development of these new criteria, and their continued efforts as we enter the implementation phase.” In 2013, the legislature established the Project Selection Advisory Council and charged it with developing a uniform, data-driven, and transparent approach to scoring and ranking capital transportation projects for funding. The new process, which MassDOT will begin to implement immediately, seeks to ensure that transportation dollars are spent in a multi-modal and strategic manner and are distributed in a regionally balanced way across the Commonwealth.

Petrowsky Features Nearly 1,500 Different Lot Items PETROWSKY from page 1
Lot after lot of construction, earth moving, site development, crushing and screening equipment, trucks, trailers, cars, motorcycles and related parts filled the grounds as hundreds came to bid in person and online, nationally and internationally. “Welcome! We cannot encourage you enough to please bid and don’t bid late,” said Sam Petrowsky in his greeting to buyers. “We appreciate your coming here. We appreciate it greatly. Thank you very much and good luck to each and every one of you.” Nearly 1,500 different lot items went up for sale. Petrowsky also mentioned upcoming summer auctions in Benton, Ga., Cambridge and Ohio, Fla., and Virginia before resuming new auctions in the fall back in North Franklin, Conn. Petrowsky is supervising a one-owner auction in Manchester, Vt., on July 18 and another one-owner auction in Benton, Ga., on Aug. 13. “This report represents real progress for MassDOT,” said Jeffrey B. Mullan, Council member and former MassDOT secretary. “Although there is much more work still to be done, the Council has laid the foundation for continued improvement in how the Commonwealth prioritizes its investments, an increasingly important issue today. I look forward to the implementation phase and to the additional work ahead.” Throughout the period of its work, the eight-member Project Selection Advisory Council held 12 public meetings and six public hearings across Massachusetts. The recommended evaluation process applies to two types of projects: (1) modernization projects, which replace and rehabilitate existing transportation assets, and (2) capacity projects, which add new transportation capacity or expand existing connections. Projects will be ranked according to a weighted formula that takes into account cost effectiveness, economic impact, environmental and health effects, mobility, safety, social equity, and system preservation.
“In the end, our aim was to develop a formula that would effectively evaluate the relative merit of each project, and to do so in a way that would not favor any one mode of travel, or any one region of the Commonwealth,” said Frank DePaola, Council member and interim general manager of the MBTA. “There is no question that there are a large number of worthy projects out there, but the question this formula seeks to answer is: how do we maximize our return on investment by funding the best possible projects within financial constraints?”The Project Selection Advisory Council’s report has been filed with the legislature, and implementation of the criteria is expected to begin shortly with the development of the FY2017-FY2021 capital investment plans for MassDOT and the MBTA. The Council has agreed to continue to advise and assist MassDOT and the MBTA through implementation of the recommendations. A Century in Planning: Vt. Trail Bridge Finally Opens BOLTON, Vt. (AP) In 1912, the Vermont Legislature budgeted $500 for a new foot bridge over the Winooski River, so hikers on Vermont’s north-south Long Trail wouldn’t have to make a 3-mi. detour. More than a century and $2 million later, the bridge opened June 12. The Burlington Free Press reported that the project turned out to be a bit more complicated than may have been understood 103 years ago. It ended up involving not just construction of the 224-ft. suspension bridge, but 300 acres of land acquisition and 6 mi. of new trail. But now the long-time goal of a more direct route through Bolton and across the Winooski River is a reality. The project was led by the Green Mountain Club, which established and maintains the Long Trail. Fundraising by
the hiking club was augmented this time by $500,000 from the state for land conservation and trail work. At the opening ceremony, Mike DeBonis, executive director of the Green Mountain Club, asked the crowd of about 100 who had gathered for the event, “Are we ready to open this thing, or what?’’ One of those attending the event was Tom Candon of Shelburne, who said he has walked the Long Trail, which runs along the spine of the Green Mountains the length of the state. He said the bridge would make the Winooski River crossing much more enjoyable. “It takes off about 3 miles of walking on hard surface of the road and you get back into the woods quicker,’’ he said. “That’s what it’s all about.’’ (This story also can be found on Construction Equipment Guide’s Web site at www.constructionequipmentguide.com.)
