Road Expansion Tackles San Antonio Traffic, Growth Due to growth in the San Antonio area over the past decade, the Texas Department of Transportation (TxDOT) initiated a project to improve the State Highway 151 corridor between Loop 1604 and Interstate 410 in Bexar County — specifically designed to increase mobility, enhance safety and reduce congestion. Key aspects of the project include: • increasing the number of travel lanes to six (three in each direction eastbound/westbound); • adding inside shoulders and a concrete median barrier; • improving entrance and exit ramps, intersections and frontage roads; • adding turnarounds on Military Drive West, Westover Hill Boulevard and Wisemen Boulevard; and • adding a direct connector from westbound SH 151 to NB 1604 for easy access to westbound 1604 northbound. In addition to expanding the route with extra lanes, the project will update existing infrastructure. SH 151, also known as the Raymond E. Stotzer Jr. Freeway (district supervisor for TxDOT), is a 10.7-mi. road between Loop 1804 and U.S. 90 in San Antonio that provides access to the western part of the city, the SeaWorld San Antonio theme park,

State Unveils $138B 10-Year Transportation Investment Plan
Gov. Greg Abbott announced on Aug. 26, 2026, a new 10-year transportation plan with a total projected investment of $138 billion. The plan by the Texas Department of Transportation (TxDOT) will improve safety, reduce congestion and strengthen the supply chain. “Texas’ booming economy and growing population demand a transportation system
that keeps people and products moving safely and efficiently,” Abbott said. “This $138 billion investment will strengthen our roadways, reduce congestion, improve safety, and support growing communities across Texas. JCB, STVT Launch Welding Workforce Partnership JCB and South Texas Vocational Technical Institute (STVT) launched a new workforce partnership on Aug. 27, 2026, with pre-employment weld assessments for 22 candidates. The event marks a major milestone for JCB as it prepares to hire the first skilled welders for its South Side manufacturing facility. Those selected will join the core team establishing production processes and shaping the culture of the new operation. The collaboration pairs JCB’s growing need for manufacturing employees with STVT’s focus on preparing
local talent for careers in the trades. The assessment is the first step in a relationship designed to connect JCB with skilled workers as hiring expands in San Antonio. The assessments took place at STVT’s San Antonio facility, where candidates used the school’s welding equipment to demonstrate their skills. JCB supplied the testing materials, while JCB group leaders administered and evaluated the assessments. For STVT, opening its facility to JCB created a direct link between skilled talent and a growing local employer. “Providing opportunities for skilled tradespeople
to demonstrate their abilities directly to employers is an important part of connecting education and skill development with meaningful careers,” said Vanessa Daniels, president of STVT. “We’re proud to partner with JCB as they grow in San Antonio and create new opportunities for skilled talent right here in our community.” For JCB, the partnership provides access to a diverse talent pool, from people beginning their careers to experienced tradespeople looking for their next opportunity. “STVT brings together people with different backgrounds, experiences and career paths, and that’s incredibly valuable as we build our team in San Antonio,” said Charles Johnson, welding engineering fabrication, JCB . “We want a workforce that brings a range of skills and perspectives to JCB. Partners like STVT help us reach that talent locally and build a strong pipeline for the future.” The assessments come as JCB prepares to open its new $500 million manufacturing facility in San Antonio. The investment, the largest in company history, is expected to create 1,500 jobs as the operation grows. The first skilled manufacturing hires signal a new phase for the project and the local community. Preparing to begin production in the fourth quarter, JCB is shifting its focus from building the physical operation to assembling the workforce that will bring it to life. “These employees have an opportunity that doesn’t come along very often – the chance to join a manufacturing operation at the very beginning,” said Brandy Ramirez, a JCB recruiting supervisor. “They’ll have a voice in the culture we create, the way we work together and the standards we set for the teams that follow. We’re grateful to STVT for opening its doors to JCB and for sharing our commitment to creating opportunities for skilled talent here in San Antonio.” Employees selected from the initial assessments will begin training ahead of production. Grant Advances Critical Permian Basin Interchange Upgrade The United States Department of Transportation (USDOT) awarded a $24 million federal Better Utilizing Investments to Leverage Development (BUILD) grant to advance the Fueling Economic Growth: Interstate 20 Energy Sector Interchange project in Midland County. TxDOT said the infrastructure investment that will enhance safety, improve mobility and strengthen the nation’s energy supply chain. The project will reconstruct the interchange at I-20 and South Lamesa Road in Midland, one of the most heavily traveled freight corridors in the Permian Basin. “This investment represents a major step forward for safety and economic vitality in West Texas,” said TxDOT Odessa District Engineer Saul Romero. “By modernizing this critical interchange, we are improving
travel for Texans, supporting the energy industry, and ensuring this corridor can meet the demands of a growing economy.” Texas received approximately $105 million in BUILD funding, representing the largest total amount awarded to any state in this funding round. The awards will support improvements to highway, freight, rail, transit, port and border infrastructure in communities across the state. The I-20 corridor serves as a key artery for transporting oil, gas, and other energy-related materials across the Permian Basin, one of the most productive energy regions in the world. The existing interchange at Lamesa Road experiences frequent congestion, extended travel times and recurring bridge strikes caused by oversized freight vehicles, creating safety risks for drivers and costly delays for industry.
The project will address these challenges through a comprehensive redesign that includes: • replacing the existing Lamesa Road bridge with a new design that carries I-20 over the roadway; • eliminating vertical clearance issues that lead to bridge strikes; • reconfiguring frontage roads from twoway to one-way traffic; • adding new travel lanes, turn lanes and traffic signals; and • improving drainage, lighting and infrastructure to support heavy truck traffic. Once complete, the project is expected to significantly improve roadway safety for both passenger vehicles and commercial trucks while enhancing freight reliability across the region. By reducing congestion and improving travel times, the upgraded
interchange will lower transportation costs and strengthen supply chains critical to the energy sector. “The Permian Strategic Partnership (PSP), along with our regional partners, have been laser focused on improving road safety outcomes in the Permian Basin for several years,” said Tracee Bentley, president and CEO of Permian Strategic Partnership. “The acceleration of this critical project will further leverage those efforts and help make the Permian Basin a safer place to live and work while our region continues to deliver energy for the state, our country and the world.” Construction is anticipated to begin in October 2027 and be completed in late 2029. Rice Begins $120M Gateway Project Construction Phase Construction is set to begin on Aug. 24, 2026, on the first phase of Rice University’s $120 million Gateway Project — the Patricia Lipoma Kraft ‘87 and Jonathan A. Kraft Football Pavilion. The 80,000-sq.-ft. facility will feature a full-length turf football field under a split gable roof, with immediate access from the Owls’ current grass practice field behind the Patterson Center. The open-air design will maximize airflow and cooling during Houston’s hot summer months, allow Rice student-athletes to safely train during inclement weather, and maintain an outdoor environment. The construction of the training facility will provide Owls fans with a first taste of the dramatic changes on the horizon as part of The Gateway Project. “The Krafts’ extraordinary generosity will have a transformative impact on our athletic department and the daily experience of our student-athletes,” said Eric George, interim director of athletics. “This state-of-the-art practice pavilion provides a safe, efficient and elite training environment directly adjacent to our existing facilities, allowing our team to prepare at the highest level while prioritizing student-athlete well-being.” Nations Group is overseeing the collegiate

athletic capital facility and stadium renovation process, although a primary general contractor hasn’t been named. Staging and fencing for the project is scheduled to begin the week of Aug. 24, with completion projected for early in the spring of 2027. The Owls’ current indoor practice facility, the Waltrip Indoor Training Center, will remain in use during the construction of the new practice pavilion. In November of 2025, Rice announced
the Gateway Project, development designed to create a pedestrian-friendly link between the campus and Rice Village. The initiative will transform the university’s west side, with the renovation of Rice Stadium serving as a central feature. Grounded in Rice’s 30-year Campus Land Use Plan, the project aims to integrate infrastructure, student life, athletics and community engagement in a cohesive vision that supports both the university’s growth
and Houston’s future. The project includes a major renovation of Rice Stadium, reimaging the venerable landmark as a “stadium in a park” — a sustainable, community-centered venue designed for a wide range of sports, events and gatherings. The centerpiece of the Gateway Project is a new pedestrian-focused street extending Amherst Avenue east from Morningside Drive to Greenbriar Drive, creating a direct link between Rice Village and the Rice University campus. This new corridor will feature treelined walkways, lighting, greenspaces, and upgraded infrastructure such as drainage, sewer, and water systems. It will encourage a vibrant mix of uses — including retail, housing, restaurants, and a grocery store — and include a public green space for community events and performances. The Gateway Project also features a major renovation of Rice Stadium, the 75-year-old landmark known for hosting Super Bowl VIII (1974) and President John F. Kennedy’s 1962 “Moon Speech.” The stadium will be reimagined as a “stadium in a park” — a sustainable, community-centered venue designed for a wide range of sports, events and gatherings.
TxDOT Commission Approves $1.1B in Highway Projects Here’s what the Texas Transportation Commission discussed and approved at its August meeting. Contracts The commission awarded approximately $1.1 billion in highway improvement and routine maintenance contracts. The highway improvement awards include 97 projects totaling approximately $1 billion.
The commission also awarded 23 routine maintenance projects totaling approximately $47.9 million, with bids coming in 17.58 percent below estimates.
2027 Unified Transportation Program The commission approved the final 2027 Unified Transportation Program (UTP), the Texas Department of Transportation’s (TxDOT) 10-year plan for guiding

transportation project development across the state from fiscal years 2027 through 2036. The 2027 UTP includes approximately $95 billion in transportation investments over 10 years, with a total investment of nearly $138 billion. Legislative Appropriations Request The commission approved the 2028-29 Legislative Appropriations Request. Most of the requested funding — more than 80 percent — is dedicated to project development and delivery. The department also refined its request for additional full-time employees to focus on critical needs related to emergency response, statewide traffic management and flood mitigation.
Uvalde Bridge Reopened After Flooding Commissioners recognized the reopening the Farm-to-Market 481 bridge over the Nueces River in Uvalde County just 37 days after
flooding severely damaged the structure. The southern portion of the bridge collapsed following flooding in July, leaving the crossing impassable. TxDOT used an emergency contract to expedite repairs and restore the vital link. Commissioner Alex Meade and Acting Chair Alvin New highlighted the work as an example of how TxDOT and its contracting partners can move quickly during emergencies.
Record Federal Rail Grant Executive Director Marc Williams announced that TxDOT received more than $755 million in federal funding for 12 rail grade separation projects across Texas – the largest federal grant TxDOT has received for rail grade separations and the largest federal grant of any type the agency has received. The projects will eliminate rail crossings, improving safety and reducing conflicts between trains, vehicles and pedestrians while also
helping reduce congestion and improve the movement of people and goods.
Pedestrian, Bicycle Improvements Commissioner Robert Vaughn highlighted TxDOT’s continued investment in pedestrian and bicycle infrastructure. During fiscal 2026, TxDOT has invested approximately $244 million in pedestrian infrastructure, delivering nearly 185 miles of pedestrian elements. TxDOT also invested approximately $132 million in bicycle infrastructure, providing nearly 150 miles of bicycle elements statewide.
Aviation The commission approved the 2027-29 Aviation Capital Improvement Program, which includes 212 projects totaling more than $410 million in proposed investments at general aviation airports across Texas. TxDOT supports 258 general aviation airports statewide.

TxDOT Advances Nearly $955M in July Projects Statewide From major highway construction and safety improvements to new funding for critical transportation projects, the Texas Department of Transportation (TxDOT) said July brought significant progress across Texas as it continued working to improve safety, mobility and connectivity for communities statewide.

Major Projects Take Shape In Starr County, the first phase of the $240 million State Loop 195 project was nearly 40 percent complete as of July 1. The 4.38-mi. project will provide a new connection to U.S. 83 at Loma Blanca Road in Roma, helping drivers bypass traffic signals and improve mobility between Rio Grande City and Roma. In Alton, TxDOT began a three-month reconstruction project along Farm-to-Market 494 (Shary Road) designed to improve the roadway crossing and add sidewalks, ramps and traffic signals. In Calallen, construction began on the first phase of the $35 million Farm-to-Market 624 widening project, a fouryear effort to reconstruct and expand roughly three miles of Northwest Boulevard between Wildcat Drive and County Road 73. Once complete, the corridor will feature six main lanes, turn lanes, sidewalks, and a shared-use path for cyclists and pedestrians In San Patricio County, TxDOT began a $1.8 million project to replace a bridge on U.S. 181 east of Taft. The project is expected to be completed by the end of the year and will improve the long-term condition of the important South Texas roadway.
Protecting Roads Texans Rely On In Grayson County, TxDOT launched a $700,000 roadway rehabilitation project focused on protecting existing infrastructure. The work includes erosion repairs, sediment removal and drainage improvements and is expected to be completed by November. Across Northeast Texas, a separate $734,734 project began in July to repair erosion at multiple locations in six neighboring counties.
Mansfield Innovation Community Begins $57.5M Phase The development team behind the Mansfield Innovation Community (The MIC) – a partnership between Admiral Legacy Investments and Foundry Commercial — began work on Phase 1A, a 152,894-sq.-ft., Class-A office building that will serve as the first vertical component of the community’s planned 18-acre mixed-use destination in Mansfield, Texas. Located on a 5-acre site within the Mansfield Innovation District (The LinQ – Innovation District), the fivestory office building will feature modern Class-A office space alongside flexible coworking environments designed to support entrepreneurs, growing businesses and established organizations seeking collaborative workspace solutions. Construction of the office building is under way, marking a milestone in the long-term vision for The MIC and
the continued evolution of Mansfield’s Innovation District. The project team includes BOKA Powell as architect, Wier & Associates Inc. as civil engineer, Moss as general contractor, Stream as leasing representative and Foundry Commercial as property manager. The $57.5 million Phase 1 development will provide modern office, research, collaboration, and business incubation space tailored to the needs of technology, health care innovation, entrepreneurs and innovation-focused organizations. The project is intended to foster collaboration between industry, education, workforce development partners, and emerging businesses creating an environment where innovation can thrive. Texas A&M-Fort Worth Opens First Academic Building The Texas A&M University System opened its new downtown Fort Worth campus on Aug. 5, 2026, and immediately began work on the next phase of a long-term investment in the city’s students, workforce and economy. Texas A&M-Fort Worth welcomed A&M System Regents, Chancellor Glenn Hegar, System leaders, faculty staff and community partners to celebrate the grand opening of the eight-story, $185 million 228,000-sq.-ft. Law & Education Building. Turner, in collaboration with joint venture partners CARCON Industries and Source Building Group, served as general contractor for the project The ceremony concluded with the groundbreaking of the Research & Innovation Building-A, a facility designed to bring university researchers, state agencies and private-sector partners together. Byrne Construction Services is the contractor for the $260 million project. The two buildings will serve as the academic and research anchors of the Switchyard Innovation District, a planned hub for education, research, entrepreneurship and business collaboration in southeast downtown Fort Worth. Planning for Texas A&M-Fort Worth was driven by a comprehensive needs assessment that helped identify the programs, research and partnerships needed to address the region’s evolving workforce needs. Additionally, an economic impact study projects that, upon completion, the campus will support more than 25,000 direct and indirect jobs and generate more than $3 billion in annual economic activity. “Growth takes skilled people, sound infrastructure, useful ideas and partners willing to invest for the long haul,” said Robert L. “Bob” Albritton, chairman of The Texas A&M University System Board of Regents. “Texas A&M-Fort Worth brings those things together in one place.” The Law & Education Building will house academic programs from Texas A&M University and Tarleton State University. The new building is home to the A&M School of Law and other programs including engineering, business, health care, pharmacy, biotechnology and medical laboratory sciences. Students learn alongside researchers, public service professionals and industry partners while gaining hands-on experiences that prepare them to lead in rapidly evolving industries. Six Texas A&M System agencies also call the building home, extending learning beyond the classroom through applied research, technology development and public service. Immediately following the grand opening, leaders broke ground on the Research &
Innovation Building-A, an 11-story facility that will expand opportunities for university researchers, Texas A&M System agencies and private-sector partners to collaborate in aerospace, engineering, agriculture, health sciences, virtual production, medicine, food and nutrition science, biotechnology and transportation. The Texas Transportation Commission approved the 2027 Unified Transportation Program (UTP) in August, which includes $95 billion in projected funding from existing state and federal revenue sources for projects across the state over the next 10 years. The investment is supported by an additional $43 billion in development and routine maintenance. The UTP lays out a plan for project development to enhance safety, address congestion and connectivity, and preserve roadways for Texas drivers. The program also includes public transportation, maritime, aviation, rail, freight, international trade and bicycle and pedestrian connectivity. Many of the projects in the 2027 UTP are roadway segments identified on Texas’ 100 Most Congested Roadways list. Texas Clear Lanes congestion-relief projects funding will increase, supporting the $90.6 billion total investment for completed, under-construction and planned non-tolled projects since 2015. The plan also supports a significant investment in safety and increases funding for rural corridors and key economic hubs.

San Antonio SH 151 Project Adds Lanes, Connections CORRIDOR from page 1
Northwest Vista College and the future site of a data center. Conceived in 1983 by local land developer Charles Martin Wender, this limited-access freeway was built in stages through the 1980s and 1990s, reaching completion in 2004. Widening Work Construction began in May 2023 and is scheduled for completion in December 2026, for a total estimated cost of $98 million, paid for with state and federal funding. Under general contractor Austin Bridge and Road Services, LP, crews work an average of 13,000-15,000 hours each month, according to Yazmin Garcia, a TxDOT engineer and the SH 151 Expansion project manager. The new lanes are being built within the existing grassy median between the eastbound and westbound roadways. At the same time, a concrete center barrier and an underground storm drain system are being installed. A new connector ramp from westbound SH 151 to northbound Loop 1604 was completed ahead of schedule. This ramp replaces the previous tight J-shaped ramp, offering an improved connection for local traffic. Consisting of two lanes, primarily at ground level, it includes a braided overpass crossing a newly extended northbound access road. Traffic merging onto existing Loop 1604 mainlines via the expanded overpass at Culebra Road will encounter four lanes — two from the new connector and two existing through lanes. The direct ramp is designed to reduce traffic congestion and shorten travel times on one of the city’s busiest corridors. TxDOT believes it will “increase connectivity and enhance safety along the corridor from Loop 410 to Loop 1604.”

Fill was required for the slopes at the turnarounds and direct connect. “We used TY C embankment with specific properties to allow a good compaction,” Garcia said. “Compaction was tested with the nuclear gauge TEX-115 and accepted if it met compaction and moisture requirements.”
Not Always Easy The SH 151 corridor between Military Drive and Loop 1604 is a known karst zone. Karst features are subsurface geologic formations created by the dissolution of limestone, which can result in voids, cavities or unstable soil conditions. “During excavation and drill shaft operations, multiple karst features were encountered,” Garcia said. “Work in these areas had to be temporarily halted to allow for environmental studies related to endangered species. These studies lasted between 14 and 28 days. To minimize schedule impacts, the contractor shifted operations to unaffected areas while awaiting study results.” Other surprises also impacted the work.
Unexpected groundwater intrusion occurred during drilling for the bridge widening over Hunt Lane. “Initial mitigation efforts — including the use of Class SS concrete and dewatering — proved ineffective in some locations,” Garcia said. The issue was ultimately resolved by installing permanent casing during drilling. The exact source of the water was not identified, as bore logs did not indicate a water table at the drilled depths and no nearby utilities were present. This portion of the project required breaking back existing rails and abutments to construct new drill shafts and caps. The work area was extremely constrained, and material from the adjacent retaining wall system frequently became unstable and migrated into the excavation during construction activities. Design modifications for the turnaround bridges altered plans. “Originally designed with 1:1 slopes, coordination between the contractor and TxDOT led to the incorporation of retaining walls to improve slope stability,” Garcia said. This adjustment also enhances compatibility with potential future bridge connections along SH 151. The final design combined spread footing walls, drill shaft walls and soil nail walls, resulting in a comprehensive and adaptable solution. The campus is also built for adaptability, with configuration flexibility that anticipates future advances in digital integration and automation, ensuring the site remains at the frontier of biopharmaceutical development and manufacturing technology as capabilities continue to evolve. BMS envisions this site growing in scale and capability well beyond its opening configuration. BMS selected Texas and Generation Park following an extensive, competitive evaluation of multiple markets in the Central and Eastern U.S. Key factors in this decision included the emerging strength of the local workforce in life sciences, available incentives, proximity to utilities and transportation infrastructure, and an overall business climate conducive to longterm growth. At 4,300 acres, Generation Park is a curated hub for life sciences and advanced manufacturing. The new BMS campus is projected to employ nearly 500 people initially, with roles spanning operations technicians, production specialists, maintenance and engineering professionals, quality control and assurance experts, and site leadership and administration. BMS also expects to create approximately 2,000 construction and other indirect jobs between 2027–2030 as the facility is built and brought online, supporting the local economy throughout the construction period.
