Williams Brothers Continues I-45 Upgrade in Galveston

Interstate 45 construction passes over Texas City Terminal Railway tracks.

By Irwin Rapoport

CEG CORRESPONDENT

A $495 million Texas Department of Transportation (TxDOT) project is transforming a 10-mi. section of Interstate 45 between Farm-to-Market 1764 and north of the Galveston Causeway Bridge, with Williams Brothers Construction advancing work on new lanes, interchanges, bridges and flood-protection infrastructure. Construction began in 2019 on the project, which is de-

signed to improve safety, reduce congestion and strengthen evacuation routes for residents of the greater Galveston area. Williams Brothers secured the contract for the entire project. In addition to rebuilding the existing six-lane interstate, the project is widening the highway and adding lanes in each direction, upgrading frontage roads and reconstructing the I-45/State Highway 146/State Highway 6 interchange at the Texas City Wye. Frontage roads are being upgraded to 12-ft. lanes, with two lanes in each direction and a third auxiliary lane at

ramps. The configuration is intended to eliminate lane drops while also adding bike lanes. The project also includes six detention ponds, MSE and sound walls and an intelligent transportation system. Based on 2022 traffic counts, approximately 76,200 vehicles traveled this section of I-45 each day. TxDOT expects that number to reach 103,000 vehicles per day by 2042. Frontage-road traffic is projected to increase from 6,300 to 8,600 vehicles per day during the same period. see GALVESTON page 14

Vermeer Texas-Louisiana Hosts Customer Event in Kilgore

Brian Van Arman is preparing for retirement after 20 years with Vermeer TexasLouisiana, all spent at the Kilgore branch.

V

ermeer Texas-Louisiana welcomed customers to its Kilgore, Texas, location on Sept. 25 for a customer appreciation event that also recognized longtime Branch Manager Brian Van Arman as he prepared for retirement. Customers gathered at the branch for a Tex-Mex lunch, visited with Vermeer Texas-Louisiana employees and viewed equipment on display. The event was held at the company’s facility at 707 Access Road. For Van Arman, the event came shortly after reaching a significant milestone. He marked 20 years with Vermeer Texas-Louisiana on Sept. 1, spending his career with the company in Kilgore. Van Arman initially joined the branch as sales manager before becoming branch manager approximately two years later. Since then, he has overseen the store’s operations. During that time, Van Arman watched the equipment needs of customers throughout East Texas develop and change. He said directional drilling remains an important part of the Kilgore branch’s business, ranging from smaller drills to larger machines used for pipeline work.

(L-R): Jared Howard of C3 Directional; Jason Rush, chief operating officer of EOC; and Zach Clapp of C3 Directional use a Vermeer D100x140 directional drill in C3 Directional’s equipment fleet.

“The directional drilling itself has been our bread and butter over here,” Van Arman said. Forestry also represents an important market. Van Arman said the Kilgore location has developed business with Vermeer loaders and compact equipment, with machines commonly paired with attachments such as grapples and mulching and shredding attachments for forestry applications. While equipment and customer needs have evolved during his time, Van Arman pointed to customer service as an important part of the operation. “What’s made us successful in Kilgore has been the level of customer service that we provide,” he said. As his time with Vermeer Texas-Louisiana ends, Van Arman said he hopes his approach continues after his retirement. “I want people to think that I was fair, and we had good business practices,” he said. “And I hope to leave that behind.”  CEG (All photographs in this article are Copyright 2026 Jason Nix (L), Vermeer Texas-Louisiana Kilgore sales Construction Equipment Guide. USACE Awards $169.4M Contract for Fort Worth Channel The U.S. Army Corps of Engineers (USACE), Fort Worth District, announced on Sept. 4, 2026, the award of a contract for construction of the North Bypass Channel, a major feature of the Modified Central City Flood Risk Management Project. The fixed-price contract, valued at $169. 43 million was awarded to Walsh Construction Co. II LLC. Construction mobilization and initial earthmoving are anticipated to begin in late winter or early spring 2027. The anticipated completion date for the North Bypass Channel is 2029. USACE is delivering the federally authorized project in partnership with the Tarrant Regional Water District, the nonfederal sponsor, and in coordination with the city of Fort Worth. The project is intended to reduce flood risk for residents, businesses, critical infrastructure, and historic, commercial and residential areas in and around Fort Worth’s Central City corridor. “This award moves the Central City project from planning to construction on a critical flood-risk-management feature for Fort Worth,” said Senior Official Performing the Duties of the Assistant Secretary of the Army for Civil Works Lee Forsgren.

The North Bypass Channel is approximately 3,900 linear ft. long and 300 ft. wide at the channel bottom. It will divert floodwater around the downtown bend of the Clear Fork and West Fork of the Trinity River and is a primary component of the broader flood risk management system. The channel includes: • a vegetated earthen levee; • reinforced concrete floodwalls; • pedestrian promenades; • multi-use trail connections; • accessible ramps and stair landings; and

• a pedestrian bridge connecting the north levee infrastructure to the promenade network and the Trinity Trails system The North Bypass Channel will function with other project features, including valley storage, flood isolation gates, dams and an interior pump station. These features make up a vital initiative to manage flood risk to protect thousands of homes, businesses, and more than 1 million people in the nation’s 10th-largest city. “Awarding this construction contract is a monumental step forward in fulfilling our

commitment to the residents of Fort Worth,” said Col. Marlon S. Ringo, commander of the USACE Fort Worth District. “The North Bypass Channel is a critical piece of the operational heart of the Modified Central City Project. Moving dirt on this scale reinforces our mission to deliver critical engineering solutions that protect lives, secure infrastructure, and reduce catastrophic flood risks for generations to come.” Federal appropriations for the Central City project through fiscal year 2026 have supported completion of habitat mitigation and most valley storage features, as well as ongoing engineering, design, real estate, construction, and project-management activities. The Tarrant Regional Water District and local partners have invested more than $374 million of local funds to advance the project. Additional federal and local funding will be required to complete all authorized project features. Before this contract award, the Tarrant Regional Water District and the City of Fort Worth completed key local-sponsor responsibilities, including property acquisition, environmental remediation and 14 utility-relocation packages along the channel alignment. 

Lilly Begins On $6.5B Houston Manufacturing Facility Eli Lilly and Co. broke ground on Sept. 21, 2026, in Houston on one of 10 U.S. manufacturing sites — and fifth location to produce domestic active pharmaceutical ingredients (API) — announced since 2020. A contractor wasn’t announced. As part of the company’s $50 billion push to reshore medicine production to meet growing demand at home and export American-made medicines to people around the world, the $6.5 billion Houston site will manufacture Foundayo (orforglipron), Lilly’s first synthetic oral GLP-1 medicine, along with other small-molecule medicines and advanced therapeutics. Foundayo is a GLP-1 receptor agonist approved in the U.S. for weight management in adults with obesity, or adults with overweight and a weight-related condition. “We are thrilled to break ground on our latest ‘medicines made in America’ site in the great state of Texas,” said David A. Ricks, Lilly chair and CEO. “This $6.5B investment will help change the game for tens of millions of people suffering from overweight, obesity and its consequences like diabetes. We will make and ship Lilly’s latest products from Texas to people here at home and around the world.” Lilly also is providing $12.5 million to

support a relationship with San Jacinto College to give Houstonians a pathway into advanced chemical synthesis manufacturing careers. This relationship will focus on developing training pathways and expanding the equipment and facility capacity needed to produce technicians, operators, maintenance professionals, and other manufacturing talent, while also leveraging Lilly experts to support curriculum development and instructor readiness and preparation. Separately, Lilly is providing a $2.5 million charitable donation to the San Jacinto College Foundation to support scholarships for eligible students. Lilly is hiring in Houston and expects the new facility to create more than 600 high-wage jobs like engineers, scientists, operations personnel, and lab technicians — along with 4,000 construction jobs as the site is being built and brought online. In addition to Foundayo, the Houston site will focus on advanced therapeutics. This will include oligonucleotides, a class of medicines that can work at the genetic level to switch off the production of specific proteins to treat disease closer to its source. “Texas is the global hub for life sciences,” Texas Gov. Greg Abbott said. “This $6.5

Austin-Bergstrom International Starts Work On Concourse M

Austin-Bergstrom International Airport broke ground on Sept. 29, 2026, on Concourse M, according to kxan.com. The six-gate facility will help maintain passenger capacity while the main Barbara Jordan Terminal gates are remodeled and the new 26-gate Concourse B is built. Hensel Phelps is the project’s general contractor on the $64 million project, according to an airport fact sheet.

Construction on the Concourse is slated to begin soon, with the target opening as early as 2028, kxan.com reported. Concourse M will be built on the airport’s west side of the airport. It is designed to provide additional gate capacity while several major construction projects are planned across the airport. The 37,537-sq.-ft. concourse will include four contact gates as well as two walk-out gates to be used

in serving narrow-body aircraft, according to kxan.com. The concourse will operate separately from Barbara Jordan Terminal “Concourse M is a critical component of the Journey With AUS expansion program, allowing us to advance major construction while continuing to serve millions of passengers each year,” airport CEO Ghizlane Badawi said in a statement.

Concourse M passengers will reach the facility via a bus shuttle service operating from Gate 13; that’s the airport’s only ground-level gate in Barbara Jordan Terminal, kxan.com reported. Airport officials said concourse amenities will include public Wi-Fi, seating areas, restrooms, a family restroom, a nursing room and a pet relief area. “The investments we’re making at Austin-Bergstrom International

Airport are about more than today’s travel needs, they’re about ensuring long-term prosperity and economic strength for our region,” Austin Mayor Kirk Watson said. Project funding comes from traditional airport development funding sources, such as airport cash reserves, current and future airport revenues, future revenue bond proceeds, and possible Federal Aviation Administration grants, according to an airport fact sheet. 

Three-Segment Approach Transforms 10 Mi. of I-45 GALVESTON from page 1

“To reduce accidents on the corridor, the new configuration will include auxiliary merge lanes between entrance and exit ramps on the main lanes at each major overpass,” said Danny Perez, a spokesman for TxDOT’s Houston District. “This will provide drivers additional distance to merge. The frontage roads will also be widened to eliminate the lane reductions at each exit ramp.” “Previously, the two-lane frontage roads were reduced to one lane in advance of the exit ramp. In the new configuration, the two lanes of frontage road traffic will be continuous with a third auxiliary lane used to receive exit ramp traffic.” Three Major Segments The project is divided into three segments, each with different construction challenges and scopes of work. The first segment, a $166 million section from FM 1764 to FM 519, began in fall 2019. Crews are widening the highway, constructing overpasses at Delany Road and Vauthier Street and improving drainage. New auxiliary and turn lanes are being built to reduce congestion and backups in Dickinson and Texas City. The segment is approximately 85 percent complete. Crews have completed the northbound frontage roads and main lanes, along with three overpass bridges and retaining walls. Bad weather and high groundwater remain significant challenges because they can affect excavation and foundation schedules. Construction also must be coordinated with work on adjacent I-45 segments to the north and south. Williams Brothers constructed the northbound main lanes while the neighboring northern project was under way. Traffic plans are allowing crews to build the southbound mainline without delaying work on the adjacent southbound segment. The second segment, a $226 million project from FM 519 to the Texas City Wye, began in winter 2020. Work includes upgrading frontage roads, adding lanes and constructing improved entrance and exit ramps. The segment is approximately 50 percent complete and is scheduled for completion in summer 2028. Crews have completed the northbound and southbound frontage roads, including new TCT railroad overpass bridges, marsh bridges south of TCT and tidal interchange bridges. The existing I-45, SH 6 and SH 146 interchange is being converted into a diverging diamond interchange. The completed configuration will feature continuous frontage roads, two left-turn lanes, two through lanes and dedicated U-turns. The work has affected industrial companies that rely on the existing interchange and generate significant truck traffic. TxDOT is maintaining three main lanes throughout construction except for short-term closures. Williams Brothers also was offered incentives to complete the interchange work early to reduce traffic impacts. The third segment, from the Texas City Wye to the Causeway Bridge, is valued at $103 million and is approximately 60 percent complete. It is expected to be finished next summer. The work includes four new overpasses and new northbound and southbound mainline bridges. The bridges will be widened from three to four lanes and include shoulders. New frontage-road bridges also are being constructed in both directions. A major feature is raising the I-45 main line 8 to 10 ft. to keep the highway passable during storm surges. The

Frontage roads are being upgraded to 12-ft. lanes, with two lanes in each direction and a third auxiliary lane at ramps.

work will be completed before construction begins on the planned widening of I-45 from the Causeway to 61st Street on Galveston Island. The existing I-45 bridge near Tiki Island also is being demolished and replaced with a new northbound bridge. TxDOT said the replacement will improve structural integrity and increase traffic capacity. The work has required temporary lane closures and detours. Tackling Drainage, Flooding Flood protection is a major component of the project. Crews are installing closed storm sewer systems throughout the corridor, including more than 17 mi. of large prefabricated concrete box culverts. A new pump station is under

construction at the Texas City Wye, while roads south of the interchange are being raised to improve passability during high tides and heavy rain. Six detention ponds will provide additional capacity during major rain events. Large excavators are being used to dig the ponds, with loaders moving earth and rock off site. Excavation and demolition debris is being reused whenever possible. Tropical storms, hurricanes, heavy rains and tidal changes have affected construction progress. Williams Brothers has used scheduling flexibility and planning to recover lost days. The project corridor includes low-density residential areas, businesses, light industrial facilities, fields and small wooded areas. The available space has provided room for new frontage roads, highway entrances and exits, drainage facilities, detention ponds and material storage. Maintaining Traffic During Construction The phased construction plan is designed to minimize disruptions on the heavily traveled corridor while protecting workers and motorists. Traffic is shifted to the opposite side of the highway to provide work areas while maintaining two lanes in each direction. K-rail barriers and fencing separate traffic from construction activities. The new mainline pavement and reconstructed lanes consist of a 6-in. lime layer, a 6-in. cement-stabilized base, 1-in. of bond breaker and 13 in. of concrete pavement. Excavation crews remove existing pavement and base material between intersections where new concrete overpasses are being constructed. Large excavators, skid steers, loaders and dozers handle the excavation and material movement. Site-preparation crews install rebar before concrete pours while also installing drainage, electrical and other systems. Concrete is placed during early morning and daytime hours and typically requires one to two weeks to cure. Screeds and other standard paving equipment are used to finish the concrete. Excavation, site preparation and concrete crews work simultaneously to maintain production. Overpass construction follows conventional methods. The 250-plus-ft., five-span, eight-lane overpass at Delany Road has retaining and MSE walls on both sides of the highway. Shafts were drilled on both sides before columns and piers were installed. Cranes, sometimes working in tandem, lift and place concrete beams measuring more than 50 ft. long. Thirteen beams are used per span. Crews then install concrete tiles and rebar before pouring the deck, which is approximately 40 ft. above the roadway. Frontage-road construction follows a similar process, with protected work zones providing room for equipment to maneuver and excavation material to be transported off site. The diverging diamond interchange work involves demolition, excavation and construction of new mainline and frontage-road facilities. Crews are working primarily with concrete, rebar and asphalt. More than 100 general contractor and subcontractor employees typically are on site each day. Equipment is subjected to heavy daily use, requiring on-site mechanics and outside service personnel to handle routine maintenance and repairs.  CEG (All photos courtesy of the Texas Department of Transportation.)

Sundt announced that construction began on Sept. 18, 2026, on the city of Denton’s $92 million Pecan Creek Water Reclamation Plant expansion, a significant investment that will increase treatment capacity, improve reliability and modernize operations to meet rising demand. Sundt is leading the effort, which includes a new 75-million-gal.-per-day headworks facility and a 30-million-gal.-per-day buildout utilizing membrane bioreactor (MBR) technology. These enhancements will strengthen process performance and maintain high treatment standards as the region continues to grow. “This work strengthens the backbone of Denton’swastewatersystem,”saidMattBothun, Texas regional manager for Sundt’s Water & Wastewater Group. “Through advanced treatment solutions and strategic phasing,

we’re delivering critical improvements while keeping the existing facility fully operational and untouched throughout the construction of their new improvements.” The scope also features ultraviolet disinfection systems, anaerobic digesters, expanded solids handling capabilities, underground utility upgrades and site enhancements integrated within the existing plant footprint. Once complete, the expansion will help ensure Denton’s wastewater system keeps pace with the region’s growth while safeguarding public health and environmental quality for years to come. Sundt is working on multiple roadway projects for the city of Denton and a number of other infrastructure projects across Texas, including El Paso Water’s Pure Water Center. 

Saronic Technologies graphic

Work Starts in Brownsville On $3B Port Alpha Shipyard Saronic Technologies held a groundbreaking ceremony on Sept. 30, 2026, for its $3 billion Port Alpha manufacturing facility at the Port of Brownsville. The shipyard will generate up to 10,000 jobs and create an estimated $264.5 billion in economic impact for the state of Texas, marking one of the largest economic development projects in Texas history. “The seas of the world will be ruled by warships built in the great state of Texas,” Gov. Greg Abbott said. “For 10 years, Texas has ranked No. 1 in the United States for creating new jobs, and Port Alpha will build on that record to strengthen Texas’ workforce and shape the arc of national security.” Abbott touted Port Alpha as the most advanced shipyard in the world and highlighted Texas’ leadership in bringing defense manufacturing home. The shipyard, which will build both autonomous and manned ships, represents a private capital investment of more than $3 billion to create a stronger U.S.-built commercial and defense fleet. This development will ensure national security, economic prosperity, and freedom on the seas. At opening, Port Alpha will introduce an initial 150,000 gross tons of annual shipbuilding capacity, more than double the current U.S.

commercial shipbuilding capacity. Saronic is working with the state of Texas, Cameron County, and regional educational institutions to develop engineering pipelines, technical training and apprenticeship pathways that put industry careers within reach for Texans. The 835-acre site in Cameron County is in the Port of Brownsville, which is already home to most of the United States’ shipbreaking industry. The new shipyard will be Austin-based Saronic’s third; it already operates a factory in central Texas that builds 25-ft. Corsair autonomous boats and runs former Gulf Craft shipyard in Franklin, La., where it builds the unmanned medium surface vessel, USNI News reported. Saronic CEO Dino Mavrookas didn’t detail the types of ships it would build in Brownsville, but in renderings it released previously, the company showed ships about the size of a San Antonio-class amphibious warship. The Cameron County commissioners approved a 95 percent, 19-year tax abatement for the estimated shipyard earlier in 2026. Saronic debuted as a venture capital startup, making small autonomous boats. The Navy has bought $350 million in small vessels from Saronic, as well as its design for the medium unmanned surface vessel. 
