Two big construction industry outlook reports released in early January show promising construction industry stats where workforce is concerned. The supply-chain issues and labor shortages continue, yet respondents to both surveys said they plan to hire and increase staff this year. Contractors across the construction spectrum are encouraged to follow suit.

Contractors expect revenue and profit margin gains this year, and believe the workforce pool is strengthened through building enrollment in technical high schools and vocational training programs.
In its latest construction hiring survey, the AGC found that 74 percent of more than 1,000 member firms plan to add to their payroll in 2022. And three quarters of the civil contractors and engineers who responded to a recent quarterly survey by a Dodge Construction Network partnership are upbeat about their workload this year and plan to hire more workers to meet the need. The latest issue of the Civil Quarterly (TCQ) detailed survey results that show optimism
among civil contractors regarding the construction economy in 2022. Contractors believe worker shortages will still have a major impact, however. The survey found that approximately half of responding contractors expect revenue and profit margin gains this year. They also strongly believe the workforce pool is strengthened through building enrollment in technical high schools and vocational training programs. see JOBS page 46

Road Repairs Due to Hurricane Ida Damage Nearing Completion in La. By Chuck MacDonald CEG CORRESPONDENT
Hurricane Ida roared ashore on Aug. 29, 2021, in southern Louisiana, barreling through houses and businesses, ripping out chunks of roadway from Louisiana Highway 1 and scattering them in the nearby marsh. The 150-mile-per-hour winds and flooding caused approximately $18 billion in damages to the state, second only to Hurricane Katrina in 2005. The storm uprooted trees, slashed through powerlines and effectively cut residents along LA 1 off from the rest of the world. Long after word of the disaster had disappeared from the national news, local residents had to continue to cope with the after-effects of the storm. Leaning on its past partnership, Louisiana Department of Transportation and Development (DOTD) personnel and Barriere Construction predetermined a location to meet to see what they could do to quickly restore LA 1 to a safe condition for residents, businesses and relief workers arriving from around the country. DOTD and Barriere representatives met on September 1 when the winds were just returning to normal and power was still out. The Barriere team accompanied local law enforcement and the DOTD to assess the damage. An important objective was to get the roads cleared and useable as soon as possible. “The damage was severe,” said Ricky Quigley, operations

manager of Barriere. “The storm deposited so much sand on Grand Isle that it often felt as if we were driving on dunes. Multiple sections of roads were washed away and the road shoulders had become ditches 10 feet deep.” Barriere worked closely with DOTD Area Engineer Christopher Rogers on the rebuild.
Hurricane Ida brought high winds and storm surges to Louisiana. Barriere Construction was tapped to do repairs on LA Route 1.
One early step was bringing in 7,000 tons of riprap that would be needed to shore up the washed out shoulder areas. The rock was barged down the Mississippi River by a supplier, Pontchartrain Materials. Barriere and DOTD maintenance crews quickly brought in traffic control devices to help local motorists navigate around severely damaged or missing sections of the road. After the assessment, Barriere planned to start hauling asphalt to patch and reinforce the damaged sections of the road. Unfortunately, because the power was out in the area, Barriere was not able to produce asphalt at its asphalt plant in nearby Boutte. Instead, the team produced the asphalt at its plant in Baton Rouge, some 200 mi. away. Hauling asphalt such a long distance was just one of the many difficulties the Barriere team encountered. Downed power lines, shredded guardrails and other debris prevented the team from using regular pavers and normal equipment. Workers had to use skid steers, shovels and sheer muscle power to place the asphalt. The Barriere team needed approximately 8,000 man-hours of labor to make the roads operational again. “We asked a lot of our employees and they responded,” said Quigley. “Many of our people lived in the area where the storm hit. So, their homes were damaged or destroyed and they were often living with relatives. The whole episode showed us again that our employees are our greatest asset.” In addition, gas and diesel for equipment were in short supply. And finally, COVID added another layer of difficulty. That meant that workers from the New Orleans area could not carpool together. Also, shortages of food and other necessities meant Barriere had to supply that as well for its workers. The project required rebuilding sections along a 20-mi. see IDA page 58

There will be a new brand, a new identity for Doosan machines. CEG: Does Doosan today see itself as a competitor of Hyundai? TR: The short answer is yes. The plan is to keep the brands separate, and to compete in good faith. One thing we strongly believe is that one plus one does not always equal two in an acquisition situation. Hyundai is no stranger to this concept as this is how they have successfully managed their automotive brands of Kia, Genesis and Hyundai. one of the fastest growing segments of the industry and it is only natural we’d add that to our offering. Just like the dozer, we needed to add that. Dozer and mini excavator were the two needs we heard most often from our dealers. We have experience in the compact/mini market but did not aggressively go after the market out of respect for Bobcat at the time. Obviously, that has now changed. CEG: What about dealers that have handled both Bobcat and Doosan in the past. There are a lot of those dealers aren’t there? TR: That’s about 30 percent of our dealer network, by number. Some dealers might have to make a choice as to where their allegiances lie. We started to transition away from Bobcat dealers though because their entire focus is compact machines. We began that shift in recent years. CEG: Any other message for Doosan dealers and end users? TR: Yes, we want to tell both that their investment and efforts with Doosan are safe. Yes, it will be a different brand but will continue as an independent brand. We are not going to a single brand strategy. For those that may not understand, we will continue two brands, hopefully sooner than later. That strategy will help Hyundai Genuine reach the 5 percent global market share goal that we have announced publicly. The newly announced Certified Preowned program is worth mentioning as well. It’s very important for our dealers since there obviously is a shortage of equipment throughout the industry right now. This is a way for our dealers to generate revenue and focus on used equipment. At the same time, the customer will know they are getting a quality product that has gone thru a 140-point checkup and a warranty to back it up. We’ve tested the program with targeted dealers in 2020-21 and will take it to all dealers in 2022. CEG: Sounds like exciting times for Doosan, or whatever we’ll be calling you. TR: It is exciting. We’re adding to the corporate headquarters campus in Suwanee, Ga., with a facility to accommodate telematics. We’re adding both space and people. We’re looking at maximizing our parts distribution capabilities as well as several other synergies and projects. This is a 2-year plan we are in the early stages of. The bottom line is this. We want to make this transition smooth but also sooner than later. The stronger we can make the Doosan brand, the easier it will be for us and our dealers to transition to our future brand. CEG

Blanchard Machinery Upgrades Summerville, S.C., Branch By Eric Olson
Currently, Blanchard Machinery’s facility improvements are focused on its Charleston area branch, located in Summerville.
CEG CONTRIBUTING EDITOR
In any competitive marketplace, the essential elements to success always include individual talent and company reliability. But for prosperous firms to remain strong, they also need to find ways to upgrade their look and improve their service to keep customers coming back time after time. Blanchard Machinery Company, the Caterpillar dealer in the state of South Carolina, has embraced that mindset wholeheartedly over the past year by beginning the first of a series of major facelifts in 2020 at several of its 12 branches across the Palmetto State. Currently, the improvements are focused on its Charleston area branch, located in Summerville, northwest of the port city, and in a region that Blanchard Machinery sees as the hottest building market within one of the country’s top states in terms of residential and commercial expansion. “I think a key part of [the renovation] was that this building has been the same since I was a Blanchard customer over 25 years ago,” said Eric Sears, the Blanchard Machinery branch manager in Charleston, who had previously worked for three other South Carolina equipment customers. “I also believe that, over time, you need to give the customer something better to look at, plus better accessibility, more room for parts, for service and for the hose shop. With these upgrades, we are presenting them with the ability to get everything they need in a nice, renovated facility.” Another of the primary objectives of the revamp to the Summerville branch, he said, is to augment the customer experience to shorten their equipment downtime. Rozier Blanchard, a fourth-generation manager of the family operation and the company’s vice president of machine sales, agreed with Sears, adding that the growth of the South Carolina market overall was a key factor in deciding to begin upgrades at the Summerville dealership. He also cited the fact that major companies like Mercedes, Boeing, Volvo and Google, among others, have established operations in the state’s Low Country. That is in addition to North Charleston’s new Hugh K. Leatherman Terminal, the new cargo port facility that opened last March. The presence of these entities has meant a sharp increase in the area’s home construction, as well. “We have been blessed to be in a state that is pro-business and attracting all these companies to move here,” Rozier said. “Then, there is the large number of people moving into the state, many of whom are choosing to live in the Low Country in and around Charleston. With [Summerville] being our main office for this area of the state, we thought it was important for us to do a facelift.” He added that improvements were needed not only at the Summerville branch, but also at Blanchard Machinery’s main Columbia location — a 1950s-era building originally used by another equipment dealership later bought out by the Blanchard family in 1982. “In fact, we have already started on that, and then we will move forward to revamp and expand any of our other stores that need it in the coming years.” Two of Three Major Renovations Complete Before any construction was started in 2020, the Blanchard team, made up of Rozier, his brother, Boyd, the dealership’s vice president of product support, and Sears, got together to consider just what a revamped Summerville branch should include.
dealer network is that we can all pull from different stores and get a part within 24 hours, but we wanted to improve the amount of off-the-shelf stock that we had here.” Another idea Blanchard Machinery had was to move Summerville’s hose shop next to the parts counter and establish a customer-friendly interaction there, Rozier said. The company realized that its customers have assorted options to obtaining hoses, from purchasing through OEMs or buying from small, local shops that stock the products. “So, what we wanted to do was make sure we had more inventory in stock [than] any other hose supplier in this area to continue to grow our footprint,” he said.
RIG360 got its start when a group of Caterpillar dealers recognized there was a genuine need for a network of service and maintenance centers to not only work on trucks, but also to work with drivers and fleet managers on a higher level.
“Safety was one consideration, obviously; then, we thought about bettering the customer and employee experience, and we were mindful about employee recruitment and retention,” Rozier said. “From the beginning, we wanted to increase our warehouse parts facilities. If you look at the cubic footage that we now have, it is over 100 percent more than what we had originally. “We knew, too, that [Blanchard Machinery] needed to have more parts on the shelves daily than we had had before,” he added. “As the construction equipment population continues to grow in this area, we have placed a big focus on making sure that if a customer needs a part, they can get it as quickly as possible. Now, what is great about the Cat
Concrete Being Installed at Laydown Yard By the end of November 2021, construction had moved quickly enough so that the Summerville branch had a new product showroom and an expansive parts warehouse completed — work that was thought, at the time, to be just the first phase of the overall branch upgrade. The next project was scheduled to be the addition of more and larger service bays, which when finished will significantly add to Blanchard Machinery’s shop capacity in Summerville. A third phase is slated to follow where the dirt laydown yard at the back of dealership is to be completely covered with a smooth concrete surface to help eliminate contamination to its customers’ machines following service. But Sears explained that with the assistance of the project’s contractors, that latter phase jumped ahead of the service capacity construction. “Most of our work now is centered around the yard,” Rozier said just before Christmas. “If you have been back there, you know that there is a small area of concrete and a bigger area of dirt. That meant we needed better contamination control, improved customer and employee safety, and an overall better flow for getting machines in and out of our yards. see BLANCHARD page 56

AED Holds Annual Summit, CONDEX in Orlando, Fla.
T
he Associated Equipment Distributors (AED) held its Summit Jan. 17-19 at Coronado Springs Resort in Orlando, Fla. Like all other businesses, equipment dealers as a group have faced some real challenges over the past couple of years, between Covid-19 restrictions and the overwhelming challenges presented by supply chain disruptions. However, the construction industry has long been noted for its tremendous resilience, and in spite of all the obstacles that it has faced, the recently signed infrastructure bill created a lot of optimism at this year’s event. AED provided an ideal forum for equipment distributors to network with each other as well as with their respective equipment suppliers, including CONDEX, an equipment trade show that provides an opportunity for manufacturers that are looking for equipment distributors to display their products. AED provided educational seminars covering a broad range of topics relevant to equipment distribution, including used equipment marketing, equipment rental, human resource issues, technology, as well as management and leadership skills, just to name a few. On Monday, Jan. 17, the AED Foundation held its annual

Volvo Construction Equipment Increases Sales, Profitability Despite the continued decline in China, Volvo Construction Equipment (Volvo CE) sustains its solid growth with high infrastructure investment particularly across Europe, North America and South America, and increased revenue from services. The current drop in China is due to a saturated market for excavators following last year’s high sales levels and the overall slowdown in construction and infrastructure investments across the region. In Q4, 2021, net sales increased by 5 percent to SEK 21,812 M (20,810 M). Adjusted for currency movements net sales increased by 2 percent, of which net sales of machines were flat and service sales increased by 14 percent. Primarily impacted by the decline in the Chinese market, global order intake decreased by 24 percent and deliveries decreased by 18 percent for the final quarter. For the full year 2021, net sales amounted to SEK 92,031 M — rising from SEK 81,453 M from last year and demonstrating that the global market is continuing to spring back from the initial hit caused by the disruptions of 2020. Adjusted for operating
income, it increased to SEK 12,228 M (10,071), corresponding to an adjusted operating margin of 13.3 percent (12.4 percent). Market Development The European market showed a continuation of solid growth (27 percent) with a high level of infrastructure investments and a recovery in the rental segment. North America’s growth (23 percent) was supported by investments in commercial real estate and strong housing construction, while South America’s increase of 65 percent was largely driven by a high demand for commodities. The world’s biggest construction equipment market of China, however, reported a drop of 1 percent while all other regions in Asia, particularly in Korea and Southeast Asia, continued its rising market development of 19 percent. Sustainable Outlook The final months of 2021 saw the first shipment of the 20-ton EC230 Electric excavator for the Asian market from the factory see VOLVO page 67

A P&H 4800XPC electric rope shovel operates in Canada.
Komatsu to Offer Electric Rope Shovels as AC-Powered To provide customers up to 6 percent improvement in productivity compared to DC-powered models, Komatsu is now offering all of its P&H electric rope shovels as AC-powered machines going forward. The production improvement gains are measured by comparing machine performance data. Furthermore, several Komatsu customers have reported that they can regularly achieve higher productivity with the company’s AC models. Working with its customers to better meet the needs of the evolving mining market, Komatsu reported the following advantages of AC machines over DC machines: • Improved productivity: faster cycle
times, no transfer-to-propel delay • Less power used: higher efficiencies with AC motors and power converters result in lower electricity (kilowatt hour) usage per ton moved for a more sustainable product offering for today’s mines. With increased productivity and availability, the AC platform is consistently shown to be a higherperforming machine. • Lower maintenance and repair cost: reduction in parts/components costs (e.g. motors — no brush inspections or changeouts, no commutator stoning or skimming), and a reduction in labor cost • Increased availability: field observed mechanical availability increase of one to
two percent. This increase is primarily driven by increased MTBF (mean time between failure) of the electrical system. AC motors and drives require fewer static maintenance checks, resulting in more efficient planned maintenance, and an overall improvement in maintenance labor ratio Now that AC models are available in all size segments for customers, Komatsu will focus its OEM production and development efforts on the higher-performing AC line of electric rope shovels. The company will continue its global support of the existing DC shovel market, however, providing customers around the world with innovative service, parts, technology advancement and
all aftermarket services. Where possible and supported by DC technology, product upgrades, including Centurion upgrades, will continue to be provided for the more than 400 DC-powered Komatsu shovels in the field. “With over 100 P&H AC shovels operating globally, we are confident in our shift to the AC shovel platform,” said Brian Fox, VP Mining Products, Komatsu Mining. “However, we remain fully committed to working with our customers to keep their existing P&H DC shovels running far into the future.” For more information, visit www.komatsu.com/en/products/electric-rope-shovels/.

Modular Mining, Immersive Launch Simulation System Modular Mining, a Komatsu technology brand, and Immersive Technologies, a Komatsu subsidiary, have announced support for ProVision Guided Spotting for Immersive Technologies’ range of haul truck simulator conversion kits. The Guided Spotting simulation was developed to accelerate the deployment of Modular Mining’s Guided Spotting system without impacting production. By uniting Immersive Technologies’ and Modular Mining’s expertise in training and workforce development, and load and haul optimization, mines can experience enhanced technology adoption faster without needing to remove haul trucks from production. Modular Mining’s Guided Spotting system is a high-precision machine guidance tool for haul trucks designed to improve efficiency, safety and productivity at the loading site by allowing operators to confidently reverse into the best loading position without needing to pause or stop. “Using high-precision GPS, Guided Spotting reliably guides haul truck operators to the correct loading position while the shovel continues productive work,” said Zilmar Siqueira, product manager — Machine Guidance Systems, Modular
Mining. “The easy-to-use displays help take the guesswork out of reversing, enabling mines to reduce their shovel hang time and increase productivity. It does this by eliminating bucket spotting and reducing the probability of a truck-shovel collision in low visibility conditions.
“Like any new technology introduced onto a mine site, the rollout of training can take time. By partnering with Immersive Technologies, we have been able to reduce that initial loss of production and accelerate the speed of deployment, which enables customers to reap the value of the system much sooner.”
Guided Spotting is a high-precision machine guidance tool.
Immersive Technologies’ full range of haul truck simulator conversion kits can be configured to support Guided Spotting via a software update. “Simulator training can greatly reduce infield and total training time, which helps minimize the impact to production and allows the benefits of Guided Spotting to be realized faster,” said Greg Karadjian, senior vice president — Asia Pacific, Immersive Technologies. “More importantly, it enables the operator to train in a controlled environment that reduces operator exposure and potential damage to a mobile plant.” “When you need to take out multiple trucks and hundreds of operators to train them on a new system, it poses significant costs to any operation. The implementation of Guided Spotting for our haul truck simulators means mines can minimize the time operators spend training, and doesn’t remove equipment from production,” said Karadjian. The Guided Spotting simulator training has already been rolled out at an African Platinum mine and is scheduled to be adopted across three additional mines this year. Johnson Bros. Crews Tackle Major I-30 Widening Project A record-setting $188 million project that will widen almost 5.5 mi. of Interstate 30 is under way in Saline County, Arkansas. Crews also are tasked with reconstructing three interchanges and replacing five existing bridges. “The work will aid in reducing congestion for this section of I-30, as well as replacing bridge structures which have become structurally deficient,” said Tom Fisher, ARDOT alternative delivery project manager. “The existing I-30 pavement structure is severely fatigued, and will be removed and replaced with Portland Cement concrete pavement.” As the single-largest contract ever awarded by the Arkansas Highway Commission, the effort is a major undertaking. “The section of interstate being replaced is one of the most heavily traveled routes in Saline County,” said Fisher. “The pavement structure for the interstate roadway is 14-foot PCC pavement, with a one-inch asphalt bond breaker supported by six inches of cement stabilized crushed stone base course for the sub-base. “The pavement will require more than 162,000 cubic yards of concrete pavement. The five bridges being constructed total more than 3,800 cubic yards of substructure concrete, or Class S concrete, and more than 9,000 cubic yards of superstructure concrete, as well as over eight million pounds of structural steel.” The ongoing construction will serve the traveling public on I-30 from log mile 111 to 116, from the Hwy 70 Interchange to the Sevier Street Interchange. “Along with the Hwy 70 Interchange, the Hwy 67 and South Street Interchanges are being reconstructed, as well as the Frontage Roads,” said Fisher. “Saline County residents will see a benefit, as well as those traveling on Interstate 30.” It’s anticipated that by 2038, average daily traffic will total approximately 130,000 vehicles. The existing lane configuration of I-30 will be maintained throughout construction; however, lane

widths have been reduced from 12 ft. wide to 11 ft. wide. The widening and bridge construction areas are protected by precast concrete barrier walls, with speed limits reduced to 60 mph throughout the project. Lane closures are allowed on I-30 in eastbound lanes from 9 p.m. to 5 a.m. and westbound from 10 p.m. to 6 a.m. Lane closures are allowed on Hwy 70, Hwy 67, West South Street and I-30 Frontage Roads from 9 p.m. to 6 a.m. Fisher said the project will improve transportation connections, as well as increase capacity for the re-constructed routes. “The current four lanes of Interstate 30 will be widened to six lanes. South Street will include a roundabout to allow free flow traffic, and the Hwy 67 Interchange [Exit 144] will be reconstructed to improve intersections and interstate ingress/egress.
The project’s eastern construction limits will connect with the existing six-lane portion of Interstate 30 at Sevier Street, which has experienced congestion issues because of the existing lane drop and merging traffic. Additionally, the existing interstate pavement has deteriorated substantially, which has resulted in a rough driving surface. The replacement of the existing roadway will improve the pavement smoothness, as well as the lifespan of the roadway. The job was let in December 2018 and was awarded to Johnson Brothers Corporation in January 2019. The project was bid with 1,290 calendar days, and has an estimated completion date of December 2022. Fisher noted that Johnson Brothers is part of its parent company, Southland Holdings, which has more than $8.4 billion in active projects. “They are able to self-perform the majority of construction, which yields time and cost savings to the department, taxpayers and the traveling public.” According to Aaron Peck, Jacobs Engineering resident engineer, “Traffic is always a challenge. Successfully building a project and keeping both travelers and workers safe is important. For a project of this size, there’s also a large amount of dirt that needs to be removed and placed within different areas of the project.” Roughly 600,000 cu. yds. of dirt will be excavated and placed during the construction. Right now, excavation and grading are taking place, along with concrete paving and bridge work. Several erosion control measures are in use on the project. They include sand bag and rock ditch checks; silt fence and drop inlet silt fence; curb inlet protection; sediment basins; erosion control matting; and temporary and permanent seed. see ARDOT page 55

Contractors Strategize How Best to Fill Job Openings JOBS from page 1
Asked about worker recruitment and retention, the majority of respondents expect a reputation for solid benefits and high pay to carry them through hiring challenges. In fact, they consider high pay their best tool to recruit workers under age 30. Civil contractors recruit via traditional advertisements and working with industry organizations and local unions. The Dodge partnership’s survey found that respondents believe local trade unions are the best route to workforce recruiting. “Contractors are, overall, very optimistic about the outlook for the construction industry in 2022,” said Stephen E. Sandherr, CEO of the AGC. “While contractors face challenges this year, most of those will be centered on the need to keep pace with growing demand for construction projects.” One State’s Jobs Picture Texas’ biggest employment gain in December 2021 was the construction industry, according to the Texas Workforce Commission. Construction added 10,400 jobs in December and 3,600 in November, accounting for more than half the job growth in the industry there in the past year. “We are finally seeing the long-hoped-for change in mentality about the industry being a great career choice,” Phil Crone, executive director of the Dallas Builders Association, told the Dallas Morning News. Construction job wages have increased between 7 percent and 10 percent, said Crone. This, despite the fact that record numbers of builders are experiencing labor shortages. Job gains have been the norm in Texas’ mining and logging industries, which includes the oil and gas sector, for a while now. The industry’s 32,400-worker gain represents an 18.5 percent increase over the past year, making construction the highest of any sector. “All the liquefied natural gas plants on the Gulf Coast are running at capacity, and they’re building new ones about as fast as they can,” said Bruce Bullock, director of the Maguire Energy Institute at Southern Methodist University. “And when the pay gets high enough, people will work.” Expansion Is Good Thing In the AGC’s 2022 Construction Hiring & Business Outlook, more members indicated they expect 15 of the 17 project categories to expand than contract. According to the organization, contractors are most optimistic about highway and bridge construction, at a 57-percent net reading. The areas of transit, rail and airports projects are seen positively as well, with a net reading of 51 percent. Water and sewer proj-
Some 74 percent of the AGC member firms plan to add to their payroll in 2022, while about the same percentage of civil contractors and engineers who responded to a Dodge Construction Network survey plan to hire more workers to meet their project needs.
ects also drew positive responses, with a net reading of 50 percent. The AGC attributes the upbeat picture in these segments to the Bipartisan Infrastructure bill. Contractors also are happy about demand for federal construction projects and power construction. Those sectors saw net readings of 37 percent and 29 percent, respectively. Warehouses and healthcare facilities produced the highest expectations among private-sector categories, with a net reading of 41 percent each. This includes clinics, testing facilities and medical labs. The outlook for hospital construction also is strong, with a net reading of 38 percent, according to the AGC. The association reports that contractors were encouraged in regard to multifamily residential construction, with a net reading of 32 percent, and manufacturing construction, at 27 percent. Members were less enthusiastic about public buildings, school construction, higher education facilities and lodging. The AGC reported that only two categories received negative net readings, both of -8 percent. They were retail and private office construction. “Optimism about growing demand for many types of construction projects is leading many firms to plan to hire workers this year,” said the AGC. In fact, 74 percent of respondents expect their firms will expand headcount in 2022. Just 9 percent expect to log a decrease. And 47 percent of firms expect to increase
their headcount by 10 percent or less. However, 22 percent said their headcount will grow by 11 to 25 percent and 5 percent anticipate an increase of more than 25 percent, according to the survey.
Survey organizers attribute the upbeat picture to the Bipartisan Infrastructure bill as well as demand for federal construction projects and power construction.
The association sees challenges ahead for those contractors seeking to add staff. Almost all members said they are having a hard time filling some or all salaried or hourly craft positions. In fact, only 8 percent said they are having no difficulty. And three-fourths of respondents believe recruiting challenges will continue or become more difficult this year. Association members point to the pandemic as a major impact on the construction industry. The majority of respondents reported higher-than-anticipated costs, and 72 percent reported longer-than-anticipated projects, both because of the pandemic. To compensate for these challenges, 69 percent of members surveyed admitted putting higher prices into bids or contracts, while 44 percent have specified longer completion times. Supply-chain issues continue to stymie the construction industry. Only 10 percent of the AGC’s member firms reported not having had any significant supply chain problems. However, 61 percent have turned to alternative suppliers for materials, while 48 percent have specified alternative materials or products as a solution. The industry has seen a “significant” number of project delays and cancellations, according to the AGC, which attributes the issues to rising construction costs and slowing schedules. Delayed but rescheduled projects during 2021 were reported by 46 percent of contractors and 32 percent experienced a project postponement or cancellation that was not rescheduled. “The last two years have become increasingly unpredictable, due in large part to the coronavirus and public officials’ varied reactions to it,” said Ken Simonson, chief economist of the AGC. “But assuming current trends hold, 2022 should be a relatively strong year for the construction industry,” he added. Fighting Industry Threats The Associated Builders and Contractors released its own analysis of Bureau of Labor Statistics indicating the construction industry added 22,000 jobs in December 2021. Nonresidential construction employment gained 27,000 jobs. “Overall, the industry has recovered slightly more than one million or 92.1 percent of the jobs lost during earlier pandemic stages,” said the ABC. Nonresidential specialty trade added 12,900 jobs; heavy and civil engineering added 10,400; and nonresidential building employment increased by 3,700 positions. Construction unemployment rose to 5 percent in December 2021. Unemployment across all industries fell from 4.2 percent in see JOBS page 58

CPI Continues Rise: How Does This Impact Truck Financing? By John Rickette SPECIAL TO CEG
Recent increases to the Consumer Price Index (CPI) are having a noticeable effect on costs of certain truck financing structures — but not all. Understanding these specific nuances can mean the difference of millions of dollars lost or preserved toward the bottom line of a fleet with hundreds of trucks. The CPI measures the price of many goods and services, including groceries, clothes, restaurant meals, recreation and vehicles — light vehicles as well as commercial. According to a recent CPI report price pressures remained elevated year-over-year. In fact, the government’s consumer-price index increased 5.3 percent in August from the previous year. This is due to many reasons, but inflation has been a main culprit for the rise in prices. Inflation has risen this year for a few key reasons. U.S. gross domestic product rose at a rapid 6.6 percent seasonally adjusted annual rate in the second quarter, largely because of consumer demand on many goods. Spending jumped at an 11.9 percent pace in the second quarter as more people received vaccinations, businesses continued to reopen and trillions of dollars in federal aid made its way through the economy. The changing dynamic of CPI can have a monetary impact on a fleet organization’s bottom line because CPI can have a direct correlation to finance costs. These finance costs can be significant depending on the type of investment structure (lease versus purchase), and even as more companies shorten their equipment life cycles through leasing, many firms are realizing that not all lease agreements are equal.
ON THE JOB
EVERY DAY!
The decision for many fleets comes down to whether or not to structure their agreements through a Full-Service Lease (FSL) or that of an Unbundled Lease (UBL) agreement. Full-Service Leasing — Myth of Convenience Full-Service Lease is a lease in which the lessor provides financing and other transportation services packaged in a single monthly payment. Full-Service transactions are often that, just transactions and the
contracts are tenured and strategically designed to avoid high impact deal breakers. In an FSL agreement, fleets essentially hand over all decisions affecting the fuel and maintenance costs to their lease provider and instead focus on a “bundled” monthly payment. While on the surface, this may sound like a marriage of convenience, Full-Service leasing eliminates flexibility since it locks the organization into a rigid contract and terms for a set long-term period, wherein the cost for maintenance and finance are combined along with general overhead costs. Unfortunately, limiting the operational flexibility can be disastrous when business conditions change, or industries experience severe shifts overnight.
Unbundled Leasing: Flexibility, Competitive Costs In contrast, UBL agreements are designed for fleets to work with a provider that can help break out costs individually and identify the lowest-possible financial costs involved with operating a fleet, including fuel economy efficiency and eliminating unnecessary maintenance and repair costs. A UBL offers flexible financing options
based on actual costs; not what costs were projected at the onset of the decision process. UBL offers vehicle life cycle management for better cost and performance optimization. In a UBL agreement, companies have greater flexibility on these individual costs and the freedom to upgrade and scale the size of their fleet, guaranteeing the lowest-possible financial costs involved with truck acquisition. How Increased CPI Impacts Truck Financing Finance costs are a significant calculation in any equipment acquisition. The decision to purchase or lease requires a cap cost number and a finance number. Fleet organizations in an unbundled lease structure work with their lease finance partners to gain access to multiple original equipment manufacturers (OEMs) and lenders, which is key
to obtaining the lowest equipment and finance cost. The Unbundled agreement allows the freedom and flexibility to shop for the most competitive options available. A traditional Full-Service Lease includes a fixed cost, a maintenance and repair cent per mile (CPM), which increases over time based on the Consumer Price Index (CPI). An Unbundled Lease fixed cost on the other hand does not increase based on a CPI, and M&R is based on actual costs fleets incur, not a fixed amount per month regardless of maintenance events. As the CPI increases, fleets locked into an FSL see their costs rise, and these additional increases can be severely detrimental to the bottom line. What’s more, an eroding bottom line can decrease competitive potential in a market where every penny counts and additional cash is needed to expand the business. What’s more pressing for fleets locked in a Full-Service Lease is the notion that few economists see the CPI rate declining significantly in the near future. Continued supply chain issues in the foreseeable future are expected to keep pressure on the cost of goods — heavy-duty trucks included — and this means these fleets won’t see any relief to their profits anytime soon, a business strategy that won’t please investors and other financial stakeholders. While they are locked in their current lease agreements, they would be wise to re-evaluate their longer-term truck acquisition strategies and begin planning for the right time to convert to a more flexible, bottom line-friendly unbundled lease structure. Knudsen to Ride Into Retirement After 42 Years in Industry
Gary Knudsen
Gary Knudsen, Felling Trailers’ regional sales manager, has been a part of the heavy equipment and transport industry for a little over 42-years and has chosen to retire at the end of 2021. Approximately 17 of those years have been spent selling trailers; 4-years with Towmaster and the last 13-years with Felling Trailers. Knudsen joined the Felling Trailers’ team in June of 2008 as the North American outside sales rep. He provided dealer support for 10 states spanning from Alaska to the Dakota’s (North & South Dakota) to Arkansas, Texas and the Canadian region. During his time with the Felling Trailers, Knudsen worked to expand the company’s footprint across many industries, from the heavy haulers in the oil fields of Canada to the underground construction and paving arenas in the United States. Knudsen also worked internally with the engineering team to design, test, and implement the X-Force hydraulic detachable gooseneck line.
“Gary’s product knowledge along with his 20 plus years of experience as an owner/operator in the trucking industry gave us great insight on what the consumer wanted and needed in a detachable gooseneck,” said Pat Jennissen, Felling Trailers VP of sales & marketing. Felling Trailers’ introduced the X-Force hydraulic detachable gooseneck trailer line to the industry in 2010 and has continued to grow its product offerings each year. Knudsen has built many working relationships with dealers and customers alike through the years, solving transport problems other manufacturers said were unsolvable. Felling’s trailer experts (sales team) work with dealers/customers to configure a trailer that will meet the desired specifications and provide a custom solution. “Gary has been a great asset to Felling Trailers since he joined the team in 2008. His vast market and product knowledge, experience,
and dedication are greatly appreciated. We wish him well in his retirement,” said Nathan Uphus, Felling Trailers’ sales manager. “Stepping away from the life of being a ‘trailer salesman’ may take some getting used to. For Gary and probably many other salespeople, it’s not just about the sale. It’s about the relationships you build with your customers. As for us here at Felling Trailers, we thank you for your service. You have played a big part in what Felling Trailers is today. Enjoy retirement, Gary,” said Jennissen. Those in the industry who have had the opportunity to know and work with Knudsen know he is an avid motorcyclist. He shut down his computer for the last time on 12-31-21. “It’s been a fun ride. I am glad to have had the chance to meet and work with all the people I have along the way. Thank you all. It’s been a pleasure,” said Knudsen. For more information, visit www.felling.com.

New Bridges, Ramps, Interchange Add to Complexity of ARDOT’s I-30 Project ARDOT from page 44
A new bridge at South Street has already been completed, with ramps for an eventual interchange currently being built. The new eastbound bridge over Hwy 70 is finished, as well. “There will be two new bridges that cross the Saline River, an eastbound and a westbound bridge,” said Peck. “The westbound bridge is partially complete, but the eastbound bridge has not yet started. In addition, there are three bridges that cross the Saline River Relief. One will be eastbound and two westbound, including one for westbound traffic, the other for traffic exiting at 114. The bridge for those exiting is complete, the new westbound bridge is under construction and the eastbound bridge has not yet started.” As for realigning the interchange and ramps at U.S. Highway 67, the interchange does not change a lot, with the exception of the northeast quadrant (the ramps for traffic exiting WB I-30 and the ramp from NB Hwy 67 to I-30 WB). The other ramps will be close to where they are currently located, with some minor adjustments. One significant change motorists will notice is where the westbound exit ramp meets Hwy 67. It will become a signalized intersection. Heavy machinery at the job site includes bulldozers, excavators, cranes, motor graders, dump trucks, compaction equipment, concrete paving equipment, concrete trucks and asphalt paving equipment. Peck noted that a great deal of planning was necessary in order to carry out the widening effort in the most efficient way possible. “The additional lane is going in the existing median, and so we're able to get an extra lane in each direction without making the roadway wider.” Regarding the roundabout at South Street on the westbound I-30 frontage road, said Peck, “This work is currently under construction. A portion of the new pavement has been built, and traffic has been routed onto a portion of this new pavement so that the remaining roundabout can be completed.” The project is included in the Connecting Arkansas Program (CAP), a 10-year, half-cent sales tax program to improve the state’s intermodal transportation system. The CAP was created through a voter-approved constitutional amendment, passed by the people of Arkansas in 2012, which includes construction that widens and improves approximately 200 mi. of highways and interstates. Federal funds also are being used to complete construction. The project involves a lot of hard work, but Peck saidthe long hours for crews are worth it. “It's always rewarding to be a part of something that helps the local area.” CEG

Blanchard Enhances Service, Upgrades Facilities to Better Serve Its Customers BLANCHARD from page 20
“When you take a machine from the wash rack it will then stay on the concrete as it goes right into the shop,” Rozier said. “The concreted area will also serve as a staging area for new, used and rental equipment, as well as for customer drop-off.” By Jan. 7, Blanchard Machinery was beginning to pour concrete throughout the entirety of the laydown yard, according to Sears. Branch to Enhance Its Service Capabilities After the backyard is completely transformed, crews will then move on to build the new lineup of service bays at Blanchard Machinery, which, when finished, will increase Summerville’s service capacity by 70 percent, Sears said. “We are adding more service bays, and what we call ‘super bays’ that are roughly 45 feet wide, so we can put more equipment within a single bay,” he said. “Currently, we can typically accommodate a total of 10-12 machines using our single bays, but with the expansion we will be able to almost double those numbers.” In addition, Sears said, each new bay will be equipped with overhead cranes to take care of heavy equipment. “We knew we needed extra bay capacity, and we are hoping that their construction will happen sometime in the first quarter of this year,” Rozier added. “Increased capacity is important to us because one of the things we realized as this area continues to grow is that [every equipment dealer] is constrained with their labor and their footprint. We have been blessed to have the property that we do where we have the ability to expand.” To make the experience of working in the Summerville branch’s shop more pleasant, particularly during the Low Country’s hot and humid summer days, Rozier said the service department also will be climate controlled as part of the overall improvements. “‘Climate controlled,’ though, is different than saying it is air conditioned because how can a shop be air conditioned,” he added. “But, with climate control, we will be able to have the inside of the shop be roughly 15 degrees cooler than the
outside’s ambient temperature and we can pull a lot of the humidity out. It is part of our focus on improving the quality of life for our employees in the places they work.” Complete Undercarriage Service On the Way With the upgrades to Summerville’s service department, Blanchard Machinery wants to place a greater emphasis on increasing the serviceability of its customers’ equipment undercarriages. The shop has long performed track shoe swaps, but it cannot perform a full undercarriage pin-and-

bushing turn, Rozier said. “Now, with us bringing in a state-of-the-art track press in 2022, it will give us the opportunity to not only serve the undercarriage needs of customers in this immediate area, but the whole coastal region of South Carolina,” he said.
Blanchard Machinery’s Will Griffin (R) welcomes Mike Fraley of L. Dean Weaver Company in Charleston, S.C., to the updated facility.
At the new facility (L-R) are Eddie Amaro, Paul Anderson and Dave Cunningham, all of Kinder Morgan Inc. Bulk Terminal in Charleston.
Renovations Designed to Attract Customers, Talent The Blanchard family’s primary goal in operating their dealerships is to be a part of South Carolina’s continued prosperity, Rozier said, and to become “a trusted and preferred partner that does business the right way and treats people fairly.” The renovations are proof of that. “We are revamping this facility to enhance the customer and employee experience, and to better our recruiting efforts,” he said. “Many companies have multiple job openings, so what we must do is differentiate ourselves and make our branches attractive places for talented people to want to come aboard.” CEG

Crews Make Emergency Repairs, Begin Permanent Fix IDA from page 8
stretch of LA Highway 1 from Golden Meadow to Grand Isle. The causeway bridge weathered the storm with only the loss of the toll booth. Workers noted that the water covered portions of LA 1 between Golden Meadow and Leeville to a depth of 13 ft. Temporary Road Completed Within seven days, the paving team had a temporary road opened for use by emergency vehicles. Five days later, the road was accessible to residents and business owners. In all, the team brought in 2,300 tons of asphalt and approximately 2,000 tons of limestone to rebuild subgrade which had been washed away. Another 1,100 cu. yds. of dirt was needed to rebuild the shoulder of the roads and eliminate the dangerous drop-offs that the storm had created. Quigley estimated that another 2,000 tons of stone will be required to further reshape the shoulders to the required standards. Contractors are continuing to replace guardrails that were destroyed as well. The southern section of the road required workers to use approximately 1,300 tons of asphalt to patch the damage with some additional subgrade repairs necessary. In addition to the work on LA 1, the Barriere team completed patches on LA 45, which was
also hit hard by the storm. With emergency repairs completed, Barriere and other contractors have moved on to more permanent repairs, which started in January 2022. The paving teams will be using traditional means to mill about 4 in. of the temporary and damaged roadway and replacing it with a 2-in. lift of state spec level 2 F wearing course and binder. The project will require approximately two weeks to complete. The cost of the emergency repairs was approximately $2.8 million. Adding it to the permanent repairs, the total cost will be approximately $3.3 million. The quick road repairs benefitted more than just the local residents. Port Fourchon is located at the end of Highway 1 and is a docking site for enormous ships that support approximately 90 percent of oil and gas platforms in the Gulf of Mexico. The port transports approximately 15 percent of the nation’s crude oil and 5 percent of its natural gas through this location. “Being the contractor of choice for a project like this was meaningful,” said Quigley. “It shows that our work in the past on repair projects like this meant we could be trusted. It was an opportunity to give back to the community in a tangible way and help people get back on their feet as quickly as possible. Working on this project was very rewarding.” CEG
The team brought in 7,000 tons of riprap to replace the rock that had been washed away.
AGC Urges Public Officials to Help Industry Recover in ’22 JOBS from page 46
November to 3.9 percent in December. “Today’s jobs report has economists shaking their heads,” said ABC Chief Economist Anirban Basu. “Not because it was an especially terrible report, but because the data are so difficult to interpret.” He noted that the headline number of 199,000 jobs added economy-wide is “deeply disappointing” as it makes December the fourth month in five that the headline number has fallen short of expectations. “Dig a bit deeper, and the labor market appears much tighter and stronger than indicated by the payroll growth number,” said Basu, adding that economy-wide unemployment dipped to 3.9 percent as the labor force participation rate remained unchanged. “While it is true that the construction industry rate of unemployment ticked higher, this is likely because of seasonal factors as opposed to a rush of Americans joining the construction workforce,” he added. And while the data are puzzling in many ways, the implication for contractors is reasonably straightforward, said Basu: “The labor market remains extremely tight going into 2022,” he added.
“Contractors will be competing fiercely for talent. They already have been, according to ABC’s Construction Confidence Indicator, but that competition will become even more intense as dollars from the infrastructure package flow into the economy.” Basu warned that contractors should expect another year of rapid wage increases in 2022, and concluded “those rising costs, along with others, must be included in bids if margins are to be sustained.”
To compensate for a tight industry labor market, the AGC wants public officials to help the industry recover in 2022 and avoid measures that will undermine the sector. The association maintains that the Biden administration’s vaccine mandates will prompt many vaccine-hesitant workers to leave the relatively few employers covered by the orders. The AGC believes these workers will migrate to smaller firms that are not covered

by the rule. This pool of companies employs more than 60 percent of the industry’s workforce, according to the association. “Given how many firms are currently looking to hire, many vaccine-hesitant workers will be able to switch jobs instead of taking a shot they have already resisted for over a year,” Sandherr said. He also pointed to the administration’s plans to increase tariffs on Canadian lumber and maintain existing ones on other key construction materials as further hamstringing firms to accurately bid upcoming projects and complete them on schedule. Sandherr said the association will continue to push for new federal investments in workforce development and make sure Congress keeps its promise to boost funds for infrastructure. The association also will continue to encourage construction workers to get vaccinated, he said. The AGC is planning to release new Spanish-language public service ads on the subject soon. They follow a series of ads encouraging vaccinations released last year. “Our ultimate goal is to make sure that contractors’ optimistic outlook for 2022 becomes a reality,” Sandherr said. CEG

Volvo CE Grows Sales By Five Percent in 4th Quarter of 2021
ANNUAL
VOLVO from page 24
in South Korea — setting yet another milestone for Volvo CE’s electric future. Sales of the company’s compact electric machines, the ECR25 Electric excavator and the L25 Electric wheel loader, continued across key markets with Volvo CE delivering 321 of these machines in the last year. The reveal of a new concept autonomous electric wheel loader, Volvo LX03, also showcased the company’s direction towards decarbonization. “The industry continues to be confronted by the effects of the ongoing COVID-19 pandemic in combination with additional challenges such as transport disruptions, global component shortages and an overwhelmed supply chain,” said Melker Jernberg, president of Volvo CE. “Yet thanks to the dedicated work of my colleagues, partners and suppliers, we have continued to deliver good profitability and took several important steps forward in our efforts to lead the transition to a carbon-neutral construction industry. The greater flexibility, digitalization and innovation across our products and services — not forgetting the stringent targets we have set ourselves in building a better world — have contributed towards a solid performance for 2021.” For more information, visit www.volvoce.com.
