California’s Department of Water Resources is looking ahead on how it can fortify and improve Oroville Dam’s spillways to prevent future water damage and threat of catastrophic flooding. The department and downstream residents had quite a scare in early February after the area was hit hard by a series of drenching winter storms. Lake Oroville is about 75 mi. north of Sacramento and about 25 mi. southeast of Chico. The dam is the tallest in the United States. As Oroville Lake filled to near capacity, water was released over the dam’s concrete main spillway. In doing so, a large hole developed in the spillway ramp. Then erosion at the base of a nearby emergency (auxiliary) spillway threatened the stability of the spillway wall which holds back billions of gallons of water. That led to an evacuation order for more than 100,000 residents in the path of the dam. The main spillway was put back into use after a brief examination and water levels in Lake Oroville were brought down to safer levels. But damage was fairly extensive to both spillways. Using helicopters and bulldozers, crews worked to fill in eroded areas near the emergency spillway wall. As of Feb. 23, they had

brought in 100,000 cu. yds. (76,455.5 cu m) of rock and sand and 11,600 cu. yds. (8,868.8 cu m) of cement, which was poured over the rocks and sand. The main spillway needed further examination to determine if the hole could be repaired or if a new spillway would need to be constructed.

“In a couple of days, we will examine it to determine repairs,” said Chris Orrock, information officer of the California Department of Water Resources. Meanwhile work continued on filling holes and stabilizing the area near the emergency see SPILLWAY page 10

DOT Chiefs Tell Congress to Up Federal Funding The heads of departments of transportation for two western states told the Senate Environment and Public Works Committee they need Congress to craft an infrastructure investment plan that provides new federal funding to help states improve their systems and meet growing demand. William Panos, Wyoming DOT director, and Shailen Bhatt Colorado DOT executive director,

made their comments at a Feb. 8 EPW hearing on “Modernizing our Nation’s Infrastructure.” Both said the transportation networks in their states are important to the nation as cross-country routes for freight and personal traffic besides serving their own residents. Panos said his statement, which emphasized the perspective of rural states with nationally important assets but low population lev-

els, also represented the DOTs of Idaho, Montana, North Dakota and South Dakota. He said rural states would need direct federal funding rather than private financing or new bond programs that require a repayment revenue stream. “With sparse populations and extensive road networks, the cost per capita of paying off principal and interest is high in rural states,” Panos said in prepared remarks.

“Wyoming’s estimates indicate that current funding does not enable Wyoming to maintain, much less improve, its road and bridge conditions. If Congress chooses to advance an infrastructure initiative including surface transportation investment, the funds would be put to good use promptly.” Officials representing President Trump have speculated that pubsee TRANSPORTATION page 20

FHWA Makes $1M Available for Emergency Repairs in Nevada The Federal Highway Administration (FHWA) announced the immediate availability of $1 million in emergency relief (ER) funds to help begin repairs on flooddamaged roads and bridges in Nevada. “The flooding has caused significant damage to roads and bridges in the northern part of Nevada, and this funding will help with immediate repairs,” said Walter “Butch” Waidelich, acting deputy Federal Highway administrator. “It represents a down payment to help get roads back up and running again while the state completes its damage assessments.” Beginning Feb. 5, severe rain storms caused widespread flooding in the northeastern and northwestern regions of Nevada, resulting in roadway damage throughout the

region. At least 11 counties and Carson City were affected. The $1 million in “quick release” funding will be used to restore emergency access and to initiate the most critical repairs to these damaged roadways and bridges in the next few weeks. This initial “quick release” payment is considered a down payment on the costs of short-term repairs now, which can make long-term repair work possible in the weeks ahead. The FHWA’s ER program provides funding for highways and bridges damaged by natural disasters or catastrophic events. spillway. Initial estimate for that work was approximately $100 million, but officials reported the cost could go higher. Contractor for the work is Syblon Reid Contractors of Folsom, Calif. Syblon Reid is experienced in a variety of major projects including hydro generation and water conveyance, hydro technical services, bridge work, treatment plants and pump solutions, site work, environmental enhancements and emergency response. Its motto is “Providing solutions to difficult projects,” which is fitting in regard to the problems at Oroville Dam. Timeline of Events Jan. 31: Flows through the dam’s concrete main spillway at Oroville Dam reached 10,000 cu. ft. per second, increasing water flow into the Feather River. Feb. 7: The flow over the spillway was increased to 54,500 cu. ft. per second to offset higher inflows from rainfall. On the same day, part of the main spillway unexpectedly collapsed into the ground as water was being released from the lake. Crews temporarily closed off the flow so damage could be examined. With water levels continuing to rise, engineers decided to use the damaged main spillway, but with reduced flows. Feb. 11: With the elevation of Lake Oroville at 901 ft., water levels topped the emergency or back-

up spillway, which is a concrete wall designed as a last-ditch resort to drain the lake when it becomes too full. As water poured over the wall and pounded the ground below, DWR officials became concerned that erosion could undermine the barrier. That could cause the concrete wall to collapse, causing a 30ft. wall of water to rush into the Feather River. It was the first time that water flowed over the emergency spillway since the dam was completed in 1968.

Feb. 12: Officials detected a large hole where earth was eroding away a path of dirt toward the concrete retaining wall. More than 100,000 people were ordered to flee to higher ground. The evacuation area included Oroville and Yuba City. Frantic to lower the reservoir level and stop water flowing down the emergency spillway, DWR decided to increase the amount of water flowing out of the main spillway to 100,000 cu. ft. per second to draw down the water level. If the 30-ft.-high concrete barri-

er at the top of the auxiliary spillway collapsed, billions of gallons of water would burst from the reservoir all at once. Feb. 14: State water officials continued to lower the level of Lake Oroville in anticipation of a series of storms that were forecast to hit. By 7 a.m., Department of Water Resources’ crews had lowered the reservoir level by at least 11 ft. Authorities lifted the mandatory evacuation order, but asked residents to be prepared in case another evacuation was needed.

California Department of Water Resources photo

DWR officials must decide whether to repair or replace the main spillway.

Crews Repair Some Damage Efforts were then undertaken to make repairs to both the primary and emergency spillways. A temporary flight restriction order was enacted for the area of the Oroville Dam as crews conduct continual surveys. This restriction included use of recreational drones. From Feb. 14 to Feb. 15, dump trucks and helicopters dropped rocks and sandbags to shore up the emergency spillway. Helicopters dumped rocks in a staging area where the rocks were put on dump trucks and carried to the area where erosion occurred below the concrete wall. It required about 90 workers a day, although the number fluctuated, and placement of more than 1,200 tons (1088.6 t) of rocks and sandbags. By Feb. 16, the water flow over the main spillway had been reduced enough for crews to clear debris from the bottom and prepare to restart the dam’s hydroelectric plant. The DWR reported that it was focusing on ways to get the Hyatt Power Plant back online, because it can release 14,000 cu. ft. per second once in operation, taking pressure off the spillways. Power generation was halted when the water levels in the channel that leads from the power plant became high enough to compromise operation. see SPILLWAY page 36

Amazon Announces Fulfillment Center in Colorado, Creating 1,000 Full-Time Jobs Amazon.com Inc. announced plans to open its first fulfillment center in Colorado. The 1-million sq. ft. (92,903 sq m) facility in Aurora is expected to create more than 1,000 new full-time jobs, which is in addition to the hundreds of associates currently employed at the Amazon sortation center located in the same city. “We are excited to create 1,000 new full-time jobs in Colorado that pay 30 percent higher than traditional retail jobs and receive comprehensive benefits starting on day one,” said Akash Chauhan, Amazon’s vice president of North America Operations. “One of the benefits we are most proud of is Career Choice, in which Amazon pre-pays 95 percent tuition for courses related to in-demand fields, regardless of whether the skills are relevant to a career at Amazon. More than 9,000 employees have pursued degrees through this program and we couldn’t be prouder of their successes.” “It’s always great news when a company as innovative as Amazon makes an investment in Colorado,” said Colorado Gov. John Hickenlooper. “The company’s announcement of a second facility and many more jobs for our state is something to celebrate. We are thrilled Amazon has discovered our talented workforce here in Colorado and we look forward to our ongoing partnership.” Amazon employees at the Aurora fulfillment center will pick, pack and ship larger customer items, such as sports equipment, musical instruments and furniture. “We knew Amazon coming to Aurora meant the creation of great jobs for this community and the arrival of a strong

corporate neighbor,” said Aurora Mayor Steve Hogan. “Our community has already benefited from their presence here and the announcement of a second facility is very exciting because it means continued economic growth in Aurora and the surrounding communities. The hundreds of new jobs this facility will create will have a significant positive impact on our city and the wider region.” “[The] announcement from Amazon is another vote of confidence for our economic development efforts in Colorado,” said Wendy Mitchell, Aurora economic development council president and CEO. “The city of Aurora’s expedited permitting process was key to this project. I’m thrilled Amazon has chosen to expand its operations here and I am grateful to have Amazon as a corporate partner who is committed to providing our talented workforce with quality jobs.” Full-time employees at Amazon receive competitive hourly wages and a comprehensive benefits package, including healthcare, 401(k) and company stock awards, starting on day one. Hourly employees at Amazon fulfillment centers receive generous maternity and parental leave benefits, which include up to 20 weeks of paid leave, a flexible Ramp Back Program and the Leave Share Program which allows employees to share their paid leave with their spouse or partner. Transportation Chiefs Ask Congress to Provide More Federal Funding TRANSPORTATION from page 1

lic-private partnerships or private investment could play a much bigger role in financing transportation projects. Panos said that while his region’s departments do not oppose P3s, those “and other approaches to infrastructure investment that depend on a positive revenue stream from a project are not a surface transportation infrastructure solution for rural states.” Instead, Panos urged senators to distribute any new federal funding through existing formula-based programs, and to strengthen the Highway Trust Fund so that it would no longer be on course to run short of funding in 2020. “As part of any infrastructure effort, Congress should be alert for opportunities to strengthen the Highway Trust Fund and its ability to support vitally important surface transportation programs,” he said. “If an infrastructure initiative provides short-term funding help for surface transportation but the

HTF proverbially falls off a cliff [in 2020], the surface transportation program would suffer from instability and uncertainty.” Bhatt said Colorado is already utilizing bonds and is managing congestion in some highways with tolled express lanes. But he said the state lacks the funding to accelerate many projects, and that the Colorado DOT’s 10-year plan has more than $10 billion of priority projects it could invest in across if funding becomes available. “CDOT has many financing tools available to build projects,” Bhatt said. “What we no longer have is the funding necessary to finance infrastructure projects where tolls aren’t viable without sacrificing the maintenance conditions of our existing infrastructure.” He said while the state needs to do its part, “our transportation system has significant federal interests, including interstate commerce and quality of life of all citizens, and we need to continue to have a strong federal partner in trans-

portation.” Like Panos, Bhatt said financing measures are not sufficient to address transportation needs. He told the committee that “I cannot emphasize enough that critical point: Financing mechanisms cannot correct what is essentially a funding problem due to insufficient investment.” He said the five-year Fixing America’s Surface Transportation Act provided stable federal funding but “did not significantly increase funding to allow Colorado and many other states to meet our critical funding needs.” Bhatt added: “I implore you to find a way to secure a significant infrastructure investment bill that will allow us to invest in long-term infrastructure projects across Colorado that will help connect economic centers and markets.” (This story also can be found on Construction Equipment Guide’s website at www.constructionequipmentguide.com.)

Bobcat Forestry Cutter Works With M2-Series CTLs Bobcat’s 70-in. (177.8 cm) forestry cutter is approved for use with M2-Series compact track loaders — T750, T770 and T870 — and the S850 skid-steer loader. An additional 400-lb. (181 kg) counterweight is required when using the 70-in. model with T750 and T770 compact track loaders. Approved skidsteer and compact track loaders require highflow auxiliary hydraulics to operate the attachment. Easy to Operate Similar to the 50- and 60-in. (127 and 152 cm) models, the 70-in. forestry cutter attachment is easy to operate and can efficiently turn trees and underbrush to mulch. When the attachment is tilted forward, the material is thrown against the counter combs that reduce the wood to fine mulch and provide wear protection for the rear of the housing. An optional front gate can be lowered if the operator needs finer mulch. Smooth Operation While high-flow auxiliary hydraulics are required to operate the new 70-in. forestry cutter, the tube-style drum and spiral tooth pattern allow one tooth to engage at a time for smoother operation while using less horsepower. In addition, the forestry cutter comes standard with 2-Speed travel for increased drum torque and improved productivity. This model also features an adjustable push bar featuring three positions to accommodate the operator’s preferred setting. The gathering feature pulls brush and trees toward the center of the drum for more efficient operation. Uptime Protection The double-tipped carbide teeth efficiently rip through trees and underbrush, providing long life and uptime protection for the attachment. A low number of forestry cutter drum teeth allow operators to reduce teeth replacement costs and ensure faster knockdown of trees, according to the manufacturer.

Bobcat’s 70-in. (177.8 cm) forestry cutter is approved for use with M2-Series compact track loaders — T750, T770 and T870 — and the S850 skid-steer loader.

Similar to the 50- and 60-in. (127 and 152 cm) models, the 70-in. forestry cutter attachment is easy to operate and can efficiently turn trees and underbrush to mulch. Safety Features A forestry applications kit must be installed on the loader to operate the forestry cutter attachment. The forestry door with ¾in. laminated polycarbonate is necessary to operate the forestry cutter attachment, helping protect operators from flying debris and other objects. The forestry applications kit includes the

following: • Front and rear light guards: ensures branches and debris will not break lights • Hydraulic quick coupler guard: helps protect the couplers, hoses and wire harness from falling trees and branches • Fire extinguisher: mounted in the cab for quick access in an emergency • Level II FOPS: protects the opera-

tor and cab from falling trees and objects • Muffler guard: reduces material buildup in the engine compartment and protects the tailpipe from damage • Lift cylinder debris shields: guards the lift cylinders and reduces material buildup in the engine compartment • Polycarbonate top, rear and side windows (¼ or ½ in. polycarbonate): shields the operator and maximizes visibility Additionally, the 70-in. forestry cutter is equipped with a rotor brake, which stops the attachment from full speed in 10 seconds or less when the hydraulics are deactivated. Volvo B-Series Excavators Work in Secluded Bamboo Forests Li Yu Shan Mining keeps its durable Volvo B-Series excavators in good health due to routine maintenance, courtesy of Volvo Construction Equipment. Resting on the coast of Eastern China is the ancient province of Zhejiang. Situated 37 mi. from the provincial capital, Hangzhou, and 120 mi. from Shanghai, the subtropical region — often thought of as one of the cradles of the Chinese civilization — of Zhejiang maintains a comfortable distance from the bustling cities on its borders, offering tourists a cool and lofty summer retreat from the scorching cities. Hidden deep within the dense bamboo forests of Moganshan is Li Yu Shan Mining Co Ltd. The quarrying company is renowned in the region for producing small and medium-sized aggregate of 20 to 25 and 50 to 60 mm. A third of its output is used as base material for the thousands of kilometers

of high-speed railway tracks that crisscross China. A relatively cheap commodity, the product sells for $6.96 to $7.25 per metric ton. Beating the Odds Li Yu Shan Mining has built a solid reputation in China as a quarrying specialist, producing 1.6 million tons (1.5 million t) of material in 2015. The company was enjoying steady growth until the Chinese hit the brakes, causing it — and many construction companies — to contract. Because of the relative slowdown and consequent lower utilization rates of equipment, contractors are tending to keep machines longer. The key to customer success when doing this is to take special care of their machines. Due to sensible routine maintenance and scheduled servicing Li Yu Shan Mining has prevailed, and is again

growing its staff of 60 and machine line-up. Since 2010, the company has purchased seven EC210B and two EC240B models from its local Volvo dealer, Zhejiang Liyang Machinery, based in Deqing, Zhejiang. Digging Deep The EC210B and EC240B excavators are equipped with a high-strength boom and arm, allowing excavating depths of up to 20 ft. (6 m). To maintain stability on the rocky terrain, the machines also feature robust Xshaped frames, made of high tensile steel, to ensure a long service life. When purchasing the equipment, quarry operations manager, Yuan Jian Zhong was impressed by the good fuel economy offered by the Volvo B-series excavators. “Volvo excavators typically consume 14 to 15 liters per hour, that, when compared to competitor models that often average 19 liters, translates into significant financial savings,” he said. Greater savings have allowed Li Yu Shan Mining to expand both its operations and fleet. Recently, the company put down a deposit for the first three of a batch of 15 Volvo EC380D excavators for work on an upcoming mining project. With more than 15 years’ experience of owning and operating quarry equipment, Yuan is satisfied with his decision to choose Volvo. Quarry operations manager, Yuan Jian Zhong.

To maintain stability on the rocky terrain, the machines also feature robust Xshaped frames, made of high tensile steel, to ensure a long service life.

“I switched to Volvo on the advice of friends and colleagues who highlighted their better performance and after-sales service,” he added. Rock On Ensuring the machines remain in optimum working condition is the job of Zhejiang Liyang Machinery. Managing the maintenance of more than 1,000 machines in Zhejiang alone, the Volvo dealership uses Volvo’s remote telematics, CareTrack, to alert customers of impending maintenance deadlines. “The technology enables Volvo CE dealers to help customers extract an extra [$28,000] out of the lifetime of a machine, even in the harsh conditions of a quarry,” said Cliff Zou, regional service manager at Volvo CE China. As Volvo CE continues to advance its technology, so too will construction companies. Smart solutions, plus the durability and high performance provided by Volvo machines, ensure companies like Li Yu Shan Mining reap the riches of the deep with more projects on the horizon. ALLU Introduces G-Series Rayco Introduces Two-Bolt, Material Processing Bucket Two-Sided Planar Teeth Rayco has a new planar tooth for its Predator mulcher heads that utilize a two-bolt tooth holder. Rayco’s two-bolt mulcher teeth are two-sided, to provide twice the useful life of competitive teeth. The new planar teeth (part# 36178) can be used on the entire rotor, or mixed in with Rayco’s carbide-tipped, Beaver tooth (part# 29015). Planar teeth are now the same weight as the carbide-tipped Beaver teeth (part# 29015), allowing operators to run with a combination of The new planar teeth are made of high strength planar and Beaver teeth on the steel, and designed to quickly and cleanly slice through wood and vegetation. rotor simultaneously. “According to operators, mixThe result is a finely mulched product in one ing in planar teeth, especially in the center of pass, reducing the need for back-dragging, the rotor, can significantly increase produc- according to the manufacturer. tivity when mulching large diameter materiFor more information, call 800/392-2686 al,” said J.R. The first model released in the G-Series, is the 35-ton (32 t), heavy ALLU G 4-32 F, with a payload of more than 55 tons (50 t), which is designed to be mounted on 300-ton (272 t) front-shovel mining excavators.

Continuing development from its large ALLU M-Series material processing buckets for mining and process industries, released in 2014, ALLU Group recently launched the even larger ALLU G-Series bucket for very big carriers in material processing and mining. The goal with the new G-Series is to streamline customer processes and provide an opportunity for cost savings and environmental benefits — both hot topics in the mining industry. The first model released in the G-Series, is the 35-ton (32 t), heavy ALLU G 4-32 F, with a payload of more than 55 tons (50 t), which is designed to be mounted on 300-ton (272 t) front-shovel mining excavators. With the ALLU G 4-32 F, the excavator is used as a material processor, screening the ore of waste rock in mining cells at the same time that it loads the screened ore onto transport dump trucks. In many mining operations, the utilization of this unique method makes it possible to leave the majority of waste rock found in the ore at its original location in the mining cell, without ever needing to transport the waste. When the waste material or side rock can be left behind

in the mining cell, in its original location, the operation realizes great savings in fuel, transportation equipment wear/tear and equipment maintenance costs. The combination of the excavator and the ALLU G-Series bucket transforms the carrier machine into a truly mobile heavy processing machine. The method also creates environmental benefits through reduced transportation and processing of waste material at the surface, according to the manufacturer. Keeping the tough conditions presented in mining applications in mind, the 14.2 cu. yd. (13 cu m) G 4-32 F, weighing 32 tons (29 t), is built using highest quality standards and materials. As with the ALLU M-Series, the ALLU G-Series also is equipped with the ALLU DARE data reporting system, which enables remote monitoring of the equipment condition and material processing performance via a mobile uplink. Lokotrack® ST2.8™ exceeds expectations in making a clean cement additive That’s how we make the big difference, the Metso Way.

A Lokotrack ST2.8 mobile scalping screen is helping a cement plant produce a clean additive for its production process, resulting in significant cost savings. The operator is saving up to $20 a ton by producing the additive using the ST2.8, rather than buying it from an outside source. The Lokotrack ST2.8 has a larger throw than most machines in its size class, which allows it to produce a cleaner end product. The unit’s powerful Caterpillar C4.4 diesel engine meets the latest emissions standards, and a new hydraulic system helps to reduce fuel consumption. matic traction control and Bendix ESP. According to Bendix, its full stability technology is designed to help stabilize the vehicle during loss of control situations on dry, wet, snow and ice-covered roadways. In addition to using sensors that monitor lateral acceleration, as found on some roll-only systems, the Bendix ESP system also uses sensors to monitor steering angle and vehicle direction. This allows for detection of a vehicle’s impending loss of stability and automatic intervention through dethrottling of the engine and selective application of tractor steer and drive axle brakes, along with trailer brakes, helping the driver to maintain control of the vehicle in a variety of situations. Nearly 500,000 Bendix ESP systems have been delivered since the product debuted over a decade ago. For more information, visit www.kenworth.com.

BOLT Off-Vehicle Coupler Lock Deters Trailer Theft BOLT, the innovators of Breakthrough One-Key Lock Technology, knows the best way to prevent costly trailer theft is with a visible and functional sign of security. To meet this need, the company is introducing its off-vehicle coupler lock that secures a trailer when it’s not attached to a vehicle. The off-vehicle coupler lock is a new dimension in trailer security that features BOLT’s one-key lock technology that permanently programs locks to the vehicle’s ignition key for single-key use no matter how many BOLT locks are being used. The lock is easily programmed the first time the ignition key is inserted into the BOLT Lock cylinder through the use of spring-loaded plate tumblers that move up and down to uniquely code the cylinder to that specific key. Made of hardened steel for extra security, the off-vehicle coupler lock works with 1

7/8-in., 2-in. and 2 15/16-in. couplers to keep a variety of trailers secure while unattended. The BOLT lock is a visible theft deterrent that is designed with a plate tumbler sidebar to prevent picking and bumping. A highly durable powder-coated finish is factory

applied to the lock to keep dirt and moisture out while protecting the locking mechanism from harsh weather. “The new BOLT off-vehicle coupler lock brings the convenience of our one-key technology to those who routinely use and store their trailers,” said BOLT National Sales Manager Erika Garcia. “This new addition to our lock line is a highly-visible deterrent that sends would-be thieves on their way and gives trailer owners a piece-of-mind that their investment is secure when not in use. Since the lock works with the vehicle ignition key, you never have to worry about keeping track of an extra key.” In addition to the new BOLT off-vehicle coupler lock, the extensive BOLT product line includes padlocks, cable locks, coupler pin locks, king pin locking systems and receiver locks as well as a toolbox latch retrofit kit. For Jeep owners, BOLT also

offers a J-Mount, a JK hood lock as well as a spare tire carrier lock. BOLT ‘s technology helps to deter theft in a variety of applications and reduces key clutter by allowing use of the ignition key for numerous locks. About BOLT BOLT locks come with a limited lifetime warranty. Find a BOLT retailer by using the zip code finder, www.boltlock.com/retailfinder or purchase from the BOLT website at http://www.boltlock.com/shop. Crews Work to Stop Erosion of Oroville Dam Spillway California Department of Water Resources photo

Helicopters dumped rocks in a staging area where the rocks were put on dump trucks and carried to the area where erosion occurred below the concrete wall. SPILLWAY from page 10

California Department of Water Resources photo

Then erosion at the base of a nearby emergency (auxiliary) spillway threatened the stability of the spillway wall which holds back billions of gallons of water.

Lake Level Dropped Substantially By Feb. 18, the level of the lake had dropped to 854 ft. and the main spillway outflow was down to 55,000 cu. ft. per second. Total discharges from the reservoir remain consistent with flood control releases at this time of year under these weather conditions. DWR does not expect the discharge from the reservoir to exceed the capacity of any channel downstream. Hole in Main Spillway Time was of the essence in cutting the emergency spillway water flow. The damage consists of a hole, 250 ft. (76.2 m) long, 170 ft. (51.8 m) wide and 40 to 50 ft. (12 to 15 m) deep. At a news conference, Bill Croyle, acting director of the California Department of Water Resources, said there was not enough time to allow the main spillway chute to dry and then repair the damage. Officials determined they had no choice other than to use the crippled main spillway despite the threat of further damage. Fortunately, the decision paid off in lowering the lake level. Breathing a Sigh of Relief Loss of valuable water could have posed a major problem. Lake Oroville is the prime source of water for the state’s Central Valley Water project, providing 61 percent of supplies. The water flows to Southern California and the Bay Area, as well as to Central Valley farmers. Losing the reservoir would put parts of California in an extreme water shortage situation. Looking Long Term Now DWR officials must decide whether to repair or replace the main spillway. And if

replacement is necessary, they must decide if it should be moved to another location. Croyle indicated that all options are on the table. Trump Administration Keeping Close Eye on Situation At a news briefing Feb. 14, White House Press Secretary Sean Spicer said President Trump has been “keeping a close eye” on the Oroville Dam emergency and is working with the Federal Emergency Management Agency to assist state officials. Spicer described the Oroville emergency as a textbook example of why a major infrastructure package is needed in Congress. The White House was working with Rep. Doug LaMalfa, (R), Richvale, Calif., whose district includes Oroville and surrounding communities, to help communities affected by the emergency. Other California Dams in Need of Repair Although the focus is currently on Oroville Dam, California is also concerned about status of the dam at Lake Isabella. It was built in the 1950s along the Kern River northeast of Bakersfield on what was thought to be a dormant earthquake fault by the Army Corps of Engineers. Engineers have now determined that the fault is active, so authorities restricted the level of the lake behind it. Officials have assured nearby residents that despite recent heavy rains, the lake levels and the dam itself, remained safe. But the dam will have to be rebuilt, with a new emergency spillway, at a cost estimated at about $500 million. Construction is expected to start this year and to take at least five years to complete. Yoder & Frey Holds Six-Day Auction in Kissimmee, Fla.

Y

oder & Frey concluded its 43rd Annual Kissimmee, Fla., auction on Feb. 11 — the auctions also were the first since the company merged with Ireland-based Euro Auctions. The auctions provided an extensive variety of construction and farm equipment, with each day of the six-day sale featuring different equipment categories. Motorgraders, paving and compaction machines, along with sweepers, vacuum and concrete trucks went up for bid on the first day. The second day of the sale featured backhoes, loaders, skid steers, attachments and trenching and boring equipment. Equipment up for bid on the third day included crawler tractors and loaders, off-highway water trucks, and engines, generators and power units. Equipment on days four and five included excavators, off-road trucks, forklifts, manlifts and cranes.

The final day of the sale focused largely on farm equipment and vocational trucks. The auction drew bidders from around the world to the sale site, while attracting heavy online bidding, as well. Equipment prices were strong and, in total, buyers from 59 countries purchased equipment at the sale. Yoder & Frey’s recent merger with Euro Auctions combines the strengths and expertise of both companies, while offering clients increased buying and selling options along with global reach and access. Established in 1998, Euro Auctions conducts 35 auctions in six countries annually and has maintained a permanent auction site in Atlanta, Ga., for the past four years. Yoder & Frey has been conducting auctions domestically for the past 52 years and is the originator of the now famous annual Kissimmee, Fla., consignment auction. The company’s next auction is

scheduled for March 23 in Atlanta and will be promoted under the Yoder & Frey Auctioneers name. The auction will feature a large selection of machines and equipment from major brands including Caterpillar, New Holland, Doosan, Komatsu, JCB, Bomag, Hamm and Sterling. (This story also can be found on Construction Equipment Guide’s website at www.constructionequipmentguide.com.) CEG Yoder & Frey’s Peter Clark (L) and Jonnie Keys kept the see YODER page 48

auction rolling at a fast pace on day two of the sale.

(L-R): Michigan’s Jason and Jerry Brewer of BS&G Recycling gave this Pro-Max track stacker the once-over, while accompanied by Jon Brewer of Dan Hoe Excavating.

Roy Livengood (L) and Greg Spangler of Metro Erecting found a convenient perch to watch to auction.

Marina Will Reopen — With a Little Help From Some Friends The exclusive community of Palo Verde Meadows in Bullhead City, Ariz., offers $500,000 lots that include a boat dock with a sheltered marina off the Colorado River. That’s a lot of money, especially if the boat dock is useless because you can’t motor out of the marina. Historic lows of the Colorado, coupled with river silt buildup, have rendered the marina inaccessible. As a result, a contractor was called in to dredge it, but with two caveats — one, it couldn’t disrupt the upscale community while dredging, and two, the job would begin on Oct. 1, but would need to be completed by Dec. 31. Why so quickly? The razorback sucker fish. This critically endangered species is located in that part of the Colorado River and has been federally protected since 1991. The razorback spawns in late winter and early spring, so the marina would have to be finished by that crucial time of the year. Technology Construction (TC) of Prescott, Ariz., was awarded the million-dollar project and is a contractor known for handling unique and difficult jobs, like the Palo Verde Meadows one. Mike Ottmann, owner of TC, and his dad, Robert Ottmann, founded his business in 1989 and is celebrating his company’s 27th year in operation. Ottmann started the business with a backhoe, doing septic tank installation and digging footings. He grew the company, which now operates in Arizona, California, Nevada, New Mexico and Colorado. In addition to the Palo Verde Meadows job, TC is currently completing a $3 million job and is starting a $5 million job for a new casino in 2017. Alberto Mendoza, superintendent on the Palo Verde Meadows project, has been with TC for more than 20 years. With a crew of eight, Mendoza set out to reopen the marina in time. Six barges were shipped from Seattle, Wash., to the Colorado River in Bullhead City, Ariz. A Caterpillar 345CL excavator story continues on next page

Alberto Mendoza (L) and pilot need the boat for safety, transport, maintenance and to continuously check depths. The project needed to be performed with minimal disruption to the community.

with long reach was placed on a barge and began dredging the channel. More than 60,000 cu. yds. (45,873 cu m) of river material was removed. A Caterpillar 330CL excavator loaded the material into two Cat haulers, and a Cat D6T dozer was used in the fill area. “The river material is like sandpaper and the crew has worn out one excavator bucket so far,” said Mendoza. TC has had a long relationship with Red Mountain Rentals of Chandler, Ariz., and once again, turned to the rental company for the right equipment to complete the marina project. Red Mountain was able to supply TC with the 330CL excavator, two Cat haulers, and the Cat D6T dozer. “Our relationship with Technology Construction goes back to October 2002,” said Grant Getman, CFO of Red Mountain Rentals. Patrick Hazelton, sales account manager of Red Mountain, takes building relationships with his customers very seriously. “It takes time to create a relationship with a customer,” said Hazelton. “Over the past few years, a lot of time was invested in

building a relationship with Technology Construction, both through the office and being there in the field. And I can’t do it alone. The entire team at RMR works together for the customer.” Red Mountain Rentals provides heavy equipment to customers for

rent or for sale. Its service team is dedicated to quick response and will service equipment in their shop or on the job site. TC purchased the Cat 345CL with long reach arm from Chris Lohman, owner of South Mountain Tractor of Chandler,

Ariz. South Mountain Tractor inspects, purchases, sells and consigns heavy earthmoving equipment to meet its customer’s needs. South Mountain Tractor Company conducts thorough inspections of each piece of equipment, and consignments are well

documented and photographed. Because of the equipment recommendations from Red Mountain Rentals and South Mountain Tractor Company, Technology Construction was able to easily obtain the right equipment needed to dredge the marina quickly, efficiently and on time. “Construction dredging presents widely differing challenges than conventional land dirt moving and grading,” said Mendoza. “It takes added time and effort to train a crew to adjust to these challenges.” Ottman understands the challenges faced by Mendoza and his crew on this particular job. Making sure the crew is up to speed is key. “Mendoza has superb patience and skill in training dredging crews to meet the challenges,” he said. The crew has done their best to make sure there is as little disruption as possible for the residents. It will be worth the effort in the end. “The homeowners of Palo Verde Meadows will be able to use their docks again,” said Mendoza. He noted that Amtrak is focused on identifying ways to work even more collaboratively with these states and agencies on the long list of important rolling stock, infrastructure, and funding needs. Moorman urged Congress and the Administration to consider the many ways in which the Federal government can advance intercity passenger rail service through direct investments, public-private partnerships and innovative financing, streamlining of the environmental review process and removal of red tape. Moorman added that such rail infrastructure investments not only help Amtrak better serve passengers, but also stimulate job growth in construction, manufacturing, and professional services. Ritchie Bros. Holds Record-Breaking Florida Auctions

T

en thousand equipment items sold in just five days. Its both a monumental feat and just another day of business for Ritchie Bros., as the company sold items for a record more than 1,000 sellers at its global auction in Orlando, Fla., from Feb. 20 to 24. More than $188 million of equipment and trucks was sold at the five-day megaauction, with approximately 38 percent (more than $71 million) selling to online buyers. A record 10,400-plus people from 88 countries registered to bid in the auction, with buyers from the United States purchasing 79 percent of the equipment and international buyers purchasing 21 percent, from such countries as Germany, Australia and Vietnam. “We would like to offer a sincere thank you to all the sellers and buyers that made this sale a huge success,” said Ravi Saligram, CEO of Ritchie Bros. “Our February Orlando auction is a very important event in our auction calendar. Our customers clearly appreciated the diverse

line-up of equipment as they turned up in record numbers, helping us achieve strong pricing in all categories throughout the week. As a result, we saw a nine percent increase in total gross auction proceeds over the same auction last year.” Ravi added, “Since we opened our Orlando site in 2003, more than $3 billion of equipment and trucks has been sold through our permanent facility. We could not have achieved this staggering number without the loyalty of our customers and the ‘wow experience’ provided by our passionate, orange-blooded employees. We can’t wait to do it all over again next February.” More than 10,000 equipment items Ritchie Bros.’ highly skilled ring men were sold in the Orlando auction, includ- work to catch every bid from the thouing more than 610 excavators, 425 com- sands of people in attendance. pactors, 300 loaders, more than300 skid steers, 175-plus dozers, more than 140 loader backhoes, 110 cranes, 440-plus aerial workplatforms, more than 210 dump trucks, 490-plus truck tractors, and more. see RITCHIE page 46

“We sent things from all over the country here — we brought machines from Chicago, Pennsylvania, and Kentucky,” said Chrissy Wolfe, equipment procurement & disposal manager of Walsh Construction. “The Ritchie Bros. Orlando auction is the quintessential kick-off for the auction season — usually how equipment pricing trends here is an indication for how the rest of the year is going to go, so that was one of the main reasons we consolidated everything at this auction. We were very happy with the outcome; they exceeded our expectations. It was a great event and we are optimistic that the rest of 2017 will continue this trend.” “It’s always fun to come to the big one.” said Jorge Julian Gaviria, owner of Agroservicios San Simon S.A. “You can find everything here. For me, it’s all about relationships and trust. That’s what I look for in a company I do business with and it’s what I've found with Ritchie Bros.” (This story also can be found on Construction Equipment Guide’s website at www.constructionequipmentguide.com.)
