuquerque location and three other branches of Road Machinery. Completion is expected in midAugust 2017. The new dealership is a wholly owned subsidiary of Komatsu America Corp. and also has branches in Farmington and Carlsbad, N.M., and El Paso, Texas. Grant Adams was named president of the newly formed company and will oversee the dealerships’ planned growth in New Mexico and West Texas. KSW recently completed the purchase of the property, which had previously been leased. “The purchase of the property really demonstrates the commitment Komatsu has to this market,” he said. Adams’s experience with Komatsu is extensive, having start-

New Mexico to Texas...
Xcel Energy Begins Construction on $400M Power Line AMARILLO, Texas (AP) Xcel Energy has started construction on a 345-kilovolt transmission line between Texas and New Mexico to extend its electrical distribution system. Formal groundbreaking ceremonies were scheduled near Hobbs, N.M., on the $400 million project to eventually connect to a substation north of Abernathy, Texas. An Xcel statement said the first segment will involve a substation southeast of Carlsbad, N.M. The new transmission line should run about 240 mi. (386 km) and be in service by 2018. A similar Xcel project was completed in 2014 connecting the Texas substation to a unit near Woodward, Okla. When all the segments are completed by 2020, the power line is expected to stretch more than 400 mi. (644 km) from western Oklahoma to southeastern New Mexico. Colorado Bills to Fund Roads, Rural Hospitals Languish By James Anderson ASSOCIATED PRESS
DENVER (AP) They said it wouldn’t be easy and it certainly has not been as bills to modernize Colorado’s aging road network and support rural hospitals languish in the state Legislature. Twice, Republican leaders who control the Senate have tried to lower expectations that lawmakers will accomplish either in the session, which has just three weeks left before lawmakers take a break until January. Democrats vow to keep fighting but warn there’s a risk that the state’s road infrastructure and hospitals serving small communities won’t get extra funding this year that both parties agree is drastically needed. Senate President Kevin Grantham demanded that Democrats who control the House act on budget bills that had been quickly passed by the Senate — so that he and House Speaker Crisanta Duran could focus on a bipartisan transportation bill that could raise billions of dollars. Democrats held up the budget bills to nudge the Senate to act on the transportation legislation. A somber Grantham said he had serious doubts that he could get the bill through his

own chamber. The bill calls for a state sales tax hike to fund $3.5 billion in transportation bonds, and Grantham’s sponsorship of the bill stunned fellow Republicans who oppose all tax hikes. To make the tax hike more palatable, Grantham cut it from 0.62 to 0.5 percent. Those Republicans are wedded to the Taxpayer’s Bill of Rights, the 25-year-old state constitutional amendment designed to curb tax and spending increases in rapidlygrowing Colorado. Grantham argues the notax crowd is ignoring the fact that voters would ultimately approve or reject any tax increase. “No matter how you slice it, this comes
down to the sales tax increase,” Grantham said. “We can send this in good conscience to the voters.” The bill is one of two designed to help fix Colorado’s roads and free up money for rural hospitals. To produce a balanced budget for the fiscal year that begins July 1, budgetwriters cut hundreds of millions of dollars in subsidies to hospitals that, in rural areas, have many Medicaid and uninsured patients. The other bill, a bipartisan effort led by GOP Sen. Jerry Sonnenberg, would issue bonds without a tax hike for roads and hospitals. It also would exempt fees that hospitals pay to the state to get federal matching grants from being counted against maximum revenue limits that are set by the constitu-
tional amendment. Democrats, including Gov. John Hickenlooper, have long sought that exemption, which would free hundreds of millions of dollars for spending on roads, schools and other priorities. But over the years, Republicans, prodded by such anti-tax groups as Americans for Prosperity, have insisted that those matching-grant payments count as state revenue and that Colorado’s taxpayers are entitled to refunds of any surplus. Sonnenberg says he’s risked alienation with his fellow Republicans by backing the tax hike and that Democrats are not reciprocating. But Democrats object to another element of his bill that would reduce the amount the state can receive in revenues without having to issue tax refunds. That element, they say, undercuts the bonding proposal. Duran insisted that Democrats are negotiating in good faith. But she said Senate Republicans would be to blame if lawmakers can’t rescue roads funding and hospital subsidies. Hawaiians Claim Ownership of Iconic Resort Property LIHUE, Hawaii (AP) Owners of the iconic Coco Palms resort on Kauai are working to remove residents who they said have been living on the property illegally. A $3.5 million partial demolition of the resort is under way as part of a $175 million renovation that is expected to start this spring, The Garden Island reported. Noa Mau-Espirito, who said he is a descendant of King Kaumualii, has been living on 17 acres of land on the Wailua property along with
about 25 of his family members. He said they have a royal patent to stay at the site and are not trespassers. “We’re landowners. We have title to the land. We’re not camping,” Mau-Espirito said. “Our goal is to get all the families who have royal patents in Wailua back on their land.” But Coco Palms co-owner Tyler Greene disagrees. He said the resort has been working with authorities to remove squatters and

he is hoping for a “smooth transition” as the construction phase gets ready to start. Greene and his business partner, Chad Waters, have been trying to restore Coco Palms since 2012. The resort, which was featured in the 1961 Elvis Presley movie “Blue Hawaii,” was destroyed by a hurricane in 1992. The newly renovated resort will feature 350 rooms, 12,000-sq. ft. (1,115-sq. m) of retail space, three
restaurants, leisure areas and a cultural center. “We feel that Coco Palms will support healthy and vibrant activity for both the residents and visitors and hope the community feels the same way,” Greene said in a statement. According to a county spokeswoman, the most recent trespass complaints at the resort were reported to the Kauai Police Department on March 11 and Feb.
11. Mau-Espirito, who said his family has been trying “to live selfsustainably” on the land, confirmed the group has encountered police on several occasions. Prosecuting Attorney Justin Kollar said his office is working with police to monitor the situation. ArborWolf UltraGrinder Attachment Boosts Efficiency The UltraGrinder by ArborWolf, Burnsville, Minn., has a radial piston motor for maximum productivity, a cushioned parallelogram mechanism for drivetrain protection and teeth on both sides of the cutting wheel to allow for dual-direction cutting. It also features Greenteeth technology as standard equipment. The UltraGrinder delivers the productivity of a dedicated stump grinder but at around one-fourth of the initial cost, according to the manufacturer. It is currently available for low- and high-flow skid steers from 16 to 45 gal. per minute (GPM), and versions for mini-skid steers and mini-excavators will be available soon. ArborWolf President and Product Development Manager Jerry Holman said that, compared to other stump grinder attachments, the UltraGrinder is as much as 150 percent more efficient. “This the most productive attachmentstyle stump grinder in the industry,” Holman said. “Our design makes it incredibly efficient while keeping it as simple as possible.”
vation alleviates excess pressure on the cutting wheel, protects the drivetrain and extends product lifecycle, according to the manufacturer. The parallelogram mechanism consists of a rubber torsion element and four heavyduty link arms that connect the cutting head to the mount frame. When an operator begins to cut into a stump and applies pressure against the cutting wheel, the four link arms move against the rubber torsion element in unison to provide up to 3 in. of cushioned movement for the UltraGrinder cutting head and to keep it 90 degrees to the cut at all times. The design improves on cushioning systems that are typical in other stump grinder attachments, which rely on springs — and often only a single spring — connected between the mount frame and the cutting head. The spring extends as the machine pushes the cutting wheel into the stump. While this provides some protection, it tilts
the wheel away from the ideal 90-degree cutting angle. A stump grinder attachment that relies on a single spring for cushioning rotates on only one pivot point. As an operator presses into a stump, the cutting wheel tilts out of vertical, changing its angle of attack on the stump by 5 degrees, then 10, then 15 and so on. The angled orientation of the teeth in relation to the stump results in a shallower cut. It also creates what is essentially a ramp, and the cutting wheel is prone to catching and traveling up the ramp to jump out of the cut. Dual-Direction Cutting The UltraGrinder also features teeth on both sides of the cutting wheel, which is an ArborWolf exclusive that allows operators to cut safely in both forward and reverse directions through a stump. The cushioned parallelogram mechanism, which cushions in both directions, makes cutting both ways possible.
Plug-N-Grind ArborWolf created the UltraGrinder for a range of users, including professional tree and tree-maintenance contractors and companies, landscapers, farmers, ranchers and landowners. The UltraGrinder’s simple connection and operation also make it ideal for the rental industry. The UltraGrinder performs all the functions of other stump grinder attachments without any auxiliary or electrical controls, harnesses or circuits for raising and lowering, swinging or telescoping. Due to the way the UltraGrinder operates, those functions are not needed. “If you can run a skid steer, you can efficiently and safely grind with an UltraGrinder,” Holman said. “All you need to do is plug in three hoses and go cut wood.” Cushioned Parallelogram Mechanism At the center of the UltraGrinder’s efficiency, productivity and safety is the cushioned parallelogram mechanism. The inno-
The UltraGrinder’s cushioned parallelogram mechanism provides 3 in. of give in both directions. Combined with teeth on both sides of the cutting wheel, the mechanism makes it possible to cut both forward and backward.
With an UltraGrinder, the operator drives up to the stump, positions the attachment, drives forward and cuts. Once that cut is made, the operator simply lowers the unit several inches and backs up, making another cut in the process. With other skid steer stump grinder attachments, the operator has to lift the attachment, back up, lower the unit, reposition it and drive forward again to make another cut. 90+ Percent Efficiency Operators can grind more stumps in less time with the UltraGrinder due to the radial piston motor. The UltraGrinder is able to channel more of a machine’s power into the cutting wheel, and the result is an attachment that is 92 to 95 percent efficient compared to the approximately 60 percent efficiency of other skid steer stump grinder attachments, according to the manufacturer. For example, with a 50-hp machine, the UltraGrinder is able to channel 46 to 47.5 hp to the cutting wheel. A machine that is 60 percent efficient will channel only 30 hp to the cutting wheel. “You can’t squeeze water out of a rock, so if a skid steer is rated for 23 gpm at 3,500 psi, that’s what you have to work with,” Holman said. “What we’re doing with the UltraGrinder is extracting every ounce of horsepower from the machine and channeling it into the cutting wheel to achieve extreme productivity.” The cutting wheel also spins at 1,000 rpms. The high rotation rate translates into fast cutting and smooth operation because the potential for wheel grabbing or sudden stops is minimized. “The UltraGrinder is easy on, easy off and very small so it’s easy to carry with you,” Holman said. “It also costs a lot less than other grinder attachments or dedicated equipment. What’s most important, though, is the fact that the UltraGrinder is going to save you time and make you even more money when you use it.” For more information, call 800/905-2265 or visit arborwolf.com. Montana Senate Panel Trims House Proposal to Increase State Fuel Tax By Matt Volz ASSOCIATED PRESS
HELENA, Mont. (AP) A Senate panel trimmed a proposed increase to the state’s fuel tax previously passed by the Montana House to pay for road and bridge projects. The Senate Finance and Claims Committee approved raising the gas tax by 4-½ cents a gallon beginning this summer and gradually increasing it another 1-½ cents by mid-2022. The diesel tax would go up 1-½ cents this summer and rise to 2 cents by mid2022. By comparison, the bill passed by the House would have raised the gas tax by 8 cents a gallon and 7-¼ cents for diesel. Montana’s fuel tax is now 27 cents a gallon. The changes were the result of negotiations between House and Senate leaders, the governor’s office and others, bill sponsor Rep. Frank Garner said. The bill still meets its goal of improving the state’s road and bridges, “just not as much of it as I would like,”
Garner said. The amended bill also includes a three percent fee increase on vehicle registrations and a new “Ferrari” tax on cars and recreational vehicles worth more than $150,000. The changes, if approved, would raise $37 million its first year and $49 million by 2023 that would plug a shortfall in a special revenue account for highway projects. The money would be split between Montana Department of Transportation construction projects and local government construction projects. The state’s fuel tax has stayed the same for the past 24 years. That has led to Montana underfunding its infrastructure and contributed to the state having the third-highest traffic fatality rate in the nation because many roads and bridges have fallen into disrepair, Garner has said. The fuel tax bill is one of the only proposed tax increases to survive this late into the legislative session. Lawmakers in the Republican majority have resisted other bills to raise taxes on the wealthy, alcohol and tobacco.
Many opposed this increase, too. “I can’t say how sad I am that we’re doing this,” said Sen. David Howard, R-Park City. But supporters pointed to provisions in the bill that call for an audit of the state transportation department to ensure the money is being spent well, and a website that lists the funded projects for transparency. “This tax is unpleasant. I did not enjoy it in any manner,” said Senate Finance and Claims Chairman Llew Jones, R-Conrad. “But I did recognize it is necessary. “I am pleased that my parents chose to invest in the interstate system and handed it to me,” he added. “I would hope that I would return the favor and hand to [our children and grandchildren] decent roads.” The bill must pass the full Senate, and the House must agree to the changes before it goes to Gov. Steve Bullock for his signature. (This story also can be found on Construction Equipment Guide’s website at www.constructionequipmentguide.com.)
Leaders Criticize Wyoming Forest Plan JACKSON, Wyo. (AP) Plans by the Bridger-Teton National Forest to thin and burn wildlands in northwest Wyoming have drawn objections over a proposal to ban cutting trees and other issues. The Wyoming State Forestry Division and area government leaders have formally objected to prohibiting cutting trees in a proposed Palisades wilderness area abutting the west side of Jackson Hole. Conservationists and biologists are urging review of the region’s suitability for wilderness and more thorough study. The proposed Teton-to-Snake Fuels Management Project has been in the works for about six years. It is intended to allow wildfire to play its natural role on the landscape, while at the same time provide a manageable buffer for fires that burn near private property. The U.S. Forest Service’s most recent plan, a draft decision released in February, was to burn 14 sq. mi. (36 sq km) and thin another 3 sq. mi. (8 sq km), with all use of machinery in the Palisades deferred pending congressional action on the wilderness designation. Wyoming Forestry contends that the most recent plans no longer adequately protect from wildfire the nearly 40 mi. (64 km) where wildland abuts urban areas and the 1,500 private lots near the project area. Wyoming Assistant State Forester Josh Van Vlack told the Jackson Hole News & Guide that the U.S. Forest Service must provide a buffer between the potential wilderness and neighboring property.
“It’s really hard to manage potential wilderness when it’s butted up against private property,” Van Vlack said. “You have to have a little bit of a buffer there.” In the meantime, a coalition of local governments wants to allow more commercial timber harvests. The group, which includes officials from Lincoln, Sweetwater, Uinta and Sublette counties, suggested there could be a resurgence of the logging industry in western Wyoming. But others have environmental concerns about the proposal. “I am deeply concerned about the long-term ramifications of this project,” ecologist Debra Patla wrote to the agency. Patla contends the Forest Service must establish measurable objectives for sensitive species, protect amphibians, whitebark pine and migratory birds and cut back or eliminate commercial timber sales included in the project. Some groups implored the Forest Service to withdraw its draft and start from scratch. The Forest Service will hold hearings to try to resolve the differences. Dale Deiter, the forest’s Jackson district ranger, said it remains to be seen if the objections can be dealt with by the federal agency. Otherwise, the disputes would have to be settled in the courts. For more information, visit http://www.jhnewsandguide.com. April Wrap-Up: Gov. Fallin Talks Transportation Issues Highlights of the Oklahoma Transportation Commission’s April 10 meeting included a visit from Gov. Mary Fallin to kick off the Oklahoma Department of Transportation’s work zone safety campaign and discuss transportation issues. The commission voted on approval of a new turnpike location requested by the Oklahoma Turnpike Authority to complete the Gilcrease Expressway in Tulsa. Contracts were awarded for safety improvements in Canadian County, bridge and surface projects in Tulsa County and bridge replacements in Jefferson and Major counties. Gov. Fallin joined commissioners and ODOT employees in wearing orange and presented a proclamation declaring April 3May 3 Work Zone Awareness Month. This year’s campaign, themed “Your Life Matters: Drive Like It,” seeks to remind Oklahomans about the dangers that highway workers and drivers face in work zones. There have been 85 fatalities in Oklahoma highway work zones in the last five years; four were ODOT workers and several were contractors, but the overall majority of the fatalities were drivers and passengers. Partners include ODOT, Oklahoma Highway Safety Office, Oklahoma Turnpike Authority and Midstate Traffic Control. The department reported to the governor that highway bridge conditions continue to improve. Increased state funding has allowed ODOT to reduce the number of structurally deficient highway bridges from 1,168 bridges in 2004 down to 251 in 2016.
Gov. Mary Fallin presented a proclamation at the April 10 meeting of the Oklahoma Transportation Commission declaring April 3-May 3 Work Zone Awareness Month and met with Oklahoma Department of Transportation workers. (L-R) are Dural Jackson, Division Four; Richard O’Neal, Division Four; Craig Williams, Division Four; Shane Jardot, Division Four; Tim Vester, Division Four; Gov. Fallin, Rick Howland, Edmond Residency; Carolyn Flores, Pottawatomie County; Mike Patterson, ODOT executive director; Bobby Unap, Osage County; Regan Unap, Division Eight; John Doss, Division Four Annex; and Leann Kessen, Logan County.
The governor also spoke with commissioners about ongoing work with the legislature to reform the state’s budget structure, including her proposal to dedicate all motor fuel tax revenue to transportation. Commissioners voted to approve the OTA’s new requested turnpike route to complete the Gilcrease Expressway in west Tulsa. In accordance with state law, the commission must review and consent to OTA’s proposed turnpike routes to ensure that new routes fit within the overall highway system
and don’t conflict with planned ODOT projects. Patterson noted that ODOT had construction plans for the Gilcrease Expressway in the early 1960s, but never had the financial resources to build the new highway. More information about the Oklahoma Turnpike Authority’s planned expansions can be found at www.pikepass.com. The commission voted to award contracts for safety improvements to the intersection of SH-4 (Piedmont Rd.) and Britton Rd. in northwest Oklahoma City as well as con-
tracts to rehabilitate several bridges and ramps at the northeast corner of the Inner Dispersal Loop and resurface portions of U.S.-169 in Tulsa. They also approved an $11 million contract to replace the SH-79 bridge over the Red River southwest of Waurika in partnership with the Texas Department of Transportation and a more than $5.4 million contract for replacement of the U.S.281/U.S.-60 bridge over the North Canadian River north of Seiling. In all, commissioners awarded 27 contracts totaling nearly $64 million to improve bridges, highways, interstates and roads in 18 counties. Contracts were awarded for projects in Alfalfa, Canadian, Carter, Cimarron, Comanche, Garvin, Haskell, Jefferson, McIntosh, Major, Muskogee, Okfuskee, Oklahoma, Pottawatomie, Tulsa, Washita, Woods and Woodward counties. A list of all awarded contracts may be found by visiting www.odot.org/contracts, selecting the March 2017 letting and clicking Go and then Award. The eight-member panel, appointed by the governor to oversee the state’s transportation development, awards project contracts for road and bridge construction every month. The next meeting is scheduled for 11 a.m. May 1. For more information, visit www.odot.org. NDOT Recalls Its Century of Service NDOT from page 1
• In 1929, the last Nevada link of U.S. Highway 91 near Apex was oiled, providing a smooth highway from California across Nevada between the California and Arizona state borders. In later years, it would pave the way for Nevada’s busiest interstate, I-15, which now travels alongside the iconic Las Vegas Strip. • In 1931, a 124-ft. (38 m) long tunnel was blasted through Lake Tahoe’s Cave Rock to create a roadway, bypassing a previously harrowing drive alongside the lakeside rock face. • A traffic safety program was launched in 1936. Within two short years, the department’s driving safety literature and programs became so popular that 12 safety committees were formed across the state to spread the word. • As World War II erupted, many highway employees left to fight the war. The department’s 1940-1942 Biennial Report was dedicated “to those very fine young men who have left this department to go into the service of our country, and with the sincere hope that they will all return to resume their duties with the department as soon as the world is safe for decent-living people.” • In 1956, President Eisenhower signed the Federal Highway Act to build 41,000 mi. (65,983 km) of interstate highway across the nation. Nevada then had a pivotal role in completion of the interstate system when a new section of interstate in Lovelock was completed, eliminating the last traffic signal on Interstate 80 between the Pacific and Atlantic coasts. • While there had been no speed limit for decades, a speed limit law established lower speed zones on certain sections of highways in 1955. • In the 1960s, a hard hat and safety vest program was implemented; requiring NDOT employees to wear safety vests while working on the roadway. • The original Las Vegas Spaghetti Bowl was completed in 1968. The interchange connected Interstate 15 to the new, crosstown Las Vegas Expressway. • On Sept. 25, 1975, the I-80 Carlin Tunnels west of Elko were opened to traffic. The tunnels provide smoother, safer interstate travel by bypassing a sharply curvy stretch of U.S. Highway 40 alongside the Humboldt River. • As the 1970s ended, the Department of Highways changed its name to the Nevada Department of Transportation, seeking balanced trans-
portation policy and planning and incorporating state social, environmental and economic goals. • In 1985, NDOT led the transportation industry by installing a Road Weather Information System (RWIS) along Mt. Rose Highway south of Reno. System sensors transmit road condition information and temperatures, allowing NDOT to better control when, where and how much sand and salt is used on winter roads. • U.S. Highway 50 was officially named the “Loneliest Road in America” by Life magazine in 1986. • In the 1990s, NDOT embarked on a list of “super highway” construction plans totaling $1.5 billion in response to a statewide population explosion. The super highway strategy included widening Interstate 15 between Las Vegas and the California state line, widening U.S. Highway 95 in the northwest Las Vegas Valley, extending Interstate 580 between Reno and Carson City, improving U.S. Highway 93 through Boulder City and starting construction on the Las Vegas Beltway. • In 1991, the Nevada State Legislature established a bicycle and pedestrian planning position within NDOT, responsible for integrating the needs of bicyclists into NDOT road projects and programs. • In January 1997, downtown Reno/Sparks streets flooded and bridges across the Truckee River were closed as water surged across roadways. Westbound lanes of Interstate 80 near the Helms Pit in Sparks crumbled. Large rocks and 125,000 cu. yds. (95,569 cu m) of material were dumped into the south end of the pit and the roadway was stabilized in six days. • In 1998, the department implemented the Freeway Service Patrol, a fleet of vans that cruise the freeways to help keep traffic safely flowing. • A makeover of the Interstate 515 and 215 Beltway interchange, known as the “Henderson Spaghetti Bowl,” broke ground in September 2003. • The first segment of the Carson City Freeway, consisting of a 3.5-mi. (5.6 km)-long freeway from U.S. 50 to U.S. 395 north of Carson City, was completed in 2006. • The department began using technology to better manage congestion by building the Freeway and Arterial System of Transportation in 2005. The $15 million complex in southwest Clark County was launched to manage and monitor traffic in the state’s three largest cities — Las Vegas, Henderson
and North Las Vegas — through 600 cameras and a network of pavement, Bluetooth and microwave sensors. • Statewide traffic fatalities reached an all-time high in 2006 with more than 430 lives lost on Nevada roads. Collaboratively with traffic and safety stakeholders across the state, the department launched the Strategic Highway Safety Plan in 2006. To this day, the plan identifies targeted strategies to save lives on Nevada roads through its Zero Fatalities program. • The Hoover Dam bypass bridge opened on Oct. 19, 2010. The four-lane bridge, soaring nearly 90 stories above the Colorado River, eliminated the narrow switchbacks and low travel speeds that had long plagued U.S. 93 crossing the dam. • In 2012, an 8.5-mi. (13.7 km) extension of Interstate 580 between Reno and Carson City was constructed including a 1,722-ft. (525 m)-long, 295-ft. (90 m)-tall cathedral-arch bridge traversing the Galena Creek. • In 2015, NDOT broke ground on the first phase of the long-awaited Interstate 11 in Boulder City. Interstate 11 will improve motorist safety and convenience while reducing travel time by 30 minutes with a direct link bypassing Boulder City. The project marks the first new infrastructure to the Interstate Highway System since it was deemed complete in 1992. Construction is scheduled for completion in late 2017. • In 2016, the state embarked upon an even bigger undertaking with “Project Neon” – the largest and most expensive public works project ever undertaken during Nevada’s 152-year history. The nearly $1 billion project will widen 3.7 mi. (6 km) of Interstate 15 between Sahara Avenue and the “Spaghetti Bowl” interchange in downtown Las Vegas. • Today, the department builds, maintains and operates 13,000-plus lane mi. of state road; roads which have been ranked among the nation’s smoothest. More than one and a half million bus rides are provided every year on federal transit money NDOT administers to rural Nevada transit providers. Critical Safety Improvements Part of Bridge Rehabilitation BRIDGE from page 1
Piers Reconfigured The project includes reconfiguring piers not only for safety, but also to help the railroad expand operations below the bridge. Current work includes replacing the bridge deck; repair and painting of the beams; substructure repair; adding pier protection to piers in the rail yard; and replacing spans, beams and piers for rail yard expansion. Heavy equipment on site includes cranes; backhoes; hydraulic hammers; cement trucks; pavement compactors, rollers and sealers; dump trucks and delivery trucks. In terms of materials, asphalt for the project is minimal at about 700 tons (635 t). Crews will apply 1,500 cu. yds. (1,147 cu m) for pavement and about 3,900 cu. yds. (2,982 cu m) for the bridge. Concrete and reinforcing will be used in the bridge deck and piers being replaced. Both steel and lumber forms will be used to construct the new piers and bridge deck. All steel removed from the project becomes the property of the contractor. The steel may then be recycled or repurposed. Contractor is Becco Contractors Inc. of Tulsa. It placed the low bid for the project and was approved by the Oklahoma Transportation Commission. Tetra Tech of Pasadena, Calif. is overseeing the daily construction. The project has nine subcontractors including Logos Construction Co. of Sapulpa, Okla., for structural repair and Action Safety Supply

of Oklahoma City for traffic control. Both Logos Construction and Becco Contractors specialize in bridge construction. Between 10 and 15 workers are on the job each day. Existing Bridge Was Structurally Deficient Built in 1962, the worn bridge became classified as structurally deficient. It has also seen an increase in traffic. The bridge traffic averages about 15,800 vehicles daily. Work on the new bridge began in May 2016, with traffic continuing to use the bridge in the narrowed configuration. Slower movement of traffic is expected to impact the nearby area during construction, but traffic is not seen as a serious problem at this point. Numerous businesses and

industries depend on the bridge for access. As do students and staff at nearby Eugene Field Elementary School. “This is one of the few city streets connecting this area to the interstate,” Zishka said. “The bridge is open to traffic, so it is likely near the usual traffic counts at this time. There is no mitigation to other city street traffic.” No Detour Necessary Because one lane on the bridge remains open, no detour is needed for the 23rd Street crossing. But a detour is currently in place for a closed westbound I-244 off-ramp to 23rd Street. “Drivers can use either the 17th Street ramp or use I-244 to 57th West Avenue,” Zishka said. He said one of the main challenges of the project has been working over the active BNSF (Burlington Northern Santa Fe) rail yard at the same time rail construction crews are working on a project to expand the rail yard. The rail project is not connected with the bridge project, but requires coordination and planning between the two jobs. “There are meetings weekly to plan and work out issues,” Zishka said. He added that coordinating the two projects has not slowed progress or added additional costs to the bridge project. Additional Retaining Wall A separate $1.7 million project began in May to construct a retaining wall along the adjacent rail yard in the corridor, which also is impacting traffic on westbound I244. Drivers can expect delays throughout these projects, especially during peak travel times and should plan ahead for extra travel time or consider an alternate route if possible. Lane closures will be announced in the Traffic Advisories section of www.odot.org as they are scheduled throughout the project. International Truck Launches Powerful 12.4L A26 Engine International Truck launched the International A26 engine, a powerful new 12.4-L engine designed to provide industry-leading uptime to the Class 8 market. Driven by a commitment to deliver customer uptime, the A26 was developed through an initiative called Project Alpha, which brought together a new team of the industry’s foremost powertrain engineers. The initiative pursued a fresh approach that emphasized simplicity over complexity and using only proven components to deliver industry-leading uptime, according to the company. “Project Alpha has fundamentally changed how we design diesel engines,” said Bill Kozek, president, Truck and Parts. “The International A26 has been designed to address the rigorous demands of Class 8 truck customers. It’s been tested to extremes and meets a demanding B10 design life standard for an unprecedented 1.2 million miles.” Built from the MAN D26 engine crankcase, the A26 produces up to 475 hp and 1,750 lb.-ft. of torque from a design that’s 600 to 700 lbs. (272 to 317.5 kg) lighter than a traditional 15L big bore engine. Its components have been carefully engineered to deliver uncompromising uptime as well as class-leading fuel efficiency, reduced weight and quiet operation, according to the manufacturer. “The A26 was designed from the ground up to deliver industry-leading uptime, durability and reliability,” said Darren Gosbee, vice president, Advanced Engineering. “The A26 is as simple as a modern engine can be, and we’ve built uptime into every part of the development process, from design to calibration to testing.”
Every Component Is Engineered to Maximize Uptime Utilizing a titanium compressor wheel with a simplified single-stage design, the A26 features a variable geometry turbocharger that reduces complexity and enhances reliability. Larger piston pins, connecting rods and bushings help optimize load distribution for enhanced durability, while smaller piston cooling jets increase oil pressure to improve lubrication, increasing oil change service intervals up to 70,000 miles. At 2,299 Pounds, the A26 Is the Lightest Engine in Its Class The A26 is 55 lbs. (25 kg) lighter than the engine it replaces, and also enables an impressive 200 lbs. (90.7 kg) of additional weight reduction in vehicle-mounted components. Its compacted graphite iron (CGI) crankcase has greater strength and fatigue resistance than traditional gray iron. Composite valve covers and shot-peened aluminum flywheel housing help deliver weight savings over traditional solutions. The Most Efficient Engine Offered in International’s On-Highway Lineup Engineered to deliver up to 5 percent greater fuel economy, the A26 has a simplified air management system, featuring a new variable geometry turbocharger. Fuel injection pressure is maximized by the engine’s 2,500 bar (36,300 psi) high pressure common rail fuel system. Coupled with new
cylinder head coolant passages that are 50 percent less restrictive to reduce parasitic loss to the water pump, the A26 reduces both fuel consumption and emissions. Quietest Engine in Our Lineup The A26’s sculpted crankcase, which is isolated with the oil pan through a specially designed rubber gasket, absorbs vibration and reduces harshness for a quieter in-cab experience. The engine’s six-blade fan, specially designed gear teeth and sophisticated calibration and programming are specifically built to reduce engine noise. The A26’s engine warranty includes two years, unlimited miles. The warranty reflects confidence in the engine’s reliability and durability, which have been confirmed through extensive validation and testing process, including: • Hundreds of thousands of hours of “key life” and dyno testing at extreme engine speeds and loads. • Millions of real-world test miles over the harshest North American roads, including high altitudes and temperatures as low as minus 40F. • Full validation cycles (concept, design, statistical and product validation) over a period of years to identify, correct and retest any issue. The A26 engine is available for order in the International LT Series of long-haul vehicles and RH Series of regional haul vehicles. For more information, visit www.Navistar.com. Bomag’s RS 500 Boosts Safety, Improves Performance The Bomag RS 500 recycler/stabilizer features an exclusive offsetting rotor design to boost operating flexibility and safety. With the capability of being shifted to either side of the machine, the up-cut rotor and housing assembly extend beyond the wheels’ edge. This allows for safe stabilization of soil slopes and asphalt recycling right up to the road’s edges without requiring the wheels to drive in marginal ground conditions, according to the manufacturer. FLEXMIX technology on the new RS 500 machine gives operators increased control over reclaimed material gradation in road recycling applications. With FLEXMIX, three infinitely variable gradation bars can be adjusted to achieve the target material size setting with uniform results. The rotor hood crusher bar includes cutting teeth positioned in the opposite direction of material flow to improve material sizing and grinding efficiency. Two planetary gears provide maximum torque for the rotor’s powerful and efficient hydraulic-mechanical drive system on the RS 500 recycler/stabilizer. Continuously variable rotor speeds ranging from 100 to 180 rpm provide optimum mixing speed control matched to the application to lower tool and rotor wear, increasing machine uptime. The machine’s heavy-weight rotor delivers maximum flywheel mass to easily recycle and stabilize the most demanding applications at depths reaching up to 19.7 in. (50 cm). The new RS 500 features Bomag’s quickchange BRS 05 tooth holder system to reduce the time required for cutting tooth replacement. Designed specifically for stabilization and recycling applications, BRS 05 holders are constructed with high wear-resistant steel and a positive tool connection for safe operation. A single tool-change switch disables all machine functions and the rotor hood stays securely in position to increase tooth changing safety for service technicians. A standard on-board air compressor with connection port for air tools greatly facilitates daily maintenance and tooth replacement, according to the manufacturer.
The Bomag RS 500 recycler/stabilizer features an exclusive offsetting rotor design to boost operating flexibility and safety.
For moving this new recycler/stabilizer, a unique machine design improves transport efficiency and lowers transportation costs. The RS500’s height-adjustable cab can be lowered for a total machine transport height of only 122 in. (310 cm), so can be quickly moved from site to site using a low-boy trailer. In conjunction with the adjustable cab design, a 99.6-in. (253 cm) machine width means no special permits are required for machine transport, further reducing longterm costs. The machine’s standard ROPS/FOPS cab offers comfortable, climate-controlled operation and excellent all-around visibility of the work area. The rotor’s centralized positioning offers milling to both the left and right machine sides, and the sliding operator’s station improves visibility to both machine edges. The seat also swivels 270 degrees to ergonomically position the opera-
tor for optimum visibility and fatigue-free operation. Large, overhanging glass surfaces extend to the cab floor, giving operators an excellent visibility for safely maneuvering the machine around the job site. The RS 500 features a 510-hp (380 kW) Tier IV Final/Stage IV diesel engine, offering abundant power for efficiently recycling the most demanding applications. Hood panels offer quick and convenient access to the radiator, filters and other engine service points. If necessary, the hood can be completely opened at the touch of a button, offering unimpeded access to the engine and components. The machine’s standard auto lube system consistently greases machine joints throughout operation to increase the recycler/stabilizer’s longevity and reduce daily maintenance time requirements. Large stowage areas offer convenient storage for wear parts transportation and are accessible
from ground level for safety. For machine cleaning, the RS 500 also features a highpressurized cleaner with large water reservoir. Optional injection systems increase the operating flexibility of the Bomag RS 500 recycler/stabilizer. Its available fully automatic water injection system with full graphic display efficiently adds the correct amount of water to the soil in stabilization applications. For asphalt emulsion applications, the optional asphalt emulsion injection system features two microprocessor-controlled pumps that operate independently of each other to ensure the precise material mixing. A Lokotrack ST2.8 mobile scalping screen is helping a cement plant produce a clean additive for its production process, resulting in significant cost savings. The operator is saving up to $20 a ton by producing the additive using the ST2.8, rather than buying it from an outside source. The Lokotrack ST2.8 has a larger throw than most machines in its size class, which allows it to produce a cleaner end product. The unit’s powerful Caterpillar C4.4 diesel engine meets the latest emissions standards, and a new hydraulic system helps to reduce fuel consumption.
