U.S. 70 in North Carolina is growing up; it is destined to become Interstate 42 in the next few years. Becoming a grown-up means added responsibility. This is true for roads

just as it is for individuals. U.S. 70 is already interstate caliber from Dover to New Bern. North Carolina Department of Transportation (NCDOT) has plans for U.S. 70 to become an interstate, carrying traffic to beach areas, military installations and Morehead City. see NCDOT page 38

Lighting It Up On Job Sites Using Illuminating Strategies for Improved Jobsite Safety By Lucy Perry CEG CORRESPONDENT

Optimal lighting is crucial to a hazard-free and efficient construction site. The right lighting not only keeps workers safe, but it can streamline workflow, which saves on construction cost and time. In planning for the proper lighting of a job site, the best place to start is an assessment of your working conditions to set a baseline. From there you can build a lighting usage and maintenance plan. You also should consider adding floodlights or task lighting to improve visibility in specific zones, said surveillance system provider Mobile Video see LIGHT page 40

A lighting placement strategy involves time and planning in order to achieve optimal conditions for safety and efficiency.

Georgetown County Introduces Apprenticeship for Operators Shatara Duncan isn’t your typical Georgetown County heavy equipment operator. It’s not just that she’s female. Or that she’s young and petite, looking downright tiny next to the giant yellow off-road articulated dump truck she drives around. Duncan is unique because she’s the first to enroll in a new county initiative aimed at recruiting and training heavy equipment operators, better known as HEOs. It’s an essential job within the county’s organizational structure, but one that has become increasingly difficult to fill as demand for this skillset grows nationwide. “These days we are really struggling to find qualified people,” said Ray Funnye, director of Georgetown County Public Services. The department currently has 27 HEO positions. Of those, five are vacant and five

“We’re looking for people who are good employees,” he said. “If they have that — if they’re reliable, they show up to work and they work hard — we can take care of the rest. We’ll train them and get them on the path to a good career.” He handpicked Duncan as his first apprentice for those reasons. A Sampit resident, she was working in the scale house and Recycling Convenience Center at the landfill, and Funnye saw potential in her for more. Duncan expressed an interest in learning, and the idea for the apprenticeship program was born. They started the paperwork immediately and she began her training about two months ago. So far, she’s loving it. She’s learning fast and at just 30

highest paygrade an HEO can achieve is the position of HEO 3, which requires eight years of experience, plus a Class A Commercial Driver’s License (CDL) among other things. Going forward, there will be five levels of HEO after Apprentice. Starting salary for an apprentice is $30,464 with no training or higher education. Applicants for the program must be at least 18 years old. After one year as an apprentice, employees can qualify to move up to Level 1 HEO and the next

“We’re looking for people who are good employees. If they have that — if they’re reliable, they show up to work and they work hard — we can take care of the rest. We’ll train them and get them on the path to a good career.” Ray Funnye Georgetown County Public Services

are filled by individuals who are beyond retirement age — some in their 70s — and continue to work because they enjoy it. Two more will reach retirement age within the next 18 months. “We could be down to 50 percent staffing like that,” Funnye said with a snap of his fingers. “They could decide to walk out any day.” That’s what led him, with assistance from Human Resources Director Walt Ackerman and the full support of County Council, to create an HEO Apprentice program. It’s similar to a recruit program the county’s Emergency Services Division created last year for firefighters. It trains individuals inhouse and has been successful, having helped the department tremendously in remedying long-term staffing shortages at Georgetown County Fire-EMS and Midway Fire-Rescue. Funnye hopes for similar results in his department.

years old, could easily advance up the ranks and have a decades-long career, earning a good salary with Georgetown County as a top-tier HEO. “I’m really like a tom boy, so for me this is fun. I like to learn new things and especially the heavy equipment,” Duncan said. Being small of stature, she said she also likes riding high in the trucks. “It’s just fun to me — carrying the dirt, dumping the plastic, being in the compactor, pushing the trash. Being on the hill [at the top of the landfill], you see a lot of birds. You see a lot of things up there.” She said the variety of tasks makes every day interesting. As part of the program, the county also will make changes to how HEOs are classified and advance up the ranks. Currently, the

paygrade. They can continue to advance a level each year, as long as they can prove they have mastered the tasks required for that level. For example, for Level 1 an apprentice would have to demonstrate proficiency with at least three pieces of heavy equipment, such as a running loader, excavator, backhoe, motor grader, dump truck, etc. At Level 2, additional pieces of equipment would have to be mastered, and at Level 3, a Class A CDL also would be required. Each level also would bring additional compensation.

“It should simplify the process a lot from what we have and allow people to advance more quickly, as long as the employee can demonstrate they have the mastery to move up,” Ackerman said. “It’s based on time put in and skills. Under our current system, we have people now who have the skills, but can’t move up because our time requirement is so extensive.” Funnye said he plans to continue recruiting from within when he sees an employee with the work ethic and disposition to make them a good candidate. But individuals, including new high school graduates, are also welcome to apply directly to the program. There are currently five open spots, with more to be added. If the program is as successful as the Firefighter Recruit School, plans are to expand it into other areas of Public Services, such as construction. The county’s Facilities S e r v i c e s Division, which handles everything from building repairs and some new construction to electrical work and HVAC maintenance and repair, is experiencing similar issues with staffing. “Seventy percent of people in trade fields — carpenters, bricklayers, electricians — are over 55 years old,” Ackerman said. “That’s nationwide. In 10 years, 70 percent of people in those fields are going to retire and there’s nobody to replace them. We have to start doing something.” Funnye said he is excited and optimistic about the possibilities apprenticeship programs create for Georgetown County. “We’re ready to start training the next generation and growing a new crop of trained and skilled professionals,” he said. “As leaders, we have to work smarter and plan for the worst. That’s what we’re doing here. We’re planning and preparing for the future of Georgetown County.” For more information about the HEO Apprenticeship Program, send an email to humanresources@gtcounty.org or call 843/545-3074. 

Florida’s New EOC Will Be Able to Withstand Cat 5 Hurricane Florida’s Department of Management Services (DMS) broke ground Sept. 20 on a new State Emergency Operations Center (SEOC) in Tallahassee. The $180 million complex will be built on 40 acres of scrub land across from the current facility and serve as the designated coordination center for the Governor and all state agencies when responding to a disaster. The new SEOC will accommodate the state’s Division of Emergency Management staff and partners in a twostory building and include upgraded technology that streamlines processes and allows Division employees to continue day-to-day operations while also actively responding to a disaster, according to a press release from FloridaDisaster.org, the Division’s online site. “Thanks to the continued support of Gov. Ron DeSantis and the Florida Legislature, I am confident in our ability to build a new, state of the art SEOC that will further the [our] disaster response and recovery capabilities,” said Kevin Guthrie, executive director of the state’s Division of Emergency Management. “The new SEOC will not only accommodate the growing needs of the Division, but also support our pursuit to remain a national leader in the field of emergency management and foster a more prepared and resilient Florida.” Guthrie added that the construction project will ultimately provide responders with much needed additional space, better technology for a quicker response, and a more secure facility — one built to withstand wind from a Category 5 hurricane. “We just saw Hurricane Idalia narrowly miss a direct hit on Tallahassee,” he told the Tallahassee Democrat. “We need an SEOC that can withstand winds up to 200 miles per hour, well over a Category 5 wind speed.”

Florida activates its SEOC for natural events like flooding and hurricanes, along with human ones like political conventions and Super Bowls. From the agency’s Tallahassee command center, officials also coordinate law enforcement, transportation and social service responses to fit each event. With More Storms to Watch, SEOC Needs More Room According to Guthrie, the state has simply outgrown the current operations center. Often there are more than 400 people crammed into space that was designed for 200 when the facility was first built after Hurricane Andrew’s rampage through the state in 1992. Mark Glass is the director of the Florida Department of Law Enforcement and as a member of the State Emergency Response Team coordinates public safety activities during a declared emergency. He explained to the Democrat that his team put in 24-hour shifts leading up to, during, and after hurricanes Ian last year and Idalia in late August. “It was often standing room only in there, it can get very loud, and we’re trying to deconflict with everything that’s going around public safety,” he noted. “There weren’t enough outlets for phones, laptops and printers, as well as not enough space at the conference tables when we’re trying to have discussions and talks.” To alleviate those problems, the new SEOC will include designated spaces for all 20 of the state’s emergency support functions, plus working space for media, future emergency management training and law enforcement, according to FloridaDisaster.org. Additionally, Florida’s mitigation, preparedness, response and recovery bureaus also will be able to operate

from the new building, which will allow the Division and other support agencies to accommodate enough staff members to respond to a disaster more quickly and effectively. Florida Legislators Understand SEOC’s Importance Florida Department of Agriculture and Consumer Services Commissioner Wilton Simpson, a former president of the State Legislature, said in a news release that he was happy to see construction get under way on the SEOC after working to get the project funded. “As Senate President, I was proud to provide $180 million in funding for the new [SEOC], and I am pleased to see the groundbreaking take place so that Florida can continue to lead the nation in emergency management,” he noted. “The SEOC and those who staff it are critical to Florida’s response to disasters. When activated, the SEOC showcases the very best of Florida and how the hardworking men and women in each emergency support function work together to ensure our state quickly responds and recovers from emergencies.” State Rep. Jason Shoaf, R-7th District, added, “Having witnessed the EOC’s impressive operation during and after Hurricane Idalia brought devastation to my district, I know how meaningful the new building — and the teams within it — will be to all Floridians facing disasters in the future.” In speaking with the Tallahassee Democrat, Guthrie said he expects the new facility to be up and running by the end of 2025. According to a DMS spokesperson, the existing operations center will be reused as additional office space once the new building is completed and staffed. 

Everglades National Park Awards Contract to Rebuild Center South Florida’s Everglades National Park will be getting both a modern replacement and a new name for its visitor center on the state’s Gulf Coast, according to the National Park Service (NPS). The agency announced Sept. 13 that it had awarded a construction contract for the Marjory Stoneman Douglas Visitor Center project, one of four such facilities that guide visitors into the sprawling 1.5-million-acre wetlands park. Business Wire reported that Perini Management Services Inc. in Framingham, Mass., a subsidiary of Tutor Perini Corp., a leading civil, building and specialty contractor, had won the bid for the fixed-price project valued at approximately $47 million. The work will include constructing a new two-story building and making major site improvements at the former Gulf Coast Visitor Center in Everglades City. The location also is where Everglades National Park was dedicated on Dec. 6, 1947. The new project comes six years after the original visitor center and its surrounding infrastructure were destroyed by Hurricane Irma in September 2017. Since that time, a

temporary contact station has been in place to provide orientation for park visitors. The replacement effort will build resiliency, enhance the visitor experience and improve the park’s ability to maintain the facilities, NPS explained in a news release. “We are so pleased to announce the award of this contract and get this project moving,” said Pedro Ramos, superintendent of Everglades and Dry Tortugas national parks. “These improvements will provide a premiere place to showcase the Gulf Coast of Everglades National Park and will ultimately contribute to supporting the local economy of Everglades City.” New Facility Design to Stand Up to Fierce Storms The NPS noted that the two-story visitor center will be built for resiliency to withstand hurricane-force winds and storm surges. In addition, it will include visitor orientation, retail space, staff offices and an elevated deck with views of nearby Chokoloskee Bay. The elevated building is designed to meet LEED (Leadership in Energy & Environmental Design) Silver

requirements and Florida building codes for coastal high-hazard zones. This design-bid-build contract also includes a one-story remote concessions and storage building near an improved canoe/kayak launch ramp and the installation of underground utilities, according to Business Wire. Additionally, Perini will demolish portions of the existing bulkhead and provide a new one at the marina and along the waterfront, dredge Chokoloskee Bay and replace existing floating docks with a new floating dock system that will have accessible ramps. The substantial sitework associated with the new Everglades visitor center will ensure that the roads and parking areas are elevated to reduce flooding from storms and king tides. Enhanced pedestrian walkways, outdoor seating, native landscaping and shoreline stabilization also are part of the plan. Business Wire noted that Perini recently began preconstruction activities and plans site mobilization in early October. Substantial completion of the welcome center is anticipated in August 2025, the company said.

The NPS said that while closures at the Gulf Coast location are planned during construction, the park will work to maintain some visitor access when it is safe to do so. The canoe/kayak launch is expected to remain open continuously until April 1, 2024, when it will close to allow for the building crews to work at the site. Onsite concession services, including boat tours and rentals, will cease Sept. 30 before resuming in the fall of 2024. Due to the complexity of the project, the NPS noted that all construction and closure dates may vary due to unforeseen circumstances. The Everglades City visitor center will be named for Marjory Stoneman Douglas, an author and environmental advocate for the establishment of Everglades National Park. Construction of the new facility was initially authorized by Congress in 1989 as part of the Everglades National Park Protection and Expansion Act. Besides the Gulf Coast facility, the other Everglades visitor centers are Shark Valley in Miami, Royal Palm in Homestead, and the Flamingo facility, located 38 mi. south of the Homestead entrance. 

Linder Industrial Machinery expanded its equipment dealership network by purchasing Cumberland Tractor in Fayetteville, N.C.

Linder Industrial Machinery expanded its equipment dealership network by purchasing Cumberland Tractor in Fayetteville, N.C. “We look forward to growing the great reputation and contributions that Cumberland Tractor has made to this community over the past 65 years,” says John Coughlin, president and CEO of Linder. Linder will continue offering Kubota construction and agricultural machines at the 1530 Middle River Loop location, along with the full line of Komatsu and BOMAG heavy equipment and many complimentary products and attachments. Cumberland Tractor owners Jack and Charles Horne were very excited about Linder’s products combined with the Kubota line-up. “I have had a long relationship with Linder and even a longer one with Komatsu. The combination of all this topquality equipment under one roof has been my dream for many years,” Jack Horne said. Linder now has 20 locations in the Carolinas and Florida. Four of these branches now represent Kubota equipment under the name “Linder Turf & Tractor.” Fayetteville joins Greenville, North Carolina, a new location in Greensboro, N.C., and a branch in Bradenton, Fla., all flying the Kubota flag. “Our customers have always benefited from our dealer network,” said Coughlin. “We are the number one Komatsu dealership in the United States and now have four Kubota stores; this gives us advantages over smaller dealers. We can offer the people of Fayetteville a greater variety of equipment and get machines faster than others.” Linder employs more than 600 people in three states; 2023 marks its 70th year in operation; the company has been in the Carolinas since purchasing Mitchell Distributing Company in 2003. SISO Air Holds Demo Event at Thompson Tractor in Ala.

A

t 10 locations across three states over a limited timeframe, SISO Air representatives have been holding their “SISO Air Tour-Fall 2023.” The company holds these events to provide current and prospective customers an opportunity to see firsthand what’s available in the latest in drone technology. The tour recently made a stop Oct. 18, 2023, at Thompson Tractor’s facility in Opelika, Ala. The tours combine the expertise of SISO Air, Sitech South and the local Caterpillar dealers. SISO Air is the drone division of Sitech South and works with customers across the country who have a need for drone technology, including engineering, construction and military use with the goal of complete sales, support and training, regardless of what the application may be. SISO Air representatives said that some of the technology it presents may seem complex and maybe a “a bit of a mountain to overcome,” but, it added, the company has a support team that can educate and explain-and-train from the ground up. According to the company, whether a contractor is just getting started or is a seasoned expert, it has resources and tools to provide the educational level requested or required — from novice to expert. SISO Air works with approximately a dozen manufacturers for its hardware/software/accessories offerings. If taking on a new line, SISO Air requires the drone or software manufacturer to come in and train their staff on all aspects of the product and support from top-to-bottom. “We don’t want our customers to have to rely on someone else’s 800 number for support,” said SISO Air’s Layne Meylain. “We are the first and often the final line of support for the products we sell. We know every product we sell intimately. With each drone manufacturer we represent, we get an inside look and education of the inner workings of the products and then we present that information to our end user customers. SISO Air serves as an extension of the manufacturer. That’s what sets us apart. “Our staffing is from an engineering, surveying and technology background,” he added. “Not only can we teach this technology, but because of our collective backgrounds, we can also show our customers how to integrate drone technology into their work. We understand what the construction companies are doing and what they’re hoping to get out of their drone. We can show how to maximize the benefit of drone technology and how to achieve the desired deliverables. All our staffers are Part 107 pilots and are certified and licensed by the FAA to fly drones. We provide a complete hands-on training where there is absolutely no guesswork with what we do.” “Quantifying the exact savings by using drones on job sites varies from site to site,” added SISO Air’s Joseph Johnson. “But in the long run, universally, there is a savings for every site, especially where machine control technology is being used.” The demonstrations highlighted the aspects of drones removing human error in site prep work, while at the same time, inserting more safety precautions. “SISO Air is simply de-mystifying the process of drone work which makes this literally obtainable for everyone,” Meylain said. “We don’t send out drones and a video. A new customer can expect an in-person demonstration and live support going forward.”  CEG (All photographs in this article are Copyright 2023 Construction Equipment Guide. All Rights Reserved.)

NCDOT Prepares U.S. 70 for Future as Interstate 42 NCDOT from page 1

Morehead City is one of two ports in North Carolina, receiving massive cargo ships traveling through the Panama Canal. In addition to ferrying goods from the port to various regions of the state, the upgraded highway will help service a Marine Corps Air Station and Coastal Carolina Regional Airport. Military bases in Goldsboro and Havelock also will be affected by the new interstate quality roads. In addition, semi-rural areas of the eastern part of the state will have greater access for travel and economic activity. In decades past, a new interstate would plow through new territory, while this upgrade will snake through business and residential areas in James City just outside New Bern. The James City section of the upgraded freeway is a 5-mi. piece of U.S. 70 that carries several challenges. The road is bordered on the north by the Neuse River and to the south by

a busy railroad which precluded interruption for highway construction. Threading an upgraded road through a nest of businesses and residences has fallen to resident engineer Wendi Johnson and contractor Balfour Beatty. The contractor also will be responsible for building another section of the upgraded U.S. 70 (future I-42), the Havelock Bypass. The James City section of U.S. 70 is a design-build project planned for completion in late 2025. Construction will cost $234 million, with the final price tag at $322 million. Relocating utilities began in 2020 with project planners needing also to relocate some 40 businesses and 17 homes. “We have to build this project from the outside in,” said Johnson, project engineer of the job. “Rather than working on the heart of the project first, upgrading 70 to interstate standards, we have had to rebuild and relocate service roads

North Carolina DOT photo

Workers are doing divergent channel construction for installation of a new box culvert.

first so we would have places to reroute traffic for construction. Of course, workers needed to relocate numerous utilities, which has been time consuming. Utilities have included water, sewer, power and fiber optics from multiple communities. The construction team has installed waterlines in 12in. diameter pipes and other utilities in 8-in. diameter pipes. Construction workers are digging the trenches for these pipes on both sides of the new road. Safety will be an important consideration for the upgraded highway. “The Craven County Sheriff’s office has told us that his staff have had to respond to more accidents in this corridor than anywhere else in Craven County,” said Johnson. “The new road will be a combination of median with barrier and a grass median and guardrails. The elimination of four signalized intersections — five at grade intersections — replacing them with off ramps and on ramps.” Motorists traveling U.S. 70 toward the coast travel some 40 mi. at interstate speeds. They are then confronted with these four signalized intersections, which slow down traffic and can result in accidents. When construction is complete, drivers will pass over these intersections and proceed toward their destinations. The finished road will be asphalt with a portion of the old road remaining as part of the four-lane design. Unique Challenges, Unique Solutions One unique challenge is that the ground where the new lanes will go is exceptionally soft. A traditional approach is to lay the rock subgrade where the new lanes are designed, allow the ground to settle for a period of months, then continue the build. NCDOT and the contractor decided on a different approach, one that would bring the project to the finish line months earlier. “The contractor decided to use 250,000 cubic yards of light-weight cellular concrete,” said Johnson. “This substance uses cement and combines it with water, fly ash and a foaming agent to make a product almost like light weight cement blocks. It has the same strength as fill dirt but is much lighter. The cellular concrete approach should greatly reduce the waiting time for the next step of construction.” see NCDOT page 70

Before beginning major work on U.S. 70, work crews first had to build, upgrade and sometimes relocate service roads. These roads have provided better mobility and access along the corridor.

In decades past, a new interstate would plow through new territory, while this upgrade will snake through business and residential areas in James City just outside New Bern.

Guard. And you should think about access to natural lighting wherever possible, said the Bowie, Md., company, as it can help cut electricity usage and costs. “Overall, being proactive and regularly assessing the lighting situation on your construction site can ensure optimal conditions,” the company added. Shedding Light On Safety Better lighting improves safety conditions on the job site by reducing the possibility of slips, trips and falls, for starters. Optimal visibility through proper lighting keeps employees productive and safe in performing their duties. According to Mobile Video Guard, the right light technology also can promote on-time and in-budget project completion. All this “while still ensuring that construction sites meet safety requirements and operate at maximum efficiency,” said the company. And having lighting that is properly designed, installed, operated and maintained helps workers to make the right decisions more quickly with reduced risks. “Improved lighting also increases worker morale by making the workplace environment more pleasant and comfortable,” said Mobile Video Guard. OSHA requires that all employees who work during nighttime shifts have adequate lighting for the job they are performing. In fact, OSHA standard 29 CFR contains the minimum requirements on lighting, according to video security system provider Stealth Monitoring. Stealth writes that OSHA also considers standards and recommendations from other agencies such as American National Standards Institute (ANSI). The original practice for industrial lighting from ANSI standard A11.1-1965, R1970 contains recommended values of illumination. OSHA recommends that employers use this standard to determine sufficient lighting required to provide for the safety and health of employees in workplaces. “OSHA standard 1926.56(a) only provides minimum illumination requirements for a construction site,” according to Stealth. “Your construction site might also have more stringent occupational safety requirements for exterior lighting.” The security system company urges contractors to also know the regulations for their particular state as well as those of the state they’re working in.

OSHA recommends that contractors learn the rules in not only the agency’s standards but those written by ANSI and the NFPA.

In addition to ANSI, the National Fire Protection Agency (NFPA) has established lighting standards that apply to construction. NFPA standards address issues from potential sources of hazardous materials to environmental regulations, noted Mobile Video Guard. “These include addressing the need for the proper placement and installation of lighting equipment.” The NFPA also helps ensure the best possible design and use of lighting products to reduce risk of injury resulting from darkness or shadows. Brighter Lighting Strategies Traditional incandescent bulbs are still common on job sites because of their affordability and easy installation. “The warm glow of an incandescent bulb can be attractive, but they don’t always provide the best light for construction,” according to Mobile Video Guard. They must be used in conjunction with other lighting sources to achieve a higher light output and optimal lighting conditions. “LED lighting has become a must-have for construction sites, providing a range of benefits that are almost too good to pass up,” said the company. “With LED lights, you can see LIGHT page 42

Expert Asserts Field Testing Crucial to Ensure Proper Lighting Placement LIGHT from page 40

reduce energy costs and gain excellent levels of illumination.” They are more resistant to vibration and breakage because they are built around solid-state technology. “That makes LED lighting ideal for construction sites, where harsh conditions can test the limits of traditional lighting fixtures.” And with their long lifespan, maintenance staff won’t be replacing them often, so all the areas of the construction site can be properly lit for longer periods. “LEDs also provide bright white light directly to the work area, which significantly enhances visibility,” said the company. Lighting placement on construction sites must be carefully planned to achieve optimal conditions for working safely and effectively. Lighting should cover all areas, said the security consultant, including all spots where workers will be present and where materials and equipment are stored. “It’s also important to ensure that there are no shadows where workers may be directly exposed, as this can be a safety hazard.” And lighting should be placed optimally to minimize glare in order to reduce any discomfort for workers. “Poorly placed lighting can result in a lower level of productivity due to decreased visibility and strain on the eyes.” Plus placement must be properly and precisely choreographed to meet all safety and productivity requirements. Natural sunlight can be a cost-effective way maximize lighting while minimizing energy costs, noted Mobile Video Guard. Many contractors find the cost of installing and running electrical lighting is a significant chunk of the operating budget. “On suitably sunny days, natural light can help to reduce glare and create the optimal lighting environment for construction workers,” said the security consultant. To maximize natural light’s benefits, install large sections of glazing and use white reflective surfaces to encourage light reflection, they suggested. “It is also important to pay attention to the sun’s path and the effects of shading.” Lighting placement should be adjusted throughout the workday. Mobile Video Guard believes that one often underestimated tool in achieving optimal lighting conditions is the use of reflectors. “By strategically placing reflectors around the worksite, the amount of available light can be vastly increased,” said the company. The increased light will cast away unwanted shadows at certain areas while providing lighting to a previously invisible space in others. “Reflectors can be especially beneficial when working on a tight budget or with limited sources of power,” said the company. “Furthermore, reflectors are easy to set up and cost-effective, making them a great option for any construction site.” To achieve optimal lighting, the type of lights needed should be determined based on the requirements for different tasks and materials being used. The lights should be strategically placed to maximize light coverage and to reduce shadows and dark areas, according to

Mobile Video Guard. Lights also should be adjustable in both intensity and height, depending on the changes in the work site. They should be long-lasting, resistant to shock and weather conditions and require minimal maintenance. Traffic Safety Warehouse says a construction zone lighting plan starts with the understanding that its development is a process that will take some time. “There are a lot of environmental factors for you to consider,” said the online safety store. • Draw Out the Project Area Carefully assess and draw out the designated work zone, creating a detailed, scaled image of the entire site to note where you’ll need to place certain things. “Make sure that you’re marking the locations of all workers, machinery, and even your traffic control equipment,” said the company. Get as clear of a picture as possible so to most effectively arrange lights. Section off zones by station and shade out places with possible obstructions. “This blueprint will provide you with an idea of what areas might need a bit more light than others.” • Determine Required Level of Light According to Traffic Safety, there are three main levels of lighting to consider, depending on your circumstances. Level I is the type of illumination necessary for all general working tasks — setup, takedown and moving between locations. Level II is a bit brighter, effective in areas near large, moving construction equipment. Level III is the highest illumination for those in road construction, essential in regions undergoing intricate repairs and utilizing very powerful equipment. “These areas must have an average light radius of 20 footcandles, while Level II and I zones must register at only 10 or 5 foot-candles,” said Traffic Safety. Once you have light levels planned for your job site you can move on to choosing the lighting technology you’ll use. Some lighting devices may make a better fit than others depending on the task, so be aware of all options to make the most informed decision. Traffic safety lists four main kinds of lighting setups — portable light plant towers, balloon lighting, roadway luminaries and equipment lights. Because towers and illuminates allow you to mount additional lighting to them, they’re great for creating a wide radius of illumination. They’re also ideal for providing more directed light downward when necessary. Balloon lighting also generates a larger area of evenly distributed light but works best when mounted to slow-moving equipment, perfect for Level II regions. “On the other hand, equipment lights are smaller in size and fastened to signs and barricades,” said Traffic Safety Warehouse. “They’re better for providing focused light along a smaller area and directing traffic safely through the construction zone.” Field testing is crucial to ensure lighting equipment provides the right amount of coverage for your needs. “In fact, failing to perform this initial trial can even leave your team without light in one of the most critical zones,” said the company.  CEG

Power Pavers Introduces New SF-3404 Slipform Paver Power Pavers announced the launch of the industry’s newest full-width, fourtrack concrete slipform paver: the Power Paver SF-3404. The SF-3404 is built with decades of knowledge and technological advancements, delivering contractors the smoothest ride possible, saving valuable time and providing complete visibility around the machine, the manufacturer said. It paves a maximum of 40 ft. and features telescoping endpans for 2 ft. of width flexibility on each end. In addition, a heavy-duty plow, rigid paving pans and durable slew drives make the SF-3404 highly reliable and efficient. Also new with the SF-3404 is an optional compact, fully-controlled dowel bar insertion (DBI) system. It is equipped with a hydraulic floating floor to maintain the integrity of the initial slab and improve reconsolidation around dowel bars after the insertion process. Each time the DBI runs, the carriage recalibrates with electronic sensors to ensure the floor is exactly where it should be. In addition, the DBI is split to allow for accurate crowning and bar placement. Each bar is held and guided into the concrete to prevent skewing,

even while crowning. When running DBI, the machine utilizes a collision avoidance system to prevent center tie bars and DBI from inserting at the same location. To create the smoothest ride possible,

the SF-3404 is equipped with the industry’s longest oscillating correctional beam (OCB) for smoothing the slab’s surface after dowel bar insertion. Power Pavers engineered a unique, heavy-duty OCB that is 30 in. tall with a 24 in. finishing length

for full coverage over the dowel insertion void. The OCB corrects any surface imperfections with ease. For transportation, the DBI, OCB, OCB wiper and final finisher are contained in a single assembly. A vibrator cruise control automatically adjusts the machine’s vibrators to maintain consistent speed despite fluctuations in oil viscosity or changes in concrete slump. For super-elevations and intersections, an exclusive crown-distance compensation feature provides automated crown transitions between the mold, DBI and OCB, according to the manufacturer. As with other Power Pavers, the SF3404 is designed with simplicity in mind. The machine features numerous other thoughtful details to simplify operators, finishers and mechanics’ jobs. It is equipped with Power Pavers’ signature SlipSmart control system for simple, highly configurable machine controls. All machine diagnostics are onboard, with no laptop required. The new system provides fault codes for everything on the machine, including the DBI. Common bolt sizes and color-coded wiring throughout the machine keep maintenance simple. The new BW 100 AD e-5 features a low-voltage, 48V system with long-lasting 25 kWh Li-Ion batteries. The system requires no special safety precautions for maintenance, and the batteries offer plenty of capacity for a typical day’s work before recharging.

The new, compact BOMAG BW 100 AD e-5 electric tandem roller introduces sustainable, low-noise and zero-emissions operation to the 2.5-ton class commercial roller market. With its 39.4-in. rolling width, this powerful all-arounder makes short work of parking lot, driveway, asphalt repair and soil compaction work. Impressively quiet, the new BOMAG roller is perfect for compacting in noise-sensitive areas such as nighttime jobs, inner city work and compacting around hospitals, the manufacturer said. The new BW 100 AD e-5 features a low-voltage, 48V system with long-lasting 25 kWh Li-Ion batteries. The system requires no special safety precautions for maintenance, and the batteries offer plenty of capacity for a typical day’s work before recharging. With its recuperative system, valuable energy is recovered during braking, converting mechanical energy back into electrical. The roller offers flexible plug and charging options to meet the customer’s needs. The new tandem roller’s efficient e-PERFORMANCE system is equipped with two electric motors — one dedicated to travel and the other for steering and vibration. A 26.8hp (19,7 kW) electric motor propels the front and rear driven drums at working speeds of 0-3.1 mph and travel speeds reaching 6.2 mph. When traveling, the roller only uses one motor to conserve energy consumption. The roller’s unique ECO function helps to further save battery power. Affording enhanced visibility to the drum and drum edge,

the roller’s isolated platform reduces vibration feedback to the operator to improve comfort throughout the shift. With no warm-up necessary, the roller is quickly ready for work at the push of the ignition button, and its uncomplicated design allows operators of all experience levels to quickly pick up roller control, according to the manufacturer. A digital 5-in. color display gives operators a quick glance of critical operating parameters, including speed, energy output, asphalt temperature, compaction progress, operating hours, battery charging capacity, duration and power. Available BOMAG TELEMATIC allows fleet managers to monitor roller location plus operating data from anywhere, at any time. Similar to the diesel-powered BW 100 AD-5, the electric BW 100 AD e-5 flexibly allows for individual vibration control to both drums, and vibration actuation is conveniently controlled through the soft-response travel lever. Tailoring compaction output to the job, the roller offers two vibration frequencies of 3,900 and 3,360 vpm (64 and 54 Hz) with a single amplitude of 0.20 in (0,50 mm), generating 7,194 and 5,395 lb. (32 and 24 kN) centrifugal force. Its intelligent vibration control (IVC) helps operators to know when compaction has been optimized to save on passes. Featuring a pressurized water spray system with 54.2-gal. tank, the scraper bars are wind-protected to ensure uniform drum coverage in adverse weather conditions. Two scraper bars on each drum help to prevent material pick-up in both travel directions. For more information, visit www.bomag.com/. 

DD130 Dozer Provides Productivity in Fine-Grading Applications The DD130 dozer is a new addition to the current DEVELON dozer lineup. The DD130 dozer will offer a productive fine-grading solution for residential and light commercial construction. DEVELON, formerly Doosan construction equipment, entered the North American dozer market in 2022 with a smaller dozer size, the DD100, competing in the 140-hp and under category in 2022. After much anticipation from dealers and customers, the first DD100 dozers made their way to dealerships and eventually customer jobsites in Q3 2022. “The new DD130 dozer will build on the success of the DD100 with many of the same popular features,” said Moo Young Park, engineering manager at DEVELON. “The feedback from our dealers and customers after the launch of the DD100 was very positive, and we hope to continue the momentum with the larger DD130 dozer for the North American construction industry.” Productivity The DD130 dozer delivers more horsepower, better tractive effort and superior pushing power to help operators move more material and get more in the done pile. Productivity is driven by the dozer’s 6-way variable angle pitch blade. Customers can choose from two blade options: a standard 4.6 cu. yd. blade or an optional 5.5 cu. yd. capacity blade. The blade moves freely to lift, tilt and angle, and 2way mechanical adjustments can change the blade pitch to control how steeply the blade will dig into the ground. Operators can adjust the blade pitch from 52 to 58 degrees. Also available is a blade shake button for operators to quickly remove materials stuck to the blade. Doosan dozers come standard with piping for an optional ripper attachment. The ripper attachment features parallel linkage that helps maintain a constant angle to the ground regardless of the height. The attachment can quickly break up hard, rugged materials prior to grading, and it can be used to install erosion control. Also available as an attachment is a towing draw bar, allowing operators to use the dozer to tow other equipment on a jobsite. At ConExpo 2023, the new DD130 dozer will be displayed with optional forestry guarding. The option includes a front sweep and roof guard designed for forestry and logging applications. This is a preview of the accessory, which will eventually be available for the DD100 and DD130 dozers in North America.

The DD130 dozer

Visibility One of the biggest differences between the DD130 dozer and other brands is the visibility to the machine’s blade. The front engine compartment offers a narrower design to make it easier for operators to see their work. The precleaner is tucked away in the engine compartment to maximize front visibility. The electronic cooling system was moved to the back of the dozer to further improve front visibility. The cab’s low-profile front pillars provide maximum glass area. All-glass doors provide a full view of the working environment. For further visibility and safety, a standard rearview camera provides operators with an additional view of the dozer’s surroundings. The full-color, 8-inch Smart Touch display shows the rearview camera view. Also standard are high-illumination LED lights and four premium wiper blades. Technology Advanced technologies in the DD130 dozer deliver more precision to help operators meet exacting specifications. A 2D grading system option is available to make precision grading easier, even for novice operators.

Serviceability The DD130 comes standard with an electronically operated tilting cab that provides access to internal components. Even with the cab tilted, the dozer can be started while the machine is being diagnosed or repaired. An in-line precleaner, which comes standard, helps improve filter life and is integrated with the air cleaner. It’s also more compact to fit in the smaller engine compartment. Self-cleaning and maintenance-free, the intake system can expel a variety of debris, including mud, snow, leaves, sawdust and chaff. The dozer undercarriage is designed for convenience and cost-effective maintenance. Areas of the undercarriage that naturally experience greater wear and tear are easy to access. For example, a removable side panel provides access to an area to add grease to the undercarriage’s tension system. Customers can order replacement parts through their local dealer. A telematics system is a standard feature on the DD130 dozer, making it easy for customers to remotely monitor and maintain their machine. They can monitor the health, location and productivity of the dozer from a user-friendly mobile app and website. The customer’s dealer can also see the equipment status and notify them when it’s time for service to minimize machine downtime. The mobile Power Unit supports charging in remote locations of larger machines like the EC230 Electric excavator.

Growth in North America and stable sales in Europe have ensured steady earnings for Volvo CE in Q3, 2023, with signs of a softening towards the end of the quarter. Service solutions are growing in profitability, with a rise in sales compared to the same period last year — demonstrating their increased significance and Volvo CE’s continued focus on digitalization. In Q3, overall net sales amounted to SEK 24,296 M, a modest increase from SEK 24,238 M in the same quarter last year. When adjusted for currency movements net sales decreased slightly by 4 percent, of which net sales of machines decreased by 5 percent, while service sales increased by 4 percent. Adjusted operating income amounted to SEK 3,733 M (SEK 3,773 M in 2022) corresponding to an adjusted operating margin of 15.4 percent. Perform, Transform This third quarter saw the unveiling of the company’s first electric power unit for larger electric machines like the EC230 Electric excavator. Allowing for high power charging of electric machines in remote locations, where access to a stable grid connection is limited, the Power Unit is now working with a customer in Sweden. Volvo CE also expanded the availability of the EC230 Electric excavator to customers in additional key markets in Europe. Meanwhile in North America, the company inaugurated a new innovation center to provide training for technicians in diesel and electric heavy equipment, machine control technology, connectivity and productivity services. Melker Jernberg, head of Volvo CE, said, “We have performed well this quarter during a challenging economic environment

while continuing to drive the long term transformation towards more efficient and sustainable construction solutions. Maintaining this solid performance is essential to help us also lead the way with our industry’s transformation.” Market Development Ensuring stable earnings this quarter, the North American market grew by 10 percent in the year to date, supported by continued large infrastructure projects and strong commercial construction that offsets a weaker residential sector. While in Europe, the market slowed slightly, due to a weakening macroeconomic outlook and increasing interest rates, but still maintained a modest 4 percent growth. The market in South America declined by 25 percent on the back of low investment levels in Brazil and low business confidence among customers. Meanwhile the Chinese market demand weakened substantially compared to last year with a drop of 40 percent, caused largely by a decrease in real estate investments. In other Asian markets, there has been an increase in demand in India, Japan and the Middle East, offset by a lower market in South Korea and Indonesia, resulting in a steady development rate of 3 percent. During the quarter, global deliveries decreased by 21 percent due to a slowdown in Brazil and China as well as supply challenges in Europe, while net order intake also declined by 27 percent. This was largely driven by lower demand in China and cautiousness in Europe. North America, however, is providing some strength with a 33 percent increase in deliveries and a 196 percent increase in orders. For more information, visit www.volvoce.com. 

Construction will cost $234 million, with the final price tag at $322 million. TENNESSE

NCDOT from page 38

Less weight and less time means nearly 75 percent fewer truck trips carrying road building materials. A concrete batch plant on site also adds to convenience and eliminates more truck traffic, lessening the project’s carbon footprint even further. “This will be the largest cellular concrete project on the East Coast,” said Johnson. “Its use is an innovative way to work with the highly compressible soils in this area. The cellular concrete will be produced onsite and deposited with hoses.” While most road construction projects are done during the summer, the U.S. 70 work needed to be done carefully, considering the heavy beach traffic in the summer. “This road is the only path to some of the beaches,” said Johnson. “We were required to maintain two lanes in each direction and were limited to what we could do during the weekends. Contractors were limited to night work during that time.” The next section, approximately 5 mi., also will be design build. “Working with our team on U.S. 70 has been enjoyable,” said Johnson. “It is a memorable project that will make a difference in a lot of people’s lives.”  CEG

One unique challenge is that the ground where the new lanes will go is exceptionally soft.

“The value lies not only in the dissemination of knowledge, but also in the intangible magic of human interaction, sparking innovation and simply having a good time together.” Classroom The first half of this event provided all participants with five in-depth classroom sessions held by the Liebherr product management team based in the USA and Europe. Each session focused on a different earthmoving and material handling machine including crawler excavators, wheel loaders, dozers, material handlers and the TA 230 articulated dump truck. Each session was run by two product managers who specialized in the featured machine providing indepth knowledge to equip the distribution network participants with essential information about the equipment, thus enhancing their own sales forces. This training also serves as a great opportunity for Liebherr’s distribution network to get seat time in a wide variety of Liebherr machines. This was the first in-depth training on the TA-230 where participants were able to get under the hood and behind the wheel with product experts on-site to explain the latest
