Boosting Renewable Energy ‘Top Priority’ in Western U.S. BILLINGS, Mont. (AP) U.S. officials announced approval of two large-scale solar projects in California and moved to open up public lands in other Western states to potential solar power development, as part of President Biden administration’s effort to counter climate change by shifting from fossil fuels. The Interior Department approved the Arica and Victory Pass solar projects on federal land in Riverside County, east of Los Angeles. Combined they would generate up to 465 megawatts of electricity, or enough to power about 132,000 homes, according to San Francisco-based developer Clearway Energy. The Interior Department also issued a call to nominate land for development within “solar energy zones” in Colorado, Nevada and New Mexico that combined cover approximately 140 sq. mi. The Bureau of Land Management oversees nearly a quarter-billion acres of land, primarily in Western states. Agency Director Tracy Stone-Manning said boosting renewable energy is now one of its top priorities. Forty large-scale solar proposals in the West are under consideration, she said. Colorado’s Air Force Chapel to Undergo $150M Restoration COLORADO SPRINGS, Colo. (AP) The Air Force Academy chapel is one of the most distinctive pieces of architecture in Colorado. But few people have caught a glimpse of it for more than a year. That's because the entire building is undergoing an exhaustive restoration inside a 14-story “cocoon.” And it's not likely to emerge any time soon. The more than $150 million renovation of the Cadet Chapel at the U.S. Air Force Academy in Colorado Springs is going to take months — or perhaps more than a year longer than originally expected — as contractors are contending with more asbestos than they expected, as well as other unforeseen challenges. “We knew that there was significant

asbestos in this building,” said Duane Boyle, campus architect of the academy. “We just couldn't get in all the places where asbestos would be to test.” The project began two years ago and has required the construction of a vast white temporary enclosure around the 150-ft.-tall iconic aluminum building. This “cocoon,” as Boyle calls it, enables crews to painstakingly correct the legacy of one frugal design choice from the building's initial construction in the 1950s and early 1960s. The chapel’s architect, Walter Netsch Jr., originally conceived of an elaborate gutter system to drain off rainwater falling onto the chapel. But Boyle said that idea was abandoned in favor of caulking all the seals on the building’s network of interlocking exterior aluminum panels to cut costs.

“We had 32 miles of caulking on this building, which is kind of ridiculous when you start thinking about that,” Boyle said. The caulking did not stand up to the elements of the Pikes Peak region and the chapel has suffered leaks from the time it opened. Extensive water damage over the past six decades led to the restoration, which involves removing every aluminum panel and more than 20-thousand brick-sized stained glass blocks. What is under the temporary building now is just a massive steel skeleton covered in rust-colored primer. Inside, the building is nearly unrecognizable. Fourteen levels of scaffolding fill the main Protestant Chapel. Many of the items that used to be inside, from the pews to the facility’s two massive church organs, also are being fully restored

either due to water damage or disrepair. Boyle said dealing with the additional asbestos contamination found in the chapel will push the project past its original 2023 completion date, though he is not prepared to estimate how much longer it might take. But the plan remains the same: eventually every pew, organ pipe, aluminum panel and stained glass brick will be refinished or meticulously recreated and put back exactly where it was before, with one important addition. Crews are finally installing Netsch’s original drainage system to replace the ineffective miles of caulking. Gazing at all the work around him, Boyle recently offered an assessment of the undertaking he is in charge of. “I think it would compete as one of the most complicated and intensive historic preservation projects of all time,” he said. 

Contractors Overcome Many Surprises On Bakersfield Job BELLE from page 1

potential to inundate our ability to deliver a quality project safely and efficiently,” said Bobby Pentorali, civil engineering manager of NV5, construction manager of the city of Bakersfield. “Our honest working relationships allowed us to manage what seemed at times like an overwhelming endeavor. Granite’s team consistently demonstrated an honest and positive culture from the beginning to close-out. The project was a huge success, and we are all proud of what we delivered for our client and the community.” During the course of the project workers removed the reinforced concrete and steel of the original Belle Terrace Bridge in just two nights. The equipment used impacts equivalent to 70,000 1-lb. hammers for the demolition. The demolition and removal of the existing bridge was carried out over SR 99. The freeway had to be closed and active traffic detoured for five-hour windows on two consecutive nights. One of the many “surprises” of the project occurred when workers found asbestos conduits in the existing bridge, originally constructed in 1963. The construction team had to surgically remove concrete segments and conduits containing asbestos by cutting through the deck. The construction team leaned heavily upon Caterpillar equipment during the demolition and excavation phases of the project. The team deployed the Cat 320, 336 and 349 excavators, CatD6N with Trimble earthworks and a Cat 140M3 motor grader. The team also used a Link-Belt RTC8080 crane as well as other equipment during the bridge and retaining wall construction sequences. SR 99 was built on an ancient riverbed and routed in a lowered trench through central Bakersfield. The project called for the freeway to be widened approximately 100 ft. and a retaining wall constructed. The soil nail wall, the retaining wall structure, was 3,400 linear ft. in length, and was more than 30 ft. tall. It utilized six, 5-ft. tall vertical lifts of sequenced construction to build from the top down. The soil nail and retaining walls hold dirt, rock and soil in place, preventing them from collapsing onto the freeway. The construction method for the soil nail wall consisted of drilling holes angled downward from horizontal, into a 5-ft. vertically excavated soil face into the soil, then inserting steel rods and grout, tensioning with a large nut and washer into the holes. This essentially formed a “nail” to support the wall. This cost-effective method quickly fell apart like the sandy soil that need to be secured. The loose, sandy soil would not stand vertically long enough for a five- foot layer to be completed. Granite Construction conferred with the owner’s engineer and construction team to determine a fix.

The improvements on SR 58 and SR 99 included the replacement of two bridges.

Workers used approximately 11,000 tons of Type A hot-mix asphalt for road repairs. The team used 4,300 cu. yds. of continuously reinforced concrete pavement for widening SR 99 and nearly 10,000 cu. yds. of structural concrete for the bridges and retaining walls.

The solution began with the workers excavating a 2-ft.-wide trench, more than 30 ft. deep, then placing slurry that when cured would hold back the earthen materials vertically as lifts were constructed. Some 6,000 nails were inserted into the supported soil as the wall was constructed. Each nail was drilled 20-to-30 ft. deep. The nails, when tensioned, restrain the vertical pressure of the soil. This creative fix required nine months to complete the 3,400-ft. wall and was necessary before new freeway construction could begin. “When problems like this surfaced, the team held to a mindset of trying to find the best solutions,” said Bassett. “When we saw problems, we tried to bring them up early and work as a team to get them fixed.” With the soil nail wall complete, the construction team could make provisions for widening SR 99. Unfortunately, other obstacles also hindered construction. A frontage road along the state route presented new problems. “As we started excavation, we discovered oil lines, water lines and other lines that went nowhere,” said Bassett. “There were also storm drain lines that ran to a nearby detention basin. The storm drain lines had to be taken out for the construction and a pumping system and a temporary basin was constructed for the city until construction was completed.” During excavation, the team also discovered other surprises including such things as 30-ft.-long chunks of concrete that were 4-ft. thick. Throughout the project, Granite emphasized steps that were good for the environment. This surprise was no exception. Workers simply fed the concrete chunks to a crusher located onsite that crushed concrete from the demolished bridges and used as aggregate base for the new asphalt and concrete roadways for both SR 58 and 99. More Surprises With most of the big problems out of the way, the workers could focus their energies on the two bridges that were the heart of the project. The connector bridge for the two freeways had to be built in a new location. The three-span bridge required a new height to accommodate modern traffic conditions and a new location to accommodate the interchange. The overhead clearance reached 18 to 19 ft. Granite’s team recognized that this part of the project had fewer overlapping issues and decided to start this portion of the project earlier than required, shaving months off the schedule. Planned relocation of utilities often conflicted with con-

struction. This can be a serious problem when the utility lines are located where bridge abutments are needed. Relocation of storm drains was another challenge. One of the solutions was that the construction team built the bridge abutment but initially left out the wing walls. This enabled the utility lines to be temporarily rerouted with the wing walls installed later when the final lines were laid. Also, AT&T relocated some of its fiber optics overhead to prevent interference with construction. With many of the problem issues out of the way, Granite workers could address paving, the bread and butter of many Granite projects. Prior to the interchange work, SR 58 ended at SR 99, forcing motorists to travel on surface streets to reach I-5, a major connection for north-south traffic for the West Coast. The completed roadwork will enable commuters and truckers a smoother, quicker traffic flow on the new Centennial Corridor and Westside Parkway. These are vital transportation corridors. Workers used some 11,000 tons of Type A hot-mix asphalt for road repairs. The team used 4,300 cu. yds. of continuously reinforced concrete pavement for widening SR 99 and nearly 10,000 cu. yds. of structural concrete for the bridges and retaining walls. Workers used another 760 cu. yds. of concrete for building sidewalks, curbs and gutters. Teams incorporated Six Sigma Continuous Improvement as they assembled a final element of the project — a cast-inplace concrete retaining wall with an architectural finish resembling decorative rock formation. “Each architectural form set was 100 feet long with 19 different sections needing to be installed to complete the face,” said Bassett. “This involved a lot of repetitive motions and we tried to think if there was a better way to do it,” said Bassett. One simple solution was to convert equipment like drills, skill saws, nail guns and caulking guns to battery power. This meant fewer power lines and less chance of workers getting tangled up with each other. Also, the lighter equipment meant workers could install more elements faster. It greatly improved our productivity.” As the job concluded, a new normal emerged in this central California city. “It was gratifying to see the project completed and see the bridge open again,” said Bassett. “The bridges carry lots of local traffic, pedestrians, school children and local business activity. We were able to listen openly about problems and worked with the city to find solutions.” Darryl Ebel, Granite’s area manager, was pleased by the safety record on this complicated project. “We emphasized safety among our team and the different partners. It required two and a half years to complete the job, some 115,000 manhours. We were able to accomplish this with no lost-time injuries or environmental citations.”  CEG

Rubble Master Ramps Up Its North American Strategy After nearly 20 years in the North American market, an Austrian manufacturer of material processing equipment appears poised to step it up a notch. With a new managing director for the Americas and a recently opened retail location in Texas, Rubble Master expects to make waves in the North American crushing and screening space. Jackson McAdam, a former CAT Power Systems executive, was recently hired to head up the company’s sales and operations in the United States and Canada. Strategic Planning After a lengthy COVID-19-related delay in Europe, McAdam arrived in the United States in April. Previously he held positions with Caterpillar and Caterpillar dealers in both New Zealand and Ireland. He also served seven years as Power Systems direcJackson McAdam said, “the RM 70GO! and RM 90GO! are 53,000-lb. and 64,000-lb. machines. They are perfect for the contract crushing market.”

tor of the Cat dealer in the Russian Far East. McAdam said Rubble Master’s current strategy in the United States began taking shape in 2019 when the company purchased Maximus Crushing and Screening. The Maximus’ line (now ) includes a larger class of both crushing and screening machines with the resulting combination allowing Rubble Master, a company previously focused on compact machines, to offer a full line of equipment for the first time. “Once we became a full-line supplier, we needed to look at our distribution,” McAdam said. He added that their analysis showed that Rubble Master had developed a fairly strong distribution network on the East Coast of the United States, had made some progress on the West Coast, but had little or no business in mid-America. “Further analysis showed that Texas was

by far the most active market in the U.S. for both crushing and screening,” he said. “From that, we arrived at Texas being the center of our operations for North America.” The new retail facility, located in Ennis — just outside Dallas — will serve customers in Texas on a direct basis. In addition to this, the company will continue to expand its dealer base throughout the rest of the United States and Canada. Whole New Ballgame “Previously we had a very grassroots approach in terms of distribution. Now, as we have evolved into a strong full-line supplier, we are seeing interest grow from major dealers around the country.” Some of those new “major dealers” that have taken on the Rubble Master line include Century Equipment, a Case dealer in the Rocky Mountain region based in Salt Lake City, and James River Equipment, a John Deere dealer with branches in Virginia and West Virginia. McAdam said he expects the network expansion to be at the rate of about two to three dealers per year. “Word is getting out,” he said. “We are now offering the tools that other major suppliers offer, like floor planning and other dealer incentives.” In addition to an overhaul of the distribution network, the company is focusing on the supply side as part of what the company calls its “localization project.” This means that in addition to the current system where parts are available on an overnight basis from the

company’s parts hub in Memphis, by mid 2022, key parts will be manufactured in the United States. Putting Waste to Work Part of Rubble Master’s mission is education. McAdam said there are many contractors not currently recycling materials and missing the opportunity to make money in doing so. “There is so much recyclable product out there waiting to be processed,” he said. “In many cases, it is a matter of education. We’ve seen that some contractors have enough material in their yard to justify the cost of a machine. Not only can they then process their own product but they can go on to make more money processing materials for others.”  CEG

Sandvik Mobile Crushing, Screening Celebrates Milestone Purpose designed to help customers get the very best out of their investment, Sandvik Mobile Crushing and Screening is now offering its premium data subscription on new equipment and retrofit packages complimentary for seven years. This marks the celebration of the 1,000th mobile unit to leave the factory with My Fleet connected. Digitalization has never been more important than it is in today’s climate and it has positively changed the way of working for many people over recent months. Sandvik Mobile crushing and screening have invested heavily into its online distributor portal and My Fleet telematics systems

Marty Waldorf (L), sales representative, and Dan Soley, executive VP sales and marketing, at MillerBradford & Risberg Inc.

over the past two years. Every new machine within the Qand U-440i range of mobile crushers and screens is equipped with a My Fleet telematics device and fully connected the moment it leaves the factory. “It’s an exciting time to hit this major milestone of 1,000 units now connected to My Fleet,” said Jesper Persson, vice president life cycle services. “We are proud of the progress we have made in digitalization and automation, and how the technology supports our customers. This investment will enable them to learn more about their operation and how best to improve it by tracking their fleet and the health of it. Alerts and notifications will proactively help to resolve issues before they become critical, while also enabling remote support wherever possible, saving on time, cost and thereby generating the desired uptime in a sustainable way.” U.S. Distributor Miller-Bradford Take Delivery The unit delivered is a Sandvik QI442 impact crusher and the customer to take ownership in February is the U.S. Distributor in Wisconsin, Miller-Bradford & Risberg Inc. Dan Soley, executive VP sales and marketing said, “We are delighted to hear the news that our QI442 is the 1,000th unit. My Fleet is a really beneficial tool as it gives great insight into machine utilization and location. The ability to offer remote support means we don’t always need to visit the customer to assist them in their operations.” Customers will be able to benefit from enhanced levels of technical support. Whether through Sandvik, or from trained distributor network, technical support specialists will be able

to view the same operational data and view notifications of any alerts or machine faults via the system, and thereby be able to offer remote support without necessarily needing to be on site. This immediate assistance increases uptime, while at the same time providing a safer working operation as the operator doesn’t need to physically climb on the machine, as well as supporting the drive to a more sustainable business, according to Sandvik. Customer benefits include: • Remote access to your fleet 24/7 via a mobile device or PC • Optimize performance through monitoring of operational data • Maximize uptime through planned service and preventative maintenance • Quick and efficient support through remote visibility of machine • Safe and sustainable operation with reduced need to dispatch an engineer to site • Peace of mind through enhanced security with geofencing All Sandvik machines that are already fitted with My Fleet and working out in the field will automatically be granted the extended seven-year data subscription. This includes customers who have purchased the My Fleet retrofit kit. The retrofit kit can be fitted to all Sandvik 1 Series models onwards. Husqvarna Construction Plans Its Blastrac, Diamatic Surface Integration Husqvarna Construction announced its plans to further consolidate brands in the surface preparation segment. Over the coming years, the recently acquired Blastrac and Diamatic products, services and solutions will be rebranded as Husqvarna and integrated into the global Husqvarna offering. In January 2021, Husqvarna completed the acquisition of Blastrac, a provider of surface preparation equipment and solutions for the global construction and remediation industry. “We have now built one strong team with the commitment to deliver the best possible experience to our broad range of customers. With our combined expertise and our wider offering we are ready to serve our customers and shape the surface preparation industry for tomorrow,” said Stijn Verherstraeten, vice president concrete surfaces & floors, at Husqvarna Construction. The additional offering will considerably enhance the existing Husqvarna surface preparation portfolio by bringing advanced shot-blasting, scraping and scarifying solutions to Husqvarna customers and partners. Blastrac customers and partners will get access to new adjacent products such as compactors, concrete placement equipment, sawing & drilling equipment and demolition robots as well as a wide (digital) service offering. “We really look forward to giving our customers access to

IEDAAwards Scholarships to Three Diesel Tech Students The Independent Equipment Dealers Association’s (IEDA) 2021 President James Rinehart and IEDA Executive Director David Gordon presented $5,000 scholarships to three students Dec. 15, at Western Technical College in Lacrosse, Wis., during a short ceremony at the school's heavy diesel program shop. On the eve of its 20-year anniversary celebration in 2022, IEDA created a scholarship program this year for students enrolled in a heavy equipment diesel program who are pursuing careers as construction equipment technicians. Fifteen applications were received. Two $5,000 scholarships funded by the association were presented to David Roberts and Natasha Normand; an additional $5,000 was recently donated by Rick Newman, owner of Newman Tractor, to create a third scholarship, which was awarded to Jacob Evers. “We are keenly aware of the challenges our industry faces in

attracting new talent, which is why IEDA is resolved to show our support in a tangible way to those who want to enter our workforce,” said

Rinehart, who is general manager of Performance Equipment in Erie, Colo. “An IEDA scholarship program has been the hope and goal of

the IEDA board, and we couldn’t be prouder to encourage these hard-working, top students with financial assistance that will make

a difference as they complete their technical education.” Criteria for scholarship selection was based on academic merit, personal character and demonstrated financial need. Roberts currently holds a 3.97 average in the Diesel and Heavy Equipment program at Western Tech. He said he is thrilled to be the first person in his family to graduate with a college degree and hopes to inspire others who choose a similar path. Military veteran Natasha Normand completed the two-year Automotive Technician program with a 4.0 GPA, graduating at the top of her class. She is now enrolled full-time in the diesel program, while working part-time and caring for her three-year-old daughter. Jacob Evers is a self-starter who is putting himself through school — he said he prides himself on a strong work ethic and determination, which IEDA’s scholarship committee believes will be invaluable assets in his career path. 

Caterpillar Introduces New Performance Series Hammers Built for high production on large excavators, the new Cat H190 S and H215 S Performance Series hammers deliver consistent breaking power. Their efficient operation cycle results in less waste from internal heat for more power delivered to the tool, according to the manufacturer. With piston and tool matched in diameter and mass, these new hammers offer increased power transmission frequency. Operators can switch power mode from high frequency/low power to low frequency/high power, giving the ability to fine tune power to the material being broken. While powerful, the new H190 S and H215 S hammers lead in operator comfort and machine protection with their proprietary buffering material that dampens vibration feedback to the carrier. Automatic shut-off that prevents blank firing and hammer damage can be temporarily turned off for horizontal and overhead operation in tunneling and mining applications. The flexible hammers can be configured for joystick or

pedal control to suit the operator’s preference when working in quarry, demolition and general construction applications. Cat Excavator Pairing Advantages Tuned to deliver the highest possible work rates with Cat next gen excavators, the new H190 S hammer is sized for operation on Cat 349 through 374 models, while the larger H215 S is designed for the 374 and 395. Auto Stop instantly terminates hammering when the tool breaks through material, preventing damage to both the carrier and hammer. Next gen excavators automatically recognize the H190 S and H215 S hammers and prompt operators to select the correct tool program. Protecting the cab and keeping the attachment in predefined operating areas at the job site, the new hammer dimensions are included in Cat E-Fence technology. Through the Cat excavators Product Link technology, users can quickly locate the hammer attachment using the Cat App. Hammer pressure and flow rates are viewed on the

in-cab monitor and can be configured manually or automatically using the touchscreen display.

The flexible hammers can be configured for joystick or pedal control to suit the operator’s preference when working in quarry, demolition and general construction applications.

Minimized Maintenance All daily checks and routine service can be performed without removing the new H190 S and H215 S hammers from the carrier, saving time. Steady internal gas pressure throughout the duration of the annual service interval eliminates the need for frequent charge inspection. The lower bushing’s rotatable design optimizes service life to minimize parts costs, while the bushing can be quickly serviced in the field using hand tools. A standard on-board autolube system provides continual greasing during hammer operation to improve attachment longevity. For operating in extreme environments, an optional wear package protects the hammer housing from damage. For more information, visit www.cat.com. 

Western Star Adds to Purpose-Built Lineup With New 47X Western Star introduced the newest addition to its purpose-built vocational lineup, the all-new Western Star 47X. The truck complements the Western Star 49X to establish the Western Star X-Series and extend the platform’s reach into entirely new vocational applications. With a standard 111.6 in. BBC, the 47X is well-suited to regions or applications that require a shorter overall vehicle length, such as drywall trucks, and for those that need to meet federal or local bridge law requirements, such as mixers or super dumps, an optional 110.8 in. BBC. With the shorter hood and a wheel cut up to 50 degrees, the 47X further optimizes maneuverability for work on construction sites or operation in congested urban environments. “With the 47X and the 49X, we can offer our vocational customers different options that will give them the right tool for their specific job needs,” said David Carson, senior vice president, sales and marketing, Daimler Trucks North America (DTNA). “The vocational segment is a broad segment, covering many different applications, and our Western Star X-Series reflects that reality. Whether their work be heavy-haul, logging and timber operations or construction, we have the right Star for our customers. Lighter Heavyweight Western Star has a long legacy of manufacturing durable, hard-working trucks. With the X-Series, DTNA engineers have evolved that legacy to consider the needs of today’s customers and have completely reimagined the modern vocational truck. “A key priority was to consider how to reduce mass without compromising strength,” said Tracy Mack-Askew, chief engineer of chassis, propulsion and vocational engineering, DTNA. “From the cab to the frame rails, to powertrain and battery configurations, we examined all features to deliver weight savings to our customers for greater productivity and profitability.” The 47X is approximately 200 lbs. lighter than the 49X in like-for-like spec and is best for weight-sensitive applications like mixers and bulk haul. All X-Series trucks have tougher, yet lighter, single-channel frame rail options versus legacy products. The platform offers frame rails with best-inclass RBM (resisting bending moment) of up to 3.8 million inch-lbs. to last longer and return greater payload. A new 9.5mm single channel rail option is available and features comparable strength as today’s 11-mm rail. Standard highstrength aluminum forward, rear and end-of-frame crossmembers further reduce mass, as does a new two-battery option. Cab Fit for Kings The X-Series steel-reinforced aluminum cab further reduces mass by up to 8 percent while offering greater driver comfort with 13 percent more space than competitors. An optional two-person bench seat is available for applications

demanding a large on-site crew, and a new space-optimized, in-cab battery box affords additional legroom to the operator. An optional roof-mounted condenser offers maximum airflow through the radiator for stationary applications like construction and mining while keeping operators comfortable. for an additional 12 switches or 10 gauges. The truck’s interior also includes upscale appointments such as metal accents, while all-metal exterior brightwork is distinctive as well as durable. The 47X’s unique hood offers forward visibility of 24.8 ft. — an 11-in. improvement over the 49X — while its composite construction and ISO Tech suspension system resists bending and cracking by absorbing and dissipating vibrations from road inputs. Real Power Play The 47X comes standard with the Detroit DD13 Gen 5 engine, which features higher compression ratios and a new swirl piston design to further improve combustion and efficiency. ThermoCoasting in the DD13 Gen 5 prevents aftertreatment cool-down during a driving regen to keep the system at its optimum temperature and significantly reduce the need for parked regens. For weight-sensitive applications, the Cummins L9 and X12 engines are available for the 47X. Optional front-engine power take-off (FEPTO) is offered on both Cummins engine offerings and the Detroit DD13 for applications like snow-

plows. Similarly, rectangular fuel tanks and a raised aftertreatment system mounting are offered with Cummins engines for better clearance for belly plows, making them a clear choice for municipalities and customers maintaining critical roadways in the winter months. The 47X is also offered with the all-new DT12-V transmission, which is built on the proven DT12 and has more than 35 million miles of vocational-specific testing. The DT12 includes three work-ready mode applications: Rockfree mode, Off-road mode, and Paver mode for the challenges of specific vocational applications. Standard for any 47X equipped with the DD13 Gen 5, the Detroit Assurance suite of active safety systems brings active safety solutions to the vocational segment, including active brake assist, side guard assist, adaptive cruise control and more to keep operators, workers at the job site, pedestrians and other motorists safe. Ready to Work Faster Western Star partnered with leading truck equipment manufacturers (TEMs) to ensure the X-Series supports fast and efficient upfits. The 47X’s mid-chassis packaging has a number of clear back-of-cab configurations while unobstructed frame rails provide more efficient body integration. The QuickFit Interface System offers ready access to electrical architecture and was designed for easy TEM interface, programming and access to power. The CHEC Tool from DTNA enables TEMs and dealers to view and modify electrical configurations, giving them the power to customize inputs and outputs and change parameters within minutes. “With the power of QuickFit and CHEC, you can take things that were once considered to be complex, expensive or impossible to do and accomplish them more easily and efficiently,” said Carson. A Flex Panel located in the dash B-panel of the truck gives TEMs the ability to mount body controllers, making Western Star the only OEM that doesn’t require compromising space between the seats to do so. The Flex Panel can also accommodate additional gauges, switches, or a RAM Mount prep, depending on customer needs. The 49X remains an unmatched workhorse ideally suited to heavy haul and logging operations. Both models — depending on spec — are also ready to tackle oil field, towing & recovery, bulk haul, crane and dump applications. “With the addition of the 47X to the X-Series line-up, Western Star is offering fresh, modern trucks with purposeful technologies to enable all vocational customer’s success. The wide breadth of segment coverage means that there’s a Star for every need,” Carson said. The all-new 47X is available for order now and delivery to customers begins in early 2022. Kenworth C500 Now Available With Bendix ESP System Kenworth recently announced that the Bendix ESP Electronic Stability Program is now available as an option for the Kenworth C500. The Kenworth C500 is Kenworth’s largest workhorse truck with a GCWR up to 500,000 pounds. It can be used for a variety of tough off-road and heavy-haul applications. The Bendix stability system for the Kenworth C500 comes with the Bendix 6S/6M configuration, which has six sensors and six modulators, and includes Bendix Smart ATC Automatic Traction Control and Bendix ESP. The Bendix technology is designed to help stabilize the vehicle during loss of control situations on dry, wet, snow and ice-covered roadways. In addition to using sensors that monitor lateral acceleration, as found on some roll-only systems, the Bendix ESP full-stability system also uses sensors to monitor steering angle and vehicle direction. This allows for detection of a vehicle’s impending loss of stability and automatic intervention through de-throttling of the engine and selective application of tractor steer and drive axle brakes, along with trailer brakes, helping the driver to maintain control of the vehicle in a variety of situations. Bendix noted that its safety technologies complement safe driving practices and are not intended to enable or encourage aggressive driving. No commercial vehicle safety technology replaces a skilled, alert driver exercising safe driving techniques and proactive, comprehensive driver training. Responsibility for the safe operation of the vehicle remains with the driver at all times. For more information, visit www.kenworth.com. 

NTEA Urges Excise Tax Repeal On Heavy Trucks, Trailers NTEA commends U.S. Senators Todd Young (R-IN) and Ben Cardin (D-MD) for introducing S. 2435, the Modern, Clean, and Safe Trucks Act of 2021. This bipartisan bill would repeal the 12 percent federal excise tax (FET) on heavy trucks and trailers. NTEA calls on Congress to repeal the FET as a part of any upcoming infrastructure legislation. Eliminating the FET would provide Congress the opportunity to create longterm stability in the Highway Trust Fund by replacing the FET with a funding source not based on annual truck sales. “NTEA is a longstanding advocate of repealing the more than 100-year-old burdensome and complex tax, and is a founding member of the Modernize the Truck Fleet coalition,” said Steve Carey, NTEA’s president and CEO. “We believe repeal will help fleets to replace older and less fuel-efficient heavy-duty trucks with safer and more environmentally friendly new trucks.” Repealing the FET would allow purchasers to more readily integrate cleaner and safer vehicles into their

fleet and will help protect U.S. jobs. Additionally, repeal would clear the way to better alternative funding mechanisms for highway repair and maintenance. Senator Young stated, “Our bipartisan bill will open the floodgates to investment in safer and cleaner trucks and trailers that will benefit our economy and the environment.” The FET, originally created in 1917 to help pay for World War I, is the highest percentage excise tax levied by the federal government. Adding the tax on top of the costs associated with the latest emissions technology for heavy-duty trucks forces many small businesses to delay purchasing a new vehicle. 

Ritchie Bros. Reports Loader Backhoe Prices Up 15 Percent Ritchie Bros.’ December Market Trends Report continues to show positive pricing trends across all its equipment indexes, with truck tractor prices up 55 percent in the United States, while medium earthmoving equipment and vocational trucks are up 43 percent and 41 percent respectively (for the three months ending November 30, 2021). With this month’s report, Ritchie Bros. has included a special focus on loader backhoe sales in the United States and Canada. According to Ritchie Bros.’ Market Trends tool, median backhoe pricing is up approximately 15 percent in the United States. The free December report is available for download at: rbassetsolutions.com/market-trends-report. “Loader backhoe volumes have declined while demand has strengthened, resulting in strong pricing for the incredibly versatile machine,” said Doug Olive, senior vice president (pricing), Ritchie Bros. “In 2016 we sold close to 3,000 backhoes in the United States. Through 11 months in 2021 we’ve only sold 1,815, but the median price has increased 15 percent.” Doug Rusch, managing director of Rouse

Sales, added, “Retail values continue to climb, having increased more than 16 percent since the beginning of 2021, reflecting a strong pricing environment for sellers. Transaction volumes in the retail space are also healthy and auction values have increased 3.2 percent in November. All signs point to strong end-market demand for machines right now.” 

Junttan Unveils World’s First Electric Pile Driving Rig Junttan Oy is helping to ensure a sustainable future with the unveiling of the PMx2e, the world’s first fully batterypowered electric pile driving rig. The rig’s hydraulic system is controlled by a modern electric motor that generates power from a battery pack, which has replaced the counterweight. Junttan designed the PMx2e to mimic the use, efficiency and power of its diesel-powered PMx22 as closely as possible. The PMx2e offers the same robust structure and usability as the PMx22, but consumes less energy per pile, reduces noise, and delivers more power and instant torque, according to the company. Junttan’s PMx2e is equipped with two detachable 396 kWh battery packs to allow for 8 to 13 hours of continuous pile driving. An external quick charging unit allows the batteries to be fully charged overnight or during the day if needed. “This new electric pile driving rig demonstrates Junttan’s commitment to helping our customers build a more sustainable future around the world,” said Junttan Oy CEO Pasi Poranen. “After four years of research and develop-

Understanding the power of an alliance between manufacturer and end-user, Junttan and Aarsleff formed an alliance from day one known as “Junttan X Aarsleff.” Both had a shared vision of the future of driven piling. Junttan and Aarsleff saw an opportunity to write a new chapter in the playbook on sustainability. The companies combined their respective strengths and 119 years of combined expertise to improve sustainability without restrictions in performance or application. Junttan’s introduction of the world’s first electric pile driving rig will support Aarsleff’s mission to reduce the carbon dioxide emissions that originate from fossil fuels. “The biggest challenge to finding alternatives to diesel-powered machines is the lack of large, powerful electric construction equipment, but machine manufacturers are working hard to solve this,” said Lars Dithmer, head of sustainability at Per Aarsleff A/S. “The future is beginning to look brighter for more environmentally friendly construction sites.” For more information, visit www.junttan.com. 

ment, we are bringing a viable alternative to the diesel-powered deep foundation machine to the market. PMx2e will empower our clients by massively reducing their CO2 emissions and environmental footprint.”

The world’s first electric pile driving rig was commissioned in Sweden in late October 2021 by one of Europe’s premier contracting firms, Per Aarsleff, A/S and its Swedish subsidiary Aarsleff Ground Engineering AB.

Wind, Solar Construction Projects Thriving This Past Year

face of supply chain issues, materials costs and COVID-19 restrictions. According to MIT Technology Review, renewables will make up 95 percent of overall capacity growth in the power sector over the next five years. Demand for energy is growing in general, so fossil fuels cannot be counted out of the mix. “It still remains to be seen how quickly carbon-free sources will become the dominant source of electricity globally and begin rapidly supplanting coal, natural gas and other polluting sources,” according to MIT. The decline in electricity generation from coal has opened up opportunities for other power sources. BloombergNEF reports that solar, hydro and wind generation accounted for all the growth in power generation last year. This while coal, natural gas and nuclear output declined. Citing improved economics, increased national emissions reduction commitments and domestic policy, the IEA revised its renewables estimates for 2026 upward more than 40 percent higher than 2020 numbers. “China, Europe, the U.S. and India will account for nearly 80 percent of the added renewable capacity,” reported the IEA. To meet the global 2050 goal of a net-zero energy sector build, average annual renewables additions will need to double over the IEA’s five-year expectations. More aggressive climate policies and goals; cheaper carbon-free sources; and fast-happening technologies to balance out fluctuating renewables on the grid will all be necessary, said MIT. The industry must overcome several “policy uncertainties and implementation challenges,” noted the energy agency. Everything from permitting and financing to grid integration and social acceptance could create challenges. “Current increases in commodity prices have put upward pressure on investment costs, while the availability of raw materials and rising electricity prices in some markets pose additional challenges,” said the IEA, adding it expects those challenges will not be impossible to overcome. Feds Are Here to Help The Infrastructure Investment and Jobs Act (IIJA) includes major programs that bode well for construction contractors working in the energy sector, from support for electrification of the transportation system to building out the transmission grid and renewable power. “The IIJA creates major new investments programs,

The United States has experienced another banner year in wind and solar construction and the International Energy Agency forecasts a five-year boom in wind and solar, despite supply-chain issues, materials costs and COVID-19 restrictions.

touching nearly every aspect of the energy industry,” wrote Beveridge & Diamond environmental law firm. “Companies should pay close attention to these programs, both as a potential source of grants or other financial support, and for the systemic impacts programs of this size are likely to have on the industry.” Contractors should take notice, too. “The IIJA’s energy and climate-related provisions are numerous, and the details for implementation will be important going forward,” wrote the law firm in detailing those provisions. The bill appropriates $7.5 billion to support construction of electric vehicle charging infrastructure, hydrogen and natural gas fueling infrastructure and propane fueling infrastructure for medium- and heavy-duty trucks. The IIJA aims to address climate change by improving infrastructure resiliency or mitigating the adverse effects of climate change. The act promotes construction of new electric transmission and easing regulatory barriers to transmission development, earmarking $65 billion for these purposes. Specific provisions include a $5 billion grant program to support hardening the grid against extreme weather, wildfires and similar hazards. Grants may be used for a variety of measures, such as undergrounding or relocating electric lines and constructing microgrids and electricity storage systems. The legislation clarifies that federal disaster assistance can be used to fund repairs to wildfire-damaged electric systems and that repairs may include undergrounding or adding fireresistant equipment, according to Beveridge & Diamond. It also authorizes the construction of transmission facilities to increase the transfer of renewable power between Canada and the United States under the Columbia River Treaty. The IIJA includes a grant program to support utilization of captured carbon in new products, loan guarantees and grants to expand pipelines that transport captured carbon to sites where it can be utilized, a new program aimed at supporting large-scale commercialization of carbon capture technologies, and amendments to the permitting process for carbon sequestration projects. The legislation expands federal support for the use of hydrogen as an energy source, said Beveridge & Diamond. It also includes federal support for developing at least four clean hydrogen hubs that would promote new technology and commercialization of that technology. Hydroelectric power, chiefly the installation of new generation on existing dams or improving the safety and envi-

ronmental performance of existing dams, is included in the legislation. The new bill revives a DOE program that encourages new small hydro generation on existing dams and conduits such as irrigation canals. It includes the addition of new generators to an existing dam or conduit or the addition of a small generator to a FERC-licensed dams in areas that lacks grid access, has frequent outages or high electricity prices. The new bill extends an existing DOE program providing incentives for improvements to hydro facilities that increase their efficiency by at least 3 percent. Incentives for improvements to existing hydroelectric facilities that would support capital improvements also are included. Programs designed to reduce the economic effects of shuttered and abandoned fossil fuel facilities are a part of the IIJA. One specifically targets demonstration projects for construction of renewable energy facilities on abandoned mine sites. In addition to expanded energy construction included in the IIJA, President Biden’s proposed federal tax credits extension in the Build Back Better bill and national and corporate efforts to meet EU emissions targets are factors in the IEA forecast revision. The law firm of McDermott Will & Emery (MWE) noted that with the federal government’s procurement power the executive order to meet the 2050 carbon-neutral target could “transform clean energy markets while achieving ambitious climate goals.” Those goals include 100 percent carbon pollution-free electricity by 2030; zero-emission vehicle acquisitions by 2035; net zero emissions from federal procurement no later than 2050; and a similar building portfolio by 2045. “The executive order and the administration’s procurement plans are a potential bonanza for clean energy and electric vehicle companies,” said MWE. “The federal government buys $650 billion in goods and services annually in addition to a real estate portfolio of more than 300,000 buildings and a fleet of more than 600,000 cars and trucks.” To achieve the 100-percent carbon pollution-free electricity goal, MWE said the federal government will buy power directly from utilities, enter into power purchase agreements with generators and develop onsite generation on federal real property. “Meeting this goal will spur the development of more than 10 gigawatts of new clean electricity production by 2030.”  CEG
