The Massachusetts Bay Transportation Authority is currently preparing a new bidding process to complete the $1.992 billion Green Line Extension (GLX) project in the greater Boston area. Officials, consultants and commuter activists estimated that the project was $1 billion over budget based mainly on the bidding method. Last November consultants stressed that the MBTA did not create proper systems to monitor the contracting process, which led to costs getting out of control. Some of the JV contracts were cancelled in December. In response to the cancellation, the joint venture stated in a press release: “[it was] see MBtA page 16

NHDOT Decides to Permanently Close Sarah Long Bridge to Vehicular Traffic The New Hampshire Department of Transportation (NHDOT) and Maine Department of Transportation (MaineDOT) have decided to permanently close to motor vehicle traffic the 76-year-old Sarah Mildred Long Bridge connecting Portsmouth, N.H., and Kittery, Maine. This action follows a mechanical failure of the lift bridge on Aug. 21. The mechanical issue in the south bridge tower was discovered on the morning of Aug. 21. Engineers were able to lift the bridge to the “up” position at about 1:00 a.m. on Aug. 22 to accommodate marine traffic. By keeping the bridge in this position, federal law, which requires a bridge to be accessible to marine traffic at all times, is adhered to. Engineers from NHDOT and MaineDOT, along with movable bridge experts, have determined the bridge is not safe for routine operation without complicated and extensive repairs. The estimated cost of repairs is upwards of $1 mil-
lion and would take more than six weeks to complete. Careful consideration has been given to the negative impact to motorists and the communities, versus the cost, time and uncertainty involved in any repair of this magnitude. The Sarah Mildred Long Bridge was already scheduled to close permanently in 10 weeks on Nov. 1, 2016 to make way for continuing construction of the new Sarah Mildred Long Bridge that is on schedule to open in September 2017. Detours are in place for motorists to use alternative routes between Portsmouth and Kittery via the Interstate 95 “High Level” Bridge and the Memorial Bridge (U.S. Route 1). The Long Bridge will continue to remain open for marine traffic on the Piscataqua River. For more information, visit http://maine.gov/mdot/sml/. CTDOT Launches New Website for Walk Bridge Program The Connecticut Department of Transportation (CTDOT) announced the launch of a new website for the Walk Bridge Program as part of its ongoing effort to keep the public informed as this railroad bridge project in Norwalk advances. The new website,www.walkbridgect.com, will provide the public with access to current project information, including meeting notices and construction updates. While construction of the Walk Bridge is not scheduled to begin until mid-2018, CTDOT is planning to complete three advance construction projects that are necessary before the bridge replacement project begins. The 120-year-old bridge carries four tracks of the New Haven commuter rail line over the Norwalk River. It swings open and closed to accommodate commercial and recreational marine traffic on the river below. When it fails to close properly — as has happened in recent years — it can cause major disruptions to rail service in the Northeast Corridor. CTDOT is undertaking the replacement of the Walk Bridge to provide safe, reliable rail service, and enhance Connecticut’s transportation system, now and for the future. As one of the oldest movable bridges on the New Haven Line, replacement of the Walk Bridge has long been recog-

stakeholders throughout the past year to gain their input and will continue this coordination as the project advances. CTDOT also is coordinating this project with other projects in the area scheduled for construction in a similar timeframe. In addition, a local office will be opened in conjunction with the Walk Bridge project to provide opportunities for interaction with the public. Construction on the main Walk Bridge project will start in mid-2018. In late spring 2016, construction began on the first in a series of related projects that need to be completed in advance of the bridge replacement. The advance projects include: • The Fender Repair Project will repair the fenders around the piers that protect both the Walk Bridge and boats from damage in the event of a collision. This work will be done in the water, primarily in the east channel. It will not impede boat passage for a majority of the time but will occasionally limit marine traffic. This work is scheduled to begin in late spring. • The Danbury Branch Dockyard Project required to facilitate rail operations during construction of the Walk Bridge, is scheduled to start construction in early 2017. This work will consist of adding track sidings, signal work and electrification to the southern end of the Danbury Branch of the New Haven line. These improvements will be made from where the Danbury Line splits off the main line to one mile north, in the area formerly known as the Dock Yard. There will be minimal impact to local roads as a result of this project • The CP243 Interlocking Project, also scheduled to begin in 2017, will construct a new four-track interlocking to allow for two-track Metro-North Railroad operations during reconstruction of the Walk Bridge. The project location is on the New Haven line approximately 1.5 mi. (2.4 km) east of the Walk Bridge, vicinity of Norden Place. There will be minimal impact to the roadway network as a result of this project. (CP243 refers to the numbered overhead power line Catenary Post at that location. An “interlocking” allows a train to change tracks.) Design of the new Walk Bridge is still at the preliminary stage and the project team is evaluating construction impacts. The overall goal is to minimize disruption in the area and to reduce the duration of construction. The Walk Bridge carries four tracks of the New Haven Line and is critical to intercity and high-speed passenger rail service by Metro-North Railroad and Amtrak as well as freight rail service by CSX and Providence and Worcester Railroad. Approximately 200 trains and 125,000 passengers travel across the Walk Bridge every day and ridership is projected to double by 2065. Constructed in 1896, the aging bridge has outlived its useful lifespan and has experienced recent failures, causing safety concerns and travel delays. CTDOT owns the New Haven Line, which is operated by Metro-North Railroad under contract to CTDOT. For more information, visit http://www.walkbridgect.com/. nized as a priority to maintain critical rail service on the nation’s busiest commuter rail line. Constructing the new Walk Bridge in the highly developed commercial and residential area of historic South Norwalk presents unique challenges, which CTDOT is now working to address in advance of construction. Construction will be completed in phases to maintain rail service and minimize impacts to stakeholders. Coordination with rail and maritime users, neighbors and other stakeholders will be a priority to minimize traffic and business disruptions. CTDOT has been meeting with local officials and key

Wynn Receives License, Begins $2.1B Construction Project Wynn Resorts has officially received its Chapter 91 license from the Massachusetts Department of Environmental Protection (DEP) and will immediately start construction on the $2.1 billion Wynn Boston Harbor resort. “After three years and one of the most thorough licensing and environmental review processes in the history of Massachusetts, Wynn Boston Harbor has its license in hand and will begin construction.” said Robert DeSalvio, president of Wynn Boston Harbor. “That’s good news for 4,000 union construction workers, their families, and all the local businesses and nearby communities who will benefit from our $2.1 billion project.” More than 15 cranes have been moved to the site and more than 500 union workers are expected to be working daily on the 33acre development soon after full construction starts. The final license award comes nearly two months after a June 2nd hearing where the city of Somerville appealed the DEP’s earlier award of a Chapter 91 license to Wynn. Jane Rothchild, DEP hearing offi-
cer, issued a 50-page decision on July 15th that maintained the city of Somerville “failed to prove” that the DEP erred in its original license award. “One does not need to be a casino enthusiast to recognize and acknowledge the benefit that accrues to a city when a longdormant contaminated waste site is cleaned up and brought back to useful life,” wrote Rothchild in her decision. “Chapter 91 recognizes this work as a public benefit.” While the denial of Somerville’s appeal was signed by DEP Commissioner Martin Suuberg on July 22nd, DEP did not issue the license until the expiration of a sevenbusiness-day period for Somerville to file a Motion for Reconsideration. “My review of the record concludes that the project as already conditioned served a proper public purpose and provides greater benefit than detriment to the rights of the public in the tidelands,” wrote Suuberg in his final decision. The DEP ruling is the last state regulatory requirement needed by Wynn to begin construction on the 33-acre Wynn Boston Harbor resort. Chapter 91 is a state licens-
ing requirement for any development that is on the water and is designed to ensure public access and use of the waterfront. All Wynn hiring, further site remediation and construction within the Chapter 91 area was suspended when Somerville filed its appeal in February of this year. Wynn Boston Harbor is a $2.1 billion Forbes five-star global destination gaming resort that will feature more than 600 hotel rooms with sweeping views of the Boston skyline and Boston Harbor and ultra-premium spa, retail, dining, ballroom and meeting spaces. The 3-million sq. ft. (278,709 sq m) resort will generate more than 4,000 construction jobs and 10 million labor hours, more than 4,000 permanent jobs, $265 million in traffic mitigation and approximately $660 million in direct annual expenditures from Wynn ($242 million in annual taxes and fees, $170 million in payroll and $249 million in goods and services to operate and maintain the resort). It will be the largest private single-phase development in the history of the Commonwealth. Situated on the waterfront along the
Mystic River and connected to Boston Harbor, Wynn Boston Harbor will open up the Everett shoreline to the public for the first time in more than a century. Wynn is spending $30 million to clean up the heavily contaminated site and create a six-acre park along the water that will feature pedestrian and bicycle paths that provide access to the harbor, an events lawn, picnic and public viewing areas, ornate floral displays and retail and dining experiences that overlook the Wynn river walk. Wynn privately funded the $30 million site cleanup with no public funds being used. Guests and employees of Wynn Boston Harbor can connect to points across the harbor via a robust water transportation system that Wynn is introducing. Low-profile, European style boats will be used to sail back and forth without the need to raise area drawbridges. For more information, visit http://www.wynnineverett.com/. “Any day we can help bring offshore wind energy to Massachusetts is a good day. But when it comes to clean energy, there’s a lot that state leaders have left undone.”
BOSTON (AP) The state will ramp up its reliance on renewable and alternative sources of energy under a bill signed into law by Republican Gov. Charlie Baker. The new law requires utilities to solicit long-term contracts with offshore wind farm developers to bring at least 1,600 megawatts of wind energy, enough to power about 240,000 homes, to Massachusetts in the next decade. It also encourages the delivery of larger supplies of Canadian hydropower and other renewables, provides incentives for utilities to develop energy storage technology and sets new requirements for the repair of natural gas leaks. Baker signed the bill on the lawn of the Statehouse, saying it represents one of the largest commitments of any state to renewable energy. Supporters called the law a critical step toward reducing greenhouse gas emissions, which are blamed for contributing to climate change, but they said it doesn’t go far enough. Baker and others also have pointed to the need to replace energy sources that are leaving the New England electrical grid, including the Pilgrim nuclear plant in Plymouth, scheduled to shut down in 2019. Baker described the new law as a “very important and very big milestone for not just the Commonwealth of Massachusetts but for New England,” by helping ensure that the state’s future energy needs are met while also reducing its carbon footprint. Part of that goal is met by the law’s requirement that utilities contract for about 1,200 megawatts of renewable energy including hydropower, onshore wind and solar power besides the 1,600 megawatts of offshore wind. Baker said the new energy sources will help Massachusetts meet the requirements of the state’s 2008 Global Warming Solutions Act, which required state officials to issue regulations to curb greenhouse gas emissions by 25 percent below 1990 levels over the next four years. Another critical element of the bill is the encouragement of energy storage technologies. Those energy storage technologies include batteries, flywheels and thermal and compressed air technologies that can help
Ben Hellerstein Environment Massachusetts
businesses, utilities and electricity customers store energy and use it when they need to instead of buying more expensive energy during peak demand. Under the law, the state Department of Energy Resources must determine if setting energy storage goals is a good idea for the state and, if so, set a target for 2020. Environmental groups said the bill is a step in the right direction but leaves many key issues unaddressed. “Any day we can help bring offshore wind energy to Massachusetts is a good day. But when it comes to clean energy, there’s a lot that state leaders have left undone,” said Ben Hellerstein, of the advocacy group Environment Massachusetts. Hellerstein said a version of the bill passed by the Senate would have doubled the rate of growth of renewable energy and prohibited the use of public money to pay for the construction of new gas pipelines. He said those were left out of the final bill. The group also has argued for a statewide goal of 100 percent renewable energy. The law establishes a new program designed to help commercial and industrial property owners finance energy efficiency and renewable energy upgrades that are repaid through a property tax assessment on their building. Hydrema Names ATS Exclusive New England Dealer ATS Equipment has been named the exclusive New England dealer for Hydrema. The Boston-based dealer will carry the full Hydrema line. “Hydrema has been looking for a way to strongly enter the Boston market, and ATS Equipment is the perfect match,” said Kris Binder, executive vice president of Hydrema – North America. “The Hydrema machines are a nice complement to the lines that ATS already carries, such as Kobelco excavators and Kawasaki-KCM loaders. ATS Equipment is a family-owned and operated company, with an outstanding reputation for customer service, and strong work ethic. We feel confident that their company will best serve the New England market.” Hydrema’s MX Series compact wheeled excavators meet the weight class of any competitor’s excavator, but is compact enough to effectively work in confined (L-R): David Kidd, general manager of ATS Equipment; spaces, such as narrow streets, busy roads, Kresten Binder, executive vice president of Hydrema — and other confined spaces, according to North America; Scott Becker, regional business manager of Hydrema. With the machine’s 130-in, (3,300 Hydrema; and JC Connolly, ATS Equipment. mm) swing circle, and ultra short 61-in. MBTA’s Green Line Extension Being Built in Several Phases
MBTA photo
MBTA photo
The planning for the current project began in 2005 with the completion of the MBTA’s Beyond Lechmere Northwest Corridor Study Major Investment Study/Alternatives Analysis.
The GLX was identified as a top priority and will eliminate the need for bus and rail transfers at Lechmere Station and at Orange and Red Line stations.
MBTA from page 16
which began in 2014, is extending service from the (new) Lechmere Station to Washington Street and Union Square Stations, and should be completed in mid2017. Phase 2 activities include the construction of viaduct and guideway from Land Boulevard to the New Lechmere Station, New Lechmere Station (including bus station), Washington Street Station, and the Green Line viaduct, track and guideway to Washington Street, Union Square and the VMSF site; reconstruction of the Washington Street rail bridge; demolition of existing Lechmere viaduct and station; improvements to area roadway, traffic and pedestrian systems; relocations of utilities; and the construction of an interim LRV storage yard; and associated signal systems and power and communication systems. The elements associated with Phases 2-4 were broken down into several contracts that included procurement of long lead items (bridge steel, special track work, signal and electrical equipment); construction of utility relocation work elements that do not require additional FTA approval; the construction of utility bridges at the Broadway, Medford Street and School Street bridges; and drainage work in the Millers River area and relocation of the Fitchburg Main Line between the Red Bridge area and Union Square. Phase 1 is expected to be completed in August; Phase 2 in December; and Phase 3 in September.
MBTA photo
The project was divided into several phases.
The procurement, fabrication and installation pricing for viaduct steel began in November 2014. Phase 4, which includes the balance of the work for Phase 2/2A, as well as the retaining walls north of College Avenue, is expected to be complete by March 2017. Phase 5 would have covered the balance of the work for Phase 4; Phase 6, the remediation and demolition at the maintenance facility site (Phase 3); and Phase 7, the construction of the maintenance facility, transportation building and train yard. According to the request for information
regarding Green Line Extension Project, a document released on November 3, 2015 stated, “The MBTA has entered into contracts associated with Phases 1 through 4A construction packages. The total contract value is $206.5 million. Phases 5 through 7 construction packages are currently in design. “With respect to the construction package, the project budget used for the FFGA assumed a cost of approximately $487 million,” it added. “However, the construction package submitted was approximately $889 million. As contemplated by the current
process, if the MBTA and CM/GC are unable to reach agreement on a contract, then the MBTA may re-procure the work by any other lawful procurement method. The MBTA may also terminate the entire process and procure the remaining elements of the GLX Project by any other lawful procurement method.” The project received a funding boost on January 5, 2015 when the MBTA and the U.S. Department of Transportation Federal Transportation Administration (FTA) signed a Full Funding Grant Agreement that had federal funding of approximately one-half of the GLX project engineering and construction costs, with the state covering the other half. The Green Line Extension Review Interim Project Management Team Final Report, issued on May 9, via The New Program Cost Estimate, put forward a total cost of the project at $2.288 billion. This is based on: • construction — $1,192,400,000 • real estate — $112,500,000 • vehicles — $182,700,000 • professional services — $414,900,000 • unallocated contingency — $182,200,00 • current construction contracts — $203,900,000 Sunk-cost included in the estimate is $700,600,000 (This story also can be found on Construction Equipment Guide’s website at www.constructionequipmentguide.com.) RIDOT Invests in Road Repairs in South Kingstown The Rhode Island Department of Transportation (RIDOT) is investing in much-needed repairs to 1.3 mi. (2 km) of roadway in the villages of Wakefield and Peace Dale in South Kingstown. Work is under way with the initial task involving the installation of new drainage structures along a section of Kingstown Road, working south toward High Street. These two roads have historic street flooding problems, which have contributed to deteriorated conditions on the roadway. Pavement conditions had become so poor that following the severe winter of 2015, RIDOT had to invest $81,500 to patch large sections of pot-hole ridden roadway to keep it passable until this project could begin. “This project is a perfect example of the benefit of our ongoing RhodeWorks program, affording us the funds to properly invest in these necessary projects to repair roads before they fall apart and force us to waste money on band aid fixes to keep our roads open,” Peter Alviti Jr., RIDOT director said. In addition to drainage improvements, the $6.5 million project, which includes a $300,000 contingency and $4.6 million in construction costs, will focus on pavement replacement, Americans with Disabilities Act (ADA)-compliant sidewalk installation, and the addition of new signing and striping. Work also will include the installation of school zone flashing signs to call more atten-
tion to the school zone for passing motorists during normal school hours at the Wakefield Elementary School. The project concludes in Summer 2018. The project area covers 1 mi. (1.6 km) on High Street, from Main Street to Route 108 (Kingstown Road), and 0.3 mi. (.48 km) on Route 108 (Kingstown Road) from High Street to North Road. Motorists may experience lane and shoulder closures during typical weekday work hours from 7 a.m. to 4:30 p.m. As the project progresses, the hours may extend to Saturdays, with detours and temporary road closures possible. The Department is working closely with South Kingstown to minimize impacts to the public. Updated information will be available on RIDOT’s website at www.dot.ri.gov/traveladvisories. Next year RIDOT will begin construction on another project in this area designed to minimize the impact of stormwater runoff into the nearby Saugatucket River. That project, estimated at $1 million and beginning in Fall 2017, includes the installation of three stormwater treatment areas in the Saugatucket River watershed. This project will result in a net improvement in water quality around the river, which flows through the heart of South Kingstown and into Point Judith Pond.
