$300M Trident Lakes Offers Unprecedented Security By Brenda Ruggiero CEG CORRESPONDENT

A private resort community like no other is in the early stages of being built in Fannin County, Texas. Trident Lakes is a $300 million project which is being developed Vintuary Holdings Corp. of Dallas, Texas. It will offer upscale amenities and unprecedented civilian security on 700 acres between Savoy and Ector along Texas State Highway 56. “It’s a five-star playground with DEFCON 1 preparedness,” said Paul Salfen, the community’s spokesman and director of celebrity relations. “Our residents will enjoy a piece a paradise and peace of mind.” Construction is currently under way on one of the largest fountains in the world at Trident Lakes, and the entrance will include a marble, ornate Poseidon statue. TxDOT Sets in Motion $264M Southern Gateway Project

The $565 million Southern Gateway project will rebuild and widen Interstate 35E (I-35E) south of downtown Dallas.

North Texans will soon begin seeing improvements to one of the state’s most congested roadways, due to the decision by the Texas Transportation Commission to select Pegasus Link Constructors as the design-build contractor for The Southern Gateway project. The $565 million Southern Gateway project will rebuild and widen Interstate 35E (I-35E) south of downtown Dallas, which is currently the 17th most congested roadway segment in Texas, according to the Texas A&M

Transportation Institute. The 11-mi. project will expand I-35E from four lanes to five lanes in each direction, and also will build two reversible, non-toll express lanes in the center of the corridor. In addition, the project calls for rebuilding the I-35E/U.S. 67 interchange and widening U.S. 67 from I-35E to I-20 by adding a third lane in each direction. A major source of funding for The Southern Gateway comes from TxDOT’s Texas Clear see TXDOT page 3

Lanes initiative, a program that prioritizes recent voter-approved funding for congestion relief projects in Texas’ metropolitan areas. The Southern Gateway includes $264 million in congestion relief funds, which will help improve traffic flow for 180,000 motorists a day in southern Dallas County. The $565 million project cost reflects the value of the base scope design-build contract with Pegasus Link. Safety also will be enhanced with the I35E reconstruction, as crews rebuild and smooth out the sharp Zang Boulevard curve, add shoulders and improve entrance and exit ramp movements. In addition, bicycle and pedestrian accommodations are proposed where frontage road reconstruction is proposed. “The Southern Gateway project shows what can be accomplished when TxDOT and its local, regional and legislative partners work together,” said Victor Vandergriff, Texas Transportation Commission member. “The input we received has helped bring together a mixture of safety enhancements, mobility improvements and congestion relief in one project for southern Dallas

County.” Today’s award caps a yearlong effort to identify the best proposal to design, build and potentially maintain The Southern Gateway project. Pegasus Link Constructors, a joint venture of Irving-based Fluor Enterprises, Inc. and Balfour Beatty Infrastructure, was chosen from a group of three responding firms that were shortlisted last summer. Construction on The Southern Gateway project is expected to begin in late 2017/early 2018 with a projected completion date of 2021. “Identifying the right project to meet the growing transportation needs of local residents has been a priority for the Dallas District,” said Kelly Selman, the district engineer of the TxDOT Dallas District. “The district works hard to address local needs and concerns, and this project brings the right mix of improvements to address those concerns.” For more information, visit TxDOT.gov. provided to street services the list of streets in need of non-capital repairs for each fiscal year. Then the 200-strong city workforce — plus contracted help — performed the street repairs as designated by public works,” explained Jerry Ortega, assistant director of the mobility & street services department. “Logically, combining public works and street forces now means we work closer together, and this offers easier and enhanced coordination.” Ortega explained that the city assesses its roadways and, as done nationally, grades each from A to E, similar to a school report card. “A” grades are the best and indicate a street or road was newly constructed or The city of Dallas mobility & street services department maintains more than 11,700 lane mi. of roadways in the city.

Keeping traffic flowing smoothly is a challenge every city faces. When you have more than 11,700 lane mi. of roads to maintain like the city of Dallas, the task can be monumental. Rick Galceran, director of the city’s mobility & street services department, said that it is always looking for ways to improve. “Citizens want the greatest value for their tax dollars, and that’s our goal too,” said Galceran. “We assess ourselves constantly, looking for ways to be more efficient and effective. We took a big step forward with the merger of our street services and public works departments in late 2016. The new mobility & street services department is now the umbrella for all of the city’s transportation divisions and the more than 700 employees who work within them.” Before the merger, public works served mainly as an engineering group to review roadway conditions and other items. Street Services had four divisions — transportation; large street repairs; street maintenance and contract-inspections; as well as finance administration — each of which handled specific functions. Those divisions have been retained under the new mobility & street services department. “Public works and street services operated from two different capacities. Public works

PIRTEK Names National Franchise of the Year for 2016 PIRTEK Broadway in San Antonio was named PIRTEK USA’s National Franchise of the Year for 2016. Owners Dean and Lisa Akin received the award in March during PIRTEK’s annual conference in Orlando. The award honors superior performance and franchise operation, as well as personal commitment and brand enthusiasm. “We worked very hard and it’s so nice to have that effort recognized with an award like this,” said Akin, who in addition to operating a service & supply center in San Antonio also recently opened a mobile-only Tier 2 PIRTEK in Austin, Texas. “Our team is truly outstanding — industrious and committed to the work. This Franchise of the Year award is a great tribute to everyone, something we can all take a lot of pride in.” In addition to earning the overall Franchise of the Year award, PIRTEK Broadway also received honors as the 2016 Southwest Region Franchise of the Year. Nearly 70 PIRTEK franchise owners from across the United States came to the annual conference for opportunities in education, networking, strategy-sharing and business development. Among the franchisees honored at the conference was Ken Adair, National Top Sales Award recipient for 2016. Adair owns PIRTEK O’Hare in Elk Grove Village, Ill., along with three other PIRTEK franchises. PIRTEK O’Hare also won the Midwest Regional Franchise of the Year award. Other award winners included Steve Goulette at PIRTEK Phillips Highway in Jacksonville, Fla., recognized as the

southeast’s top performer. Daniel Currid of PIRTEK San Leandro in San Leandro, Calif., took home the West Region Franchise of the Year award. PIRTEK Avon’s owners, Mark Rudnik and Michael Dello Russo, were honored with the Northeast Region Franchise of the Year Award for their franchise in Avon, Mass. In addition, PIRTEK’s Rookie of the Year award went to John and Alison Abercrombie, owners of PIRTEK Gulfgate in Houston who relocated from Australia to start a franchise in the United States. “It’s been a year of great change at PIRTEK, a lot of new

things happening,” said Glenn Duncan, chief executive officer of PIRTEK USA. “When I addressed the conference attendees this year, I presented them with our company’s new mission statement and core values. They include such things as integrity, embracing change, being personally accountable and the importance of community involvement — all things we consider important aspects of who we are. We plan to emphasize these things heavily within the organization.” One of the major changes during 2016 was the rollout of the Tier 2 program. Under this new, mobile-only option, a franchisee can lease two vehicles and keep inventory in a storage facility. The new program allows for PIRTEK ownership at a significantly lower point of entry than the traditional Tier 1 model, which includes a service & supply center along with the mobile service vehicles. PIRTEK is the only franchise of its kind in the United States providing hydraulic and industrial hose replacement sales and services. There are 65 PIRTEK franchises and a fleet of mobile service vehicles throughout the United States. Globally, PIRTEK has more than 400 locations and 2,000 mobile service vehicles in 23 countries. The company encourages U.S. veteran participation by offering them a discount off of the initial franchise fee when they set up a new PIRTEK location. For more information, visit www.pirtekusa.com.

It also will feature off-the-grid supplies of food, water and electricity. “During our research several things became very clear,” said James O’Connor, Vintuary Holdings CEO. “People of all responsible social backgrounds instinctually think about long-term survival, but simply are too busy or do not have the skill sets to assemble all the ingredients necessary to increase the odds of survival if threatened by a catastrophic event.” In an effort to build a safe, sustainable neighborhood, Trident Lakes will reportedly offer special financing to law enforcement, teachers and other civil servants. “A lot of like-minded people who would be critical assets in adverse situations may not be able to afford the costs,” O’Connor said. “We’ve built in a program to ensure the inclusion of those that could contribute to the structure of the community in a time of need.” Trident Lakes’ fountain will measure 55,000 sq. ft., with the Poseidon centerpiece at its heart. “The fountain, in its final form, will be one of the largest in the world,” said Charles Ralph, Trident Lakes’ lead architect. “Poseidon is big and bold, and he sets the tone for the entire community. This added landscaping will

enhance the city by making our streets greener and shadier. It’s a real win-win for all.” Good Equipment, Excellent Service The city of Dallas also looks for great value in equipment. A large percentage of its fleet includes Komatsu, Gradall, Vögele, Wirtgen and Hamm machines purchased from Kirby-Smith Machinery Inc. with the help of Governmental Sales Rep. Sol Gieser and supporting staff. “Our crews like the production and power of the equipment, as well as the fuel efficiency and reliability,” said Ortega. “All of the machinery we get from KirbySmith performs well. It’s good, and the ongoing service behind it is even better.” In addition to the initial training that comes with new equipment purchases, Kirby-Smith Machinery also provides added opportunities for the city’s personnel to learn how to best utilize the machines.

“Sol, and everyone I’ve worked with from Kirby-Smith, go above and beyond to ensure our machines and operators maximize production and keep our equipment downtime to a minimum,” said Ortega. “It’s a pleasure to work with a company that cares about the customer. They exceed our expectations.” Future Benefits Galceran and the mobility & street services team view Dallas citizens as customers and strive every day to make their lives better. “The merger has already paid dividends, and we believe it will continue to do so going forward,” said Ortega. “We’re committed to giving the public the most bang for its buck. I think combining forces will yield benefits that we haven’t discovered yet; we are excited about what the future holds.” (This story also can be found on Construction Equipment Guide’s website at www.constructionequipmentguide.com.)
