The Texas facility will cost approximately $100 million — $40 million to construct and $60 million in installed equipment.

MP Materials Founder, Chairman and CEO James Litinsky makes comments at the groundbreaking ceremony.

MP Materials Breaks Ground On Rare Earth Metal Facility MP Materials Corp. recently celebrated the start of construction at its first rare earth metal, alloy and magnet manufacturing facility, located in Fort Worth, Texas, with a groundbreaking ceremony featuring many local officials. The first-of-its kind U.S. facility is a substantial component of a $700 million investment MP Materials will make over the next two years to fully restore the U.S. rare earth magnetics supply chain. Dallas-based Hillwood Construction Services will serve as the general contractor responsible for constructing the facility in the 27,000-acre, mixed-use development, AllianceTexas. The Texas facility will cost approximately $100 million — $40 million to construct and $60 million in installed equipment. The facility plans to begin manufacturing toward the end of 2023. It will create approximately 150 high-skill jobs and 1,300 indirect jobs. “Today is an exciting day for North Texas and our entire country,” said Ross Perot Jr., chairman of Hillwood Construction Services. “MP Materials is not only bringing its magnetics facility to AllianceTexas, but also reshoring important next-generation manufacturing jobs to America. Securing and developing rare earth materials is one of the most important national security issues of our day, and we’re proud that AllianceTexas can partner with MP Materials to play a key role in America’s ability to power its future.” This facility marks the start of an important benchmark for the entire country.

Ross Perot Jr. (L), chairman of The Perot Group, and James Litinsky, MP Materials co-founder and CEO, on the site of MP Materials’ new U.S. magnet factory at AllianceTexas in Fort Worth.

“We must have energy independence with U.S.-made renewable,” Perot added. “If not, we’re going to put our whole nation at risk.” MP Materials Founder, Chairman and CEO James Litinsky was on hand for the ceremony. “I am very proud that we will be making magnets again in America here in Fort Worth,” Litinsky said. “Bringing magnetics capabilities home is transformational for MP Materials and America's supply chains. I am very proud that after a series of executive orders spanning multiple presidential administrations, MP Materials is leading the restoration of the full supply chain and the revitalization of the American manufacturing spirit in our sector.” “Congratulations to MP Materials on the groundbreaking of its new magnet manufacturing facility and engineering headquarters in Fort Worth,” Gov. Greg Abbott said. “This incredible investment will not only create more than 100 new jobs for hardworking Texans, but will also bolster the state’s supply chain in high-tech industries while solidifying Texas as a mecca for advanced manufacturing and innovation. It’s thanks to industry innovators like MP Materials that ‘Made in Texas' continues to be the most powerful global brand.” In addition to the ground breaking, MP Materials and General Motors have co-announced a definitive supply agreement to produce alloy and magnets for GM’s EV programs. The definitive supply agreement solidifies the terms of a binding agreement announced by MP Materials and GM

in December. Under the long-term agreement, MP Materials will supply U.S.-sourced and manufactured rare earth materials, alloy and finished magnets for the electric motors in more than a dozen models using GM’s Ultium Platform, with a gradual production ramp that is expected to begin in late 2023, starting with alloy. According to Anirvan Coomer, executive director, global purchasing and supply chain of General Motors, the new MP Materials magnetics facility in Fort Worth, Texas, will play a key role in GM’s goal to build a secure scalable, and sustainable EV supply chain. MP Materials’ Fort Worth facility will have the capacity to produce approximately 1,000 tonnes of neodymium-ironboron (NdFeB) magnets per year, supporting the production of approximately 500,000 EV traction motors, with room to scale. In addition to EVs, NdFeB magnets are critical inputs to robots, wind turbines, drones, defense systems and many other high-growth technologies. Adamas Intelligence, an independent research firm, forecasts that global demand for NdFeB magnets will triple by 2035 on the back of rising demand for EV traction motors, wind power generators, energy efficient consumer appliances, and more. “This new MP Materials facility is an excellent fit for the groundbreaking work being done at AllianceTexas and it presents an incredible opportunity to bring more advanced manufacturing jobs home to the U.S. right here in Fort Worth,” said Fort Worth Mayor Pattie Parker. see METAL page 10

In February, the Department of Defense awarded MP Materials $35 million to refine and separate heavy rare earth elements at the company's Mountain Pass, Calif., rare earth materials production facility. MP’s Texas magnetics factory will source refined feedstock from Mountain Pass and transform it into finished products, delivering an end-to-end supply chain, including mining and refining, metal, alloy, and magnet manufacturing, and recycling. Mountain Pass is a closed loop, zero-discharge facility with a dry tailings process that recycles more than 1.7 billion liters of water per year. To optimize for efficiency and sustainability, byproduct generated from alloy and magnet manufacturing will be recycled in a closed loop to every extent possible.

Fort Worth Mayor Mattie Parker (third from R) participates in the groundbreaking ceremony for part of a $700 million investment of new MP Materials facility in Fort Worth, Texas. The new facility is the first of its kind that will fully restore the country’s rare earth magnetics supply chain.

About MP Materials MP Materials Corp. is the largest producer of rare earth materials in the Western Hemisphere. The company owns and operates the Mountain Pass Rare Earth Mine and Processing Facility in California, North America’s only active and scaled rare earth production site. Separated rare earth elements are critical inputs to the world’s most powerful and efficient magnets found in electric vehicles, drones, defense systems, wind turbines and various advanced technologies. The company is developing U.S. metal, alloy and magnet manufacturing capacity to build these critical components domestically. For more information, visit https://mpmaterials.com/. 

Hydrovac Excavation the New Standard, Says Superior

Chris Reinmiller (L), president, and Cory Kelsey, VP of operations, have positioned Superior Pipeline Services as a leader in pipeline remediation on the DFW area by utilizing hydrovac excavation.

Crowded underground utility space and a focus on safety has necessitated another major adaptation — this time to vacuum excavation and more specifically, hydrovac machines.

Superior Pipeline Services (SPS) has been a successful contractor in Fort Worth and the surrounding area for more than 20 years, and the company is growing because of its willingness and ability to adapt. Founded in 2001 primarily as a roustabout service operating in the Barnett Shale, the recession of 2008 moved the company’s focus away from midstream gas and oil transportation to the distribution of natural gas to residential, commercial and industrial segments. Since then, major Texas utility companies have looked to Superior for gas line remediation and the installation of new lines in the rapidly growing North Texas region. But over the past several years, crowded underground utility space and a focus on safety has necessitated another major adaptation — this time to vacuum excavation and more specifically, hydrovac machines. “The days of utility contractors dropping a bucket in the ground to repair or replace existing lines are over, especially in metro areas of Texas,” said Chris Reinmiller, company president. Superior’s customers demand precision digging to avoid both dangerous situations and disruptions in service. “Vacuum excavation provides that precision,” Reinmiller said. “Hydrovac is the new standard in remedial utility work.” Superior has partnered with its primary equipment supplier, Vermeer Texas-Louisiana, to address the three basic tenets of the contractor’s business philosophy: Reinmiller and his management team believe that if you give priority to safety, treat your employees well and take care of your customers, it will follow that profits and other goals will be

achieved. Equipment plays a part in all three. Safety Must Always Be First Cory Kelsey, vice president of operations of Superior, said gas lines are the trickiest of all utility work. “Tolerances are very tight,” he said. “There is a lot of stuff in the ground. A four-by-four hole can have six different utilities running through it. It takes a very skilled operator and the right piece of equipment to do this. A mistake can be costly, or worse yet, deadly.” Vermeer Texas-Louisiana Sales Manager Champ Cox explained how vacuum excavation equipment has provided the solution for Superior. “More and more, utility companies require a ‘soft dig’ in order to avoid striking existing lines,” he said. “It’s a way to dig a hole without a bucket or mechanical device. Water digs the hole and the vacuum keeps it clean. Superior utilizes our Vactron [Editor’s Note: Vactron equipment is now branded as Vermeer MV Solutions.] units, which are trailer-mounted as well as large vacs mounted on Mack or Kenworth trucks, like our VXT600. The hydrovac exposes the existing lines without disruption, allowing for a clear visual for the work that needs to be done. But Cory can get very creative with a truck vac…. we’ve seen him dig an entire trench with the truck vac when conditions call for it.” A recent job in a residential neighborhood of Everman, was typical. The job called for approximately 1,000 ft. of gas line to be replaced with 4-in. poly. According to Cory, as he likes to be called, they were see SUPERIOR page 24

Firm Turns West Texas Sand Into Quality Fracking Products High-quality sand is one of the main components necessary for the hydraulic fracturing process. Until relatively recently, oil and gas companies in west Texas imported the material from as far away as Wisconsin, which came with a sizable price tag. When High Roller Sand opened its 1,000-acre 115 Plant near Kermit, Texas, its products were immediately in demand. Every ton produced by the approximately 70member staff has been spoken for. To meet customers’ needs, the plant operates 24 hours a day. “About 90 percent of our sand goes to repeat customers,” said Roy Perez, plant manager. “Their loyalty stems from our ability to locally produce quality materials at an affordable price. Our process takes what was previously considered unsuitable and turns it into useable products that allow fracking companies to access oil and gas at a lower cost and higher profitability.” Site preparation for High Roller Sand’s 115 Plant began about four years ago with excavation to build the processing facilities necessary

to transform the sand. The first load went out in April of 2019. “We wash the sand to remove any organics and clays, then dry and screen it to give customers the cleanliness, size and gradation they require for the fracking process,” said Jack Parmley, production superintendent. “In total, we produce about 4 million tons per year. Customers want two particular products: a 40/70 mesh hydraulic fracturing sand with a 60:40 grade split, which is a course gradation

and a 100 mesh, which is finer. We’re producing both and doing so in a very unique way from others in the area. Over the course of a few years, the idea went from ‘this will never work’ to ‘we can’t get enough.’ You really don’t hear much about importing sand anymore.” Centrally Located Bill Scott, assistant plant manager, said that the location just outside of Kermit is ideal. “It’s the heart of the Permian Basin,” said Scott. “We’re

centrally located to a tremendous amount of activity. If you think about it, this makes perfect sense. West Texas is a sand foundation, so figuring out how to turn the sand into a product oil and gas companies can use seemed inevitable. High Roller is pleased to be involved in the process, and we’re doing it in an eco-friendly way.” Perez credits the staff with the ability to make it happen. “They are very skilled and committed to quality, and we have one of the lowest turnover rates in the Permian Basin — 90 percent of them have been with us since the

first day. We believe that’s the top reason for our success, followed by our products, our processes and our tremendous ownership group.” High Roller Sand is an extension of the High Roller Group, located in Center, Texas. The name High Roller came about after Terry Bailey and James Butler purchased rights to a northern white-tail deer named “High Roller” that was known as the largest white-tail buck in existence. The partners decided to name their white-tail breeding operation High Roller see SAND page 22 Kirby-Smith Machinery photo

I particularly like the ability to set automatic bucket leveling — you turn it on, and it does the work for you, which saves on fatigue during a long shift.”

Whitetails. As they added new companies over the years, each one included High Roller in the name. “This is a company brand that continues to be recognized throughout the country for its integrity and commitment to growth with total consideration and respect for the people and communities where they live and operate,” stated the High Roller Group. “High Roller Sand continues the valued and respected practices of quality, consistency and reliability in every aspect of our business.” Fleet of Komatsu Loaders High Roller Sand immediately turned to Kirby-Smith Machinery Inc. (KSM) and Territory Manager Kevin Demel to build its equipment fleet for the 115 Plant. Demel and KSM had previously helped High Roller Sand with machinery purchases for another location. “I can tell you unequivocally that Kevin and Kirby-Smith provide the best service in the Permian Basin,” said Parmley. “They understand timely maintenance and repairs, and getting us parts as quickly as possible keeps downtime to a minimum, so they work hard to ensure we’re taken care of. That factored into our decision to buy Komatsu equipment, along with the fact that I had great experience with it from a previous place I worked at. “We also like that scheduled maintenance on new machines is covered under Komatsu Care for 2,000 hours or three years and the work is done by Kirby’s techs,” Parmley added. “We worked together on a contract to extend service to 10,000 hours. They track the machines through My Komatsu and call me when the services are due to schedule them. If I need to place a parts order, I do it through My Komatsu, which allows me to track it.” The 115 Plant’s first machine was a Komatsu WA480 wheel loader it inherited from the previous location. Subsequently, High Roller Sand purchased four WA500s, followed by two WA600-8s with 10-yd. buckets. “Our production increased dramatically with the WA600s,” said Parmley. “The larger bucket makes keeping the hoppers full easier and we can do that with two loaders as opposed to four. That efficiency allowed us to move two people back into the plant, which was a big help. We continue to use the WA500s for various tasks such as loading trucks as needed. They are great machines, so when we upgraded to the WA600s, we kept them because we knew based on our experience with the WA480, that they were durable and would last. The WA480 is really

the perfect size for cleanup, especially when there is an occasional spill on the scale. It runs right down the middle and picks the materials up, which keeps us from having a bunch of guys out there with shovels.

“Across the board, the Komatsu loaders have been the most cost-effective machines we have ever used,” Parmley added. “We run them in some harsh conditions — sand, extreme heat — almost nonstop, 24 hours a

day, with little to no issues.” High Roller Sand relies on Takeuchi TL10V2 compact track loaders to clean up around conveyors and hoppers. “They run constantly with no issues,” said Parmley. “Additionally, we have a Takeuchi compact excavator that we use occasionally to clean out drainage ditches and for utility work. We’re pleased that Kirby-Smith carries that line too, as well as the JLG telehandler we run for moving various items around.” Second Parcel Now Open Approximately one year ago, High Roller Sand opened up its second parcel of land, which is comprised of 640 acres. Perez said that will extend the life of the plant for many years to come. “Estimates show there are 40 million to 50 million tons of sand in that parcel,” Perez explained. “That puts us on the path to longevity. We expect to be here for a long time to come.” 

be successful and that’s why we’re growing.” Supervisors, Reinmiller said, are empowered to make field decisions and take care of customer demands. That creates an atmosphere where customers’ requests (or demands) are handled quickly at the field level.

With truck vacs requiring an investment of around a halfmillion dollars each, Peak’s capital has been instrumental in giving Superior the resources to grow with their customers. Reinmiller noted that Superior’s customers were growing rapidly and required their contractor partners to keep pace. “We’ve worked for two major utilities for years, and they Owners, Partners both are growing and expect us to do the same,” he said. Peak Utility Services Group purchased Superior from “And we are trying to outgrow our competition, as well.” founder Lynn Ayres a year ago, and that has propelled the Having a solid ownership group and a solid equipment company to a new level, according to Cory, who has been partner are both important to our growth, Reinmiller added. with Superior for more than 20 years. “Our relationship with Vermeer Texas-Louisiana feels like “Peak wants us to grow and are supplying us with the a partnership,” he said. “They are committed to keeping us resources to grow,” he said. “When I started, we had just 25 up and running. With them being local and having branches all over the state, it’s easy to get support, but frankly, Vermeer drills are very durable and require less support than other brands we’ve used. Durability is key. When the drill shuts down, the job shuts down. We run them hard. Downtime can cost $10,000 a day, depending on the size of the crew.” Cory said the right equipment supplier has been a game changer. “Our relationship now is that when we need something – equipment, parts or service - we can get it. It’s hard to grow without the right equipment vendor relationship. It is absolutely vital.” By prioritizing safety, empowering its employees and treating customers with respect by performing work with the utmost professionalism and expertise, Superior Pipeline Services is sure to see even more periods of growth and sustained success. “We see fly-by-night customers all the time with Texas having so much work,” Vermeer’s Cox said. “But SPS has uniquely positioned themselves as the go-to contractor for gas line remediation. looking for five things as they excavated with the Vermeer VXT600 truck vac. “Existing gas lines, water, sewer, electric and fiber lines are all down there,” he said. “We’re there to work on gas lines, but we need to identify and avoid all the lines, both main and service lines.” Superior utilizes one of its seven Vermeer horizontal directional drills to bore for the replacement lines once the hydrovacs have done their job. The company’s fleet includes two Vermeer D20x22s, two D23x30s, two D23x30DRs and a D7x11. The drill rigs work side by side its 11 Vactron excavation units, and six truck-mounted hydrovac excavators. Every piece of equipment, according to Cory, helps accomplish their goal to do “whatever it takes to minimize any kind of danger. The last thing we want to do is tear up existing electrical or plumbing.” A Quality Workforce Superior’s total fleet currently numbers more than 200, operated by more than 60 crews and Superior prides itself in the quality of that workforce. Acquisition and retention of those employees is critical to the company’s continued growth. Reinmiller said there are a few factors that have contributed to the company’s ability to hire and keep the right people. “First, obviously we must pay our employees well,” he said. “But believe it or not, the equipment we provide them with is also key. With the Vermeer drilling and vac excavating machines, we feel we’re giving them the best equipment and the best support available at any price. Our people appreciate that.” Cory agreed and said they’re fortunate there is no shortage of utility work right now. “Our major customers keep us busy with work,” he said. “If we prepare properly, train our employees and give them the tools, we’ll
