TxDOT Makes Improvements to San Antonio Interchange By Chuck Harvey CEG CORRESPONDENT
TxDOT photo
Loop 410 will be widened from six lanes to eight lanes (four in each direction).
The Texas Department of Transportation (TxDOT) is making major interchange improvements where I-410 and SH 151 meet on the west side of San Antonio. The $81.8 million project includes construction of the first phase of a fully-directional interchange at Loop 410 and SH 151. Crews will construct the eastbound SH 151 to northbound Loop 410 and the southbound Loop 410 to westbound SH 151 connectors. In addition, Loop 410 will be widened from six lanes to eight lanes (four in each direction) from Ingram Road to SH 151 and auxiliary lanes will be added to both directions of 151 from Loop 410 to Potranco Road (eastbound) and Hunt Lane (westbound). Several ramps on Loop 410 and SH 151 will be relocated to
accommodate the new connectors and to improve traffic flow. An access road flyover on southbound Loop 410 at West Military Drive will be added as well. A flyover is a high-level overpass, built above main overpass lanes, or a bridge built over what had been an at-grade intersection. Work on the first phase of the project started on Oct. 10, 2015, and is expected to be complete in late 2017 or early 2018. The construction is considered Phase 1 for financial purposes. A second phase of the project is under consideration, but is not yet funded. It will address traffic moving eastward on Highway 151 to southbound I-410 and northbound I-410 to westbound Highway 151. Cost for that work has not been set. “We have a ballpark estimate of $40 million as a placeholder for now,” said see TXDOT page 12

TxDOT Celebrates 100 Years of Service Transmountain Announces Plans for Cinergy Center

San Antonio’s PIRTEK Broadway Wins Franchise Award PIRTEK Broadway in San Antonio was named PIRTEK USA’s National Franchise of the Year for 2016. Owners Dean and Lisa Akin received the award in March during PIRTEK’s annual conference in Orlando. The award honors superior performance and franchise operation, as well as personal commitment and brand enthusiasm. “We worked very hard and it’s so nice to have that effort recognized with an award like this,” said Akin, who in addition to operating a service & supply center in San Antonio also recently opened a mobile-only Tier 2 PIRTEK in Austin, Texas. “Our team is truly outstanding — industrious and committed to the work. This Franchise of the Year award is a great tribute to everyone, something we can all take a lot of pride in.” In addition to earning the overall Franchise of the Year award, PIRTEK Broadway also received honors as the 2016 Southwest Region Franchise of the Year.
Nearly 70 PIRTEK franchise owners from across the United States came to the annual conference for opportunities in education, networking, strategy-sharing and business development. Among the franchisees honored at the conference was Ken Adair, National Top Sales Award recipient for 2016. Adair owns PIRTEK O’Hare in Elk Grove Village, Ill., along with three other PIRTEK franchises. PIRTEK O’Hare also won the Midwest Regional Franchise of the Year award. Other award winners included Steve Goulette at PIRTEK Phillips Highway in Jacksonville, Fla., recognized as the southeast’s top performer. Daniel Currid of PIRTEK San Leandro in San Leandro, Calif., took home the West Region Franchise of the Year award. PIRTEK Avon’s owners, Mark Rudnik and Michael Dello Russo, were honored with the Northeast Region Franchise of the Year Award for their franchise in Avon, Mass. In addition, PIRTEK’s Rookie

of the Year award went to John and Alison Abercrombie, owners of PIRTEK Gulfgate in Houston who relocated from Australia to start a franchise in the United States. “It’s been a year of great change at PIRTEK, a lot of new things happening,” said Glenn Duncan, chief executive officer of PIRTEK USA. “When I addressed the conference attendees this year, I presented them with our company’s
new mission statement and core values. They include such things as integrity, embracing change, being personally accountable and the importance of community involvement — all things we consider important aspects of who we are. We plan to emphasize these things heavily within the organization.” One of the major changes during 2016 was the rollout of the Tier 2 program. Under this new,
mobile-only option, a franchisee can lease two vehicles and keep inventory in a storage facility. The new program allows for PIRTEK ownership at a significantly lower point of entry than the traditional Tier 1 model, which includes a service & supply center along with the mobile service vehicles. PIRTEK is the only franchise of its kind in the United States providing hydraulic and industrial hose replacement sales and services. There are 65 PIRTEK franchises and a fleet of mobile service vehicles throughout the United States. Globally, PIRTEK has more than 400 locations and 2,000 mobile service vehicles in 23 countries. The company encourages U.S. veteran participation by offering them a discount off of the initial franchise fee when they set up a new PIRTEK location. For more information, visit www.pirtekusa.com. $81.8M TxDOT Project Improves Safety on I-410/SH 151 TXDOT from page 1
Josh Donat, public information officer for TxDOT. “That only includes the two direct connectors, as the highway leading up in both directions should be fitted for this phase through other projects. We don’t have funding available at this time; it’s slated for a 2021 letting, but that’s a date that’s been selected to make sure it’s included on the state-wide UTP and doesn’t actually guarantee it’ll be done at that point.” Money for the work comes from Proposition 1, which Texas voters approved in 2014. Prior to the current project, the Loop 410 and SH 151 interchange was a three-level intersection. Top level was the Highway 151 main lanes. Middle level was the I-410 main lanes and bottom level featured traffic signals at the frontage road intersections. No significant work on the intersection has been done in the past 10 years, Donat said. He added that population on the west side of San Antonio has been growing. TxDOT Overseeing Project Joe Antu is the lead inspector for TxDOT, and project was designed by TxDOT’s in-house design team. Williams Brothers Construction is prime contractor. The company has performed all of its work under the open, competitive bid process, with 95 percent of that work done for its principal client, TxDOT. Williams Brothers has completed more than 350 projects with a

In preparing for the project some dirt was removed and some brought in. “Not all the dirt removed from the project area can be used where it’s needed to be added, so some is being removed and some is being bought back in,” Donat said.

total value of more than $2 billion making it one of the largest highway contractors in the United States as well as the largest in Texas. Subcontractors include Levy Co. of San Antonio. Its work includes highway signage, lighting, traffic signal and traffic management construction and maintenance. Construction on the project is progressing with crews working in various locations simultaneously. “Frontage road work and widening of the I-410 main lanes is the critical path — mostly dirt work,” Donat said. “There’s a good bit of bridge work going on over West

Required Road Closures “Closures are typically limited to the evenings, but we do have a few traffic adjustments needed during construction,” Donat said. “For instance, we have long-term closures of some entrance and exit ramps in place as work on widening or fitting the new direct connectors takes place. Traffic flow is OK — certainly a bit slower than before work began. That’s attributable to the work zone, but also to the increase in traffic volume over the last year due to additional commercial development in the immediate vicinity.” Improving Mobility The improved intersection and wider roadway will provide for smoother traffic flow. It will be a time saver for those commuting to work along that I-410 corridor and will remove most of the traffic using the frontage road connector to southbound I-410 that carries see TXDOT page 14

An access road flyover — a high-level overpass, built above main overpass lanes — will be added as well.

traffic headed from Hwy 151 to destinations at or around Lackland Air Force Base. The project will provide new direct connections on the heaviest turn movements in the I-410 and SH 151 interchange. This will remove that traffic from the existing intersections and access roads.
The result will be significant improvement in overall mobility and safety for the remaining turning movements and local traffic. The addition of an extra lane on Loop 410 will help eliminate the bottleneck in that area. Since the existing exit for SH 151 on southbound Loop 410 will be removed, the access road flyover on southbound Loop 410 at

Military Drive will allow traffic headed to eastbound SH 151 as well as accessing the commercial areas at SH 151 and Loop 410 to bypass the signalized intersection at Military Drive. Economic Benefits Commercial and retail construction along the route could benefit as well. “Plenty of room for economic growth still exists at this location, particularly west of I-410, and I’m confident we’ll see that built out in the years to come,” Donat said. Only a Minor Glitch “We did have one discrepancy with bridge support beam dimensions in the plan sheets, but that issue was handled by an engineering review team,” Donat said. “No real costs or impacts to progress I am aware of as a result.” (This story also can be found on TxDOT photo Construction Equipment Guide’s The $81.8 million project includes construction of the website at www.constructionequip- first phase of a fully-directional interchange at Loop 410 and SH 151. mentguide.com.) AASHTO Chooses TxDOT’s Kenney as 2017 Transportation Mgmt. Fellowship AASHTO announced that it has chosen three employees of state departments of transportation to work in the coming year at association headquarters in Washington, D.C., as winners of 2017 Transportation Management Fellowships. Two of them will be engineering fellows and one will be a policy fellow, and will start arriving at AASHTO in early April. The engineering fellows are Troy Suing of the Washington State DOT and Alex Fisher-Willis of the Utah DOT. Megan Kenney of the Texas DOT is the policy fellow. Suing works in the WSDOT South Central Region headquarters in Union Gap, where for the past nine years he has been assistant regional administrator for planning, program management and design. He began working at the department in 1991 as a construction inspector and designer, and later became region planning engineer and development branch project engineer
before taking his current position. Fisher-Willis works in UDOT’s innovative contracting unit, where she collaborates on project acceleration with construction manager/general contractor and design-build teams. She joined the department in 2011, has worked as a rotational engineer in several departments and was quality engineer for a large design-build project to reconstruct part of an interstate highway. Kenney provides policy analysis on various issues for the Texas Transportation Commission that oversees the state DOT. Her assignments include Texas Clear Lanes, which is a 10-year initiative to reduce congestion in Texas’ major metropolitan areas. Prior to joining TxDOT, she was a researcher at Texas A&M Transportation Institute with a focus on freight, transportation planning and air quality studies. AASHTO said the fellowship program provides benefits for the individuals, their state departments and for the national association.
It allows recipients a chance to interact with engineers, policymakers and industry professionals from across the country, and make contact with colleagues from other state DOTs who will become resources for the rest of his or her career. The state DOT benefits from the knowledge obtained and connections made by the fellow and by gaining a better understanding of the association's inner workings. And AASHTO utilizes the fellow’s “front-line” expertise and practical state agency experience in formulating technical documents and policy positions. Under the program, the sponsoring state agency continues to pay the person’s salary and benefits, while the association pays a stipend for living expenses and reimburses work-related travel costs.
