New England Clean Power Link Earns Presidential Permit TDI New England (TDI-NE) announced the United States Department of Energy (DOE) has issued a Presidential Permit for the New England Clean Power Link, a 1,000 mW buried electric transmission line that will connect New England with eastern Canada. A Presidential Permit is required for the construction, operation and maintenance of electric facilities connecting at the international borders of the United States. Of the more than half dozen proposed transmission lines aimed at importing renewable electricity into the New England market, the New England Clean Power Link is the only project to have obtained all necessary siting permits. In addition to the Presidential Permit, the project recently secured critical regulatory authorization from ISO-New England, which approved the project’s I.3.9 application. An I.3.9 authorization confirms the New England Clean Power Link can reliably connect to the regional electric grid. To connect to the New England electric grid, all energy projects must obtain this approval from ISO-New England. Vermont Gov. Peter Shumlin said, “The New England Clean Power Link is a well-designed, innovative transmission project that the Green Mountain State looks forward to hosting. The project will help reduce carbon emissions in our region, provide ratepayer benefits for Vermont, and will fund important Vermont-based programs, including support for our Clean Energy Development Fund and the cleanup of Lake Champlain.” TDI CEO Donald Jessome said, “We are extremely pleased that the DOE has issued a Presidential Permit for the New England Clean Power Link and authorized a new cross-

border interconnection with Canada. This interconnection is a vital link that will unleash low-carbon, cost-effective electricity from Canada for the benefit of New England, replacing fossil-fuel generators and lowering energy prices. We are particularly grateful for the cooperation from the federal agencies and the project’s host state of Vermont.” Blackstone Senior Managing Director Sean Klimczak added, “The New England Clean Power Link is a high potential project that we and our supply partners believe is well positioned to respond to the forthcoming Massachusetts clean-energy solicitation for 1,200 mW of base load hydropower and onshore wind. Blackstone is proud to support a project that will provide environmental and economic benefits to New England ratepayers for decades to come.” Sandra Levine, senior attorney with the Conservation Law Foundation, said, “TDI-NE’s buried, transmission line in Vermont shows that the facilities needed to transport electricity can meet high environmental standards and be developed in a responsible, cooperative manner.” Dave Alward, consul general of Canada in New England, added “Canada-New England clean-energy opportunities have never been stronger. We now need new cross-border clean-energy transmission projects. These projects will further strengthen our energy relationship, provide clean, affordable and reliable power to homes and businesses, and make real progress in our joint efforts to reduce emissions and address climate change.” The DOE issued the Presidential Permit after receiving concurrence from the U.S. Departments of State and Defense, and after consulting with the U.S. Army Corps of

Engineers, Fish and Wildlife Service, Coast Guard and Environmental Protection Agency. The Vermont Public Service Board previously issued Section 248 and Section 231 permits for the project, and the Vermont Agency of Natural Resources and Army Corps of Engineers issued nine other permits confirming that the construction and operation of the Clean Power Link will be in compliance with Water Quality Standards and the federal Clean Water Act. The Presidential Permit can be viewed at: http://www.necplink.com/docs/PresidentialPermit.pdf About the New England Clean Power Link The New England Clean Power Link is a proposed 154mi. (248 km) underwater and underground transmission line that will deliver 1,000 mW of clean, lower-cost power to the Vermont and New England market. The line is being developed with private-sector financing by TDI New England and will originate at the United States-Canadian border and travel approximately 97 mi. (156 km) underwater down Lake Champlain to Benson, Vt. The cable will then be buried along town and state road and railroad rights-of-way or on land owned by TDI New England for approximately 57 mi. (91.7 km) to a new converter station to be built in Ludlow, Vt. The project is expected to be in service in 2019, at a cost of approximately $1.2 billion. About TDI New England TDI New England is a Blackstone Portfolio Company. New York-based Blackstone is a global leader in alternative asset management with more than $330 billion currently under management. The TDI New England team is made up of the same leadership team currently developing the Champlain Hudson Power Express in New York State. That project has received all major federal and state permits required to proceed. The developers have a strong track record of working in partnership with local elected officials, community groups, and other stakeholders to develop projects that meet unique energy needs of growing economies, while minimizing local impacts. New England Conservatory Builds New Student Life Center By Brenda Ruggiero CEG CORRESPONDENT
design excellence sets a standard. Our pleasure has been designing a building that is both home and workplace, incorporating acoustic excellence, sustainability, and construction quality; pragmatic, but dynamic in its design expression and its functions.”
Several challenges with the project were noted by Ed Lesser, SVP of finance and operations and CFO of the NEC, including the small urban footprint of 10,000 sq. ft. (929 sq m); regulatory hurdles created by the project area being surrounded by historic buildings; the fact that the building is located on the Boston (Back Bay) landfill; the high water table; and addressing full programmatic requirements. Lesser noted that the project is unique for several reasons, including its high end technical infrastructure; the façade of terra cotta tiles; the fully flexible, technology equipped theater space; and the fact that it is being done in conjunction with a federal earmark for renovating the streetscape surrounding the building. Following a six-year planning process, the NEC Board voted to begin construction of the new center on Feb. 25, 2015. The project is the Conservatory’s first new construction since 1959. A groundbreaking ceremony was held on May 5, 2015, including board members, donors, faculty, staff, students, government leadNew England Conservatory photo ers and arts leaders. Symbolic
New England Conservatory (NEC) in Boston is awaiting the completion of a new Student Life and Performance Center (SLPC). This anticipated addition will provide students and faculty with state-of-the-art facilities that will accommodate the needs for rehearsal, lesson, practice and classroom space of the resident students, as well as those participating in Preparatory and Continuing Education programs. The center will feature a college student residence at the top of a student life complex. Plans are for it to include a new state-of-the-art library, as well as an Opera Studio with backstage and dressing rooms; an orchestra rehearsal room (for more than 100 musicians); and large ensemble room (for 25 players). In addition, there will be a 200-seat black box theater. The student residence will have 252 student beds, a dining hall and a commons area. Construction of the center began in May 2015, and a temporary occupancy permit is expected in April 2017. The building will be fully occupied with students in August 2017. The This anticipated addition will provide students and faculty with state-of-the-art facilities. see CONSERVATORY page 16 SLPC will open in the fall of 2017, coinciding with the celebration of the Conservatory’s 150th anniversary. The full dollar amount of the project is $85 million, with monies coming from a combination of fundraising and tax exempt borrowing. The contract was awarded to Tishman Construction Corporation, under the direction of James Anderson. The design was by Ann Beha Architects and Gensler Boston. Beha’s firm, which is headquartered in Boston, also steered the restoration of NEC’s historic Jordan Hall from 1994 to 1995, receiving numerous awards for historic preservation and illumination. Tishman previously executed the $21 million exterior renovations of the Conservatory’s four buildings from 2009 to 2010, winning numerous awards for historic preservation and green initiatives. “The building and its new streetscape should welcome students, their families and faculty and the greater and passionate musical community, to NEC,” said Beha. “Architecturally, this means creating spaces where performance and practice and daily life are kindred spirits; where learning, relaxation and comAndrew Hurlbut photo munity are well supported; and where Construction of the center began in May 2015, and a temporary occupancy permit is expected in April 2017.

RIDOT Completes Route 138 Resurfacing Ahead of Schedule Rhode Island Department of Transportation (RIDOT) officials were joined by Sen. Jack Reed at a ceremony to mark the completion of a resurfacing project to address poor pavement conditions on parts of Route 138 in the South Kingstown villages of Kingston and West Kingston. The $1.1 million project wrapped up on budget and two weeks ahead of schedule. RIDOT resurfaced about 1.5 mi. (2.4 km) of roadway on certain sections of Route 138 between Fairgrounds Road in West Kingston and approximately 700 ft. (213 m) east of the intersection with Route 108 in Kingston. This included most of the heart of historic Kingston village and the Kingston Railroad Bridge. The project began in late September to provide relief for motorists from poor riding surfaces until a more comprehensive resurfacing project is scheduled. “For the second week in a row, we’re pleased to visit South County to deliver the good news that we’ve completed work ahead of schedule,” said Peter Alviti Jr., RIDOT director. “With thousands of people using Route 138 every day, we at RIDOT understand the importance of making sure our roadways create a positive first impression for the state.”
“I am pleased to have delivered federal funding to help make our roadways safer and smoother. Ensuring all our streets and roads are in good condition takes an ongoing team effort and significant investment. I commend RIDOT and Gov. Raimondo for taking concrete steps to advance transportation projects like this and I will continue working at the federal level to help rebuild and enhance our transportation infrastructure,” said Reed, the ranking member of the Transportation, Housing and Urban Development, and Related Agencies (THUD) Appropriations Subcommittee, who secured $12 million in federal funds for road improvements along Route 138. “Completion of this project is an excellent example of what happens when state agencies work together to serve the public,” said David M. Dooley, URI president. “I am deeply grateful to the leadership and workers of the Rhode Island Department of Transportation for hearing our concerns and acting on them with urgency. Route 138 in Kingston Village is now a much safer, smoother and more pleasurable way for our students, faculty, staff, alumni and visitors to get to the campus.”
The resurfacing project is the first in a series of projects to address roadways, intersections and bridges along the Route 138 corridor in South County, as outlined in RIDOT’s 10-year plan. Combined, approximately $28 million will be invested in the corridor. Upcoming projects in RIDOT’s 10-Year Plan include: • Bridge Group 54 — Rehabilitation of the Kingston Railroad Bridge, which carries Route 138 over Amtrak’s Northeast Corridor in West Kingston, and the Kingstown Road Bridge, which carries I95 over Route 138 in Richmond. They will be built as part of a $10 million project with construction funding programmed starting in Federal Fiscal Year 2018. • Route 138 Kingstown Road Contract 1 — An initial roadway reconstruction project for Route 138, from Railroad Avenue to Route 108, with construction funding of $9.45 million programmed starting in Federal Fiscal Year 2020. The project includes new roundabouts at the intersections of Route 138 and Plains Road and Route 138 at the entrance to the Keaney Athletic Complex. • Route 138 Kingstown Road Contract 2 — A second roadway reconstruction
project for Route 138, from Route 2 to Fairgrounds Road, with construction funding of $7 million programmed starting in Federal Fiscal Year 2022. The project includes a new roundabout at the intersection of Route 138 and Route 2. • Roundabout at Intersection of Route 138 and Route 112 — Construction of a roundabout at this intersection in Richmond, with construction funding of $1.5 million programmed starting in Federal Fiscal Year 2022. • Bridge Group 25 — Bridge preservation activities at three small bridges along Route 138, crossing Mitchell Brook, the Chipuxet River and Chickasheen Brook, all in South Kingstown. These are part of a larger 37-bridge preservation project with construction funding of $9.26 million programmed starting in Federal Fiscal Year 2023. Bridge preservation activities address minor bridge repair issues that, if left unchecked, would result in more extensive rehabilitation or replacement projects, which are on average three to four times as expensive to complete. shovels of sand were included, along with speeches that paid tribute to the many people who had supported the project from its inception and musical selections from NEC brass and jazz. Several unique features can be found throughout the area. To enhance illumination inside and allow visibility of interior activities from the street, the SLPC will feature numerous glass surfaces on the lower levels, including a prow-like extension of the Orchestra Rehearsal Room. Inside, a notable highlight will be the Opera Studio/Black Box Theatre, a performing space that can be arranged in a variety of configurations for a variety of musical genres. The new two-level library will re-integrate the Conservatory’s audio resources and its collection of printed material, which are now housed in separate locations. The Dining Commons, for which there will be public access, will not only offer places to eat, but also a venue for small ensemble performances. The streetscape will also be improved with the addition of plantings, benches and trees. “Having everything in one place will be a wonderful way to bring people together,” said student violinist Robyn Bollinger. “Being able to practice, rehearse and relax will be so much easier. One can go back and forth quickly. You can take some down time and then jump back in. It will offer a great benefit for the health and happiness of the student body.”

removal services to the school. Sheehy equipped them with 14-ft. (4.3 m) snow pushers and set to work. The machines could fit well in tight spaces, such as the university’s parking lots where lots of cars and students traversed. The operation was efficient, and soon, the city of Lowell took notice. Following the success of the university contract, the city of Lowell contracted Kilmoyley to provide snow removal services throughout the area. The workload began to expand, too. Kilmoyley started to provide general construction services to Lowell, and began fixing emergency sewer breaks, clearing out job sites, handling materials and more. It was at this point in 2015 that the company further expanded its fleet, adding a 4 cu. yd. (3 cu m) SDLG LG958 to its roster. “The LG958 is great for loading, dumping and stockpiling snow. The main reason I got the bigger machine was for huge snow dumps, and it turns out, this machine saved me,” Sheehy explained. “In January of 2015, we had what people here called the ‘Hundred Year Storm,’ and it snowed every day for seven weeks straight. I had all of my SDLG wheel loaders working 24/7 around the university and the city and I never had a problem.” During the “Hundred Year Storm,” Kilmoyley had the SDLG machines dumping and stockpiling snow at stockpiles that were more than 20 ft tall, most of them on parking lots and soccer fields that weren’t in use. They also were feeding 25 dump trucks around the city that were collecting the snow. The job was so relentless, Sheehy rented out his SDLG wheel loaders to other companies when his operators had completed their own shifts. “The machines do great with snow
removal because there aren’t many electronics on them, so over time the salt won’t cause as much damage,” he said. “Also, they are all registered with the city, so I can drive them on the street from job to job. They have plenty of lights, beacons and flashers, so I can drive them all over.” Sheehy credits the contracts with UMass and the city of Lowell with helping Kilmoyley change direction — what was once mainly a utility company has now grown into a company with an ever-increasing range of work. He now employs anywhere from seven to 11 employees at one time, and is winning new projects that will continue to expand Kilmoyley’s services throughout the region. Sheehy said that should he need more wheel loaders, he would again call on Woodco Machinery and SDLG. “I’ll be keeping these SDLG machines even when the contract is up because I feel very confident in them to handle future jobs. The city is hiring us for more utility work, and I’ve won some new concrete and masonry jobs, along with sidewalk, drainage, paving, electric and excavation projects,” he said. “These wheel loaders will be great for all of these applications, even if they’re just moving materials. If I need more wheel loaders, I’ll buy more SDLGs. For the quality and the price, it’s a no-brainer.” Woodco Machinery is based in Woburn, Mass., and is an SDLG distributor for eastern Massachusetts and Rhode Island. In addition to the full SDLG lineup, the company stocks a wide range of construction equipment and has a team of well-trained sales and serviceman to back its products.
