NCDOT to Spend $5B On Eight Helene-Related Repairs The North Carolina Department of Transportation (NCDOT) expects to spend close to $5 billion repairing and rebuilding roads and bridges damaged by the remnants of Hurricane Helene as it roared across the western part of the state in the early fall of 2024. More than two-thirds of that money, totaling approximately $3.2 billion, will be spent on eight rebuilding projects, according to estimates released by the state agency in early December. They include one section of interstate and seven rural two-lane highways and nearby secondary roads that were largely obliterated by floodwaters and landslides. Most of the roads have been repaired enough to allow for the passage of local traffic, the Raleigh News & Observer reported. Final reconstruction work is either under way or will begin soon. The most challenging and costliest project involves rebuilding 4 mi. of eastbound Interstate 40, much of which fell into the Pigeon River near the Tennessee state line. NCDOT contractors will soon begin mining stone from the nearby Pisgah National Forest to restore the missing roadbed and build a concrete retaining wall up to 70 ft. tall. That work is expected to cost $1.3 billion and take until the end of 2028 to complete. Of the remaining seven projects, four are in the rugged mountains of rural Yancey and Mitchell counties northeast of Asheville; the three other roads converge in the small community of Bat Cave near Chimney Rock. Together, they are expected to cost $1.9 billion. Included among the roadway repairs in those areas are: • Fourteen miles of U.S. Highway 19W North and seven bridges along the Cane River. The estimated cost of the work is $452 million and the effort is projected to be completed in the fall of 2027. • U.S. 19W South, where 10 mi. of roadway and 10 bridges along the Cane River were heavily damaged. The price tag for that reconstruction is estimated at $350 million and it has an approximate completion date set for mid-2028. • N.C. Highway 197 South, 30 mi. of road with 11 bridges along the Cane River south of Burnsville. The projected cost is $300 million and the work is due to be finished in the third quarter of 2027. • N.C. 197 North, 18 mi. of highway with 7 bridges along the Toe and Nolichucky rivers north of Burnsville. The cost is projected to be $345 million, and its completion is slated for the spring of 2028. • U.S. 64/74A between Bat Cave and Chimney Rock, stretching over 2.6 mi. of roadway alongside the Rocky Broad River. NCDOT puts the cost of rebuilding the twolane highway at $286 million and has forecast that it will be finished in the fall of 2028. • U.S. 74A between Bat Cave and Gerton, 2.6 mi. of roadway with one bridge. It is likely to cost $126 million to reconstruct and should wrap up during the summer months of 2027. • U.S. 64, west of Bat Cave along 2.3 mi. of roadway, will be repaired at a cost of $46.5 million and opened to traffic next fall. More than 1,500 roads were fully or partially closed after Helene dumped historic amounts of rain on the state’s Blue Ridge and Smokey Mountains in late September 2024. As of Dec. 8, NCDOT and its contractors have fully reopened all but 34 of them. The state agency has spent more than $1.2 billion so far, mostly to repair damaged roads so that residents in the area can access them. The department said its crews have repaired

CEG photo

Work on U.S. 64 continues including drilling into the rock to stabilize the area (in foreground) to support the knee wall.

7,309 damage sites, including 585 bridges and more than 1,600 culverts. But the bulk of the work lies ahead, as NCDOT and its contractors rebuild roads to current highway standards and try to make them less susceptible to future floods. When Helene struck western North Carolina, it became both the state’s most destructive storm and its deadliest, as it claimed 108 lives and left behind billions of dollars in damage to homes, businesses, natural attractions, roads and bridges. Prior to last year, NCDOT had never experienced anything like Helene, the News & Observer noted. The $5 billion it expects to spend rebuilding the road system is more than five times the cost of all previous storms combined since 2016, which includes two other hurricanes, Matthew and Florence, which devastated the eastern part of the state. NCDOT is counting on the federal government to cover at least 80 percent of those costs. So far, the department has received $152 million from the Federal Emergency Management Agency (FEMA) and about $200 million from the Federal Highway Administration (FHWA), with more support pledged. FEMAÊs Total Helene Funding to N.C. Surpasses $1B On Dec. 8, FEMA announced an additional $33 million in funding to cover the costs of 44 more Helene recovery projects in western North Carolina. The new money brings FEMA’s total to more than $1 billion in public assistance grants to communities in the region. This latest grant is in addition to more than $2 billion in

FEMA funding for U.S. Army Corps of Engineers mission assignments supporting statewide debris clearance. The following are some of the notable FEMA grants obligated to the state and its communities: • The city of Asheville received $10.7 million for multiple projects including permanent repairs to the Bee Tree Dam and emergency protective measures taken by the city’s Water Resources Department. • NCDOT was awarded $7.4 million for road repairs across Alleghany, Avery, Buncombe, Caldwell and McDowell counties. • Avery County was funded $3.4 million for repairs to its senior center and administrative building. • The Town of Beech Mountain, the highest community east of the Rocky Mountains at 5,506 ft. above sea level, was awarded $1.6 million for emergency protective measures taken following Helene, including temporary power to the emergency operations and mass distribution centers. • To the south, the town of Spruce Pine got $1.2 million to make much-needed repairs to its water and wastewater distribution systems. • North Carolina Emergency Management, a division of the state’s Department of Public Safety, was granted $1 million for additional reimbursements for emergency protective measures, including activation for the state’s emergency response center and critical life-saving public information. FEMA is reimbursing Helene costs at no less than a 90 percent federal share, an enhanced level of support reserved for the most significant disasters, through its Public Assistance program. It provides funds for state and local governmental response and recovery work. 

Kelly Tractor Delivers Cat Centennial D4 Dozer to Ryan Inc. Kelly Tractor Co. selected its longtime customer, Ryan Incorporated Southern, to take delivery of the last Caterpillar centennial edition unit — a Cat D4. For Ryan Inc., a family-owned site development firm established in 1884, owning a piece of Caterpillar’s history is fitting, given that the company was there when the construction industry shifted from horses and pack mules to the firstever Caterpillar tractors more than a century ago. “We’ve been using Caterpillar products since they started making scrapers many decades ago,” said Wills Ryan, CEO and owner, whose greatgrandfather, P.W. Ryan, established the business in Wisconsin, building railroad embankments before the highway construction era emerged in the early 20th century. The evolution of Caterpillar’s machinery went very much in tandem with Ryan’s own growth as a site development firm, as it expanded its operations beyond America’s heartland into Southern Florida during the early 1970s. Since then, Ryan Inc. has partnered with Kelly Tractor for their Caterpillar equipment needs. “Kelly Tractor has been an integral part of our growth,” Ryan said. “They’ve supported us with sales and rentals, and they’ve been a great partner to have.” Earlier this year, Caterpillar announced its exclusive Centennial Edition series to mark 100 years of Cat machines. As the authorized Cat dealer in South Florida, Kelly Tractor Co. procured a limited number of these units to deliver to its most valued customers. Ryan Inc. was selected to receive the last unit on-hand — a distinction that cements the enduring

relationship between Ryan Inc. and Kelly Tractor Co. Ryan Inc. plans to deploy the Centennial D4 on a landmark change order for a district project, where it will help prepare the site for one of the largest pump installations in the area. “The Kelly family have been great to work with over the years, and we very much appreciate having the opportunity to

celebrate 100 years of Caterpillar,” Ryan said. The battleship grey Centennial D4 will immediately join Ryan’s active fleet alongside hundreds of other yellow Caterpillar machines, continuing a partnership that has endured for decades.  (All photos courtesy of Kelly Tractor Co.)

DBIA Fla. Names Sanibel Causeway Its ‘Project of the Year’ The Sanibel Causeway reconstruction has won the Design-Build Institute of America’s (DBIA) Florida Region’s Best Overall Project of the Year award, along with the

Transportation/Roadway Project of the Year award. The recognition highlights how Floridabased contractors Superior Construction and The de Moya Group responded to one of the state’s most critical infrastructure emergencies following Hurricane Ian in September 2022. “Florida contractors know what hurricanes can do to our communities,” said Toby Mazzoni, area manager of Superior Construction. “We live and work here, so we build for the long haul, Superior Construction photo The Sanibel Causeway in 2022, after Hurricane especially when our neighbors are counting on us most.” Ian. Florida First in Emergency Delivery The $328 million reconstruction marked the Florida Department of Transportation’s (FDOT) first emergency phased design-build contract. Rather than waiting for design completion, this approach allowed the Superior Construction photo Superior-de Moya Joint Venture to execute emergency repairs and The Sanibel Causeway in 2025, post reconstrucpermanent reconstruction simultation

neously, eliminating temporary fixes and accelerating the timeline. When Hurricane Ian severed the only access to Sanibel and Captiva Islands, stranding more than 6,400 residents, the joint venture formed within 24 hours. The team restored emergency access in just one week and completed the permanent three-mile causeway reconstruction two years ahead of FDOT’s original schedule. Building for Storm Resilience The rebuilt causeway sets a new standard for Florida’s coastal infrastructure. Enhanced features include: • steel sheet pile wall systems with nearly 750,000 sq. ft. of coverage; • 127,996 tons of strategically placed armor stone; • elevated seawalls and advanced stormwater drainage systems; and • infrastructure designed to withstand Category 5 hurricanes. That was put to the test during Florida’s active 2024 hurricane season. When Hurricanes Debby, Helene and Milton struck the reconstruction site, completed sections withstood the impacts while unprotected areas required repairs.

Economic, Community Impact The accelerated timeline delivered critical benefits to Lee County’s tourism-dependent economy. The rapid restoration allowed Sanibel and Captiva businesses to reopen and tourists to return months ahead of projections, preserving thousands of jobs and billions in property values across southwest Florida. The project’s resilient design ensures emergency services can reliably reach the islands during future storms, providing longterm security for residents and people who work in the region’s vital tourism industry. Recognition Beyond Florida The Sanibel Causeway reconstruction also has earned national recognition from DBIA, receiving the Merit Award in Transportation, the Award of Excellence in Transportation and the prestigious Chairs Award, selected by DBIA’s national chairperson as the best overall project. The project also won the 2025 ENR Southeast Best Regional Project Award in the Highway/Bridge category and was a finalist for ENR Southeast Project of the Year. The new Metro Atlanta Wespro JCB branch is now open and is located at 5493 Goshen Springs Road, Norcross, Ga.

The building features 10 shop bays with one oversized bay.

Wespro JCB Opens Its New Facility in Norcross, Ga.

M

otorists traveling along the busy I-85 corridor between the Jimmy Carter Boulevard and Indian Trail Road exits have watched the new Wespro JCB facility in Norcross, Ga., take shape. T.D. Farrell Construction Inc., the general contractor, recently turned the building over to owner Wesley Scott. The branch is currently in a “soft opening” phase, with fast-paced work underway to complete every aspect of operations as the facility transitions into a fullservice JCB dealership. “We’re open and expect to be fully staffed and operational by mid-January, with an official grand opening soon after,” said Scott. Wespro JCB has already hired eight new employees for the Norcross location and plans to staff the facility with 15 to 20 team members once fully operational. The branch will be led by Craig Jacobs, with Bill Jomarron serving as service manager. Following a record year for JCB sales in Metro Atlanta, the company intends for this new location to continue that momentum while providing enhanced service coverage on both sides of the city. “This beautiful, state-of-the-art facility demonstrates our commitment to building the JCB brand in Atlanta and fully supporting our current and future customers,” Scott said. Scott founded Wespro JCB in early 2022, opening the company’s first location in northwest Atlanta just off I-285 and Veterans Memorial Parkway at 1501 Atlanta Industrial Way NW. Wespro JCB maintains a strong relationship with JCB North America, which is also headquartered in Georgia. The new Norcross location will serve as the company’s headquarters, while the original site will become the West Atlanta branch.  CEG (All photographs in this article are Copyright 2025 Construction Equipment Guide. Wespro JCB parts specialist, Mohamed Idris, works to perfect the parts department computer system.

Many of the components for the air and oil systems were recently delivered and ready for installation.

Some of the sales offices throughout the facility have a centralized conference room for large meetings.

Final work is being done on the interior, which also includes an indoor wash rack.

New JCB machines are beginning to fill the massive equipment yard at this branch.

Racks are up and parts inventory is quickly coming in on a daily basis.

Fla.’s Infrastructure Shows Improvement According to ASCE The Florida Section of the American Society of Civil Engineers (ASCE) released the 2025 Report Card for Florida’s Infrastructure today, assigning 16 categories of infrastructure a cumulative grade of ‘C+’, an improvement from the section’s 2021 report and one-notch higher than the national grade of ‘C’ in the 2025 Report Card for America’s Infrastructure. A ‘C+’ is tied for the highest cumulative grade any ASCE state-focused infrastructure report card has received, and the six categories with grades in the ‘B’-range is the most of any state. This is a testament to proactive and robust state programs to address current and future needs, ensuring Florida’s built environment is equipped to support a booming population and increasingly frequent severe weather challenges. Florida’s coastal areas, drinking water, energy, ports, stormwater, transit and wastewater grades all improved compared to their 2021 marks, while the state’s aviation and solid waste categories decreased. “Reliable and well-designed infrastructure is what drives our economy, protects our residents and keeps our state looking and feeling pristine,” said Kathi Ruvarac, chair, 2025 Report Card for Florida’s Infrastructure. “This report shows that our leaders have been among the most proactive in the country when it comes to safeguarding and modernizing these critical systems, which is helping drive our state’s growth. Now we just need to bring our most vulnerable categories up to speed to further secure our communities for years to come.” Despite being subject to some of the most extreme weather conditions in the country, as seen in recent years with hurricanes Ian, Helene and Milton, Florida’s leadership has prioritized resilience through stringent codes and standards and targeted investments that position the state’s built environment to better withstand or quickly recover from many environmental threats. For example, Florida’s newly established Office of Resilience and Coastal Protection aims to coordinate funding and technical assistance to combat coastal erosion (a contributing factor behind the grade increase), and the state’s stormwater network (which also saw a grade increase) benefitted from a $1.5 billion investment in water quality and resilience projects. Florida’s transportation network is among the strongestperforming systems in the country. Only 2.8 percent of Florida’s bridges are in “poor” condition, compared to 6.8 percent nationally. More than 60 percent are rated in “good” condition, compared to just 44 percent nationally. To combat corrosion issues for coastal bridges, the Florida Department of Transportation (FDOT) has implemented a statewide scour evaluation program to identify and protect scour-critical bridges from flood damage. The state oversees more than 12,000 mi. of roadways, of which more than 83 percent of pavement is rated in good condition, exceeding FDOT’s 80 percent target and much higher than the national rate of 47 percent. Ports are the highest grade in the report with a ‘B+’. Florida’s 16 public ports generate nearly 1.2 million jobs and contribute about $195 billion to the state economy — roughly 12 percent of Florida’s GDP. The state has dedicated $5 billion see GRADE page 61

The W 240 CRi, the mainstay of the cold recycling train, is one of the world’s most powerful and efficient cold recyclers, according to Wirtgen.

In Markt Indersdorf, around 31 mi. north of Munich, technology meets long-term infrastructure planning considerations. Here, a cold recycler from the CR series took only three Wirtgen photo In situ cold recycling is particularly resource-friendly days to produce a new base layer — and not only cut the construction time by six to eight weeks, but also significantly and cost-efficient and enables the completion of projreduced the burden on local taxpayers. ects without long construction times.

Cold Recycling Remedy for Backlog in Road Rehabilitation Germany’s roads are plagued by an enormous backlog of planned or pending rehabilitation projects — especially in the case of communal infrastructure. The main causes of this are high traffic density, adverse weather conditions, and long see COLD page 34

The working width of the cold recycling train was extended by pre-milling with a W 150 CFi and a W 130 Fi to an overall width of 16.4 ft.

Hamm Tandem Electric Rollers Impress On Steep Slopes On such challenging construction sites, the demands faced by man and machine are rather unusual. Two electrically-powered HD 12e tandem rollers from Hamm AG were deployed during the enlargement of the Rabenleite high-level reservoir for the Reisach pumped-storage hydroelectric plant in the Upper Palatine Forest. HD 12e Electric Rollers in Action for Hydroelectric Power Plant Ensuring an efficient water supply for a pumped-storage hydroelectric power plant is not necessarily an everyday task for a compact tandem roller on a construction site. As part of the Reisach project, the Rabenleite high-level reservoir was enlarged to significantly increase its storage capacity. The construction measures enabled the capacity of the reservoir to be increased by approximately 6 percent from the previous 53 million cu. ft. The ring dam around the reservoir had a circumference of 5,249 ft. and the height of its crest was increased by 30 in. Electric Machines Show Strength On Steep Slopes The steep slope of the dam around the reservoir presented extraordinary challenges for the technology and equipment deployed on the project. Conventional, diesel-powered machines would’ve needed extensive modification to cope with the extreme slope gradients of around 40 percent. In the meantime, the electrically powered HD 12e machines from Hamm have made their mark as an uncomplicated and efficient alternative. Only minimal modifications were required to make them usable on such steep slopes. see HAMM page 38

Wirtgen photo

Wirtgen Group machines impress as a universal solution, here with a particular focus on the two Hamm rollers that precisely compacted the surface of the steep slope.

BOMAG BT 30 Tamper Excels in Narrow Trench Backfill, Confined Area Compaction Weighing less than 70 lbs., the compact design and high compaction forces for the new BOMAG BT 30 tamper gives contractors a machine that works in confined area compaction. Offering a 5.5-in. plate width, superior compaction forces are generated by its 1.8-in. jumping height and variable frequency reaching 790 vpm. Infinitely variable frequency settings allow compaction forces to be adjusted to suit job site conditions, ensuring precise and accurate compaction, according to BOMAG. The new BT 30’s lightweight and ergonomic design makes it easier to transport to the job site and maneuver around obstacles or in the trenches, according to BOMAG. With its large stroke, variable frequency and ability to compact clay, silty or mixed soils, the BT 30 can be used on a wide range of applications from trench backfilling and foundation preparation to landscaping, hardscaping and pipeline construction.

Offering a 5.5-in. plate width, superior compaction forces are generated by its 1.8-in. jumping height and variable frequency reaching 790 vpm.

Built to Last A simple design means the new BOMAG BT 30 tamper is built to withstand rugged rental, commercial and landscaping jobs. It’s powered by a Honda 4-stroke gas engine that does not require fuel using special oil-to-gas mixtures. An engine cover protects external components from damage during transit or at the job site. BT 30 design features a two-stage air filter system with self-cleaning air filter to keep particles out of the engine. A dual fuel filter system helps to prevent downtime due to fuel contamination. The design is guaranteed by BOMAG’s 3-2-1 warranty. This new BOMAG tamper boasts a vibration isolated steering handle that protects the operator’s hands and arms from vibration feedback for comfortable operation. Further simplifying transport to/from and around the job site, the handle features a single point lifting device. The new BOMAG BT 30 tamper has planned commercial availability of spring 2026. Doosan Bobcat in Discussions to Acquire Majority Stake in Germany’s Wacker Neuson South Korean compact-equipment maker Doosan Bobcat is reportedly in “advanced discussions” to acquire a majority stake in Germany-based Wacker Neuson. The deal under consideration would see Doosan Bobcat purchase approximately 63 percent of Wacker Neuson’s shares from major shareholders — followed by a potential

public all-cash takeover offer to the remaining shareholders. Wacker Neuson confirmed the talks in an official regulatory filing, while cautioning that it remains uncertain whether the major shareholders will sell or whether Doosan Bobcat will proceed with the public offer. The acquisition would significantly

expand Doosan Bobcat’s presence in Europe, giving it access to Wacker Neuson’s longstanding dealer networks and manufacturing footprint across the continent. Wacker Neuson, founded in 1848 and headquartered in Munich, manufacturers compactors, mini-excavators and wheel loaders to telehandlers and hand-held vibratory tools. 

Challenging work on a steep slope: When one of the Hamm rollers went down, the other HD 12e was automatically pulled up the slope. HAMM from page 28

Focus On Safety, Precision To ensure maximum safety, the two machines were connected to one another with steel wire ropes and additionally secured by hitching the ropes to an excavator. When one of the machines went down, the other was automatically pulled up the slope. In addition to the safety aspect, the two machines used here also delivered even and precise compaction of the special asphalt. Follow-Up Projects in Planning The two Hamm rollers impressed not only with high compaction performance,

but also with their reliability in the face of extraordinary challenging conditions. At the same time, the noise levels during compaction were significantly lower and they worked with zero local emissions. In view of the positive experiences gained here, the machines will soon be working again on one of the customer’s upcoming projects in Switzerland. The positive résumé of everyone involved: The project at the high-level reservoir showed that the electric tandem rollers are not only powerful machines, but also are an ideal solution, even under extremely challenging conditions. Bobcat Company introduced its most powerful small articulated loader, the Bobcat L35. Designed for customers seeking power and lift performance while retaining the agility and comfort of the L23 and L28 models, the L35 redefines what a compact machine can accomplish, according to Bobcat. It boasts a 2,072-lb. rated operating capacity and is driven by a 57-hp turbo-charged engine. Despite this capability, it maintains a compact footprint, measuring just 54 in. wide with a standard bucket. Its controls and maneuverability allow operators to navigate precise and confined spaces with ease. “The L35 was meticulously engineered to deliver exceptional performance and an unparalleled operator experience,” said Katie Redenius, senior product manager, Bobcat Co. “This machine strikes the perfect balance, offering heavy-lifting performance with a light footprint, all while prioritizing operator comfort with a cab built for long days on the job.” Designed to tackle demanding tasks while ensuring optimal productivity, other key features of the L35 include: • Telescoping lift arm that extends to 114.8 in. with a dual parallel leveling system to minimize spillage and maximize cycle times. • Tight-turning articulated steering and a light overall footprint limits turf damage. • Comfort-first cab including heat and air, enhanced legroom, a sound-dampening headliner, ample storage and USB connectivity. • Compatibility with more than 60 Bobcat attachments with optional high-flow auxiliary hydraulics. • Optional Power Bob-Tach allows users to change nonhydraulic attachments quickly and easily without leaving the cab. The L35 is well-suited for a wide range of industries from landscaping and hardscaping, grounds maintenance and forestry, construction and rental. Its versatility handles applications on various job sites including brick and paver installation, sod work, tree care, nursery management, material handling, fencing construction, snow removal and beyond. The L35 is available at Bobcat dealerships across North America. For more information, visit bobcat.com.  see BOBCAT page 50

Abra Equipment Expands Facility, Team Amid Foxx Growth

(L-R): Abra Equipment Supply’s expansion includes new sales and sales management team members including Tom Ledin, Scott Tjelmeland, Skip Christenson, Wally Edwards, Alex D’Agnillo and Steven Anthony.

With the addition of the Foxx Loaders line of machines, Abra Equipment Supply, based in Fort Myers, Fla., has moved to a larger facility to accommodate the increased volume of machines and parts. In conjunction with the move, Abra has expanded its team to include several seasoned sales management representatives. Wally Edwards, who has been in the equipment industry for more than 15 years, is returning to Abra as a regional sales manager covering the full line of machines and attachments. Steven Anthony also joins the staff as a sales manager. Well known in the industry, Anthony has experience in both manufacturing and distribution. He brings extensive knowledge of machine and attachment configurations, along with broad rental and sales management experience. Skip Christensen, with 40 years in the industry, adds

deep expertise in sales, service management and leadership. Earlier this year, Abra Equipment Supply was named North America’s master distributor of the Foxx Loaders line, which includes compact wheel loaders, mini-skid steers, telehandlers and telescopic wheel loaders — all available through Abra’s dealer network. As a new master distributor, Abra continues to seek partnerships with equipment dealerships and rental companies in select open territories. The increase in space will also be a major asset in enhancing and expanding the company’s distribution of its other product lines, including SEPPI M., DipperFox and BrushFox. Abra Equipment Supply sees Foxx Loaders as an integral part of its business. These loaders have broad appeal

across many industry segments and are designed for construction, landscaping, municipalities, agriculture, tree service, snow removal, land management, general material handling and more. According to Abra, what Foxx Loaders “brings to the table” is timely assistance and expert guidance from quality dealers. “With a two-year/1,000-hour warranty, U.S.-based parts and support and 30 years of proven manufacturing expertise, we see this product addition as a ‘win-win’ for an already strong lineup of attachments and machines,” said Tom Ledin, CEO of Abra Equipment Supply. Now at Yanmar CE as the president of its North America region, she is seeing it anew — moving from larger general-purpose machines into the compact segment, where Yanmar CE is carving out a space as a brand defined by deep commitments to customer needs, through reliable products and solutions and to the environment. Market in Transition Asked to describe the state of the North America compact equipment industry, Sgro doesn’t hesitate. “The market is becoming more crowded with lower-priced entrants who compete on cost rather than long-term reliability and life cycle value,” she said. But within that dynamism Sgro sees opportunity. “Customers want reliability — machines that don’t break down and don’t have to go back to the dealership. That’s where Yanmar scores highly. Customers tell us they can run

our equipment for eight or nine years, with just regular maintenance, and no worries.” She points to another shift: the growing dominance of rental channels. Consolidation has seen mid-sized companies absorbed into rental giants, creating enormous buying power. Such influence can’t easily be ignored. Add to this the retail entry of bigbox stores such as Home Depot and Lowe’s and it’s clear that routes-to-market are changing quickly. Electrification, too, is looming. Although the construction sector is several years behind automotive, the pressure to decarbonize is building. “There was a lot of excitement about elec-

trification five years ago, but some of that expectation, and the pace of change, has cooled. It will happen — albeit slower than many predicted,” she said. Seeing Through Cycles One of Sgro’s most important observations is that the post-COVID boom years were not a ‘new normal’, but more of an exceptional ‘blip’ in demand. “During COVID, factories were running two and three shifts to keep up with orders. It was insane,” she said. “But what followed, in 2023 and 2024, has been sobering. The

industry is cyclical, and this year as it approaches its nadir, has been one of the toughest. The real question is: What is normal? Was it 2019–2020 or the COVID boom years of 2020 and 2021? If we remove the exceptional spikes, the long-term trend looks more manageable. That’s what we should plan for.” For many manufacturers, the challenge is structural. Having ramped up capacity during the boom, they now face excess costs in a cooler market. On top of this comes tariffs, see SRGO page 58

One Machine Replaces Three, Boosts Job Site Efficiency By Manny Mendez SPECIAL TO CEG

Construction, building, landscape — regardless of the industry, contractors can agree on one thing; doing more with less is important for maximizing efficiency and profits. This is especially true for larger expenditures like equipment and labor. For example, what would happen to an operation’s bottom line if it could replace a mini excavator, compact track loader (CTL) and telehandler with a single machine? The idea is good in theory, right? Everyone who has had to rely on a multitool is well aware these devices rarely deliver high-quality results across functions. They usually offer passable performance on many things, but are far from spectacular at any of them. Every once in a while, though, a truly game-changing solution comes along. With the introduction of crawler skid excavators to the market, contractors can harness the speed and agility of a CTL, the maneuverability and digging capabilities of a mini excavator and the reach of a telehandler all in a single machine. Here are the key features of crawler skid excavators that provide the mobility, versatility and speed to get the job done with limited equipment and crew requirements. Boom Design Boom design is key to optimal versatility. The mono-boom design is very common and provides ample power for digging and other applications, but has limited range of motion due to its rigid nature. When space is at a premium, contractors would be better served with a side-mounted, two-piece boom that offers greater compactness and mobility. This design features an articulated arm with a total of five joints, including one between the second and third sections, that allows for limited side-to-side motion. Bending or straightening each joint in sequence results in a boom that can extend almost straight in any direction or fold back in on itself for maximum compactness. What does this look like in practice? Say a mono-boom excavator and a similarsized crawler skid excavator with a sidemounted, two-piece boom are both tasked with digging a trench. Both machines start their trench at a similar distance. However, as the bucket works back toward the machine, the mono-boom excavator must stop and reposition while the crawler skid excavator is able to continue digging — until the bucket is under the machine if necessary. By working from a single position, contractors save time and effort. The crawler skid excavator’s two-piece boom also needs less space to operate,

opening up the use of powerful machines even in tight spaces and limiting the need for large work crews with handheld equipment or fleets of small equipment. Working against the blade with a mono boom excavator, for example, requires laying the main part of the boom almost straight out with the dipper stick and bucket folded under. This position nearly doubles the overall length of the machine and requires a lot of clearance around the excavator for working or swinging. With a side-mounted, two-part boom, on the other hand, the bucket can be positioned directly in front of the blade or along the tracks for a compact 360-degree footprint that is only slightly wider than the body of the machine. Attachments for Better Versatility The crawler skid excavator’s innovative boom design provides increased power and range of motion compared to other excavators, but that’s only the first part of the equation. A variety of tools for applications from material handling to trenching for utility lines, demolition to forestry work allow operators to truly capitalize on the equipment’s versatility. By angling the first part of the boom back along the cab, operators create a compact profile that maximizes lifting power and increases overall stability, resulting in a see EFFICIENCY page 58

Crawler Skid Excavators Could Replace Multiple Machines EFFICIENCY from page 56

machine that, pound for pound, vastly outperforms similar-sized excavators. This design allows for the use of larger skid steer buckets — up to .98 cu. yds. — and enables the crawler skid excavator to operate as a CTL or skid steer as well as an excavator. The boom design also allows for the loader bucket to be braced against the blade for applications such as grading and ground leveling. This innovative feature stabilizes the bucket, distributing the forces to the frame of the crawler skid excavator and reducing stress on the boom, prolonging component life. Operators can find more versatility by switching out a crawler skid excavator’s bucket attachment for a set of forks to essentially become a highly maneuverable material handler. Unlike mono-boom excavators, the two-part boom provides a greater range of motion while maintaining level forks when retrieving pipe, stone or other materials and quickly and safely transporting them to the area where workers need them. With this ability, there’s no need for wheelbarrow brigades, manually loading or unloading pallets or other time and labor intensive methods. Revolutionize Your Job Site So, what’s the bottom line? Crawler skid excavators not only have the potential to reduce the need for multiple machines on-site — whether that’s excavators, telehandlers, backhoes or CTLs — they also provide an opportunity to revolutionize the job site. Products that claim to replace X, Y and Z rarely live up to expectations. However, those products in the hands of innovative engineers laser-focused on improving the method — not just the machine — can lead to true ingenuity Mecalac photo and game-changing productivity.  (Article reprinted with permission from Mecalac. Srgo’s Customer First Approach, Post-COVID Resilience SRGO from page 54

which either dampen demand if passed on in higher prices, or squeeze margins if absorbed by manufacturers. “During the COVID period, when tariffs were first introduced, high demand meant the market accepted price increases. Today, it won’t.” In this environment, Srgo argues, discipline matters. “At Yanmar, we are being thoughtful in how we manage costs and pricing, working to minimize volatility for our dealers and customers wherever possible,” she said. “Our commitment to the North American market is long-term. Supporting dealers and end users through challenging conditions as well as periods of growth is what customer centricity means in practice.” Fresh Approach Sgro’s background has prepared her well for this moment: she is highly experienced in questioning conventions and reimagining business models. Now, she is applying the same approach to compact equipment. “In this rapidly changing world, we need to reimagine what the dealer could look like,” she said. “Why not think more broadly — about lifestyle products or non-traditional retail? Tesla proved you can sell cars in a shopping mall. Why couldn’t we sell com-

pact equipment in new places too?” While we explore new access and visibility models, our dealer network remains our primary channel. Strong dealer partnerships are essential to the customer experience, service support and long-term ownership satisfaction. She is equally focused on digital and direct-to-customer opportunities. The ‘box sale’ approach — ordering online, collecting from a depot — is much more feasible in compact equipment than in heavy machinery. “We have to be more creative in how we go-to-market, because our range is smaller and more focused than the full liners. That’s our advantage,” she said. Another untapped segment, she argues, is agriculture. “Farmers often need a small excavator on the farm. It’s a huge sector that’s often overlooked, but one we can serve well,” she said. Customer Centricity If there is a single theme running through Sgro’s comments, it is her passion for customers. “Too often, manufacturers build brilliant machines that nobody buys, because nobody asked the customer what they wanted in the first place,” she said.

Her focus is on listening: through dealer council meetings, dealer visits and regular conversations. “I always ask: What do we do well? What do we do badly, What’s your biggest concern and how do we win together,” she said. This emphasis shapes product strategy too. By tailoring products to each segment (rental, agriculture, contractors, householders etc.) Yanmar CE can differentiate itself from ‘sleepy giants’ that overlook compact ranges in favor of big-ticket machines, according to Yanmar. Priorities for Yanmar CE Sgro’s first six months have been spent laying foundations. She has overseen a complete restructuring of the commercial team, strengthened dealer support and brought in new expertise in channel development and national accounts. Operationally, Yanmar CE is modernizing its compact track loader facility in Grand Rapids, Minn., and encouraging greater talent exchange between Japan and North America, bringing fresh skills and cultural perspectives into the team. “Getting the technology, processes and people right is essential,” she said. “And just as important is making it easier for dealers to

do business with us: upgrading systems, simplifying warranty processes and giving them confidence that we are a trusted partner.” Building Resilience For Sgro, the current downturn is not a reason to retreat but an opportunity to invest. “Resilience through tough times builds loyalty and trust,” she said. “If we protect our key investments and prioritize the customer now, when the market recovers — which it will — we will come out stronger.” Her message to the marketplace is clear: Yanmar CE aims to be known as a beacon of reliability and solid Japanese quality, not just in machines, but in people and partnerships, according to Yanmar. “I want our dealers and customers to trust us; to know we’re invested in their success,” she said. “That’s how we grow together.” It’s a philosophy she learned early, working in her father’s furniture shop as a child. Dressed in her Sunday best, she was taught to shake customers’ hands, look them in the eye and make them feel valued. “Looking after customers is still a real passion of mine, because I’ve lived it,” she said. “That’s what I bring to Yanmar CE.” 

Construction Industry Insights...

Skanska Releases Fall 2025 Construction Market Report Skanska has released its Fall 2025 Construction Market Trends Report. Leveraging its composite construction index, the report delivers in-depth analysis and critical insights into the current state of the construction industry, highlighting the impact of tariff exposure, labor shortages, policy uncertainty and sector performance. “As we approach the end of the year, the United States construction market is shaped by both volatility and opportunity,” said Steve Stouthamer, executive vice president of project planning of Skanska USA Building. “Despite ongoing challenges with material costs and labor availability, strong demand in high-growth sectors such as data centers, semiconductor facilities and pharmaceutical manufacturing are expected to drive momentum in the market as we move into 2026.” With experience across diverse sectors nationwide and globally, Skanska brings a unique perspective on emerging industry trends, with key report highlights including: • Total construction starts were up 3.1 percent in September 2025 to a seasonally adjusted annual rate of $1.26 trillion, driven mainly by nonbuilding with modest gains in

residential construction. • Year-to-date starts increased 3.5 percent compared to 2024. Nonresidential building starts declined by 6.2 percent in September but are up 5 percent year-over-year. • Construction costs remain volatile, especially for key materials like steel, metals and lumber. • The current administration has announced a blanket 10 percent tariff on all lumber imports, effective Oct. 14, 2025, which early estimates suggest will have limited immediate impact on lumber pricing. • Copper pricing has stabilized after collapsing in July, when it was announced that exemptions were included in the refined and scrap copper tariffs, which make up more than 80 percent of annual copper imports. • Structural steel pricing continues to move slowly and steadily upward, including recent increases of $35/ton on wide flange steel and $60/ton on plate steel, with

increased lead times of 14-18 weeks. • Aluminum prices continue to push record highs. Nickel prices are down and

tion and other copper-intensive construction. • In August 2025, construction unemployment was 3.2 percent, with a drop of 7,000 jobs over the month driven mainly by decreases in nonresidential construction. • Industry employment has grown only 0.7 percent year-over year. A persistent labor shortfall, estimated at approximately 450,000 workers, continues to pressure wages, which may rise to retain talent. Data centers continue to see strong demand, fueled by Ai and cloud computing expansion. • Similarly, semiconductor and pharmaceutical manufacturing benefit from federal incentives and Steve Stouthamer reshoring trends, positioning them for robust investment in the near Skanska USA Building term. over five years to deepen the harbors to accommodate larger vessels and modernize systems. Florida’s energy sector (B-) is one of the strongest in the nation, despite the challenges of increasing capacity demands driven by data centers and a rise in population and tourism, and tropical storms. Florida ranks third nationally in total energy consumption yet maintains one of the lowest per-capita electric energy consumption rates, thanks to efficiency improvements and reduced reliance on imports. Solar power makes up more than 83 percent of the state’s renewable energy portfolio, which has taken on a larger role in recent years. However, despite $2.3 billion invested in resilience measures by investor-owned utilities in 2023, the number of power outages caused by weather has increased, further underscoring the need to continue hardening power lines. Drinking water systems (B-) have generally met the needs of Floridians even as demand is expected to surge by 13 percent, but the majority of pipelines are more than 40 years old, and the state water revenues are outpacing maintenance needs by $22 million per year. Statewide investments in reclaimed water, alternative sources and system upgrades have driven meaningful progress, yet Florida still faces more than a $30 billion funding gap to modernize drinking water infrastructure. With new regulations on emerging contaminants like PFAS and growing expectations for leak prevention, asset management and resilience, the state must continue to adapt. The report includes recommendations to improve the grade: • Increase funding for maintenance and modernization of aging infrastructure to prepare systems for the future by providing robust, sustained infrastructure investment for all infrastructure sectors. • Prioritize safety and accessibility in all modes of transportation for all users. This includes speed management solutions on roads and improved pedestrian mobility. • Build sustainable, resilient infrastructure to supply critical services, protecting society and the environment, from extreme weather or economic events. • Support research and development to produce knowledge that can be used to generate new technologies and innovations. Technology innovation is crucial for achieving sustainable development goals. • Increase funding and support for educational programs to develop the future workforce in the architecture, engineering and construction industry. It is vital for our economy to create or expand training programs, to fund career and technical education workforce development programs, and to ensure that workers are connected to job opportunities. The report card was created as a public service to inform citizens and policymakers about the infrastructure needs in Florida. Civil engineers use their expertise and school report card-style letter grades to condense complicated data into an easy-to-understand analysis of Florida’s infrastructure network. ASCE State report cards are modeled after the Report Card for America’s Infrastructure, which is released once every four years. For more information, visit infrastructurereportcard.org. 

OSHA Alerts Employers to Top 10 Most-Cited Standards OSHA from page 1

The agency will focus on increasing use of free consultation programs to help these businesses “learn how to improve their compliance,” reported OSHonline. “They have the ability, they have the desire, they just need the knowledge,” Harbin said in his safety expo presentation. And unfortunately, said Harbin, the number of violations will likely grow once the agency releases finalized 2025 data next spring. “I encourage small and medium-sized employers to reach out to OSHA’s On-Site Consultation Program,” he said. OSHA publishes its top 10 most-cited standards each year to alert employers, noted safetyandhealthmagazine.com. The agency hopes these employers, once they know, will take steps to find and fix recognized hazards before the agency shows up to the job site. “These recurring violations … underscore how many incidents remain preventable with the right safety practices,” said OSHA Online Center. The e-learning platform believes this list serves as both a warning and a guide to strengthen compliance efforts. “It emphasizes the continued importance of proactive training, workplace inspections and employee awareness to reduce risks and protect lives.” The training organization believes OSHA’s list isn’t just for ranking but is “a roadmap” to improve workplace safety. “The list helps employers recognize which areas pose the greatest risks and where compliance gaps most often occur,” OSHA Online Center said in a blog post. Many of these violations are the result of everyday hazards, such as falls, poor communication about chemicals or improper equipment use. All of these infractions are preventable with training and vigilance, believes the elearning organization. “Small and medium-sized businesses, in particular, often struggle not because they ignore safety, but because they lack dedicated safety resources or expertise.” Once Again at Top of List Fall protection is atop the list of the most frequently cited standards, for the 15th year. There were 5,914 violations of the standard as of September. The standard details fall protection requirements, such as where, which systems for a given situation, proper construction and installation of safety systems. It also gives requirements for the proper supervision of employees to prevent falls. The rule is designed to protect employees on walking-working surfaces, both horizon-

tal or vertical, with an unprotected side or edge above 6 ft. OSHA Online Center notes that fall protection violations are among the most common and deadly in construction. “Many incidents occur because employers fail to provide proper guardrails, safety nets or personal fall arrest systems when working at heights,” it said. Plus, workers often lack training on how to use fall protection gear correctly or how to identify potential fall hazards. “Addressing these issues through proactive safety planning and regular inspections can drastically reduce serious injuries and fatalities from falls, said the organization. Number two on OSHA’s top 10 list is hazard communication. The standard focuses on hazards related to chemicals, both produced on site and imported to the site.

According to OSHA Online Center, hazard communication stands as a frequent issue especially for industries that handle chemicals daily. Violations typically involve missing or outdated Safety Data Sheets (SDS), unlabeled containers or insufficient employee training on hazardous substances. The e-learning center said that oversights can lead to serious exposure incidents and long-term health risks. “Implementing clear labeling practices, maintaining accessible SDS records and conducting regular refresher training ensures a safer and more compliant workplace.” The ladders standard made the number three spot on OSHA’s top 10 list. The standard, which continues to challenge employers, covers all types of ladders. Violations of this standard often stem Adobe Stock photo

from improper use or neglect of maintenance, noted OSHA Online Center. “Common issues include using damaged ladders, placing them on unstable surfaces or exceeding weight limits.” Such errors lead to thousands of preventable falls and injuries each year, the training firm said. “Regular ladder inspections, proper storage and hands-on safety training for employees can significantly reduce ladder-related accidents on job sites.” OSHA Online Center believes the “recurring appearance” of these top three citations highlights that many workplace injuries are preventable. “These trends suggest that awareness alone isn’t enough; consistent training, hazard assessments and safety culture reinforcement are key,” it said. “Regular inspections, employee engagement and leadership commitment can bridge the gap between compliance and real-world safety.” Turning lessons from these citations into proactive measures means organizations can move from reacting to preventing accidents, said the e-learning center. “Preventing OSHA citations starts with a proactive, structured approach to workplace safety,” it added. First, employers should conduct regular site inspections to identify and address potential hazards before they escalate into violations. Then, ongoing staff training will ensure every employee understands proper safety procedures, equipment use and emergency protocols. “Clear signage, accurate SDS and up-todate compliance documentation demonstrates a strong safety culture and readiness for inspections,” said the training firm. “OSHA’s most cited standards in 2025 remind employers that the same safety challenges continue to affect worksites across industries,” said the firm. Addressing these issues starts with awareness, consistent training, and proactive safety management, it stressed. “In today’s evolving work environments, staying compliant isn’t just about avoiding fines; it’s about protecting people and ensuring every employee goes home safe.” Rounding Out OSHAÊs Top 10 List Lockout/Tagout came in at number four on OSHA’s top 10 list. The standard outlines minimum performance requirements for the control of hazardous energy. This standard outlines the control of energy during servicing and maintenance of machines and equipment. Employers are required to establish a program of energycontrol procedures, employee training and periodic inspections. see OSHA page 72

New Shands Bridge Addresses Shoulder Width, Clearance SHANDS from page 1

The first project began in 2008 with the initial project coming south from I-10 and is scheduled to conclude in 2030. FDOT split the expressway project into eight separate projects. Among the projects is the new Shands River Bridge, which connects Green Cove Springs in Clay County to St. Johns County. Existing Bridge The original Shands Bridge was opened in 1928. The wooden toll span draw bridge was replaced in 1963. The existing bridge is two lanes, has minimal shoulder width and no lighting. Another issue with the current bridge is that the clearance is 45 ft. Clearance on the nearby Buckman Bridge, approximately 15 mi. to the north, and Memorial Bridge 22 mi. to the south, is 65 ft. (vertical). The difference in height limits marine commerce in the area. The new bridge will address each of these issues, thereby providing improved connectivity, according to CJ Youmans, associate vice president of RS&H, who is the owner’s representative on the First Coast Expressway project. “The new bridge will be high-speed [70 mph] and will include four travel lanes with wide inside/outside shoulThe Florida Department of Transportation (FDOT) and Florida’s Turnpike Enterprise are undertaking a longterm project — the creation of the First Coast Expressway (FCE).

The team is installing huge concrete cylinder piles (60in. diameter) to support the bridge at the approach spans, and large numbers of square piles (30 in.) throughout the main spans.

ders, lighting and a separated shared-use path to accommodate pedestrian and bicycle traffic,” Youmans said. The bridge also will feature a vertical clearance of 65 ft., allowing for larger vessels to navigate along the St. Johns River. The overall length of the new bridge will be approximately 9,282 ft., or nearly 1.8 mi., and it will have 72 spans. In addition to travel lanes and inside and outside shoulders, the bridge will have a 12-ft.-8.5-in. shared-use path with overlooks at the center span. “The driver experience [on the new bridge] will be greatly enhanced with improved safety, higher speeds and less congestion,” Youmans said. Note that FDOT projects the ADT to be 62,200 in 2030 and 80,000 in 2050.

“We’re placing approximately 550 wick drains per day [120,000 total] that will allow a surcharge program to speed consolidation,” said Thomas Woods, a senior project engineer of HNTB

The stitcher pushes the wick drain to the desired depth. The wick drain then permits water to escape the clay soil and consolidate.

The bridge is part of the third and final segment of the FCE. The segment also features interchanges at CR 16A and SR 16 near Bayard Conservation Area. “The trip using these interchanges will not be tolled, providing for free access over the St. Johns River,” Youmans said. Soil Issues The new Shands Bridge will be just south (approximately 90 ft.) of the current bridge. The complete separation of the old and new bridges will allow for some parts of the existing bridge to be maintained; it will be used for recreation and fishing. see SHANDS page 72

Shands Is One of Eight Separate Florida DOT Projects SHANDS from page 66

The new bridge, according to Thomas Woods, a senior project engineer of HNTB, the CEI consultant on this segment of the First Coast Expressway, will be a high-level concrete bridge — concrete supports, beams and deck. “A concrete bridge was chosen for ease of maintenance, functionality, economics and general aesthetics,” Woods said. The team is installing huge concrete cylinder piles (60-in. diameter) to support the bridge at the approach spans, and large numbers of square piles (30 in.) throughout the main spans. They need to drive the piles up to 100 ft. in the soil below the surface of the water, so they provide sufficient support. Getting to the depth has proven to be a challenge with the mix of geotechnical conditions. “The river bridge construction is complicated by water depths on the outside edges that do not allow construction from a barge,” said Woods. “The contractor has constructed an extensive trestle bridge on both sides of the river to allow construction in shallow water “The first few challenges have been associated with the geotechnical conditions of the site. Large volumes of subsoil have had to be removed adjacent to the river — almost 300,000 cubic yards — and the contractor is averaging soil import on average 1,000 cubic yards per day to replace the mucky material.” To remove the subsoil, the team has used an excavator equipped with flotation tracks that allow it to “float” on the soft mud and the water as well. Another geotechnical challenge — dealing with deep clays that require ground improvement strategies. “We’re placing approximately 550 wick drains per day

[120,000 total] that will allow a surcharge program to speed consolidation,” he said. The team is installing the wick drains via an excavator with a mounted wick drain stitcher. The stitcher pushes the wick drain to the desired depth, Woods said. The wick drain then permits water to escape the clay soil and consolidate.

FDOT split the expressway project into eight separate projects. Among the projects is the new Shands River Bridge, which connects Green Cove Springs in Clay County to St. Johns County.

Design Build This project is being delivered through a design-build approach. “FDOT determined that the design-build method would provide the department with the best value balancing price and technical merit in the project selection,” Youmans said. The team that won the contract includes WGI Inc., Johnson Bros. Corporation and American Bridge. They were selected to complete the project at nearly $596 million. Youmans said the project is currently on budget. The design phase of the project began at the end of 2022. The first year and a half focused primarily on design. The original contract time was 2,580 days. However, FDOT added 123 days due to weather issues. Project completion is expected in May 2030. Woods explained that the date is subject to change based on weather, special events and unforeseen circumstances. When the new Shands Bridge is complete, drivers will experience a safer ride, while pedestrians and cyclists will enjoy the shared-use path, and taller boats will be able to travel the area. When the entire First Expressway travels through Clay County, it will be faster and smoother.  CEG (All photos courtesy of FDOT.)

OSHA Advises Employers On How to Improve Compliance OSHA from page 62

This is meant to prevent injury by isolating a machine from the energy source and render it inoperative before the employee services the unit. Respiratory protection citations are on the list at number five. The standard directs employers on establishing or maintaining a respiratory protection program. Requirements for program administration; worksite-specific procedures; respirator selection; employee training; and fit testing are included. Also included are rules regarding medical evaluation; respirator use; and respirator cleaning, maintenance and repair. The rule states that the employer must provide a medical evaluation to determine the employee’s ability to use a respirator. That evaluation must occur before the employee is fit-tested or required to use the respirator in the workplace. The employer may discontinue an employee’s medical evaluations when the employee is no longer

required to use a respirator. At number six on OSHA’s Top 10 list is fall protection training requirements, addressing those specifically of the employer. The employer must provide a training program for each employee who might be exposed to fall hazards. The program must enable each employee to recognize the hazards of falling and train each employee in procedures to minimize these hazards. At number seven on the citations list is scaffolding and the standard covers general safety requirements for the structures. Scaffolds should be designed by a qualified person, according to OSHA, and construction and loaded in line with that design. Employers are bound to protect construction workers from falls and falling objects while working on or near scaffolding at heights of 10 ft. or higher. Powered industrial trucks are number eight on OSHA’s most cited standards list. The standard covers the design, maintenance

The powered industrial trucks standard, number eight on OSHA’s most cited standards list, covers the design, maintenance and operation of these machines.

and operation of these machines. The machines covered by the standard include forklifts and motorized hand trucks. It also covers operator training requirements. The employer must certify that each operator has been trained and evaluated as required. Certification must include the name of the operator, the date of the training, the date of the evaluation and the identity of the trainer or evaluator. If the powered truck is in need

of repair, the defective or unsafe truck must be taken out of service until it is restored to safe operating condition. Violations of OSHA’s personal protective and lifesaving equipment standard regarding eye and face protection is number nine on the Top 10 citation list. Addressing appropriate PPE for workers exposed to eye or face hazards, it includes risks such as flying particles and chemical gases

or vapors. The employer must ensure each employee uses appropriate eye or face protection when exposed to hazards. Hazards cited include molten metal, liquid chemicals, acids or caustic liquids or light radiation. Last on OSHA’s Top 10 list is machine guarding. The standard protects operators and employees from hazards including those created by point of operation. Other hazards cited include ingoing nip points, rotating parts, flying chips and sparks. One or more methods of machine guarding must be provided to protect the operator and other employees in the machine area. The agency knows “significant progress” has been made in improving workplace conditions but said it can’t achieve its mission with enforcement only. “That’s why we’re taking a balanced approach — one that values partnerships and strong compliance assistance as essential strategies alongside traditional enforcement.”  CEG

The machine, which had been on display in the lobby, was celebrated as it officially began its working life. Company leadership, including JCB Chairman Lord Bamford, were on hand for the send-off as Jason Koon of CSD Inc. took possession of the 4CX model. The milestone occasion was part of a series of celebrations marking JCB’s 80th anniversary on Oct. 23, 2025. “I am the only person in our business now who can remember the early days when we first started to make backhoes in the early 1950s,” Bamford said. “Looking back at that time, I could never have imagined that JCB would go on to make one million of these diggers. Looking back is a fun thing to do of course, but it’s always been JCB’s way to look forward, and I’m looking forward to the production of the next one

JM Wood Wraps Up 2025; Holds Its December Sale in Montgomery, Ala.

W

rapping up its 2025 auction calendar, JM Wood held its final sale on Dec. 3–4 at the company’s Montgomery, Ala., headquarters. The event generated more than $37 million in gross sales with 1,870 lots sold. Featured sellers included Alabama Power, Georgia Power, Bottomline Equipment, Scott Bridge, D & L Sitework, the state of Alabama Forestry Commission and more than 250 other sellers. Among the standout highlights were a late-model, oneowner Caterpillar package from D & L Sitework and a sought-after 2007 Cat 844H dozer from Alabama Power that sold for $435,000. The sale also showcased dozens of county-owned Kenworth and Mack dump trucks from municipalities across Alabama. “Pricing and bidding activity was strong all week — you could definitely feel positive momentum both onsite and online,” said Bryant Wood, president of JM Wood Auction Co. “Contractors are busy, and they like coming here because they know they can put the quality machines that JM Wood is known for right to work.” JM Wood now turns its attention to the ALDOT auction on Jan. 22, followed by the 53rd annual Spring auction, scheduled for March 17–21, 2026 in Montgomery.  CEG (All photographs in this article are Copyright 2025 Construction Equipment Guide. Another terrific lineup of Cat excavators was featured in this end-of-year sale.

Checking notes and machine values on his phone for a Cat 320 excavator of interest is Scott Roberts of Scott’s Excavating, Cullman, Ala.

Regular JM Wood auction customers Caleb Phillips (L) and Cameron Mobley of Granite Mountain Machinery, Conyers, Ga., look at some nice late model machines in the sale line-up.

Taking a final look at a Deere 700K LGP dozer before the auction gets under way is farmer Gary Vickers of Marion Junction, Ala.

Just after dawn on day one, registered bidders flocked to JM Wood to inspect and discuss machines being sold with their fellow contractors. Another fantastic selection of late-model, well maintained Mack dump from Alabama municipalities went on the auction block on day two.

Local Komatsu dealer representatives Cody Schultz (L) and Tim Thomas of Tractor & Equipment Company (TEC) were scouting the Komatsu machines being sold.

Test operating a big Komatsu PC490 hydraulic excavator are Grayson Eady (L) and Michael Eady of 4E Aggregates, Russellville, Ala.
