With traffic along East Tennessee’s Alcoa Highway (State Route 115/U.S.129) increasing daily and congestion in the area causing concern for commuter wellbeing, the Tennessee Department of State Transportation (TDOT) embarked upon a highway corridor improvement project in 2016, spanning Blount and Knox counties. The construction zone measures approximately 13 mi., starting at State Route 35/Hall Road in Blount and ending at Cherokee Trail in Knox County. As of today, Magnolia’s fleet includes three Barracuda class dredges; one 8-in. Moray class dredge; 10- and 18-in. Shark class dredges; one 16-in. Marlin class dredge; a number of booster pumps and a workboat, which are all transportable allowing the company to service customers throughout the United States.
Magnolia Dredge & Dock LLC does a lot of industrial and environmental dredging maintenance; coastal restoration; cleaning of lakes and pond; coal ash removal; levee construction, deepening and maintaining of waterway access channels.
La. Biz Highlights DSC Dredge’s Commitment to Innovation To ensure the high level of service that has defined this family-owned business for the past 30 years, DSC Dredge LLC has five key values: Commitment, Quality, Innovation, Service and Customization. This is what the foundation of DSC is built upon, and clients who become long-standing business partners and friends only confirms what this company strives to do each and every day. Magnolia Dredge & Dock LLC., headquartered in Mandeville, La., was founded in 2009 through the merging of two companies. According to Michael Johnson, managing member, while the company initially focused on providing hydraulic dredging services, it has since expanded to include dewatering and water treatment, plus heavy civil and marine construction to its portfolio of services. Over the years, and with its primary focus on dredging, this local company continues to service both the private and public sector throughout the United States. “We do a lot of industrial and environmental dredging maintenance, coastal restoration, cleaning of lakes and ponds, coal ash removal, levee construction, deepening and maintaining of waterway access channels to name a few areas of focus,” Johnson said. The spark of a long-term partnership between DSC Dredge LLC and Magnolia Dredge & Dock LLC started well before Magnolia’s inception. “When I was employed by another company, we rented dredges from Dredging Supply Company, which is now known as DSC Dredge. That’s how I got introduced to them and the quality of their product and impeccable service standards.” He said it was “a match made in heaven” for Magnolia, since both companies are located in the greater New Orleans area, and one of DSC’s specialties is customizable dredges, which is key to Magnolia’s service offerings. Johnson recalled Magnolia’s first three dredges, which were all the DSC Barracuda class dredge, came from DSC’s Mississippi based subsidiary, Best Equipment Technologies, and they immediately went to work on a project in
Mississippi, which turned out to be a big success. “Over the years Magnolia has purchased dredges from many other manufacturers, however it’s difficult to find another supplier that has such a high focus on customer service which was, and continues to be, extremely important to us,” said Johnson. “Over the years we have experienced first-hand a performance driven culture with DSC. Their equipment has always performed well, and their customer service is unfaltering both in the field and during the entire purchase/build process. DSC’s expertise, has always been, and will continue
to be, invaluable to Magnolia.” One of the main challenges faced by most service driven dredging companies is that every project has specific requirements, and unlike most manufacturing companies, DSC’s ability to design customizable dredges has allowed Magnolia to stand out against its competitors. Magnolia thinks of its dredge fleet like a “toolbox,” prepared with a wide variety of dredges to meet the needs of its customer. DSC’s ability to customize its equipment has significantly contributed to the diverse business offerings Magnolia can see MAGNOLIA page 60

Dobbs Equipment Raises Funds for Construction Angels
(L-R): Jennifer McCloskey, Construction Angels; Adam Tschetter, Dobbs Equipment; Edward Dobbs, Dobbs Management; and Kristi Gibbs, Construction Angels, at the check presentation. Additional funds that came in after the check presentation raised the total to more than $140,000.
(L-R): Ashley Klein, Jonathan Thiel, Richard Klein and Mark Hooper, all of AK Glazing Contractors Inc., Fort Lauderdale, Fla., came in second place.
(L-R): The winning foursome, of Alpha Wrecking, was made up of Jon Wood, Jeff Grove, Chris Willford and Kyle Lane.
Dobbs Equipment hosted its inaugural charity golf outing benefiting Construction Angels in Boca Raton, Fla. Initially raising $114,300, additional funds that came in after the check presentation raised the total to more than $140,000. “Our customers and vendors knocked it out of the park,” Dobbs said on its website. “We are honored that our first year was such a success and look forward to going bigger and better next year for such a great cause.” “At Dobbs Equipment, our mission has always been to support our customers from end to end in the markets we serve. We realize that this mission provides us a unique opportunity and desire to go above and beyond for the customer. This cause is near and dear to our hearts, as we all know families who have dealt with a tragic loss,” Adam Tschetter, president, said. Construction Angels provides financial assistance and grief counseling to the children and spouse left behind when a construction worker has a fatality on the job site. It offers construction scholarship opportunities to qualified applicants and additional scholarships to surviving children of a fallen worker. “Our vision is to be there for families who have lost a loved one as a result of a work-related accident. Our goal is to be an immediate source of relief, assistance and a conduit for continued support,” Construction Angels said on its website. “Construction Angels wants to make an everlasting impression and impact within the industry, one family at a time while honoring those who have given the ultimate sacrifice.” Construction Angels has six core values: • Ambition: An earnest desire for honorable achievements and the willingness to attain it. • Nurture: Caring, protecting and encouraging the growth of our charity. • Generosity: Virtue of giving without obligation and hope of reward. • Efficient: Acting effectively with minimum of waste, expense and time. • Leadership: The initiative to motivate, lead and work with others to achieve common goals. • Service: Work that provides hope, comfort or assistance to benefit the construction community.

Komatsu Introduces Range of New Hydraulic Breakers reduce vibration to the excavator, adding to operator comfort. The simple design of the JTHB-G hydraulic breakers translates to reduced maintenance and fewer parts to buy, to help lower equipment-running costs. A one-year warranty comes with all G-series breakers and also applies to breakers used for mining and quarry applications.
Breakers are a flexible and crucial attachment used for a wide variety of jobs, including tunneling, trenching, foundation removal, dredging, bridge demolition, quarry excavation, mining and more. To meet growing demand in North America, Komatsu is expanding its product line of hydraulic breakers. Designed and tested for compatibility with Komatsu excavators from the PC78 up to the PC490, the high-percussion efficiency and unique variable energy technology of these breakers are built to provide high production in multiple applications, according to the manufacturer. To protect the breaker, carrier and operator, Komatsu built in several features and benefits. The breakers have an accumulator that eliminates hydraulic pump cavitation to prevent flow surges back to the carrier hydraulic tank. By recycling high-pressure oil internally, this allows more energy with a lower flow, to reduce hydraulic pressure spikes and protect the carrier’s hydraulic system. JTHB-G Line of Breakers Easy to maintain with only two moving parts, the JTHB-G line utilizes a hybrid design of hydraulic flow and pressure along with a nitrogen-filled chamber that provides striking energy. The tie-rod design is engineered for durability in tough rock and concrete applications. Adding to longevity and durability, blank firing protection is standard and includes a hydraulic cushion at the base of the cylinder, to reduce metal-to-metal contact. Larger models feature special key slot dampers that help
The breakers have an accumulator that eliminates hydraulic pump cavitation to prevent flow surges back to the carrier hydraulic tank. By recycling high-pressure oil internally, this allows more energy with a lower flow, to reduce hydraulic pressure spikes and protect the carrier's hydraulic system.
JMHB-H Line of Breakers Compact yet powerful, the JMHB-H attachments are accumulator-type hydraulic breakers for a variety of rock and concrete demolition applications. Unlike gas-fired breakers, the JMHB-H series does not require a nitrogen recharge. It is equipped with blank firing protection to help prevent piston movement via a hydraulic brake. For consistent impact power in a variety of environments, sound dampening housings help assure compliance with noise ordinances, even in urban applications. The breaker protects itself with a pressure regulator valve to prevent overflow, and its dampening system helps prevent damage to excavator booms and housing cracks. To enable the use of more powerful breakers on smaller excavators, a single powercell eliminates heavy tie rods to provide a better weight-to-power ratio on compact models, while the mounted automatic lubrication feature helps protect against dust and debris. Similar to the G-series, all H-series breakers come with a one-year warranty. For more information, visit komatsuamerica.com.
Prinoth Announces Updates to M450s Mulching Head Prinoth is well-known for its crawler carriers but also manufactures a wide range of mulching equipment. A Prinoth M450e-1900 on a Lamtrac skid steer clearing the edge of the forest.
Various Working Widths for All Skid Steers After the successful introduction of the 74.8-in.-wide M450s-1900 in the North American market, the head is now available in a smaller working width of 63 in. (M450s1600) and a larger one with 86 in. (M450s2200), to ensure every customer’s needs are met. Developed for a range of carrier vehicles from 70 to 180 hp and a hydraulic oil flow between 22.5 to 66 gpm, the M450s is a compact and powerful head for a variety of mulching applications. With the feature “Plug & Mulch”, the M450s is ready for simple set up on any skid steer loader, make and model. Hydraulic hoses with standard fittings are included in the package as delivered from the factory. The M450s gets its power from a 115cc Rexroth hydraulic motor with high-pressure variable displacement. For the 74.8-in.-head
a 170cc motor also is available, ideal for a volume flow range from 41.8 to 54.9 gpm. A new cogged belt drive transfers the power to the rotor. Bite Control System The rotor combines the BCS (bite control system) with two types of cutting tools. Whether steel knives or carbide teeth, the BCS-Rotor is perfectly balanced for less wear on bearings and high speed, meaning high productivity and a perfect finish, according to the manufacturer. In order to maintain the machine efficiently, an extensive spare parts network is available to customers in the USA. Furthermore, the operator can train their skills with online tutorials. Visibility is enhanced from the operators’ seat with a good line of sight to the work area, offering safe and productive mulching. The center of gravity is close to the carrier; therefore, it is easier to handle and provides less tipping or risk of roll over. For maximum safety, the M450s is equipped with anti-slip surfaces on the top of the housing and with two steps for a safe access to the carrier. For more information, visit www.prinoth.com.

being installed,” said Widner, when asked about any obstacles to progress. The current contract for the three projects under construction was awarded to Charles Blalock & Sons Inc. in charge of everything from asphalt and paving, and building materials and supplies, to concrete, road construction, trucking and utility installation. As general contractor, they performed all road, bridge and retaining wall construction and related grading, as well as providing pumping, rock slinger services, precast panels for retaining walls and some concrete. Equipment used included pickup trucks; concrete mixer trucks; track drills; caisson drills; trackhoes; backhoes; concrete slipform machines; bulldozers; paving machines; chippers; grinders; lifts; cranes; pumps; skid steers; and welding machines, among other machinery. Multiple subcontractors have been recruited to work on paving, excavation, signs, striping, guardrail, hauling and other related work activities. Temporary shoulder and lane closures, lane shifts and reduced speed limits were implemented to ensure safety for workers and commuters. In Blount County, the stretch from Hall Road to an interchange proposed at Tyson Boulevard includes realignment and reconstruction for 1.5 mi. This includes an overpass at the Hunt Road junction, where the bridge structure has been deteriorating from serving almost 10,000 vehicles daily. The old bridge is a 280-ft.long concrete and steel structure, but the new bridge will be a pre-cast, prestressed bulb-tee concrete superstructure with a concrete deck that is 493 ft. 6 in. in length and nearly 74 ft. in width. The new alignment will be a four-lane, controlledaccess facility, allowing for two lanes in each direction with no signals or intersections. Stacy Weaver, TDOT region 1 project development manager overseeing the roadway projects in Blount County shared that the completion of the entire project depended on

state and federal funding for each phase. Speaking on the environmental impact to Blount County, he said, “There were some major impacts to the Russell Branch tributary, other wetland impacts, and some from a noise aspect in certain sections of Alcoa Highway to accommodate but we study that as part of the environmental process and mitigate it as we go.” When all construction work associated with the Alcoa Highway, originally built in the 1960s, is finally completed in a few years, the entire stretch will experience a streamlined flow of traffic on a roadway that can handle the capacity demanded of it accompanied by updated infrastructure. Until then, the TDOT teams and contractors are hard at work to ensure the project progresses in a timely manner while ensuring safety for all. CEG

Four new bridges provide connections to either access ramps or frontage roads. Special measures will be taken to minimize impacts to utilities, the railroad, and lakes and streams in the area.
The current construction will help result in increased capacity, improved safety and correction of any other roadway issues.

MB Crusher Helps Every Site Become Recycling Centers Produce your building material, using your heavy equipment, wherever the job site is located. This is the easiest solution for many companies now that procurement is becoming more complex, expensive and it takes longer. And it is also the practical solution when the construction sites are located in areas where heavy vehicles have a hard time reaching it, where there aren’t connecting roads or in historical centres with traffic restrictions. and the machine automatically recalls the settings based on the ID. Improving highwall trailer loading/unloading and shredder loading efficiency, the hydraulically controlled cab rises to a maximum elevation of 19-ft. 9-in. Safety in Mind Smaller cab pillars, combined with large tempered windows and a flat engine hood, deliver enhanced allaround visibility for the operator, increasing safety. With video feed displayed on the large touchscreen monitor, standard rearview and sideview cameras improve work area visibility. The cab design includes thick, impactresistant safety laminated windshields that meet P5A standards, while operators are protected from falling and flying debris by the standard Falling Object Guard System (FOGS). An upper-level service platform with access steps constructed of antiskid punch plate provides easy, safe and quick access to machine service items.
In the event of a hydraulic service interruption, the cab can be safely lowered via one of two emergency cab lowering valves, located inside the cab as well as outside of the machine. Check valves on the boom and stick prevent reverse hydraulic oil flow, to maintain the position of the front linkage should the hydraulic system experience an unexpected loss in pressure. Service Simplified Synchronized service intervals and extended filter replacement schedules reduce maintenance time and costs for the new Cat MH3250 and MH3260 material handlers. All fuel filters feature a coordinated 1,000-operatinghour change interval, and the new air intake filter with precleaner lasts up to 1,000 hours to reduce maintenance requirements. A new hydraulic oil filter improves filtration and increases change intervals to 3,000 operating hours, a 50 percent longer service life than previous filter designs. New anti-drain valves keep the hydraulic oil clean during filter
replacement to improve system longevity. Operators conveniently track filter life and maintenance intervals on the in-cab high-resolution monitor. Eliminating the need for operator interaction, the high-efficiency cooling fan features an automatic reverse function to keep the cores clean, maximizing machine uptime. Conveniently located Cat S·O·S ports allow for quick fluid sample extraction for analysis, simplifying maintenance. New remote services capabilities for the MH3250 and MH3260 increase service efficiency and potentially save trips to the job site. Remote Flash works around the production schedule to conveniently assure the machine operates with the most current version of on-board software, so it delivers high performance with minimum downtime. The Cat App conveniently helps to manage fleet location, hours and maintenance schedules and provides alerts for required maintenance needs.

Power Meets Portability in McCloskey’s Minimizing Risk… New I4C Compact Impact Crusher Metso Outotec Extends Mill Reline Equipment Offering With New MRM
The 44-in. impact crusher has been designed with a deeper chamber, creating greater tramp release space. With an aggressive blow bar and apron design, four-bar variable speed rotor and three crush zones with an optional fourth strike, the I4C can be set up as a primary or secondary crusher in some of the toughest materials.
McCloskey International has unveiled the I4C, the latest entry into McCloskey’s impact crusher line. In a class of its own, it brings the power and productivity of an 44.3 in. (112.5 cm) impactor to a compact footprint for maximum maneuverability. Taking the original impact crusher design and transforming it into a heavy duty compact product that is even more flexible and productive, the new mobile crushers maximize the efficiency of any project site, according to the manufacturer. Built to the same high standards as full-size crushers, the new I4C delivers additional convenience and choice to suit every customer’s needs. McCloskey engineers have adapted the design to meet the evolving requirements of today’s projects and operations by developing more compact products while maintaining the same high standard of McCloskey durability, reliability and quality. The I4C compact impact crushers have a number of features that enhance their operation. The 44 in. impact crusher has been designed with a deeper chamber, creating greater tramp release space. With an aggressive blow bar and apron design, four-bar variable speed rotor and three crush zones with an optional fourth strike, the I4C can be set up as a primary or secondary crusher in some of the toughest materials. A new asymmetric feeder reduces bridging that can occur in some applications and, combined with the single unit feeder-hopper construction, delivers better motion and vibration for the material as it moves into the impact chamber. Maximum efficiency of material flow is delivered end-toend with the I4C — from the feeder to the new curved belt on the main conveyor that better manages material delivered to its 4m high stockpile. With quick release and ground level access, the conveyor belt also is easy to maintain and service. As with all McCloskey equipment, safety is paramount,
and the I4C is equipped with a number of features to ensure the workplace and the operator are secure. A chamber door safety sensor, built in safety shutdown functions, chamber safety arm and an innovative platform for changing blow bars all contribute to the safe operation and maintenance of the equipment. Simplicity is key, with ease-of-use and safety considerations built into the low voltage electrical system, hydraulics and control panel. Higher engine power delivers cost efficiency by delivering maximum production levels and is, size-for-size, McCloskey’s most powerful impact crusher, according to the manufacturer. “Listening to our customers is a core element of our design engineering across all product lines. We are bringing to the I4C to market to respond to the demand for a heavy duty, high production impact crusher with high mobility and enriched safety features. The I4C is an exciting entrant to the category, and we look forward to working with our global dealer network to fulfill the demand for these products,” said Toni Laaksonen, senior vice president, McCloskey International. For maintenance ease the vast majority of components are identical between models to simplify spare parts. Ground level access allows for quick service and maintenance, reducing the downtime for the operation. These compact, mobile crushers are suited particularly to construction and demolition recycling, asphalt recycling and aggregates. The new impactors deliver high performance and expanded versatility in a highly mobile lineup to customers around the world. With their fast set-up time and ability to nimbly move around in tight spaces, the crusher’s small footprint is uniquely suited to heavy duty applications where mobility and high production are key. For more information, visit www.mccloskey international.com.

That growth is attributed in large part to XL’s workforce and new leadership team, with company culture being the driving force behind the improvement. “Our employee turnover three years ago was 85 percent and today is below 20 percent, that’s a business metric we watch closely,” said Sleper. “It’s very important to be plugged in to our team members. If we take care of our team, they in turn, will take good care of our customers. It’s been a transformational change for XL.” Where finding and retaining labor has been a major pain point for the industry, and was true for XL until 2018, an improved employee benefits package with a bonus tied to company earnings, created by the new leadership team, has seen XL realize its goal of becoming an employer of choice in northeast Iowa. “We have an awesome team at XL, and they deserve all the credit for our recent success,” said Sleper. While competitors offer a standardized product line, and so does XL, Sleper explained that customization always drew customers in. Fat Truck Amphibious Vehicle Revolutionizes Power Line Work Zeal Motor Inc. announced the official launch of its new high speed capstan drive mounted on the Fat Truck. The high-speed capstan drive integrated on the back of an amphibious vehicle redefines the safety standards and the productivity level when working in harsh terrain on powerlines, according to the manufacturer. High-speed capstan drives are usually mounted on much larger equipment. Before today, it was not possible to work efficiently with a high-speed capstan drive with smaller and more affordable equipment. The integrated solution mounted on the back of a Fat Truck answers the market’s need of working in safer conditions and being more productive in harsh terrains, the manufacturer said. “By diverting the high flow hydraulic of the Fat Truck we were able to achieve a significant gain of productivity and improve the lifting capacity to install / change insulators, transformers or any other lifting requirements at the pole,” said Amine Khimjee, vice president of sales and marketing at Zeal Motor Inc. The Fat Truck integrated solution with the high-speed capstan drive offers a lifting “This new option is totally integrated on capacity of up to 1,900 lb., a maximum speed of up to 300 ft./minutes and can han- the vehicle and was designed with the dle angles from minus 30 degree to 45 degrees. expertise of the linemen. The utilities now
have the capacity of the larger equipment, the lower cost of operation and mobility of the smaller ATV’s. “This integrated option on the Fat Truck will give the opportunity to work where conventional equipment usually get stuck. We are talking about major cost savings on operations and on vehicle transportations.” The synergy of having the utility companies involved in the project was key to have the right tool at the right moment for the right job. The Fat Truck integrated solution with the high-speed capstan drive offers a lifting capacity of up to 1,900 lb., a maximum speed of up to 300 ft./minutes and can handle angles from minus 30 degree to 45 degrees. “We are dedicated to provide the optimal tool vehicle by listening to our customers and developing the best solutions for the utilities,” said Maxim O’Shaughnessy, president of Zeal Motor Inc.” Zeal Motor, based in Bromont, Quebec, Canada, manufactures industrial utility vehicles that provide solutions to companies working in infrastructure such as powerlines, pipelines, mining exploration and first responder vehicles. tomer, market study, a lot of analytics and a 10-person leadership team that sits on the panel evaluating new products as they come through. A prototype unit is made and goes into the field for testing. “We have a large engineering team; they are experts regarding all the different factors and variations that go into heavy haul trailer manufacturing,” said Sleper. “Every state has different regulations and laws governing transportation of loads over the highway, so our engineering team must be up to date and knowledgeable about all those state laws and regulations, different bridge laws for example, and all the requirements that go into a heavy haul. It’s that engineering expertise that our founder, George Wall, realized was needed and he built the company around it. The differentiator back then and today being customized engineering services and products, that’s our secret sauce. That’s what sets us apart.” Wall sold the company in 2007 to a private equity group, that then sold the company in 2016 to London-based Caparo Bull Moose, an industrial conglomerate owning manufacturing companies around the world. Through it all, XL has continued to strengthen its dealer network, team of skilled employees and add to its product offerings. Training is provided twice a year where dealers, customers, suppliers and new employees are invited to learn more about the company and products. The two-day sessions include hands-on time with trailers, understanding how each different model works and performs. XL has a complete parts department that handles incom-
ing calls daily and their own parts warehouse. Trailers get serviced at XL’s dedicated service center housed in a separate building across the street from the main facility with its own expert staff. “The biggest challenge for us now is trying to meet the demand of our customer base; it has exploded over the last four months so the timing of the expansion project has been good for us and will enable us to better meet that demand,” said Sleper. “The other challenge is the supply chain; there is unprecedented raw material inflation going on in the market right now. We’re doing the best we can managing through this commodity surge. Our customers and dealers have been excellent partners through this challenging environment, and
we’d like to thank them for their support.” On plans for 2021 and beyond, Sleper said, “Every market sector is unique and involves product development and new features to trailers. Because most of our orders are custom work, each trailer is almost like a new product. We have a new product development team that is working all the time with our customers to develop the next big thing in the trailer industry. We are number one in the innovation space, and we come out with three to five new trailers every year. Our company is growing fast, and we have ambitions to double in size in the next three to five years. We are very excited for the future and what’s in store for the heavy haul trailer industry.” CEG XL Specialized’s HDE (hydraulic detachable extendable) trailer.

Labor Shortages Could Bedevil New Infrastructure Plan LABOR from page 1
In a labor report, the Associated General Contractors (AGC) noted that BLS statistics put worker numbers at 225,000 below the pre-pandemic peak of February 2020. Nonresidential construction employment shrank by 21,800 in May and was 260,000 below the February 2020 level, reported AGC chief economist Ken Simonson. “A total of 642,000 former construction workers were unemployed in May, a sharp decline from May 2020 but the second-highest May level since 2014,” he wrote. The industry’s unemployment rate in May was 6.7 percent, compared to 12.7 percent in May 2020. For total construction, hourly earnings in April averaged $32.59, 8 percent more than the average for the nonfarm private sector. But over the past two years this premium shrank by 2.2 percentage points from 10.2 percent in April 2019. This implies that “the financial attractiveness of construction may be diminishing as other sectors that are expanding faster raise pay to attract more workers,” said Simonson. The premium diminished the most for employees of heavy and civil engineering construction firms (minus 4.5 points, from 16 percent above the private-sector average in April 2019 to 11.5 percent in April 2021). Residential building firms (from an 8.8 percent premium to 6 percent), specialty trade contractors (6.1 percent to 5 percent), and nonresidential building firms (25.4 percent to 24.5 percent) followed. Citing BLS data, the AGC reported there were 357,000 job openings in construction, seasonally adjusted, at the end of April. Hires in April totaled 335,000 or 4.5 of the employment total for the month. “Apart from the pandemic-depressed 3.1 percent rate in 2020, the rate was the lowest for April in the 21-year history of the series,” said Simonson. The job openings rate (4.6 percent) was the second-highest total for any month since the series began in December 2000, he added. Recruiting Headaches Recruiting construction workers can be more expensive than keeping them on the job. “Many young employees know little about the industry,” said Blair Chenault, CEO of construction software provider Flashtract. In a blog on his company’s website, Chenault wrote that long-term workers have been the backbone of the industry. “As these workers reach retirement age in droves, younger workers aren’t stepping in to fill the available positions.” Younger workers believe the construction industry is unstable, he said.
Another big reason: The encouragement to seek higher education equals discouragement from manual jobs like construction. Plus, construction comes with safety hazards that make proper training a vital part of the industry, he wrote. “Training long-term employees is well worth the cost and time, but new employees can be unpredictable,” said Chenault. “Losing trained employees is expensive and leaves fellow workers carrying an extra burden on the job site.” Presidential Pains The White House’s plan to alleviate supply-chain disruptions could create other burdens. While boosting labor numbers and training, the proposal would increase the cost of doing construction business, believes the AGC. Association officials want the Biden administration to address rising materials costs and growing labor shortages. Stephen E. Sandherr, the association’s CEO, said Biden’s supplychain program “would limit the ability of workers and employers to fill needed construction positions.” He believes that imposing mandated hiring percentages, inflexible labor agreements and artificially high pay rates will cut the number of firms and workers available for infrastructure and other construction programs. “The construction industry is experiencing widespread and growing problems with the cost and supply of materials,” said Sandherr. “These challenges will make it more costly and difficult to achieve the administration’s goals for infrastructure, renewable energy and affordable housing.” The president could provide immediate relief from soaring lumber, steel and aluminum prices by removing tariffs and quotas, he said. “Unfortunately, the president’s recommendations ignore that quick and effective approach,” Sandherr said. AGC also wants an end to unemployment insurance supplements they believe are encouraging qualified workers to stay off the job. “Washington’s tariffs are making materials more expensive while its unemployment supplements are making workers more hesitant to return to payrolls,” said Sandherr. And national nonprofit newsroom The Hechinger Report noted that Biden’s ambitious infrastructure plan runs up against a potential construction labor shortage. It attributes the shortage to “a years-long failure to train the kinds of workers needed to do it.”
Biden’s plan would beef up U.S. highways, bridges, water facilities, power plants and the country’s electrical grid. The industry’s ongoing struggle with labor shortages will make it tough to catch up to the demand created by the national infrastructure push. One, it takes months, and sometimes years, to train a trades worker to be proficient at his or her profession. Two, the “silver tsunami” of retirees among the construction labor pool has the industry worried about filling jobs. The Brookings Institution estimates about 10 percent, or about 1.5 million people, will
leave their infrastructure jobs every year over the next decade, noted Hechinger. In the Classroom Staffing shortfalls differ among industries. Those sectors growing the fastest are likely to have the most difficulties, according to the article. Geographically, some regions will suffer more severe labor shortages than others. Hechinger noted that Omaha, Neb., companies can’t find enough plumbers, electricians and mechanics, and the region’s colleges can’t keep up with the demand for skilled trades workers. Traditionally, community colleges have braced the nation’s workforce and more than 40 percent of undergraduate students, are enrolled in them. Many have chosen vocational fields responsible for keeping the country’s infrastructure running. “But those colleges are chronically underfunded and often unable to match privatesector salaries or train students using modern technology,” noted the Hechinger article. “These challenges have been compounded by huge enrollment declines during the pandemic.” But the biggest challenge is affording qualified instructors and cutting-edge equipment.
Solutions to Stay Afloat Baywork, a San Francisco area coalition of water agencies, has created apprenticeship programs to get students that experience while they’re in school, reported Hechinger. “Utility managers believe this approach will solve some staffing problems.” Some agencies in the area have agreed to hold community college classes at their plants. It cuts down on students’ commute times and provides practical experience. Oakland’s Dublin San Ramon Services District is offering plant tours and job fairs to boost interest in water jobs. “We have to market these jobs and make sure high-school kids who are smart consider it,” said Levi Fuller, district wastewater operations superintendent. Gender and diversity, as well, plague construction sectors. Brookings found that more than 82 percent of power plant workers are white. And, 82 percent of infrastructure workers are men. “A more diverse workforce would help fill jobs, but it will take broader steps to complete the slew of infrastructure projects proposed by the administration,” wrote Hechinger. A “few relatively easy fixes” the article lists include allowing Pell grants to pay for short-term college vocational programs. Investing in childcare to help older students get the training they need to change jobs is also on the list. Finally, as basic as it sounds, computer skills would dramatically change the industry, believes the National Skills Coalition. Katie Spiker, director of government affairs, said some 48 million Americans don’t have these skills and will be unable to operate software or machinery at a job site. “If you don’t have the ability to log on to a computer, then it just takes that much more training,” Spiker told Hechinger. “The United States has not invested in the kind of support that allows workers to access those skills.” Recruiting Tips Chenault of Flashtract warns that all industries will vie for the attention of transitioning job seekers. Companies in the construction industry will need new techniques for recruiting and retaining. Here are his tips: • Expand recruitment tactics and meet potential employees where their job search exists. “As people return to the job market, they may not even consider construction without see LABOR page 64

Despite national labor and inventory shortages caused by the COVID-19 pandemic, Florida Coast Equipment, a family-owned and operated full service Kubota dealership, will add 35 high paying jobs in just the first 12 months as part of its expansion deal to purchase two Gulf Coast Turf & Tractor Kubota dealerships. The move brings Gulf Coast Turf & Tractor dealerships in Land O’Lakes and Plant City to the Florida Coast family, making Florida Coast Equipment the largest Kubota dealership in the southeast region and one of the top five largest
Kubota dealerships in the nation. Florida Coast Equipment President Todd Bachman noted that while the business is growing, it would remain committed to its family-focused, community driven approach that has made the company Florida’s premier Kubota dealership. “We are excited to grow and bring new jobs to the great state of Florida,” said Bachman. “But no matter how much we grow, it’s our tradition of delivering impeccable customer service and unrivaled product support that makes us who we are and that will never change.” Florida Coast Equipment said that it would be hiring new drivers, technicians, sales positions and other high paying positions as well as contracting major facility improvements as part of the expansion. Founded in 1985, Florida Coast Equipment has grown from a single dealership with two employees to locations in West Palm Beach, Naples, Mims and Fort Pierce. This announcement will bring the total to six locations by adding Land O’Lakes and Plant City.

Magnolia Thinks Outside the Box With Its Dredge ‘Toolbox’ MAGNOLIA from page 8
provide. As of today, Magnolia’s fleet includes three Barracuda class dredges; one 8-in. Moray class dredge; 10and 18-in. Shark class dredges; one 16-in. Marlin class dredge; a number of booster pumps and a workboat, which are all transportable allowing the company to service customers throughout the United States. In addition, DSC is currently constructing a traveling spud carriage barge with an integrated booster pump. This barge will be coupled to Magnolia’s 18 in. Shark class dredge. The only dredge not currently on its manifesto is the SHARKUDA class dredge; however, Johnson noted “that may change in the near future.” “Our customers’ success is also our success. DSC focuses on providing both the dredging equipment and the support services to help ensure that happens,” said Bob Wetta, DSC co-owner, president and chief executive officer. “The equipment we manufacture lasts over 25 years, so we need to take advantage of the opportunities when they arise. If we miss a dredge sale, we may not have the opportunity to sell to that client again for a long time. DSC has been fortunate to have a high level of repeat sales to our client base, which is particularly of interest in growing companies like Magnolia. “We believe it is the overall experience and relationships we build with our clients. We listen to their challenges and we try to create solutions. Open minded clients such as Magnolia keep us on our toes to look for the next best thing we can dream up and build together.” Johnson went on to share some of their success stories and
the importance of having the right equipment. He talked about a project they worked on in Florida where the conditions were extreme, causing the flooding of homes and many other issues. He noted that with the use of a DSC dredge, they were able to go in and quickly improve the community drainage, their water quality and clarity, and ultimately it increased recreational use for the area. Another project shared was one located in Houma, La., in Bayou Terrabonne, where the numerous bridges and excessive traffic in the area presented multiple challenges. The only dredge that could complete this critical work had to have enough power to move the sediment along but also was easy to move. The Barracuda class dredge was perfect for this style of dredging, he said. As DSC continues to lead the industry with innovative technology, such as DSC Vision (a user-friendly bottom visualization system that provides dredge operators and managers with ability to stop “dredging in the dark”) and Dredge Rx (which allows dredge owners and operators to monitor and maintain their dredge fleet in real time, while on the dredge or while working remotely), Magnolia knew it had to add this to its already existing “toolbox”. According to Johnson, by the addition of these features, it helps Magnolia stay at the forefront of dredging trends enabling it to continue delivering exceptional project performance and thus ensuring the success of its clients and projects. Magnolia has already pre-purchased these upgrades for some of its dredge fleet and is now eagerly waiting for their installation. “Being able to see below the water while dredging is a

prompting,” he wrote. “Job seekers comparing industries will be eager to learn about income opportunities, as well as benefits and advancement opportunities.” The use of technology will be expected by job seekers, especially younger employees who have the potential to become career employees. Ensure employees are confident in your ability to use technology for communication and convenience in the field. • Improve conditions for current employees, the window into what the work experience is like within a construction company. “Now is the time to reduce cumbersome job tasks and eliminate slow payment issues that have been known to plague the industry,” said Chenault. Create open streams of communication with employees to ensure you’re doing everything you can to make your
employees feel connected and appreciated. “Happy employees serve as brand ambassadors to job seekers around them, he wrote. • Recognize difficulties for employees returning to the job market who may be working through a tough time financially as they emerge from the pandemic. “Employers will face a different situation when it comes to reaching payment agreements for new employees,” said Chenault. “Take time to reexamine your company budget to allocate funds to attracting and retaining long-term employees to the company.” Consider, as well, how the payment of new employees affects your staffers who have been sharing the load for years. “Consider using cash bonuses for certain achievements and long-term incentives to make all employees feel welcome and appreciated.”
• Express advancement opportunities for both current and new employees. “Without advancement opportunities, your employees could soon be seeking greener pastures,” Chenault said. “Investing in training programs and clearly communicating opportunities to advance shows employees they’ll be rewarded for their education efforts and hard work.” Providing these opportunities for all employees will help avoid the risks of competitors poaching your employees after they’ve received the proper training, too, he continued. “Take the time to occasionally meet one-on-one with your employees. Learn of their goals for the future and interests in advancing within the company,” he suggested. “A personalized approach is a great strategy for retaining construction employees.” CEG

JM Wood Holds Four-Day Auction in Montgomery, Ala.,
J
M Wood Auction held a four-day auction at the company’s Montgomery, Ala., headquarters facility on June 15 through the 18. At final bid, there was $52,000,000 plus in gross sales, including more than $21,000,000 in online sales, and more than 3,500 lots sold. Featured items included hundreds of late model Cat rental fleet machines and more than 100 Mack and Kenworth county owned dump trucks. Featured sellers included: Alabama Power Company; Gibbons Creek Power Plant; B & G Equipment and Supply; Flint Equipment; The Scott Bridge Company; ST Bunn Construction; and more than 300 other sellers. “This was the strongest summer sale in recent memory. Huge crowds were onsite and near record online attendance as well. Contractors are busy and they like coming to this Montgomery auction because of the quality and variety of the trucks and equipment we have here,” said Russ Wood. CEG
Central Atlanta Tractor’s Chuck Spooner (L) and JM Wood’s Russ Wood discuss some the machines going on the block on day two of the sale.
This 91-year-old timberman from Southern Timber Company, Enterprise, Ala., attended the JM Wood Montgomery, Ala., sale site for first time. He specifically came to the auction looking for a smaller sized Cat dozer. Test operating a Takeuchi TB230 mini-excavator is Skip Walker, High Hills Equipment, Smyrna, Ga.
