Mayor Walsh Updates Jobs Policy Due to Boston’s Construction Boom Mayor Martin J. Walsh announced an increase in employment standards for the Boston Residents Jobs Policy (BRJP) and Boston Employment Commission (BEC) as part of an ongoing effort to create more employment opportunities for Boston residents, persons of color and women. The new standards address the need to create more inclusive employment opportunities during the third largest construction boom in Boston’s history. “The success of Boston’s growing economy relies upon our ability to open the doors of opportunity to all our residents, and remove barriers causing economic inequity throughout our city,” said Walsh. “We must work to ensure
that the construction industry reflects both the great talent and the great diversity Boston has to offer. By setting new goals for ourselves, we honor our commitment to creating a more prosperous, more inclusive city.” Since its creation in 1983, the Boston Residents Jobs Policy has been the city of Boston’s signature policy for ensuring resident employment on city sponsored, privately funded and federally mandated development projects within city limits. The updated ordinance requires, for the first time, that Boston residents represent a majority on each of the see JOBS page 18
John Deere Equipment Clears Way for Oakridge Dairy LLC Expansion A venerable Connecticut dairy farm has some big plans and is enlisting the help of a respected contractor and a sizable fleet of John Deere equipment. Adolph Bahler, an Illinois native, moved to Connecticut in the late 1800s to pursue his dream of starting his own farm. That dream came to life when he purchased a farm in Connecticut and began raising dairy cattle and growing potatoes and tobacco under the name of Bahler Farm. By the early 1900s, the farm was being managed by second-generation family The power of this 1050K dozer equipped with TopCon technology promembers John and Gottfried Bahler, who vides Pierce Builders’ operators with flawless efficiency. At that time, they decided to phase out of crop production Farm. They decided to add Oakridge Farm, which was located at 33 Jobs Hill Road, Ellington, Conn., into the operations and transitioned the farm into mostly dairy production. By the 1950s, Bahler Farm was being managed by the of Bahler Farm. In 2015, Bahler Farm and Oakridge Farm merged to form third-generation family members, Ken, Owen and Corbin Bahler. The farm was then milking 60 dairy cows in Oakridge Dairy LLC. The company is in the last months of its construction phase and will begin its commercial operations in the spring of 2017. This appointment is the result of an international recruitment that began late last summer. With an outstanding track record in the industrial sector, Mallet has considerable experience in sales, marketing and operations. He was until recently executive vice-president – North America of Dynacast, a manufacturing company with 23 plants and 6,000 employees worldwide. Throughout his career, Mallet has overseen acquisitions and integrations as well as turnarounds of plants and businesses. He is recognized for delivering solid operational and financial results, and for the performance of his sales teams. “I am very pleased to join a company that is creating a world-class cement company, built on innovation and the strength of a strong and experienced cement team. I share with the company shareholders their vision of making McInnis an environmental and sustainable development leader in the industry, as well as an industry leader in customer service. I hope to position McInnis as a key company in the Gaspé area, but also as an important contributor to Quebec’s economic vitality, as it enters North American markets in the coming months,” said Mallet. Chadwick-Baross Now Offers Prinoth Panther Product Line Prinoth, manufacturer of tracked vehicles, announces new agreements with distributors in the Northeastern region of the United States, Chadwick-Baross. Located in Maine, Chadwick-Baross will offer Prinoth’s full Panther product line for rental and sale at all of its locations. Already a Prinoth dealer for the Trooper and SW4S products, Chadwick-Baross, representing many manufacturers in the industry, is now adding tracked utility vehicles to its offering. Meeting the heavy equipment needs of the New England market, this new dealer has facilities in Westbrook, Caribou and Bangor, Maine, Concord, N.H. as well as in Chemlsford, Mass. “We believe this partner will service the northern portion of the northeast for our entire tracked utility vehicles business unit with dedication and care, as they have done for two other of our products in the past 40 years,” said Doug Little, director of sales for Prinoth’s tracked utility vehicles business unit. “Adding this product line came quite naturally for us. Having developed this relationship with Chadwick in the past years, we already know that both businesses can benefit from this partnership,” added Little. The Outcome of Years of Innovation Innovation is at the heart of Prinoth’s mission and vision. The company strives to always go further, and to create new generations of vehicles that fit the needs, realities and eco responsibilities of each of its customers. According to the manufacturer, Prinoth’s expertise in building utility vehicles and other machinery such as snow groomers has translated into designing the efficient and powerful Panther carriers. One aspect of this type of vehicle is the advantage of extremely low ground pressure. Prinoth vehicles allow crews to access hard-to-reach work sites while benefiting from the smoothest ride imaginable, according to the company. For more information, visit www.PRINOTH.com. MECALAC launches its commercialization in the United States Loading of the first container of MCR to the U.S.A.
Geographical development remains a priority of the French Mecalac Group. Present in most European countries, and Australia after 2014, Mecalac Group now opens the doors of the US market thanks to its recent collaboration with a dealer based just outside of Boston, Massachusetts. After this first step and aiming to support the commercial launching of Mecalac excavators and loaders in the American continent, Mecalac will exhibit its machines for the first time at Conexpo fair in Las Vegas in March 2017. By popular demand from entrepreneurs on the other side of the Atlantic, Mecalac established a distribution partnership with Massachusetts-based Lorusso Heavy Equipment, LLC (LHE) in February 2016. Going forward, LHE will ensure the promotion and commercialization of Mecalac machinery in all of New England, plus three more states: New York, New Jersey and Pennsylvania. As a first step LHE will mainly distribute the range of MCR crawler excavators and AX wheeled loaders. These two lines are particularly interesting for building and public works professionals, as they meet the needs of the North American market in the logic of intensification of urbanization work. Lorusso Heavy Equipment has plans to participate in multiple upcoming events to present the Mecalac range of machines to a selection of companies interested in exploring the advantages of the compactness and versatility of Mecalac excavators and loaders.
Taking place every three years in Las Vegas, next year’s Conexpo, held from March 7th-11th 2017, is the ideal venue to present the United States launch of the Mecalac brand. Conexpo presents a wonderful opportunity to showcase the high-performance standards of Mecalac machinery to an international audience.

create a more efficient, modern farm; which lead to the decision to further expand Oakridge Dairy by building a multimillion dollar facility, which includes a 350,000-sq.-ft. free style barn that will have the capacity to hold 3,000 cattle, and a rotary milking parlor that will have the ability to milk 66 cows at one time in 10-minute intervals, and an impressive 30 million gallon manure lagoon that is more than 700 ft. long and 30 ft. deep. Oakridge Dairy is striving to create a transparency between the public and the dairy business. It wants to educate the public on what goes on behind the scenes during the daily operations of the dairy farm, so people are not only informed on how the business operates, but exactly where their milk and produce come from, how farmers care for the environment, and also the quality of care that their animals receive. To do so, Oakridge is now scheduling public tours (For more information, visit www.oakridgedairy.com.) Turning a Dream Into Reality Oakridge Dairy could not accomplish this vision on its own, and it will take a crew of different contractors to turn this into a reality. Oakridge Dairy contracted Pierce Builders, owned by brothers Hal and Brian Pierce and located in Granby, Conn., for the land clearing and site work for the project. The scope of this project requires an extensive fleet of equipment to move an average of 10,000 cu. yds. (9.144 cu m) of earth, per day. Pierce Builders uses John Deere equipment, some of which includes an 844K loader (named “Sandy”) that is operated by Hal’s wife, Alescia. Other John Deere equipment in the Pierce Builders fleet includes 300D and 370E articulated trucks, 380G excavators, an 850K dozer and the brand new 1050K dozer. “We’re able to do what we do because of the machines and support from John Deere,”
said Hal Pierce. “I’ve owned these machines for years and have had very little problems with any of my purchases. “Our dealer rep, Greg Hurlburt, with W.I. Clark Company, has been great at helping us get the most out of the machines through uptime services like JDLink and TopCon Solutions. For example, my fleet of JD articulated trucks on this site, and all of my sites, allow us to weigh and track exactly how much earth we are moving in each load. Our JD equipment, which is all equipped with TopCon GPS technology, allows us to survey all of our own job sites ourselves without hiring a third party surveyor. Our JD dozers and excavators, which are also equipped with TopCon technology, allows our operators to flawlessly clear and grade the land with more efficiency and more production than ever before.”
Using Deere Products, Working With W.I. Clark “I have nothing but good things to report,” Pierce said. “They really work together with their customers. “We enjoy a great relationship with W.I. Clark Company. They have been first rate when it comes to helping us get the most from our John Deere equipment through uptime services like JDLink, and helping us select and finance the machines that will grow with our business. “We like to know exactly what’s going on with the equipment and materials on our job site. I’ve even counted cycles with a stop watch because that’s what it took to be certain we can live up to our promises when bidding a project. JDLink tracks all machine activity at any point in time, anywhere I am. I look at my iPad and see what time each machine starts in the morning; how many loads it moves during the day; how much material was moved for the fuel that was burned; and if a machine is idling too long and what needs to be done to correct the situation. “JDLink has positively impacted our botNot everyone can see the benefit of washing and detailing equipment at the end of every day, but to Hal Pierce, the pride and professionalism that it tom line. The contractor’s employees wear distinctive Pierce-red hats, shirts, jackets and turtlenecks. They provide them with matching red business cards, pens, and notebooks.
The company’s fleet of red trucks, however, features another color in its vinyl graphic vehicle wraps — John Deere yellow. “We’ve always taken great care of our equipment because it takes great care of us,” Hal Pierce said. “To my thinking each piece in our fleet is a rolling business card — so we wash each of them every day to hopefully place this thought in our current and potential customers heads: If I hire Pierce see DAIRY page 14

PROVIDENCE, R.I. (AP) A Connecticut construction company working to rebuild the southbound bridge section of the Providence Viaduct on Route 95 is suing the state for breach of contract. The Providence Journal reported the suit filed in September says Manafort Brothers Inc. is asking the state for damages “in excess of $4 million’’ for extra work the company performed as the project fell behind schedule. The project started in 2013 and was expected to end last year. Manafort had signed a $66.8 million contract but the Department of Transportation’s most recent quarterly report estimates construction costs will total $74.4 million. DOT spokesman Charles St. Martin said the report pegs the initial estimated cost at $68.9 million. The state has paid Manafort $64.1 million as of Sept. 30. It countersued in October. Mayor’s Ordinance Aims to Help Women, Minorities Find Jobs JOBS from page 1
covered construction projects and makes a bold statement about the changing nature of Boston’s demographics. The new employment standard increases the percentage of Boston residents and workers of color and women on each development site, and applies the same standards to apprentices. The ordinance is as follows: • At least 51 percent of the total employee work hours and 51 percent of the total apprentice work hours in each trade on a covered project shall be by Boston residents; • At least 40 percent of the total employee work hours and 40 percent of the total apprentice work hours in each trade on a covered project shall be by people of color; • At least 12 percent of the total employee work hours and 12 percent of the total apprentice work hours in each trade on a covered project shall be by women. “The revised ordinance creates, from the Boston Jobs Coalition’s perspective, a significantly stronger tool in our fight for equity for Boston workers of all races, workers of color and women in Boston’s booming con-
struction industry,” said Chuck Turner, former city councilor and consultant to the Boston Jobs Coalition. “It also strengthens our fight against this region’s escalating income inequality. We thank Mayor Walsh for this significant step forward in our fight for economic justice.” In an effort to streamline the compliance process, the BEC will now be responsible for compliance review of all covered projects, including those monitored by the Boston Planning and Development Agency, and the City Council will hold a hearing to review the work of the Boston Employment Commission twice per year. The Mayor’s Office of Economic Development worked together with community advocates and stakeholders in the construction industry in developing the revised ordinance that addresses the changing nature of Boston’s demographics and the need to promote equity in a vital economic engine of Boston’s growth. Final Roadway Project Under Way on Spaulding Turnpike Roadway construction has started on the final roadway project on the NewingtonDover corridor on the Spaulding Turnpike. This project involves the widening of the Spaulding Turnpike from the Woodbury Avenue interchange 3.2 mi. (5.15 km) north to a point 3,000 ft. (914 m) past the Dover Toll Plaza. It will create eight lanes between Exit 3 and Exit 6 on the Spaulding Turnpike, and will provide the final roadway match to the new Little Bay bridges. Work includes reconstruction of the Exit 6 Interchange, including the replacement of the U.S. Route 4 bridge; the construction of a roundabout at the intersection of Route 4 and Boston Harbor Road; improvements to Dover Point Road west and Boston Harbor Road; and the construction of soundwalls from the Little Bay Bridge to a point north of the Dover Toll Plaza.
Work scheduled for 2016 includes the establishment of staging areas, clearing operations; construction of erosion control measures; and the construction of roadway widening and embankments in the Exit 6 area to facilitate the construction of the new Route 4 bridge, and partial soundwall construction. Motorists proceeding through this area should expect daily construction activity next to the roadway, with construction vehicles entering and exiting the work area on a regular basis. Severino Trucking Company is the general contractor for the $67 million project, which is scheduled to be complete in October of 2020.
