Fla. Keys Celebrates Restoration of Old Seven-Mile Bridge...12

At an estimated total cost of $85 million, construction crews are making various improvements to the Tennessee Valley Authority’s (TVA) transmission system. The work includes building a new Anderson 500-kilovolt substation on existing TVA property near the Bull Run Fossil Plant. “TVA is helping the local area and surrounding region by ensuring we continue to provide a reliable and robust power supply to support current and future economic development,” said Eric Murrell, senior project manager, TVA Transmission Project Services. “It also means that folks have a job to go to, so they can support their families.” The site for the new substation is located west of Melton Hill Reservoir, across from the Bull Run Plant property, and south of Edgemoor Road, where 123.2 acres are managed by TVA’s River and Resources Stewardship organization. About 50 acres will now be managed by the Transmission & Power Supply organization. Modifications to TVA’s existing transmission system in Anderson, Blount, Knox and Roane counties are needed to support the new substation, including relocating and adding new transmission structures near the substation site,

Construction workers on the ground are some of the most vulnerable. Annually, struck-by accidents account for many construction-related fatalities. Falling objects, equipment crushes and rollovers are among the causes. Whether it’s road building, commercial construction or utility installation, visibility and attention are keys to crew safety on the job site. see SAFETY page 48

Situational awareness and attention are crucial when working around heavy machinery.

Determination Puts Dennis Concrete Among South’s Top Firms By Eric Olson CEG CONTRIBUTING EDITOR

Josh Dennis knew he was going to run a concrete service — all the way back to when he was a youngster in Dover, Tenn. In his small hometown, along the west bank of the Cumberland River and not too far east of the larger Tennessee River, there were few industries for folks to make a decent living. But one of them was the concrete business, which had a large presence in Dover. “Well, as a kid, I was always drawn to the concrete guys because they had the nicer trucks, boats and toys,” he recalled. “I wanted that as well, so I began working in the summers helping the contractors that did concrete. When I graduated, I started in that work full time, and it is all I have ever done since.” Today, he is owner of Dennis Concrete Service in Clarksville, Tenn., approximately 50 mi. northwest of Nashville and close to the state’s border with Kentucky. It provides concrete and construction services with turnkey solutions for contractors and government entities in the Middle Tennessee region. “I would say most of the people that worked in concrete when I was younger originated in this part of Tennessee, specifically Stewart County, which is where Dover is located,” he said. Part of the reason for so many concrete specialists in the area may be due to the U.S. Army’s Fort Campbell installation being close by. The base sits astride the Tennessee-Kentucky border, with most of it just to the east of Dover and north-northwest of Clarksville. The Army contracts with builders to construct various projects on the base on a regular basis — something that has proven to be a key factor in Dennis Concrete’s growth and success over the past 15 years. Working Long Hours at His Craft After working for a couple different companies following high school, Dennis became a laborer for a local company. In his nine years there, he learned every aspect of the business, eventually overseeing the firm’s operations in the latter part of his career there. The experience he gained, combined with his youthful moxie, led him to open his own one-man company in 2006, despite being only 26 years old. Slowly, more small proj-

ects came his way and as jobs became more complex, he added a couple more people to form a crew. In his first year, he was able to secure a government contract to work on a sizable project at Fort Campbell, the first of many for Dennis Concrete. A general contractor needing a sub to do concrete services at the base knew of Dennis’s

skill, having worked with him before, and shortly afterwards he and his small crew were on site to perform the work. “My main background comes from work with the federal government — I have worked on Fort Campbell projects most of my career,” he said. “The U.S. Army Corps of Engineers work has also been a specialty of mine. At that first Fort Campbell job, the contractor had 82 storage buildings that needed three sizes of concrete slabs installed. see DENNIS page 70

Florida Keys Celebrates Restoration of Old Seven-Mile Bridge In one of the most highly anticipated openings in recent Florida Keys history, officials from Monroe County on Jan. 12 gathered with the city of Marathon, the Florida Department of Transportation (FDOT), the Pigeon Key Foundation and Friends of Old Seven to officially welcome the public back to the renovated Old Seven Mile Bridge. The reestablishment of the 2.2-mi.-long bridge, closed since July 2016, marks the early completion of a massive renovation project. The 30-year restoration and maintenance programs were budgeted at $77 million, $43 million of which was spent to complete the current repairs. The Old Seven Mile Bridge, right off the Overseas Highway (U.S. Highway 1) at Mile Marker 47, is rich in history. And the views of the Atlantic Ocean and the Gulf of Mexico are beyond breathtaking. “This bridge is recognized worldwide,” Monroe County Mayor David Rice told the Miami Herald. “There are so many people throughout the country and across the world who are going to be pleased when they find

out once again, they can walk the Old Seven Mile Bridge. It has been a while.” Elements, Time Crippled Old Bridge FDOT closed the bridge to auto traffic in 2008 as the structure began to crumble. A few years later, citing dangers caused by excess weight, the state agency closed it to fishing, too. After that, the Miami Herald reported, only pedestrians, bicyclists and skaters were allowed on it. It was completely shuttered in 2016, by which time the Old Seven had severe problems, including decks falling apart and heavy rust that was breaking the railings. The restoration work included structural steel and concrete repairs, along with new decking and pedestrian handrails. In addition, the path is now freshly paved and painted. Rehabilitation of the bridge — once called the “eighth wonder of the world” — also included three coats of paint for a rust barrier, primer and topcoat, replacement of

thousands of rusted metal plates and rivets, and the installation of a new aluminum rail system, Keys Weekly noted in a Jan. 13 report. To ensure structural integrity, hydraulic jacks were used to lift 10-ft. sections of the bridge, cut out the original Ibeams, originally placed in 1936, and install brand new beams manufactured on site. “I am absolutely elated,” said Bernard Spinrad, board president of Friends of Old Seven, the organization that united to lead the charge and save the old bridge. In thanking the county, the city of Marathon, and the FDOT, Spinrad noted the “successful public-private partnership, the fruits of which we witness today.” Old Seven Has Long, Colorful Past Just like the name states, the bridge is the predecessor to the current Seven Mile Bridge, which opened in 1982 as a smoother, far wider and higher replacement. A 2.2-mi. span of the retired Old Seven links Marathon and Pigeon Key, a tiny island tucked beneath

the old bridge that was once home to about 400 workers who built the railroad. The two Seven Mile bridges run alongside each other in Marathon. The first bridge was completed in 1912 for the Key West extension of Henry Flagler’s Florida East Coast Railway. It was converted to automobile use in 1938, three years after the powerful Labor Day hurricane of 1935 wiped out the Keys section of the railroad. The bridge also is a movie star, most famous for its role in the 1994 Arnold Schwarzenegger blockbuster “True Lies,” and the 1989 James Bond film, “License to Kill.” And the gap in the old bridge, obviously making it off limits to cars these days, the Herald noted, is where for decades a boxy, blue swing span allowed boaters to pass from the Atlantic to the Gulf of Mexico through the narrow Moser Channel. Numbers Tell Bridge’s True Size To understand the enormous scope of Old Seven’s renovation, FDOT provided the following approximate numbers to Keys Weekly regarding material costs and labor statistics: • The number of days that the bridge was closed between July 5, 2016, and its Jan. 12, 2022, reopening was 2,017. • A total of 15,000 gallons of polyurethane epoxy and color were used to paint the outside of the bridge. The restored structure’s official color is Federal Standard 15187, also referred to as “Federal Blue.” • The amount of aluminum railing used to line both sides of the bridge totaled 20,960 linear ft. • The weight of the steel for Old Seven’s I-beams and panels during the renovation came to 2,586,190 lbs. • As many as 1,100, 10-ft. sections of the bridge were raised to replace I-beams and other compromised support structures underneath. • The weight of each of those raised sections was a hefty 36,000 lbs. • Roughly 700,000-man-hours were devoted to upgrading the bridge to modern standards. Also, FDOT figured that if one worker labored 24/7, the project would have taken 79.9 years to complete. • As many as 80 construction crew members worked on the bridge restoration on any given day. • The budget allowed $7,292 per linear ft. of bridge for repairs and maintenance throughout the project’s duration. • The final cost of the initial construction phase of the project was $43,015,550. 

ACT Expands Doosan Presence in Raleigh, Asheville Doosan Infracore North America is partnering with ACT Construction Equipment to add new locations in the Raleigh and Asheville, N.C., markets. With these additions, ACT Construction Equipment now has five locations to serve all of North Carolina and a sixth location in Roanoke, Va. The two new locations join the company’s existing stores in Charlotte, Wilmington and Winston-Salem, N.C. According to Shannon Lloyd, marketing manager of ACT Construction Equipment, the Raleigh-Durham and Asheville areas were the logical next moves for the company. ACT Construction Equipment has carried Doosan heavy construction equipment since late 2018 and has a growing footprint in the construction industry. The new locations in the Asheville and Raleigh-Durham markets will provide machine sales, rental, parts and service. The stores will offer the full lineup of Doosan equipment: articulated dump trucks; crawler, wheel and mini excavators; log loaders; material handlers; and wheel loaders. Lloyd said that beyond the traditional construction market, there are numerous

business opportunities with customers in a variety of industries, including mining, demolition, recycling, solid waste and utilities. “We’re encouraged by the success and continued growth of ACT Construction Equipment in the southeast,” said Adam Howard, regional director, Doosan Infracore North America. “There’s a lot of opportunity in these markets to grow the Doosan brand and we’re confident that ACT Construction Equipment will provide exceptional sales, service and parts to our customers.” Since its inception as Vesco Material Handling and Equipment Inc., ACT Construction Equipment has been offering experience-based solutions for the construction equipment, forestry and material handling equipment industries. The company serves customers in North Carolina, South Carolina and Virginia. Bossier City, La., Interchange Work Continues Into Spring The Louisiana Department of Transportation and Development (DOTD) on Jan. 7 began to advise motorists that ramp and lane closures have been scheduled for the ongoing construction of the new Interstate-20/I-220/Barksdale Air Force Base (BAFB) Interchange Access Project in Bossier City. The estimated $73 million effort is designed to create a new access road into the base, the first entrance of its kind via an interstate in the area, extending southward

from the existing I-20/I-220 interchange. It also will be the first access road for Barksdale AFB that does not have to cross a railroad track. In addition, the road also will provide for improved connectivity and security for all types of commercial deliveries and general access to the base. Louisiana DOTD noted that intermittent lane closures and/or rolling roadblocks will occur as necessary on both I-20 and I-220 eastbound and westbound as construction progresses for approximately three months.

I-20/I-220/BAFB Interchange under construction, February 2021.

“DOTD appreciates your patience and reminds you to please drive with caution through the construction site and be on the lookout for work crews and their equipment,” read a DOTD press release about the lane closures. New Road to Improve BAFB Access The I-20/I-220 BAFB Interchange project had been a part of Louisiana’s overall transportation plan for many years until it finally broke ground in April 2019. With the support of Gov. John Bel Edwards, DOTD pursued approval of the Joint Transportation Committee to utilize the design-build method of project delivery. The design-build mechanism can expedite project delivery by combining the design and construction phases. The Bossier City interchange project, as well as two other significant infrastructure projects in other parts of Louisiana, was funded through the state’s first issuance of GARVEE bonds, which are special bonds that will be repaid over 12 years using federal funds allocated to Louisiana. The new road and gate at BAFB were designed to consider projected population growth and increased traffic counts, as well

as enhance security and alleviate traffic congestion at other base entrance points. Barksdale employees and their families should also enjoy easier commutes to schools and other attractions. Edwards touched on this last summer on a tour of the work site by noting the community’s important relationship with BAFB, specifically the base’s improvement on quality of life in the area, the Bossier PressTribune reported. “We’re going to improve the lives of people in northwest Louisiana, principally the airmen who live here,” Edwards said. “The quality of life is going to go up. We are demonstrating a real commitment to the Air Force and to Barksdale Air Force Base.” The contract for the project was awarded to James Construction Group LLC., a Louisiana-based contractor. The city of Bossier, Bossier Parish and the local Metropolitan Planning Organization (NLCOG) all made funding commitments to help ensure the project moved forward. According to DOTD, the $73 million construction is making significant progress, with the new overpass now spanning I-20 as it continues southward toward BAFB. A completion date for the project, however, has yet to be announced. 

Caesars Virginia in Danville will include more than 500 hotel rooms, casino floor, restaurants and more.

Work is under way to prepare for the removal of the former Dan River Inc. finishing building to make way for the $500 million Caesars Virginia resort casino in Danville’s Schoolfield District. Hazardous materials abatement is happening at the old textile building and will continue through early March, Robert Livingston, Caesars Entertainment senior vice president for development told the Danville Register & Bee on Jan. 6. “The structure will then be clear for removal, with an estimated timeline into early summer,” he noted. The abatement process involves several mechanical demolition processes, Livingston said. This encapsulation is a safe way of removing hazardous materials, such as asbestos, lead and other harmful substances, from a structure in a way that they no longer pose a public health threat. Getting rid of the hazards will be done in a way “providing the highest degree of safety and comply with all governing regulations,” Livingston added. The work is being performed by Demolition & Asbestos Removal Inc. (DARI), based just to the south in Greensboro, N.C. Building material deemed appropriate will be crushed and reused on site where possible, he said, with some brick targeted to be recycled and used in landscape areas. General Contractor to Soon Be Chosen The Register & Bee reported that Caesars Virginia issued a request for proposals for construction of its upcoming casisee CASINO page 66

The Springdale School District hopes to receive more than $60 million from the Arkansas Public Facilities Partnership to renovate nine of its older buildings. The partnership has said it will pay 58.4 percent of the construction projects, with the school system to pay the rest, Charles Stein, a consultant working on the project for the district, told the Democrat-Gazette. The maximum the state program would pay is $200 per square foot for construction, with the district paying the remainder. The regional news source reported, though, that the money will not go as far in northwest Arkansas due to elevated material and construction costs. Jared Cleveland, the Springdale district superintendent, said the district must apply for the next round of grants in February, with tentative approval coming in May. He added that the school district will not make the upgrades without partnership funding. Springdale in Need of Modern School Facilities The city’s school system is looking to overhaul many of its older buildings to accommodate growth, but also repair and replace the outdated buildings. “Some of those buildings are reaching back into the 1950s,” Stein said. He shared four new projects for which the district is seeking funds. They include: • Jones Elementary needs to have its 63-year-old main building replaced with $5.9 million from the partnership. • Discussions about rebuilding the main structure at Westwood Elementary are ongoing with the partnership. That school, too, was constructed in 1959. • Elmdale Elementary needs its main building, almost 57 years old, to be replaced to the tune of $7.2 million. • A $1 million air conditioning and heat system upgrade is required at George Elementary. Ongoing projects with the Springdale School District include: • New air conditioning and heating systems at Kelly and Tyson middle schools, with $2.1 million for each school provided by the Arkansas Public Facilities Partnership. These projects are slated to be complete this summer. In addition, a new media center at George Elementary will be unveiled in August 2023. • A replacement of the main building at Southwest Junior High, with additions in 2024 over three phases, is under way. The partnership is paying the $12 million in construction costs. • A major upgrade to Central Junior High’s main building, with additions in 2024, costing $17 million in two phases, also is being built. • Springdale High School is getting replacement buildings that were first constructed over 70 years ago. They include a new gymnasium, and classroom buildings, with $8.6 million from the partnership. That construction effort, to be completed in 2024, also would remove both the one-story classroom building sitting just south of the current football stadium that had served as the original Springdale Junior High facility, and the auxiliary

to Meet High Demand

Several employees of Cemen Tech’s newly started second shift huddle for a quick meeting before starting production and assembly of the company’s volumetric concrete mixing technology.

Iowa-based manufacturing company Cemen Tech is growing its production capabilities to meet the future. Cemen Tech has incorporated a second production shift and is increasing its staffing levels by more than 25 percent. When complete, a total team member count of 250 will be building the company’s volumetric mixing technology. Cemen Tech made the strategic move after its sixth consecutive year of double-digit sales growth — even during the pandemic. Connor Deering, Cemen Tech CEO said, “We’re at a pivotal moment in our company’s history. Construction contractors in a wide range of fields are looking for innovative ways to take more control of their scheduling and materials costs. And they’re telling us that they see volumetric concrete mixers as an effective way to do that.” Cemen Tech’s volumetric mixers enable contractors to mix their concrete on the job site and to exact specifications for the job at hand. This allows the contractors to be more nimble — getting their concrete on their own timeline. It also allows them to reduce material waste and ultimately cost. The team at Cemen Tech is able to staff up quickly by being creative and meeting the needs of modern workers. For example, this fall Cemen Tech started covering 100 percent of employees’ and families’ health insurance premiums. Caterpillar Adds Compact Line of Asphalt Pavers, Screeds Caterpillar Inc. will be adding a new compact line of asphalt pavers and screeds to the paving products family. These standard 8-ft. size-class paver and screed combinations include the AP400, AP455, AP500 and AP555 asphalt pavers as well as the SE47 V and SE47 FM asphalt screeds. They come equipped with features that excel in both urban and rural applications and can fit the needs of both large and small contractors, according to the manufacturer. Compact Size With Big Opportunities The compact size and small footprint combine with enhanced maneuverability for more opportunity to pave in confined areas such as narrow streets, small parking lots and other urban-type applications. The standard paving range utilizing the SE47 V screed is 8 ft. to 15 ft. 6 in. with a maximum width of 20 ft., while the standard paving range of the SE47 FM screed is 8 ft. to 15 ft. 6 in. with a maximum width of 20 ft. 6 in. Furthermore, paving depths up to 10 in. support aggregate paving applications. Easy Transport Efficient movement from one job site to the next is essential to meeting daily production goals and having the ability to transport on a variety of trailer types helps ensure that daily goals are being met. With a length of less than 18 ft. 6 in. and width of 8 ft. 6 in., these 13 to 15 ton size-class machines can be transported without special permits. Furthermore, the front-loading angle of 17 degrees and high bumper clearance simplifies loading without the need for additional blocking materials. Exceptional Mobility, Fast Travel Speed, traction, flotation and durability are all great features of the Cat Mobil-trac undercarriage design utilized on the AP455 and AP555. The four-year prorated warranty helps ensure contractors get the life expectancy from their rubber track belts. The four-bogie system with self-tensioning accumulators and center guide blocks

help prevent slippage and reduce wear, while the oscillating bogie wheels help deliver smooth transitions when exiting the cut over transverse joints of mill and fill applications. For contractors that prefer a simple wheel undercarriage design, drive tire options include both sand-rib and radial options. The AP400 can be equipped with a front-wheel assist option, while the AP500 can be equipped with front-wheel assist or the allwheel drive option for increased performance on soft base materials or when pushing heavy loads.

These new models combine a low truck entry height with smaller, 14 in. diameter augers that efficiently move material through the auger chamber at both narrow and wide paving widths.

Smooth Material Flow Smooth material flow is a critical component that can help contractors achieve quality targets. These new models combine a low truck entry height with smaller, 14 in. diamsee CAT page 46

Holcim and Magment envision magnetizable concrete that could transfer power to the batteries of moving electric vehicles.

Washington, NC 252-946-1081

Holcim is partnering with the German startup Magment to improve its magnetizable concrete technology for road surfaces enabling electric vehicles to recharge wirelessly while in motion. Known as “inductive charging,” this breakthrough concrete-based solution reduces the need for charging stations, while saving time. It is made possible by a unique concrete with high magnetic permeability jointly developed by Holcim and Magment’s Research & Development teams. The technology currently is being tested by Researchers at Purdue University (US) in Indiana. Other applications under development include the electrification of industrial floors to recharge robots and forklifts as they work. Edelio Bermejo, head of Holcim’s Global Innovation Center, said “At Holcim we are innovating to put concrete at the center of our world’s transition to net-zero. With Magment, we are excited to be developing concrete solutions to accelerate electric mobility. Partnering with start-ups all over the world we are constantly pushing the boundaries of innovation to lead the way in sustainability.” Mauricio Esguerra, co-founder and CEO of Magment GmbH, said “We are proud to collaborate with a global leader in innovative and sustainable solutions like Holcim. By developing superior grades of our magnetizable concrete technology we will be a key enabler for the sustainable, electric transportation of the future.”

eter augers that efficiently move material through the auger chamber at both narrow and wide paving widths. Another feature is the ability to control each material feed sensor when utilizing cut-off shoes or when paving at narrow widths, simply switch to manual and utilize the proportional control dial for the feed system. Simple to Operate, Easy to Learn Consistency and familiarity with paver and screed functions help operators perform at their best. Whether paving straight-line rural or urban applications, Cat pavers and screeds utilize similar functions across the entire product line that enables personnel to easily move between crews or train new members when necessary. These new machines have simplified menu structures that provide single-touch activation for screed heat, washdown, and ventilation systems all from the main menu. As with all Cat pavers, these new models also provide single-touch activation of the feeder system and hopper fold functions. Efficient Power, Enhanced Visibility Cat pavers are equipped with an eco-mode feature that combines with automatic speed control to reduce fuel consumption. In most conditions, the engine can operate at a lower rpm and still deliver the required power to meet performance requirements. If needed, the engine will automatically adjust to a higher engine speed if certain load conditions are met.

The AP400 and AP455 pavers are equipped with a Cat C3.6 engine, while the AP500 and AP555 utilize the Cat C4.4 engine. Both engines meet U.S. EPA Tier IV Final and EU Stage V emission standards. Unique to these pavers is the enhanced visibility to the hopper. The exhaust stack that is utilized on other Cat pavers has been integrated into the new hood design and does not extend upward on this compact line of pavers, providing operators with unrestricted forward visibility, according to the manufacturer. Versatile Screed Designs Whether paving straight-line, rural-type applications or winding through urban applications with curbs and light poles, Caterpillar has the screed options to perform in all types of conditions. The SE47 V screed utilizes extenders that are located behind the main screed. This design enables material to naturally flow out to the end-gates for smooth, stable performance. The SE47 FM screed is equipped with extenders located in front of the main screed and offers a smaller footprint that reduces handwork at the start of the paving pass. The frontmounted extenders make it easy to quickly reduce paving widths when maneuvering around obstacles by easily drawing material back into the auger chamber. Optional extension packages as well as berm attachments for the SE47 FM enable both these screeds to perform exceptionally well in a variety of applications. Conducting Daily Safety Briefings Key to Reducing Accidents SAFETY from page 1

OSHA is currently focusing on the “Fatal Four” leading causes of fatalities on the construction site and struck-by deaths are one of them. Falling materials and loads, equipment operator blind spots, an operator exiting equipment in gear or not setting the brakes or wheel chocks, equipment rollovers and equipment not locked out during maintenance are the top struck-by contributors. “Construction is an inherently dangerous profession,” said Caterpillar dealer Cleveland Brothers. “From minor to severe injuries, the safety of your employees is critical. Practicing proper health and safety on the job site will do more than protect workers and the public. The right processes and procedures will also benefit your business by helping you.” Safety With Integrity Chris Galloway of US Hammer believes every decision you make on a job site, especially on the roadway, should be based on the question, “does this increase or lessen the integrity of our safety?” If you’re constantly asking this question, he said, then you’re already well on the way to sustaining a safe work environment. “In the case of roadway construction, it’s that much more important to do everything you can to ensure the safety of your team because there are so many other factors you can’t easily control,” he said. “But most of all, don’t shy away from making long-term investments that will take some of the load off your crew. Working smarter is never a bad thing — it frees you up for more challenging tasks.” And every decision that takes your team off the side of the road and lets them recharge should be seen as an achievement in your efforts to run a safe and thoughtful construction company. Cleveland Brothers advises contractors to stay compliant. “Safety is a requirement in construction,” said the company. “It’s enforced by OSHA. A proactive approach to safety will help you avoid fines and other penalties.” Second, respond more quickly to incidents, which the company said, “can happen even in controlled environments.” Having processes established and safety equipment readily available helps workers more quickly respond to limit damage and injury. Lastly, preserve your bottom line, urged Cleveland Brothers. “Construction accidents can cause costly damage to property and equipment. Creating and maintaining a safe work environment will help you avoid incidents, keeping profits higher and protecting your reputation.” NIOSH suggests contractors develop, implement and enforce a comprehensive

ongoing safe operations,” said Travelers. “Blind spots can be a significant operator issue.” A spotter, trained in hand signals, can help provide safety guidance and communication between the operator, workers and nearby pedestrians to compensate for blind spots on the job site, advised the company. “Spotters should wear high-visibility clothing and stand clear of equipment so they are visible to the operator at all times,” it added. Ohio BWC urges spotters and operators to use communications equipment or agreed-upon hand signals. Operators Ready Operators can help reduce risk associated with heavy equipment through safe practices. Travelers urges contractors to make sure operators are familiar with both the rig and the operator’s manual for the machine. TVA Helps Develop Dirt Hauling Plan, Blasting Schedule TVA from page 1

installing fiber optic ground wire and upgrading equipment at the Alcoa, Bull Run, Kingston, Norris and Solway 161kilovolt substations and the Roane 500-kilovolt substation. According to Murrell, substation site prep was planned to start in the summer of 2020, but didn’t actually begin until the fall. “It took time completing the necessary environmental reviews needed to relocate a stream, as well as a double circuit line relocated that ran across the middle of the site. The project in-service date is planned for September 2023.” The new Anderson substation is being built alongside a heavily travelled road that’s one of the main routes in Oak Ridge and the Department of Energy/Y-12 National Security Complex area. “This was a concern that was brought up by the city of Oak Ridge, as well as the TVA and its site prep construction partner Wright Brothers. During the site prep, there were many factors to consider regarding how and where unsuitable dirt was going to go and where suitable fill would come from. We developed plans for the dirt hauling that included signage on the road to alert the traffic of the construction zone, as well as developed the haul plan to avoid the most congested times of day. “We believe in being a good neighbor and used sweepers and rumble strips,” said Murrell. “Blasting activities were confined to the middle of the day to avoid the more congested times, since the traffic was stopped when the charge was lit. Now that the site prep and foundation work is over, the traffic issues are not a major concern.” Barnhart Crane and Rigging Co. was selected for work on the project, along with LE Myers, which is responsible for foundations and other miscellaneous support during substation construction and transmission line relocation. Murrell noted that environmental studies were required

before work began. “TVA is committed to its environmental stewardship. For any project at TVA, we must ensure that we are not impacting the environment in an adverse way. We must ensure that we are doing work in such a way that it does not impact our health or our historical, cultural and environmental resources. The importance is that we want to improve the quality of life, without compromising the environment.” Murrell said most of the feedback regarding the substation construction has centered on the number of drivers on the road. “The community was concerned about the amount of truck traffic that it might have to deal with along Edgemoor Road. We listened and developed a solid traffic plan to maximize safety and minimize the impact to the public who are traveling in the area. “There also were some concerns regarding the aesthetics of the substation, due to its proximity to a walking trail. TVA plans to plant low growth shrubbery/evergreens to help screen the substation. Other than a few questions that came up during the blasting phase, it’s been quiet.” Crews had planned to relocate two 161-kV transmission lines in late May/early June of 2020, but could not proceed, because of issues the outages caused on a neighboring system to the north of TVA. “The transmission lines were on double circuit towers and in order to do the relocation, both lines had to be out at the same time which was part of the issue. TVA was finally able to get the outage it needed in the early fall of 2020 to complete the relocation. Once the transmission line was relocated, we were finally able to get started with the site prep. The foundation work began in April 2021.” Murrell said site prep has been completed, along with the foundation installations. Steel is currently being erected, along with setting major equipment. As of late November,

Material moved on the project includes 178,400 yds. cut; 138,640 yds. fill; 16,278 tons of crushed stone; 6,800 tons of rip/rap; and 110,800 sq. ft. of fabric laid.

the project was 50 percent finished. The project has and will continue to require coordination with multiple groups and companies. “Those involved are committed to ensuring the safety and quality of the work,” said Murrell. “This project must be placed in service before the Bull Run Fossil Plant is retired, which has a hard date of December 2023. To date, TVA and its construction partners have overcome early delays by developing new plans to parallel and expedite work without compromising safety.” see TVA page 62

Excavation uncovered three types of shale and four different types of soil requiring different techniques to process and utilize for fill.

Approximately 120,000 cu. yds. of dirt was moved onto TVA’s adjacent property, treated to make it suitable for construction and placed back onto the construction site.

Cat Command Remote-Control Operation Expanded to Excavator Line

Deeply integrated with the excavator’s electronics, Command controls allow users to experience the same machine response as if they were operating from inside the cab, allowing a high level of productivity to be maintained from a safe distance.

New Cat Command for Excavating provides remote-control operation for select Cat excavators. Removing the operator from the machine in potentially hazardous operating environments, Command for Excavating enhances safe machine operation, while reducing operator fatigue to increase productivity. Six Cat excavators spanning the 20 to 40 metric ton class sizes — Cat 320, 323, 326, 330, 336 and 340 models — can now be equipped with either line-of-sight or non-line-of-sight remote operating configurations. Cat excavators are made Commandready through a dealer-installed field kit for new or existing fleet machines. The kit features multiple cameras for non-line-of-site operation from the Command station that offer a view of the area surrounding the machine plus the ability to stream on-site video feeds. Alongside the cameras, indicator lights, microphone, wireless receiver and antenna are all mounted on top of the cab to minimize the risk of damage. Deeply integrated with the excavator’s electronics, Command controls allow users to experience the same machine response as if they were operating from inside the cab, allowing a high level of productivity to be maintained from a safe distance. Machine technology features such as Grade Assist, Swing Assist and E-Fence also can be set, activated and deactivated remotely without the need to be set manually from inside the cab. Excavators are efficiently switched between remote and

manual operation via a groundlevel switch. With users comfortably controlling dig, lift and tracking functions from a safe location, Command for Excavating enables production to restart immediately following disruptive processes, such as blasting in quarry applications. It also enhances safety and improves machine productivity on a range of projects like operating in unstable underfoot conditions, brownfields, shore work, demolition and site decommissioning, and stevedoring.

Contractors Turn to Innovative Tech to Complete Projects

By Giles Lambertson CEG CORRESPONDENT

Any 21st-century discussion of new technology in construction usually is couched in terms of software and hardware, with a tip of the hat to such things as advanced metallurgy and dynamic engineering. Yet at the end of the day, the industry’s progress in employing new tech is predicated on such old-time concepts as attitude, initiative and willingness to take risks. That becomes clear in talking with industry professionals like Jeff Sample, who describes himself as an “industry evangelist.” The so-called “Ironman of IT” — a label that alludes to his personal fitness routines as well as his enduring engagement as a proctor of best business practices — said technological progress in construction is grounded in a company’s self-awareness. “Everyone loves to buy software,” said Sample, who is head of communications of the Join collaboration software company, “but tech does not solve problems. You must first identify problems, understand the depth of them, before you can find solutions to the problems. You might even have to change a process to apply software solutions.” “First, know thyself” is how an evangelist might put it. “I encourage every construction company to identify its DNA. Everyone is different. There are the leading-edge companies that are always ready to try the latest thing. Then there are the early adaptors who quickly adapt and follow. And then there are companies that are laggards and quite comfortable where they are. “You need to understand where you are when you choose to try a new software solution,” said Sample. “If you are a laggard, I can already guarantee you it won’t work.” Brianne Stewart might not disagree with the gist of Sample’s assessment. Stewart is a construction technology manager of Milwaukee Tool. She has a degree in mechanical engineering from the University of Iowa and acquainted herself with manufacturing processes at such companies as Proctor & Gamble and John Deere before joining Milwaukee Tool four years ago. In respect to the progressiveness of construction companies, Stewart understands the position in which construction executives and small contractors find themselves. “There has been so much coverage recently about the construction industry lagging in its

According to industry professional Jeff Sample, technological progress in construction is grounded in a company’s self-awareness.

embrace of technology,” she said. But, she added that some of this reluctance to run with the latest technology offering can be the fault of those who promote the tech. “Sometimes companies simply come to market with solutions they believe will work instead of first working with contractors and fully understanding what the challenges are on a job site. Even when tech companies come into the construction industry with solutions that are great, their solutions are hard to implement,” she said. Consequently, Stewart doesn’t view the industry as unprogressive so much as cautious. “This is a very high financial risk industry, because of profit margins and schedules,”she said. “So, contractors and companies take a very deliberate view of new technology. For them, there’s a higher burden of proof needed that a new solution actually will increase productivity, or the quality of work, or safety on a job site. A solution must be proven to be of real value on a job before a company feels comfortable adopting it.” Stewart said her interactive role with con-

struction companies in the course of developing or redeveloping tools has shown her “how involved contractors are getting. My sense is that they are very interested in working with solution providers to help shape technology.” Sample prefers to eschew the whole “Top Five List of New Technologies” approach to looking at the future of technology in construction. Rather, he rolls it all together in the rubric of “industrialization,” that is, the need to increasingly manufacture components offsite. “The industrialization of construction possibly is the most important piece of the industry’s future,” he said, “and we are not going to industrialize and become more manufacturing-based without great technology and great application of technology.” Talk of construction manufacturing brings to mind modular homes and, perhaps, precast bridges assembled on site, but Sample skews smaller. Think bathrooms. “The easiest one for me to describe is bathroom pods for hospitals. They are all the same. So, when you are building them onsite, you are

doing something repeatedly. An alternative is to build the bathrooms in a factory, hook them up and you’re done. “Or the headwalls next to a hospital bed. All the necessary infrastructure for patient outlets — gas lines, electrical, plumbing — are built into those walls. We can prefabricate them. So, when you are building a hospital, prefabricating those walls and bathroom pods are one way to speed up construction, increase availability, and reduce costs. “That’s industrialization of construction. You are never going to build everything in a factory and ship it to a site. What we are talking about is much smaller than what people commonly think about. You have to think smaller. Not every job is going to use off-site manufacturing, but it should be part of the mix.” Stewart’s team at Milwaukee Tool looks at equipment with an eye toward helping contractors adopt advanced technologies. “Power tools are part of the technology ecosystem, a very powerful part of the system,” she said. “We are the point where people and materials come together. And the

‘Industrialization’ of Tech Vital for Construction technology of the power tool industry evolves as well.” Stewart added, “In addition to the improved technology of tools and batteries, the company has become a full-solution provider, offering supportive solutions such as digital offerings and safety integration and storage. These all augment the business. Sometimes the way an overall platform of a tool and the way it integrates with other tools and materials is more important than the individual product. Integration of a platform supports better project management.” Perhaps the tool technology that has evolved most significantly in recent years is safety controls, she said, citing remote operation of such tools as cable-cutters. These features “remove people from the danger zone” through use of new technology. Another example is the company’s MX FUEL system of battery-powered light equipment. The Wisconsin-manufacturer launched the brand new battery system platform to open the way for non-gasoline-powering of larger hand tools such as breakers and cut-off saws. Stewart says the lineup of equipment powered by MX FUEL will continue to grow as the concept is integrated with other technologies. Sample evangelizes about industrializa-

tion and adaptation because there is no other choice. “We are going to manufacture a considerable amount of the buildings we produce because we have to. We don’t have the skilled labor to do it otherwise. We don’t have the bodies to throw at it. We aren’t China or India. We need to learn how to industrialize.” He credits such commercial offerings as ProCore project management software and Autodesk computer-aided design software with being “foundational” to the industry’s future. “They nailed it. They drove stakes in the ground declaring, we shall never go

back. We shall forever do it this way.” Sample calls building information modeling, or BIM, the core of industrialization. “Mixed reality in design, augmented reality, virtual reality, they do not exist without BIM. We can make corrections easier on the design page in the office, then take those models and overlay them over the site. This becomes powerful.” He believes the industry is at “the dawn of the data age,” noting that BIM is data-based “and it is going to fuel machine-learning, deep learning and AI where you teach a machine how to identify and do things. This

The construction industry’s progress in employing new tech is predicated on such old-time concepts as attitude, initiative and willingness to take risks.

is the future. We’ve been gathering all this data and now we are going out and doing things with it. If you are a construction or equipment business leader, data is your goldmine.” Or not, as the case may be. Some construction companies will, for good reason or bad, elect to operate without tapping into their data bank. Sample acknowledges that the future is what a company makes it. “There are a ton of construction companies over a hundred years old, building from generation to generation,” he says. “If you run one of those companies and you think you can standpat and hold out against change, you are slowing dying off. All of your equity is being lost and you aren’t going to have anything to pass off to the next generation. If you are willing to kill the company, fine. Standpat.” However, if a company owner is willing to adapt, the firm can endure for another generation. “One time an owner of a thirdgeneration construction company came up to me and thanked me for what he said was a ‘wake-up call.’ For the fact is, tech is going to be a core part of the construction business forever. Eventually you won’t say you are in construction, but that you are in tech and do construction.” Stewart sees new technology becoming less of a generational marker than it has sometimes been in the past. “All generations are more tech savvy now. It is not a great leap any more for people of just about any age to use an i-Phone on job sites.” Besides, she notes, predictions of contractors turning their backs on electronic devices and computerization have not always been borne out. “I remember when people were adamant that operators of heavy construction equipment would never use a touch screen. They would never accept it.” Things didn’t pan out that way. Never say never. A forward-looking contractor might surprise you.  CEG

Excavation Yields Three Types of Shale, Four Types of Soil TVA from page 49

In addition, the geology had many different materials to work with and margins of limestone to be blasted. The normal duration for a project of this size is six to seven months, and foundations were scheduled to start three to four months after grading began. Work of this type is never done in the winter, but crews managed to do so, requiring special techniques and processes. “The natural soil conditions at the site were not suitable for construction, but removing the bad soil and importing suitable fill would have had a severe impact on traffic for Edgemoor Road,” said Murrell. “The amount of soil to be removed and replaced was staggering. It would have required approximately 100 dump trucks per day, for 60 days to remove the soil, and roughly the same amount to bring in suitable fill. “TVA engineering was able to incorporate another option that involved treating the soil in place and making it more suitable for construction. The decision to use the lime conditioning process was a huge factor in maintaining the schedule.” Also, TVA is a dual peaking system, which means workers have small windows in the spring and fall to get equipment or transmission lines out of service in order to carry out maintenance and project work. TVA also must coordinate fiber outages, which is a challenge, due to customers who may be leasing a fiber path on TVA’s network. The elements were another challenge during the site prep, and will continue to be a concern due to the weather extremes the south can experience. Major storm damage on not only the TVA system, but also neighboring systems, could impact the progress of the project. Safety also is a concern. “On a project of this nature, there is more time and opportunities for something to go wrong if the proper procedures are not followed and proper focus is not maintained,” said Murrell. “A project of this nature has the dance of heavy equipment, complex rigging for erecting steel and plenty of overhead work that present dangers if the proper precautions are not taken.”

The work currently in progress involves installing the ground grid, setting equipment and structures and modifying the 500-kV transmission lines in order to make the termination to the 500kV pulloff structure. Work also is taking place at TVA’s wire shop, where the switch house for Anderson is being wired along with a new one that will be installed in the switchyard at the Bull Run site. Equipment on the project includes two Caterpillar D-6 dozers; two Caterpillar 349 track hoes; six Caterpillar 745 articulating six-wheel drive dump trucks; one Caterpillar 815 roller; two Caterpillar 299 skid steers; and a Caterpillar 1255 telehandler. A reclaimer for soil mixing also was GEI Consultants Inc. photo required, along with crane trucks to erect the 500-kV pull offs and As of late November, the project was 50 percent finished. set the new 500-kV TL structures. Communication is always the key element of success. This project team understands rip/rap; and 110,800 sq. ft. of fabric laid. Regarding excavation work, “We encountered three types that, and realizes that inclusion, not exclusion, is the path to of shale and four different types of soil requiring different success.” He added, “Our construction partners and field support techniques to process and utilize for fill. There also was limestone that was blasted and used as fill as well. Approximately staff did an outstanding job ensuring the groups were on task 120,000 cu. yds. of dirt was moved onto TVA’s adjacent and choreographed such that they did not interfere with each property, treated to make it suitable for construction and other’s work during the site work and foundation construction. Our civil design group provided great technical support placed back onto the construction site.” Murrell explained that planning for the project started in and helped us overcome a lot of obstacles. Our construction partners worked an expedited schedule to help make up time 2018. “There’s been a lot of input to develop the scope and for previous delays with no incidents. We’re very proud that schedule for this project. However, no matter how well you there were no impacts or issues with our work and to the develop your plans, they will change. And the challenge public.”  CEG

Demolition Begins at Old Textile Mill to Make Way for Danville, Va., Casino CASINO from page 20

Bids are due at some point in January with the goal of selecting a general contractor for the building effort by the end of the month, Livingston said in December. After that, Caesars Virginia wants the contractor to be able to mobilize on site in the spring, with construction on the new buildings — including the hotel towers — to start soon thereafter. A date for the casino’s construction groundbreaking will depend on both that mobilization and the weather, Livingston explained. Demolition and abatement at the old mill site first began last September to get the property ready for new construction, the Danville news source learned, and Livingston reiterated to the Danville newspaper that the take down of the abandoned Dan River textile finishing building will not slow down the overall project. “Construction will begin in other areas of the site, so debris removal and crushing will take place simultaneously with the new construction,” he said. Danville to Get Huge Downtown Boost The Caesars Virginia gambling and entertainment facility is planned to be a destination resort casino, with 500 hotel rooms, a spa, pool area and fitness center. The casino will feature more than 1,400 slot machines and

table games, Caesars Sportsbook, and a live World Series of Poker room with 25 tables, Caesars Entertainment has said. Meeting and convention space will total 40,000 sq. ft. with an entertainment venue to accommodate up to 2,500 guests. In addition, the resort will include restaurants and bars. In fact, the current plans for Caesars Virginia include 200 more hotel rooms than originally planned and $100 million more investment than the initial development agreement. Caesars also noted that 900 construction jobs will be filled as well as 1,300 operational jobs. The casino site helps fulfill a plan to reimagine Danville’s Schoolfield District, made up of more than 90 acres of abandoned manufacturing real estate and wasteland-like landscape in the heart of the iconic southern city, just south of the Dan River. Danville was chosen to be a site for the casino after the Virginia General Assembly approved them for the state in 2020. City voters approved the resort in November of that year. It is expected to open in late 2023. Caesars, which opened its first casino in Reno, Nev., in 1937, is the largest casino operator in the United States. Its Las Vegas properties include Caesars Palace, Paris Las Vegas, Harrah’s, and Flamingo. It also owns the Horseshoe Casino in Baltimore. 

Overcoming Obstacles Allows Dennis to Recover, Grow market. “That was a key move for us, because once we got to the Middle Tennessee area, the work just took off because people there were seeing us deliver a higher level of quality than they were used to,” he said. “We doubled in sales almost a year after that to the point that for the past three years, we have averaged $15 million or better. Next year, I expect us to continue to grow and focus on what I care about most: quality over quantity.” And, in 2020, the military contracts that helped build Dennis Concrete returned to be becoming a staple for his firm after an absence of five years. Dennis said that he is proud to again perform work in the sector where he first made his mark.

He agreed to buy all the materials and pay for the equipment I would need and just let us do labor, because I did not yet have all the money to pay for the materials up front. But I felt comfortable doing that much work because I had done it before.” At the same time, Dennis also figured out how to spend half his time taking on concrete projects for local homebuilders because they compensated him (and his crew) weekly, as opposed to government contracts that took longer to pay off. “So, the way that I got to where I could grow my company was that I usually worked Monday through Wednesdays for the homebuilders because I knew I would be paid on Fridays to keep us going,” he said. “Sometimes we would work at Fort Josh Dennis (L) and Slayden Johnson, senior project manager/chief estimator, both of Campbell on Wednesday through Concrete. Company Wrench Promotes Hochradel to Its Branch Development Manager Company Wrench recently promoted Josh Hochradel to the position of branch development manager. He will be responsible for training new hires within the parts department, ensuring inventory needs are met and providing general support to the parts and service departments on a company-wide basis. He previously worked as the parts manager for the company’s headquarters in Carroll, Ohio. Hochradel’s interest in parts and service started in high school when he worked at a retail parts store. Since then, he’s held a variety of supervisory roles, as well as hands-on parts and service positions. After working at a diesel engine repair shop for 12 years, Hochradel transitioned to construction equipment in 2020. He made his presence known immediately with his positive attitude and drive to learn. Company Wrench recently recognized Hochradel for implementing a new process to improve accuracy on measurements of all bucket pins. The streamlined system allows the company to save time every day. “My previous job experiences allowed me to adapt quickly to the heavy equipment industry and my role at Company Wrench,” Hochradel said. “I’m able to look at things from the perspective of the parts and service departments, which

helps us work better together to offer the best customer experience possible.” The patience and leadership Hochradel displayed while leading the parts department in Carroll gave Company Wrench’s management team confidence in his ability to nurture growth as the company continues to expand. He joins a team of three other branch development managers who ensure each of the 12 locations are operating efficiently. “Josh’s versatility will continue to be a great asset in his new role as a branch development manager,” said Cam Gabbard, Company Wrench president. “Since Josh joined Company Wrench as a parts manager, he’s committed himself to providing our customers with the ‘cutting edge’ of customer service.” Company Wrench offers one of the largest specialty fleets of heavy equipment in North America at 12 locations in New Jersey, Ohio, Indiana, Kentucky, Tennessee, North Carolina, South Carolina and Florida. Company Wrench represents a number of manufacturers, including Kobelco, Fuchs, C.W. Machine Worx, JCB, SANY, Fecon, Prinoth and Bandit. For more information, visit companywrench.com/. 

workers not to position themselves between mechanical equipment and a fixed object. Make eye contact with and alert the operator — and ensure the operator sees you — before approaching a vehicle, urged both Travelers and Ohio BWC. And ride only in approved seats and wear a seat belt. “Construction workers are around heavy equipment every day, and they can become accustomed to the presence of heavy equipment, not giving much thought to the risks. Taking some time to understand and follow safety rules — and staying alert while on the job — can help construction workers stay safe.” Galloway, owner of US Hammer, believes that it’s the employer’s responsibility to provide the correct attire for the crew. “With roadway projects, it’s most important to outfit your team with high visibility gear. That includes vests, jackets, coveralls, rainwear and harnesses.” If a contractor is unsure of what to invest in, Galloway suggested he or she enlist the help of the ANSI Standard for High-Visibility Apparel (ANSI 107-1999). “Not all high-vis gear is created equal,” said Galloway. “High visibility applications are diverse and contingent upon weather conditions, time-of-day, and many other factors,” he added. “Do your research and outfit your team with the appropriate attire based on where they’re working and the time of day. There is attire for daylight visibility as well as three separate classes of nighttime attire. Choose wisely and don’t leave your team exposed.”  CEG Charlotte, NC Description: National Pavement Expo brings vendors and contractors together who make their living from asphalt and concrete paving, sealcoating, striping, sweeping, crack repair, pavement repair, and snow removal to network with other paving professionals and attend industry workshops.
