Blasting Restrictions Put Into Effect Along Pa. Thruway Construction of the southern section of the Central Susquehanna Valley Thruway (CSVT) is about to begin and, when it does, blasting will be scheduled to accommodate eagles nesting nearby. On May 2, the Pennsylvania Department of Transportation (PennDOT) awarded a $115 million contact to Trumbull Corp. of Pittsburgh for the earthmoving on the CSVT section between the north end of the Selinsgrove bypass and a new state Route 15 interchange south of Winfield. A notice to proceed will be given to Trumbull in a few weeks after which it will provide PennDOT with a work schedule, Matt Beck, plans engineer with the transportation agency, told PennLive.com, the digital platform for the Harrisburg PatriotNews. That schedule will instruct Trumbull to not perform any blasting from Jan. 1 to April 30 within a half-mile of an eagles’ nest on wetlands in the vicinity of the Penns Valley Airport, north of Selinsgrove. PennLive.com noted that the directive is in keeping with U.S. Fish and Wildlife Service (FWS) guidelines recommending all activities that produce extremely loud

noises be avoided within a half-mile of active nests unless greater tolerance to the activity has been proven by the eagles in the area. The date range of the restriction is to protect eagles during the egg laying, incubation and brooding phases of their breeding season, Beck said. If the birds are forced from the nest during cold weather the eggs could freeze, said Dan Brauning, a retired supervisor of the Pennsylvania Game Commission’s wildlife diversity program. It takes 10 to 12 weeks for the eaglets to fly, and they are dependent on adults for a period after that, he explained. Beck said a noise analysis is being performed to get a better understanding what the level will be during blasting operations and what the eagles are accustomed to with nests so close to the end of the Penns Valley Airport runway. PennLive.com reported that if the noise level is lower than what eagles are accustomed to, and if FWS and the state Game Commission concur, blasting may be allowed in March and April. PennDOT anticipates the closest area to

the nest that will require blasting is approximately 1,800 ft., Beck said. Work along existing roads, including state Route 204/Mill Road, will be about 700 ft. from the nest, he said. PennLive.com reported that the no-blasting period has been incorporated into the construction schedule and it will not affect the projected 2027 completion of the southern section. Eagles Spotted in Nest Along Penns Creek The eagles’ nest, visible from Route 204, is in a wetlands area along Penns Creek established by PennDOT three decades ago as part of a U.S. Highway 11/15 widening project. It was brought to the attention of the transportation department by area residents and the Middle Susquehanna Riverkeeper Association, PennLive.com noted. John Zaktansky, who lives about a mile away, said there was no activity at the nest in 2021, but two adult eagles have been observed this spring. Brauning told the Harrisburg-based news source that it is gratifying to see the collab-

oration of agencies to protect the nest. “Eagles are not the birds of pristine wilderness that we once thought,” he added. “Just think about the number of nests that are literally within feet of an active highway.” Beck said it is not unusual for PennDOT to have environmental restrictions on construction projects. He pointed to others on the southern section of the CSVT, including a tree-clearing effort to protect a bat species, and at an excavation in an approximate 1.5-mi. stretch where there is rock containing pyrite. That excavation will not be allowed during cold weather because the compound used to treat acid runoff contains water that would freeze, causing damaging to the pyrite formation, he explained. While construction is about to begin on the southern section, work on the CSVT’s northern section, including a 4,545-ft.-long bridge across the West Branch of the Susquehanna River, is nearing completion. That section, between the new U.S. 15 interchange south of Winfield, and the intersection of Routes 405-147 near Montandon, is to be opened to traffic late this summer. 

PennDOT Performing Massive Rebuild of I-80 Interchange The East Stroudsburg interchange at Interstate 80 is undergoing a major construction rehabilitation, which is to include roadway expansion, new bridges and multiple traffic roundabouts in the northeastern Pennsylvania city — all to stay in step with the community’s growth and development. The $93.9 million “Eastburg Project,” as it is known locally, recently broke ground and construction crews are under way at the Exit 308 site, the Pocono Record in Stroudsburg noted on April 26. The twin communities of East Stroudsburg-Stroudsburg have experienced a tremendous amount of growth in the past decade, the newspaper said, and continues to see more expansion with nearby residential and commercial developments. According to the Pennsylvania Department of Transportation (PennDOT), this has pushed the traffic volumes beyond the capacity intended of the current infrastructure. This section of the I-80 corridor sees an average of nearly 80,000 vehicles daily, of which 22 percent are trucks, revealed PennDOT. Exit 308 also is known as the Prospect Street exit and brings in daily traffic to Lehigh Valley Hospital — Pocono, East Stroudsburg University, downtown East Stroudsburg’s Crystal Street and the shopping plazas along Lincoln Avenue that include Walmart and the Giant Food Market. The rebuilding effort was originally slated to start in 2020, prior to the COVID-19 pandemic. PennDOT has begun installing barriers along I-80 at the Prospect Street exit, signaling the start of a four-year construction project that will last through July 2026. Rebuild Promises New Look, Feel to Exit 308 According to a project report found on the PennDOT website, the general contractor for the interchange rebuild is J.D. Eckman Inc., based in Atglen, Pa. “The project is going to replace the Prospect Street bridge over I-80 and also the bridge that carries over Lincoln Avenue,” said Ron Young, an officer of PennDOT. “It will extend ramps on and off I-80 and will bring new roundabouts on both sides of I-80 at this intersection. These roundabouts will be like the one at the Delaware Water Gap Exit 310.” The reconfiguration of the Exit 308 interchange also will bring a fresh look and feel as the two roundabouts will lead to the creation of several local street realignments, Young explained, as well as add a signal at the new T-intersection of Prospect Street and Forge Road/Greentree Drive and bring signal improvements to the Prospect Street and East Brown Street intersection. widened from its current four lanes to six lanes in east Stroudsburg, and the Prospect Street Bridge will be replaced. That overpass is being designed to meet the current vertical clearance standards over I-80, making it taller and wider. A little further west, the project also will rebuild the mainline bridge over Lincoln Avenue and the former DL&W Railroad. PennDOT noted the reconstruction of the interchange ramps will make them longer than the existing ramps to allow traffic to better get up to speed and to slow down. The rebuild also will create several retaining walls along I-80 to limit the impact on the right-of-way.

They will complete their installing of new traffic signals and cameras, sidewalks and curbs, plus building a water and sanitary sewer line on the adjacent Smith Street. Finally, this part of the project will focus on wrapping up the last of the construction, and opening traffic onto all the new structures. East Stroudsburg Borough Manager Brian Bond lauded the I-80 Exit 308 Interchange project when he told the Pocono Record that when completed in 2026, “It will feel more like a gateway, welcoming people entering East Stroudsburg Borough from Interstate 80. Prospect Street will be widened from East Brown to Center Street and lined with sidewalks and decorative lighting.” East Stroudsburg Project Latest Step in I-80 Rebuild The Exit 308 reconfiguration was described by PennDOT as the next step in a long-range plan to widen and improve the interstate from the Delaware River at the point where the highway enters the state from New Jersey. Part of the effort includes raising bridges to accommodate tractor trailers passing underneath them. The Pocono Record noted that three bridges on I-80 have already been built in Pennsylvania from the Delaware Water Gap Plaza, along with new ramps, roundabouts and some expansion of the interstate. PennDOT’s overall I-80 Reconstruction Project includes another 3.5 mi. of interstate roadway reconstruction, encompassing Exit 307 to a point just west of Exit 303, all with similar interchange plans and a new flyover lane taking westbound traffic to U.S. Highway 209 and a newly constructed full interchange off I-80 accessing both directions of PA Route 611 at the Shoppes at Stroud Plaza. Changes to the existing Main Street and Dreher Avenue exists also are planned. Young said the next portion of the I-80 Reconstruction effort is in the final design stage. “If all moves according to plan, [the design] should be done by end of this year and then out for bid,” he explained. “[The rebuild] could possibly break ground sometime next year.” 

This section of the I-80 corridor sees an average of nearly 80,000 vehicles daily, of which 22 percent are trucks, revealed PennDOT.

Reconfiguration of Interstate Exit Complex Affair PennDOT outlined the focal points of the five stages of the Eastburg Project just before the work began: • Stage 1 will include putting up signage and temporary signals and beginning construction at the Green Tree Drive area as it approaches the interchange. Some single direction detours will be in place along Forge Road/Lincoln Avenue while crews will build temporary ramps and shift traffic onto them. In addition, construction of the new Lincoln Bridge is set to take place while demolition of the older bridge will start. Building retaining walls and a sound barrier as well as constructing a water line and sanitary sewer line at multiple project points is also planned. • Stage 2 also will see additional temporary ramp and shoulder work along I-80, plus construction of new ramps, retaining walls, embankment slopes, roundabouts, temporary pavement along Prospect Street and Brown Street, storm water and sewer line installations, stream mitigation measures along the tributary to Broadhead Creek,

sewer and water line work, in addition to razing the Lincoln Avenue bridge and constructing its replacement. Ramp building will continue along I-80, along with installing the Greentree Drive/Forge Road roundabout. • Stage 4 is to include construction of the eastbound off ramp from I-80 with traffic being diverted onto the new permanent ramp. It also will create traffic shifts on I-80 westbound as construction continues to widen the road. PennDOT said this phase will have a continuation of bridge demoli-

Delaware State University Asks for $26.2M for New Construction With plans to substantially grow its enrollment in the next eight years, Delaware State University (DSU) is asking the state for money to upgrade its football stadium and transform the former Dover Library into a research lab. In total, DSU requested $26.2 million in capital improvement funding from the state, with two construction projects highlighted for those monies. The university had an enrollment of 5,649 students in the fall of 2021, but the Delaware Business Times reported that DSU hopes to have close to double that many students by 2030, and to accommodate the exponential growth, the university will need to add to or renovate its existing space. Modern Stadium May Help Attract More Students A request of $7 million would help the state’s lone historically Black university (HBU) in Dover to build more seats and amenities at the college’s Alumni Stadium. First opened in 1957, DSU’s stadium has

approximately 7,100 seats in the stands around a football field and running track. University President Tony Allen would like to add another 400 seats as well as a hospitality club, premium suites and other spectator concessions, reported the Delaware Business Times on April 1. “What you see is a beautiful field, but what you may not see is a state-of-the-art stadium and seating,” Allen told a state committee March 31. “We believe athletics in many ways is the gateway to universities like ours, and so we want to build capacity to have a stadium that feels like the university that we are becoming.” In his two years as DSU’s president, Allen, and his administration, have been bullish on growing the HBU in terms of enrollment, space and prestige. The university has added a 50-acre campus in downtown Dover, and recently cut the ribbon on a new facility fronting the St. Jones River geared toward its graduate and continuing education programs. see DSU page 94

Treasury Dept to Build $1.4B Facility in Md. to Print Money The U.S. Treasury Department announced recently that it will replace its main currency-printing plant in Washington, D.C., with a new $1.4 billion production facility in Beltsville, Md. The federal government will build the Bureau of Engraving and Printing (BEP) plant on the current site of the Beltsville Agricultural Research Center, a federal facility, in Prince George’s County. Maryland Gov. Larry Hogan said in a recent news release that the “environmentally conscious production facility” will produce paper currency and other federal security products.” In late April, title to the 104-acre site was transferred from the U.S. Department of Agriculture to the Treasury Department, according to Lydia Washington, a spokesperson of the BEP. “This is an important milestone in the project,” she told Maryland Matters. The design of the currency production facility is ongoing, with an expected conclusion during the summer of 2023. Following that, the construction of the new BEP will get moving under the supervision of the U.S. Army Corps of Engineers. If the timetable holds, Federal Reserve

notes should roll off the presses at the plant later that year. The new BEP facility will replace the current 108-year-old plant on 14th Street, overlooking the Tidal Basin in southwest Washington. Bureau Director Len Olijar, told WTOP Radio in Washington that the printing plant “is a very challenging facility for us to produce in.” “[It] is more than 100 years old, very inefficient for 21st century manufacturing,” he elaborated. “It’s hard to maintain temperature and humidity, and both temperature and humidity affect paper significantly when you’re printing.” New Facility to Be One of Only Two Such Plants Convincing the federal government to open a new BEP facility in Maryland had been a priority for the state’s congressional delegation for years, according to Maryland Matters. In addition, the state’s Department of Commerce has supported the project since 2019 when the BEP announced that the state was under consideration for the new site, according to the governor’s recent statement. He added that the department

was involved with the selection process by coordinating conversations between the BEP and state agency partners and facilitating the federal project’s needs to see how else the state can help. “Over the past three years, the U.S. Bureau of Engraving and Printing and the state of Maryland have worked closely on evaluating the potential for this Beltsville facility and determining how we can best work together to make this project successful,” Hogan said in his media release. “Learning that the land has been transferred is another step in the right direction for moving this project forward. We look forward to seeing the Bureau and its hundreds of employees call Maryland home.” Treasury officials are planning to employ at least 850 people at the new BEP site, the governor added, with 600 other employees working remotely. “We take pride in knowing that Prince George’s County will be one of only two locations in the country where U.S. currency is printed,” said David Iannucci, president of the Prince George’s County Economic Development Corporation. “Increasing the number of federal jobs, and federal investment, in the county have

long been a key part of our strategic focus for growing the county’s economy.” Another plant in Fort Worth, Texas, is the only other facility where the federal government produces all seven denominations of paper currency. It opened in 1991 to meet an increase in production demand. Currently, money printed at the Texas facility includes the letters “FTW” to indicate its origin, noted Maryland Matters. It is still unclear how currency printed in Beltsville will be marked. “There will have to be some indicator,” Olijar said in his remarks to WTOP Radio. “There will be a way to tell that those notes are coming from the Beltsville manufacturing facility.” Maryland Matters also reported that the state is working with the federal government and Prince George’s County to ease traffic and improve intersections near the new plant, including Maryland Route 201, the Baltimore-Washington Parkway and Powder Mill Road. In addition, Maryland also is being considered for the new home of the FBI’s headquarters. The choices have been narrowed down to three, with proposed sites in Greenbelt and Landover, in addition to Springfield, Va. 

One Year Late, Virginia’s I-95 Express MassDOT Wants New Lanes Expansion Set to Open in 2023 Designs for Replacing The expansion of the Interstate 95 Express Lanes project to the Fredericksburg area of northern Virginia is now slated to be finished late in 2023, more than a year behind schedule, toll operator Transurban announced May 2. The new timeline comes months after the Virginia Department of Transportation (VDOT) and Transurban said the project was held up by a contractual dispute over soil conditions. That dispute has been settled and construction of the new toll lanes is now 60 percent complete, on pace for opening in December 2023, the toll company told the Washington Post. The news source reported that the project, a public-private partnership between Virginia and Transurban USA, will deliver a milestone in the state plan to create a network of more than 90 mi. of high-occupancy toll lanes in northern Virginia. Work on the 10-mi. extension began in 2019 and was expected to be finished this October. The project delays, along with the contract dispute, were blamed on challenges with the area’s soil, including a plastic clay and silt material that officials said requires a different approach to construction. Transurban and its contractor, a joint venture between Roanoke-based Branch Civil and Flatiron Construction’s Mid-Atlantic Division in Morrisville, N.C., recently settled a dispute over the costs and timeline of the project. The additional months and the mitigation needed to deal with the soil challenges will increase the original cost of $565 million by about $100 million, according to the Washington newspaper. Transurban is financing the project. Amanda Baxter, vice president of the Virginia market and operations for Transurban North America, said the late 2023 timeline is achievable after builders move beyond the “unpredictable” delays related to the soil issue. “These megaprojects are very complex, and these types of things do happen,” she told the Post. “We went into this year knowing that we wanted to find a path forward and we had good dialogue with our contractor on the opportunity to advance this project.” VDOT, which provides oversight of the project, said in December that it expected Transurban and its contractor to find a solution to minimize delays. In a statement released May 2, VDOT’s Fredericksburg District Engineer Marcie Parker said the transportation agency welcomes the outcome of negotiations “that benefits the people most affected by this megaproject: the travelers on I-95. We will continue in our oversight role to ensure that the project is delivered safely, is built with quality, and is completed as soon as possible.” Transurban officials said they were aware of the soil conditions when the project started and that its contractor conducted soil testing but acknowledged that the repercussions of the poor soil were larger than expected. “The breadth and depth of that issue was much broader than a testing regime would allow you to know,” said Baxter.

Lane Expansion to Alleviate Congested Traffic Transurban is extending the reversible 95 Express Lanes

VDOT officials say the Fredericksburg extension will increase lane capacity by 66 percent in the peak travel direction along one of the most congested stretches of the highway. The Post reported that local leaders have said the additional travel lanes through Stafford County cannot come fast enough to a section of I-95 often known for nightmarish traffic. The project will hopefully end backups that form at the terminus of the 95 Express Lanes, near Exit 143/Garrisonville Road, where the toll road merges with general travel lanes. “Interstate 95, primarily in Stafford County, continues to be faced with some of the most challenging commutes in the nation,” explained Andrew Spence, director of community engagement for the county, in remarks to the Post. He added that the project “will provide some needed congestion relief.” Once open, carpoolers will be allowed to ride free, while solo drivers can use the lanes at a cost. State and county officials also believe that all drivers will benefit because more motorists in the toll lanes should also relieve congestion in the general lanes. Much Work Left to Be Done Construction since June 2019 has created additional traffic headaches for drivers in the corridor, although lighter traffic volumes during the coronavirus pandemic helped to minimize the effects. Most of the work, though, is being done in the median of the freeway. Crews recently demolished the American Legion Road overpass and are working to rebuild it to accommodate the I95 express lanes. That work, which will take about nine months, places another detour in Stafford County for people who live along the road. In the coming months, the contractors will lift and install beams over the I-95 for future access points to the express lanes, which will affect traffic in both directions. “You’ll really see an uptick in the construction activities,” Baxter noted, adding that although the opening date is targeted for December 2023, Transurban is offering incentives in hopes the contractor could open the toll lanes sooner. Transurban operates a network of more than 50 miles of express lanes in northern Virginia lanes along interstates 95 and 395, as well as the Capital Beltway/I-495. 

125-Year-Old Bridge

The Massachusetts Department of Transportation (MassDOT) is asking for design plans to replace the 125-year-old New Bedford-Fairhaven Bridge, according to an announcement April 6 from State Rep. Bill Straus. He said MassDOT is beginning the process to design and permit a replacement for the aged swing-truss bridge, which carries U.S. Highway 6 over the Acushnet River along the southeastern coast of the state. Construction of the bridge began in 1897, and it occasionally shows its age when the hydraulic system malfunctions, as happened in March when the bridge became stuck for a time in the open position. MassDOT blamed the problem on a hydraulic jack that malfunctioned, but New Bedford’s WBSM News-Talk Radio reported that the incident prompted New Bedford Mayor Jon Mitchell to state on Twitter, “We don’t need more reminders that the bridge needs to be replaced.” He cited a 2014 MassDOT feasibility study that found the bridge is “functionally obsolete,” but that replacing it would cost around $120 million. WBSM reported that the soon-to-be-released Scope of Work document for the bridge replacement will likely ask engineering services to include project development engineering along with environmental considerations, 25 percent highway design submission, public hearings, geotechnical design, structural project development and sketch plans. Completion of preliminary design work is standard for projects of this scope before they can be included on construction funding lists, Straus noted, adding that the work will be “critical to the project’s future funding success.” He praised Mitchell for being “tireless in his advocacy for this project,” while adding, “I cannot recall a legislative delegation meeting where he has failed to bring this up.” “I want to thank [MassDOT] Highway Administrator [Jonathan] Gulliver and the Highway District 5 staff for their cooperation with me in getting the start for this engineering work,” continued Straus, who is the House Chair of the Transportation Committee on Beacon Hill. “While this project will ultimately cost more than $100 million to permit and construct, a replacement bridge has significant economic value as it will allow better access through our port by widening of the available channel for vessels and providing for more up to date and efficient operations during bridge openings.” Both Straus and his colleague, Massachusetts State Rep. Antonio Cabral, have long advocated for a bridge replacement project. In 2015, the pair recommended a tall vertical lift bridge design, according to the news release. Old Swing Bridge Limits Local Fishing Industry Mitchell had asked the state to replace the bridge long before its latest failure in March. “I actually wrote a term paper in college, in an urban economics course, arguing for the replacement of this bridge,” Mitchell told WPRI.com. Thirty years later, he added, little to nothing had been done — until now. Mitchell noted that the bridge routinely causes traffic snarls because when it swings open to allow ships through, it does so slowly. In addition, he said it prevents his city’s expansion of the commercial fishing industry. The New Bedford mayor told WPRI.com that the northern part of the harbor cannot be as developed as other sections because large ships will not fit through the old bridge’s narrow opening. “This is the biggest commercial fishing port in the United States. It is a major source of America’s food supply,” Mitchell said. “Lots of people rely on it and so it has to work, and that requires the state to make an investment.” 

NYSDOT Finalizing Plans to Improve State Route 5S The New York State Department of Transportation (NYSDOT) is refining plans for a $6.65 million corridor improvement project, targeted for construction in 2023, on a part of State Route 5S in the village of Florida. The small community is located about 70 mi. northwest of New York City. The transportation agency said May 8 that improvements would be made along a 1.3 mi. stretch of Route 5S starting near the bridge over the Schoharie Creek and eastbound past the Dollar General and Hill & Markes distribution centers. “The primary focus initially is to keep traffic moving in an organized and safe manner,” said Jonathan Tibbitts, a design team manager of NYSDOT. “The corridor itself over the years has been developed further and further and truck volume is increasing along

with regular volume.” Construction is tentatively planned to begin next spring for completion by November 2023. Alternating lane closures are expected during road work. Project to Give Route 5S Better Resilience The Daily Gazette in Schenectady reported that the roadway upgrade will involve widening the travel lanes and shoulders of Route 5S in both directions. In addition, an eastbound climbing lane will be built to mitigate delays to regular traffic caught behind freight vehicles that normally lose speed while making their way uphill. Improvements to drainage and road surfaces through the corridor also will be incorporated into the project to limit the need for NYSDOT to return in the future for more projects affecting traffic. “Drainage down through there

is antiquated,” explained Tibbetts. “Although it’s functioning, it’s a good opportunity to build a little more resilient corridor. It’s time to get some pavement improvement under way.” The expanded roadway and fresh pavement are designed to upgrade safety along the sloped and curved area of roadway where an estimated 3.38 crashes occur per one million vehicles traveling through the corridor, according to NYSDOT statistics. The figure is approximately 27 percent higher than the statewide average of 2.67 crashes for every one million vehicles on similar rural highways. “That obviously catches our interest and makes us say, ‘What can we try to do to help minimize that,’” Tibbitts said to the Daily Gazette. No fatalities have occurred along the stretch, but there have been a few serious crashes, Montgomery County Sheriff

Jeffery Smith told the Schenectady news source. Most incidents have been minor fender benders or nuisance issues involving vehicles going off the road or getting stuck during winter storms, especially trucks trying to navigate the hill. “Whenever it snows and is slippery, that road [becomes] a major problem with tractor trailers going up and coming down,” he explained. “I think any highway improvements there would be a welcome addition [for] all of us.” Upgrades Done to Handle AreaÊs ÂTremendous GrowthÊ Specific sections of land in the town of Florida must be acquired from 14 private properties to accommodate the road upgrades, the Daily Gazette reported. Impacts to surrounding properties will vary when the infrastructure is widened to around 12 ft. on

the eastbound side and 2 ft. on the westbound side. NYSDOT real estate officers are working with landowners to reach agreements on acquisition and compensation. Eighty percent of the $6.65 million project will be paid by the federal government, along with 20 percent from the state. The proposed improvements are essential to support the already “tremendous growth” and further development expected by county officials along Route 5S, according to Montgomery County Executive Matthew Ossenfort. To have NYSDOT undertake the work without any expense to the county only adds to the project’s attraction, he noted. “It’s a much-needed infrastructure project that aligns with the growth in the area,” Ossenfort told the Daily Gazette. “It will certainly benefit not only businesses, but residents who are traveling up and down Route 5S each day.” 

Now in its 23rd year, the scholarship program was established with a gift from two Roanoke, Va., highway contractors and their companies — Stan Lanford (1999 ARTBA chairman) of Lanford Brothers, and Jack Lanford (1991 ARTBA chairman), with Adams Construction Company. More than 100 highway workers are killed annually in roadway construction and maintenance accidents, and thousands more are seriously injured. Associated Builders and Contractors member contractors invested $1.6 billion to provide more than 1.3 million course attendees with craft, leadership and safety education in 2021, according to its 2022 Workforce Development Survey, up from $1.3 billion in 2020. The annual assessment quantifies the scope of ABC members’ workforce development initiatives to advance their employees’ careers in commercial and industrial construction to build the places where Americans live, work, learn, heal and play. Safety education accounted for the greatest share — 56 percent — of total workforce investment. Investment in craft education increased significantly to 34 percent of the total in 2021, up from 22 percent in 2020, responding to the need for an estimated 650,000 additional construction workers in 2022. General and construction management contractors boosted their share of the total workforce development investment to 65 percent in 2021 from 58 percent in 2020. “ABC member contractors are building the people who build America by investing

Key findings from the survey include: • ABC member contractors invested an average of 7.4 percent of payroll on workforce education, or $112,412. • Women in management/supervisory roles ticked up to 19 percent in 2021 from 17 percent in 2020, and women in craft/trade roles increased from 14 percent to 15 percent. • ABC members educate almost four

times as many trade/craft personnel than the next highest positions, field managers/superintendents. • ABC members invested in safety education for 51 employees, on average. • More than half of respondents (61 percent) reported a labor shortage of severe or very severe, citing an exodus of baby boomers as the top contributor. ABC’s all-of-the-above approach to workforce development has produced a network of ABC chapters and affiliates across the country that offer more than 800 apprenticeship, craft, safety and management education programs — including more than 300 government-registered apprenticeship programs across 20 different occupations — to build the people who build America. Industry consulting firm FMI conducted the 2022 Workforce Development Survey from Jan. 4 to Feb. 18, 2022. The updated NBIS applies to highway bridges on all public roads, on and off federal-aid highways, including tribally and federally owned bridges. It also applies to private bridges that are connected to a public road on each end. “Periodic and thorough inspections of our nation's bridges are necessary to maintain safe bridge operation and prevent structural and functional failures,” said FHWA. “In addition, data on the condition and operation of our nation’s bridges is necessary for bridge owners to make informed investment decisions as part of an asset management program.” In MAP-21, Congress declared that inventorying, inspecting and improving the condition of the nation’s highway bridges is in the nation’s best interests. “As a result of this declaration and the authority established by MAP-21 in 23 U.S.C. 144, FHWA is updating the NBIS.” New terms in the rule provide consistency and clarity in the implementation of the regulations. This includes renaming certain existing terms in a more descriptive way, such as fracture critical member being renamed nonredundant steel tension member (NTSM). “The final rule requires bridge inspection organizations to maintain a registry of nationally certified bridge inspectors to align with a similar provision in the National Tunnel Inspection Standards [NTIS] in 23 CFR part 650, subpart E,” said the agency. Training requirements for program managers and team leaders have been modified by defining a required amount of refresher training for both roles and defining training needed to be a team leader on a NSTM inspection. They also provide options for establishing inspection intervals for each inspection type. For instance, an inspection interval tolerance of three months beyond the inspection date is included. Extended routine inspection intervals up to 48 months, and 72 months for underwater inspections are provided for. The establishment of more rigorous, risk-based intervals in consideration of factors for routine, underwater and NSTM inspections, that would allow some inspection intervals to be up to 72 months, also is covered. The final rule also requires written reports to FHWA of critical findings identified during inspections and provides minimum criteria for what a critical finding is, for national consistency. “The regulations also require that a bridge inspection organization provide information to FHWA for annual compliance reviews,” said the agency. The updated regulations include new time frames for updating inventory data and a process for tracking the updates of inventory data. In addition, they include a new document to identify data items for the NBI. This document, “Specifications for the National Bridge Inventory (SNBI),” replaces the “Recording and Coding Guide for the Structure Inventory and Appraisal of the Nation’s Bridges (Coding Guide).” The final SNBI document is included in the docket. Drone usage, as a tool in performing bridge inspections, is covered in the updated NBIS.

Construction Unemployment Down in 45 States From 2021 The not seasonally adjusted national construction unemployment rate dropped 2.6 percent in March 2022 from a year ago, down from 8.6 percent to 6 percent, while 45 states had lower unemployment rates over the same period, according to a state-by-state analysis of U.S. Bureau of Labor Statistics data released April 27 by Associated Builders and Contractors. This considerable improvement occurred as cases of the omicron variant fell and many states began lifting some or all of their COVID-19 restrictions. National NSA construction employment was 230,000 higher than in March 2021. For the first time since the pandemic hit the United States, seasonally adjusted construction employment in March 2022 edged above its pre-pandemic peak in February 2020 (up 4,000). That’s even as national seasonally adjusted nonfarm payroll employment, despite continuing to improve, was 1 percent below its February 2020 peak. Residential construction employment rebounded more strongly than nonresidential construction employment. March SA residential construction employment was 83,000 above its pre-pandemic peak while nonresidential construction employment was 79,000 below its pre-pandemic peak, for a net gain of 4,000 in construction employment. The national NSA construction unemployment rate of 6 percent was up 0.8 in March 2022 from its March 2019 reading. Over that same period, 23 states had lower construction unemployment rates, 26 states had higher rates and one (Oklahoma) was unchanged. “The construction industry has shown remarkable resiliency in the face of many pandemic-related obstacles. Now, the industry faces rising interest rates and further supply chain disruptions due to the RussiaUkraine war,” said Bernard Markstein, president and chief economist of Markstein Advisors, who conducted the analysis for ABC. “Nonetheless, the near-term outlook for construction activity and employment remains positive. Both builders and developers have shown remarkable agility in coping with the numerous challenges over the past two years.”

Recent Month-to-Month Fluctuations National and state unemployment rates are best evaluated on a year-over-year basis because these industry-specific rates are not seasonally adjusted. However, due to the changing impact of the COVID-19 pandemic and related shifts in public policy, monthto-month comparisons offer a better understanding of the pandemic’s effect on construction employment in a rapidly changing economic environment, though care must be used in drawing conclusions from these numbers. Since the data series began in 2000, national NSA construction unemployment rates have generally fallen from February to March, with 18 decreases, three increases and one year (2016) with no change. March 2022 posted another decline, down 0.7 percent from February. Thirty-eight states had lower estimated construction unemployment rates than in February, 11 states had higher rates and one (Montana) had the same rate. The Top Five States The five states with the lowest March 2022 estimated NSA construction unemployment rates were: • South Dakota, 1.3 percent • Nebraska, 1.8 percent • Utah, 2 percent • Arizona, 2.8 percent • Georgia and Idaho (tie), 3.2 percent Arizona, Georgia, South Dakota and Utah each posted their lowest March estimated NSA construction unemployment rate on record. Meanwhile, Idaho and Nebraska turned in their second lowest March rates on record. Both were only 0.1 percent above their lowest rate. The Bottom Five States The states with the highest March 2022 estimated NSA construction unemployment rates were: • New Jersey, 8.9 percent • Michigan, 9.3 percent • Illinois, 9.8 percent • West Virginia, 9.9 percent • New York, 10.3 percent New Jersey and New York had the fourth and fifth largest year-over-year decrease, respectively, among the states. Aging Program In 2021, FHWA marked the 50th anniversary of its NBIS, which supports the federal program that helps protect nearly 620,000 bridges across the country. “For a half-century, NBIS standards have been at the core of federal infrastructure safety efforts,” said Stephanie Pollack, FHWA’s acting administrator. “The data we collect under the program help keep bridges safe and identify areas where maintenance is needed before problems arise.” The NBIS umbrella covers 618,456 bridges, up from 588,735 bridges or a 4 percent increase over the past two decades, according to the American Association of State Highway and Transportation Officials (AASHTO). It mandates regular inspections of highway bridges to detect any potential structural problems early and verify bridge maintenance schedules. FHWA noted that state departments of transportation inspect each and every bridge at least once every 24 months. In addition to specialized training for bridge inspectors, the program also requires the collection of bridge condition data for inclusion in FHWA’s National Bridge Inventory, which helps transportation officials make informed decisions about funding priorities. FHWA officially adopted the NBIS regulations in 1971 after the collapse of the Silver Bridge in West Virginia in 1967 due to a crack in the bridge’s suspension chain. “That tragedy, which cost the lives of 46 people, brought national attention to the issue of bridge condition safety and led to a systematic effort to ensure oversight at the national level,” said AASHTO. Good Timing The updates come at a time when nearly 224,000 bridges across the country need repair. Some 43,600 are structurally deficient and in poor condition, according to ARTBA. The number of bridges in need of repair represents 36 percent of all U.S. bridges, according to ARTBA’s latest bridge report, released early this year. Some 48 percent of 619,588 bridges are in fair condition. But almost 80,000 bridges should be replaced, according to ARTBA. “If placed end-to-end, these bridges would stretch over 6,100 miles — long enough to crisscross the country from Los Angeles to Portland, Maine, and back again,” said Alison Premo Black, the association’s chief economist. Premo Black conducted the analysis for ARTBA. The IIJA provides states with significant new resources to make long overdue infrastructure improvements, including bridge repairs, said ARTBA. “The longer it takes to bridge the political divide on the FY 2022 spending bills, the longer it will take for transportation improvements to get started,” Dave Bauer, ARTBA president and CEO, said. “We urge Congress to act forthwith so that the American people can begin to realize the benefits of the historic investments in the bipartisan infrastructure law.” Based on average repair and replacement cost data published by the FHWA and submitted by bridge owners (typically state DOTs), ARTBA estimates the cost of identified repairs for all 224,000 bridges, including the 43,578 structurally deficient, is $260 billion. The number of structurally deficient bridges was down by 1,445 compared to 2020. At current pace, it would take

30 years to repair them all, said Premo Black. Almost half of the 619,588 U.S. bridges — 48 percent — are rated in fair condition. “This means that the bridge shows evidence of minor deterioration or minor cracks,” said ARTBA. The number of bridges in fair condition grew by 2,916 in 2021, reaching 297,888 structures. At 4,504, Iowa leads the list of states with the largest number of bridges in poor condition. Pennsylvania with 3,198; Illinois, 2,405; Oklahoma, 2,296; Missouri, 2,218; New York, 1,672; Louisiana, 1,631; California, 1,493; West Virginia, 1,490 and Ohio, 1,334, follow. States and territories with the most bridges in poor condition as a percentage of their total bridge inventory are West Virginia at 20 percent; Iowa, 19 percent; Rhode Island, 17.5 percent; South Dakota, 17.3 percent; Pennsylvania, 13.8 percent; Louisiana, 12.7 percent; Maine, 12.6 percent; Puerto Rico, 12.1 percent; North Dakota, 11.2 percent and Michigan, 11 percent. Reliable Inspections The rule addresses requirements set by MAP-21 offering states options in determining inspection intervals for bridges. Each state can have the option to continue their current inspection intervals if they determine the requirement is satisfactory or choose to instate more rigorous requirements for inspectors. This latter method would call for bridge specialists to assess potential risks to the point of failure for each individual bridge, or a cluster of bridges, to be further evaluated by experts, according to the organization Report Card for America’s Infrastructure. “Current standards set inspection intervals at roughly 24 months apart with a maximum interval being 48 months. Bridges with higher risk considerations are inspected every 12 months.” While the first method consists of similar regulations, it does differ by requiring more thorough criteria for establish-

ing which bridges need 12-month intervals for inspections, said the organization. The Federal Register notice says that the second method “involves the identification and use of an interval that is commensurate with the risk of safety of service loss in a given bridge.” Inspectors could determine the risk factors based on what is described as an “impact and consequence matrix,” serving as a formula for assessing failure probability. This matrix was based on research by a team of civil engineers that included Robert Connor of Purdue University and Glenn Washer of the University of Missouri. “The results of the research will allow the intervals at which bridges are inspected to be established based on a risk-based approach,” Connor said. “It’s a compliment to see your work have a potentially major impact.” The research followed initial work conducted for FHWA that developed risk-based inspection strategies for bridges that contain NSTM, or fracture critical members. Connor said prior to the NBIS updates, bridge inspection standards were calendar-based, calling for on-site inspections every 24 months, regardless of the bridge’s age. There were no explicit adjustments for age or circumstances such as environmental conditions that can wear on a bridge faster. He said the research calls for a risk-based analysis that allows inspection efforts to focus on bridges and areas that are more likely to have problems or would have significant consequences should a problem arise. “The research allows an owner to decide how to best manage the inspection needs of their diverse inventory of highway bridges,” said Connor, director of the Steel Bridge Research, Inspection, Training and Engineering Center. “Rather than over inspecting newer, healthy bridges, the interval can be rationally extended to, say, every 48 or 72 months for some. “This will then allow an owner to spend more time on other bridges they are more concerned about and inspect those say every 12 months, for example.”  CEG

Reconstruction costs are eliminated, as well. Plus, delays due to maintenance occur less and as a result, maintenance costs drop. Perpetual pavement also reduces the need for non-renewable asphalts and aggregates. Driverless Vehicles Goehl of the Texas Transportation Institute said autonomous vehicles will change the way asphalt pavements are constructed. Today’s 12-ft. wide driving lanes will look different in the future. “If you look at that path where people normally drive, it tends to be on each tire about three foot wide. So, there’s some wander when you drive just naturally within the lane, that kind of distributes the weight of that car over half the lane. So about six-foot total,” she said. But designers are anticipating changes in road pavement spread to accommodate autonomous vehicle technology, said Goehl. “When you go to a self-driving car, they’re going to drive in a path similar to a train on a track. Now instead of that tire meandering over a three-foot area, it’s probably going to be stuck in about a one-foot area.” The result will be a more concentrated load on the pavement within that area, which said will change a bit in how pavement is designed in order to hold that load. The pavement “will have to be stiffer. We’re still researching how those effects can cause those problems with those vehicles.” Autonomous vehicles also are at the heart of research into keeping road workers safe. Last year, the North Dakota Department of Transportation launched an autonomous protection truck for road construction crews in work zones. Kevin Longley of the American Society of Civil Engineers (ASCE) reported that the state utilized a grant from the Federal Highway Administration to improve work zone safety with an “autonomous impact protection vehicle.” Impact protection vehicles, driven by humans, protect construction crews from other drivers on the road who are not paying attention to the construction site or have lost control of their vehicle. A crew member will remotely control the autonomous vehicle, but no humans will be inside during shifts. “This is a great day for North Dakota to showcase its commitment to innovation,” said NDDOT Director Bill Panos in announcing the program. “This technology is one more tool that we will have available to enhance the safety of work zones in our state.” The state DOT believes the autonomous vehicle, dubbed the Autonomous Truck

The unmanned vehicle operates in a multi-vehicle leader/follower configuration with a human driven highway maintenance vehicle, the company said. The ATMA systems features component redundancy, an active safety system, high accuracy GPS/GPS-denied navigation, encrypted V2V communications, and multimodal front and side-view obstacle detection, the companies added. It also includes a user interface that provides system feedback, situational awareness, multi-camera views and operator controls, according to Kratos. “These vehicles follow road crews and create a physical barrier between workers and the public that can save a life in the event of a work zone intrusion,” said Terry O’Sullivan, general president of Laborer’s International Union of North America. “Remotely operated equipment protecting the work zone could potentially eliminate deadly work zone intrusions and that is a positive step for work zone safety.” The Colorado Department of Transportation began using automated TMAs in 2017 after recording 26 incidents of motorists crashing into the vehicles over a four-year period. Usually unoccupied when protecting a stationary work site, these vehicles have workers following alongside as paving jobs progress. CDOT began using a remote-controlled impact protection vehicle operated by a driver in another truck traveling ahead of it. If the wireless connection is lost, the driverless vehicle automatically comes to a stop. If the vehicle with the TMA is hit, there’s nobody sitting in the cab that can be injured. “People often talk about the coming job displacement of automated vehicles — well this is actually one job I want to get people out of,” said Shailen Bhatt, executive director of CDOT. “The idea that we have a truck (whose) job is to get hit, with someone sitting in it, well that doesn’t make a lot of sense.” CDOT tried out the driverless TMA on a road striping project in Fort Collins and plans to use it on other projects. The department believes the technology has the potential to improve work zone safety now and productivity in the future as automation frees up workers to take on other tasks. Bhatt believes technology “can take transportation safety to a new level and forever improve the way we work. By using self-driving technology, we’re able to take the driver out of harm’s way while still effectively shielding roadside workers.”  CEG

Kleemann Designs EVO2 Generation for Sustainable Use Kleemann’s jaw crusher MOBICAT MC 110(i) EVO2 and the cone crusher MOBICONE MCO 90(i) EVO2, with their efficient crusher direct drive, have a holistic drive concept that forms the basis for high cost-effectiveness. Both machines of the new EVO2 generation are equipped with a power train. The crusher is driven directly, and thus with high fuelefficiency, via a reliable fluid coupling. Conveying components, such as the vibrating feeder, the doubledeck prescreen or the discharge conveyors, are all-electric. A robust and easily accessible transmission guarantees efficient power transmission. It not only operates with a high level of efficiency but also has increased protection against dust. The power and load-dependent fan drive also ensures low-noise and economical operation. Operation in ECO mode can additionally reduce fuel consumption as well as wear in idle phases. The plants can be optionally equipped with a heat package (-15 to + 50 C) or cold package (-25 to +40 C). The cold package has an autonomous auxiliary heater with a convenient timer function.

Environmentally Sound Operation · Less Noise, Dust In the new drive concept, the speed of the cooler fan and thus also the cooling capacity is controlled automatically, which considerably reduces the noise level.
