Officials Fear Sagging Vt. Bridge May Collapse, Flood Passumpsic River

MONTPELIER, Vt. (AP) If a sagging covered bridge in Lyndonville collapses into the Passumpsic River, some officials fear it could dam the stream and generate flooding. But state public agencies say there’s not much they can do about the worsening condition of the privately owned bridge. One of two main support beams underneath the 120-ft. (36.5 m) bridge has broken, creating a sag that in turn has triggered a similar break in a roof beam above. State Sen. Joe Benning, R-Caledonia, is one of those raising alarm about the condition of the now-closed bridge.
If it were to collapse, he said, it “would probably dam up the river’’ and “send the water right down Main Street’’ into the village of Lyndonville. Eric Paris, owner of the nearby Freighthouse restaurant and president of the local historical society, agreed that a bridge collapse could create a “huge problem. It would be a huge cleanup.’’ Jeanne Elliott, who with her husband, Arthur, owns the bridge, said surmising what might happen if the bridge collapses is “pure speculation.’’ “It certainly would be removed before it caused any flooding,’’ she said. The nearly 150-year-old Sanborn Covered Bridge has see BrIDgE page 18

independently owned and operated facilities and has an impressive resume. Its complete materials process includes demolishing, crushing, processing, recycling, and transporting for rebuilding. This will help save landfill air space. Building something that can preserve the environment, is nothing new for J.R. Vinagro Corp. With more than 150 employees, they have been in operation for more than three generations. “It is a gorgeous building,” said Karen Hilton, project coordinator of J.R. Vinagro Corporation. “There is nothing like this that has ever been done here in Rhode Island. We know how to take this process to the next level. Providing a valuable service to the entire state can save a lot of material from going into landfills, and help conserve space for municipal refuse.” Conserving landfill space for J.R. Vinagro Corporation is having all the resources and experience necessary to handle every aspect of demolition. From facility decontamination, to onsite crushing, to offsite waste hauling, recycling, reclamation, repurposing aggregate materials including natural aggregate, concrete, gravel, sand and loam of various sizes and screens and disposal — they do it all. The company’s main office controls operations of 150 trucks daily, with a huge inventory of heavy construction and demolition equipment, used on some of the highest profile demolition projects in the region. “We have a complete operation, from A to Z,” said Alex Correia of the operations and sales department. “At the end

of the day, we have an outlet for everything. Contractors can bring clean materials in, and we recycle them into various grades of aggregate materials. In our own operation, we can do everything. We can demolish buildings, break up the grounds, transport the wood, glass, metal, stone, concrete, asphalt, etc. and haul all of the clean materials back here to our site for source segregation. We then can crush it, grade it, and deliver it to end users.” J.R. Vinagro Corporation is a true success story. “They started out as pig farmers 50 years ago,” said Correia. “They were in the garbage business to sustain their farm. They learned all the ins and outs of dealing with trash in their day,

and look what it has led to.” “We are one of the few companies who have actually been able to grow, because of our diversity. Our many operations are all at one site,” said Hilton. “We have recycled, and continue to recycle and sort out every type of material generated, not only from planned C&D projects and customers, but also from those associated with an unplanned event. Some examples are assisting with the storm debris created by Hurricane Sandy in Westerly. We actually cleaned a beach for the state by screening the sand and removing the debris. We’ve also assisted with harsh winter storms throughout the state of Rhode Island.” The new recycling facility can help builders get the allimportant LEED building credit, a tool that is forging the way to so-called “green construction” and sustainable building practices. J.R. Vinagro Corporation can help general contractors get LEED credit that they may need for obtaining certification for their projects. An inspector goes through the load, and tracks the recyclables for LEED. The inspector completes a breakdown of the materials in order to meet the standards. It’s another solid benefit of the recycling facility according to Hilton. Another benefit of the newly built recycling facility is the ability to work indoors. To recycle during harsh Rhode Island winters could be challenging. “Outside, doing this work in winter can slow you down,” said Hilton. “The cold affects productivity of the workers outdoors, just like the heat and humidity does in the summer. The weather and elements make it more difficult to work outside in an efficient manner. By moving the operations indoors, we have removed the obstacles which should lead to increased productivity. There is not one single piece of material that will be lost in the process. It has been completely modernized. This is especially important when supervising a demolition project with a quick turnaround. We have the ability to demolish, remove mixed materials, and process them back at our own facility.” In 2012, Jamie Rhodes, Rhode Island director of clean water, said of the dump, “The central landfill is a nuisance. As a state, we need to reduce its negative impact while preserving its benefits. Diverting material from the landfill through recycling and composting reduces the public health threat while preserving the life of this landfill. Let’s push for zero waste.” J.R. Vinagro Corporation has been recycling long before see VINAGRO page 18

Candigit Proves It Can Last: Company Celebrates 20 Years
Candigit material yards provide screened loam, fill and screened fill, wash stone, cobblestones, clam shells, septic sand, stone dust, stones in a variety of colors, salt and dozens of masonry supplies. James Mello stands in front of one of his trucks.
By Jay Adams CEG CORRESPONDENT
James Mello has come a long way from the days of drag racing as a teen out of the parking lot of Supreme’s Ice Cream. The founder of Candigit Excavating Corp. and Candigit Materials has a bulldog mascot on all of his trucks. It speaks to the doggedness, strength, tenacity and decades of hard work. Mello, his wife Claire, his sons and his crew are celebrating 20 years. The company’s success did not happen overnight. “We started with one excavator, one dozer, one trailer and no truck to pull the trailer. We parked the trailer in my mom’s driveway and hired a truck to move the equipment from one job site to another,” said Mello. “The first excavator was purchased at an equipment auction in Florida.” Mello ran into trouble with the second piece of equipment he purchased. The International Harvester TD15 dozer was purchased from a local equipment dealer. Within two days of running the machine, its engine failed, according to Mello. The seller would not warranty the machine, so Mello and his Crews unload tanks at The American Legion job site in Seekonk, Mass. brother replaced the engine in the field at Pepperwood Farms. They used headlights from a pick-up truck at night so they could continue working on the dozer Fixing engines by truck headlights was nothing new to the Mello family. It was what you did for your father’s tractors. “My brother and I were born and raised on a farm. We were taught to run equipment from an early age. I worked for a couple of different contractors as an operator and acquired additional dozer and equipment experience,” said Mello. “My brother Richie worked as an equipment operator locally as well as in Texas and Florida. Yes, it was very hard in the beginning. There were plans to decipher, materials to purchase, machines to move, schedules to keep and figuring it out was, at times, difficult.” The rewards continue to build and include acreage of land along a major commercial Mass. highway that skirts the Rhode Island state line, and a strong local reputation, complete with a full array of services. These serv- Crews lower the tanks at The American Legion job site in Seekonk, Mass.
ices include land clearing, sewer connections, water lines, fuel tank removal and installation, electrical trenches, road construction, foundation excavations, backfill projects and septic systems. “We are licensed [septic system] installers in Swansea, Seekonk, Rehoboth, Dighton, Dartmouth, Fall River, Mass. and Rhode Island. We offer a package plan for folks who need it,” said Mello. “It includes the perc test, engineering plans, town fees and installation of the system. We also offer payment deferral until closing for properties which have purchase and sale agreements.” Candigit material yards provide screened loam, fill and screened fill, wash stone, cobblestones, clam shells, septic sand, stone dust, stones in a variety of colors, salt and dozens of masonry supplies, including Type II cement, mortar mix, construction adhesive, landscape timbers, polymeric sand and more. see CANDIGIT page 12

In addition, a full line of Techo-Bloc pavers and walls, granite, flagstone, bluestone pavers, stair treads and other materials for landscape design is available. Candigit Excavating Corp. has used the materials at its disposal to accomplish large and small projects. The coffee-driven people of Swansea were glad to see their trucks along Route 103 this summer as Candigit dug the foundation for a newly expanded Dunkin’ Donuts Shop. “I was so glad to see those trucks,” said James Dolan of Fall River. “That drivethrough was a beast, traffic was always snarled. They’ve dug it up; they [contractors] are building a new building. Candigit were in and out in two days. I see them all over Swansea. They do good work.” “Word of mouth is our main source of work. We have an excellent reputation. That goes a long way these days,” said Mello. In addition to the Dunkin’ Donuts subcontracted site work and installation of its
septic system in July, Candigit installed septic systems in Dighton last month. Other large projects, include site work for Wilbur Woods - Regent Court, Reservoir Avenue and Purchase Street in Swansea. These projects included land clearing, road development and installation of underground utilities and drainage as well as all phases of individual house lots and septic systems. Commercial Projects include a spetic system for the Eye Surgery Center, Bay State Veterinary Clinic and the Swansea Motor Inn, and site work at a 90-acre Solar Farm in Swansea. Municipality work includes underground tank removal for the town of Dartmouth, site work for the Melrose Cemetery in Brockton and work on the Cove Street draining project for the town of Swansea and a 20,000 gallon underground fuel storage tank replacement for Diman Regional Vocational High School in Fall River. “Within the next few weeks, we’ll be see CANDIGIT page 13

Candigit Diversifies During New Home, Construction Industry Crash of 2008 CANDIGIT from page 12
doing the site work at a soccer field and concession stand in Westport, Mass., replacing the septic and site work at the Swansea Health Care Facility on Swansea Mall Drive and replacing the septic for another Dunkin’ Donuts in Seekonk, Mass.,” said Mello. Candigit is a family operation and has expanded generationally. “We started out as me and my brother Richie. My wife Claire did the bookkeeping using Dome Books on a parttime basis,” said Mello. “We have grown into a multi-faceted business. My wife and son Jimmy work in the office and son Josh is an equipment operator. We have a fully stocked materials yard, numerous pieces of heavy equipment and a fleet of trucks.” Mello gives all of the credit for his success to his crew. A few of those crew members happen to be his family. “My son Josh runs machines and does site layouts for the excavation portion of the company and is currently
being groomed for bigger things. Our staff is like family. They all give 110 percent. We would never have reached this level of success without them,” Mello said. “Safety assurance is also credited. All our site workers hold OSHA 10 cards. We take all precautions and we have a great safety record to this date,” said Mello. Diversification has become necessary. Since the new home and building industry crashed in 2008, Candigit has suffered the same challenges as many other contractors. “The past five years have been incredibly difficult. We strive on providing great customer service to our prospective customers and do our best to service homeowners. We’ve tried to diversify,” said Mello. His wife Claire has a wall dedicated for thank-you cards for jobs well done as Candigit passes its 20th anniversary. Mello offered this advice to those just starting out in the industry.
“Start small. Don’t overwhelm yourself. Choose your clients carefully. Make sure you have a good cash flow,” Mello said. “Work within your means. Be prepared to work seven days a week. No more than 40-hour work weeks if you are going to work for yourself.” Additionally Mello stresses the importance of giving back to the community. “We have donated machine time and re-graded the field for Swansea Little League. We regularly donate mulch and materials to Swansea schools in preparation for graduation ceremonies and events,” said Mello. “We also sponsored a local hockey team when they went to Lake Placid. They won a gold medal. Then, the Mayor of Fall River gave me a gold medal. It was great!” (This story also can be found on Construction Equipment Guide’s Web site at www.constructionequipmentguide.com.) CEG

Big Dig Highway Project Flaw May Cost $15B to Repair BOSTON (AP) Transportation authorities said the latest flaw discovered in Boston’s $15 billion Big Dig highway project is expected to cost $1 million to repair. Frank DePaola, the state’s highway administrator, said concrete road surfaces in the Central Artery tunnels that were supposed to last 30 years are failing in less than a decade, causing potholes and crumbling road surfaces that must be repaved. He told The Boston Globe the problem stems from a decision by the Bechtel/Parsons Brinckerhoff team that oversaw Big Dig design and construction to pave the project with concrete, more common in warmer climates, instead of traditional New England asphalt. That surface concrete is now separating from the structural concrete slabs below it. DePaola said the problem is a surface issue, not a structural or safety matter. Custom Built Equipment Set to Increase Productivity VINAGRO from page 4
it gained popularity. Recycling was simply a matter of economics, meaning you reuse and repurpose portions of the mixed waste stream, and dispose of what you had to. In today’s emerging recycling culture, it becomes much more complex. There are waste ban materials that cannot go into landfills, such as unprocessed wood, ABC, and metals. Nowadays, there are “green” tax credits for renewable energy plants, one of which J.R. Vinagro Corporation has signed with to be a major supplier of wood fuel segregated from its processing. In addition, J.R. Vinagro Corporation has other commitments from project owners for LEED Certification. It is all about recycling rates, and J.R. Vinagro Corporation provides cost-effective solutions to benefit Rhode Island, and beyond. Hilton said that J.R. Vinagro Corporation is planning an official ribbon-cutting grand opening for the C&D Processing and Recycling Facility tentatively scheduled for
August. The hours of the new facility will be 6 a.m. to 4 p.m. “I’m really excited about the opening of our new facility which houses state of the art equipment,” said owner Joseph R. Vinagro Jr. “This custom-built equipment will increase productivity and will recover more material from the waste stream. With the help of state and town officials we have been able to achieve our goal. I’m proud to say this facility will help reduce the current amount of materials being land-filled today. The benefit and impact this facility will have on the environment and recycling, far and above outweighs the financial commitment.” The company’s main office is located at 2208 Plainfield Pike in Johnston, R.I. Thousands of Dollars Needed to Repair Historic Vt. Bridge BRIDGE from page 1
drawn interest from history buffs who say it’s rare in at least two respects: It’s privately owned, while most of the estimated 750 covered bridges around the country are in municipal or county control. It’s also of a design developed by famed 19th-century New Hampshire bridge builder Peter Paddleford. A team from the National Society for the Preservation of Covered Bridges was due in Lyndonville on Aug. 11 to evaluate the condition of the bridge and develop recommendations on whether and how it can be preserved. The Elliotts have said they don’t have the money — estimated in the hundreds of thousands of dollars — to fix it themselves. Officials from several state agencies said the bridge and its problems were not in their jurisdiction. The Agency of Transportation likely
wouldn’t step in unless the covered bridge fell into the Passumpsic and the river backed up and began threatening a state highway bridge just upstream, said Shauna Clifford, a project manager based in St. Johnsbury. The Agency of Natural Resources might have to issue a permit for work in the stream to repair the bridge but wouldn’t initiate a project to fix it, said Mike Kline, river program manager. And Mark Bosma, spokesman of the state Division of Emergency Management and Homeland Security, said his agency would respond in the event of flooding. “While we’re concerned about any scenario that could potentially pose a threat to personal property or safety, we haven’t been contacted by anyone with a concern,’’ he said.
