Crews Aim to Piece Together $6.4M Barton Bridge in Less Than One Year By Jay Adams CEG CORRESPONDENT
A new $6.4 million bridge, to be completed in less than a year, is currently underway on the Warwick/West Warwick town line. The Barton Corner Bridge project will have a minor impact on commuter traffic. The new bridge is currently being put together (in two halves) on a parcel of land adjacent to the highway under the auspices of general contractor D’Ambra Construction of Warwick, R.I. Both major sections of the span will then be transported this fall and put in place over Interstate 95 near Exit 8, completing the federally backed project in just 11 months from its start at the end of 2013. see BARTON page 4

Vt. Poised to Delay 38 Highway Projects www.foleyengines.com
w
BURLINGTON, Vt. (AP) The Vermont Transportation Agency is poised to delay 38 bridge, rail and road projects that were to be put out to bid Aug. 1 because the federal money relied on for those projects might not be available. Unless Congress acts, the federal Highway Trust Fund is expected to become insolvent in early August and federal officials would be forced to curtail reimbursements to states. “I am so frustrated that our record construction season might end prematurely because of inaction by Congress,’’ Vermont Transportation Secretary Brian Searles told the Burlington Free Press. “The 38 projects involved are important, not just to travelers, but to the thousands of people who make their living in construction.’’ The highway trust fund gets its money from the federal
gasoline tax, which has remained at 18.4 cents since 1993 and has generated too little to keep pace with the cost of road and highway construction. Congress has been unable to agree on a remedy. Searles said a revised payment plan being considered could trim federal reimbursements to Vermont by 30-to-50 percent. State Treasurer Beth Pearce and the administration of Gov. Peter Shumlin have a plan to pay up to $15 million in unreimbursed federal expenses that could cover some delays in the arrival of federal funding. But if Vermont reaches the cap, Searles said he would have to consider halting projects. D’Ambra Adds Steel Shoring System to Support Bridge BARTON from page 1
According to RIDOT, the Barton Corner Bridge carries four lanes of Interstate 95, plus two auxiliary lanes at a busy interchange with Route 2 on the Warwick/West Warwick line. It provides direct access to the New England Institute of Technology; another limited access highway called Route 4, which leads traffic to the oceanfront beauty of popular South County and one of Rhode Island’s busiest retail corridors. Using accelerated bridge construction techniques, the state is building two halves of the bridge on land adjacent to the overpass. This method enables crews to build the structure much faster compared with conventional construction methods. It also keeps traffic moving without significant detours. “This bridge definitely ranked high within the bridges of the state to be replaced,” said Frank Corrao, deputy chief engineer of RIDOT. “It was structurally deficient, functionally obsolete. The steel in the piers supporting it was deteriorating. If we waited any longer there was a higher possibility that we would have to post the bridges (with restrictions on weight of vehicles, etc.).” D’Ambra has already added a steel shoring system to support the bridge without reducing carrying capacity. Large overhead trucks also have partially damaged main girders from underneath the structure. A number of sub-contractors are working under D’Ambra to fulfill landscaping and other jobs. “D’Ambra will drive them into place using self-propelled see BARTON page 14

Equipment East showcased a Doosan excavator at the 32nd Annual Vermont Municipal Highway Association Equipment Show and Field Day at the Barre Municipal Civic Center in Barre, Vt. The excavator on display was the DX140W. The Equipment East team displayed the Doosan for all the cities, towns and political sub-divisions at the event. The DX140W is a multi-purpose machine, presented on a wheeled platform, thus making it an ideal piece for any town. Staff fielded several inquiries and numerous demo requests. The unit presented at the show obliged spectators’ requests for demos when the show was over. The machine remains making the demo rounds in the state of Vermont throughout the 2014 construction season. For more information, call 978/454-3320 or visit http://www.equipmenteast.com. RIDOT to Demolish Northbound Side of Bridge First BARTON from page 4

modular transporters, the same devices used to move the $610 million IWAY signature arch bridge onto barges at the Quonset Business Park before they were floated up Narragansett Bay to Providence,” said Corrao. Old and Busy The Barton Corners Bridge was built in 1958 and last rehabilitated in 1976. It is 87 ft. (26.5 m) long and carries a staggering 72,000 daily vehicles across it. Construction of the two bridge segments is ongoing in laydown areas to the north and south of the existing bridge. Placement of structural steel is complete, and prep work is underway for building forms prior to pouring the concrete bridge decks. “There are two ways we could have built this bridge,” said Corrao. “We could have used the conventional method, shifting traffic into limited lanes, replacing half the bridge, then shifting traffic again and building the second half, etc. In essence, with this method, you are building two bridges and are probably looking at a two-year duration to the project. “With accelerated methods, you are creating two bridges, north and south, on a property that is in close proximity of the project. We have built temporary shoring towers off the road,” said Corrao. “This will have very little impact on daily traffic while construction is going on” Corrao said the two halves of the bridge are being built on a scaffolding/staging tower — steel and concrete decks, parapet walls and related sections, which will then be trans-

ported to the site in a couple of months. “The staging tower and its framework are heavier than mere scaffolding. It has to support the weight of the bridges being constructed with all of its components together. We’ll get that done on the side of the road.” RIDOT will then demolish the northbound side of the bridge first, according to Corrao. The northbound side will be removed, and then the entire bridge will be removed in

just a 12-hour period over Route 2. “We will demolish the bridge and open Route 2 up to traffic,” Corrao said. Corrao said that the sequential replacement of the new bridge components is set for the end of August. “So, we demolish the existing bridge, open up Route 2 to traffic, then we work on the end supports with pre-fabricated, pre-cast concrete to rebuild the abutments,” said Corrao. “We transport the new bridge into place using self-propelled modular transports [SPMT] from their temporary location to their permanent location. We complete the tie-ins and then open up the bridge to traffic.” Many Benefits “One of the benefits of the accelerated bridge work, beyond delivering the work to the public quicker, is that it is safer for the community and safer for the workers,” said Corrao. Work on Barton Corners began in the fall of 2013 with advance work on the bridge’s walls and beams and fabricating new steel girders. New bridge assembly started in April on the staging area nearby with the goal of moving the new bridge segments into place in August. Two lanes of travel in each direction will be maintained throughout the completion of the work. “By the end of the year, we will have replaced the two full bridges,” said Corrao. “People are seeing two bridges on the side of the road and are asking questions. Well, here are some answers.” “Basically, we are using a great new technique to minimize the disruption to the traveling public,” said Bob Smith, deputy chief engineer of design of RIDOT. “We have a lot of bridges to fix over the next few years. For some, we can use more strict techniques. But we can look at these new techniques when we have access off site to use them. We are finding that the public can handle a little traveling difficulty in the short term if we can minimize that difficulty in the long term.” For more information, visit www.dot.ri.gov. Developer: ‘Superman’ Aid Plan Unlike 38 Studios By Eroka Niedowski ASSOCIATED PRESS
PROVIDENCE, R.I. (AP) A private developer seeking $39 million in state aid to redevelop the Superman building into apartments on June 3 rejected comparisons to the deal that gave the now-defunct 38 Studios video game company a $75 million statebacked loan, calling his pitch to lawmaker “extremely transparent.” David Sweetser of High Rock Development told the Senate Finance Committee his plan builds in protections for taxpayers, including a provision that would prohibit the firm from getting any money until the project is complete. High Rock would also buy a completion bond. “We have been extremely transparent. We have been pursuing this for two years,” said Sweetser. “This is not an 11th-hour backroom type of situation.” He said no historic re-use project, especially one of this scale, is possible without state support and linked the success of the vacant 26-story building to the economic success of the city and state. High Rock tried last year for public financing for the two-year $115 million project, but lawmakers balked. The state remains responsible for $89 million related to the failed 38 Studios deal, which has been widely criticized for being pushed through in 2010 with little public debate. The new plan by Mass.-based High Rock involves the same amount of state aid as last year, but the company is now proposing the state contribute $9.75 million annually for four years, starting in the coming fiscal year. House Speaker Nicholas Mattiello has expressed skepticism over the proposed state investment for the project, given lean budget times. A spokesman for Senate President Teresa Paiva Weed didn’t immediately have a comment when asked her position.
Up to $9 million of the aid would be repaid to support future projects, before the owner makes a profit, and High Rock would, over 10 years, put $500,000 into a fund for improvements to Kennedy Plaza. The lead Senate sponsor of legislation that mirrors the plan announced by High Rock in April also dismissed the comparison to former Red Sox pitcher Curt Schilling's 38 Studios. “There isn’t a 38 Studios comparison,” Sen. Joshua Miller, D-Cranston, said in testifying in favor of his bill. “This process has been completely transparent. You know exactly what you’re voting on. It’s before you in black and white.” Several advocates for the low-income and the homeless spoke against the legislation, saying the money could be better spent, including on housing for the homeless or more teachers in schools. “If we don’t give some more money to help the homeless, and we give all this money to this, to me it doesn’t make any sense,” said Frank Nolan, an advocate who used to be homeless himself. The so-called Superman building is the most distinctive in Providence’s modest skyline. The redevelopment plan calls for 280 apartments as well as retail and office space on the first and second floors. High Rock hopes a state investment will secure $80 million in new equity, debt and federal support. It is also seeking a tax agreement with the city. The developer’s team said the project would create up to 250 permanent jobs and at least 1,000 construction jobs. Several construction industry representatives testified in favor of it June 4, saying a major project is desperately needed to revive the economically hard-hit field.
