$20M Project Under Way on U.S. 183 in Oklahoma By Chuck Harvey CEG CORRESPONDENT

ODOT Discusses Funding, I-35 Bridge Design at Meeting...12

San Diego’s Genesee Ave. Taking Shape...13

A $20 million road widening and bridge replacement project is under way on U.S. 183 in Woodward County, Okla. The rural location is 5 mi. (8 km) southeast of the SH-50 junction, between the towns of Mutual and Seiling. Woodward, Okla., is the largest city in the area with a population of about 12,000. The project will widen nearly 6 mi. (9.7 km) of U.S. 183 from three lanes to a four-lane divided highway. Work also includes replacement of eight bridges including two triple span bridges and six reinforced concrete box culvert bridges. In addition, crews will relocate County Road E0530, which will improve drainage and provide better flood control in the area. The county road frequently flooded in the past. Storm water has occasionally reached the level of U.S. 183. It is referred to as water overtopping the roadway. Roadway overtopping begins when the headwater rises to the elevation of the roadway. The overtopping usually occurs at the low point of a sag vertical curve on the roadway. The project includes addition of a drainage channel to handle rising waters and help prevent overtopping of the roadway.

A $20 million road widening and bridge replacement project is under way on U.S.183 in Woodward County, Okla.

The U.S. 183 project has two major phases: • Phase 1 includes completing drainage structures, adding new lanes and detouring traffic. • Phase 2 features reconstructing the old lanes and additional drainage work. Work on the project began in December of 2015 and is scheduled to conclude in May 2017. Current construction includes earthwork, soil stabilization, paving and bridge construction.

Cummings Construction Co. Inc. of Enid, Okla., is contractor for the project. Cummins is a major Oklahoma producer of hot mix materials and pavements. The company has been in business for more than 50 years. Focusing on road and highway construction, it maintains more than five offices in Oklahoma. The project manager is Jack Shane and ODOT resident engineer is David Burke.

The Swan Lake Reservoir Expansion Project consists of a concrete arch dam located approximately .75 mi. (1.2 km) downstream from the mouth of the original Swan Lake outlet.

In May 2016, the Southeast Alaska Power Agency (SEAPA) embarked on an expansion of the Swan Lake Reservoir — a hydroelectric plant located on Revillagigedo Island at the head of Carroll Inlet, about 22 mi. (35.4 km) northeast of Ketchikan. The plant was originally conceived in 1980 by the city of Ketchikan. Near the end of project construction, the state of Alaska, under the department of the Alaska Energy Authority, assumed ownership and began commercial operation in June 1984. Ownership transferred from the state to the see DAM page 22

HHC Obtains $372M Loan for Hawaii Residential Buildings The Howard Hughes Corporation it has successfully closed two construction loans totaling more than $372 million for the development of the Ae’o and Ke Kilohana mixed-use projects currently under way in Ward Village in Honolulu, Hawaii. Both buildings have already contracted to sell the majority of their residences, with 91 percent of Ke Kilohana’s homes and 57 percent of Ae’o’s homes under contract. A $143 million partial recourse facility has been obtained for the development of Ke Kilohana. U.S. Bank will serve as the agent bank and lead lender for a syndicate that includes First Hawaiian Bank, ULLICO, American Savings Bank, Bank of Hawaii, Central Pacific Bank and FNB Alaska.

design and a diverse collection of dynamic retail experiences, including the world renowned Nobu restaurant which opened in December as part of Waiea, the first tower to welcome residents to the community. At completion, Ward Village is expected to comprise more than 1 million sq. ft. (92,903 sq m) of retail space and more than 4,000 new residences in a market where supply continues to fall short of demand for new housing.

The $230 million Ae’o consists of a 466-home mixed-use building, anchored by a flagship Whole Foods Market.

The project, comprised of 375 reserved housing condominiums for local residents and 49 market rate condominiums with a flagship Longs Drugs (CVS) at the base of the high-rise, broke ground in October and is expected to be complete in mid-2019. In April, all of the reserved homes offered were under contract in less than five days after commencing sales. A $230 million non-recourse facility provided by Bank of the Ozarks will finance construction of Ae’o, a 466-home mixed-use building to be anchored by a flagship Whole Foods Market. The high-rise broke ground in February 2016, and is expected to complete construction in late 2018. Randy Fleisher of Hamilton Realty Finance arranged the transactions. “With its unmatched product quality

commitment to our vision for Ward Village.” Having contracted to sell more than 1,100 homes to date with three buildings under construction and one recently completed, the 60-acre Ward Village community is rapidly transforming into a vibrant walkable neighborhood that offers a carefully curated mix of exceptional residences, top architectural

About Ward Village Currently under development by The Howard Hughes Corporation, Ward Village is a 60-acre master-planned community located in the heart of Honolulu between downtown and Waikiki. Along with its first residences, Waiea, Ward Village includes three additional mixed-use residential towers — Anaha, Ae’o and Ke Kilohana — that are now under construction and will continue to transform the popular shopping and dining district into a vibrant neighborhood offering exceptional residences with incredible island and ocean views and a carefully curated mix of retail experiences set among dynamic public open spaces and walkable streets. Completed in late 2016, Waiea includes 174 residences and is home to internationally acclaimed restaurant Nobu Honolulu. Anaha, opening mid-2017, will include 317 residences and the first Merriman‘s restaurant on O’ahu. Ae’o will open O’ahu’s flagship Whole Foods Market in 2018 and will complete its 466 new homes in late 2018. Ke Kilohana is slated for completion in 2019, and the 424 home tower will welcome a flagship Longs Drugs to the neighborhood. A fifth project, currently available for sale, is Gateway Towers on Ala Moana Boulevard that will bring the design of world-renowned architect Richard Meier to the Honolulu skyline. The vision for Ward Village is consistent with the master plan approved by the Hawaii Community Development Authority in 2009, which allows for up to 9.3 million sq. ft. (863,998 sq m) of mixed-use development, converting into more than 4,000 residences and over one million square feet of retail space. Ward Village is Hawaii’s only LEED-ND Platinum-Certified project and the largest neighborhood development in the country to receive such a prestigious certification. Additionally, the Kaka’ako area was also recently named by Trulia as the top neighborhood with the best amenities in cities of under one million people. Montana Re-Starts Delayed Projects By Matt Volz ASSOCIATED PRESS

ODOT photo

ODOT will increase the height of several bridges over I-35 in Kay County using specialized equipment.

ODOT Discusses Funding, Approves I-35 Design Contract at Jan. Meeting Highlights of the Oklahoma Transportation Commission’s Jan. 4 meeting include an update on state funding for transportation, approval of funds for 11 rail crossing projects and award of an engineering contract to design an innovative bridge project in Kay County. Mike Patterson, Oklahoma Department of Transportation executive director reported to the commission that the agency is prepared to work with state leaders to find transportation funding solutions during the upcoming session. He noted ODOT has not requested additional funding from the legislature for many years beyond what was already set in statute to be allocated to transportation, including portions of income tax and motor vehicle tax and fee revenue. The agency receives about 48 percent of state motor fuel tax revenue and less than half of 1 percent of all motor vehicle fee collections. “ODOT is very interested in being part of the discussion about how transportation is going to be funded now and in the future,” Patterson said. “I’m encouraged that the governor and legislature are very engaged in this issue and we look forward to continued discussion as policies are developed to fund future transportation investments.” He noted that a total of $367 million was diverted from ODOT during the last legislative session to help balance the state budget and that another large cut would cause major impacts to the Eight-year Construction Work Plan. Commissioners approved funding for projects to improve safety at 11 railroad crossings, including new signals, gate arms and surface upgrades to the Union Pacific Railroad crossing at East 1st Street in Tulsa and new signals and gate arms at the UP crossing at Linn Avenue in Oklahoma City. They also gave their approval to a more than $769,000 engineering contract to design a construction project to increase the height of nine county bridges over I-35 between Tonkawa and the Kansas state line in Kay County. The estimated $3 million construction project to raise these bridges is scheduled to go to bid in Federal Fiscal Year 2018. Raising the height of bridges that are in good condition will allow

ODOT to add a pavement overlay to highways while maintaining adequate clearance for truck loads in a way that is cost effective and less disruptive to interstate traffic. Patterson also highlighted ten of the major transportation news items from 2016, including the federal FASTLANE grant awarded to help upgrade U.S. 69/75 in Bryan County, continued progress on addressing all remaining structurally deficient highway bridges and the department’s increased efforts to bring attention to work zone safety. The full 2016 Year in Review, can be found at www.ok.gov/odot/Year_in_Review_2016.html. Since ODOT does not typically advertise new highway construction projects for bid in December, no construction contracts were awarded by the commission this month. The eight-member panel, appointed by the governor to oversee the state’s transportation development, awards project contracts for road and bridge construction every month. The next meeting is scheduled for Feb. 6 at 11 a.m. For more information, visit www.odot.org. HELENA, Mont. (AP) Montana Gov. Steve Bullock said that suspended road construction projects worth $144 million can go forward after the state received a $10 million Medicaid reimbursement from the federal government. The news came as a relief to contractors who had worried the delayed projects would lead to highway worker layoffs across the state. Bullock, speaking at the Montana Contractors Association’s annual convention, said a permanent fix to the shortfall in the state’s special account that funds road projects is still needed, according to a transcript of his remarks. “The solution is not ideal,’’ Bullock said. “But it’s one step closer to finding a long-term funding solution that ensures Montana does not fall into an infrastructure crisis. The announcement took some of the thunder away from Republican lawmakers who were sponsoring legislation to shore up the highway fund and get the projects going again. Rep. Greg Hertz, R-Polson, took credit for the governor’s announcement, saying the Republican majority’s bill prompted it. Transportation officials said in December they were delaying requests for bids on 30 construction contracts until May. The state has to come up with $14 million in order to receive $130 million in federal funding for the road projects. The $10 million Medicaid reimbursement the state received Jan. 11 doesn’t cover the entire state match for the delayed road projects. However, it gives the state enough of a financial cushion that the governor felt comfortable in lifting the hold, Montana Department of Transportation Director Mike Tooley said. The Medicaid money will be placed in the state’s general fund and be available to the transportation department for short-term loans as needed. Road projects are paid for out of the Highway State Special Revenue Account, which has a balance of about $36 million. But money going out of that account exceeds the money coming into it, and the fund wasn’t expected to have enough money to cover the bills from those projects when they come due next year, Tooley said. Now, transportation officials will be able to draw down from the highway fund to pay for those projects, and take loans from the state’s general fund if the highway account drops too low, Tooley said. Contractors applauded the announcement but urged Bullock and lawmakers to find a permanent solution. “Infrastructure is not a partisan issue,’’ said Montana Contractors Association executive director Cary Hegreberg. “Good roads is not a partisan issue.’’ A group called the Montana Infrastructure Coalition, which has the backing of the Montana Chamber of Commerce, is pushing for an increase to the state’s fuel tax, which hasn’t been raised since the mid-1990s. Republicans in the legislative majority have said they are not interested in raising taxes this session, but one, Rep. Frank Garner, R-Kalispell, said he plans to sponsor legislation that will look at a possible fuel tax increase if other conditions are met. “We’re not coming back again to find $140 million in projects being put on hold because we didn’t set aside $14 million,’’ Garner said. San Diego’s Genesee Ave. Taking Shape By Chuck Harvey CEG CORRESPONDENT

Work is progressing on a $105.2 million I-5 at Genesee Avenue Interchange Project where crews will replace the existing six-lane Genesee Avenue overpass with a 10-lane bridge that will accommodate greater traffic demands on the north coast of San Diego. It is a city of San Diego project managed by the California Department of Transportation. The University of California at San Diego has been involved in planning the project to ensure minimal disruption to the nearby campus during construction. Construction started in early 2015 and should wrap up in fall of 2017. Funding is provided through Federal Highway Administration, city of San Diego, Caltrans, San Diego Association of Governments (SANDAG) and University of California at San Diego programs. The project is a part of a broader improvements plan for I-5 in San Diego’s North Coast Corridor. In addition to replacing the overcrossing, the

Feds Grant $1.6B for LA’s Purple Line By Anthony Foxx FORMER U.S. SECRETARY OF TRANSPORTATION

When people think of Los Angeles, they often think of the glitz and glamor of Hollywood — but also of crippling traffic, delays and pollution in the nation’s car capital. In recent years, LA’s citizens and leaders have come together around a new vision. A new vision that includes new subways, light rail, rapid buses and other multimodal transportation investments. I joined community leaders at the site of a future subway station in the Century City neighborhood of Los Angeles to make a major announcement: more than $1.6 billion in new federal funding for the Purple Line Extension Phase 2, which Former Secretary Foxx signs the LA Metro grant.

New Year Means Changes on Roadways, Terminals at LAX With a new year, it’s time to look ahead at what will be a busy 2017 in and near Los Angeles International Airport. After the construction moratorium ended on Jan. 4, contractors were back in full swing on a $14 billion modernization in which more than $3 million is spent each day on more than two dozen major construction projects. The improvements will result in a modern airport that significantly enhances the overall guest experience for the modern traveler. Roadway Impacts • Portions of the drop-off lane on the upper/departures level in front of Terminal 1 are closed until March 2017 as part of Southwest Airlines’ renovation project. The entire drop-off lane is closed weeknights from 10 p.m. to 4 a.m. while a canopy is constructed over the sidewalk. • Installation of a closed-circuit television system will close a portion of the drop-off lane nightly at three taxi stands in the area of Terminals 2 and 3. • Rotating lane closures on the lower/arrivals level may occur overnight into the early afternoon hours. The leftmost lane on the lower/arrivals level, adjacent to parking structure 3, is closed most weekdays from 4 a.m. to 1 p.m. for landscaping. • Redevelopment of Terminal 7 has closed a 135-ft. (41 m) section of the passenger drop-off area on the upper/departures level, which will remain in place through April 2017. • Lanes on Center Way and Theme Way may be restricted overnight to install electrical lines for Delta’s temporary construction trailer complex in the former parking lot across from Terminal 6. • A change to single-level busing for hotel shuttles (lower/arrivals level only) and private parking shuttles/Lot C buses (upper/arrivals level only) slated for Jan. 23 may change some traffic patterns. • Eastbound Century Boulevard is reduced from three lanes to one lane between La Cienega Boulevard and Felton Lane, including under the Interstate 405 overpass, as part of Inglewood’s Century Boulevard Mobility Improvements Project,

potentially impacting traffic leaving LAX for northbound I-405. The work will continue into March 2017. Terminal Construction, Renovation Terminal 1: Phase 2 of Southwest Airlines’ $509-million Terminal 1 Renovation Project continues in the eastern part of the terminal, including the former check-in lobby, with barricades in place. The pedestrian bridge connecting parking structure 1 and the terminal is closed, with signs placed to direct passengers. The restrooms on the ticketing level have been temporarily replaced by unisex restrooms on the western side of the lobby. Passengers may also use restrooms located on the lower/arrivals level or in the terminal beyond passenger security screening. A new, covered skycap baggage check-in area opened on the west side of the terminal. Gate 17B will see LAX page 16

Coffee Bean and Tea Leaf (near Gate 13) and Nektar Juice Bar (in the waiting area near Gate 14A) have opened. Work continues in the food court area. Westfield is phasing in new concessions, with a total of 24 to be installed through 2017. Terminal 2: Remodeling work is almost complete in the ticketing lobby as Los Angeles World Airports wraps up its $332-million Terminal 2 Modernization Project. An electrical upgrade and tile work are still in progress. Gate 27 will close for renovations in January. Terminal 3: Gate 31B will close for renovations in January. Terminal 4: American Airlines’ Admirals Club is being renovated, with expected completion this summer. Renovation of the Food Court continues through January, while refurbishment in other areas of the

terminal, including the ticketing lobby, baggage claim and the waiting areas at the gates, will continue through March. A new Automated Screening Lane (ASL) is scheduled to be installed at the Security Screening Check Point in the first quarter of 2017 to reduce wait times. Terminal 5: American Airlines is scheduled to relocate its four gates now in Terminal 6 to Terminal 5 at the end of January. Terminal 5 is adjacent to the American hub in Terminal 4, improving operations and the customer experience. Terminal 6: Gates 68 and 69B will close for renovations in January. Terminals 7/8: United Airlines is continuing work on its $573-million Terminal 7/8 Renovation Project scheduled for completion in early 2018. Two additional lanes opened in the new Security Screening Check Point, which now includes five ASL lanes on the upper/departures level. Each automated lane is process-

ing 25 to 35 percent more passengers hourly than a standard lane. The checkpoint at the bridge level is permanently closed. The bridge from parking structure 7 is closed through May 2017 for elevator demolition and construction — access to the parking structure is available on the lower/arrivals level. Two new elevators are being constructed near the bridge, and expected to open in May. Gates 72 and 80 are closed for renovations, while Gate 75A will close in January. A new women’s restroom has opened near Gate 71B. A new water bottle filling station has been installed along with the water fountain near this location. Work continues on a new baggage carousel 1, with temporary walls in place. The United Baggage Service office is in a temporary location near the new restrooms on the west end of the baggage claim area, and must be accessed from the street. Terminals 7 and 8 can be reached using East Way, a short-cut between the

northside and southside terminals that eliminates the need to travel around the entire Central Terminal Area. Sidewalk, Walkway, Parking Structure Restrictions and Closures • As part of the Terminal 1 Renovation Project, portions of the sidewalk on the upper/departures level will be closed through 2017 with pedestrians routed around barricades. • Upgrades to the elevators in the east tower at Parking Structure 1 will close a portion of the sidewalk on the lower/arrivals level through February 2017. • Portions of the sidewalk at Terminals 2 and 3 on the lower/arrivals level are restricted overnight while electrical conduit is installed. • Work on the west side elevators at parking structure 3 has temporarily closed a portion of the sidewalk. A detour leads passengers safely to the crosswalk to reach Terminal 3. Signs also are

posted to direct passengers to other elevators in the parking structure. • Work to install security bollards on the upper/departures level will close portions of the sidewalk in front of Terminals 3, 5 and 6. An ADA-compliant path of travel will be maintained at all times. • The crosswalk between parking structure 3 and TBIT on the lower/arrivals level will be closed through January. Alternative routes across World Way include the crosswalk between the parking structure and Terminal 3, the upper/departures level crosswalk between the structure and TBIT, and the crosswalk from the charter bus parking area south of the parking structure. • Landscaping around parking structures 3 and 4 may result in sidewalk restrictions. Signs will be posted when necessary. • A blast fence is being installed at the heliport on top of parking structure 4, reducing the number of parking stalls on Levels 4 and 5, and occasionally requiring closure of the ramp between Levels 3 and 4. The work will continue through February, from 5 a.m. to 2 p.m. daily. • The two elevators in the east tower of parking structure 4 are out of service through April, while upgrades are performed. Two other pairs of elevators remain in service. • One elevator will remain available while upgrades to the elevator tower in parking structure 5 continue through January. A preconstruction community outreach program was developed to inform residents, businesses, motorists and the general public about the project’s construction impacts. The communication plan includes a project website, a traffic demand management component, a 1-800 phone number and a single point of contact for answers to construction questions. Project Will Increase Mobility Planners report that the project will improve east and west traffic flow on Genesee Avenue. It also will improve access to and from I-5. Planners expect the project to be important in job and population growth in the area. The project also makes it easier to build future carpool lanes on I-5. New Funding for LA Subway SUBWAY from page 13

will bring two new stations to LA’s Westside. The funding will come in the form of a $1.187 billion construction grant agreement through the Federal Transit Administration’s Capital Investment Grant program, a loan for up to $307 million through DOT’s Transportation Infrastructure Finance and Innovation Act (TIFIA) program, and $169 million through the Congestion Mitigation and Air Quality program. The Purple Line Extension project will bring underground rail service to some of the area’s busiest corridors, helping residents and visitors get around without getting stuck in traffic. USDOT has already supported Phase 1 of this extension, which is now under construction, with a similar package of construction grants and a TIFIA loan. Phase 2 will bring underground rail service to Century City, the Golden Triangle, and Beverly Hills — a key part of LA’s “second downtown” and one of the most densely populated places in the country. Thanks to the Purple Line, frustrated Angelenos will have a safe, rapid alternative to persistent congestion along Wilshire Boulevard, where city buses often struggle to make it through crowded streets. In fact, it takes a bus more than an hour to travel the route of the Purple Line extension. A subway ride will cut that down to around 25 minutes — even at rush hour.

That’s a monumental difference for the tens of thousands of people who travel to and from Westside neighborhoods every day to get to job centers, schools, medical care and back home again. The Purple Line extension is a powerful example of the transformation that LA is undergoing. Over the past eight years, the Obama Administration has been proud to support that transformation through major investments like the Regional Connector and Crenshaw/LAX Line, as well as projects that improve Ladders of Opportunity, workforce training and transit-oriented development in Los Angeles. We’ve been able to undertake these important projects thanks to the good work of the Los Angeles Metro board and staff, strong support from local leaders like Mayor Eric Garcetti, and the willingness of Los Angeles County residents to invest in transportation through initiatives like Measure R and Measure M. Perhaps it’s appropriate that we made this announcement at the intersection of Constellation Boulevard and Avenue of the Stars. At its heart, Los Angeles is a place of optimism, where the stars and the future are bright. Agency was able to sell bonds for additional financing. The combination of low bond rates, debt restructuring and a partial state grant will all contribute to the completion of the project without a rate increase to the Agency’s Member Communities. The project was anticipated to be complete prior to the end of calendar year 2016. “The warm winter put the project about two weeks behind with heavy rainfall causing spilling the first week of the project,” explained Ed Schofield, SEAPA power systems specialist. “Crews installed a five megawatt load bank to pull water down in order to get the project started, and continued to use the load bank into July.” Prime contractor Pacific Pile & Marine L.C. of Seattle, Wash., is handling the structural iron and concrete work. Hotwire of Anchorage was contracted for electrical, Bering Industrial of Edmonds, Wash., for hydraulic systems of the fixed wheel gate. “The biggest challenge has been managing the lake level to keep the crane [which is floating on a barge] in the correct position. The lake needs to be between 310 ft. and 320 ft. for the crane to properly place construction materials,” noted Schofield. The lake level was low this summer and continued to be lower than average this fall. (This story also can be found on Construction Equipment Guide’s website at www.constructionequipmentguide.com.) WKM Updates Nevada Plan West Kirkland Mining Inc. announced an early-2017 drilling program at the Hasbrouck Gold-Silver Project, which consists of the phase 1 Three Hills pit and the adjacent phase 2 Hasbrouck pit. The Company has contracted Boart-Longyear for drilling services at Three Hills and the recently-leased Hill of Gold properties. At Three Hills a 4,265 ft. (1,300 m) RC drill program will explore targets identified by previous drilling and geophysical surveys to the east of the permitted open pit by stepping out from hole MW14-01. Drill targets at Three Hills are adjacent to some of the best intercepts on the property. These earlier holes are located within the permitted pit boundary, but are not located within the current Mineral Reserve boundary. Step-out and in-fill drilling also will be performed at the recently-leased Hill of Gold property which lies 1.9 mi. (3 km) immediately south of Three Hills and between the Three Hills and Hasbrouck Mines. Earlier drilling at the Hill of Gold totals 29,926 ft. (9,121 m) from 83 reverse circulation holes and six core holes. A small historical resource was estimated at Hill of Gold based on past results. Core crushed to 1-1/2 in. (3.8 cm) was tested by McClelland Laboratories Inc. in columns with gold recovery from cyanide leaching projected at 81 percent and 86.7 percent after 62 to 79 days. Drilling performed at Hill of Gold in 1993 in the area to be targeted by WKM for follow-up included hole 93-63 which intercepted 105 ft. (32 m) of 0.5 g/t gold, 190 ft. (58 m) below collar, and hole 93-61 which intercepted 134.5 ft. (41 m) of 1 g/t gold, 230 ft. (70 m) below collar. Drilling in this same area in 1996 included hole HG96-5, which intercepted 95 ft. (29 m) of 1.2 g/t gold, 180 ft. (55 m) below collar and hole HGC96-6, which intercepted 55.8 ft. (17 m) of 2.9 g/t gold, 193.5 ft. (59 m) below collar. Modelling by West Kirkland suggests that these intercepts are open for further expansion near surface at potential open-pittable

depths. The Hill of Gold host rocks and geological setting of gold mineralization are similar to the Three Hills deposit. The Hill of Gold property was leased and is now being explored as a target for possible trucking to Three Hills for processing at the permitted heap leach site there. Hasbrouck Mine Permitting Advancement of permitting for Phase-2 construction and mining at the Hasbrouck Mine also is to continue in early 2017. Phase-1 construction and mining at the Three Hills Mine is fully permitted at federal and state levels. The company has commissioned EM Strategies (formerly Enviroscientists Inc.) to continue permitting the Hasbrouck Mine. This work builds on previous biology and cultural base-line studies with the intent of submitting a Plan of Operation to the BLM in Q3 2017. The Hasbrouck Mine is the second and larger part of the Hasbrouck GoldSilver Project, and has a Probable Mineral Reserve of 588,000 oz. (16,669.5 kg) of gold and 10.6 million oz. (300,505 kg) of silver, 35.3 million tons (32 million t) at 0.6 g/t gold, 10.2 g/t silver, per Mine Development Associates’ Technical Report dated Sept. 1, 2016. This work is being commissioned now to ensure that Hasbrouck Mine permits will be in hand when needed before mining at Three Hills is complete. “The Hasbrouck Mine will require the typical amount of permitting for a mining operation in Nevada, including the completion of an Environmental Impact Statement (EIS). There appear to be no biological, cultural, hydrology, or geochemistry issues that would otherwise delay or disrupt the timely process of applications for development,” states Richard Delong, president of EM Strategies. AZTEC, N.M. (AP) The northwestern New Mexico city of Aztec will spend $3 million on water infrastructure projects, including some intended to provide relief to residents who have had to boil their water for months. The Daily Times reports that the San Juan County Commission approved a request from the city of Aztec to use $3 million intended for the Flora Vista wastewater system on other projects. Commissioners approved spending on three drinking water projects, including one that would provide a permanent source of clean water to residents of the Harvest Gold subdivision. That neighborhood has been advised to boil tap water since June. The project would connect Harvest Gold’s water system to the Blanco Mutual Domestic Water Users Association. Other infrastructure construction would provide water to residents of East Culpepper Flats. For more information, visit http://www.daily-times.com. Yellowstone Dam...

Bypass Channel on Yellowstone River to Benefit Montana, North Dakota Farmers By Matthew Brown ASSOCIATED PRESS

BILLINGS, Mont. (AP) Wildlife advocates plan to challenge the approval of a new Yellowstone River dam aimed at benefiting Montana and North Dakota farmers that critics say could kill off a dwindling population of a fish species dating to the time of dinosaurs. A bypass channel would be built alongside the concrete irrigation dam near the Montana-North Dakota border to let endangered pallid sturgeon reach upstream spawning grounds. But scientists don’t know if the fish would use the channel. Advocates for the few remaining wild sturgeon said betting they would is an unacceptable risk because they could die off altogether if the channel plan does not work. Pallid sturgeon are one of the rarest native fish in the Missouri and Mississippi River basins, have a distinctive, shark-like snout and can live 50 years, reaching 6 ft. (1.8 m) in length. Defenders of Wildlife and the Natural Resources Defense Council said in a court filing they are negotiating with officials on how to proceed following last month’s dam construction approval by the U.S. Army Corps of Engineers and Bureau of

Reclamation. The groups have a lawsuit pending over the $57 million project, which U.S. District Judge Brian Morris temporarily blocked in 2015. Morris must give his approval before construction can begin on the dam that would supply water to about 400 farms that produce sugar beets, wheat, barley, alfalfa and other crops. Bypasses to circumvent dams have been used with mixed success for salmon and other fish populations in the Pacific Northwest and New England, but never for pallid sturgeon. Montana Fish, Wildlife and Parks biologists have said the best option for sturgeon would be to remove an existing rock weir so the fish could pass freely up the river. A government-sponsored peer review panel that examined the Yellowstone dam proposal expressed doubts that the bypass channel would help the fish make their way upstream and beyond the dam. Removing the weir has been rejected by federal officials as too costly. It would require the installation of pumps to provide water to farmers. Tens of thousands of hatchery-raised sturgeon have been released into the Yellowstone River to prevent the species from dying off, but it’s still unknown if those fish will migrate and breed in the same manner as wild fish.

Female pallid sturgeon do not reproduce until they are 15 to 20 years old. Meanwhile, fewer than 125 wild pallid sturgeon remain. They are all decades-old animals that biologists have warned could soon disappear entirely unless they are able to reach their spawning grounds farther up the river and beyond the proposed dam construction site. About 55,000 acres of cropland in the two states are dependent on an irrigation system already in place at the proposed dam site. That system uses the rock weir to divert water into canals tapped by the farmers for their fields. The Congressionally-authorized irrigation system was built in 1909. James Brower, the manager for the irrigation project, said federal wildlife officials already have said the rock weir can be maintained, meaning there’s no immediate worry that farmers who rely on it will run out of water. But Brower said a protracted court fight over the dam would end up hurting pallid sturgeon. “People need to realize court delays are defiantly going to hurt the fish. We’re just talking about theoretical problems beyond that,” he said. (This story also can be found on Construction Equipment Guide’s website at www.constructionequipmentguide.com.)

Feds Approves $57M Montana Dam Bypass, Waiting on Judge’s Signature BILLINGS (AP) Federal officials have approved a $57 million dam and fish bypass on Montana’s Yellowstone River but construction can’t proceed until a judge signs off. The decision by the U.S. Army Corps of Engineers and Bureau of Reclamation came over concerns from some scientists that the project wouldn’t help endangered pallid sturgeon as intended. The bypass is meant to let the dinosaur-like fish get around the dam to reach their upstream spawning grounds. Construction was supposed to start in 2015, but U.S. District Judge Brian Morris blocked the project after wildlife

advocates sued. Bureau of Reclamation spokesman Tyler Johnson said government attorneys will report back to the court within 15 days. The dam would replace an existing rock weir, providing irrigation water for more than 50,000 acres of cropland in Montana and North Dakota. Phase 1 includes completing drainage structures, adding new lanes and detouring traffic. BRIDGE from page 1

Major Subcontractors are Oklahoma-Based Major subcontractors for the project include Direct Traffic Control of Oklahoma City for traffic control; Gonzales Welding & Construction of Medford, Okla., for earthwork; Munoz Construction of Oklahoma City for bridges; J & S Exchange of Allen, Okla., for soil stabilization; Verdigris Sod of Claremore, Okla., for erosion control and Cummins Construction of Enid, Okla., for asphalt. The project has 15 to 20 workers on the job each day. Heavy equipment at the construction site includes cranes, backhoes, off-road dump trucks, bulldozers, motorgraders, semi-haul trucks, front-end loaders and an asphalt paver. During the course of the project, crews will apply 8,000 cu. yds. (6,116 cu m) of concrete and 133,000 tons (102,512 t) of asphalt. Workers will remove 245,766 cu. yds. (187,901.5 cu m) of unclassified excavation, which includes topsoil, earth, rock and muck. They will remove 182,000 cu. yds. (139,149 cu m) of unclassified borrow, which is material obtained beyond a slope line or off site. It is used for embankments or fills. Traffic Volume Has Risen on Well-Used Highway U.S. 183 is a principal arterial highway in northwest Oklahoma. The route, known as the Northwest Passage, connects northwest Oklahoma with Oklahoma City. In the past five years its usage has increased by 850 vehicles in a measure

referred to as annual average daily traffic. It is the total volume of vehicle traffic of a highway or road for a year divided by 365 days. The 2015 AADT was 4,284. It is anticipated that traffic on the highway will increase by 50 percent in the next 20 years. Upgrade of U.S. 183 is the third major highway construction project in the area in recent years. “We just finished construction of two major projects on U.S. 412,” said Jerry Embree, assistant manager at the Buffalo, Okla., residency in division 6 of the Oklahoma Department of Transportation. “The size of the project is relative to the cost that is increasing from year to year. These types of projects depend on our yearly budget and eight-year program.” The U.S. 183 project is one of five

projects in the area that cost more than $10 million each. The area of the project is known for its rolling terrain with pastures, farming and ranch cattle. Main industries include mining, quarrying, oil and gas extraction, construction and retail trade. Safety Is Primary Factor in Upgrading U.S. 183 “The main advantage is a safer corridor for the traveling public,” Embree said. He added that the construction will decrease the amount of funds needed to maintain the roadway. “Plus providing a safer, more adequate highway system,” Embree said. Caterpillar Adds Oscillatory Vibration System to CB10 Caterpillar Inc. announced the addition of oscillatory vibration to its expanding lineup of asphalt compactors. The CB10 is an 11 ton (10 t) ton asphalt compactor that can be equipped with a combination of oscillatory and vibratory drums. The CB10 with oscillation technology builds upon the durability and performance offered by existing Cat asphalt compactors and delivers the solutions that helps contractors become more versatile, productive and profitable, according to the manufacturer. Caterpillar Oscillation Design The design combines Caterpillar’s high-performance vertical vibration on the front drum with new oscillation technology on the rear drum. The front drum with vertical vibration is available in two amplitude, five amplitude, or Versa-Vibe systems that provides initial compaction, while the rear drum with oscillation continues the performance for optimal smoothness and density. The oscillatory system utilizes the pod-style eccentric weight technology developed by Caterpillar and has a 2 year/2,000 hour service interval that helps contractors maximize uptime and limit routine maintenance costs. A durable power-transmission employs a belt-drive system that delivers 2times the load capacity of timing belt systems for more reliable operation. In addition, the hardened drum shell offers long-term strength on a variety of mix designs and delivers outstanding mat texture, density and smoothness, according to the manufacturer.

The CB10 is an 11 ton (10 t) ton asphalt compactor that can be equipped with a combination of oscillatory and vibratory drums.

Application Versatility is essential for contractors to make the most of their equipment. The Cat CB10 with vibration and oscillation offers a wide range of applications from large expressway projects to smaller, yet critical, urban-type work. The front drum utilizes vertical vibration that delivers the ampli-

tudes and frequency options for thicker lifts and tough mix designs, while the oscillation system on the rear drum performs effectively on thin lifts and near sensitive structures such as buildings, bridge decks, and over underground utilities like fiber-optics, electric, water, and gas lines.

CB10 Features The CB10 continues to build upon the many great features offered by its CB54B predecessor. Exceptional visibility and control, as well as the smooth operating powertrain continue to perform as expected, while refinements to the water spray system, service access, and lighting package provide a

boost to operators and service personnel. Furthermore, the infra-red mat temperature sensors have been integrated into the front and rear bumpers for greater protection and performance. Offering a 47.2-in. (120 cm) cutting width and 13-in. (33 cm) maximum cutting depth, the Bomag BM1200/35 cold milling machine features a rear rotor design with a cutter system that optimizes milling performance. Constructed with the BMS 15 interchangeable holder system, the Bomag cutter design incorporates a single bolt for holder retention and requires a low tightening torque of 75 ft./lb. Low front face position increases milling efficiency and overall milling power. Specially tempered steel material offers significantly longer service life compared to conventional cutting systems to maximize BM1200/35 uptime, according to the manufacturer. Drawing from operator feedback, this cold milling machine’s design includes logical operating layout, intuitive controls and low noise levels. Its vibration isolated operator’s platform features a comfortable swivel seat design, allowing all work to be completed while seated. The ergonomically designed dashboard includes intuitive switches, levers and clear readout displays. The Bomag BM1200/35 offers three

milling drum speeds — 85, 95 and 107 rpm — to match cutting speed to jobsite conditions. Material is efficiently channeled from the cutter housing and into haul trucks via 25.6 in. (65 cm) wide inside and 23.6 in. (60 cm) wide outside conveyors at capacities reaching 6,357 cu. ft./hr. (180 cu m/hr). The outside conveyor swivels 45 degrees to the left and right to efficiently load trucks directly in front or from either side of the mill. Maximum discharge height for the BM1200/35’s conveyor is 224.4 in. (570 cm). Powered by a Tier IV Final 349 hp (260 kW) MTU diesel engine, the BM1200/35 offers ample power to efficiently mill asphalt at speeds reaching 105 fpm (32 m). An efficient pressurize water injection system offers a variable flow rate of 0 to 1.6 gpm (0 to 6 Lpm) to the cutter housing to cool cutting teeth and increase service life. Commander IIIx Pushes Turning Radius System to the Max The Commander IIIx features extreme turning capabilities with rotary-sensored slew drives on each of the three tracks.

The three-track Commander III Xtreme is unlike any other Commander ever built by GOMACO, and now has the ability to slipform a 24 in. (61 cm) radius. The new extreme package for multi-application pavers includes rotary-sensored slew drives for steering, sensored leg positioning, independent travel circuits to each track, radius software, GOMACO’s three-sensor radius system and repeatable mold offset. The Commander IIIx features extreme turning capabilities with rotary-sensored slew drives on each of the three tracks. GOMACO’s software engineers have created the new extreme radius software bundle for the G+ control system that allows the operator to program the size of the radius into the controller. As the Commander IIIx approaches the radius, with the values already dialed in, the operator activates the radius program, and the curb and gutter machine slipforms around the radius. It’s now easy for any operator to pour a radius, according to the manufacturer. G+ manages all aspects of traveling around the radius, including track angles and variable track speeds. When paving with stringline, the Commander IIIx uses the GOMACO three sensor steer system for the tight radius. The

proper speed of each of the tracks is maintained by G+ with independent hydraulic circuits to each track, so each one is traveling at the necessary, varied speed to maintain the smooth radius. The Commander IIIx’s three tracks, equipped with rotary-sensored slew drives, also make slipforming curb and gutter in tight clearance conditions easier. Their extreme turn capability, combined with the Commander IIIx’s all-track steering and all-track positioning, make it the ultimate intelligent paver. The intelligent all-track positioning on the Commander IIIx includes a smart hydraulic cylinder on all three legs. Now, because of the smart cylinders, G+ knows the position of all three tracks. Intelligent offset is accomplished with a smart hydraulic cylinder for telescoping the mold mounting system. This provides G+ the ability for repeatable mold offset. And the trimmerhead and mold have independent vertical adjustments for raising and lowering. G+ quiet technology makes this one of the quietest pavers on the market today. It has been built to accommodate Tier IV engines and their cooling packages. The Commander IIIx pivoting operator’s console allows the operator to have hands-on control and clear view no matter what application

is being slipformed or what the direction of travel. It has an optimized cooling package with the hydraulic fan controlled by G+ to adapt cooling needs to jobsite conditions for both a quiet and efficient operation. It has improved fuel efficiency with a power-optimized engine and load-sensed hydraulic circuits. Excellent fuel efficiency combined with an increased fuel capacity allows an uninterrupted day of paving on the project. The three-track Commander IIIx is available with an optional on-board camera to monitor designated areas of the slipforming process. The camera can be positioned anywhere around the paver and feeds live to the G+ display on the operator’s console. The Commander IIIx’s G+ control system easily interfaces with stringline or a 3D guidance system for curb and gutter, tight radius applications. It also is available with GOMACO remote diagnostics (GRD) for machine troubleshooting, diagnostic reviews, software updates, and more. For more information, visit www.gomaco.com.

Bunch Brothers Auctioneers Inc. Bunch Brothers Auctioneers Inc. was formed in 2001 by Steven Bunch to provide one-owner liquidations for contractors via the straight commission philosophy — meaning “Our goal is to get the seller the highest possible selling price for their equipment.” Steven Bunch has been in the auction business since 1983 and is now joined by his son Steven “Joe” Bunch, who is also a licensed auctioneer. According to the company, “The main difference between Bunch Brothers’ family-owned auction company and the public-owned auction companies is ... you are not just another statistic to us. Our reputation is based on your sales being the best that they can possibly be. Bunch Brothers will also spend the time with you to help prepare for the auction and create a respectful yet friendly relationship that will continue long after the auction.” Bunch Brothers Auctioneers has grown to become the largest auction companies in the Commonwealth of Kentucky, conducting one-owner auctions, including construction, mining, industrial, farm, real estate and the 15th annual spring and fall Louisville auctions. For more information call 270/748-8080, or visit www.bunchbrothers.com. Cincinnati Industrial Auctioneers In 1961, James A. Luggen “Big Jim” (1914 - 2001) founded Cincinnati Industrial Auctioneers with his wife, Stella. Prior to that, Big Jim proudly served his country during World War II and returned to civilian life in 1946. He began his business career buying and selling excess war goods with his company, Wright Surplus Sales. As his expertise in the field of industrial machinery and equipment grew, he accepted a position as an auctioneer for Joseph P. Day Company of New York City in 1956. In 1960, he and Stella made the decision to go into business for themselves. In the mid 1970s, Jerome A. Luggen and Jeffrey L. Luggen joined Cincinnati Industrial Auctioneers, both

after graduating from the University of Cincinnati. Having been around the business their whole lives, they hit the ground running, actively conducting auctions, buying and selling all types of equipment. In the early 1980s, James A. Luggen decided to officially retire from the business, handing the reins over to Jerome and Jeffrey. They immediately took control and began actively seeking new business opportunities, expanding the company in both size and scope. In the 1980s and 1990s, the company flourished under Jerome and Jeff’s management, going from five employees in a home office, servicing mostly local clients to a full-time staff of 30 servicing clients nationwide. In the 2000s, Jeff’s sons, Jeffrey M., Jr. (2000) and Joseph (2005) joined the staff, starting on the road set-up crew, prepping the sites for auction. Spending weeks away from home, learning the business from ground up has helped teach them the sacrifice, hard work and dedication that it takes to run a successful small business. In the 2010s, Jerome and Jeff are actively managing the company; Jeffrey M. has grown to a management position and is involved all aspects of the business and Joseph M. has become secondary auctioneer and an accredited AMEA appraiser. Jerome’s son, Ryan Luggen, officially joined the company in 2013 after graduating from Ohio University. Today, the company is running like a “well-oiled machine” with the two fathers’ 30-plus years of experience and their three sons’ youth and ambition, they look to provide top nationwide auction and appraisal services for another 50-plus years. WSM Auctioneers When John Cadzow Sr. arrived in Phoenix, Ariz., in 1971, he likely could not have envisioned the busy auction site that now occupies 10 acres in the southeast corner of the city. A farmer and steel worker from western Pennsylvania, he had always dabbled in selling equipment, but the growth of what is now WSM Auctioneers would have been hard to predict. After starting his own auction company in the 1970s, Cadzow Sr. went on to buy WSM Auctioneers in 1984. With his son, John Jr., running the company since 1998, WSM has grown to be the auction company of choice for many major utility companies in Arizona. Today, nearly 75 percent of a WSM Auction consists of utility related equipment. A huge majority of Cadzow’s consignments come from his seven long-time customers: Arizona Public Service (APS) — the largest electric utility in Arizona; The Salt River Project — the largest water provider in central Arizona; Southwest Gas; Century Link; Maricopa County; the city of Tempe; and Fleet Remarketing Group.
