South Star JCB Breaks Ground On New Lewisville Facility

(L-R): Paul Phillips, territory sales representative of South Star JCB; Andrea Whelan, JCB Inc. North America vice president of direct sales and service; Christian Baillie, JCB Inc. North America vice president of construction equipment dealer sales; Richard Fox-Marrs, JCB Inc. North America president, CEO; Chris Meinecke, president, CEO of South Star JCB; Kristi Meinecke, South Star JCB; Graeme Macdonald, JCB Inc. global CEO; Jeff Bell, The new facility will feature eight South Star JCB, sales manager; Chris Gregory, South service bays, two of which will Star JCB operations manager; and David Denton, South accommodate JCB’s largest excavator Star JCB territory sales representative. models.

The visibility of the JCB brand in the Lone Star State is on the rise recently thanks to entrepreneurs like Chris Meinecke and a unique effort on the part of JCB to recruit new dealers in key markets. Meinecke’s company, South Star JCB, broke ground recently in Lewisville, Texas, on what he said will be the flagship location in the Dallas-Fort Worth area. Lewisville is located on the rapidly growing north side of Dallas. The new branch will be South Star’s third location in DFW and will add to an expanding JCB footprint in the Texas Triangle area. The Lewisville facility will have more than 14,000 sq. ft. of service, parts, sales and administrative area. It will sit on more than 4 acres just off Business 121. It will feature eight service bays, two of which will accommodate JCB’s largest excavator models. Meinecke is no stranger to equipment, having served as president and COO of Briggs Equipment, a material handling distribution company that grew to more than 1,200 employees during his tenure with the company. However, like many executives in corporate America, he had an opportunity to own his own dealership and fulfil that entrepreneurial itch that many desire. Meinecke had a significant history with the JCB brand and when it reached out about the DFW market, he was immediately interested. “When I was with Briggs Equipment in the U.K., JCB was one of our customers,” Meinecke explained. “We did a lot of their service work for them and partnered with important customers like the Ministry of Defense. Then when I moved back to the states, one of our [Briggs’] acquisitions was a Florida-based JCB dealer. So, over the years I was able

to get to know the JCB brand and many of the great people there. “When I decided to do my own thing, JCB approached me since they knew me from previous experiences,” he added. “They wanted to partner with me in the Dallas-Fort Worth market, which is the number one construction market in the United States —bigger than New York, bigger than LA. It had been number one for the last decade, so it was very attractive to me.” Meinecke joined South Star JCB in November of 2019,

just prior to COVID-19 becoming a household name. That timing did not turn out to be a detriment to the company’s successful launch and subsequent growth, however. Service Creates Trust “The route to sales is thru service and the route to long term growth is thru parts and service,” Meinecke said, adding that the metrics he uses to gauge growth are heavily service related. see LEWISVILLE page 20

Fluor Receives Half-Billion Dollar Contract for I-35 Project

Construction is scheduled to begin in late 2022 with substantial completion anticipated in late 2027.

Fluor Corporation (FLR) announced recently that it was awarded a construction contract for the Interstate 35 (I-35) Capital Express South project in Austin, Texas, by the Texas Department of Transportation (TxDOT). Fluor will book the nearly $548 million contract value in the second quarter of 2022.

Construction is scheduled to begin in late 2022 with substantial completion anticipated in late 2027. “This new award is a continuation of Fluor’s Texas-centric infrastructure focus and reinforces the strength of our relationships with state and local officials across the state,” said Thomas Nilsson, president of Fluor’s Infrastructure

business. “This is the first in a series of vital infrastructure projects to rebuild the I-35 corridor in Austin in response to business and population expansion in one of the country’s most dynamic regions.” The approximately 9-mi. project will add two nontolled high-occupancy vehicle managed lanes in each direction along I-35 from U.S. 290 West/State Highway 71/Ben White Boulevard to State Highway 45 Southeast. Fluor’s scope includes a combination of at-grade and elevated lanes in the median, reconstruction of bridges and frontage roads, the addition of a shared-use pedestrian and bicycle path and enhanced safety and mobility improvements. Conroe Set to Bring $60M Water Treatment Facility Online The brand new Central Wastewater Treatment Plant (WWTP) in Conroe, Texas, is a $60 million project that will officially come online in the spring of 2022, and is the largest single public works project in the history of the city of Conroe. The Conroe Central Wastewater Treatment Plant officially broke ground on Dec. 2, 2020. The plant treats 6 million gal. a day and this is expandable up to approximately 12 mgd, which serves as a testament to the city’s rapid growth and growing infrastructure needs. According to five-year estimates from the U.S. Census Bureau, Conroe’s population jumped 61 percent from 2013 to 2018. The city of Conroe provides drinking water from the Jasper aquifer and Catahoula aquifer, as well as surface water from Lake Conroe. Conroe also treats a small portion of wastewater from the city of Willis and the new plant will continue to service Willis as well, according to city officials. The new plant was designed by Lockwood, Andrews & Newnam (LAN) and constructed by LEM Construction. The Central Wastewater Treatment Plant will serve the city’s area east of I-45, while the city’s existing plant will serve the western half. The new plant lessens the load on the existing Southwest Regional Wastewater Plant, which is nearing an important capacity benchmark established by the Texas Commission on Environmental Quality.

The new plant was designed by Lockwood, Andrews & Newnam (LAN) and constructed by LEM Construction.

deferring the A-Stage of the A/B Process to a later date, altering the digestion design to be aerobic, deferring all biogas equipment, and deferring the need for sludge blending. The city is instead utilizing conventional activated sludge. “It’s pretty much just like the B process, we’re going to try to save the carbon diversion set for later in the future when we have the volume to produce the amount of gas that we want to possibly run it,” said Greg Hall Jr., superintendent of the Central WWTP. According to Melissa Mack, LAN senior associate and principal, the plant can use the A/B Process to allow for beneficial anaerobic digestion of the two separate sludges produced in the future.

Digestion Design Flexibility The treatment could easily be transitioned back to the original design in the event that the plant expands in the future. The initial construction allows for the future conversion from aerobic digestion to anaerobic digestion, as well as the use of wastewater treatment produced methane gas to power portions of the plant. While the plant is notable in storage capacity and design flexibility, the project had to be relocated to a new site due to environmental permitting and discharge permitting issues at the 60 percent design phase at its first site. As a result, the new plant site had more than a 20ft. elevation change from the east side to the west side of the site. This new site is also not

Splitting Flow, Sludge Dewatering Conroe’s original plant, The Southwest Regional Wastewater Plant, has been operating since the mid-1970s with two prior plant expansions under its belt — both because equipment had reached or exceeded its design operating life. The new Central Wastewater Treatment Plant uses an influent lift station, which splits the flow between the existing South WWTP and the Central WWTP. The split can be adjusted as needed, but was challenging to design from the existing trunk sanitary sewer between the two plants. The water is sent to the headworks of the plant, where a screening process occurs. It then passes through the grit removal process. The flow continues to the aeration basins, then the secondary clarifiers, moving through a filtration system, into an ultraviolet disinfection system before the water is discharged The new Central Wastewater Treatment Plant uses an influent from the plant. lift station, which splits the flow between the existing South To reduce capital cost, a few alter- WWTP and the Central WWTP. considered forested wetlands, according to Hall Jr. “It’s amazing,” Hall Jr. said of the success, noting two distinct items. “One, the size of the project, and two, building a brand new wastewater plant in 2020. As of right now, it is the largest project that Conroe has taken on and done and funded.” While the size and scale was a landmark for the city, Mack noted the value of coordinating all stakeholders, and how that coordination added to the success of the treatment plant construction. “It’s had input from council, public works, engineering departments,” Mack said. “A lot of coordination. It’s been pretty exciting.” (All photos courtesy of WWTP). 

U.S. House Approves $31B Solution for Ike Dike; Vote Next

The project is centered around a massive floodwall protecting Galveston Bay (and thus Houston) from storm surges coming in from the Gulf of Mexico.

Committees in the U.S. House of Representatives and the U.S. Senate have approved the biennial Water Resources Development Act (WRDA), which would authorize a long list of water infrastructure projects, including the $31 billon Ike Dike megaproject to protect the Texas coast around Galveston from rising waters. According to an article by Jeff Davis for the Eno Center for Transportation, the WRDA authorizes projects for development by the U.S. Army Corps of Engineers. The projects still need to be funded by the Appropriations Committees. The list of projects to be authorized by the WRDA include navigation, flood risk management, hurricane and storm damage risk reduction, ecosystem restoration, and other projects, according to the article. “That $31 billion Texas project – $19.2 billion federal share, and $11.7 billion non-federal share – is, by far, the largest project authorization anyone can remember seeing in a WRDA bill, ever, by a long shot. If the bill is enacted, that project would, single-handedly, erase the $17 billion of progress made by the [Infrastructure Investment and Jobs Act] towards paying down the old Corps unfunded backlog and push that backlog to new heights,” according to Davis. The project — previously called the Coastal Texas Protection and Restoration Feasibility Study but referred to locally as the “Ike Dike” — is by far the biggest ticket on the list. “The name of the project as presented in the bill does not give a precise location, but the Chief of Engineers’ report on the Corps website makes it clear that the project is centered around a massive floodwall protecting Galveston Bay (and thus Houston) from storm surges coming in from the Gulf of Mexico,” according to Davis. If the bill is enacted, that project would, single-handedly, erase the $17 billion of progress made by the bipartisan infrastructure bill towards paying down the old Corps unfunded backlog and push that backlog to new heights. The name of the project as presented in the bill does not give a precise location, but the Chief of Engineers’ report on the Corps website makes it clear that the project is centered around a massive floodwall protecting Galveston Bay (and thus Houston) from storm surges coming in from the Gulf of Mexico. Locals call the plan the “Ike Dike” because it was first discussed seriously after Hurricane Ike in 2008. 

The effort resulted in the excavation of 285,000 cu. yd. of material. Moreover, because of the site’s proximity to the university’s Mike A. Myers Track and Soccer Stadium on the north side; the campus’s main utility building on the south side; the realigned Red River Road on the west side; and Interstate 35 on the east side, “there was about 80 feet of lay down and staging area on each of the four sides, which meant we had to be especially practical when it came to coordinating when and where materials arrived,” said Perkins, who worked with more than 100 subcontractors, including 30 prime, and was responsible for 500 to 1,000 workers on any given day. Despite beginning the project in February 2020 just before the pandemic reached full throttle, Perkins and his team stayed on track, with overtime, weekend shifts and working multiple work sites — instead of working in a linear fashion from spot to spot — compensating for quarantined workers.

The building-height limitation required a huge and difficult excavation effort, resulting in the east side of the structure being 75 ft. underground and 35 ft. above ground, while the west side is 35 ft. below ground and 75 ft. above ground

When she was asked for the vision that drove the design and development of the newly christened Moody Center at the University of Texas at Austin, Laura Brodersen responded, “To create something uniquely Austin.” As lead project architect, Brodersen and her team from the Austin offices of the international architecture, design and planning firm, Gensler, together with general contractor AECOM Hunt, said to be the nation’s large builder of sports facilities, took this vision to a different level, literally. Surrounded by a multitude of 200-year-old oak trees, the 530,000-sq.-ft., 15,000-seat arena is built into a hillside, resulting in a 40-ft. drop from east to west. The location, and Austin’s Capital View Corridor ordinance for preserving views of the State Capitol from various vantages throughout the city, provided a challenge: how to limit the height of the building to comply with the ordinance. “The building-height limitation required a huge and difficult excavation effort, resulting in the east side of the structure being 75 feet underground and 35 feet above ground, while the west side is 35 feet below ground and 75 feet above ground,” explained Brodersen. “Though it was a challenge,” said Brodersen, “this worked in our favor as we were able to capitalize on the hillside by using the slope to provide walk-in access at every level,” rather than having a single entrance and requiring patrons to climb stairs or take escalators to their seating areas. Overseeing the excavation challenge was Sid Perkins, vice president of Dallas- based AECOM Hunt, the project’s construction

Flip It Perhaps the most important component of the Moody Center can be expressed in two words: flip it. “The goal was to take the 45-year-old, solid-wall Erwin Center [soon to be razed] and flip it,” said Brodersen. “That is, to avoid the closed-in nature of a solid-wall dome and create a strong two-way connection with the university and the city of Austin. We accomplished that by creating an Construction challenges included adhering to height restrictions preserving sight- upper concourse with 360 degrees of glass lines to the Texas State Capitol.

JCB Recruits New Dealers in Key Markets to Expand Biz LEWISVILLE from page 4

South Star has grown substantially since it was born in 2019. “We doubled our size, both in employees and in revenues, from 2019 to 2020 and then again from 20202021,” Meinecke said. “We are on schedule to double again this year. “We have concentrated first and foremost on our parts, service and support,” he added. “My philosophy has always been to grow parts and service capability faster than sales capability. I have seen in my 30 years, if you do not do that, then it will eventually cause an issue. We’ve been fortunate to hire more techs and support people right from the start. You have to have customers that trust you, and you don’t build trust if you don’t have service and support.” The first employees hired for the new Lewisville branch are slated to be service and support personnel.

South Star JCB has doubled in size, both in employees and in revenues, from 2019 to 2020 and then again from 2020-2021.

Sponsored Dealers Meinecke’s relationship with JCB is mutually beneficial by design. Under a program known as a “sponsored dealer,” the manufacturer and local representation are partners — in their start up and mutually agree on market strategy. “They [JCB] also provide a building, which they build and the dealer rents from them so the brand representation is consistent and strong,” Meinecke said. But the start up and building partnership is only part of the benefit of working with JCB, according to the South Star dealer principal. “We love the internal creativity and innovation that JCB displays,” Meinecke said. “This is a company that built an 70+ mph backhoe, because it could. It made the fastest diesel-powered tractor every built, because they wanted to. There is an innovative, entrepreneurial feel to the entire JCB organization. We want to bring their passion to the DFW market.” JCB gets the advantage of having a dealer totally committed to its full line. “Its not our secondary line, its our only line,” Meinecke said. “We wake up every day thinking about JCB. The product itself is globally second to none. And now you have a

dealership that wants the business, will support the business, appreciates the business. Building Market Share JCB has traditionally been strong in the rental market and Meinecke said its share of that business segment continues to grow. “We, both JCB corporate and South Star JCB, have put a big focus on rental companies and the results have been tremendous over the last decade,” he said. “If you look at the big rental companies, they are buying more and more JCB, and that gives us a tremendous service opportunity.” Now, Meinecke said, they can and will begin to grow the general construction market, along with municipalities, util-

ities and landscaping as areas of growth. After returning to the states, he said, the acquisition of an existing JCB dealer resulted in him “catching the disease we know as the dirt business.” While the scale for Meinecke may be smaller at South Star than his former position, the rate of growth is impressive. From four employees at the onset to 24 now, Meinecke said once Lewisville is operational, that total will rise to 35. As you might expect, techs will be the first hires. “We want half of our employees to be techs at any given time,” he said. “Its all about trust,” he repeated. “A satisfied customer will leave you, but a customer that trusts you will not. We’re building South Star on that trust quotient.”  CEG

And if you’re driving or walking by for sports events. the center, you can see activity inside the venue.” This, and other features, were helped greatly by the shared commitment of Gensler and AECOM Hunt to facilitate close and continuous communications. “Typically, there were two or three weekly meetings to fine tune working details for accomplishing the aesthetics that the architects sought in practical ways,” said Perkins. “To be sure, there were lots of RFIs [requests for information] to clarify and ensure exact information.” Topping it all off was a 70,000-sq.-ft. canopy made of 4,129 individual panels of Parlex Prodema, a wood/resin combination product. “The wood/resin cladding wraps the underside of the awnings and becomes the ceiling and wall surface inside the building, connecting the indoors with the outdoors, with the 360 degrees of glass framing it. The look of the canopy honors Austin’s connection with nature,” said Brodersen. “The canopy called for using full sheets wherever possible,” said Perkins, “thereby minimizing the number of cuts, which were then limited to the transition panels reaching the face of the soffit. The bulk of the canopy was accomplished with the full panels requiring no cuts, resulting in less waste, less labor and a better fit.” Brodersen added, “And we were able to keep the wood veneer and its aesthetics.
