Nestled by the beach near Waveland, Miss., Buccaneer State Park has provided a picturesque backdrop for nature lovers, campers, pirates and soldiers since the 1700s, when Jean Lafitte inhabited the old Pirate House located a short distance from what is now parkland. Named for the pirates, such as the French buccaneer Lafitte and his followers, who were active in smuggling and pirating along the coast and used the area as a haven, the site was graced with large moss-draped live oaks, pine trees and marshlands in a scenic idyll along the Gulf of Mexico. Known for a time as Jackson’s Ridge, the area also was used as a base of military operations by Andrew Jackson during the battle of New Orleans. Jackson returned to this area and built a house on land that is now part of the park. Pirates Lagoon Wave Pool, the 460,000-gal. wave action pool — Mississippi’s The state acquired the property in 1972, converting it into first — is undergoing massive reconstruction. The original wave pool equipment survived the storm but was damaged and flooded.

BATON ROUGE, La. (AP) Gov. Bobby Jindal cut $9.4 million in projects that lawmakers added to the state’s annual construction budget bill, with a series of line-item vetoes July 2. Among the eight items scrapped by Jindal were a drainage project in Jefferson Parish, a courthouse annex in Webster Parish, a sidewalk improvement in Pineville, wastewater collection improvements in Sibley and a restoration project at the Southern Forest Heritage Museum. Several of the projects removed by the governor are in or near the districts of lawmakers who fought the Jindal administration on various issues during the recently ended legislative session.

That mirrors his action on another state budget bill, in which the governor’s vetoes heavily hit earmarks from lawmakers who crossed his administration this session. Also stripped from the construction budget was $5 million for planning and study of a proposed interstate loop around the Baton Rouge area. The project had divided the regional delegation and prompted angry debate during the session. In his veto message for the loop, Jindal cited the lack of agreement from local lawmakers. “Without the consensus of the public and the legislative delegation, the success of the project is in question. It would therefore be premature to fund the planning of such a large and controsee JINDAL page 22

The construction industry is moving ahead, albeit painfully, through a slow recovery from the Great Recession, according to leading economists, whose observations and suggestions offer insights for the Obama Administration, Congress, and contractors. The mid-year outlook for construction for the last six months of 2010 includes both hopeful and worrisome signals. Gritting their teeth in the face of discouraging reports for May, industry sources voice basic optimism about a stronger recovery in construction and the general economy. Their responses in interviews by Construction Equipment Guide (CEG) include a prediction that single family housing starts — an important leading indicator for the national economy — will rebound to an annualized rate of 580,000 this year and then almost double in 2011. The economists laud federal stimulus funding for having averted what one said “could have been a real disaster” in the see FORECAST page 20

ITT Corporation, a global high-technology engineering and manufacturing company and a leader in the transport and treatment of water and wastewater, June 21 announced its agreement to purchase privately held Godwin Pumps. Godwin is a supplier of automatic self-priming portable pumps used in the growing markets for drainage pump rental, services and sales serving the global industrial, construction, mining, municipal, oil and gas segments. ITT has agreed to purchase Godwin from its principal shareholders for $585 million. The transaction is expected to close in the third quarter of 2010, pending customary regulatory approvals. “This acquisition is another example of ITT’s strategy to expand our core businesses and build on our strong global positions in water, wastewater and industrial process,” said Gretchen McClain, president of ITT’s Fluid and Motion Control group. “Godwin’s business is a great complement to our existing fluid technology portfolio, and is expected to establish ITT among the leaders in the growing and profitable $3 billion global market for dewatering pumps and rental services.” Godwin Pumps, founded in 1976, is based in Bridgeport, N.J., and has approximately 800 employees located throughout the United States and at its manufacturing facility in Gloucestershire, England. The company operates a U.S. rental fleet of more than 6,000 pumps at 26 equipment rental facilities and a network of approximately 50 distributors worldwide. Godwin’s 2009 revenues were approximately $200 million, with fullyear 2010 revenue projected to be about $235 million. When combined with ITT’s existing dewatering sales, the Godwin acquisition is expected to double ITT’s revenues from dewatering equipment and services. Godwin is best known for its service capabilities in dewatering (the removal of unwanted water and other fluids) and the original Dri-Prime pump, an automatic selfpriming centrifugal pump range capable of handling industrial sludges, oil, sewage, storm water, mine dewatering and other pumping needs. Upon closing of the acquisition, Godwin will become part of ITT’s $1.6 billion Water & Wastewater business. “The acquisition presents a tremendous opportunity for ITT to grow its dewatering rental and services business internationally,” said John Williamson, president of ITT’s

Water & Wastewater business. “We already have a solid history of partnership, with Godwin offering ITT’s electric submersible pumps since 2003. Adding the specialized products and skills of the world-class Godwin team to ITT’s broad Flygt and Grindex submersible pump portfolio and global sales network means our customers will have unsurpassed access to the broadest dewatering capabilities on the market.”

ITT today sells Flygt and Grindex brand dewatering pumps, and rents from its fleet of more than 11,000 pumps, through its global sales and distribution network serving customers in more than 140 countries. John Michael Paz, founder and chief executive officer of Godwin Pumps, sees the acquisition by ITT as a global expansion opportunity for Godwin’s products and services. “Over the last 30 years, Godwin employees and our strong distribution network have built the Godwin brand and reputation, and I am pleased to see this opportunity for future growth. hompson Tractor held a waste equipment demo day June 16 for the Thompson Recycling Products division at the City of Montgomery Landfill in Montgomery, Ala. In addition to machines being demoed, additional static equipment was on display and factory representatives from Doppstadt US and Peterson were on-hand to field questions from those in attendance. The first machine demonstrated was the Doppstadt SM-720 portable trommel screen. After running the machine, Martin Morgan, Doppstadt US sales manager, provided a comprehensive recap of the features and benefits of this machine. Highlighted points were “that the extremely fuel efficient Mercedes 101 hp. engine burns approximately 1.5 to 2 gallons of fuel per hour. The engine is very serviceable and accessible because of the 90-degree swing-out feature. The drum itself is changeable in about 15 minutes to change to different size drums to suit different product applications. And the machine is very portable and easy to move around the job site,” Morgan explained. The next machine demonstrated was the Peterson 5710C horizontal grinder. Steve Whittington, Peterson’s regional sales manager, mid-South, showed how quickly a 1,050 hp (782 kW) Caterpillar-powered Peterson machine can grind wood waste into mulch. During the demonstration, this track-mounted grinder chewed up large diameter timber and wood waste. The Doppstadt DW-3060K was next up. After running the machine, Morgan and George Wilcox of Doppstadt US did a comprehensive walkaround on this track machine, explaining that it is a “slow speed high torque shredder ideal for C&D and MSW, green waste and wood waste, tires and is overall, the ‘jack of all trades’ in shredders.” After the demonstrations and presentations, attendees gathered under an air-conditioned tent. An array of prizes were given out during a prize drawing before everyone settled in to their seats for barbeque chicken and ribs for lunch.

Move of 1,000-Ft.-Long Equipment Draws Crowds in Tenn. KNOXVILLE, Tenn. (AP) The unusual sight of four “tractor trailer rigs on steroids” creeping down the highway with a giant generator brought out curious onlookers in east Tennessee. The convoy transporting the equipment was 1,000 ft. (305 m) long and weighed 640 tons (580 t). The slow-moving procession from Knoxville to St. Paul, Va., was delivering a new steam generator to a coal-powered power plant. The convoy averaged 3 mph, with a top speed of about 10 mph, and motorists were warned to expect delays. “It’s actually drawn more spectators than complainers,” Tennessee Highway Patrol Sgt. Traci Barrett told The Knoxville News Sentinel. “It’s been like a parade with people bringing out their children and lawn chairs.” Tim Fielder of Barnhart Crane and Rigging Co., which is in charge of the transport, said the 803,000-lb. Relationships Key to Highland Tractor’s Longtime Success By Eric Olson CEG CORRESPONDENT

The equipment dealerships that have managed to survive the ravages of the American recession over the last two years are the ones that have strong and loyal customer bases. Longtime relationships between dealers and their customers have proven to be more valuable during that time as companies search for the right formula to stay in business. So it is not surprising that those dealerships that have been known for their outstanding service for a decade or more have been the ones to emerge best from the recession. That certainly describes Highland Tractor Company, an Ocala, Fla.-based chain of stores that has served the west coast and central part of Florida for more than 35 years. Highland Tractor has remained successful because it deftly combines a staff of personable and helpful professionals — characteristic of a small company — with the resources to take care of all the needs of its customers — normally something only large companies can do, according to the company. “That has been hard to pull off, but we have been very successful at it,” admitted Sid Varner, the founder, owner and president of Highland Tractor. Varner added that his dealership had seen pretty steady growth for more than three decades since its founding in 1974. That growth

slowed considerably with the onslaught of the recession in 2008, but has bounced back this year. He has no doubt that the company’s hard-earned reputation accounts for much of that comeback. “I think mainly it has just been our relationship with customers and providing good parts and service to them,” Varner explained. “We are now dealing with secondand even third generation people at the firms where we have long relationships, but it still takes a lot of effective customer relations to keep that business. That means a lot of calling these customers to keep them on our side, but we seem to be pretty successful doing that.” Varner said that a lot of companies offer the same equipment and brands, but it is the customer service that seems to make the difference between success and failure. “Local ownership is also pretty significant as far as I am concerned,” he added. “A guy that owns a business and is pretty active in that business seems to do a little bit better than an absentee owner who just has managers run things for him.” Varner has stuck to that business philosophy in the running of Highland Tractor even as he has acquired other companies and new managers over the last several years. For instance, Highland Tractor acquired Southern Machinery & Equipment in January 2008. Varner

then brought in Gary Coffman, the previous owner of Southern Machinery, as Highland’s new chief operating officer. The merger also gave Highland Tractor a presence in the greater Tampa Bay, Fla., area with locations in Palmetto and Plant City — stores that service the Tampa, Bradenton and Sarasota markets. Other acquisitions in central Florida provided the company with locations in Leesburg (which includes the Orlando market) and in New Port Richey. As a result, Highland Tractor, a certified John Deere Gold Star Dealer, now has 18 counties of responsibility from the west coast of the state to north-central Florida and down to Orlando. Through the main Ocala dealership, Highland Tractor sells and rents primarily construction and forestry equipment, while moving mostly agricultural equipment in the other locations. “We sell a lot of light industrial equipment in the Tampa Bay area,” Coffman added. “We don’t have the construction contract for heavy equipment down there, but we did take on the large agricultural equipment, such as the scraper tractors and pans, as well as utility equipment, such as mini-excavators, skid steers, track loaders, etc.” In addition, Coffman said that Highland Tractor sells lawn equipment in the New Port Richey and Leesburg stores — largely business-to-business transactions to landscapers, rental companies and cemeteries. Although Highland Tractor is primarily a John Deere dealer, the company also sells Stihl lawn

equipment and Bomag compaction machines. “Used equipment has been a big piece of the equation here lately,” Coffman added. “When you ask how we have weathered the recession, we have really had to scramble, but some of our direction really went into finding better deals for our customers in the used markets and then in the rental markets, as well.” Highland Tractor maintains a parts and service shop in each of its five locations and a 24-hour emergency service. It also provides, as needed, schematics and cross-reference charts for its customers, too. “Being responsive to our customers’ needs has been a Day One priority for us,” Varner said. All of it is geared toward helping Highland Tractor’s customers be more successful — which, in turn, makes Highland Tractor more successful, Coffman said. “We are always looking to create something beyond customer service — more like a customer partnership,” he explained. “We want to offer solutions for our customers and find ways to keep their businesses effective. As we do that we can partner with them to sell more equipment and work closer with them.” Unlike some companies still standing in 2010, Highland Tractor can give its customers the benefit of loads of experience in the equipment business. Besides Varner’s almost 40 years in the business, Coffman has put in more than 25

years. In addition, veteran sales rep Alan Pope has been at his job for 27 years and Randy Craig, the company’s manager of product support and customer relations, has worked 25 years at his trade. A native of the mountains of southwest Virginia, Varner first came to Florida in the early 1970s when he worked for John Deere setting up accounting systems for its dealer organizations. When the company wanted to transfer him to Moline, Ill., where he would then spend half the year working in Europe, he decided to stay in the Sunshine State and open his own dealership. “I just really enjoyed Ocala and central Florida and I could see the potential for a good business to develop here,” Varner said. “Plus, I was intrigued with the heavy construction, forestry and agricultural equipment business.” Now, more than 35 years later and thriving in the post recession, Varner and Coffman feel optimistic about Highland Tractor’s continued growth. “Everybody that is left standing after going through this recession has probably become a better business, as a result. MEMPHIS, Tenn. (AP) A loop connecting Interstate 55 to area neighborhoods near the Mississippi River has been added to a $35 million revamp of the roadway. The Memphis Commercial Appeal reported that planners with the Tennessee Department of Transportation are considering options including “roundabout” similar to an old traffic circle allowing right turns only. The I-55 project is now the subject of environmental studies and construction still years away on what is considered one of the most problematic sections of interstate in Memphis. Tennessee transportation officials are looking to revamp the Crump interchange to allow for a continuous flow of traffic along I-55. Currently, motorists have to negotiate single-lane ramps at an outdated cloverleaf interchange at Crump before continuing north toward St. Louis or south toward Jackson, Miss. Project manager Steve Chipman said a revamp would allow drivers to bypass interchange ramps by realigning the interstate into a sweeping curve between the Memphis & Arkansas bridge, which is angled mostly east to west, and the north-south I-55 corridor through Memphis. Hailed for their safety, roundabouts differ from traditional traffic circles in that vehicles already in the circular traffic flow have the right-of-way and those entering it must yield. They also tend to be smaller. City engineer Wain Gaskins said the only problem with roundabouts he sees is the lack of “local experience with them.” Gaskins said a number of motorists have run into the one on Mud Island. “They don’t go around the circle. They try to go through the circle,” he said. Still, a roundabout might be a good idea in some places, including the Crump interchange, Gaskins said. “Once you pull out the interstate traffic, that’s not going to be a major intersection,” he said.

Optimism Has Deserved Place in Mid-Year Forecast FORECAST from page 1

highway construction market. While they generally praise the effects of the stimulus this year, they also voice concern about these funds running out during the last half of 2010. They bemoan the heightened competition for this business, which often threatens contractor survival. Warning that homebuilders in particular contend with extremely tight credit conditions, they worry about continued record unemployment in the industry and rising budget deficits in states and counties. There’s real urgency, therefore, in their appeals for further action by the Obama Administration and Congress to ameliorate the pain. Urgent Action Needed This Year The economists, though generally upbeat in their long-term outlook, said the following aggressive steps are desperately needed at this mid-year point if the construction recovery is to gain more steam: 1. Pass a new six-year Highway and Surface Transportation Act allowing states to make long-term plans for new highways, bridges and transit projects. “Lack of a new transportation bill is absolutely a major factor holding back a strong recovery,” said Ken Simonson, chief economist of the Associated General Contractors of America (AGC) in Arlington, Va. “Lack of the bill is definitely holding down investment in new equipment and also is keeping new hiring down. Contractors are making do with the workers they already have, the equipment they have, or are renting equipment by the job until they see a steady flow of work. Meanwhile, total employment in construction is 5.6 million; that’s down by more than 2.1 million since 2006, when it was 7.7 million. We need prompt action by Congress and the Administration on funding highways, transit, airports and also water and wastewater infrastructure.” Highway and transportation funding is now being done under a short-term extension of the previous transportation bill, but this extension expires this December. “I’m not seeing any sign that Congress is getting close to an agreement on a long-term extension,” Simonson commented. I’m worried that we will continue to have short-term extensions and maybe a gap in funding.” Surely the Administration and Congress recognize the importance of a new six-year bill. “Well, you can see that at every level of government there’s a phobia about tax increases,” Simonson replied. “With gasoline usage down, or barely recovering, with more fuel-efficient vehicles on the road, and electric vehicles replacing gasoline vehicles,

the revenues aren’t coming in sufficiently for current funding, let alone a long-term increase.” Alison Premo Black, vice president of policy and economist of the American Road & Transportation Builders Association (ARTBA) in Washington, D.C., said: “A new transportation bill will be a very important market signal, driving a lot of investments. I think states will continue to hold back on some of their projects as long as they’re facing some of the current economic challenges in the industry as well as waiting for action on this bill. We haven’t seen anything from the Senate or the Administration so we don’t know what a final bill will look like and we don’t know the timing or how it will be paid for. There are still a lot of questions up in the air that Congress needs to look at in the next couple of months. We’ll see what happens. We could be talking about a new bill or we could have another extension.” One reauthorization bill proposed in the Senate would provide record appropriations of $450 billion over six years. A House proposal would provide $337.4 billion. Highway and bridge work accounts for about 12 percent of the construction market, which itself accounts for about 6 percent of gross domestic product (GDP), based on revised Commerce Dept. figures showing that all construction put in place during May was valued at $842 billion (if seasonally adjusted for the entire year). Pete Ruane, president and CEO of ARTBA, recently warned of “threats from many directions,” including the on-going precarious condition of the Highway Trust Fund, the end of highway and transit stimulus funds in late 2010, and efforts to pass a Senate climate change bill, which includes a “de facto gas tax increase.” He noted that a majority of the revenue from this increase would be diverted to non-transportation purposes, preempting and perhaps dooming a new transportation reauthorization bill. 2. Take strong steps to make more credit available to contractors, especially in the homebuilding sector. “Credit is usually available for the buyer, although the underwriting requirements are a bit stiffer, credit scores have to be a little higher and your downpayment has to be a little larger,” said David Crowe, chief economist of the National Association of Homebuilders (NAHB) in Washington, D.C. “The real problem is that homebuilders are having a very difficult time getting credit. Exactly why is a mystery. We conduct surveys among builders, who tell us that credit conditions steadily got worse throughout 2007, 2008, and 2009 and have pretty much stayed at those levels. One reason appears to be that the bank examiners, the regulators,

are telling the banks, even in places that are in recovery, ‘Don’t lend to real estate.’ We are backing a bill, which is now in the House, to provide extra capital to small community banks to lend to small businesses, like contractors. It has a pretty good chance of passing.” AGC’s Simonson commented: “Banks are still under a lot of pressure to improve their balance sheets. There are still a lot of non-performing commercial as well as residential loans, and, frankly, very few appealing lending opportunities when you have near-record high vacancy rates for office, warehouse and apartment space. It’s hard for a developer to make a convincing case that a bank ought to lend for new projects. Banks are wary of bad loans. They should have been more wary a couple of years ago.” 3. Change the consumer’s mindset from fear to hope. “The consumer’s mindset needs to be made positive,” said Crowe. “ I think the housing recovery is mostly in the consumer’s mind at this point. Employment is probably the biggest single factor right now in changing consumers’ minds. Prospective home buyers will be much more comfortable buying if they see jobs being added.” The unemployment rate in construction in May was 20.1 percent, more than double that of industry in general while average hourly wages totaled $25.20, up 1.8 percent over last May. Simonson said there’s little reason to expect broad gains in construction employment for the foreseeable future, adding: “While the stimulus, military construction and home building should help, overall construction demand is likely to remain weak well into 2011 for most regions.” 4. Bring certainty to equipment dealers’ business planning. “There’s more uncertainty in the equipment market than ever before,” said Christian Klein, vice president of government affairs and Washington counsel in the Washington, D.C., office of the Associated Equipment Distributors (AED). “It’s not just the economy, it’s Congress and the White House making it worse. The uncertainty surrounding the highway bill, for instance, is wreaking havoc in the equipment market. States can’t plan and contractors aren’t purchasing new equipment because they have no idea how much business is coming their way. Without a highway bill, we’ll probably have a funding program in the low to mid $30-billion range. A bill would double the program to $40 billion to $80 billion a year. Since roughly 6.4 cents of each dollar on infrastructure is spent on equipment, we’re talking about $3 billion in the equipment market which we’re unsure of.”

Klein said equipment sales as of September 2009 had fallen by more than 50 percent since 2006, with manufacturers and dealers losing 37 percent of their workforce. “When you factor in the direct and indirect consequences of a downturn in the equipment industry, 550,000 jobs nationwide are at stake,” he added. “That includes not just manufacturers and dealers but other businesses like restaurants near a dealership.” Optimism Despite the Pain So where’s the optimism? Single-family housing starts remain a key. “I still believe that the third and fourth quarters of 2010 will see improvement in single-family housing starts,” said Crowe. “Low mortgage rates, the apparent stop in the price decline for houses, and high affordability will be sustained throughout the year and I believe this will bring people back into the market. The only remaining variable is people’s comfort level in terms of income and jobs. I think the job market will pick up and that this will give people the confidence to get back in the market. “The second half of the year should see single-family housing starts at about 580,000 on an annualized basis, compared with 445,000 in 2009. By the end of 2011 we should be back to pre-downturn levels — about one million starts per year, which is still below capacity of 1.5-million starts. The one reason they won’t exceed one million is because some states like California and Florida, which provide a significant portion of production, will not be back to pre-existing levels.” Asked if he was relatively optimistic, Crowe replied: “Yes, I’m optimistic because I think we are in a recovery. It will be a slower recovery than typical and so will be the housing component of this recovery. Nevertheless, it is a recovery.” Though single-family housing starts fell 17.2 percent in May to a seasonal rate of 468,000 units, this was usually attributed to an expected lull in buyer demand following expiration of the home buyer tax credit at the end of April. Starts declined 6.3 percent in the northeast and 21.3 percent in the south. They increased 4.9 percent in the midwest and 10.8 percent in the west. Sales of new homes also plummeted in May, falling 32.7 percent from April. Optimism is more long-term about multifamily housing starts. Though they increased a surprising 33 percent in May to an annual rate of 125,000 units, Crowe said these starts are expected to lose ground this year, falling 18 percent to 93,000 units before rebounding to 150,000 units in 2011. Battling Back from Hurricane Katrina’s Lasting Effects BUCCANEER from page 1

a public park that served as a yearround vacation spot. Just 50 mi. from historic New Orleans and rich in coastal beauty and pirate lore of buried treasure, the state park featured acres of campgrounds and outdoor recreation, including a frisbee golf course and a five-acre water park, Buccaneer Bay, with its popular wave pool. Reportedly one of the most visited parks in Mississippi, Buccaneer hosted half a million visitors every year and was listed as the highest grossing park in the Mississippi state park system. All that changed on Aug. 29, 2005, when Hurricane Katrina, the most devastating storm in the history of the United States, landed a direct hit on the Mississippi coast, destroying the 326-acre beachfront park. Assessing the Damage Winds of more than 140 mph and a tidal surge of more than 28 ft. completely leveled 18 buildings, infrastructure and the water park. The Pirate’s Alley Nature Trail and Nature Area were hit hard, with nearly 8,000 trees lost to wind damage and tidal surge. “The park suffered massive damages from both storm surge and wind,” State Parks Director Bill Pope told reporters at the time. The wave pool equipment and water slide tower survived the storm but were damaged and flooded, reported Robbie Neely, Department of Wildlife director of facilities and grounds.

Parts of the water slide in the five-acre water park, Buccaneer Bay, were left standing after Katrina. The water park reconstruction will be done in Phase 3 and will include the new Pirates Plunge Waterslide — a double waterslide with more than 700 ft. of twists, turns and drops.

“The pool remains, and pieces of the tower remain, but most of the other buildings — there’s just the slab left.” Wooded areas aren’t wooded any more, he said. “The park was heavily landscaped, with lots of oleander and other plants and trees. It was popular with bird watchers. Some live oaks lived through the storm, but they aren’t as tall. Some smaller stuff survived better. “It was a sad time,” Neely recalled. “The devastation of the area was so complete.” Still, as park officials were soon to discover, the damage turned out to be even greater and go much deeper than the eye could see. Early estimates for the restoration of the damaged park ranged into the millions, with some close

to $14 million. Work was expected to be completed within two years, with portions of the park reopening in stages as each phase of the work was completed. Mark Beason, a spokesman of the state Department of Wildlife, Fisheries and Parks, told reporters in 2005 that he expected the campground area to open sometime in 2007. “We are trying to get everything operational as fast as we can, but something of this magnitude takes time,” Beason said. It ended up taking more time than he anticipated. “It’s taken so long because of the catastrophic nature of what happened,” stated Park Manager Stu Rayburn. “The park was completely destroyed, so not only are we rebuilding it from the ground up, but we’re also actually going

below ground, starting with our infrastructure.” As crews began working to repair infrastructure, they discovered a lot of concealed damage in the water and sewer lines. “A lot of our problems with the storm were underground things that were tied to existing facilities. Some of that was not seen at first. Once you begin construction, you determine that there are other issues. We discovered cracks in the pipe and other issues. So the scope of work has been grand,” Rayburn explained. “There is still damage from Katrina that has not been resolved yet.” Work Begins … and Continues Before any construction could begin, massive cleanup had to take

place. Neely remembered “acres of timber cleanup” in the Hancock County park, removing approximately 8,000 fallen pines and other types of trees. “We’re taking steps to replant downed timber,” he promised. They’re also rebuilding what was lost, from RV and tent camping to nature trails and outdoor recreation facilities, such as a basketball court, tennis court and miniature golf — although Neely said they may decide to do something different in that area. Nevertheless, structures such as activities buildings, camp store, laundry facility and rest rooms must be rebuilt. The park restoration is planned in three phases plus preliminary infrastructure work. As Neely explained, currently there are three active projects. Each project is let to bid in a separate contract. The infrastructure work went to Hempehill Construction, Florence, Miss., for $7.1 million. It includes all utilities: water, sewer, electric. “Some of the original remains,” Neely said hesitatingly, “but most has been replaced.” Rayburn pointed out that Hurricane Gustav, which hit in 2008, delayed work temporarily, but it’s back on track. Phase 1, budgeted at $3.8 million, involves rebuilding of several facilities. “It includes eight buildings,” Neely noted. “A maintenance building, two staff residences, the office, the entrance building and see BUCCANEER page 76

The Florida Department of Transportation (FDOT) and Pasco County are working together to coordinate a project to reconstruct a portion of U.S. 41/SR 45 from the intersection of Tower Road to the intersection of Connerton Boulevard and the future Pasco County Ridge Road Connection. The coordination came about because the improvements were identified as a needed project by the Pasco County Metropolitan Planning Organization. The $14.8 million contract was awarded to R.E. Purcell Construction Company Inc., and is under the direction of project manager Fred Sumner. Work began on Aug. 30, 2009 and is expected to take about two years to complete. It is currently on schedule, with about 50 people working on the project daily. This includes the prime contractor, sub contractors, utility personnel and inspection staff. The project covers 2.8 mi. (4.5 km) of roadway, and the contract calls for the widening of the existing two-lane road into a four-lane divided road with medians. A12-ft. (3.6 m) multi-use path will be built on the east side of the road. In addition, the existing traffic signals will be replaced with mast arms, and six stormwater ponds will be constructed. Terex PR950B Boasts New Engine, Enhanced Serviceability

Developing 947 hp (706 kW) at 1,800 rpm, the PR950B offers power to make up to 15-in. (38 cm) deep plunge cuts with its standard 86 in. (218 cm) half-lane cutter.

For the 2010 paving season, the Terex PR950B half/full lane milling machine features a new, quieter C27 Tier II diesel engine and enhanced cooling system. Developing 947 hp (706 kW) at 1,800 rpm, the PR950B offers power to make up to 15-in. (38 cm) deep plunge cuts with its standard 86 in. (218 cm) half-lane cutter. Operating at a 14 percent reduced engine RPM, the PR950B emits lower noise levels, improving the operating environment around the machine. The new PR950B design also enhances machine serviceability. Working from a platform, the service technician now has unobstructed access to the engine, filters and hydraulic pumps for servicing. A new service panel offers quick troubleshooting of the hydraulic system to diagnose issues in the field. A new 20 CFM air compressor available for the PR950B allows service personnel to change cutter teeth. In contrast to previous designs that required the machine engine to run for changing teeth, the new stand-alone air compressor is powered by its own 10 hp (7 kW) diesel engine that is much quieter and consumes considerably less fuel, according to the manufacturer. The engine draws fuel from the main diesel tank. The PR950B milling machine’s quick mount cutter housing design offers fast removal for simple maintenance and easy cutter change out. Four cutter widths are now available

— standard 86; 103; and 135 in. (218, 261 and 343 cm); and full lane 150 in. (381 cm) — increasing machine versatility to tackle a variety of applications. The exclusive tapered cutter housing carries substantially less material, reducing clean-up. The machine’s high pressure water system with 1,220 gal. (4,618 L) tank capacity effectively cools the cutter teeth for optimal service life. When tooth changes are required, the hydraulically operated rear cutter door can be raised up to 32 in. (81 cm) for unimpeded access to the rotor. The Terex PR950B features wide, 42-in. (107 cm) upper and lower conveyors to quickly channel material away from the cutter, optimizing production capabilities. The upper conveyor swings 60 degrees to either left or right of center, allowing material to be quickly discharged directly into a truck on either side of the machine. Featuring a hydrostatic drive system, four machine work speeds match cutter productivity to the material being milled. Speeds range from a low of 0 to 74 fpm (0 to 23 mpm) to a high of 175 fpm (53 mpm) for high production mainline milling. Available in either a three- or four-track configuration, the PR950B includes all-track drive for maximum traction. Alltrack steering delivers enhanced onsite maneuverability and an 8-ft. Bomag Adds Asphalt Manager to Heavy Tandem Roller The BW278AD-4 AM tandem roller now offers Bomag’s asphalt manager intelligent compaction system. The 78-in. roller was introduced at the World of Asphalt show in Cincinnati. The asphalt manager system automatically optimizes the roller’s compaction performance during operation. The system continuously measures the stiffness of the asphalt mat, and automatically increases or decreases the compaction force where needed. The real time BOP display lets the operator constantly monitor the asphalt surface temperature, material stiffness, roller speed and amplitude. Proof rolling with the asphalt manager system allows base work to be inspected prior to paving. Like the original BW278AD-4 introduced in 2008, the new asphalt manager-equipped roller offers improved operator ergonomics and controls, better performance and greater economy, according to the manufacturer. The swivel seat makes it easy for the operator to adjust positions without switching seats, while providing a clear view of the roller drum edges. Komatsu Launches Tier-III Certified D65-16 Crawler Dozers Komatsu America Corp.’s new line of D65-16 crawler dozers are powered with the fuel efficient 8.27 L, EPA Tier III emission certified Komatsu SAA6D114E-3 engine. These new models push with a net (ISO 9249/SAE J1349) 205 hp (153 kW) at 1,950 rpm. A standard (EX), low ground pressure (PX) and a wide (WX) track models are available, offering customers flotation and weight distribution options to best match their applications. Operating weight ranges from 43,690 to 48,940 lbs. (19,817 to 22,199 kg) depending on the version. Developed primarily for heavy dozing and finishing operations, the new model combines the SIGMADOZER blade with an automatic transmission with torque converter lock-up to achieve enhanced productivity and fuel economy. A new Komatsu 6-way Power Angle Tilt (PAT) blade also is available for all models, making it a balanced and agile tractor for light and medium dozing operations as well as providing precise grade cutting required for site prep, golf course or house pad applications, according to the manufacturer. The new dozers are equipped with the latest KOMTRAX technology, which sends machine operating information to a secure Web site utilizing wireless technology. Hour meter, location, cautions, load ratio, fuel consumption and maintenance alerts — to name a few of its features — are relayed to the web application for analysis. The KOMTRAX fleet monitoring system increases machine availability, reduces the risk of machine theft, allows for remote diagnosis by the distributor, and provides other information to drive business efficiency and productivity. Special features of these new crawler dozers include: Choice of the next generation SIGMADOZER blade for productivity and grading, or PAT blade for versatility and performance The D65EX and WX can be equipped with SIGMADOZER, providing the machine with a large blade capacity of 7.34 and 7.72 cu. yd. (5.6 and 5.9 cu m) respectively. Based on a completely new excavation theory, SIGMADOZER improves dozing performance and increases productivity by 15 percent over conventional Semi-U blades as proven on the larger D155AX-6 and D275AX-5 dozers, according to the manufacturer. The blade features a new frontal design concept adopted for digging and rolling up at the center of the blade increasing soil holding capacity while simultaneously reducing sideway spillage. It also reduces digging resistance producing a smoother flow of material enabling the dozing of larger amounts of soil with less power.

The manually adjustable blade pitch further expands the versatility and productivity in many applications New automatic transmission improves fuel economy The D65-16’s have a new automatic transmission with lock up torque converter that greatly reduces fuel consumption and offers greater power train efficiency. The lockup mechanics of the torque converter automatically transfers engine power directly to the transmission, reducing fuel consumption by up to 10 percent. Because of the efficiency of the electronically controlled engine and transmission, fuel consumption is decreased while machine power is maintained. Two gearshift modes — automatic or manual — can be easily selected to fit the appropriate application: automatic for all general dozing offers the choice of four forward and reverse speeds and manual for dozing and ripping rough ground offers the choice of three forward and three reverse speeds. For operating efficiency, the automatic gearshift transmission shifts to the optimal gear range based on the working conditions and load. Two selectable working modes — E

and P — match machine performance to the application. The E Mode is chosen for all general dozing, leveling and spreading applications providing adequate speed and power while saving up to 10 percent fuel. The P Mode is chosen for slot dozing, ripping or other applications requiring higher production where engine power has priority over fuel consumption. Newly designed joystick controls for power and comfort Komatsu’s ergonomically designed palm command control system (PCCS) gives operators maximum control, offering a relaxed posture and superb fine control to minimize operator fatigue. Thumb push buttons simplify transmission gear shifting. The pilot controlled hydraulic blade and ripper control joystick offers blade and ripper fine control. Engine speed is controlled using an easy-to-operate electronic throttle control dial, which eliminates maintenance of linkage and joints. Powerful turns under various work conditions are achieved with the hydrostatic steering system (HSS), which is driven by an independent hydraulic pump and motor to transmit power to both tracks without interruption. Counter-rotation is available for minimum turning radius, providing maneuverability

New cab design creates optimal operator environment The new D65-16 crawler dozer’s comfortable working environment allows the operator to concentrate on the work at hand for increased productivity. The new larger cab is now integrated with ROPS (roll-over protection structure) and moves the standard air ride operator’s seat 3 in. higher and 4 in. closer to the blade for excellent front, side and rear visibility. The dozer’s viscous cab mounts reduce shocks and vibration even over adverse conditions and the interior cab decibel has been decreased to 75db for a quiet work environment. A new, large 7 in. color LCD monitor in the cab displays all machine information. Convenient maintenance equals reliability Knowing that maintenance is critical for successful equipment uptime, Komatsu has designed the D65-16 with easy routine maintenance in mind. Daily engine checks are grouped at the left hand side of the engine compartment. A manually reversing fan allows for quick cleaning of the radiator without leaving the cab. The D6516 also comes standard with PLUS undercarriage. This rotary bushing system doubles the undercarriage life over prior conventional systems lowering O&O costs.
