The rectangular-shaped structure — six stories high, 167,00-sq. ft. — is the first of a series of new buildings that will be part of the USTA’s downtown campus. Demolition Challenges Call for Deep Dives From Crews
Construction of the new dock will commence when McCarthy demolishes and clears up enough area started at the east end and will consist of concrete piles, cast-in-place concrete caps and beams, precast concrete deck panels, a concrete topping slab and marine fenders and bollards.
By Joe Jancsurak CEG CORRESPONDENT
Portions of the original dock, which collapsed in 2012, are still standing.
A ginormous concrete dock, the main component of a $57.3 million federally funded project, will soon become a part of the historic Port of Beaumont’s Main Terminal, the nation’s fourth busiest commercial port, but not before the collapsed century-old dock is demolished and removed, a task that requires a “creative and collaborative approach,” according to Robert Wood, project manager of McCarthy Building Companies in Houston, the project’s general contractor and nation’s fifth largest port and marine builder. Wood said demo work began in February and that the completion of the deck is scheduled for May 2024. Portions of the original dock, which collapsed in 2012, are still standing. Before the new 1,200-ft. long, 130 to 152-ft. wide concrete dock can be installed, the remaining dock must be collapsed and everything removed off the floor of the dock’s home, the deep-water channel of the Neches River.
This requires working in conjunction with a team of six divers, all independent contractors and the use of special equipment. “We’ve done a lot of investigation work, including a hydrographic survey with a sidescan sonar and 3D modeling showing what’s left of the structure underwater,” Wood explained. “We work with the divers to understand what’s down there. And we’re using special demolition equipment, which includes pile shears to cut the pile, an excavator with a breaker and a 10-ton torpedo punch with guide system, custom-designed by our field guys, to punch out the dock, and two Manitowoc 4100 cranes — one on a barge and one on land. “If this were a job that just called for the dock to be smashed and broken up, the demo work would be easy,” Wood added. “But since we’re installing a new dock, we must clear a slope for the new pile, free of any concrete chunks that could cause breakage when we drive the new piles. Removing the jagged pieces, some with rebar attached and stuck in mud 40 to 45 feet below the surface. see DIVE page 22

The Texas Department of Transportation (TxDOT) has issued Lone Star Constructors (Lone Star), a joint venture between Fluor Heavy Civil LLC and Irving, Texas-based Austin Bridge & Road LP, a notice to proceed on a $641.7 million design-build contract for the expansion and reconstruction of approximately 6.3 mi. of Interstate 35 East in Dallas. The JV, which was awarded the project last summer, also has a maintenance contract of approximately $13.3 million for the finished highway, according to TxDOT documents. Fluor said it expects the project to be complete in early 2026. Lone Star Constructors will: • Reconstruct and increase total general purpose lanes from six to eight; • Rebuild two “grandfathered” existing reversible, tolled,

Construction Under Way On Fire Station, EMS Facility The Austin Fire Department (AFD) and Austin-Travis County Emergency Medical Services (ATCEMS) have their third, high-priority joint station under way in the Loop 360 and Davenport area in west Austin. In 2018, the City Council voted to build five new stations around Austin in response to increased demand. A new station in Del Valle was completed in 2020 and another in southwest Austin opened in 2021. Austin Public Works is managing the delivery of the station. Construction began in December 2021 and is expected to be completed in spring 2023. The station, known informally as the Loop 360/Davenport station, will be officially known as AFD Station #52 and ATCEMS Station #41 once complete. Mayor Pro-Tem Alison Alter, who represents District 10 and the new home of this station, acknowledged the community’s need for this new facility. “I am pleased to see construction begin on the Loop 360/Davenport Fire and EMS station,” Alter said. “This
station will help improve response times in this area and better position our city to respond if a wildfire event occurs.” Located at 4601 Westlake Dr., the station will provide quick access to Loop 360 — Capital of Texas Highway and surrounding communities. AFD has an average response time goal of arriving on scene at an incident within eight minutes of receiving a 911 call, 90 percent of the time. Similarly, ATCEMS seeks to respond to its highest-priority calls in less than 10 minutes, 90 percent of the time. The new joint stations are helping the departments get closer to this goal. “Making targeted investments in public safety resources like new stations for first responding agencies is a priority for the City of Austin,” said Rey Arellano, assistant city manager over safety. “Improving how quickly Fire and EMS respond in the areas served by these five joint stations helps achieve our goal of being safe in our home, at work and in our community.”
Station features include: • Four bays for emergency vehicles; • 13,590 sq. ft. of space; • Solar roof panels toward the goal of Leadership in Energy and Environmental Design (LEED) Silver certification; and • Training stair structure and gym for both Fire and EMS. “Austin is a premier city and this is another example of keeping pace with growth by keeping our community safe," said Gina Fiandaca, assistant city manager over mobility. Public Works has been successfully leading the completion of these high-priority stations through effective collaboration with its partner departments. The quality of the two first completed stations demonstrates the success of this partnership.” For more information on all of the joint, high-priority stations, visit https://data.austintexas.gov/stories/s/rseh55mp

Jones Brothers Dirt & Paving Upgrades Midland Highway
A project to rehabilitate approximately 3 mi. of road in Midland has begun. Jones Brothers Dirt & Paving Contractors Inc. of Odessa won the project with a low bid of a little more than $6.7 million. Work began on 0.6 miles of Business Highway 158 (which is also known as South Garfield Street locally). The section being rebuilt is between Front Avenue
(Business Interstate 20) and Wall Street. Concrete crews began work by working on manholes on BS 158. Then a paving crew will mill out the road and replace it with a new structure. Half of the road will be rehabilitated at a time, leaving one lane open in each direction. Access to side roads, homes, alleys and businesses will be maintained as much as possible.
In the second phase, concrete crews will move to work curbs and manholes on 2.4 mi. of Highway 140 between Business Highway 349 (Big Spring Street) and Interstate 20. Highway 140 is also known as Florida Avenue and Garden City Highway in some areas. When the paving crew moves to Highway 140, the section between Lamesa Road and I-20 will be worked on first. The section
between Lamesa Road and Big Spring Street will be the last section to be rehabilitated. As part of the project, the traffic signals at Highway 140 and Fairgrounds Road will be upgraded. That work will be done in a manner that leaves the signal in operation for as long as possible to reduce impact on motorists. The work is expected to be completed late this year.
TxDOT Gives Its Best Tips for Work Zone Safety Week As road construction projects Traffic crashes in Texas’ ramp up statewide, TxDOT work zones claimed the officials are asking motorists to lives of 244 people in slow down and stay alert when 2021, a 33 percent driving through the thousands increase over the of work zones in Texas to proprevious year. tect themselves and others. In 2021, traffic crashes in the state’s work zones claimed the lives of 244 people, a 33 percent increase over the previous year. Drivers and their passengers accounted for the majority of those who died in Texas work zone crashes last year: 195 motorists or vehicle passengers were killed, along with 38 pedestrians, four bicyclists and three roadside construction workers. Speeding and driver inattention were among the leading causes of crashes. With these alarming statistics in mind, reached a 40-year high last year and fatalities TxDOT’s “Be Safe. Drive Smart.” cam- in our work zones rose dramatically,” said paign marked National Work Zone TxDOT Executive Director Marc Williams. Awareness Week, April 11 to 15, by sharing “It’s important for drivers to remember that safety tips to prevent work zone crashes and driving conditions in work zones can be especially challenging because of extra confatalities. “It’s cause for tremendous concern that gestion, slow-moving heavy equipment, the number of people killed on our roadways temporary barriers and vehicles that make
sudden stops. That’s why it’s crucial for everyone to give driving their full attention and drive a safe speed in areas where construction and maintenance are underway.” The “Be Safe. Drive Smart.” campaign offers five tips for driving safely through a work zone: 1. Slow down. Follow the posted speed limit and adjust your driving to match road conditions. 2. Pay attention. Avoid distractions, keep your mind on the road and put your phone away. 3. Watch out for road crews. The only protective gear they wear is reflective clothing, a hardhat and safety boots. Always follow flaggers’ instructions and be mindful of construction area road signs. 4. Don’t tailgate. Give yourself room to stop in a hurry, should you need to. Rear-end collisions are the most common kind of work zone crashes. 5. Allow extra time. Road construction can slow things down. Count on it, and plan
for it. Roadside safety also extends to complying with the state’s Move Over/Slow Down law that requires drivers to move over a lane or reduce their speed to 20 mph below the posted speed limit when approaching a TxDOT vehicle, emergency vehicle, law enforcement, tow truck or utility vehicle stopped with flashing lights activated on the roadside. Traffic fines double in work zones when workers are present and can cost up to $2,000. Failure to heed the Move Over/Slow Down law also can result in a fine up to $2,000. “Be Safe. Drive Smart.” is a key component of #EndTheStreakTX, a broader social media and word-of-mouth effort that encourages drivers to make safer choices while behind the wheel such as wearing a seat belt, driving the speed limit, never texting and driving, and never driving under the influence of alcohol or other drugs. Nov. 7, 2000, was the last deathless day on Texas roadways. #EndTheStreakTX asks all Texans to commit to driving safely to help end the streak of daily deaths. McCarthy Building Companies Delivering Port Project DIVE from page 6
After we smash pieces of the dock, we rely on diver feedback and position-marking buoys to aid the removal process. At the end of the day, this is a dangerous and high-risk project that requires of us a 100-percent focus on the safety of our team.” Construction of the new dock will commence when McCarthy demolishes and clears up enough area started at the east end and will consist of concrete piles, cast-inplace concrete caps and beams, precast concrete deck panels a concrete topping slab and marine fenders and bollards. The company is performing all the concrete and pile installation, as well as utility installing, including water and sewer. Equipment includes several Manitowoc lattice-boom crawler cranes: a 16000 crane with maximum lifting capacity of 440 tons, positioned on a barge for pile installation, 275-ton (on a barge) and 230ton (on land) cranes for concrete support, and a unique company-owned concrete forming system that Wood describes as a “conventional falsework system supported by friction collars and steel beams over the water.” Why History Won’t Repeat Itself It’s easy to see why the old dock partially collapsed: it was built in the early 1900s as a timber-pile dock with concrete upgrades and steel piles added in the 1950s and 1960s, which eventually corroded, leading to the dock’s demise. Knock on concrete, the new deck won’t experience the same fate. Instead, the concrete piles will provide a corrosion-resistant

foundation, while a concrete topping slab with synthetic concrete reinforcing fibers vs. traditional welded steel wire mesh will provide a corrosion-proof surface to slow deterioration. “This project represents an evolution in marine construction and is ushering the port into a new era of development,” noted Brandon Bergeron, director of engineering at McCarthy. “We are pleased to work alongside the Port of Beaumont to build an important piece of infrastructure that will have positive economic and community impacts,” Wood added. Before the new 1,200-ft. long, 130 to 152-ft. wide concrete dock can be installed, the remaining dock must be collapsed and everything removed off the floor of the dock’s home, the deep-water channel of the Neches River.

The Texas A&M University System Board of Regents has announced the approval of several construction items, including projects in Fort Worth, Bryan, Prairie View and San Antonio. According to Texas A&M, the Regents approved the construction of a second education building on Tarleton State University’s Fort Worth campus at a total cost of $66 million. Texas A&M said board members also authorized $7.7 million in infrastructure improvements, including water, power, fiber and sewer for the growing RELLIS Campus in Bryan. “These projects are just two examples of how the proceeds of the Permanent University Fund benefit communities all over the state,” Chancellor John Sharp said. “Most people never realize how their communities are helped by the PUF.” The Board also approved construction of a $32.5 million dorm for Texas A&M University-San Antonio, Texas A&M said. Currently, the campus has a population of almost 7,000, but it has only approximately 380 dorm beds and a waiting list for on-campus housing. According to Texas A&M, the new project would add 340 beds. Prairie View A&M University also will receive a new $11 million fire alarm system, Texas A&M said. Texas A&M said the board also increased the construction budget for Texas A&M’s Bright Complex to $235 million, up from $205 million, much of which will come from gifts and licensing fees. According to Texas A&M, the additional money will expand a new indoor football practice facility and academic support center. Locker rooms, player lounges and training rooms also will be remodeled. The Regents also named the basketball court at Reed Arena after Gary Blair, who is retiring as head coach of the Texas A&M women’s basketball team after a collegiate coaching career that spanned more than four decades. He has coached at Texas A&M since the 2003-2004 season. Texas A&M said the board removed the interim titles to two AgriLife leaders. Dr. Cliff Lamb will serve as director of the Texas A&M AgriLife research and Dr. Rick Avery will be director of the Texas A&M AgriLife Extension Service.
